Dawson Public Power Board Reviews Multi-Year Infrastructure Plans, Approves Bond Resolution

LEXINGTON, Neb. — The Dawson Public Power District board of directors focused on long-range planning and infrastructure investment during its regular July meeting, laying the groundwork for future upgrades and budget development through 2026.

The board reviewed two years of capital work plans to better manage financial planning amid rising equipment costs and extended material lead times. The 2026 plan includes $4.75 million for 23.4 miles of system upgrades, targeting infrastructure with an average age of 47 years. The 2027 plan projects a $6.36 million investment for 32.6 miles of upgrades.

To support these capital projects, the board approved a resolution authorizing the issuance of revenue bonds not to exceed $9.15 million. The bonds would carry a term of up to 20 years, allowing the district to fund long-term infrastructure needs without causing sudden rate increases for customers.

“This strategy helps us avoid sharp spikes in rates and takes advantage of favorable interest rates,” said General Manager Alyssa Clemsen Roberts. Finalized bond details will be presented to the board ahead of funding.

Clemsen Roberts also reported on early-season irrigation demand driven by hot, dry conditions. The district’s $2.85 million wholesale power bill for May came in 35% over budget, though Dawson PPD remains in positive financial standing for the year.

Darin Bloomquist, general manager of the Nebraska Generation & Transmission Cooperative, Inc., briefed the board on the renewal of the power supply contract with Nebraska Public Power District and the outlook for wholesale power rates.

In other business, Dawson PPD will invoice Norris Public Power District for power restoration assistance following a March blizzard. Under mutual aid agreements, the assisting utility bills for labor, equipment, and materials used during storm response.

Safety Director Dean Kunkee noted that a statewide lineworker training session was held in June, focusing on energized line work and specialized equipment use.
