LINCOLN, Neb. — Nebraskans may begin enjoying recreational vehicle camping by reservation only at select state park areas starting May 20, according to the Nebraska Game and Parks Commission.

Limited RV camping will be available at select park areas where social distancing and group-size recommendations can be maintained to help ensure compliance with the state’s public health directives amid the COVID-19 health situation. A list of the available park areas will be posted on the agency website and updated as additional areas are established.

“We sympathize with those who have been affected by this virus and the rippling effects of trying to contain it, and we appreciate the patience and understanding of people who are passionate about camping,” Game and Parks Director Jim Douglas said. “We are pleased to now be able to allow limited RV camping, and we look forward to restoring more opportunities when the time is appropriate and as conditions allow. Our priority remains to protect the health and well-being of all Nebraskans.”

Those RV campsites will have the following requirements:

-- Designated sites, which will be spaced at least 25 feet apart, can be reserved online beginning May 17 at&nbsp;<a href="https://lnks.gd/l/eyJhbGciOiJIUzI1NiJ9.eyJidWxsZXRpbl9saW5rX2lkIjoxMDEsInVyaSI6ImJwMjpjbGljayIsImJ1bGxldGluX2lkIjoiMjAyMDA1MDYuMjExNDE0MzEiLCJ1cmwiOiJodHRwOi8vb3V0ZG9vcm5lYnJhc2thLmdvdi8ifQ.Ys6ixM4IET-lECN6avhUA1eKxKzIWmqaY3Y59KUWepI/br/78311070776-l" target="_blank">OutdoorNebraska.org</a>&nbsp;and prepaid. First-come, first-served and tent camping will not be allowed.

-- Only self-contained recreational vehicles, with factory features that allow them to hold potable water, contain wastewater/sewage and connect to electrical service, will be allowed to reserve a site.

-- No parks’ showerhouses or modern restrooms will be open until further notice. Vault toilets and RV dump stations will be open.

-- Each campsite will be limited to eight guests, and the length of stay will be limited to seven days.

-- Mormon Island State Recreation Area (SRA) near Grand Island and Danish Alps SRA near Hubbard will not be available, as they are near communities with high COVID-19 incidence. Park areas may be added to or deleted from the list as warranted and upon recommendations of health officials.

Game and Parks retains the ability to scale back the number of campsites if social practices are not followed or if public health officials determine there is an increased incidence of virus in any region of the state.

Park grounds remain open to the public for day use and a park entry permit is needed for each vehicle entering a park.

State designated beach and swimming areas will be closed until further notice, in part due to recent incidents involving large gatherings and lack of social distancing on beach areas at multiple state park venues. Other waterfront areas will remain open for day use and fishing as long as social distancing and the 10-person gathering size limit are maintained.

In addition, current Game and Parks closures for cabins, lodge rooms, group shelters, undesignated campsites, and tent camping at state park areas and wildlife management areas will be extended at least through May 31, with possible further extension.

People with park reservations for camping or lodging affected by the extended closure can contact Game and Parks for a refund or to reschedule.

Game and Parks will continue to evaluate closures and opportunities that can be restored following state guidelines and local directed health measures. beginning the slow process or reopening. We are adding the following
services: rides to and from work and to and from beauty shops along
with the continued once a week essential grocery shopping and medical
rides. All riders must wear some type of mask. It could be a homemade
mask, scarf, bandanna, etc. 


We
are doing our best we can at social distancing with having 3 or fewer
riders on the bus at a time. Thank you for your patience as we adjust
to these new guidelines.

North
Platte Public Transit will also be closed on Monday, May 25, 2020, in
observance of Memorial Day. There will be no bus service that day. We
will run accordingly Tuesday, May 26.

Loup Basin Public Health Department (LBPHD) reports a woman in her 70s with underlying health conditions and confirmed to have COVID-19 has died. This death marks the fourth COVID-19 related death within the district.

“The health department sends our condolences to the family,” said Charles Cone, LBPHD Executive Director. “COVID-19 can cause mild to severe symptoms. We urge everyone to continue to practice social distancing to help protect our high-risk and vulnerable populations.”

LINCOLN –&nbsp;Four additional deaths related to COVID-19 were reported to the Nebraska Department of Health and Human Services on Tuesday.

Local health departments are reporting deaths and cases in their jurisdictions. In the event of a discrepancy between DHHS dashboard data and deaths or cases reported by local public health officials, data reported by the local health department should be considered the most up to date.

The total number of COVID-19-related deaths in the state to date is 82, according to the DHHS data dashboard. The state case total, as of 5:45 p.m. Central Daylight Time, is 6,438. Four additional COVID-19 related deaths reported in Nebraska on Tuesday

LINCOLN, Neb.-On Tuesday, at his daily coronavirus press briefing, Governor Pete Ricketts thanked CHI Health for swiftly setting up a laboratory to help run coronavirus tests for Nebraskans.&nbsp; Swabs taken at Test Nebraska mobile testing sites will be delivered to the CHI Health lab in Lincoln for analysis.

Derek Vance, President of CHI Health St. Elizabeth and Nebraska Heart, joined the Governor to talk about the laboratory. &nbsp;He noted that the lab can run 24/7 with the capacity to process 3,000 tests per day once testing is fully ramped up.

At today’s press conference, Gov. Ricketts also designated May 6-12, 2020 as National Nurses Week in Nebraska. &nbsp;Additionally, he proclaimed the entire month of May as National Nurses Month in the state. &nbsp;Dr. Kari Wade, President-Elect of the Nebraska Nurses Association, spoke about the vital work being done by nurses throughout the state during the ongoing pandemic.

There are 15 cases in Merrick County, 50 cases in Hamilton County and 1,285 in Hall County.

There are a total of 31 deaths from Hall County, 8 from Hamilton County, and 0 in Merrick County.

3 new COVID-19 cases, Panhandle total positive count 58

LINCOLN, Neb. (AP) - Nebraska has opened a new lab to analyze the results of about 3,000 coronavirus tests per day and will launch more testing sites beyond those operating in Omaha and hard-hit Grand Island, officials said Tuesday.

CHI Health St. Elizabeth in Lincoln will serve as the state's lab under the&nbsp;<a href="https://www.testnebraska.com/" target="_blank">TestNebraska</a>&nbsp;program, which state officials launched through a contract with a Utah startup.

"This is going to allow us to greatly expand our testing," Gov. Pete Ricketts said at his weekday coronavirus news conference.

Nebraska officials have sought to increase the state's testing capacity to get a better sense of where the coronavirus is and how quickly it's spreading.

Under the $27&nbsp;<a href="https://apnews.com/52eda39181f16865f4a0f8ed43808d2b" target="_blank">million, no-bid contract</a>&nbsp;with Nomi Health and other firms, Nebraska received 540,000 tests, plus the equipment needed to analyze them and website support to help people enroll. Ricketts said about 122,000 Nebraska residents have signed up so far.

Iowa, which has a similar contract with Nomi, faced criticism last week because of a data-entry backlog at its State Hygienic Laboratory that resulted in a delay to virus test results. Ricketts said he doesn't anticipate any such delays in Nebraska, and he has&nbsp;<a href="https://apnews.com/52eda39181f16865f4a0f8ed43808d2b" target="_blank">defended the tests' accuracy</a>&nbsp;after questions were raised about those conducted in Utah.

The new lab will operate around-the-clock, seven days a week, with a staff of 15 to 25 medical technologists and lab assistants, said Derek Vance, the hospital's president.

Nebraska has already been testing for the virus at locations not affiliated with the TestNebraska program, including the state public health lab, the University of Nebraska Medical Center and some private hospitals, but officials acknowledge the need for more tests.

Nebraska has confirmed 6,083 coronavirus cases and 78 deaths as of Tuesday, according to the state Department of Health and Human Services. More than 28,500 people have been tested.

There has been a surge in new cases in Nebraska over the last two weeks even as Ricketts, a Republican,&nbsp;<a href="https://apnews.com/776a52acb7be9e0881bfe27be2da3b75" target="_blank">relaxed social-distancing restrictions</a>&nbsp;in some areas where not many people have been infected. Most of the hardest-hit counties have major&nbsp;<a href="https://apnews.com/6de2477c31301e779ea13d43ef0f2262" target="_blank">meatpacking plants</a>&nbsp;where employees work and often live together in tight spaces.

(AP) - Nebraska has opened a new lab to analyze the results of about 3,000 coronavirus tests per day and will launch more testing sites beyond those operating in Omaha and hard-hit Grand Island, officials said Tuesday.CHI Health St. Elizabeth in Lincoln will serve as the state's lab under the&nbsp;<a href="https://www.testnebraska.com/" target="_blank">TestNebraska</a>&nbsp;program, which state officials launched through a contract with a Utah startup."This is going to allow us to greatly expand our testing," Gov. Pete Ricketts said at his weekday coronavirus news conference.Nebraska officials have sought to increase the state's testing capacity to get a better sense of where the coronavirus is and how quickly it's spreading.Under the $27&nbsp;<a href="https://apnews.com/52eda39181f16865f4a0f8ed43808d2b" target="_blank">million, no-bid contract</a>&nbsp;with Nomi Health and other firms, Nebraska received 540,000 tests, plus the equipment needed to analyze them and website support to help people enroll. Ricketts said about 122,000 Nebraska residents have signed up so far.Iowa, which has a similar contract with Nomi, faced criticism last week because of a data-entry backlog at its State Hygienic Laboratory that resulted in a delay to virus test results. Fifty-six-year-old Oscar Orellana of Dawson County was cheered by more than 50 Great Plains Health employees as he was wheeled out of the hospital after 13 days in the COVID unit. 

Orellana gave written consent for the send-off and was happily shouting “te amo” – I love you – to the staff as they wheeled him to his waiting family members. Wearing a Great Plains Health “together, we will rise” t-shirt, Orellana was also carrying 13 roses given to him by one of his nurses, Maddie Hoaglund. “He spent 13 days away from his wife and roses are her favorite flower,” said Hoaglund.

“This was a very sick patient and we are pleased to be celebrating his successful recovery,” said Mel McNea, Great Plains Health chief executive officer. “It is also a time to recognize the ongoing commitment and dedication of our staff members who are working the front lines during this COVID-19 pandemic. The celebration of Oscar’s discharge is confirmation that our hospital and team members are offering the best COVID-19 care to members of our region.”

Orellana will self-quarantine at home as he continues to recover from the disease and gain strength.

As of May 4, there have been 6,083 confirmed positive cases of COVID-19 in Nebraska and 78 deaths. In Lincoln County, there have been 33 positive cases and 2 deaths.

Great Plains Health employees celebrate COVID-19 patient’s recovery: from ventilator to discharge

ST. JOSEPH, Mo. — More than 400 Triumph Foods workers tested positive for COVID-19, though
they didn’t display symptoms of the coronavirus.

The Missouri Department of Health and Human Services reports 412 of the
2,367 workers tested at the St. Joseph pork processing plant last week tested
positive. Triumph workers not tested last week are being tested at the Northwest
Health Services southside St. Joseph clinic.

This was the largest effort in the state’s strategy to “box in” a COVID-19
outbreak, implemented after Triumph reported two workers tested positive for
the coronavirus. Triumph committed to testing all workers in an effort to keep
the virus from spreading.

Under CDC guidelines, Triumph employees can return to work if they do
not display symptoms for 10 days after being tested.

WASHINGTON (AP) — House Speaker Nancy Pelosi pressed ahead Tuesday with the next&nbsp;<a href="https://apnews.com/VirusOutbreak">coronavirus&nbsp;</a>aid, a sweeping $800 billion-plus package that is expected to be unveiled soon even as the House stays closed while the Senate reopens in the pandemic.

Key to any plan to reopen the economy, Democrats say, is robust testing. They are also expected to propose another round of direct cash aid for anxious Americans, funds for states to prevent layoffs and more money to shore up businesses in the stay-home economy.

“We still don’t have a national testing strategy that is adequate,” Senate Democratic leader Chuck Schumer said Tuesday. He called it embarrassing. “It’s life and death.”

The contours of the next package are taking shape despite Republican resistance to more outlays and a deepening debate over how best to confront the deadly pandemic and its&nbsp;<a href="https://apnews.com/7f38d7fa2982dc53572232c9d2049dca">economic devastation</a>.

President Donald Trump is encouraging states to reopen and Republicans hope the gradual comeback will kick-start the economy, reducing the pressure for more pricey aid.

“Now it’s time to go back to work,” Trump said Tuesday at the White House.

Under strict social distancing guidelines, the Senate reconvened Monday for the first time since March, while the House is staying away due to the health risks as the conflicted Congress reflects an uneasy nation. The Washington area remains a virus hot spot under stay-home rules.

Senate Majority Leader Mitch McConnell opened the chamber defending his decision to focus the agenda on confirming Trump’s nominees rather than the virus outbreak.

On Tuesday, McConnell insisted that any new aid package must include liability protections for the hospitals, health care providers and businesses that are operating and reopening in the pandemic.

But the Republican leader also signaled an interest in beefed up virus testing strategies as central to the nation’s ability to take steps “back toward normalcy.”

“Testing, tracking, treatments,” McConnell said from the Senate floor. “Our task ahead will be to keep seeking thoughtful solutions.”

By reconvening this week, Senate Republicans are trying to set the terms of debate, frustrated that Pelosi was able to fill up earlier aid bills with Democratic priorities. They’re reluctant to unleash federal funds beyond the nearly $3 trillion Congress already approved in virus relief and hope Trump’s push to re-open will reduce the need for more aid.

For more than five weeks, the COVID-19 crisis has all but closed Congress, a longer absence than during the 1918 Spanish flu.

Senators returned to a changed place with new guidelines, including the recommendation that senators wear masks — blue face coverings were available for free, and being worn by staff. They were also told to keep their distance and leave most staff at home. Public access is limited, including at public hearings. The Capitol itself remains closed to visitors and tours.

It’s not just lawmakers at risk. Reopening part of Capitol Hill poses health risks for the cooks, cleaners, police officers and other workers who keep the Capitol complex functioning.

Democrats are eyeing the new aid package as states and cities seek as much as $1 trillion to prevent local layoffs and keep paying nurses, police, firefighters and other front-line workers as local revenues tank during the stay-home shutdown.

Pelosi outlined the governors’ requests for $500 billion, with the counties and cities seeking as much as $300 billion, which she has said could be spread out over the next several years. On a private conference call with House Democrats on Monday, she also discussed a “paycheck guarantee” for the newly jobless.

Pelosi told reporters Tuesday on Capitol Hill the new package will be “just very directly related to saving lives, the livelihood and the life of our democracy.”

Several House committee chairmen outlined the provisions expected in the upcoming bill, according to a statement from the Democratic caucus after the private call.

Ways and Means Committee Chairman Richard Neal discussed another round of additional direct cash payments for families and extending unemployment insurance. Rep. Maxine Waters, D-Ca., chair of the Financial Services Committee, focused on helping homeowners, renters and small landlords make rent and mortgage payments, the statement said. Energy and Commerce Chairman Frank Pallone spoke about investing in virus testing and contact tracing.

Trump said any new package must have a payroll-tax holiday.

In the Senate, McConnell has loaded up the schedule with consideration of Trump’s nominees, including a&nbsp;<a href="https://apnews.com/9788d3f3fe54884631ccc5592a4a118c">hearing Tuesday on John Ratcliffe,</a>&nbsp;the Texas Republican congressman who is Trump’s choice to lead the Office of the Director of National Intelligence.

Pelosi pushes new virus relief package as GOP hits 'pause'

LINCOLN, Neb. (AP) - Another staffer at Lincoln's Nebraska State Penitentiary has tested positive for the new coronavirus, state prisons officials said Tuesday.

The Nebraska Department of Correctional Services announced the newest case in a news release, marking the system's fifth confirmed case of the virus.

The staff member is isolating at home, and anyone who may have had close contact with the employee in the last three days will be directed to self-quarantine until they are medically cleared to return to work, department Director Scott Frakes said in a written statement.

The department said no inmates have tested positive for COVID-19.

Lincoln – Attorney General Doug Peterson and the Attorneys General from ten other Midwestern states are urging the Department of Justice to pursue a federal&nbsp;investigation into suspected national price fixing by meat packers in the cattle industry.

In a letter to U.S. Attorney General William Barr, the Attorneys General expressed concern over the likelihood of manipulation of the market for processed&nbsp;beef. The four largest meat packing companies control more than 80% of the beef processing in the United States. The shelf price of beef is exceptionally high, while cattle prices are low and continue to dive. The concern over market manipulation has increased&nbsp;with beef prices reaching record levels as consumers stockpile meat in response to the COVID-19 pandemic, but cattle prices remain low and are decreasing.

The Attorneys General say the pricing margins are a sign that meat packers are using their ability to control the market for processed beef and take advantage&nbsp;of the situation in a manner that could violate the federal antitrust law. In addition to harming cattle producers, this potentially illegal practice hurts consumers nationwide, many of whom are themselves struggling because of loss of employment and reduced&nbsp;incomes.

Peterson and the other Attorneys General believe the situation warrants a full federal investigation because the alleged anticompetitive conduct harms&nbsp;consumers and cattle ranchers across the United States.

“We are specifically asking the Department of Justice to lead a thorough examination of the competitive dynamics of this industry. Now, more than ever,&nbsp;we need to dedicate our collective resources to promote competition and protect consumers.”

Midwest Attorneys General urging Federal investigation of meat packing industry practices

The first case of coronavirus was reported in our state almost eight weeks ago on March 6, 2020.&nbsp; A week later, I declared a state of emergency due to the risks posed by the virus.&nbsp; In mid-March, the State began to issue directed health measures (DHMs) to slow the spread of the virus and protect our residents.

Nebraskans have responded to public health measures with cooperation, patience, and understanding.&nbsp; I am grateful for the sacrifices made by so many people to help us flatten the curve.&nbsp; As we enter May, it’s time to get Nebraska growing again.&nbsp; However, we’ll need to proceed with caution.&nbsp;

As we restore growth to the economy, our approach will be regional and gradual.&nbsp; The pace at which we reopen will be informed by the capacity of our state’s healthcare system as well as testing data.

Throughout May, we are continuing to ask everyone to follow our Six Rules to Keep Nebraska Healthy:

Starting in the coming weeks, the State will have 19 separate DHMs, one for each local health department (LHD).&nbsp; These DHMs will be effective through May 31st.&nbsp; Contact information for the state’s LHDs, along with a map of the LHDs, is available at&nbsp;<a href="http://dhhs.ne.gov/Pages/Local-Health-Departments.aspx" target="_blank">dhhs.ne.gov/Pages/Local-Health-Departments.aspx</a>.

Starting May 4th, places of worship statewide will no longer be subject to the 10-person limitation.&nbsp; However, households must be seated six feet apart at worship services.&nbsp; In addition, it will not be permissible to pass items among worshipers.

On a regional basis, we’re gradually easing restrictions in LHDs that are less affected by the virus.&nbsp; On May 4th, these less restrictive DHMs will take effect in…

On May 11th, the less restrictive DHMs will also be effective in…

In these locations, beauty/nail salons, barber shops, massage therapy services, and tattoo parlors can reopen on a limited basis.&nbsp; Both workers and patrons of these establishments will be&nbsp;required&nbsp;to wear masks. &nbsp;Restaurants can also resume dine-in service in these areas, up to 50% of their rated occupancy maximum.&nbsp; All dining parties must be seated six feet apart and limited to six persons.&nbsp; Any groups larger than six must be seated at separate tables.&nbsp; Additionally, childcare facilities will be permitted to have up to 15 kids per room/space.&nbsp; All other state provisions, statutes, and regulations (including child-to-staff ratios) remain in effect.

Even as these restrictions are slightly eased, continued social distancing will be necessary to ensure we can successfully loosen them and protect our healthcare system.

The integrity of Nebraska’s healthcare system has been my top consideration for decisions about reopening businesses that have been limited or closed.&nbsp; Nebraska continues to have ample capacity to care for the state’s residents.&nbsp; As of April 30th, 49% of hospital beds, 45% of ICU beds, and 77% of ventilators are available for use statewide.&nbsp; Every Nebraskan who needs treatment has been able to receive it.&nbsp; We’re closely monitoring incoming data to make sure that continues to be the case.

As we reopen segments of our economy that have been restricted, our approach will be driven by healthcare data first.&nbsp; Our Test Nebraska initiative will play a central role in gathering information to guide our decision-making.&nbsp; We’ve already increased our testing capacity to between 1,000 and 1,500 tests per day.&nbsp; Our Test Nebraska program will continue to scale up our capability to test for the virus.

The first case of coronavirus was reported in our state almost eight weeks ago on March 6, 2020.&nbsp; A week later, I declared a state of emergency due to the risks posed by the virus.&nbsp; In mid-March, the State began to issue directed health measures (DHMs) to slow the spread of the virus and protect our residents.Nebraskans have responded to public health measures with cooperation, patience, and understanding.&nbsp; I am grateful for the sacrifices made by so many people to help us flatten the curve.&nbsp; As we enter May, it’s time to get Nebraska growing again.&nbsp; However, we’ll need to proceed with caution.&nbsp;As we restore growth to the economy, our approach will be regional and gradual.&nbsp; The pace at which we reopen will be informed by the capacity of our state’s healthcare system as well as testing data.Throughout May, we are continuing to ask everyone to follow our Six Rules to Keep Nebraska Healthy:<ol>
 <li>Stay home.&nbsp; Do not take unnecessary trips outside the home.&nbsp; Respect the ten-person limit.</li><li>Socially distance your work.&nbsp; Work from home or use the six-foot rule as much as possible in the workplace.</li><li>Shop alone and only shop once a week.&nbsp; Do not take family with you.</li><li>Help kids follow social distancing.&nbsp; Play at home.&nbsp; No group sports.&nbsp; And no playgrounds.</li><li>Help seniors stay at home by shopping for them.&nbsp; Do not visit long-term care facilities.</li><li>Exercise daily at home or with an appropriately socially-distanced activity.</li>
 </ol>Starting in the coming weeks, the State will have 19 separate DHMs, one for each local health department (LHD).&nbsp; These DHMs will be effective through May 31st.&nbsp; Contact information for the state’s LHDs, along with a map of the LHDs, is available at&nbsp;<a href="http://dhhs.ne.gov/Pages/Local-Health-Departments.aspx" target="_blank">dhhs.ne.gov/Pages/Local-Health-Departments.aspx</a>.Starting May 4th, places of worship statewide will no longer be subject to the 10-person limitation.&nbsp; However, households must be seated six feet apart at worship services.&nbsp; In addition, it will not be permissible to pass items among worshipers.On a regional basis, we’re gradually easing restrictions in LHDs that are less affected by the virus.&nbsp; On May 4th, these less restrictive DHMs will take effect in…<ol>

Tyson said it will await the results of workers who had been tested for COVID-19 last weekend before deciding when it will reopen.The closures follow that last week of Tyson's beef processing plant in Dakota City - its largest in the U.S. - that sidelined some 4,300 workers. The plant had been scheduled to restart production Tuesday, but Tyson postponed the reopening to await results of COVID-19 tests for its workers.The plant closures will affect more than 3,000 workers and will likely slow the ability of producers to get hogs and cattle to slaughter, officials said.The latest closures in Nebraska come even as some meat processing plants across the country&nbsp;<a href="https://apnews.com/83ef6383e6a437aae20962e3c9de8855" target="_blank">are cautiously reopening&nbsp;</a>after President Donald Trump's executive order last week classified them as critical infrastructure.
