Solar Farm Proposal, Street Paving Districts on Agenda for North Platte City Council

The North Platte City Council will meet Tuesday, January 6, at 5:30 p.m. in the City Hall Council Chambers to consider a wide range of items, including street paving districts, a proposed solar farm, annexations, and several major purchases for city departments.

The meeting will begin with an invocation and the Pledge of Allegiance, followed by routine business. Council members will then move into the consent agenda, which includes approval of minutes from the December 16 meeting and several liquor license-related items. One item sends the application of Ronald Axtell as liquor license manager for the Fraternal Order of Eagles to the Nebraska Liquor Control Commission with no recommendation. Another would approve a special designated license for the Ducks Unlimited Banquet scheduled for March 20 at the D&N Event Center.

Council members are also expected to make several personnel and equipment decisions. The agenda includes the appointment of Brent R. Burklund of T.C. Engineering as city street superintendent for 2026 and approval of a resolution to apply for the purchase of a small bus for North Platte Public Transit, with most of the funding coming from federal and state transportation programs. Multiple vehicle purchases for the sanitation, electric, water, and wastewater departments are also listed, totaling several hundred thousand dollars.

During the regular agenda, the council will consider authorizing the mayor to sign an agreement with Oak Creek Engineering for required bridge inspections. Council members will also take action on the city’s One and Six Road Plan for 2025 through 2031, which outlines long-term street and road improvements.

Two items on the agenda involve third readings of ordinances to create paving extension districts along proposed Francis Street, covering two separate sections between Devco Avenue, Bicentennial Avenue, and Newberry Access. Another ordinance up for final consideration would annex 11 government-owned parcels, totaling nearly 52 acres, into the city limits.

A major land-use item includes consideration of a conditional use permit for a commercial solar farm proposed by Premier Energy, LLC at the intersection of Victoria Lane and East State Farm Road. The project would be located in an A-1 Transitional Agricultural District.

Council members will also discuss possible terms for a short-term lease of about one acre of city-owned land at the transfer station. The land would be used by RS Roll-Off Solutions to store wood debris from the Masonite door manufacturing facility.

The meeting will also include the election of a City Council president for 2026 and approval of claims. A closed session may be held if needed to discuss personnel matters, real estate transactions, or potential litigation.
