Nebraska Labor Commissioner John Albion said the state's data is more volatile because of the pandemic.

The national seasonally adjusted unemployment rate for May was 13.3%, a decrease of 1.4 percentage points.

The second-lowest unemployment rate was in Utah, with 8.5% unemployed. Wyoming came in third, with 8.8%. The state with the highest seasonally adjusted unemployment was Nevada, with 25.3%.

LINCOLN, Neb. (AP) - Masks will be required for students, employees and visitors at the University of Nebraska-Lincoln this fall, under a policy that took effect Thursday.

The university's Forward to Fall committee approved the requirement among other moves intended to protect those on campus from the coronavirus, according to the&nbsp;<a href="https://journalstar.com/news/local/education/unl-to-require-masks-in-all-campus-buildings-and-some-outdoor-spaces-this-fall/article_400daf59-633b-573c-addb-40d10c3a3274.html#tracking-source=home-top-story-1" target="_blank">Lincoln Journal Star</a>.

All those on campus will be required to cover their faces with masks inside buildings and in some outdoor spaces. People can remove masks while eating as long as they observe social distancing rules, and they won't be required for those alone in a room or vehicle, inside their on-campus residence or while working on some research tasks.

"This facial-covering policy has been established because we respect and care for ourselves and every person that we encounter on campus," a website stating the new policy reads.

The university also will reconfigure classes and dining halls to allow social distancing, and hand-sanitizing stations will be placed in high-traffic areas.

Those who violate the new rules may be asked to leave campus, and people who refuse could face disciplinary action.

The mask policy doesn't apply to Memorial Stadium.

June is usually the month when summer hits full swing in Nebraska.&nbsp; In a typical year, Omaha would be hosting the College World Series right now.&nbsp; The Swedish Festival in Stromsburg, Polish Days in Loup City, and numerous other community celebrations would occur this month.&nbsp; NEBRASKAland Days would be underway in North Platte.&nbsp; Communities like Seward, Central City, and Ralston would be readying plans for Fourth of July celebrations.&nbsp;

While this year has been anything but normal, we’re seeing encouraging signs in our battle against coronavirus.&nbsp; Thanks to Nebraskans who are practicing social distancing even as we reopen, we continue to maintain robust capacity in our health care system.&nbsp; We’ve seen a downward trend in coronavirus hospitalizations in recent weeks.&nbsp; Counties that 4-6 weeks ago were experiencing a surge in coronavirus cases are seeing very few new cases today.&nbsp;

The virus isn’t gone, and we must continue to be smart and follow social distancing guidelines.&nbsp; When you’re out in public places, keep six feet of distance from other people.&nbsp; Continue to wash your hands often, avoid large groups of people, and wear a mask when you go to the store.&nbsp; These behaviors will help us slow the spread of the virus even further.&nbsp; As a state, we’ve been very successful in our efforts so far.&nbsp; As Nebraskans use good sense in their social interactions, I’m confident we’ll keep heading in the right direction.

In light of the progress we’ve made, our Direct Health Measures will be relaxed again on June 22nd.&nbsp; Most of Nebraska—89 out of our 93 counties—will enter Phase Three of our plan to loosen restrictions.&nbsp; Dakota, Hall, Hamilton, and Merrick counties will move to Phase Two of our plan. &nbsp;

Here is an overview of the Phase Three rules that will go into effect for most counties on June 22nd.

As we proceed to the next phases by region, we’re also loosening restrictions on sports statewide.&nbsp; Team sports provide important exercise and community camaraderie—something we’ve all missed the last few months.&nbsp; On June 1st, limited and non-contact sports resumed practices in Nebraska.&nbsp; These sports have safely restarted with no issues.&nbsp; Given how smoothly team sports have resumed, we’re going to allow contact sports—such as soccer, basketball, and tackle football—to begin statewide in July.&nbsp; Both practices and games for contact sports can take place as of July 1, 2020.

We’ve also announced the content of the Phase Four Directed Health Measures.&nbsp; We’ve not yet set a date for these to take effect.&nbsp; However, we’re providing the Phase Four rules so that Nebraskans know what to expect as we move forward.&nbsp;

COLUMN Gov. Ricketts: Open for business

LINCOLN, Neb. (AP) - Nebraska's governor told local governments they will not receive any federal money to help fight the effects of the coronavirus pandemic if they require people to wear masks in public buildings.

The mandate from Republican Gov. Pete Ricketts seems at odds with his usual message, often delivered at his regular news conferences to address the COVID-19 outbreak, encouraging people to wear masks to slow the spread of the virus, the Omaha World-Herald&nbsp;<a href="https://www.omaha.com/news/state_and_regional/ricketts-tells-local-governments-they-wont-get-federal-covid-19-money-if-they-require-masks/article_d15459b9-26df-527e-9899-9f579a3d8597.html#1" target="_blank">reported</a>.

Ricketts stands by that advice, his spokesman Taylor Gage said. Local governments can encourage mask-wearing in courthouses and other county government buildings, he said, but the governor "does not believe that failure to wear a mask should be the basis for denying taxpayers' services."

"Counties are not prohibited from requiring masks, but if they want CARES Act money, they have to be fully open, and that means they cannot deny service for not wearing a mask," Gage said.

The mandate is drawing objections from county officials, who say it runs counter to Nebraska's long-held bent toward local control and the advice of public health officials.

In Lincoln, officials planned to require all visitors to wear masks when entering the City-County Building, but those rules were dropped when officials learned that doing so would cost Lancaster County any chance at the $100 million that has been allotted to Nebraska counties as part of the federal economic rescue law.

"We'd like to have a little bit more ability to call the shots in our courthouse, but we realize that he has the right to set the rules," said Deb Schorr, a longtime Lancaster County Board member.

RAPID CITY, S.D. (AP) — Tourism officials say more than 125,000 tickets were requested for the 7,500 spots available for the Fourth of July fireworks at Mount Rushmore, which President Donald Trump plans to attend.

Lincoln – In the wake of the COVID-19 pandemic, Attorney General Peterson and a bipartisan coalition of 39 attorneys general asked Google and Apple to ensure all contact tracing and exposure notification apps related to COVID-19 adequately protect consumers’ personal information. Specifically, the coalition asked Google and Apple to guarantee that such apps, when available to consumers, are affiliated with a public health authority and removed from Google Play and the App Store once no longer needed by public health authorities.

In a letter sent today to the Chief Executive Officers of Apple and Google, cosponsored by Oregon Attorney General Ellen Rosenblum and Nebraska Attorney General Doug Peterson, the Attorneys General acknowledge that while digital contact tracing and exposure notification tools are valuable in understanding the spread of COVID-19 and assisting public health authorities, these same technologies pose a risk to consumers’ privacy.

“Public health authorities across the country and throughout Nebraska are working diligently to understand the spread of COVID-19,” Attorney General Peterson said. “Contract tracing and exposure notification apps that collect sensitive information from consumers without meaningfully contributing to this understanding deserve no place in the App Store or on Google Play.”

The coalition expressed concern regarding contact tracing and exposure notification apps available to consumers in Google Play and the App Store, particularly the “free” apps that utilize GPS tracking, offer in-app purchases, and are not affiliated with any public health authority or legitimate research institution.

result does not confirm infection or immunity.


COVID-19
antibody test results will be available within 7-10 days in the Red

has been authorized for emergency use by the U.S. Food and Drug
Administration.

Red Cross now testing all blood donations for COVID-19 antibodies 

OMAHA, Neb. (AP) - Another employee in Nebraska's prison system has tested positive for COVID-19, as health officials in eastern Nebraska announced a second child in the Omaha area has been diagnosed with a rare and serious inflammatory condition that's linked to the new coronavirus.

The Nebraska Department of Correctional Services said late Monday that the latest prison staffer to be infected works at the Omaha Correctional Center and is self-isolating at home. The latest case brings the number of prison employee infected statewide to 20.

Meanwhile, the Douglas County Health Department announced Tuesday that a teenage boy was briefly hospitalized in late May with the inflammatory condition and tested positive for COVID-19. Health officials said the boy had a brief history of a fever, sore throat and fatigue before he was hospitalized. It's the&nbsp;<a href="https://apnews.com/03b4e6ec64068db9bc3eec47e025f24e" target="_blank">third case&nbsp;</a>of the condition in children recorded in the state.

The new cases came as Nebraska saw four more COVID-19 deaths recorded Monday, bringing the state's total to 220. The&nbsp;<a href="https://nebraska.maps.arcgis.com/apps/opsdashboard/index.html#/4213f719a45647bc873ffb58783ffef3" target="_blank">state's online coronavirus tracker</a>&nbsp;also showed 126 new cases on Monday, to take the state's total to 16,851.

The Sturgis Motorcycle Rally will be held, but with some major modifications. 

The Sturgis City Council voted Monday night to proceed with preparations for the Aug. 7-16 rally that's now in its 80th year. 

The event draws hundreds of thousands of motorcycle fans.

 The council voted 8-1 to allow the rally to take place, but without the usual parade, opening ceremony and B-1 bomber flyover. 

The decision comes after weeks of public comment and debate on whether to hold the event amid the coronavirus pandemic.

additional funding for nonprofits as part of the Coronavirus Relief
Fund (CRF, created under the federal CARES Act passed by Congress.
Nonprofit organizations work directly with people of varying needs
and see firsthand the impacts the pandemic has on people’s lives. 


NAM
distributed a letter to Ricketts June 15 to call for transparency and
accountability in how the state distributes the federal money to help
identify the greatest areas of need and ensure the public has
confidence in how it is distributed.

“The CARES Act and the Coronavirus Relief Fund provide important
opportunities to help meet the needs of Nebraska workers, families,
and businesses impacted by the pandemic.&nbsp;Nebraska nonprofits
employ 1 of every 11 working Nebraskans. Like other businesses, many
nonprofits are struggling financially due to COVID. Like the Paycheck
Protection Program, struggling nonprofits should be eligible for the
$392 million in grants that have been provided to businesses,” said
NAM CEO Anne Hindery. “In addition, it is critical for individuals
and organizations to have an opportunity to provide input on the
distribution of CRF dollars. Several states underwent a public
comment period for their CRF.”

Hindery
added, “We believe that many of the grants outlined in the CARES
program will be insufficient, such as funding for mental health and
housing. In addition, no money is included for direct assistance to
individuals and families, likely creating unnecessary barriers and
delays when people need relief now.”

Ricketts
recently outlined how Nebraska will spend $7.7 billion in COVID-19
funding, which includes more than $1 billion in the CRF, which the
state can distribute for purposes related to COVID-19. Ricketts’
plan for the CRF includes $392 million for business grants to help
pay for operating expenses and $85 million for the Community CARES
program to help support nonprofits. Under the plan, businesses will
receive 460% more funding compared to organizations offering direct
relief. 


“Nonprofits
can do their part by creating and sending action alerts to their
constituents and calling on government leaders to allow nonprofits to
be eligible for business grants, provide additional funding for
services to individuals, prioritize funding for communities of color
and make the CRF process open and transparent,” Hindery said.

Nonprofit group urges Gov. Ricketts to provide additional funding for nonprofits

LINCOLN, Neb.-Governor Pete Ricketts announced the next steps in the State’s phased plan to loosen restrictions that have been in place during the coronavirus pandemic.&nbsp; The new directed health measures (DHMs, easing restrictions on businesses and activities, will take effect June 22, 2020. &nbsp;&nbsp;Most counties in Nebraska (89 out of 93) will move to “Phase 3” of the reopening on June 22nd.&nbsp; Dakota, Hall, Hamilton, and Merrick counties will move to “Phase 2.”

Felicia Quintana-Zinn, Deputy Director for the Division of Public Health of the Nebraska Department of Health and Human Services (DHHS, also participated in today’s press conference.&nbsp; She overviewed the State’s plan, developed in conjunction with partner associations and local health departments, to help long-term care (LTC) facilities safely move toward more normal operations.

Nebraska Department of Education (NDE) Commissioner Matthew Blomstedt also joined the Governor at this afternoon’s briefing.&nbsp; He stated that NDE expects schools to resume instruction this fall with students in the classroom.&nbsp;

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;DHHS has developed a Long-Term Care Coronavirus Phasing Guidance (LTC Phasing Guidance) for responsibly easing restrictions in LTC facilities while coronavirus remains in communities across Nebraska.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The LTC Phasing Guidance mirrors the Directed Health Measure phases to allow facilities a standardized tool to determine when they should ease restrictions based off of their community data.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The LTC Phasing Guidance has three phases that include considerations such as visitation, communal dining, and group activities.&nbsp;

o&nbsp;&nbsp;All LTC facilities are currently considered to be in LTC Phase 1.

o&nbsp;&nbsp;If their local health district is currently under DHM Phase 2, LTC facilities can move to LTC Phase 2 now if they meet the criteria under the LTC Phasing Guidance.&nbsp;

o&nbsp;&nbsp;In order to move to LTC Phase 3, an LTC facility must be located in a local health district under DHM Phase 3, complete baseline testing of their staff, and meet other criteria under the LTC Phasing Guidance.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;If a positive case of coronavirus is identified at a facility after progressing to another phase, the facility must work with the local health department to determine whether circumstances require the facility to return to Phase 1.&nbsp;

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Test Nebraska resources are being offered by the State to help facilitate baseline testing of staff and residents at no charge to facilities for specimen collection materials, laboratory testing, and PPE.&nbsp;

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;LTC facilities must register for testing online.&nbsp; The State will schedule facilities for testing and will distribute test kits and PPE to facilities through the local health departments.&nbsp;

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;All test specimens will be processed by the CHI St. Elizabeth lab in Lincoln.&nbsp;

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Facilities and the local health departments will receive reports of test results.&nbsp;

Gov. Ricketts announces new directed health measures effective June 22

OMAHA, Neb. (AP) - Nebraska bars, restaurants and other venues will soon be able to allow more people inside under relaxed rules Gov. Pete Ricketts outlined.

The new rules take effect next Monday across 89 of the state's 93 counties. Restaurants and bars will be allowed to use their full capacity as long as establishments practice social distancing and ensure additional hygiene practices. And gatherings of up to 10,000 people will be allowed as long as indoor venues remain at 50% of their capacity and outdoor venues limit attendance to 75% of their capacity.

Ricketts said Monday that the data on hospital capacity and illnesses across the state supports further easing the restrictions. Hospital capacity remained steady Monday, with 43% of the state's hospital beds, 53% of its intensive care unit beds and 76% of its respirators available for use.

"We've got robust hospital capacity in the state today to be able to take care of people. And that's what we're focused on," Ricketts said.

Currently, restaurants and bars are limited to half their capacity. The new rules will also allow groups of eight people to be seated together, up from the current limit of six people.

Starting next week, gyms, salons, massage parlors and tattoo businesses will be allowed to operate at 75% capacity although masks will be required at most of those businesses.

Child care facilities will also be allowed to increase the number of kids per room starting next week. And the remaining restrictions on elective surgeries will be lifted.

But the relaxed state rules will continue to prohibit most parades, carnivals, street dances and beer gardens.

In four counties that have been hit hard by the virus - Hall, Merrick, Hamilton and Dakota counties - the restrictions will also be relaxed Monday but not as much as in the rest of the state.

State officials also announced that schools are expected to reopen in the fall with students back in classrooms although many details of those plans are still being worked out.

"Our expectation is that they will have in-person learning this fall," Nebraska Education Commissioner Matt Blomstedt said.

State health officials said Monday that four more COVID-19 deaths were reported over the weekend, bringing the state's total to 216. The state's&nbsp;<a href="https://nebraska.maps.arcgis.com/apps/opsdashboard/index.html#/4213f719a45647bc873ffb58783ffef3" target="_blank">online coronavirus tracke</a>&nbsp;r also showed a jump in cases confirmed over the weekend, including 120 new cases on Saturday and 92 new cases on Sunday, to take the state's total to 16,725.

Hospital capacity remained steady Monday, with 43% of the state's hospital beds, 53% of its intensive care unit beds and 76% of its respirators available for use.

The new cases were reported as coronavirus cases have been rising in states across the U.S. Despite the rising numbers, most states - including Nebraska - are rolling back restrictions meant to slow the spread of the virus.

4 more COVID-19 deaths reported over weekend in Nebraska

NORTH PLATTE, Neb.-On Saturday, the West Central District Health Department (WCDHD) reported another confirmed case of COVID-19 in Lincoln County.

WCDHD says the latest case is a female in her 40s, actively isolating at home. This case is under investigation.

Here in Nebraska, June is both Renewable Fuels Month and Dairy Month, so it’s a fitting time to talk about how we’re working to get Nebraska agriculture growing.&nbsp; 2020 has been another challenging year for our state’s largest industry. &nbsp;The coronavirus pandemic has impacted commodity prices and caused significant changes to the nation’s food supply chain.&nbsp; Through it all, our farmers, ranchers, and food processor workers have delivered the food our nation and the world need.

Over the years, Nebraska’s ag producers have defined Nebraska grit and determination, and they have once again responded well to adversity.&nbsp; As they navigate difficult circumstances, we’re dedicating federal and state assistance to keep our farms and ranches growing. &nbsp;

The United States Department of Agriculture (USDA) has rolled out the Coronavirus Food Assistance Program (CFAP) to aid the nation’s agricultural community.&nbsp; CFAP is making $16 billion in direct payments to farmers and ranchers to compensate them for coronavirus-related price drops and market disruptions. &nbsp;USDA has just begun to issue the first CFAP payments.&nbsp; As of June 8th, the program has already disbursed about $100 million to ag producers in our state.&nbsp; Nebraskans interested in CFAP should contact their local Farm Service Agency to inquire about submitting an application.&nbsp; Details of the program are available online at&nbsp;<a href="https://gcc02.safelinks.protection.outlook.com/?url=http%3A%2F%2Ffarmers.gov%2Fcfap&amp;data=02%7C01%7Ccio.webmstr%40nebraska.gov%7C08b6e928ee0a4c85b9f808d80f1678ad%7C043207dfe6894bf6902001038f11f0b1%7C0%7C0%7C637275936481833936&amp;sdata=fgEw%2Fs%2Bk9TCL1C2JmbQUyfz1uyjgRCGUgEiUdR%2FM%2FuA%3D&amp;reserved=0" target="_blank">farmers.gov/cfap</a>. &nbsp;The USDA is accepting applications through August 28, 2020.

The State of Nebraska has also received over $1 billion from the federal government through the Coronavirus Relief Fund to assist with our recovery from the coronavirus pandemic.&nbsp; As part of our plan to get Nebraska growing, we are allocating $330 million of these funds to assist small livestock producers employing 1-10 persons and small businesses with 5-49 employees.&nbsp; Grant applications are available by visiting&nbsp;<a href="https://getnebraskagrowing.nebraska.gov/" target="_blank">getnebraskagrowing.nebraska.gov</a>.

The coronavirus has been especially challenging for the ethanol industry.&nbsp; People have been driving significantly less over the last few months, which has reduced the demand for ethanol and other fuels locally and worldwide.&nbsp; At one point, 42% of ethanol production in Nebraska was offline.&nbsp; The good news is that as drivers return to the road, demand is coming back.&nbsp;

To support the farmers, ranchers, and production facilities in the ethanol industry, we’re successfully advocating for higher ethanol blends—E15, E30, and E85.&nbsp; Ethanol fuels save consumers money, benefit the environment, and create more opportunity for Nebraska’s farmers and ranchers.&nbsp; A year ago, the ethanol industry celebrated news that E15 had been approved for sale all year long. &nbsp;This February, the USDA announced a new initiative—the Higher Blends Infrastructure Incentive Program. &nbsp;It represents a real commitment to expand access to higher blends of ethanol fuel throughout the United States.&nbsp; The USDA will award $100 million in grants this year as part of the program. &nbsp;Through August 13th, gas stations and other fueling facilities can apply for funds to install or upgrade fuel pumps, storage tanks, and other infrastructure. &nbsp;

International trade continues to be a key to growing agriculture.&nbsp; The new USMCA trade deal officially takes effect on July 1, 2020, which is great news for our ag community. &nbsp;Mexico already ranks as Nebraska’s top export destination for corn and dairy, while Canada is our second largest market for ethanol and dairy.&nbsp; The more advantageous trade terms of USMCA will give Nebraska’s ag producers even better access to these North American markets.&nbsp; This is especially true for our dairy farmers, who will face fewer restrictive trade barriers when selling to Canada.

While travel restrictions have put a temporary pause on trade missions, our economic development team continues to be in contact with international partners.&nbsp; As travel opens up, I’ll lead additional trade missions to promote Nebraska’s high-quality crops and livestock.&nbsp; We’ve seen great results from these missions.&nbsp; For example, in September I met with top trade leaders in Japan and Vietnam to talk about the premium ag products grown in Nebraska. &nbsp;From January to April of 2020, Nebraska’s combined beef and pork exports to Japan have been over $50 million higher than they were during the same period last year.&nbsp;

In early March, Vietnamese trade officials visited Lincoln as a follow up from our 2019 trade mission to Hanoi.&nbsp; They committed to buy $3 billion of cattle, corn, distiller’s grains, soybeans, and wheat from Nebraska in the next two to three years.&nbsp; We’re already seeing exponential growth in the Vietnamese market.&nbsp; Beef exports to Vietnam have risen 119% and pork exports are up 136% in the first four months of 2020 compared to the same period in 2019.&nbsp;

True to character, Nebraska’s ag community has found ways to help their neighbors in their hour of need even while facing difficulty themselves.&nbsp; After the coronavirus outbreak, the Green Plains plant in York quickly found new uses for the industrial ethanol it manufactures. &nbsp;The company has donated the ethanol for use in the production of hand sanitizers to aid communities in Nebraska.&nbsp; The Alliance for the Future of Agriculture in Nebraska (AFAN) also stepped up to launch a grant program to supply food pantries around the state with cold storage.&nbsp; Milk is typically the most requested item from food pantries, but many of them do not have the ability to store non-perishables. &nbsp;Nebraska’s ag community is donating milk as well as contributing funds so that food banks can purchase refrigerators.

Call ahead to restaurants and nail salons to make sure staff are wearing face coverings. And no high-fives — or even elbow bumps — at the gym.

These are some of the tips <a href="https://www.cdc.gov/coronavirus/2019-ncov/daily-life-coping/activities.html">in long-awaited guidance</a> from U.S. health officials about how to reduce risk of coronavirus infection for Americans who are attempting some semblance of normal life.

The Centers for Disease Control and Prevention posted the guidelines Friday, along with a second set for organizing and attending big gatherings such as includes concerts, sporting events, protests and political rallies.

But the guidelines are “not intended to endorse any particular type of event,” the CDC’s Dr. Jay Butler said in a Friday call with reporters.

There’s nothing about precautions to take before going to church, no guidance about dating and sex and no explicit advice on a topic that some doctors say they get asked all the time: Is it OK to take the kids to visit grandparents?“Visiting grandma is something I must address three times a week,“ said Dr. William Schaffner, a Vanderbilt University infectious disease expert.“My empathy goes out to the CDC. It’s very, very difficult to have a precise answer for every circumstance,” he added.Stay-at-home orders, school shutdowns and business closings were followed by a national flattening in the rate of new cases. In recent weeks, many states have started reopening as they face pressure to get the pandemic-damaged economy going again. And cases are rising in nearly half the states, according to an Associated Press analysis.The CDC has put out many sets of guidelines, including some for churches, camps, schools and transit agencies. But until now, the organization hasn’t offered specific advice to people trying to decide whether to take vacations, get their nails done, host barbecues, visit a bank or library, go out to eat or exercise at a gym.The CDC’s director, Dr. Robert Redfield, called the new guidelines “common sense suggestions,” not mandates. State or local governments may want to reimpose stricter measures if new outbreaks occur, but that’s a call for them to make, CDC officials said.The guidelines repeat earlier advice about wearing face coverings, especially if it’s difficult to keep at least 6 feet away from other people.They also offers a list of questions people should consider before going out, and some things to think about in particular situations. For example, it suggests that house parties be held outside, guests be greeted with a wave instead of a hug and that everyone bring their own food and drinks.
