Healthy Lifestyles in the New Year 

When COVID-19 hit, it made sense and it was necessary, to identify a way to feed kids in need that didn’t require person-to-person interaction. The federally funded Pandemic Electronic Benefits Transfer (P-EBT) was born from that era. It has now morphed into the Summer EBT program – one that front loads money onto cards for the purchase of $40 of groceries per child per month, capping at $120 per recipient.

Addressing food insecurity is important and necessary, but the S-EBT program is not necessary and it is not adequate to meeting the needs of children.&nbsp; I would be the first to admit that for a long time, I had blinders to the struggles that confront our communities – urban and rural. Handing out money is not enough to meet kid’s needs. They need much more.

The Summer Food Service Program (SFSP) is a federal program that the state administers, which also provides no-cost food to kids. Unlike S-EBT, this program feeds kids in-person at a centralized location where they are guaranteed nutritious meals and snacks.&nbsp; In 2023, we had 245 such sites around the state operating in schools, churches, day camps and other locations, serving an estimated 20,000 kids.

The personal touchpoint of this program can’t be overlooked. Nebraska providers are trained to ensure that food options adhere to USDA nutrition guidelines. Kids are eating good meals, even when those meals are picked up or provided by delivery. Programs are located where education or enrichment activities take place. There is an opportunity for socialization with peers and on-site supervision and personal contact with adults who can spot signs in kids who have more needs than a meal. Sites usually have links to resources designed to support children and their families, as they hopefully, work their way out of food insecurity.

The Supplemental Nutrition Assistance Program (SNAP) is another federal program administered by the state that provides food benefits to low-income families. In fiscal year (FY) 2023, 156,399 Nebraskans received SNAP benefits, at a cost of nearly $28 million a month. In addition to purchasing food, users have access to nutrition education and employment and training services.&nbsp;

Nebraska is committed to helping kids and families in need. Our programs are focused on more than simply providing food. They offer a hand up, not a handout.

Meeting Needs of Hungry Kids in the Most Responsible Way

NORTH PLATTE - The Mid-Plains United Way has wrapped up its giving, fall and year end campaign and so far, has raised around $128,000 out of the $200,000 goal and are paced towards the goal. The Hot Sheets: January 6th, 2024

LINCOLN--Attorney General Mike Hilgers announced his&nbsp;2024&nbsp;legislative priorities today alongside the three state senators introducing legislation, Senators Bosn, Ibach, and Armendariz. The bills all focus on&nbsp;strengthening the protections for&nbsp;vulnerable&nbsp;Nebraskans from exploitation.

“Our office works tirelessly to protect vulnerable Nebraskans. The tools in these bills will help protect Nebraskans, including trafficking victims and children, from exploitation. I am grateful for the senators for introducing these bills, and look forward to working with the Legislature to pass these common-sense bills that will do enormous good for Nebraskans’ health and well-being.”

Today, the Attorney General announced three bills as part of this package.

The first bill, sponsored by Senator Carolyn Bosn, will strengthen the ability of the Attorney General to protect Nebraskans who have been financially exploited.&nbsp;Nebraskans who have lost money or property to unfair or deceptive businesses expect and deserve the best opportunity to get their money back.&nbsp;&nbsp;This legislation gives the Attorney General the ability to request a trial by jury for deceptive businesses that have harmed our local citizens. It also allows assets of deceptive businesses to be frozen, permitting a better opportunity for restitution for victims.&nbsp;

"Deceptive businesses should not be able to spend money fraudulently taken from consumers, and this bill would help prevent that," stated Senator Bosn.&nbsp;

The second bill,&nbsp;sponsored by&nbsp;Senator Teresa Ibach,&nbsp;will make substantial modifications to the Nebraska Hemp Farming Act&nbsp;to limit a perceived loophole for Delta 8 and related products. The Attorney General’s office has launched a significant, statewide enforcement effort after investigation and finding that nearly 90% of the products tested by the office contained incorrect labeling and that these products often contained a variety of dangerous chemicals, some of which can lead to serious injury or even death.&nbsp;In addition, unknown chemicals, as well as known carcinogens used in the production of some products, have appeared in ingestible products that bear copycat packaging to branded foods and candies or are marketed in a manner attractive to children.&nbsp;&nbsp;&nbsp;

“The Legislature passed legislation to create a market for a non-dangerous commodity product, and&nbsp;bad actors are using perceived loopholes to put Nebraskans, especially children, at risk,” stated Ibach.&nbsp;

The third and final bill,&nbsp;sponsored by&nbsp;Senator Christy Armendariz,&nbsp;is critical legislation to combat child exploitation and human trafficking online. This bill continues the ongoing partnership between the Nebraska Legislature, the Attorney General's Office, and the Nebraska Human Trafficking Task Force by strengthening Nebraska statutes to protect potential victims of sex trafficking and sexual assault, particularly children.&nbsp;&nbsp;

"Our goal is to take power away from traffickers and&nbsp;strengthen&nbsp;our ability to empower victims," said Senator Armendariz.

It will allow protection beyond the geographic limits of Nebraska to affect internet content providers who distribute content in our state that exploits children and sex trafficking victims.&nbsp;

Attorney General Hilgers Announces Legislative Priorities

LINCOLN — A group of state senators are expressing hope they can reverse Gov. Jim Pillen’s recent rejection of $18 million in federal funds to expand a summer grocery benefit for low-income families.

State Sen. Jen Day of Gretna joined 16 other senators Thursday in introducing a bill that would require the state human services agency to apply for the extra funding via the Summer Electronic Benefit Transfer (EBT) program.

Governor doesn’t ‘believe in welfare’

Pillen recently turned thumbs down on joining growing number of states — now 33 — that have opted into the summer program, saying that he didn’t “believe in welfare.”

That comment sparked criticism of the governor, whose family pork-producing business and a processing plant involving his family have both been granted federal subsidies. Pillen also got $7.8 million in Paycheck Protection Program funds during the COVID-19 pandemic, though most of it was later turned back.

Day said supporters of her&nbsp;<a target="_blank" href="https://nebraskalegislature.gov/FloorDocs/108/PDF/Intro/LB952.pdf">Legislative Bill 952</a>&nbsp;have reached out to federal officials and are confident that a previously stated Jan. 1 deadline for states to opt into the summer food program can be waived.

“It’s clearly not a hard deadline,” the senator said. “As of right now, it’s still open to us.”

Day said she believes that backers of the program can get a majority of senators to support the bill, thus showing that there’s widespread, bipartisan support for the enhanced grocery benefit. But, she acknowledged, “there’s a lot of moving parts” in getting Nebraska to join the program.

Under LB 952, the Nebraska Department of Health and Human Services would be required to join the summer EBT program.

The program was launched during the COVID-19 pandemic in response to growing concerns about food insecurity among low-income families. It was made permanent by Congress last year under a proposal by the Biden administration.

But Pillen administration officials have said that the pandemic is over and that pandemic-era programs should also end.

They also maintain that an existing summer food program, which distributes lunches at summer school and summer camps, is sufficient and a better program.

Advocates, however, question whether all kids can access such summer programs, which might be miles away, and point out that such summer meal sites have declined in number in recent years.

The bill introduced Thursday, which Day had pledged to introduce, states that “summer meal programs are an integral part of Nebraska’s educational system.”

Among other bills introduced Thursday in the Nebraska Legislature:

A proposal from Central City Sen. Loren Lippincott, LB 972, would make kratom, an herbal product from southeast Asia that can produce stimulation and sedative effects, a controlled substance.

The Federal Drug Administration has warned the public not to use kratom because it is untested and its effects vary, but it is widely available at convenience stores and herbal “CBD” shops across Nebraska.

Some people use it as an alternative for opioids, according to Lippincott, but he said it is as addictive as heroin.

“I do know individuals who have been hooked on kratom, and it’s a train wreck to get off of it,” he said.

Omaha Sen. Terrell McKinney, a leading critic of the state’s plan to build a $330 million replacement for the State Penitentiary in Lincoln, wants the Pen demolished after the new prison is open.

Under his LB 919, the Penitentiary would be demolished within 12 months after the new prison, planned on the northern edge of Lincoln, is open.

McKinney said he wants state prison officials to stick to their word that the Penitentiary is so outdated that it needs to be replaced and decommissioned.

County attorneys would be replaced by “district attorneys” serving multiple counties under a proposal from Omaha Sen. Justin Wayne, who chairs the Legislature’s Judiciary Committee.

Finding attorneys to fill the role of county prosecutor has been difficult in some rural counties.

A dozen rural Nebraska counties have no lawyers whatsoever, the American Bar Association reported in September.

Under LB 964, students training to become special education teachers could get their student loans forgiven if they commit to teaching in Nebraska following their certification.

The bill, introduced by Lincoln Sen. George Dungan and eight other senators, addresses a statewide shortage of special education teachers in K-12 schools.

UNMC confers more than 400 degrees during winter commencement

LINCOLN — Nebraska could address part of its need for child care workers by replicating a Kentucky program that pays child care costs for child care workers.

State Sen. John Fredrickson of Omaha on Wednesday introduced Legislative Bill 856, which would make all child care workers eligible for child care aid, regardless of their income.&nbsp;

Nebraska day care workers passing a criminal background check would be eligible for aid if they work at least 20 hours a week at a licensed day care facility or in-home day care.

Fredrickson modeled his proposal after Kentucky’s, which used pandemic relief funds to make child care cheaper for child care workers, many of whom earn too little to pay for day care.

The program attracted thousands more child care workers to the industry, and it opened up more slots in parts of the state without them,&nbsp;<a target="_blank" href="https://www.npr.org/2023/10/06/1203182131/kentucky-free-child-care-day-care-workers">including rural Kentucky</a>, researchers found.

It helped fund child care costs for an additional 3,200 child care workers, according to research by Kentucky Youth Advocates. Each new parent who entered the child care workforce helped another eight to 13 kids secure stable opportunities for care.&nbsp;

Kentucky is exploring how to maintain the expanded aid using state funds as pandemic-related federal funds run low. Iowa adopted its own pilot version of the aid program last year. Health officials in both states had no immediate comment, nor did the Nebraska Department of Health and Human Services.

Fredrickson’s push is one of several legislative proposals aimed at improving child care that state senators have said they would propose this year. Gov. Jim Pillen has made improved access to quality child care one of his priorities this session. Pillen had no immediate comment on LB 856.

The idea may have bipartisan support. Jim Vokal, chief executive officer of the free market think tank the Platte Institute, which leans conservative, said his organization is reviewing the bill and “hopes to support” it “down the road.”

Early childhood advocates First Five Nebraska estimated that adopting LB 856 would provide child care benefits to another 2,200 providers, who would then care for other children.

Nebraska, like Iowa and Kentucky, faces shortages of child care workers. More than 1 in 10 Nebraska counties lack a licensed child care provider, according to local research from Voices for Children.&nbsp;

First Five Nebraska says more than a fourth of Nebraskans live in child care “deserts.” The state saw its total child care workforce fall by 11% from 2018 to 2022, First Five found.

Katie Bass, data and policy research adviser for First Five, said LB 856 could help stabilize the state’s child care workforce that today turns over at about a 30% rate.

Surveys show that Nebraska child care workers often leave for jobs in retail and fast food because of higher pay, she said.

“The Kentucky folks have said it is a recruitment and retention strategy,” Bass said. “This would be a benefit, a way to compete with those industries when you’re struggling to compete.”

Legislation would cut child care costs for Nebraska child care workers

An immigrant who found success through the American Dream will speak in Imperial and McCook next month as part of a speaker series offered by Mid-Plains Community College.

Luis Sotelo is the vice president for Diversity, Equity and Inclusion at Doane University in Crete. He will present, “The Dream We Share: An Immigrant’s Story on What it Means to Find a Place in America.”

As a proud son of meatpacking and migrant workers, Sotelo will talk about finding his place in America and how others can find success in the Dream as well.

Sotelo’s father moved his family from a remote village in northern Mexico to Nebraska in 1995. Sotelo did not speak a word of English at the time but was determined to achieve his goals.

He co-founded a youth development organization in high school and graduated as the valedictorian of his class. Sotelo went on to attend a Top 10 university, was a candidate for the state legislature and became a university vice president in his 20s.

He is a dreamer, and his dream is to unleash the potential in others to fulfill their definition of the American promise.&nbsp;

Sotelo will speak at 1 p.m. (MST) Feb. 11 at the Chase County High School auditorium in Imperial. He will be at the Fox Theater in McCook at 11 a.m. (CST) Feb. 12.

N.D.E.E. Nebraska Department of Environment and Energy requires public water systems that have two or more coliform positive samples in a month to undergo an inspection of the water system. Our system had two coliform positive samples on December 27th. NDEE issued an assessment and another 30-day chlorination period before the assessment has been completed. We will begin chlorinating January 8th, 2024.

Once the system has reached the minimum chlorination level of .20 mg/l at the furthest section of the system, our mandatory thirty (30) day period will begin. Chlorination will end as soon as we have fulfilled this requirement. If the level falls below the mandatory .20 mg/l at any time during the 30-day period, we are required to start the 30 days over again.

Those with chlorine sensitivities should take the proper precautions.

Coliform bacteria are easy to identify and are used as an indicator that harmful bacteria could be present in the water. No harmful bacteria have been identified in our water samples.

The Hot Sheets: January 4th, 2024

The North Platte Police Department participated in the Drive Sober or Get Pulled Over DUI enforcement campaign which took place from December 15th, 2023 through January 1st, 2024.&nbsp; 

Department wide, thirteen drivers were arrested for DUI-Alcohol and one driver was arrested for DUI-Drugs.&nbsp; Two juveniles were cited for being Minors in Possession of Alcohol.&nbsp; Two people were cited for having open containers of alcohol. Two people were arrested for felony possession of a controlled substance and four people were arrested on outstanding warrants.&nbsp;

Over two hundred traffic contacts were made with a total of sixty-five citations issued. Officers issued twenty-three speeding citations, nine citations for traffic signals, and ten drivers were jailed or ticketed for driving under suspension.&nbsp; The North Platte Police Department would like to thank our citizens for their part in making the Christmas and New Year Holidays safe.

Two people were arrested for felony possession of a controlled substance and four people were arrested on outstanding warrants.&nbsp;Over two hundred traffic contacts were made with a total of sixty-five citations issued. Officers issued twenty-three speeding citations, nine citations for traffic signals, and ten drivers were jailed or ticketed for driving under suspension.&nbsp; The North Platte Police Department would like to thank our citizens for their part in making the Christmas and New Year Holidays safe.

January is National Blood Donor Month, and this year marks the fifth year that the Red Cross and the National Football League (NFL) have partnered to remind football fans and blood donors that health emergencies don’t pause for holidays or game day.

According to the Red Cross, the start of the new year is one of the most challenging times to collect blood products as severe winter weather often causes widespread blood drive cancellations and donors may postpone giving due to seasonal illness.

The Super Bowl trip is being offered to help combat that. The winner and a guest will get to enjoy a day of in-stadium, pre-game activities, tickets to the official Super Bowl Experience, round-trip airfare to Las Vegas, three-night hotel accommodations and a $1,000 gift card for expenses. LANCE FRITZ, Union Pacific, Omaha&nbsp;

Lance Fritz&nbsp;is Union Pacific chairman, president and chief executive officer. He stepped into these roles in 2015, when he was also elected to the corporation’s board of directors. He began his Union Pacific career in July 2000 as vice president and general manager – Energy in the company’s Marketing and Sales Department. Since then, Fritz has served as executive vice president – Operations, vice president – Labor Relations, and president and chief operating officer. Fritz graduated from Bucknell University and earned a master’s degree in management from Northwestern University.

SID DINSDALE, Pinnacle Bancorp, Inc., Lincoln&nbsp;

Sid Dinsdale&nbsp;is Chairman of Pinnacle Bancorp, Inc., a family-owned business that owns 100% of four bank charters: Pinnacle Bank Nebraska, Bank of Colorado, Pinnacle Bank Texas and Pinnacle Bank Wyoming. He grew up in Palmer, NE, a town of 425 people, and grew up working in the family feedlot, hay fields and irrigation operations. After graduating from Palmer High School, Dinsdale attended Hastings College then transferred to the University of Nebraska-Lincoln, where he graduated with a degree in Finance.

He later attended the Graduate School of Baking at the University of Colorado and completed the Presidents Program at Harvard University. He is a member of the Omaha Business Hall of Fame and UNL Business School Hall of Fame. He and his wife, Dawn, were named “Aksarben’s Most Honored Citizens” in 2022. Dinsdale has been a Governor of Aksarben, on the board of Midlands Hospital, Children’s Hospital, Humane Society, STRATCOM Consultation Committee and the University of Nebraska Foundation, amongst others. 

He currently serves on the Methodist Health System board, Ameritas Life Insurance board and the boards of the banks and holding company.&nbsp;

HORNADY FAMILY, Hornady Manufacturing Company, Grand Island

Steve and Jason Hornady&nbsp;serve as the President and Vice President of Hornady Manufacturing Company, started by Steve’s father Joyce in 1949. Steve assumed leadership of the company from his father in 1981 and Jason followed in his father’s and grandfather’s footsteps, joining the family business in 2006.&nbsp;

Steve Hornady has been a lifelong shooter, avid hunter and advocate for the shooting sports industry. Steve, a lifetime Nebraska resident, began his career at Hornady Manufacturing in 1971. 10 years later, he took the reins of the company after his father’s passing and led Hornady to what it is today.&nbsp;

Jason Hornady grew up in Grand Island and worked in the Hornady Manufacturing ballistics lab as a teenager.
