Planning Commission to Weigh Annexation Plan, RV Parking Rules, and New Housing Project

NORTH PLATTE, Neb. (Oct. 23, 2025) — Growth and neighborhood rules are on the agenda next week as the North Platte Planning Commission meets Tuesday, October 28 at 5:30 p.m. at City Hall. The meeting will be streamed live at northplattene.gov/watch.

The agenda includes several public hearings and development proposals that could shape the city’s growth eastward, update residential regulations, and advance a new housing project.

City Considers Major East 6th Street Annexation

A large portion of Tuesday’s meeting will center on the proposed 2025 Annexation Plan, which outlines the potential annexation of properties along East 6th Street — from roughly the 1600 to the 2300 blocks.

The plan divides the area into nine study sections (A through I), covering dozens of parcels in and around the Platteview Subdivision. Annexation would extend city boundaries eastward, bringing the properties under city zoning, utilities, and services while expanding the local tax base.

Planning staff will present the proposal and invite public comment. If approved by the commission, the plan will move on to the City Council for final consideration.

RV Parking Rules Back for Public Hearing

The Planning Commission will also revisit updates to Section 76.22 of the city’s code, which regulates the parking and storage of recreational vehicles.

The item was tabled at last month’s meeting after commissioners discussed public concerns over how “hard surface” areas and property setback rules are defined. City staff say revisions aim to balance neighborhood appearance standards with flexibility for homeowners who already have RV pads in place.

A public hearing will allow residents to weigh in before the proposal moves forward.

New Housing Redevelopment Plan Proposed

Commissioners will also review a redevelopment plan for the DEVCO Housing Project, located in Mulligan Meadows Fourth Subdivision. The proposal seeks to move the project forward under Nebraska’s Redevelopment Law, designed to support housing development in growth areas.

The redevelopment plan covers Lots 6 through 10 and could bring new residential options to the community as city leaders continue to prioritize housing availability.

Additional Agenda Items

Other items include:

  1. Preliminary and final approval of the Herrick Subdivision at 4602 Rodeo Road in an A-1 Transitional Agricultural District.
  2. Annexation hearings for Lot 1 & 2 Franzen Second Administrative Subdivision and Lot 13 Cody Land & Cattle and part of Tract E.
  3. Approval of minutes from the September 23 meeting and any new or old business.
