Heating, Ventilation, Air Conditioning and Refrigeration Technology students at Mid-Plains Community College have earned TracPipe® certifications following a training session earlier this week.

Doug Passmore, partner at HVAC supply company Mack McClain and Associates, led the discussion in the college’s HVACR department in North Platte on Wednesday.

The training focused on TracPipe® corrugated stainless steel tubing, which is used for natural gas and propane piping. Following demonstrations and hands-on assembly activities, the students took and passed the test for TracPipe® certification.

North Platte, NE March 21,2024 – Lincoln County CASA and Lincoln County Child Abuse Prevention Council are working together to host the Mayoral Proclamation for Child Abuse Prevention Month which is in April. The event will be April 5, 2024, starting at 7 am with the CASA free-will donation breakfast at the Prairie Arts Center in North Platte. At 9 am, Mayor Brandon Kelliher will read the Proclamation to kick off the start of Child Abuse Prevention month. We will also have a silent auction with several items available to bid on. 

The breakfast will include waffles, link sausages, scrambled eggs, fruit cup, coffee, and juice. Child Abuse Prevention may be the primary work of several local organizations, but Nebraska is a mandatory reporting state, so it is the job of every citizen to watch for and report child abuse and neglect. The local prevention council will be promoting education and awareness with Bring Up Nebraska materials. The blue pinwheel campaign is a trademark sign of Child Abuse prevention. 

Everywhere blue pinwheels are placed, prevention is the message. Other activities include Dress Blue Fridays with council members inviting local businesses to dress blue and pose for a picture with council members. 

Child Abuse and neglect is a very real concern for Lincoln County. In 2023, 89 children were referred to CASA as those involved in court cases and needing a child advocate. Many of the children that go into state care are placed outside of Lincoln County because there are not enough foster homes in the area. 

Being taken from their home is a very traumatizing event for many children. They are often placed into surroundings and processes that are very different for them—even if it is a loving environment, it is entirely unfamiliar.

Area Athletes Earn Academic All State Awards

The Mid-Plains Community College Board of Governors met for its regularly scheduled meeting at 6:30 p.m. (CDT) Wednesday, March 20, 2024, in Room 200 of the W.W. Wood Building on the North Platte Community College North Campus, 1101 Halligan Drive, North Platte, Neb.

Board Chair Cynthia Duncan started the meeting with a roll call. In addition to Duncan, those present were MPCC President Ryan Purdy and Board members: Matthew Broz, Kirk Crawley, Ted Klug Jr., Kim Korgan, Ben Lashley, Ernie Mehl, Kent Miller, Tyler Pribbeno and Tricia Schaffer. Board member Jo Etta Brown was absent and excused.

NPCC student trustee Reece Halley was also present. MCC student trustee Graci Nelson was absent and excused.

2. OPEN FORUM (Comments from students, faculty, staff, public and Board)

a. NPCC student trustee Reece Halley provided an update on happenings in North Platte.

b. Board members Ernie Mehl and Kent Miller recapped&nbsp;Legislative Day at the State Capitol Feb. 28.

a. The Board was introduced to members of the NPCC Knights Women’s Basketball Team. The Knights made it to the North Central A District Championship in Cedar Rapids, Iowa this year. They finished the 2023-24 season with an 18-12 record, while claiming their third Region IX title in the past four seasons. Head Coach Jeff Thurman also achieved his 100th career win this season.

4. CONSENT ITEMS.&nbsp;On a single consent motion, the board approved:

a. Minutes from the Feb. 21 Board work session and regular meeting.

a. The Board approved bills for February in the amount of $2,011,196.

b. The Board committed $50,000 to the remodel of the Dundy County Hospital Foundation building to be used by MPCC for classroom space with distance learning capabilities.

a. Vice President of Academic Affairs and NPCC Dr. Jody Tomanek presented a program scorecard.

b. Cabinet Reports: The Board heard reports from MPCC President Ryan Purdy, Vice President of Academic Affairs and NPCC Dr. Jody Tomanek, Vice President of Student Affairs and MCC Kelly Rippen, Vice President of Administrative Services Mike Steele, Director of Institutional Effectiveness Tad Pfeifer, Director of Human Resources Rebecca Wrage, Director of Institutional Advancement Jake Rissler and Director of Marketing and Public Information Daniel Stinman.

a. The Board went into closed session at 7:27 p.m. to discuss real estate, personnel review and litigation.

b. The Board reconvened in open session at 7:35 p.m. No action was taken after reconvening in open session.

Upon hearing no further business, the Board moved to adjourn at 7:37 p.m. The next Board meeting is scheduled for 6:30 p.m. April 17 in McCook.

   MPCC Board of Governors meeting wrap up report

The Yonts Water Conference will be held on Wednesday, April 10, at the Panhandle Research, Extension, and Education Center, in Scottsbluff. The morning begins at 8:30 a.m. with registration.

The conference will begin at 9 a.m. with Dr. Xin Qiao, Nebraska Extension water and irrigation management specialist. He will discuss ways to improve irrigation efficiencies and give a research update on new irrigation technologies.

The U.S. Bureau of Reclamation personnel will provide an update on the snowpack and expected runoff in the Upper North Platte River Basin. The information is critical for downstream water users planning their estimated irrigation water use and crop planting. Approximately 75 percent of the North Platte River flow comes from this area above Casper, Wyo.

Representatives from HDR Engineering and the Goshen Irrigation District will present an update on the progress of replacing Tunnel No. 1 and Tunnel No. 2, which collapsed and caused a breach of the canal in 2019. Both tunnels are in Wyoming on the main line canal of the Goshen / Gering-Ft. Laramie Irrigation districts. Officers from the North Platte Police Department in conjunction with NDOT worked a St. Patrick’s Day enforcement grant. A total of eleven traffic contacts were made with three citations being issued. One adult was arrested for Driving Under the Influence of alcohol. The North Platte Police Department would like to thank the citizens of North Platte for making this a safe weekend.

A total of&nbsp;140 senior medical students at the University of Nebraska Medical Center in Omaha, Nebraska,&nbsp;learned about their residency assignments March 15&nbsp;during an event at the Scott Conference Center at the University of Nebraska at Omaha.&nbsp;

 &nbsp;The 2024 Main Residency Match®&nbsp;-- referred to as Match Day --&nbsp;is an annual rite of passage for medical students, a day when students across the country learn where they will train&nbsp;for&nbsp;the next three to seven years, depending on the&nbsp;medical area of their choice. Students are matched through a computer program to align their preferences for residency programs to&nbsp;fill the thousands of training positions available at U.S. teaching hospitals.&nbsp;&nbsp;

Forty-one percent of UNMC students are staying in Nebraska for their training, with 56 of those at UNMC. Sixty-one percent&nbsp;matched&nbsp;in primary care, which includes family medicine, internal medicine, internal medicine/geriatrics, internal medicine/pediatrics, pediatrics&nbsp;and obstetrics/gynecology. &nbsp;

Nationally, there were&nbsp;41,503 residency positions.&nbsp;

UNMCA total of&nbsp;140 senior medical students at the University of Nebraska Medical Center in Omaha, Nebraska,&nbsp;learned about their residency assignments March 15&nbsp;during an event at the Scott Conference Center at the University of Nebraska at Omaha.&nbsp; &nbsp;The 2024 Main Residency Match®&nbsp;-- referred to as Match Day --&nbsp;is an annual rite of passage for medical students, a day when students across the country learn where they will train&nbsp;for&nbsp;the next three to seven years, depending on the&nbsp;medical area of their choice. Students are matched through a computer program to align their preferences for residency programs to&nbsp;fill the thousands of training positions available at U.S. teaching hospitals.&nbsp;&nbsp;Forty-one percent of UNMC students are staying in Nebraska for their training, with 56 of those at UNMC. 140 UNMC medical students learn residency assignments on Match Day

On March 19, 2024 a deputy sheriff was working traffic on South US 83.  He observed a northbound motorcycle traveling at nearly 100 MPH.  As the deputy got behind the motorcycle to make a traffic stop the driver turned abruptly onto Dodge Hill Road.  The driver accelerated heavily to avoid the deputy and lost control of the motorcycle.  He appeared to be suffering primarily from some serious “road rash” from his body skidding on the pavement.  He was transported to the hospital. 

 It is the time of year again that the sport bikes are speeding on our highways.  They will soon be running in packs in the residential neighborhoods and subdivisions, disturbing the peace.  They accelerate and maneuver so quickly that it is very difficult for law enforcement to make contact with them. 

 We will be doing more this year with the use of aircraft to try to keep the public from having to deal with this harassment and to keep all of the motoring public safe.  Every contact will result in an arrest.  There will be no warnings.

Individuals, families, businesses, partners, schools, and media are all encouraged to review their severe weather preparedness plans so we can become a “Weather-Ready'' nation. When severe weather is anticipated, follow trusted sources for updated forecast and warning information, such as the National Weather Service and media partners. Here are two key ideas to keep in mind:&nbsp;

• Outside: When severe weather is possible, limit outdoor plans or finish them early. Stay close to a sturdy shelter. If caught outside, find shelter in a sturdy building immediately. If you are caught outside in a tornado and no sturdy shelter is available, find shelter in a ditch and cover your head for protection. If traveling in a car, drive away from the tornado. If you cannot drive away, or if you become trapped, lie in a ditch and cover your head. Do not take shelter under a highway overpass, where wind speeds can increase due to tunneling effect.&nbsp;

• Home or business: Your primary concern is to put as many walls between you and the severe weather as possible and to go to the lowest floor of the building. Remember to stay away from doors, windows, outside walls and protect your head. Bicycle helmets are great at protecting your head. Be sure to plan in advance to store your helmets in your shelter. Blankets and heavy quilts are also great at protecting your head and body. If in a mobile home, leave well in advance of the approaching severe weather and go to a sturdy building.&nbsp;

Nebraska Severe Weather Awareness Week is March 25-29, 2024

January and February of this year continued the trend of high numbers of respiratory illnesses in southwest Nebraska, from the peak in December. Southwest Nebraska Public Health Department (SWNPHD) has received reports of three deaths from this respiratory season: one from RSV and two from COVID-19.

SWNPHD recommends following the updated guidelines from the Centers for Disease Control and Prevention (CDC) to help you know what to do if you get a respiratory virus. This includes guidance on when to stay home and the recommendation for another dose of the updated COVID vaccine for those 65 and older.

Protect yourself and others from Flu, COVID-19, and RSV

When you have a respiratory virus, stay home and away from others (including people you live with who are not sick).&nbsp; Respiratory virus symptoms can include fever, chills, fatigue, cough, runny nose, and headache, among others.

Keep in mind that you may still be able to spread the virus that made you sick, even if you are feeling better. You are likely to be less contagious at this time, depending on factors like how long you were sick or how sick you were. If you develop a fever or start to feel worse after you have gone back to normal activities, stay home and follow the above recommendations again.

There are safe and effective vaccines for flu, COVID-19, and RSV, that protect against severe illness and hospitalization. The CDC recommends all people ages 65 years and older should receive one additional dose of any updated (2023-2024 formula) COVID-19 vaccine. This shot can be given when it has been at least 4 months since your last dose of COVID vaccine.

Updated Guidelines for COVID-19 and other Respiratory Viruses

North Platte, Neb. – Great Plains Health and the North Platte Fire Department Emergency Medical Services (EMS) are pleased to share that combined efforts to provide timely, quality care to cardiac arrest patients is improving patient outcomes in the North Platte region, exceeding national benchmarks.&nbsp;

In 2023 at Great Plains Health, 49 percent of patients experiencing a cardiac arrest event survived the initial event. Twenty-seven percent survived to hospital discharge, exceeding the national survival to discharge benchmark of 15 percent, according to the American Heart Association (AHA).

“Local EMS personnel and our Great Plains Health care team are committed to the highest patient care standards,” said Heather Jensen, Great Plains Health Outreach Coordinator. “We use the RQI system to review knowledge verification modules and test our skills quarterly, which improves muscle memory and ultimately patient outcomes.”

Cardiac arrest occurs suddenly and often without warning when an electrical malfunction in the heart causes an irregular heartbeat, according to the AHA. As a result, the heart cannot pump blood to the brain, lungs and other organs.

“Prompt care is key when it comes to cardiac arrest,” said Dr. Ramez Smairat, interventional cardiologist at the Great Plains Health Heart Institute. “Our outcomes exceed national benchmarks because our hospital and community partners follow consistent protocols that put the patient first.”

In 2023, the North Platte Fire Department EMS served nearly half of the cardiac arrest patients that later received treatment at Great Plains Health.

“We train heavily on cardiac arrest care,” said Trent Kleinow, North Platte Fire Department Assistant Fire Chief. “Our EMS crews constantly review protocol and use the latest technology to serve patients – including the LUCAS device, which provides precise, high-quality chest compressions. We have an advanced paramedic program in North Platte and strong support by local emergency medicine physicians. We work really hard to give great patient care, and I am excited about the above-average patient outcomes we can help provide our community.”

Great Plains Health, North Platte Fire Department Demonstrate Commitment to Cardiac Arrest Care

As part of a $40 billion investment strategy to upgrade and improve the Postal processing, transportation, and delivery networks, the U.S. Postal Service announced that it is conducting an evaluation of current operations and potential future uses of its North Platte Processing and Distribution Center (P&amp;DC) facility in North Platte, NE.

United State Postal ServiceAs part of a $40 billion investment strategy to upgrade and improve the Postal processing, transportation, and delivery networks, the U.S. Postal Service announced that it is conducting an evaluation of current operations and potential future uses of its North Platte Processing and Distribution Center (P&amp;DC) facility in North Platte, NE.The USPS ten-year Delivering for America (DFA) plan includes initiatives to improve organizational and operational processes and actively make the Postal Service an efficient, high-performing, world class logistics and delivery provider. Improvements to Postal operations will enhance the level of service provided to the public; drive innovation and enable a broader array of postal products and services; enhance organizational competitiveness; improve efficiency and lower the cost to operate; and provide better workplaces and careers for Postal Service employees.This specific facility review will inform the best allocation of resources and strategies to improve customer service and to achieve significant cost savings through operational precision and efficiency. Business mail entry, Post Office, station, and branch retail services are not expected to change, and delivery services will be unaffected throughout this review. The evaluation is a first step in the Postal Service review and investment process in this facility and will not result in this facility’s closure or career employee layoffs.This ongoing review was initiated to evaluate what role the facility will take in the redesigned postal network and to assess potentially moving some of the mail processing operations from the North Platte P&amp;DC to the Denver P&amp;DC in Denver, CO.Below are initial findings from the study:Facility FutureThe initial results of the facility review support the business case for keeping the North Platte P&amp;DC open and modernizing the facility as a Local Processing Center (LPC) with simplified processes and standardized layouts. The North Platte LPC will be a critical node to the unified movement of mail and packages across the regional processing and transportation ecosystem in a logically sequenced manner and will benefit from the expanding services the Postal Service plans to deploy to increase its revenue and enhance its role in this community. The facility will offer expanded and streamlined package processing and distribution capabilities in the local market and new workplace amenities for USPS employees.It is anticipated that the facility will maintain the following destination operations once converted to the LPC:· Destinating Letters and Flats· Destinating Packages· Destinating Bundles· Manual Letters and Flats· Express· Business Mail Entry Unit (BMEU)The LPC will also be fitted with state-of-the-art sorting equipment that will improve delivery services. New mail and processing equipment investments totaling $2.4M will be made to locate 1 Flex Rover Sorter (FRS-Dual) into this facility. Overall, we plan to operate the following sorting equipment in this facility:· 1 Delivery Barcode Sorter (DBCS)· 1 DBCS Input Output Subsystem (DIOSS)· 1 Automated Flat Sorting Machine 100 (AFSM 100)· 1 Automated Delivery Unit Sorter (ADUS)· 1 Flex Rover Sorter (FRS-Dual) [New]The improvements for this facility will result in up to $2.0 million in investments for modernization efforts and deferred maintenance investments.On the workroom floor, lighting will be upgraded with LEDs, flooring will be repaired and refinished, impediments to open process flow will be removed, and dock areas will be generally rehabilitated. Employee amenities will be refreshed with renovation to restrooms, lockers, and break areas.Additionally, the business case supports transferring mail processing outgoing operations to the Denver P&amp;DC. Currently, a majority of mail and packages are destined outside of the North Platte area to the rest of the world.The facility will feature evolving USPS self-service tools and technology to give customers added services and new choices in how they ship and receive packages, including Smart Lockers, which are a keyless, self-service delivery solution that allows package shippers and package recipients to send and receive packages direct to a Post Office Smart Locker location.The Postal Service plans to invest between $4M - $6M into the North Platte LPC for modernization, deferred maintenance, and new processing automation equipment, as we prepare the facility to serve as an important contributor to operations in today’s economy and far into the future.Postal EmployeesNOTE: There will be no career employee layoffs as part of this initiative. The numbers presented here reflect data available as of October 6, 2023, and are subject to change until the completion of the facility review. Our ongoing analysis will include quantifying the time it will take to refurbish the facility and prepare it for the services and functions as an LPC and quantifying the appropriate workforce necessary to efficiently staff the LPC. We expect that the increase in these services and functions may require additional employment positions, which could mitigate some of the reductions identified below.Due to the transfer of outgoing operations, an estimated net decrease of 5 craft and 1 management positions are projected once the initiative is completed. All bargaining employee reassignments will be made in accordance with the respective collective bargaining agreements. As part of its strategy, the Postal Service is enhancing package processing and shipping capacity, which may result in increased plant activity and the need for additional support in the future.The Postal Service has made a commitment to ensuring there is a clear path for our pre career employees to obtain fulltime positions, as evidenced by our newly negotiated contract provisions and making automatic conversions to stabilize our workforce. This has culminated in 165,798 pre career employees being converted to career over the past three years. Our pre career workforce is a valuable employee category that provides us necessary operational flexibility leading to efficiencies. Like all employers who have a flexible employee category, there is a higher turnover rate with these employees, providing us the opportunity to both capture savings by rightsizing our workforce when making long overdue operational changes and avoiding any career layoffs.Estimated Cost SavingsProposed savings in the draft MPFR analysis are ultimately projected to be $1.5M - $1.9M annually once the initiative is completed.
