LINCOLN — As part of a national 
effort to discharge student loans involving colleges that misled 
students, 1,340 Nebraskans will no longer be required to pay back their 
debts to one school.

The U.S. Department of Education announced this week that it will 
discharge all remaining federal student loans that borrowers received to
 attend ITT Technical Institute from January 2005 through the closure of
 the school in September 2016.

The discharges involve 208,000 borrowers nationwide who received a 
total of $3.9 billion in loans. The Nebraska loan forgiveness amounted 
to about $25 million.

An investigation by the federal agency found that ITT engaged in 
“years of lies and false promises” in order to profit off federal 
student loan programs, with no regard for the financial hardship it 
might create for students.

“The Biden-Harris Administration will continue to stand up for 
borrowers who’ve been cheated by their colleges, while working to 
strengthen oversight and enforcement to protect today’s students from 
similar deception and abuse,” said U.S. Secretary of Education Miguel 
Cardona in a press release Tuesday.

The department said that&nbsp;nearly $32 billion in loan relief has been 
approved for 1.6 million borrowers since Biden became president.

Attorney General Doug Peterson, in a press release Wednesday, said 
Nebraskans who borrowed money to attend ITT do not have to take any 
further action — their federal student loans will be automatically 
cancelled by the Department of Education.

OMAHA
 — Nearly 100 Omahans, including Mayor Jean Stothert, will be converging
 upon Carlentini, Sicily, over the next several days to advance a sister
 city connection with the motherland of many local families of Italian 
descent.

Stothert will be meeting with 
Carlentini Mayor Guiseppe Steffio, her counterpart in that Italian city 
of about 17,000, which is in the province of Syracuse, Sicily.

The two mayors in a virtual ceremony 
last September signed the official sister city “friendship” agreement, 
recognizing a century-long bond between the two communities.

Just last month, Steffio and a small 
Carlentini contingent visited Omaha to meet with various business and 
civic leaders — and to celebrate the 98th local festival honoring 
Sicily’s Christian heroine, Santa Lucia.

The event was born as Italian 
immigrants built new lives in Omaha. Early settlers such as Grazia 
Bonafede Caniglia wanted to recreate Carlentini’s annual Santa Lucia 
festival to help stay connected to heritage and traditions.

The Omaha group, while in Carlentini, in turn will be guests at that city’s 401st Santa Lucia celebration.

Omahans (some already there and 
others arriving this week and next) include members of the local Sicula 
Italia Foundation, Sons of Italy, the Santa Lucia Festival Committee and
 the American Italian Heritage Society, as well as the Omaha Sister 
Cities Association.

Many of the Omahans will be meeting 
with distant relatives, forging new partnerships and presenting gifts 
such as a painting by local artist Jeremy Caniglia. It is of Santa Lucia
 (Saint Lucy) at an olive tree with her mother, and Santa Agatha 
appearing to tell her she will be the next martyr.

Omahan Carmelita de la Guardia, whose
 family emigrated from the area, and her band will be performing at the 
festival celebration.

Carlentini immigrants began to arrive
 in Omaha more than a century ago, largely to work in railroad jobs. 
They built a community centered at Omaha’s Little Italy, south of 
downtown Omaha.

Sheri Kanger of the nonprofit Sicula 
Italia Foundation said nearly 100 Omaha area residents will be visiting 
Carlentini for the festival and to connect with their roots.

Stothert said in a statement that she
 will pay her travel expenses and would not spend taxpayer dollars. She 
leaves for Italy on Friday and is to return to the U.S. on Sept. 10.

“Sister cities build relationships 
that better our city, our country and our world,” Stothert said. “I am 
proud to serve as the honorary chair of the association and represent 
our great city.”

Omaha, under its Sister Cities 
Association flag, has established six sister cities in addition to 
Carlentini and one other “friendship” city. The relationships provides 
opportunities for cultural, educational and business partnerships and 
exchanges.

The six sister cities are Shizouka, 
Japan; Siauliai, Lithuania; Yantai, China; Braunschweig, Germany; Naas,

Nebraska contingent off to Sicilian sister city

LINCOLN — Nebraska is no longer at the end of the pack as the nation’s least friendly state for bicyclists.

A new ranking by the League of American Bicyclists now places the Cornhusker State 49th out of 50 states.

Nebraska had been ranked 50th since 2017.

“We have a long way to go,” said Julie Harris, executive director of Bike Walk Nebraska.

She jokingly attributed the state’s ascension from the bike-friendly basement to “pity.”

Neighboring Wyoming now ranks as the nation’s least-friendly state 
for bicyclists. The top bike friendly states are Massachusetts, Oregon 
and Washington.

The <a target="_blank" href="https://bikeleague.org/sites/default/files/BFS_Report_Card_2022_Nebraska.pdf">League of Bicyclists ranks states</a> on factors such as infrastructure, policies, education and traffic laws.

Nebraska got its top grade, a “B,” for “traffic laws and practices.” 
Harris said the passage of a state law in 2017, which gave bicyclists 
the same legal protections as pedestrians when in a crosswalk, boosted 
that score. Safety, she said, has been an emphasis area for Bike Walk 
Nebraska.

The state’s worst grades were an “F+” for infrastructure and funding and an “F” for education and encouragement.

The League of Bicyclists noted that Nebraska was one of only eight 
states that have never adopted a statewide bike plan, doesn’t utilize a 
“Complete Streets” strategy to include commuting on bicycles as part of 
its planning process and doesn’t make “bicycle safety an emphasis area” 
in its strategic highway planning. The state also&nbsp;lacks design standards
 for dedicated bike lanes, for instance.

“We just don’t check those boxes,” Harris said, adding that her 
association continues to work with the Nebraska Department of 
Transportation to adopt road designs with bike safety in mind.

Jeni Campana, a spokeswoman for NDOT, said that while the state 
doesn’t have a formal state bike plan, bicyclists were considered in the
 new, 20-year comprehensive transportation plan completed last year.

“It is on our radar,” Campana said. “Is this something we spent a ton on time on 20 years ago, probably not.&nbsp;Are we spending more time on it now, absolutely.”

The NDOT, she said, has an interactive state bike map on its website.
 The department has made accommodations in the design of the South 
Beltway south of Lincoln to accommodate future bicycle trail 
construction in that area.

Harris, of Bike Walk Nebraska, added that the group helped persuade 
the NDOT to install girders alongside a new U.S. 75 bridge spanning the 
Platte River near Plattsmouth so that a bike lane can be added later.

The agency also agreed, she said, to provide gaps in “rumble strips” 
along new state highways so that if bicyclists have to get off the 
shoulder and onto the highway, they have safer paths to do that.

She said the rankings were likely made before the Legislature overrode a veto by Gov. Pete Ricketts and <a href="https://nebraskaexaminer.com/2022/02/03/legislators-urged-to-invest-in-completing-recreation-trails-across-nebraska/">allocated $8.3 million</a> of the state’s $1 billion in American Rescue Plan Act (ARPA) to<a href="https://nebraskaexaminer.com/2022/07/26/downed-trees-deep-ravines-among-obstacles-for-hike-bike-trail-linking-omaha-and-lincoln/"> finish a missing link in a bike-hike trail</a> between Omaha and Lincoln.

Perhaps that extra funding might have improved Nebraska’s ranking 
slightly, Harris said. South Dakota, Mississippi and Oklahoma rank just 
above Nebraska in the bottom five.

Nebraska’s rating might be low, according to Harris, because the 
state has fewer hard-core bicyclists than do other states. Only 0.3% of 
the state’s commuters do so via bicycle, according to the League of 
American Bicyclists.

Harris said surveys show that about 60% of people would bike but are 
afraid due to the lack of safe routes. She said the cities of Omaha and 
Lincoln have good bike-hike trail systems, but they often aren’t 
incorporated into a complete transportation plan.

Nebraska no longer least ‘bicycle friendly’ state in the union

NEW YORK (AP) — The head of the nation's top public health agency on Wednesday announced a shake-up of the organization, saying it fell short responding to COVID-19 and needs to become more nimble.

The planned changes at the Centers for Disease Control and Prevention — CDC leaders call it a “reset”— come amid criticism of the agency's response to&nbsp;<a href="https://apnews.com/hub/coronavirus-pandemic">COVID-19</a>, monkeypox and other public health threats. The changes include internal staffing moves and steps to speed up data releases.

The CDC's director, Dr. Rochelle Walensky, told the agency's staff about the changes on Wednesday. It's a CDC initiative, and was not directed by the White House or other administration officials, she said.

“I feel like it's my my responsibility to lead this agency to a better place after a really challenging three years,” Walensky told The Associated Press.

The Atlanta-based agency, with a $12 billion budget and more than 11,000 employees, is charged with protecting Americans from disease outbreaks and other public health threats. It’s customary for each CDC director to do some reorganizing, but Walensky’s action comes amid a wider demand for change.

The agency has long been criticized as too ponderous, focusing on collection and analysis of data but not acting quickly against new health threats. Public unhappiness with the agency grew dramatically during the COVID-19 pandemic. Experts said the CDC was slow to recognize how much virus was entering the U.S. from Europe, to recommend people wear masks, to say the virus can spread through the air, and to ramp up systematic testing for new variants.

“We saw during COVID that CDC’s structures, frankly, weren’t designed to take in information, digest it and disseminate it to the public at the speed necessary,” said Jason Schwartz, a health policy researcher at the Yale School of Public Health.

Walensky, who became director in January 2021, has long said the agency has to move faster and communicate better, but stumbles have continued during her tenure. In April, she called for an in-depth review of the agency, which resulted in the announced changes.

"It’s not lost on me that we fell short in many ways” responding to the coronavirus, Walensky said. "We had some pretty public mistakes, and so much of this effort was to hold up the mirror ... to understand where and how we could do better."

Her reorganization proposal must be approved by the Department of Health and Human Services secretary. CDC officials say they hope to have a full package of changes finalized, approved and underway by early next year.

Some changes still are being formulated, but steps announced Wednesday include:

—Increasing use of preprint scientific reports to get out actionable data, instead of waiting for research to go through peer review and publication by the CDC journal Morbidity and Mortality Weekly Report.

—Restructuring the agency's communications office and further revamping CDC websites to make the agency's guidance for the public more clear and easier to find.

—Altering the length of time agency leaders are devoted to outbreak responses to a minimum of six months — an effort to address a turnover problem that at times caused knowledge gaps and affected the agency’s communications.

—Creation of a new executive council to help Walensky set strategy and priorities.

—Appointing Mary Wakefield as senior counselor to implement the changes. Wakefield headed the Health Resources and Services Administration during the Obama administration and also served as the No. 2 administrator at HHS. Wakefield, 68, started Monday.

—Altering the agency's organization chart to undo some changes made during the Trump administration.

—Establishing an office of intergovernmental affairs to smooth partnerships with other agencies, as well as a higher-level office on health equity.

Walensky also said she intends to “get rid of some of the reporting layers that exist, and I'd like to work to break down some of the silos." She did not say exactly what that may entail, but emphasized that the overall changes are less about redrawing the organization chart than rethinking how the CDC does business and motivates staff.

“This will not be simply moving boxes" on the organization chart, she said.

Schwartz said flaws in the federal response go beyond the CDC, because the White House and other agencies were heavily involved.

A CDC reorganization is a positive step but “I hope it's not the end of the story,” Schwartz said. He would like to see "a broader accounting” of how the federal government handles health crises.

DENVER (AP) — Denver’s district attorney says she is opening a grand jury investigation into the actions of three police officers who wounded six bystanders&nbsp;<a href="https://apnews.com/article/police-denver-8c36cc8e45110eac2fea1f99943548df">while shooting at an armed suspect in a crowded downtown Denver</a>&nbsp;nightlife zone last month.

The officers had already been placed on administrative leave pending a separate internal investigation into the July 17 shooting, which happened as dozens of patrons left bars that were closing for the night in the city's Lower Downtown neighborhood.

“The public’s interest in this particular shooting incident is understandably high,” District Attorney Beth McCann said in a statement announcing the new investigation on Tuesday. “For the community to trust in the outcome from this incident, it is important that independent members of the community review the facts, evidence and law regarding whether these officers should be criminally charged.”

Police have said the three officers, whose names have not been made public, fired seven times in the confrontation with suspect Jordan Waddy, who police say was armed. The gunfire erupted as a nearby group of partygoers left a bar and gathered at a food truck.

The officers were following Waddy, 21, after they saw him punch another man during a fight, police have said.

Bodycam footage released by Denver police on Tuesday appears to show Waddy holding a pistol and throwing it to the ground as the officers opened fire. Police previously said Waddy was holding a firearm before the shooting.

At least one officer shot at Waddy while facing a crowd of people gathered behind the suspect, the footage shows. When the shots were fired, the crowd scattered. Some people fell to the ground in a rush to escape and others ducked behind the food truck or crawled on all fours.

Waddy, who suffered non life-threatening injuries, was arrested on suspicion of felony menacing and possession of a handgun by a previous offender. Court records said he is represented by a lawyer from the public defender’s office, which does not comment on cases.

Six bystanders were injured and authorities have said all received hospital treatment for non life-threatening injuries.

Siddhartha Rathod, an attorney representing the injured bystanders, welcomed the investigation announced by McCann.

Willis Small IV, 24, said in an interview that he was near the food truck when he felt a bullet or bullet fragment penetrate his left foot. Small looked down to see a hole through his shoe, hopped to his car and drove to the hospital.

Yekalo Weldehiwet, 26, was outside the bar after celebrating his fiance's brother's 23rd birthday when a bullet shattered a bone in his upper arm. His right arm went limp, “like a noodle,” he said, and he held it with his left arm as he sprinted away.

Bailey Alexander, 24, who was waiting in line at the food truck with her boyfriend, said she felt blood rushing down her body after a bullet or bullet fragment went through her upper back and exited her right arm. Alexander's boyfriend held her up by the waist as they fled.

Speaking to reporters last month, Denver police Cmdr. Matt Clark said that officials "are deeply concerned for those who were injured during the incident and are working to provide all resources and support to them as they heal."

Its title raises a tantalizing question: Will the measure actually tame the price spikes that have inflicted hardships on American households?

Economic&nbsp;<a href="https://static1.squarespace.com/static/55693d60e4b06d83cf793431/t/62f673432e53c65d871f15e6/1660318531450/Senate-Passed+Inflation+Reduction+Act_Estimates+of+Budgetary+and+Macroeconomic+Effects.pdf">analyses of the proposal</a>&nbsp;suggest that the likely answer is no — not anytime soon, anyway.

The legislation,&nbsp;<a href="https://apnews.com/article/economic-bill-house-vote-be99d8db5bd610c5b1d78bc047a03e77">which was approved by Congress last week</a>, won't directly address some of the main drivers of surging prices — from gas and food to rents and restaurant meals.

Still, the law could save money for some Americans by lessening the cost of prescription drugs for the elderly, extending health insurance subsidies and reducing energy prices. It would also modestly cut the government's budget deficit, which might slightly lower inflation by the end of this decade.

The nonpartisan Congressional Budget Office&nbsp;<a href="https://www.cbo.gov/publication/58357">concluded this month</a>&nbsp;that the changes would have a “negligible” impact on inflation this year and next. And the University of Pennsylvania's&nbsp;<a href="https://static1.squarespace.com/static/55693d60e4b06d83cf793431/t/62f673432e53c65d871f15e6/1660318531450/Senate-Passed+Inflation+Reduction+Act_Estimates+of+Budgetary+and+Macroeconomic+Effects.pdf">Penn Wharton Budget Model concluded that,</a>&nbsp;over the next decade, "the impact on inflation is statistically indistinguishable from zero.”

Such forecasts also undercut the arguments that some Republicans, such as House Minority Leader Kevin McCarthy have made, that the bill would “cause inflation,” as McCarthy said in a speech on the House floor.

Biden himself, in speaking of the legislation's effect on inflation, has referred to potentially lower prices in individual categories rather than to lower inflation as a whole. The president said the bill would “bring down the cost of prescription drugs, health insurance premiums and energy costs.”

At the same time, the White House has&nbsp;<a href="https://www.documentcloud.org/documents/22124998-letter-from-economists-to-congressional-leadership">trumpeted a letter</a>&nbsp;signed by more than 120 economists, including several Novel Prize winners and former Treasury secretaries, that asserts that the law's reduction in the government's budget deficit — by an estimated $300 billion over the next decade, according to the CBO — would put “downward pressure on inflation.”

In theory, lower deficits can reduce inflation. That's because reduced government spending or higher taxes, both of which help shrink the deficit, drive down demand in the economy, thereby easing pressure on companies to raise prices.

Jason Furman, a Harvard economist who served as a top economic adviser in the Obama administration, wrote in an opinion column for The Wall Street Journal: “Deficit reduction is almost always inflation-reducing.”

Yet Douglas Holtz-Eakin, who was a top economic adviser to President George W. Bush and later a director of the CBO, noted that the lower deficits won't kick in until five years from now and won't be very large over the next decade considering the size of the economy.

“$30 billion a year in a $21 trillion economy isn’t going to move the needle,” Holtz-Eakin said, referring to the estimated amount of deficit reduction spread over 10 years.

He also noted that Congress has recently passed other legislation to&nbsp;<a href="https://apnews.com/article/biden-science-technology-united-states-economy-2fa651c540c9869890dfe670bcdcb7ea">subsidize semiconductor production</a>&nbsp;in the U.S. and expand veterans' health care, and said that those laws will spend more than the Inflation Reduction Act will save.

In addition, Kent Smetters, director of the Penn Wharton Budget Model, said the law's health care subsidies could send inflation higher. The legislation would spend $70 billion over a decade to extend tax credits to help 13 million Americans pay for health insurance under the Affordable Care Act.

Those subsidies would free up money for recipients to spend elsewhere, potentially increasing inflation, although Smetters said the effect would likely be very small.

Though the measure could have the benefit of increasing the savings of millions of households on pharmaceutical and energy costs, those items typically constitute relatively small portions of household budgets. Prescription drugs account for only 1% of the spending in the U.S. consumer price index; spending on electricity and natural gas makes up just 3.6%.

Starting in 2025, the act will cap the amount Medicare recipients would pay for their prescription drugs at $2,000 a year. It will authorize Medicare to negotiate the cost of some high-priced pharmaceuticals — a long-sought goal that President Donald Trump had also floated. It would also limit Medicare recipients' out-of-pocket costs for insulin at $35 a month. Insulin prescriptions averaged $54 in 2020, according&nbsp;<a href="https://www.kff.org/medicare/issue-brief/insulin-out-of-pocket-costs-in-medicare-part-d/">to the Kaiser Family Foundation</a>.

“This is a historic change,” said Leigh Purvis, director of health care costs at the AARP Public Policy Institute. “This is allowing Medicare to protect beneficiaries from high drug prices in a way that was not there before.”

A study by Kaiser found that in 2019, 1.2 million Medicare recipients spent an average of $3,216 on drug prescriptions. Purvis said recipients who use the most expensive drugs can spend as much as $10,000 or $15,000 a year.

The legislation authorizes Medicare to negotiate prices of 10 expensive pharmaceuticals, starting next year, though the results won't take effect until 2026. Up to 60 drugs could be subject to negotiation by 2029.

Holtz-Eakin argued that while the provision may lower the cost of some Medicare drugs, it would discourage the development of new drugs or reduce new venture capital investment in start-up pharmaceutical companies.

The Inflation Reduction Act's energy provisions could also create savings, though the amounts are likely to be much smaller.

The bill will provide a $7,500 tax credit for new purchases of electric vehicles,&nbsp;<a href="https://apnews.com/article/electric-vehicles-tax-credit-cfd3d9322230446f65d629b05c2ae551">though most EVs won't qualify</a>&nbsp;because the legislation requires them to include batteries with U.S. materials.

And the legislation also significantly expands a tax credit for homeowners who invest in energy-efficient equipment, from a one-time $500 credit to $1,200 that a homeowner could claim each year. Vincent Barnes, senior vice president for policy at the Alliance to Save Energy, said this would allow homeowners to make new energy-efficient investments over several years.

But for all Americans, including those who aren't homeowners, the impact will likely be limited. The Rhodium Group estimates that by 2030 the bill's provisions will save households an average of up to $112 a year as gas and electricity becomes cheaper as more Americans drive EVs and houses become more energy- efficient.

That's because reduced government spending or higher taxes, both of which help shrink the deficit, drive down demand in the economy, thereby easing pressure on companies to raise prices.Jason Furman, a Harvard economist who served as a top economic adviser in the Obama administration, wrote in an opinion column for The Wall Street Journal: “Deficit reduction is almost always inflation-reducing.”Yet Douglas Holtz-Eakin, who was a top economic adviser to President George W. Bush and later a director of the CBO, noted that the lower deficits won't kick in until five years from now and won't be very large over the next decade considering the size of the economy.“$30 billion a year in a $21 trillion economy isn’t going to move the needle,” Holtz-Eakin said, referring to the estimated amount of deficit reduction spread over 10 years.He also noted that Congress has recently passed other legislation to&nbsp;<a href="https://apnews.com/article/biden-science-technology-united-states-economy-2fa651c540c9869890dfe670bcdcb7ea">subsidize semiconductor production</a>&nbsp;in the U.S. and expand veterans' health care, and said that those laws will spend more than the Inflation Reduction Act will save.In addition, Kent Smetters, director of the Penn Wharton Budget Model, said the law's health care subsidies could send inflation higher. The legislation would spend $70 billion over a decade to extend tax credits to help 13 million Americans pay for health insurance under the Affordable Care Act.Those subsidies would free up money for recipients to spend elsewhere, potentially increasing inflation, although Smetters said the effect would likely be very small.Though the measure could have the benefit of increasing the savings of millions of households on pharmaceutical and energy costs, those items typically constitute relatively small portions of household budgets. Prescription drugs account for only 1% of the spending in the U.S. consumer price index; spending on electricity and natural gas makes up just 3.6%.Starting in 2025, the act will cap the amount Medicare recipients would pay for their prescription drugs at $2,000 a year. It will authorize Medicare to negotiate the cost of some high-priced pharmaceuticals — a long-sought goal that President Donald Trump had also floated. It would also limit Medicare recipients' out-of-pocket costs for insulin at $35 a month. Insulin prescriptions averaged $54 in 2020, according&nbsp;<a href="https://www.kff.org/medicare/issue-brief/insulin-out-of-pocket-costs-in-medicare-part-d/">to the Kaiser Family Foundation</a>.“This is a historic change,” said Leigh Purvis, director of health care costs at the AARP Public Policy Institute. “This is allowing Medicare to protect beneficiaries from high drug prices in a way that was not there before.”A study by Kaiser found that in 2019, 1.2 million Medicare recipients spent an average of $3,216 on drug prescriptions. Purvis said recipients who use the most expensive drugs can spend as much as $10,000 or $15,000 a year.The legislation authorizes Medicare to negotiate prices of 10 expensive pharmaceuticals, starting next year, though the results won't take effect until 2026. Up to 60 drugs could be subject to negotiation by 2029.Holtz-Eakin argued that while the provision may lower the cost of some Medicare drugs, it would discourage the development of new drugs or reduce new venture capital investment in start-up pharmaceutical companies.The Inflation Reduction Act's energy provisions could also create savings, though the amounts are likely to be much smaller.The bill will provide a $7,500 tax credit for new purchases of electric vehicles,&nbsp;<a href="https://apnews.com/article/electric-vehicles-tax-credit-cfd3d9322230446f65d629b05c2ae551">though most EVs won't qualify</a>&nbsp;because the legislation requires them to include batteries with U.S. materials.And the legislation also significantly expands a tax credit for homeowners who invest in energy-efficient equipment, from a one-time $500 credit to $1,200 that a homeowner could claim each year. Vincent Barnes, senior vice president for policy at the Alliance to Save Energy, said this would allow homeowners to make new energy-efficient investments over several years.But for all Americans, including those who aren't homeowners, the impact will likely be limited. The Rhodium Group estimates that by 2030 the bill's provisions will save households an average of up to $112 a year as gas and electricity becomes cheaper as more Americans drive EVs and houses become more energy- efficient.

LINCOLN — A state prison inmate nearly died in a smoky fire in 
October at the Lincoln State Correctional Center, according to a recent 
state report, which stated that response to the fire was slowed, and 
injuries were worsened, because the housing unit was unstaffed at the 
time.

Just before noon on Oct. 23, an inmate diagnosed with mental illness 
and developmental disabilities set fire to his cell’s mattress using a 
broken TV cord, according to the report by the Office of Inspector 
General for Corrections, a watchdog office set up by the Nebraska 
Legislature.

It took several minutes for prison staff to notice the smoky fire in 
the secure mental health unit, which contained 36 cells, because the 
unit was unattended at the time. Overall staffing, on a Saturday, was at
 the minimum level allowed, according to the report.

Inmates, the report said, “kicked and pounded on their doors for 
several minutes, calling for help,” before a caseworker heard them and 
returned to the unit.

The inmate who started the fire was found face down and unresponsive 
in his smoke-filled cell. He was dragged out by a staff member with the 
help of a fellow inmate, likely saving his life, according to the 
report.

The inmate was hospitalized, and three prison staffers were sent to 
the hospital for smoke inhalation. One staffer who led the rescue and 
resuscitated the inmate, Sgt. Michael Cordonier, was hospitalized 
overnight. He was later commended by the Corrections Department for his 
life-saving actions.

<a target="_blank" href="https://nebraskalegislature.gov/pdf/reports/public_counsel/2022_oig_lcc_fire.pdf">The report</a>
 stated that response to the fire was slowed, which likely contributed 
to the more serious injuries, because the unit was not staffed at the 
time and because of poor ventilation at LCC, a four-decade-old prison. 
(It was recently merged with two other prison facilities to become the 
Reception and Treatment Center.)

The caseworker assigned to watch the 18-cell secure mental health 
unit where the fire started and an adjacent, 18-cell restrictive housing
 (also known as solitary confinement) unit told investigators he had 
left the area to get a printout from a fellow prison staffer.

The inspector general’s report recommended that the prison system 
develop plans to ensure that housing units are staffed at all times and 
to improve fire safety so that smoke can be ventilated out.

State Corrections Director Scott Frakes disputed an aspect of the 
report which stated that the agency was housing inmates with discipline 
problems in cells designed for prisoners with chronic mental illnesses.

Frakes said the inmate who started the fire, who was not identified 
in the report, was not assigned to the mental health wing due to a 
disciplinary infraction.

A years-long problem with filling and retaining prison staff has 
eased since October, when the fire occurred. In October, there were 105 
vacancies in the “protective services” ranks — the corrections officers,
 corporals and caseworkers who monitor and care for inmates. There are 
now 36 vacancies in protective services, state prison spokeswoman Laura 
Strimple said.

‘Measured approach” to easing activities

LINCOLN — Despite a recent increase in hiring spurred by increased 
wages, a “staffing emergency” — which allows the state prison system to 
suspend inmate activities and to use longer shifts to fill vacant posts —
 is still in effect at the Reception and Treatment Center.

The agency&nbsp;is taking a “measured approach” in easing inmate 
activities based on hiring new officers, according to state prison 
spokeswoman Laura Strimple.

A <a href="https://nebraskaexaminer.com/2022/05/18/corrections-officials-tout-new-prison-addition-as-safer-more-efficient/">new, 384-bed addition</a>
 to the RTC, which will include cells for the state’s most problematic 
inmates and for those with mental illnesses, is expected to partially 
open next month, Strimple said. Supply chain issues and labor shortages 
have delayed the opening of the new prison wing.

A staffing emergency at the State Penitentiary in Lincoln was lifted 
last month but one remains in effect at the Tecumseh State Prison, a 
rural facility that has struggled for years to fill all job vacancies.

Report: Inmate nearly died in October Nebraska prison fire

LINCOLN — Gov. Pete Ricketts’ 
effort to interest more Nebraska teens in high-tech, manufacturing and 
health care jobs in the state handed out two new grants on Monday.

Hebron-based MetalQuest and 21st Century Equipment, a John
 Deere dealership with outlets in western Nebraska, Wyoming and 
Colorado, received grants of $125,000 each through the Developing Youth 
Talent Initiative, launched by Ricketts in 2015.

The program, designed to spark interest in high-demand careers like 
IT, manufacturing and health care, has reached 24,500 students across 66
 Nebraska school districts since it was launched.

Ricketts and representatives of the two grant recipients said Monday 
at a press conference that it was too soon to say whether seventh and 
eighth graders involved in the program had taken jobs in those fields 
because the first participants would just now be completing college and 
tech school.

Nebraska, according to some business leaders, faces a crisis in 
attracting workers, with about 50,000 vacant jobs across the state.

Tony Goins, the director of the Nebraska Department of Economic 
Development, said the state and the nation face “a critical need” for 
workers skilled in information technology, math and science.

Scott Volk of MetalQuest, which employs 65 people, said he could find work for 10 more employees if he could just hire them.

Owen Palm of 21st Century Equipment said he has 40 job openings companywide.

Ricketts said the program has worked to increase interest among 
middle schoolers in tech and manufacturing careers. A survey of students
 at Sandy Creek and Lawrence-Nelson schools found that interest in such 
careers increased from 39% to 75% after students were exposed to the 
work being done at MetalQuest.

In addition, Ricketts said, enrollment in science and technical skills classes also increased.

MetalQuest is using its grant to purchase robotic equipment similar 
to what the firm uses, to introduce students to industrial robotics 
automation and coding, Volk said.

Palm said 21st Century Equipment will use its grant funds to purchase, construct and assemble a mobile learning lab.

The lab, which will be based at the Scottsbluff School District, will
 visit students at 19 schools throughout the Nebraska Panhandle and 
introduce students to the technologies involved in precision 
agriculture.

New grants aim to interest Neb. teens in high-tech manufacturing

OMAHA — If University of Nebraska 
Regent Jim Pillen wins the governor’s race, he could become Nebraska’s 
first governor since at least the 1970s to be elected without facing his
 opponents on a debate stage.

Pillen declined another debate last week, one <a target="_blank" href="https://nebraska.tv/news/local/ntv-gubernatorial-debate-will-not-happen">offered by NTV News</a> of Axtell, Nebraska. His decision followed confirmation that the Nebraska State Fair would not be hosting its <a href="https://nebraskaexaminer.com/briefs/pansing-brooks-challenges-flood-to-two-debates-while-her-campaign-suggests-hes-stalling/">traditional governor’s debate</a> this year.

This week, Pillen’s campaign told the
 Nebraska Examiner that the Republican nominee from Columbus will not 
participate in any debates. Pillen participated in candidate forums 
during the primary season, but he refused to debate his opponents during
 reporter-led debates then, as well.

“Our proven strategy remains the 
same: meeting Nebraskans face to face, one handshake at a time,” said 
Pillen’s campaign manager, Kenny Zoeller. “Jim is a livestock producer, 
not a politician, and he doesn’t do political theater.”

State Sen. Carol Blood, the Democrat 
facing Pillen in November, said she would agree to several debates if 
Pillen were willing. She said she is frustrated that one campaign gets 
to decide for all Nebraskans whether voters “get to see us in action or 
not.”

Blood worries voters could see a 
repeat of the GOP primary, in which the top two candidates spent more 
than $8 million apiece, without including millions in outside money. The
 TV ads from those top candidates drowned out others in the race.

Voters from all over the state 
deserve a chance to see how their candidates can answer questions that 
weren’t prepared by their handlers, Blood said. She questioned how 
voters can hold Pillen accountable without seeing him speak under 
pressure.

“When you are in charge of the 
executive branch, there are fires,” she said. “There is drought. There 
are often times when you have to make a decision in a small window of 
time, and voters want to know that you can think on your feet.”&nbsp;

Two former governors agreed with 
Blood about the importance of debates. Republican Dave Heineman and 
Democrat Ben Nelson said Tuesday that they learned a lot about 
themselves and other candidates during their gubernatorial debates.

Nelson credited his last 1990 debate 
against then-Gov. Kay Orr in Lincoln for helping him win. When he got a 
chance to ask her a question, he said, he was ready to ask about why 
someone promising to cut spending hadn’t done so sooner.

“I think it was the difference maker 
for the outcome of the election,” he said. “I got a chance to express my
 views of why I wanted to be governor and why I would be the better 
person to be governor … and you can’t do that with TV ads.”&nbsp;

Heineman debated several times during
 his 2006 GOP primary win over then-U.S. Rep. Tom Osborne and 
businessman Dave Nabity. Heineman also debated his Democratic opponent, 
businessman David Hahn, and said voters learn a lot from hearing 
candidates articulate and defend their stances.

“It’s important for the voters and 
the candidates,” he said. “To share with the voters, in particular, what
 is your vision for Nebraska. Voters also like to see how you’re going 
to respond when you’re on the spot and how you react to your opponent.”

The Nebraska Examiner looked back at 
governors and debates for the past 40 years — from Bob Kerrey through 
Pete Ricketts — and found only one instance when a general election 
debate wasn’t held. Heineman did not debate his general election 
opponent in 2010.

That year, Mark Lakers won the 
Democratic primary in May and then dropped out of the race. The party 
replaced him in July with lawyer Mike Meister, who struggled to gain 
traction. He called for debates, but Heineman declined.

“I don’t recall exactly what 
happened, other than there was a change,” Heineman said Tuesday. 
“Meister got in very late. There was just the unique circumstance where 
one guy won the primary and he withdrew.”

Dona-Gene Barton, a political 
scientist at the University of Nebraska-Lincoln who studies voter 
behavior and what motivates it, said debates matter less to political 
outcomes than political junkies make them sound.

“Most people are just not even paying
 attention to it,” she said. “If they’re not watching it, it can’t have 
an effect to start with. And then the people who are watching, it tends 
to reinforce their beliefs.”

Debates tend to be most important 
during party primaries, she said, where partisans on the same team are 
trying to sort out which person they want. Smaller groups of people who 
are undecided are also influenced by debates, she said.

In states with lopsided voter 
registrations by political party, like Nebraska, where Republicans 
outnumber Democrats by more than 258,000, debates involving the nominee 
of the dominant party are riskier for the people likely to win, she 
said.

“No wonder that the Republican Party 
candidate doesn’t want to engage in debates,” she said. “He’s got the 
edge. Why would he want to open up any doors for the media to shed any 
light on any dark corners that he doesn’t want revealed to voters?”

Richard Witmer, a political scientist
 at Creighton University, agreed. Debates tend to benefit lesser-known 
challengers by raising their name ID and profile, he said.

He said clear front-runners sometimes
 avoid debates because they’re winning. Republicans are also more likely
 to say no to debates today because their voters lack trust in reporters
 and traditional media outlets, he said.

On the other hand, he said, a candidate who is confident about winning has little to lose by debating.&nbsp;

Like Barton, Witmer said that most 
people tuning in to watch a debate already know who they like. They’re 
just watching for anything that makes them feel better about their 
choice, and perhaps for a gaffe so bad it makes them reconsider.

The biggest thing voters lose by not 
having debates, Witmer said, is the chance to see their candidates on TV
 and in print and online discussing the issues in a format that makes it
 easier to digest and share with their friends.

Giving voters a chance to see 
candidates square off makes debating worthwhile, Nelson and Heineman 
said. Both said they hope Pillen will change his mind.&nbsp;

Debating made them better governors, 
they said, better prepared to deal with press conferences and the grind 
of managing state government.

“I think it’s depriving the voters in Nebraska the opportunity to see the two side-by-side,” Nelson said.&nbsp;

Said Heineman: “One of them is going 
to have to govern, and you’re going to have to respond to voters and the
 news media all the time.”

Regent Jim Pillen wins the governor’s race, he could become Nebraska’s 
first governor since at least the 1970s to be elected without facing his
 opponents on a debate stage.Pillen declined another debate last week, one <a target="_blank" href="https://nebraska.tv/news/local/ntv-gubernatorial-debate-will-not-happen">offered by NTV News</a> of Axtell, Nebraska. His decision followed confirmation that the Nebraska State Fair would not be hosting its <a href="https://nebraskaexaminer.com/briefs/pansing-brooks-challenges-flood-to-two-debates-while-her-campaign-suggests-hes-stalling/">traditional governor’s debate</a> this year.This week, Pillen’s campaign told the
 Nebraska Examiner that the Republican nominee from Columbus will not 
participate in any debates. Pillen participated in candidate forums 
during the primary season, but he refused to debate his opponents during
 reporter-led debates then, as well.“Our proven strategy remains the 
same: meeting Nebraskans face to face, one handshake at a time,” said 
Pillen’s campaign manager, Kenny Zoeller. “Jim is a livestock producer, 
not a politician, and he doesn’t do political theater.”<figure>

 </figure>State Sen. Carol Blood, the Democrat 
facing Pillen in November, said she would agree to several debates if 
Pillen were willing. She said she is frustrated that one campaign gets 
to decide for all Nebraskans whether voters “get to see us in action or 
not.”Blood worries voters could see a 
repeat of the GOP primary, in which the top two candidates spent more 
than $8 million apiece, without including millions in outside money. The
 TV ads from those top candidates drowned out others in the race.Voters from all over the state 
deserve a chance to see how their candidates can answer questions that 
weren’t prepared by their handlers, Blood said. She questioned how 
voters can hold Pillen accountable without seeing him speak under 
pressure.“When you are in charge of the 
executive branch, there are fires,” she said. “There is drought. There 
are often times when you have to make a decision in a small window of 
time, and voters want to know that you can think on your feet.”&nbsp;Two former governors agreed with 
Blood about the importance of debates. Republican Dave Heineman and 
Democrat Ben Nelson said Tuesday that they learned a lot about 
themselves and other candidates during their gubernatorial debates.<figure>

 </figure>Nelson credited his last 1990 debate 
against then-Gov. Kay Orr in Lincoln for helping him win. When he got a 
chance to ask her a question, he said, he was ready to ask about why 
someone promising to cut spending hadn’t done so sooner.“I think it was the difference maker 
for the outcome of the election,” he said. “I got a chance to express my
 views of why I wanted to be governor and why I would be the better 
person to be governor … and you can’t do that with TV ads.”&nbsp;Heineman debated several times during
 his 2006 GOP primary win over then-U.S. Rep. Tom Osborne and 
businessman Dave Nabity. Heineman also debated his Democratic opponent, 
businessman David Hahn, and said voters learn a lot from hearing 
candidates articulate and defend their stances.“It’s important for the voters and 
the candidates,” he said. “To share with the voters, in particular, what
 is your vision for Nebraska. Voters also like to see how you’re going 
to respond when you’re on the spot and how you react to your opponent.”The Nebraska Examiner looked back at 
governors and debates for the past 40 years — from Bob Kerrey through 
Pete Ricketts — and found only one instance when a general election 
debate wasn’t held. Heineman did not debate his general election 
opponent in 2010.<figure>

 </figure>That year, Mark Lakers won the 
Democratic primary in May and then dropped out of the race. The party 
replaced him in July with lawyer Mike Meister, who struggled to gain 
traction. He called for debates, but Heineman declined.“I don’t recall exactly what 
happened, other than there was a change,” Heineman said Tuesday. 
“Meister got in very late. There was just the unique circumstance where 
one guy won the primary and he withdrew.”Dona-Gene Barton, a political 
scientist at the University of Nebraska-Lincoln who studies voter 
behavior and what motivates it, said debates matter less to political 
outcomes than political junkies make them sound.“Most people are just not even paying
 attention to it,” she said. “If they’re not watching it, it can’t have 
an effect to start with. And then the people who are watching, it tends 
to reinforce their beliefs.”Debates tend to be most important 
during party primaries, she said, where partisans on the same team are 
trying to sort out which person they want. Smaller groups of people who 
are undecided are also influenced by debates, she said.In states with lopsided voter 
registrations by political party, like Nebraska, where Republicans 
outnumber Democrats by more than 258,000, debates involving the nominee 
of the dominant party are riskier for the people likely to win, she 
said.“No wonder that the Republican Party 
candidate doesn’t want to engage in debates,” she said. “He’s got the 
edge. Why would he want to open up any doors for the media to shed any 
light on any dark corners that he doesn’t want revealed to voters?”Richard Witmer, a political scientist
 at Creighton University, agreed. Debates tend to benefit lesser-known 
challengers by raising their name ID and profile, he said.He said clear front-runners sometimes
 avoid debates because they’re winning. Republicans are also more likely
 to say no to debates today because their voters lack trust in reporters
 and traditional media outlets, he said.On the other hand, he said, a candidate who is confident about winning has little to lose by debating.&nbsp;Like Barton, Witmer said that most 
people tuning in to watch a debate already know who they like. They’re 
just watching for anything that makes them feel better about their 
choice, and perhaps for a gaffe so bad it makes them reconsider.The biggest thing voters lose by not 
having debates, Witmer said, is the chance to see their candidates on TV
 and in print and online discussing the issues in a format that makes it
