Brandon Jones says expanding North Platte's tax base is central to addressing property tax pressure and funding future infrastructure.
Jones, who is running unopposed for the Ward 2 City Council seat, discussed growth, TIF and city finances during Tuesday's Downtown Association candidates forum.
Jones said the city needs to continue growing in a smart way and expand its tax base.
He said development can create additional revenue while also helping North Platte fund infrastructure that would otherwise place pressure on existing taxpayers.
Jones described TIF as a useful economic development tool when it is used properly.
He said the city needs to make sure development does not create excessive burdens for schools, fire protection or police services, but argued that TIF can help bring businesses, population and infrastructure to the community.
Jones also said he believes there are misconceptions about how TIF works and emphasized that the existing tax revenue from a property continues to go to the taxing entities, while the increase generated by the development is used to finance the TIF project for a period of time.
On property taxes, Jones again pointed to growth as the long-term solution.
He said the city has been lowering its levy while dealing with higher operating costs and higher property values.
Jones also said the city is looking at other revenue sources, including sales taxes, while continuing to review its budget.
Jones is running for the Ward 2 seat currently held by Ty Lucas, who is not seeking reelection. Because he is unopposed, Jones will not face a general-election opponent.
