Transient accused of assaulting man, stealing his bike

North Platte police have arrested a transient man after he allegedly assaulted a man and stole his bicycle.


On July 19 at around 7:34 p.m., officers responded to a prior assault in the area of 200 East Leota Street.


Officers made contact with a 53-year-old male between Runza South and Cold Stone Creamery. The man, who police say had severe swelling to his face, told officers that he had been assaulted by Frank Foell.


The man claimed that Foell had kicked him in the face multiple times, then stole his bicycle and left the area.


Police say the man was transported to Great Plains Health where he was treated for injuries that included fractures to his jaw and eye socket. Investigator John Deal says the injuries are not believed to be life-threatening.


On July 20. with the assistance of the Lincoln County Sheriff's Office, officers searched the South Platte River homeless camp for Foell. Officers soon found the stolen bicycle and located Foell with several other transients a short time later near the river just to the southeast of Walmart.


Officers placed Foell under arrest on suspicion of 1st-degree assault and robbery, both felonies.


Investigator Deal said both subjects had been involved in disturbances over the past week, but no charges were filed.
