In a joint effort, University Operations and University Housing are preparing up to 45 rooms in Harper Hall to be available under a state government contract to provide self-quarantine space for first responders, health care workers and&nbsp;others.

To allow for proper social distancing, no more than five rooms on each of nine residential floors of the hall will be assigned to people who need out-of-home quarantine housing because they or someone they live with has been exposed to&nbsp;COVID-19.

The University of Nebraska system signed a contract with the State of Nebraska in early April to supply beds for quarantine purposes at University of Nebraska–Lincoln, University of Nebraska at Omaha, University of Nebraska at Kearney and Nebraska College of Technical Agriculture at&nbsp;Curtis.

Gov. Pete Ricketts announced the launch of the program during his&nbsp;COVID-19 briefing April 17 at the State Capitol. He said the first people seeking quarantine space would arrive at&nbsp;UNO&nbsp;facilities soon. It is not known when Harper Hall rooms might be brought into&nbsp;use.

According to Jim Jackson, associate vice chancellor of University Operations, Harper Hall will be used to house people who do not have&nbsp;COVID-19 symptoms, but need to self-quarantine because of possible exposure to the coronavirus. Harper Hall is a traditional college residence hall, with communal restrooms on each&nbsp;floor.

Each room in use for quarantine will be assigned to a different set of fixtures in the restroom, so that those in quarantine will not share toilets, sinks or&nbsp;showers.

If isolation space is needed for people who have developed symptoms, they will be placed in suite-style housing on East Campus. Suite-style housing has bathroom facilities in each suite. In addition, if more self-quarantine space is needed for asymptomatic people, a second traditional residence hall on City Campus may be opened under operations similar to those planned for Harper&nbsp;Hall.

The Nebraska National Guard will be responsible for operation, security and maintenance of the facility while it is used for quarantine purposes. The university has hired an outside firm, Advance Services, Inc., to provide custodial services, with personnel being trained to follow&nbsp;CDC&nbsp;and other public health care protocols for&nbsp;COVID-19 cleaning and&nbsp;disinfecting.

University Dining Service will deliver three meals a day to the building, with offerings to include hot meals, vegetarian and special needs options. The meals will be distributed to individual rooms by the National&nbsp;Guard.

Jackson said the decision to hire an outside custodial firm was based upon an abundance of caution to separate the university community from the outside community. Housing staff continues to serve approximately 750 students who have been moved to suite-style housing on another part of the City Campus. The separation will reduce opportunities for coronavirus to be transmitted to university students or&nbsp;staff.

UNL prepared to provide quarantine space for community

LINCOLN, Neb.-The Office of Governor Pete Ricketts announced that the State Capitol will be illuminated in blue light for Public Health Thank You Day. &nbsp;Monday, November 23, 2020, is the national observance. &nbsp;

“Nebraska’s public health officials and healthcare workers continue to show heroic grit and determination in the face of the ongoing pandemic,” said Governor Ricketts. &nbsp;“On Monday, I encourage everyone to join together and light a blue light to show their support for those who play a critical role in the health of Nebraskans.”&nbsp;

The Nebraska State Capitol will be lit in blue, and Nebraskans are encouraged to light their businesses, porches, and/or windows up in blue light to recognize our heroes.

WCDHD moves community risk dial up in Red level

Our state public education system is facing a crisis of historic proportion due to an unprecedented surge of COVID-19.

Between November 7 and November 13, on average, 124 patients with confirmed COVID-19 and 38 patients with suspected COVID-19 were reported as newly admitted each day to hospitals in Nebraska.&nbsp; On November 17, the White House Coronavirus Task Force issued a report indicating Nebraska has 101 or more new cases per 100,000 population, which is the sixth-highest infection rate in the country.&nbsp; Nebraska is also in the red zone for test positivity, indicating a rate at or above 10.1 percent, with the fourth-highest rate in the country.&nbsp; Nebraska had 735 new cases per 100,000 population, compared to a national average of 294 per 100,000.

The uncontrolled transmission of the virus has put the Nebraska school system in crisis.&nbsp;Gubernatorial and Nebraska Department of Education recommendations regarding the use of face coverings continue to be largely ignored by many school districts. School buildings, classrooms, and education programs are closing on a daily basis largely due to a shortage of teachers. The current situation in many school districts is not sustainable.

If schools are required to close again, there will be long-term harm to children. The closure&nbsp;will lead to severe learning loss and will be particularly damaging for students with heightened behavioral needs.&nbsp; Schools provide a stable and secure environment for developing social skills and peer relationships.&nbsp; Social interaction at school among children in grades PK-12 is particularly important for the development of language, communication, social, emotional and interpersonal skills.&nbsp; Extended school closures deprive children who live in unsafe homes and neighborhoods and offer an important layer of protection from neglect as well as physical, sexual and emotional maltreatment and abuse.&nbsp; Schools are essential to meeting the nutritional needs of children with many consuming up to half of their daily calories at school.&nbsp; When schools are closed, children lose access to important opportunities for physical activity.&nbsp; Schools play a critical role in supporting the whole child, not just their academic achievement.

Unless immediate and meaningful action is taken by the State Board to identify the mitigation strategies that must be undertaken by all schools under its jurisdiction, irreparable harm will occur to our state’s education system, educators, students and state as a whole.

The Nebraska State Board of Education is the constitutional body charged with the responsibility and authority to provide “enlightened professional leadership, guidance, and supervision of the state school system . . .”.&nbsp; NDE Rule 10 requires that schools maintain “safe, healthful, and sanitary conditions within school building(s) and on the school grounds.”&nbsp; State statute authorizes the Board to make studies, investigations, and reports for the formulation of policies, making plans, and for evaluating school programs.&nbsp;The Board must do exactly that if we are to keep our schools open and provide a safe learning environment for students and staff in this pandemic.

State statute also provides that the State Board has authority to interpret its own policies, standards, rules and regulations and, upon reasonable request, hear complaints.&nbsp;Therefore, NSEA has filed with the State Board a Petition for a Declaratory Order under NDE Rule 62 requesting that the State Board declare the following interventions and protocols be adopted as specific safety criteria under which schools will operate and remain open until the risk of COVID-19 transmission is abated.&nbsp;

1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;All children in grades 3-12 must wear face coverings - with medical caveats - as well as teachers, administrators, staff and volunteers.&nbsp; If tolerated, masks should be used for children between three years of age and third grade.

2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Designate a staff person to be responsible for responding to COVID-19 concerns.&nbsp; Staff, students, parents and volunteers should know who this person is and how to contact the designated staff member if they become sick or are around others diagnosed with COVID-19.&nbsp; The designated staff person should also be aware of state and local regulatory agency policies related to school guidelines and will serve as the contact with local health authorities and monitor illness among school faculty, staff and students.&nbsp; A backup person should be identified who can fill this role if the designated person becomes unavailable due to illness or other reason.

3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Establish and maintain communication and cooperation with local and state authorities to determine current levels of community mitigation.

4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Review local, state and organization guidelines for schools.&nbsp; Review your facility plans including the size of the building, all points of entry and air handling systems to understand and implement recommended state and local guidelines and the considerations detailed in this Order.

5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Schools are encouraged to continue to use and develop strategies for online and other remote education technologies.

6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Develop strategies to reduce the potential for mass exposure of cases occurring in schools that include social distancing of all persons, defined and consistent groups of students and staff who remain together with limited interaction to others, considerations to reduce the maximum number of people allowed in a building based on social distancing and implementation of mask wearing requirements for indoor activities.

7.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;ALL sick children and adults will stay home; and, quarantine will be observed by those with COVID-19 infected persons at home.

8.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;All children and adults with confirmed infection will not be allowed to return to school until completing the DHM-defined period of isolation.

NORTH PLATTE, Neb. (GPH)-Great
Plains Health administered its first doses of Bamlanivimab, a
monoclonal antibody drug that recently received emergency use
authorization from the FDA in the treatment of COVID-19.

The
drug&nbsp;Bamlanivimab (BAM-la-NIH-vih-mab) is currently being allocated by
the federal government. The first shipment arrived at Great Plains
Health Wednesday and has already been used to treat multiple COVID-19
patients.

“We
have already administered the first doses of this drug to patients
and are hopeful at the results,” said Dr. Julie Query, Great Plains
Health physician. “It’s pretty incredible that a hospital of our
size and in our location is able to access drugs like this for our
patients. We are seeing a lot of cases of COVID and whenever we can
treat a patient in a way that prevents further hospitalization, we
are pleased especially right now when our hospital capacity is
already stretched.”

“We
are excited to have this drug and offer it to patients in high risk
categories that contract COVID-19,” said Jason North, Great Plains
Health pharmacy director. “Clinical trials show that it could
prevent symptoms from worsening and eliminate the need for hospital
care.” 


This
drug is not available to everyone. There are eligibility factors
considered prior to providers ordering this medication. Currently the
doses allocated to Great Plains Health are for outpatient use only
and patients must not need hospitalization or oxygen therapy.
Patients ages 12 and older that have a confirmed positive COVID-19
diagnosis and are high risk for hospitalization may be considered for
this drug among other criteria. Patients should contact their primary
care provider to find out if they are eligible. 


After

the Nebraska state Department of Health and Human Services (DHHS)
invited all hospitals across the state to assess their capability to
participate in a federally funded allocation program.

In
order to receive this federally funded donation of medication, Great
Plains Health quickly mobilized a team of nursing, pharmacy and
medical staff along with the information systems department and
registration personnel to implement the logistics for safely
providing this IV infusion medication in the ER department.

“Because
of great teamwork, we successfully began administering this
medication two days ahead of the projected regional start date,”
said North. 


Bamlanivimab

one-hour of monitoring for any possible complications. Side effects
are rare and include allergic reaction and nausea. The drug itself is

Great Plains Health among first in Nebraska to administer drug to prevent COVID-19 hospitalizations

OMAHA, Neb. (AP) - A prominent Nebraska infectious disease expert sounded the alarm Thursday about the state's surging coronavirus cases and called for a statewide mask mandate, a step Gov. Pete Ricketts has repeatedly refused to take.

Dr. James Lawler, an infectious disease specialist at the University of Nebraska Medical Center, said the pandemic has reached its most dangerous point since it began and described the recent increase in virus hospitalizations as unsustainable.

"I've been in mass-casualty situations in combat zones in Afghanistan, I've been in Ebola treatment centers in very austere conditions, and I have never been as frightened about the status of the health system as I am about the status of our health care system in Nebraska right now," Lawler said during a video conference call.

Nebraska hospitals are straining to cope with the spike in coronavirus patients, and officials are urging the public to wear masks and take other precautionary steps to slow the spread of the disease. The virus has been surging in Nebraska, with more than five times as many COVID-19 hospitalizations as of Wednesday than the 185 it had two months ago.

Nebraska limits indoor gatherings to 25% of a space's capacity and requires people to wear masks at businesses where employees and customers are in close contact for more than 15 minutes, such as salons. At bars and restaurants, groups are limited to eight people and tables must be six feet apart.

But Ricketts has resisted imposing a statewide order broadly requiring people to wear masks in public, relying instead on individuals to take responsibility for wearing them. Ricketts said Thursday that the state does require masks for some people, such as restaurant workers, but he remains opposed to "broad-based mandates."

"We do have mask requirements where appropriate," he said.

Ricketts and Lawler both spoke on a video-chat news conference to announce a new public relations campaign dubbed "Do Right, Right Now."

Ricketts has said he would impose more restrictions if 25% of hospitalizations in the state are for COVID-19, but that rate stood at 21% on Wednesday.

"Hospitalizations are spiking and we have to bend that curve," said Dr. Gary Anthone, the state's chief medical officer. "Hospital staff provide critical care for us when we need it most, and right now they are flooded with patients and telling us they need our help."

The number of people hospitalized with the coronavirus decreased slightly on Wednesday to 961, from 978 on Tuesday. The state reported its second-highest daily total of new confirmed cases on Wednesday, 2,812, which raised its overall total since the pandemic began to 106,617. It reported 10 new deaths, raising its COVID-19 death toll to 826, according to the state's&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">online virus tracker</a>.

Nebraska has the sixth-highest rate of infection in the country. Over the past week, one out of every 116 people in the state was diagnosed with COVID-19, according to data from Johns Hopkins University.

The seven-day rolling average of daily new cases in Nebraska has risen over the past two weeks from roughly 1,241 new cases per day on Nov. 4 to 2,296 new cases per day as of Wednesday.

Lawler implored residents to heed the warnings of scientists and doctors who are trying to stop the pandemic.

"The reason that we ask for (mask) mandates it that we know they work," he said. "Compliance increases (and) mandates result in a reduction in cases and in fatalities."

Nebraska virus cases jump nearly 3,000 Wednesday

OMAHA, Neb. (AP) - More Nebraska cities are passing mask mandates as the number of virus cases continues to surge across the state, but Gov. Pete Ricketts continues to reject the idea of a statewide mask mandate.

Kearney and Beatrice passed mask requirements Tuesday to join Lincoln and Omaha as Nebraska cities that require people to wear masks. Several other cities, including Grand Island and Hastings, are also considering approving mask rules, according to the&nbsp;<a href="https://omaha.com/news/state-and-regional/beatrice-kearney-enact-mask-mandates-gov-ricketts-says-he-wont-interfere/article_5f5b7b36-a030-5048-b2cc-2ebf4cf801f2.html" target="_blank">Omaha World-Herald</a>.

"In my heart of hearts this is something we need to do to defeat this. COVID is something you don't want to mess with," Kearney Mayor Stan Clouse said before the City Council voted unanimously to enact the mask ordinance. Kearney's rule will go into effect Monday and last at least through Feb. 23.

Statewide, masks are required at businesses where employees and customers are in close contact for more that 15 minutes, such as at salons and barbershops, but Ricketts continues to resist requiring them in all circumstances. The Republican has said he believes educating people about the benefits of wearing masks is more effective than a mandate, which he believes will&nbsp;<a href="https://apnews.com/article/pete-ricketts-nebraska-coronavirus-pandemic-omaha-373e843793a8c92529b2d868d8ee75f0" target="_blank">generate resistance</a>.

In Beatrice, the local Board of Health passed a rule requiring masks in all indoor public spaces because virus cases have been rising steadily in the area. But Beatrice Police Chief Bruce Lang said he doesn't expect to be ticketing people for not wearing masks.

"I can't stress this enough that our hope is that we have voluntary compliance," he said.

Nebraska officials said 2,204 new virus cases were reported Tuesday to give the state 103,805 cases. There were also 19 new deaths reported to push the state's total up to 816, according to the state's&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">online virus tracker.</a>

The number of people hospitalized with the virus set another new record Tuesday when it increased to 978 from the previous day's 938. The number of hospitalizations is straining hospital capacity across the state, and it has more than quadrupled since the start of October.

Ricketts has said he will impose additional social distancing restrictions if the number of hospitalizations approaches 1,200 because that would mean that COVID-19 patients account for 25% of all hospital patients statewide.

More Nebraska cities approve mask mandates to limit virus

WASHINGTON (AP) — U.S. regulators on Tuesday allowed emergency use of the first rapid coronavirus test that can be <a href="https://www.lucirahealth.com/">performed entirely at home</a> and delivers results in 30 minutes.

The announcement by the Food and Drug Administration represents an important step in U.S. efforts to expand testing options for COVID-19 beyond health care facilities and testing sites. However, the test will require a prescription, likely limiting its initial use.

The FDA granted emergency authorization to the single-use <a href="https://www.lucirahealth.com/">test kit from Lucira Health</a>, a California manufacturer.

The company’s test allows users to swab themselves to collect a nasal sample. The sample is then swirled in a vial of laboratory solution that plugs into a portable device. Results are displayed as lights labeled positive or negative.

To date, the FDA has authorized nearly 300 tests for coronavirus. The vast majority require a nasal swab performed by a health professional and must be processed at laboratories using high-tech equipment. A handful of tests allow people to collect their own sample at home — a nasal swab or saliva — that’s then shipped to a lab, which usually means waiting days for results.

Health experts have called for options to allow people to test themselves at home, reducing turnaround times and the potential spread of the virus to others, including health care workers. Rapid test results are critical to quickly quarantining those who are infected and tracing their contacts. But for months, U.S. testing has been plagued by slow results due to bottlenecks as testing laboratories. There are other rapid tests but most require a small, special machine operated by a health professional to develop results

“Now, more Americans who may have COVID-19 will be able to take immediate action, based on their results, to protect themselves and those around them,” Dr. Jeff Shuren, director of the FDA’s devices center, said in a statement.

Lucira did not immediately respond to a request for additional details after business hours Tuesday.

The Lucira COVID-19 test grew out of research the company was doing to develop an at-home flu test, according to the company’s website. Lucira adapted its technology to detect COVID-19 after the outbreak.

The test uses technology similar to genetic laboratory-based tests that are the standard tool for COVID-19 screening. That’s different than most rapid tests currently used in the U.S., which look for viral proteins called antigens — not the virus itself.

Anyone that tests positive should isolate and seek care from a health professional, the FDA said in its release. Those who test negative but still have coronavirus symptoms should consult a doctor; a negative result does not rule out COVID-19 infection.

The FDA said Lucira’s test was also authorized for use in doctor’s offices and testing sites. Currently all U.S. testing sites must report results to state and federal health authorities tracking the pandemic. Doctors will be required to report the home test results.

“If the results are not reported back, it may be difficult to figure out what is happening in the community at large,” said Dr. Alberto Gutierrez, former head of the FDA’s testing office, in an interview before the announcement.

More than two dozen companies have been racing for months to develop the first, rapid home-based test for COVID-19. However, the FDA outlined a number of study requirements for manufacturers.

The FDA has only ever approved one home test for an infectious disease — an HIV test. And even commonplace over-the-counter tests— such as home pregnancy kits — were subject to years of scrutiny before FDA allowed their use in the 1970s.

Experts say that careful approach is warranted for coronavirus.

“I think increased testing closer to patients, including in the home, is the way of the future,” said Dr. Robin Patel of the Mayo Clinic, in an interview before the announcement was made. “But there are considerations that have to be addressed to make sure that this is done in a safe and effective way.”

FDA regulators authorized the new test using their emergency powers to quickly speed the availability of experimental products during public health crises. In normal times, the FDA requires evidence of safety and effectiveness before clearing a new test. But during public health emergencies the agency can lower those standards.

The FDA release did not disclose the test’s accuracy or the study results that regulators used to make the decision.

64 new confirmed COVID cases in WCDHD jurisdiction on Tuesday, few ICU beds available

Pfizer says that more interim results from its ongoing coronavirus vaccine study suggest the shots are 95% effective and that the vaccine protects older people most at risk of dying from COVID-19.

The announcement, just a week after Pfizer first revealed promising preliminary&nbsp;<a href="https://apnews.com/article/pfizer-vaccine-effective-early-data-4f4ae2e3bad122d17742be22a2240ae8">results</a>, comes as the company is preparing within days to formally ask U.S. regulators to allow emergency use of the vaccine.

Pfizer initially had estimated its vaccine, developed with German partner BioNTech, was more than 90% effective after 94 infections had been counted. With Wednesday’s announcement, the company now has accumulated 170 infections in the study -- and said only eight of them occurred in volunteers who got the actual vaccine rather than a dummy shot. One of those eight developed severe disease, the company said.

The company has not yet released detailed data on its study, and results have not been analyzed by independent experts.

Pfizer said its vaccine was more than 94% effective in adults over age 65, though it is not clear how the company determined effectiveness in older adults, with only eight infections in the vaccinated group to analyze and no breakdown provided of those people’s ages.

Earlier this week Moderna, Inc. announced that its experimental vaccine appears to be 94.5%&nbsp;<a href="https://apnews.com/article/2nd-virus-vaccine-success-us-tests-5575a8a8ca3825a9bf39a5d234aba07b">effective</a>&nbsp;after an interim analysis of its late-stage study.

The Nebraska Department of Correctional Services said Monday that another eight prison staffers had tested positive for COVID-19. Four of them work at the Lincoln Correctional Center, three work at the Tecumseh State Correctional Institution and one staffer works at the Work Ethic Camp in McCook.

That followed a similar announcement Sunday that three other prison staff members had tested positive for the virus. Those workers are employed at the state Diagnostic and Evaluation Center, the Nebraska State Penitentiary in Lincoln and the Omaha Community Corrections Center.

All of the ill staff members are isolating themselves at home, and anyone who had close contact with them will be notified.

The department said a total of 263 corrections employees have now tested positive for the virus. Of those, 196 have recovered.

Nebraska has had 101,601 cases of the virus since the pandemic began. There were also eighteen new deaths reported Monday to give the state 797 deaths.

The number of people hospitalized with the virus in the state set a new record at 938. Gov. Pete Ricketts has said if that number continues to rise and approaches 1,200 - when 25% of the hospitalized patients in the state have coronavirus - he will impose additional restrictions to limit the spread of the virus.

The number of people hospitalized with the virus has more than quadrupled since the start of October when 227 people were being treated for COVID-19, and hospitals are struggling to keep up with the caseload.

On Monday, Ricketts repeated his plea for residents to voluntarily avoid crowds and wear masks when around other people to stop the spread of the virus. But he once again said he won't impose a statewide mask mandate, even as a number of large and mid-sized cities have enacted their own. The city of Beatrice is moving forward with a new mandate, joining Omaha, Lincoln, Grand Island and Kearney.

"I don't think mask mandates are appropriate," Ricketts said in response to a question at a news conference. "I think they breed resistance."

He added that other states, such as Wisconsin, have enacted statewide mask mandates but have still seen a surge in cases. Many local public health officials have called for a mandate, saying it would have helped slow the increase in new cases and hospitalizations in Nebraska.

Nebraska has the sixth-highest rate of new virus cases in the nation. And over the past week, one out of every 120 people in the state was diagnosed with COVID-19, according to data from Johns Hopkins University.

The seven-day rolling average of daily new cases in Nebraska has nearly doubled over the past two weeks from 1,124.14 new cases per day on Nov. 2 to 2,027.43 new cases per day on Nov. 16.

OMAHA, Neb. (AP) — Gov. Pete Ricketts is standing firm in his opposition to a statewide mask mandate despite a recent surge in coronavirus cases that threatens to overwhelm Nebraska’s hospitals. 

Ricketts urged residents to voluntarily wear a mask, saying it’s one step of many to slow the pandemic. 

The Republican governor has focused heavily on getting voluntary compliance from residents, with campaigns urging people to avoid crowds, wash their hands frequently and stay home if they feel sick or show symptoms of the virus. 

Ricketts has also refused to let local public health districts impose their own restrictions within their areas because the virus is spreading statewide.

The West Central District Health Department reported another sharp increase in positive cases of COVID-19 in their jurisdiction on Sunday.

According to officials, there were 128 new positive cases in the WCDHD jurisdiction for November 14 and 15. 

WCDHD says one case is from Logan County, one case is from Thomas County, and 126 cases are from Lincoln County.

There are currently 1,313 active positive cases in the WCDHD jurisdiction. 60 people are currently hospitalized with confirmed cases.

128 new cases of COVID in WCDHD jurisdiction reported Sunday

OMAHA, Neb. (AP) - A group of about 35 people gathered outside a grocery store in southwest Omaha Saturday to protest against the city's mask mandate.

The group originally planned to stage a mask-less shopping trip at the Hy-Vee grocery store but the event turned into an outdoor march after the grocer worked with Omaha police to keep the protest out of the store. Omaha police said they would have officers at the store who would ticket people who tried to violate the city's indoor mask requirement.

Allie French said the group modified its plan after the backlash against it. French and other protesters gathered in front of the grocery store Saturday with signs and flags. Two police cars were parked among the group, and multiple officers stood at the entrance of the Hy-Vee along with several employees.

Grace Willett attended the protest with her husband and 2-year-old daughter to take a stand for individual freedom.

"It's about standing up for our medical freedom to choose whether or not we wear a mask," Grace Willett said. "I'm fine with other people wearing a mask if they want to, but I think that we should all have the choice."

(AP) - Danny Rice has a good sense of how dangerous the coronavirus can be.What puzzles him are the people who have curtailed so much of their lives to avoid being infected by the virus."I'm not going out and looking to catch it," he said, sitting at a cluttered desk in his auto repair shop in the tiny eastern Nebraska community of Elmwood. "I don't want to catch it. But if I get it, I get it. That's just how I feel."Plenty of people agree with Rice, and health experts acknowledge those views are powering soaring COVID-19 infection rates, especially in parts of the rural Midwest where the disease is spreading unabated and threatening to overwhelm hospitals.It's not that people in Nebraska, South Dakota, North Dakota, Iowa and elsewhere don't realize their states are leading the nation in new cases per capita. It's that many of them aren't especially concerned.Wayne County, home to 6,400 people in southern Iowa, has the state's second-highest case rate, yet its public health administrator, Shelley Bickel, says mask-wearing is rare. She finds it particularly appalling when she sees older people, who are at high risk, shopping at a grocery store without one."I just want to get on the speaker and say, 'Why don't you have your mask on?' It's just amazing," Bickel said.Jenna Lovaas, public health director of Jones County, Iowa, said even now that her rural county has the state's highest virus rate, people have opted not to make any changes, such as protecting themselves and others by wearing masks."They don't think it's real," she said. "They don't think it's going to be that bad or they just don't want to wear a mask because we've made it a whole political thing at this point."In part, though, some of those views are hard to fight because of the reality that many people have no symptoms, and most of those who do get sick recover quickly. And treatment advances mean that those who become seriously ill are less likely to die from the virus than when it first emerged in the spring. Even though cases and the death toll are rising, infectious disease experts note that&nbsp;<a href="https://apnews.com/article/virus-outbreak-archive-76133a0e0258f43751b16b031f3a1684" target="_blank">death rates appear to be falling</a>.Like most people, Jay Stibbe, 52, of Fargo, North Dakota, said he and his family are respectful of COVID-19 protocols and wear masks where required. However, Stibbe said he doesn't see enough "concrete information" about the virus to stop him from going about his normal life, even though North Dakota leads the nation in the number of virus cases per capita."We have an 18-year-old and a 16-year-old, and we certainly believe this is an important time of life to maybe shine a little bit," he said. "We're trying to create as much normalcy as we can. We try not to live in fear. We've traveled. We go out to dinner."In Plattsmouth, Nebraska, Karen Prohaska, 76, said she generally doesn't wear a mask in her downtown purse and jewelry shop but will put one on at the request of a customer. When customers come into the store with a face covering, she asks if they'd like her to don one as well. Most say no and ask if it's OK for them to remove theirs."I hope that I don't get the virus, but I've never really been a germophobe," Prohaska said.The pandemic hasn't stopped Mary Gerteisen, of Eagle, Nebraska, from visiting her 96-year-old father on weekends to watch football. Gerteisen said she understands the risks, given her father's age and vulnerability, but she also weighed the fact that he's in the early stages of dementia and often believes family members have abandoned him."There are times when I think that I do need to take the pandemic more seriously," she said. "But I want to see my dad, and I don't know much longer I have with him. I would love for him to live to 100-some years old, but if he comes down with (the virus), he's lived a good, long life."Even as virus rates have soared in the Midwest, the Republican governors of Nebraska, Iowa and South Dakota have ruled out requiring masks in all public places, though Iowa Gov. Kim Reynolds this week required masks for indoor events with more than 25 people and outdoor events of more than 100 people. Iowa schools are exempted, and bars and restaurants are only required to ensure social distancing. Meanwhile, North Dakota's Republican governor, Doug Burgum,&nbsp;<a href="https://apnews.com/article/jamestown-coronavirus-pandemic-441e33d27f7ae39e3200ec095cfe7c6e" target="_blank">imposed statewide mask and business restrictions</a>&nbsp;on Friday after resisting doing so for months. The state had only nine free Intensive Care Unit hospital beds as of Friday.Although doctors and public health officials have criticized the governors for their lack of action, voters in all of the states last week backed Republicans, including President Donald Trump, who has mocked mask wearing and downplayed the seriousness of a pandemic that has killed more than 240,000 people.That has left Midwest medical professionals wondering how they will reverse a tide of people being treated for the coronavirus if residents of their states still aren't taking the illness seriously.Suresh Gunasekaran, CEO of University of Iowa Hospitals and Clinics in Iowa City, said they're managing the surge of patients for now but don't know what will happen if the numbers keep rising."The real question is where are we going to be in December? Where are we going to be in January?" he asked. "These are the kinds of questions that I think that we as a state have to continue to ask ourselves but more importantly each local community has to ask themselves."
