LINCOLN –&nbsp;Today,&nbsp;Governor Pete Ricketts issued an executive order to expedite the entry of medical professionals into the workforce.&nbsp; Nebraska currently has ample providers to meet the demand for care.&nbsp; The purpose of the order is to prepare for the possibility of a surge in COVID-19 cases and/or the unavailability of some medical professionals due to quarantine restrictions.

At the press event, Dr. William McDonnell, Medical Director of Blue Cross and Blue Shield of Nebraska (BCBS Nebraska, talked about steps his company has taken to better serve Nebraskans during the coronavirus pandemic.&nbsp; BCBS Nebraska proactively began to offer free telehealth to members&nbsp;before insurance companies were required to do so because they believed it was the right thing to do.&nbsp; BCBS Nebraska has also announced that—as of March 16, 2020—it is reimbursing all credentialed providers 100% of costs for all telehealth visits. &nbsp;This option increases access to healthcare at a time when Nebraskans with COVID-19 or flu-like symptoms are being asked to quarantine. &nbsp;It also protects persons with health risks from having to travel to a medical office.&nbsp;

Ken Herz, President of the Nebraska Cattlemen, also joined Gov. Ricketts to talk about COVID-19 preparedness in the Beef State. &nbsp;He reminded ranchers and beef producers to practice social distancing during upcoming cattle sales or activities such as branding.

Department of Education (DOE) Commissioner Matthew Blomstedt took part in today’s press conference as well.&nbsp; He talked about DOE’s guidance for schools during the COVID-19 outbreak.&nbsp; Commissioner Blomstedt has recommended that schools operate without students in their buildings by using distance learning and e-learning options. &nbsp;

Gov. Ricketts also reminded Nebraskans of the continuing need to practice good hygiene and to comply with social distancing measures.

Omaha, Neb&nbsp;–&nbsp;As medical experts learn more about COVID-19, there is an increasing amount of evidence that loss of the sense of smell is one potential symptom, especially in people who are otherwise asymptomatic.

Nebraska Medicine otolaryngologist (ENT) Christie Barnes, MD, has been collaborating with Nebraska Medicine infectious disease experts to investigate this development. OMAHA-A man in his 50s who also suffered from serious underlying health conditions has become the first COVID-19 death in Douglas County, according to the Douglas County Health Department. He had contact with a known COVID-19 case out of state and has been self-quarantined since March 11 at home.

He is thought to be the first COVID-19 death in Nebraska.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 

“The family of this individual has our most sincere sympathies,” Health Director Dr. Adi Pour said. “This new disease has been in our community for only a short while, but those with co-morbidities are at a greater risk of complications.”&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 

Several simple things can help prevent the spread of COVID-19:

Other basic good health practices should be followed, such as making sure you eat right and get enough rest. The Health Department is asking the public to increase its awareness of self-monitoring for symptoms of COVID-19, which include a fever, cough, sore throat, or difficulty breathing.

If you have COVID-19 symptoms, or develop symptoms, contact your health care provider and tell them how you are feeling. Please notify them of any potential exposure to a confirmed case of the novel coronavirus. We ask that you call ahead before you go to the doctor’s office or an emergency room.

DCHD’s information line remains open to anyone with general questions about COVID-19. That number, (402) 444-3400, is answered seven days a week from 8:30 a.m. until 4 p.m. Nebraska DHHS has a COVID-19 information line open from 8 a.m.-8 p.m. daily at (402) 552-6645. Hosted by Legal Aid of Nebraska, working closely with the Nebraska State Bar Association’s Volunteer Lawyers Project (VLP, this Hotline aims to make key legal assistance easy and accessible.

If you are a Nebraskan facing legal issues related to the virus, or the owner of a small, locally owned business (defined by less than 50 employees, not a franchise) that is currently closed, in risk of permanent closure due to the virus, and where the payment of fees would significantly deplete your resources, the Hotline may be reached at&nbsp;1-844-268-5627.

After calling&nbsp;1-844-268-5627,&nbsp;callers will be connected to the Hotline voicemail. Callers should leave their name, phone number, brief details of the problem and the assistance needed, and in what county they are located. Callers will receive a call back from experienced Legal Aid staff. Individuals and businesses that do not qualify for Legal Aid’s free services will be directly referred to the VLP. VLP will then work to place cases with Nebraska volunteer lawyers who will also provide free legal assistance.

The types of legal issues associated with COVID-19, and focused on by the Hotline, include:

-Tenants with rent issues, including those facing eviction;

-Debt problems, including debtors with garnishments or ordered to appear at a debtor’s exam;

-Mortgage foreclosures, including advising on options for delinquent payments;

-Employee rights, including sick leave and wage payments;

-Government benefits available to low-income persons such as ADC, SNAP, AABD, and SSI;

-Drafting wills, health care power of attorney, and transfer on death deeds;

Free legal help hotline available for Nebraskans affected by COVID-19

ST. LOUIS (AP) — Missouri braced itself for a surge of coronavirus patients as the number of deaths grew to nine, with the governor mobilizing the state's National Guard and a top St. Louis County official urging recently retired health care workers to return to work.

Gov. Mike Parson said Friday in a statement that the use of the National Guard will enhance coordination among state government partners and help the state “overcome this global pandemic."

St. Louis County Executive Sam Page, in a YouTube video released Thursday, asked that any recently retired doctors, nurses or other health care professional come back to work. Page, himself a physician, said he’s worried that hospitals will be overwhelmed soon.

“In the coming weeks our medical institutions will face a heavy burden,” Page said. “We need your help to make sure everyone gets the treatment that they need.”

As of Thursday, the state had reported 502 confirmed cases of&nbsp;<a href="https://apnews.com/VirusOutbreak">COVID-19.</a>&nbsp;Later Thursday, St. Louis County officials announced the ninth death in the state: a woman in her 80s with chronic medical conditions.

For most people, the virus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. But the virus can lead to pneumonia and even death for some people, especially older adults and those with existing health problems.

Among the hard-hit places in Missouri is Life Care Center in St. Louis, a nursing home that has reported six cases. Sean Buckley, executive director of the Life Care Center in St. Louis, said in a written statement that four residents were hospitalized and two employees were directed to stay at home.

The St. Louis Post-Dispatch reported that the nursing home is owned by the same company that operates the Life Care Center of Kirkland, near Seattle, where 37 people died from COVID-19. Another Life Care facility in Kansas City was the site of Kansas’ first coronavirus death.

Buckley said the first case at Life Care Center of St. Louis was confirmed Tuesday in a resident who was hospitalized March 18 in Richmond Heights. Two residents who later exhibited symptoms of the coronavirus were taken to the hospital Monday, Buckley said. A fourth resident was hospitalized Tuesday.

Health officials have said that three of the people who have died of the coronavirus lived at an assisted-living center in Springfield.

Missouri will receive federal funds to cover some costs of fighting the spread of the coronavirus, after President Donald Trump&nbsp;<a href="https://apnews.com/c57f419616b0883978b9c14dc72626b2">approved a federal disaster declaration</a>&nbsp;for the state. Parson's request for federal assistance for crisis counseling, unemployment assistance and disposal for hazardous waste related to the outbreak are pending.

A new project from the University of Nebraska–Lincoln is designed to support caregivers in creating positive moments.

<a href="https://cehs.unl.edu/abeautifulday">“A Beautiful Day”</a>&nbsp;is a virtual childhood space designed to connect with children and families in Nebraska and across the world. Julia Torquati, professor in the&nbsp;<a href="https://cehs.unl.edu/cyaf/">Department of Child, Youth and Family Studies</a>&nbsp;came up with the idea after seeing families’ and children’s daily lives being affected by the COVID-19 virus.

“Kids and parents need reassurance, routine and predictability,” Torquati said. “I thought it would be great to offer these supports in a friendly and upbeat way that would encourage everyone to find the positive, even during times of uncertainty.”

Soon, a team of early childhood experts from across the university were brainstorming how to turn Torquati’s idea into reality. Their inspiration came from Fred Rogers, who built a career out of helping people and finding beauty in small moments.

“We started talking about beautiful cooking, beautiful music, beautiful play, beautiful junk and all of the beautiful things that can be found in our days,” said Jennifer Leeper Miller, director of the&nbsp;<a href="https://cehs.unl.edu/ruthstaplescdl/">Ruth Staples Child Development Laboratory</a>. The result is a virtual space designed to share ideas, foster learning and play, and support caregivers experiencing social distancing.

At the “Beautiful Day” website, caregivers can find creative and playful videos showcasing different activities and shared storybook readings children through age 8 can try at home. In one video, three children demonstrate how to make bubbles with dish soap, a container and kitchen utensils. After the solution is made, the children use problem-solving skills to figure out different ways to blow the biggest bubble or the smallest bubble. Other video activities involve subitizing in nature and using magazine clippings to express creativity. David von Kampen, lecturer in the Glenn Korff School of Music, composed the music for each video, which also captures the playful spirit of the project.

University faculty and staff, along with their children, are featured in the videos, which have been filmed in their kitchens, living rooms and backyards. Project leaders, including Kelley Buchheister, assistant professor of child, youth and family studies, weren’t aiming for professional videos; they wanted to create playful and real videos that were easily relatable. Viewers might hear a dog barking or see a mess on the floor because that’s what life looks like when everyone is home practicing social distancing.

“We’re inviting you into our home and introducing you to our families,” said Holly Hatton-Bowers, assistant professor of child, youth and family studies and an early childhood extension specialist. “‘A Beautiful Day’ really reminds us that we’re all a part of a community that is coming together to support one another through this challenging situation to promote distant socializing and children’s learning and play.”

New UNL project helps children, families find beauty in everyday moments

OMAHA-The University of Nebraska Medical Center’s Simulation in Motion-Nebraska program recently provided free virtual training on the coronavirus to rural emergency medical system (EMS) responders.

On March 25, more than 735 EMS responders logged in to Facebook Live to watch training on COVID-19 and how to protect themselves should they encounter potential cases. The virtual session included a panel discussion and Q&amp;A with UNMC and Nebraska Medicine experts, as&nbsp;well as training videos on the proper donning and doffing of N-95 respirators and how to care for individuals who have coronavirus symptoms.

SIM-NE is a&nbsp;mobile&nbsp;training system&nbsp;that provides free statewide training, normally with four,&nbsp;44-foot-long, customized trucks for rural EMS providers and health professionals in hospitals. The virtual training session was provided because the space within the mobile units does not allow for social distancing.

“We’re at a ground stop,” said Doug Dekker, program manager of SIM-NE. “Since we can’t conduct training the way we normally do, we are continuing to offer training in this way.”

The panel included: John Lowe, Ph.D., assistant vice chancellor for inter-professional health security training and education and associate professor in the UNMC College of Public Health, and Eric Ernest, M.D., medical director for Nebraska emergency medical services and UNMC/Nebraska Medicine emergency department physician. Kalen Knight, nursing professional development specialist with Nebraska Medicine, also helped answer questions posted during the live session.

The training videos were created by the UNMC iEXCEL visualization team in cooperation with the&nbsp;Training, Simulation and Quarantine Center at UNMC.

EMS participants across Nebraska said they were appreciative of the event and thanked SIM-NE and iEXCEL staff. “Information that was provided was very applicable,” one said. “Questions posed represented things that are on the minds of many in EMS and every question was answered thoroughly.”

SIM-NE is working on plans for additional training. SIM-NE&nbsp;was initially funded&nbsp;with a $5.5 million grant from The Leona M. and Harry B. Helmsley Charitable Trust. Current sources of funding come from private funds raised in partnership with the University of Nebraska Foundation and carryover funds through a no-cost extension from The Helmsley Charitable Trust and training partnerships. SIM-NE continues to develop a long-term sustainability plan to ensure free, accessible training throughout the state to rural EMS providers and critical access hospitals.

LENEXA, Kansas – &nbsp;Today, the U.S. Environmental Protection Agency (EPA) took steps to provide additional flexibilities to manufacturers of disinfectants and other pesticides. 

EPA intends for these flexibilities to increase the availability of products for Americans to use against the novel coronavirus. After meeting with stakeholders last week and discussing supply chain challenges posed by the pandemic, EPA is allowing manufacturers to obtain certain inert ingredients—or inactive ingredients like sodium chloride or glucose—from different suppliers without checking with the agency for approval.

“EPA is committed to doing our part to help ensure American families, communities, business and hospitals have access to as many effective surface disinfectant products as possible,”&nbsp;said EPA Administrator Andrew Wheeler.&nbsp;“There is no higher priority for the Trump Administration than protecting the health and safety of Americans, and the steps we are taking today are helping put more products on the shelves without sacrificing important public health and environmental protections.”

Commodity inert ingredients are individual inert ingredients—there are approximately 280 total—that can be obtained from different producers with no significant differences in the ingredient. Applicants for pesticide registration or registration amendments can obtain commodity inert ingredients from various commercial sources without having to provide EPA with the supplier name and address. 

Only those inert ingredients designated as commodity inert ingredients would be eligible for this reduced Confidential Statement of Formula (CSF) reporting.

The agency is also continuing to expedite the review of submissions from companies requesting to add emerging viral pathogen claims to their already registered surface disinfectant labels.

EPA continues efforts to help increase availability of disinfectant products for use against COVID-19

SEDGWICK COUNTY— The spread of the coronavirus across Kansas prompted officials to set some inmates free.

Sedgwick County announced Thursday it had released about 200 inmates from the county jail to free space to isolate inmates who become ill with the virus in the coming weeks.

 According to Sedgwick County District Attorney Marc Bennett.

"On March 12, the jail provided my office a list of everyone in the jail (including those housed at the annex or out-of-county). 

 We started with 1,645 inmates involving 1,689 district court cases; From there we whittled out defendants being held of cases with SL4 and above which got us down to 1307 cases involving 1038 defendants.

From that group 154 are awaiting sentencing (according to a list provided by a the district court); 

There had been approximately 95 cases awaiting a hearing for a probation violation according to information from the jail earlier this week. (that number changed by Friday)


 
We went through the list and identified 150 people last week that could be released on bond without posing a community safety risk – namely, traffic cases; property crimes; drug cases.  Efforts are under way currently to go through the remaining cases again to look for additional cases that may be viable for release without posing a community safety risk. 


 
We started the process of handling probation violation hearings Wednesday.&nbsp; More probation violation hearings and sentencing hearings are being scheduled.  We continue to work with the defense counsel to provide the court with lists of cases ready for hearing while complying with victim notification requirements."

The state reported Thursday that it has at least&nbsp;<a href="https://apnews.com/c043c295047975299ee4e582efcb8964">168 confirmed cases</a>&nbsp;of&nbsp;<a href="https://apnews.com/VirusOutbreak">the coronavirus</a>, an increase of 42 from Wednesday. Three corornavirus-related deaths have been reported.

Some Kansas inmates set free amid coronavirus outbreak

QUNITER—Gove County Health Department is announcing the first case of coronavirus disease (COVID-19) in Gove County.

The case involves a young, healthy female with out-of-state travel. 

Gove County Health Department is working to identify any close contacts of the individual and those who were exposed will be contacted as soon as possible. 

We will be monitoring these contacts for fever and respiratory symptoms. 

No further information about the patient will be released.

This order will be in place for 30 days.

The Gove County Health Officer is still recommending the following:

• People avoid non-essential trips and stay home to the extent they can.

First case of coronavirus reported in NW Kansas

NEW YORK (AP) — U.S. coronavirus infections surged to top the world amid warnings that the pandemic is accelerating in cities like New York, Chicago and Detroit, while a record $2.2 trillion emergency package neared final approval Friday by Congress to help millions of newly unemployed Americans and struggling companies.

The situation in countries with even more fragile health care systems grew more dire on Friday. Russia, Indonesia and South Africa all passed the 1,000-infection mark and South Africa began a three-week lockdown. India launched a massive program to help feed hungry day laborers after a lockdown of the country's 1.3 billion people put them out of work.

In France, a 16-year-old student became the youngest person in the country to die from the virus. Her sister, Manon, spoke out in the French media, saying that Julie was hospitalized Monday after developing a “slight cough” last week, then died Tuesday at the Necker children's hospital in Paris.

“We must stop believing that this only affects the elderly,” said Manon, who did not reveal her surname. "No one is invincible against this mutant virus.”

France has reported more than 1,600 deaths so far amid 29,000 infections.

The U.S. now has more than 85,000 confirmed cases, and Italy was set to pass China's 81,782 infections later Friday. The three countries account for 46% of the world's nearly 540,000 infections and more than half of its acknowledged virus deaths.

Analysts, however warned that all those infection figures could be low for reasons that varied in each nation.

“China numbers can't be trusted because the government lies,” American political scientist Ian Bremmer, president of the Euraisa Group think-tank, said Friday in a tweet. “U.S. numbers can't be trusted because the government can't produce enough tests.”

Italian epidemiologists warn that the country's numbers are likely much higher than reported — perhaps five times as higher — although two weeks into a nationwide lockdown the daily increase seems to be slowing, at least in northern Italy.

“It’s a horrible sensation, not being able to breathe,” said Fausto Russo, a 38-year-old fitness trainer who is one of 10,000 Italians whose infection has been cured. “Imagine putting your head under water.”

Health care workers grew increasingly angry at the lack of protective equipment.

"Our emergency room was like a petri dish,” said Benny Mathew, a nurse at New York's Montefiore Medical Center who heard Thursday he had COVID-19 and is now worried he may infect his wife and two daughters.

“I’m angry. We could have secured enough personal protective equipment months ago. It was happening in China since December,” he said. “But we thought it was never going to happen here.”

For most people, the coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. But for others, especially older adults and people with existing health problems, the virus can cause more severe illness, including pneumonia and death.

The worldwide death toll climbed to over 24,000, according to Johns Hopkins University but more than 124,000 people have recovered, about half in China.

New York state, the epicenter of the U.S. outbreak., reported 100 more deaths in one day, accounting for almost 30% of the 1,300 fatalities nationwide. Gov. Andrew Cuomo said the number of deaths will increase soon as critically ill patients who have been on ventilators for days succumb.

“That is a situation where people just deteriorate over time,” Cuomo said.

The White House's coronavirus response coordinator, Deborah Birx, said counties in the Midwest around Chicago and Detroit are seeing a rapid increase in cases.

Washington, D.C., confirmed 36 new cases, raising its total to 267. The district is under a state of emergency, its major attractions like the Smithsonian museums and National Zoo closed and White House and Capitol tours cancelled. Police have blocked off streets, bridges and traffic circles to prevent crowds from coming to see Washington’s blooming cherry blossom trees.

Russian authorities ramped up testing this week after widespread criticism of insufficient screening.

The stay-home order for India's 1.3 billion people threw out of work the backbone of the nation’s economy — rickshaw drivers, fruit peddlers, cleaners and others who buy food with their daily earnings. The government announced a $22 billion stimulus to deliver monthly rations to 800 million people.

India's massive train system was also halted to stop the spread of the virus but that might not work. Jobless workers are now attempting to walk hundreds of miles to their home villages from India's major cities.

In China, where the virus was first believed to have started, the National Health Commission on Friday reported 55 new cases, 54 of them imported infections. Once again, there were no new cases reported in Wuhan, the provincial capital where the coronavirus first emerged in December. China is barring most foreigners from entering.

In a phone call Friday, Chinese leader Xi Jinping told U.S. President Donald Trump that China "understands the United States' current predicament over the COVID-19 outbreak and stands ready to provide support within its capacity."

The two countries should “work together to boost cooperation in epidemic control and other fields, and develop a relationship of non-conflict, non-confrontation, mutual respect and win-win cooperation," the official Xinhua News Agency reported.

The pandemic appears to have peaked in China, even while the government remains on guard against imported cases. Beijing is sending medical teams and equipment abroad, especially to Europe. But it has strongly protested U.S. Secretary of State Mike Pompeo's repeated references to the outbreak as the "Wuhan Flu," saying that promotes bias against China and Chinese Americans.

The economic damage of the pandemic was growing. The Latest: US has most infections as virus tightens grip on the world

LINCOLN, Neb. (AP) - Nebraska's total of confirmed COVID-19 cases has risen to 81, the state said.

The Nebraska Health and Human Services Department also said in a news release Thursday night that 1,584 tests had come back negative. That number included results from state and commercial labs.

For most people, the coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia, or death.

Earlier Thursday, officials reported that Nebraska's initial claims for&nbsp;<a href="https://apnews.com/a746ce0fb3e1a0d4f4f5ba83e4ddd76d" target="_blank">unemployment</a>&nbsp;benefits skyrocketed with the rest of the nation's amid the coronavirus pandemic. The claims rose to nearly 16,000 last week from a little less than 800 the week before, according to a federal report.

Nebraska's number shattered the previous state record of 4,003 in a single week, state Labor Commissioner John Albin said. The hardest-hit workers were generally in the food service, health care, hospitality and retail industries, Albin said.

In other news, Nebraska Secretary of State Bob Evnen announced that officials still plan to hold the state's May 12 primary election as scheduled.

(AP) - Nebraska's total of confirmed COVID-19 cases has risen to 81, the state said.The Nebraska Health and Human Services Department also said in a news release Thursday night that 1,584 tests had come back negative. That number included results from state and commercial labs.For most people, the coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia, or death.Earlier Thursday, officials reported that Nebraska's initial claims for&nbsp;<a href="https://apnews.com/a746ce0fb3e1a0d4f4f5ba83e4ddd76d" target="_blank">unemployment</a>&nbsp;benefits skyrocketed with the rest of the nation's amid the coronavirus pandemic. The claims rose to nearly 16,000 last week from a little less than 800 the week before, according to a federal report.Nebraska's number shattered the previous state record of 4,003 in a single week, state Labor Commissioner John Albin said. The hardest-hit workers were generally in the food service, health care, hospitality and retail industries, Albin said.In other news, Nebraska Secretary of State Bob Evnen announced that officials still plan to hold the state's May 12 primary election as scheduled.
