LINCOLN, Neb. (AP) - Gov. Pete Ricketts said Monday he will extend Nebraska's current coronavirus restrictions through December as the number of residents hospitalized with COVID-19 dipped below 900 for the first time in more than two weeks.

The current restrictions require masks in certain businesses, such as salons and tattoo parlors, where it's difficult to maintain 6 feet of distance between people. They had been set to expire Monday.

Despite the decline in hospitalizations, hospitals remained strained across the state. Ricketts has faced&nbsp;<a href="https://apnews.com/article/pete-ricketts-nebraska-coronavirus-pandemic-21451c9fa0bff2112ce64573fc327a58" target="_blank">growing pressure</a>&nbsp;to impose a statewide mask mandate but has refused to do so, arguing that mandates breed resentment and may face resistance.

Ricketts was also asked at a news conference why the state didn't follow the White House's coronavirus task force's recommendation earlier this year that Nebraska require masks statewide. He said he viewed his less restrictive approach as better tailored to Nebraska's needs, even though the task force's report includes state and county-level data.

Nebraska officials said 896 people were hospitalized with COVID-19 statewide on Sunday, down from the previous day's 911 and nearly 100 below the record of 987 set on Nov. 20. The number of hospitalizations has nearly quadrupled since the start of October when 227 people were being treated in hospitals.

Nebraska also said that coronavirus patients are occupying 22% of the state's hospital beds. If that number reaches 25%, Ricketts has said he will impose additional social distancing restrictions.

The state reported 1,143 new cases of the virus to give it a total of 126,466 cases since the pandemic began. The number of deaths remained unchanged at 989.

Nebraska had the sixth-highest rate of infection in the nation on Sunday, according to data from Johns Hopkins University. Over the past week, one out of every 156 people in the state was diagnosed with COVID-19.

The seven-day rolling average of daily new cases in Nebraska decreased over the past two weeks, going from 2,062.71 new cases per day on Nov. 15 to 1,756.29 new cases per day on Sunday.

Nebraska virus hospitalizations dip but remain at high level

LINCOLN, Neb. (AP) - More employees of the Nebraska prison system have tested positive for the coronavirus.

The Nebraska Department of Correctional Services said in a statement Saturday night that four staff members had tested positive for COVID-19. Two of those work at the Omaha Correctional Center, one works at the Tecumseh State Correctional Institution and one works at the department's central office.

The infected staff members are isolating themselves at home, and officials plan to notify anyone who had been in close contact with them so they can quarantine themselves.

The latest cases bring the number of Nebraska prison staffers infected since the pandemic began to 325. Of those, 228 have recovered.

The department also said Friday that 677 inmates have tested positive for the virus and four have died. Nearly half of the affected inmates - 312 of them - have recovered from the virus.

More Nebraska prison employees test positive for COVID-19

Nebraska officials said 911 people were hospitalized with the virus on Saturday. Over the past two weeks, that figure has gone up and down between Saturday's low point and the record of 987 set on Nov. 20.

But officials worry that Thanksgiving travel and gatherings could lead to a new spike in virus cases in the coming weeks, and the number of people hospitalized with COVID-19 remains nearly double the 528 reported a month ago.

The state reported 1,257 new cases Saturday. Nebraska has had 125,323 confirmed cases of COVID-19 and 989 deaths from the disease since the pandemic began.

Nebraska had the fifth-highest rate of new cases Saturday. Over the past week, one person in every 157 people in the state was diagnosed with COVID-19.

The seven-day rolling average of daily new cases in Nebraska decreased over the past two weeks, going from 2,032.71 new cases per day on Nov. 14 to 1,772.14 new cases per day on Saturday.

7 of Nebraska's 10 largest cities have local mask mandates

COLUMBUS, Ohio (AP) — The infection of a single cafeteria worker was all it took to close classrooms in the small Lowellville school district in northeastern Ohio, forcing at least two weeks of remote learning.

Not only did the worker who tested positive for the coronavirus need to quarantine, but so did the entire cafeteria staff and most of the transportation crew, because some employees work on both. The district of about 500 students sharing one building had resumed in-person instruction with masks and social distancing and avoided any student infections. But without enough substitute workers, administrators had no choice but to temporarily abandon classroom operations and meal services.

“It boils down to the staff,” Lowellville Superintendent Geno Thomas said. “If you can’t staff a school, you have to bring it to remote.”

Around the country, contact tracing and isolation protocols are sidelining school employees and closing school buildings. The staffing challenges force students out of classrooms, even in districts where officials say the health risks of in-person learning are manageable. And the absences add to the strain from a&nbsp;<a href="https://apnews.com/article/indiana-virus-outbreak-archive-911a83b084ec23debadbd92bf559916d">wave of early retirements&nbsp;</a>and leaves taken by employees worried about health risks.

It’s another layer of the “tremendous stress” faced by administrators and educators navigating the pandemic, said Dan Domenech, executive director of AASA, the nation’s leading school superintendents association.

The superintendent in Groton, Connecticut, recently announced the entire district would transition to distance learning for two weeks following Thanksgiving — a decision driven primarily by a staffing shortage.

“When you have the wrong teacher, like an art teacher who over a two-day period sees as many as 80 children, you’ve got the possibility of a really significant number of contacts,” he said. “It’s not being transmitted in schools apparently, but we have lots of cases of children and staff members who are getting it very typically from a family member.”

In Kansas, the 27,000-student Shawnee Mission School District announced recently that middle and high school students would return to remote learning until January because of difficulty keeping buildings staffed. Scores of employees are quarantined because of known or potential exposure.

“It is important to emphasize that this decision is not being made because of COVID-19 transmission within our schools,” Superintendent Mike Fulton wrote to families. He said available substitute teachers would be shifted to elementary schools to keep up in-person learning for younger students.

Social distancing, wearing masks, washing hands and completing daily COVID-19 assessments “seem to be working to keep transmission low within schools,” Fulton said.

The effects of school staffing struggles have prompted some officials to suggest relaxing quarantine rules.

On Monday, leaders of several Louisiana public school systems told the state House health committee that too many students are missing in-person classroom instruction because they have been sent home for 14 days to quarantine. The state health department said it would not recommend any changes to quarantine regulations.

“We have a lot of healthy kids who are home when they don’t need to be,” West Baton Rouge Parish Superintendent Wesley Watts told lawmakers. “We’re not asking to do away with quarantine. We’re just asking for some modifications.”

In Missouri, Republican Gov. Mike Parson took a different approach to trying to keep schools open. He announced new guidance this month that teachers and students exposed to an infected person no longer have to quarantine for two weeks as long as both people were wearing masks. He said quarantines had interrupted learning and created staff shortages.

Shortages of substitute teachers have compounded the personnel problems.

“I think everybody understands when you can’t have enough subs to fill the roles, it’s also a safety issue: You can’t have that many children without support from adults,” said Julie Mackett, a kindergarten teacher in Perrysburg, Ohio, who went through her own two-week quarantine early in the school year after a student tested positive.

Staffing shortages in her district in mid-November moved up the start of a return to remote learning around Thanksgiving for Perrysburg’s high schoolers, and the district was closely monitoring elementary schools.

Cincinnati’s public school system pointed to staffing concerns and surging virus cases in southwest Ohio when it decided to shift to distance learning until after winter break. It noted that community spread of the virus directly affects staff absences.

“Teachers and staff must stay home when sick, when in quarantine as a result of a close contact or as needed to take care of family members,” the district said.

Schools struggle to stay open as quarantines sideline staff

The wet spring offered only a tiny window for planting, so when North Dakota farmer Paul Ivesdal fell ill with the coronavirus he knew the timing couldn’t be worse.

The 63-year-old man knew if he didn’t recover quickly and plant his crop of wheat, barley, canola and flax, it could mean an end to his decades of farming 2,300 acres just south of the Canadian border. But his condition deteriorated and, due to the bad weather, even his neighbors had no time to help.

“We didn’t get some crop in,” Ivesdal said. “It just got too late and started raining again.”

That’s when Farm Rescue stepped in. When Ivesdal was rushed to a hospital where he spent eight days on a ventilator, volunteers from the nonprofit planted his crops and made sure his farm would endure.

Ivesdal spent the summer in rehabilitation, regaining the strength and ability to walk, and he said he tires more easily than before, but that he plans to continue working the land.

“If we wouldn’t have got what we did, I don’t know if I would have kept on farming,” he said. “I’d like to farm for a couple more years but if it wouldn’t have been for them we might have just decided to quit.”

The founder of Farm Rescue, Bill Gross, is a North Dakota native who grew up on a farm, but he did not follow in his parents footsteps. Gross went to college, became a pilot and has flown Boeing 747s for United Parcel Service for 27 years.

But in 2005, he launched Farm Rescue, inspired by the 1980s farm crisis that forced his parents to sell land and most of their cattle. He traveled to farm shows where he set up a card table and asked for donations. With help from a John Deere dealership, he bought a tractor and that first year provided assistance for 10 farming families.

Over the years, individual donors and big companies, such as Deere &amp; Company and Chevrolet trucks, have stepped up, and Farm Rescue now has 1,000 volunteers nationwide.

“My heart never left the farming community,” Gross said.

The group has given assistance to about 700 farm families in the last 15 years in North Dakota, South Dakota, Montana, Minnesota, Iowa, Nebraska and Kansas. The group usually helps farmers beset by injuries, illness or natural disasters, but volunteers have this year been helping those taken out of commission by COVID-19.

“We’ve helped several farmers that have had COVID, including some who have been on a ventilator for three or four weeks and have survived and are back farming now,” Gross said.

The pandemic has rippled through the farm economy, leading to yet more bankruptcies.

“It’s affected farmers drastically. They were already at what I feel was the breaking point,” Gross said. “There’s been persistently low commodity prices, natural disasters and now COVID, and then when you add a major injury or illness to the challenges they already faced, it just can be overwhelming to them ... financially and emotionally.”

Farmers and ranchers can apply for help from Farm Rescue by filing out an online application, and some are referred to the organization by concerned friends. Gross said many farmers initially resist the offer of assistance.

“They’re prideful, hard-working people and typically don’t want to ask for help,” Gross said. “Sometimes it takes convincing only because, God bless them, they always feel that there is someone else that needs the help more than them.”

The group is planning a country music&nbsp;<a href="https://www.deere.com/en/our-company/news-and-announcements/newsroom/TheFarmMustGoOn/#howtowatch" target="_blank">benefit</a>&nbsp;concert on Dec. 9, to be streamed live on YouTube from the Brooklyn Bowl in Nashville and featuring performers including Dustin Lynch, Maddie &amp; Tae, Mickey Guyton, Travis Denning and Tyler Farr. Viewers can watch the event for free, but all donations will go to Farm Rescue.

 </figure>By DAVID PITT-Associated PressThe wet spring offered only a tiny window for planting, so when North Dakota farmer Paul Ivesdal fell ill with the coronavirus he knew the timing couldn’t be worse.The 63-year-old man knew if he didn’t recover quickly and plant his crop of wheat, barley, canola and flax, it could mean an end to his decades of farming 2,300 acres just south of the Canadian border. But his condition deteriorated and, due to the bad weather, even his neighbors had no time to help.“We didn’t get some crop in,” Ivesdal said. “It just got too late and started raining again.”That’s when Farm Rescue stepped in. When Ivesdal was rushed to a hospital where he spent eight days on a ventilator, volunteers from the nonprofit planted his crops and made sure his farm would endure.Ivesdal spent the summer in rehabilitation, regaining the strength and ability to walk, and he said he tires more easily than before, but that he plans to continue working the land.“If we wouldn’t have got what we did, I don’t know if I would have kept on farming,” he said. “I’d like to farm for a couple more years but if it wouldn’t have been for them we might have just decided to quit.”The founder of Farm Rescue, Bill Gross, is a North Dakota native who grew up on a farm, but he did not follow in his parents footsteps. Gross went to college, became a pilot and has flown Boeing 747s for United Parcel Service for 27 years.But in 2005, he launched Farm Rescue, inspired by the 1980s farm crisis that forced his parents to sell land and most of their cattle. He traveled to farm shows where he set up a card table and asked for donations. With help from a John Deere dealership, he bought a tractor and that first year provided assistance for 10 farming families.Over the years, individual donors and big companies, such as Deere &amp; Company and Chevrolet trucks, have stepped up, and Farm Rescue now has 1,000 volunteers nationwide.“My heart never left the farming community,” Gross said.The group has given assistance to about 700 farm families in the last 15 years in North Dakota, South Dakota, Montana, Minnesota, Iowa, Nebraska and Kansas. The group usually helps farmers beset by injuries, illness or natural disasters, but volunteers have this year been helping those taken out of commission by COVID-19.“We’ve helped several farmers that have had COVID, including some who have been on a ventilator for three or four weeks and have survived and are back farming now,” Gross said.The pandemic has rippled through the farm economy, leading to yet more bankruptcies.“It’s affected farmers drastically. They were already at what I feel was the breaking point,” Gross said. “There’s been persistently low commodity prices, natural disasters and now COVID, and then when you add a major injury or illness to the challenges they already faced, it just can be overwhelming to them ... financially and emotionally.”Farmers and ranchers can apply for help from Farm Rescue by filing out an online application, and some are referred to the organization by concerned friends. Gross said many farmers initially resist the offer of assistance.“They’re prideful, hard-working people and typically don’t want to ask for help,” Gross said. “Sometimes it takes convincing only because, God bless them, they always feel that there is someone else that needs the help more than them.”The group is planning a country music&nbsp;<a href="https://www.deere.com/en/our-company/news-and-announcements/newsroom/TheFarmMustGoOn/#howtowatch" target="_blank">benefit</a>&nbsp;concert on Dec. 9, to be streamed live on YouTube from the Brooklyn Bowl in Nashville and featuring performers including Dustin Lynch, Maddie &amp; Tae, Mickey Guyton, Travis Denning and Tyler Farr. WCDHD: COVID-19 risk level remains severe

BEIJING (AP) — China says it has detected the coronavirus on packages of imported frozen food, but how valid are its claims and how serious is the threat to public health?

Frozen shrimp imported from an Ecuadorian company was banned for one week on Tuesday in a continuing series of such temporary bans.

While experts say the virus can survive for a time on cardboard and plastic containers, it remains unclear how serious a risk that poses. Like so many issues surrounding the pandemic, the matter has swiftly become politicized.

China has rejected complaints from the U.S. and others, saying it is putting people’s lives first. Experts say they generally don’t consider the presence of the virus on packaging to be a significant health risk.

A look at the issue and some of the conclusions so far:

Packaging first became a major issue with outbreaks in China linked to wholesale food markets, including one in June on the outskirts of Beijing. That prompted the removal of smoked salmon from supermarket shelves and has snowballed into multiple cases nationwide involving chicken, beef and seafood from nearly two dozen countries. At some supermarkets, imported meat now comes with a sticker declaring it to be virus-free.

Infections among freight handlers have also placed suspicion on packaging. Person-to-person transmission hasn’t been ruled out, however, and China has yet to release evidence that packaging was indeed the route of infection.

Trading partners, including the U.S., New Zealand, Canada and the EU, say they’re unclear on China’s methodology and have seen no solid evidence that their products carried the virus. The U.S. has questioned whether China’s crackdown is scientifically based and suggested the bans may amount to an unfair trade barrier.

Chinese foreign ministry spokesperson Zhao Lijian called the U.S. accusations “totally groundless and unreasonable.” China’s measures are “necessary following the spirit of putting people’s lives first and protecting people’s health,” he said last week.

In a statement to The Associated Press, the World Health Organization said cases of live viruses being found on packaging appear to be “rare and isolated.” While the virus can “survive a long time under cold storage conditions,” there is no evidence of people contracting COVID-19 from consuming food, it said.

The virus SARS-CoV-2 that causes COVID-19 is overwhelmingly transmitted through respiratory droplets and smaller sized particles passed through the air, underscoring the importance of mask-wearing.

Yet the virus can also be present on surfaces, and public health officials have urged people to wash their hands carefully and avoid physical contact with others. In general, the colder and dryer that conditions are, the longer the virus can survive on surfaces.

Wiping down countertops, handrails and other surfaces is a common way to ensure safety. Some people have also gone to the extreme of disinfecting packages brought into their homes, both by themselves or by delivery services.

Virus traces found on packaging can be infectious or non-infectious. The extremely sensitive tests being used can detect both active viruses and their remnants, without being able to distinguish between them, said Timothy Newsome, a virologist at the University of Sydney.

“It is possible and may represent some risk, but it’s certainly at the lower end of risk for transmission,” he said. “We know low temperatures do stabilize the virus. Nonetheless, I think things which have been transported and surface transmission — there’s a low risk of it.”

A positive test “doesn’t indicate infectious virus, just that some signal from the virus is present on that surface,” said Andrew Pekosz of Johns Hopkins University’s Bloomberg School of Public Health.

“I’ve seen no convincing data that SARS-CoV-2 on food packaging poses a significant risk for infection,” he said.

WCDHD reports 140 new COVID cases since Friday

OMAHA, Neb. (AP) - The number of people hospitalized with COVID-19 in Nebraska remains near record levels, but the total has remained relatively stable over the past week.

The state said 971 people were hospitalized with the virus on Monday. Over the past week, that figure has gone up and down between a low of 961 last Wednesday and Friday's record of 987.

But more social distancing restrictions could still be triggered soon because more than 23% of the state's hospital beds are occupied by COVID-19 patients. Gov. Pete Ricketts has said that more restrictions will be imposed when that figure reaches 25% of the state's hospital beds.

Nebraska reported 1,860 new cases of the virus Monday to give the state 115,921 total. The state also reported 25 new deaths for a total of 934 since the pandemic began.

Nebraska had the seventh-highest rate of infection in the country on Monday. Over the past week, one out of every 135 people in the state was diagnosed with COVID-19.

The seven-day rolling average of daily new cases in Nebraska has risen over the past two weeks from 1,757.57 new cases per day on Nov. 9 to 2,271.43 new cases per day on Monday.

5.3 million assessments show the true impact of the COVID slide

The potential restrictions would limit indoor gatherings to 10 people, outdoor gatherings to 25 and limit bars to carry-out and delivery services.

"It could be as early as this week," Ricketts said. "It could be before Thanksgiving that we could see that threshold go into place."

The state reported 1,032 new virus cases Sunday to give Nebraska a total of 114,061 cases since the pandemic began. On Sunday, the seven-day rolling average of daily new cases in the state was 2,313.57.

State health department data shows 976 people were being treated for COVID-19 in hospitals, which is slightly below the record of 987 set on Friday. Patients with COVID-19 are occupying 23% of the state's hospital beds, approaching the threshold of 25% that will trigger more social distancing restrictions.

Nebraska had the seventh-highest rate of infection in the nation on Sunday, according to data from Johns Hopkins University. Over the past week, one person in every 121 people in the state was diagnosed with COVID-19.

The state reported 909 deaths linked to the virus, which is up from Thursday's 854.

Ricketts warns of imminent restrictions amid hospitalizations

LONDON (AP) — Pharmaceutical company AstraZeneca said Monday that late-stage trials showed its coronavirus vaccine was up to 90% effective, giving public health officials hope they may soon have access to a vaccine that is cheaper and easier to distribute than some of its rivals.

The results are based on interim analysis of trials in the U.K. and Brazil of a vaccine developed by Oxford University and manufactured by AstraZeneca. No hospitalizations or severe cases of COVID-19 were reported in those receiving the vaccine.

AstraZeneca is the third major drug company to report late-stage results for a potential COVID-19 vaccine as the world anxiously waits for scientific breakthroughs that will bring an end to a pandemic that has wrought economic devastation and resulted in nearly 1.4 million confirmed deaths.

Pfizer and Moderna last week reported preliminary results from late-stage trials showing their vaccines were almost 95% effective. But, unlike its rivals, the AstraZeneca vaccine doesn’t have to be stored at ultra-cold temperatures, making it easier to distribute, especially in developing countries.

“I think these are really exciting results,” Dr. Andrew Pollard, chief investigator for the trial, said during a news conference. “Because the vaccine can be stored at fridge temperatures, it can be distributed around the world using the normal immunization distribution system. And so our goal … to make sure that we have a vaccine that was accessible everywhere, I think we’ve actually managed to do that.”

The Oxford-AstraZeneca vaccine is also cheaper. AstraZeneca, which has pledged it won’t make a profit on the vaccine during the pandemic, has reached agreements with governments and international health organizations that put its cost at about $2.50 a dose. Pfizer’s vaccine costs about $20 a dose, while Moderna’s is $15 to $25, based on agreements the companies have struck to supply their vaccines to the U.S. government.

All three vaccines must be approved by regulators before they can be widely distributed.

Oxford researchers and AstraZeneca stressed that they aren’t competing with other projects, and that multiple vaccines will be needed to reach enough of the world’s population and end the pandemic.

“We’re not thinking about vaccinations working in terms of one person at a time. We have to think about vaccinating communities, populations, reducing transmission within those populations, so that we really get on top of this pandemic,″ said Sarah Gilbert, a leader of the Oxford research team. “And that’s what it now looks like we’re going to have the ability to contribute to in a really big way.″

The results come as a second wave of COVID-19 hits many countries, once again shutting businesses, restricting social interaction and pummeling the world economy.

AstraZeneca said it will immediately apply for early approval of the vaccine where possible, and it will seek an emergency use listing from the World Health Organization, so it can make the vaccine available in low-income countries.

The AstraZeneca trial looked at two different dosing regimens. A half-dose of the vaccine followed by a full dose at least one month later was 90% effective. Another approach, giving patients two full doses one month apart, was 62% effective. The combined results showed an average efficacy rate of 70%.

The vaccine uses a weakened version of a common cold virus that is combined with genetic material for the characteristic spike protein of the virus that causes COVID-19. After vaccination, the spike protein primes the immune system to attack the virus if it later infects the body.

The vaccine can be transported under “normal refrigerated conditions” of 2 to 8 degrees Celsius (36 to 46 degrees Fahrenheit), AstraZeneca said. By comparison, Pfizer plans to distribute its vaccine using specially designed “thermal shippers” that use dry ice to maintain temperatures of minus-70 degrees Celsius (minus-94 degrees Fahrenheit).

Peter Openshaw, professor of experimental medicine at Imperial College London, said the finding that a smaller initial dose is more effective than a larger one is good news because it may reduce costs and mean more people can be vaccinated.

“The report that an initial half-dose is better than a full dose seems counterintuitive for those of us thinking of vaccines as normal drugs: With drugs, we expect that higher doses have bigger effects, and more side-effects,” he said. “But the immune system does not work like that.”

The results reported Monday come from trials in the U.K. and Brazil that involved 23,000 people. Late-stage trials are also underway in the U.S., Japan, Russia, South Africa, Kenya and Latin America, with further trials planned for other European and Asian countries.

AstraZeneca has been ramping up manufacturing capacity, so it can supply hundreds of millions of doses of the vaccine starting in January, Chief Executive Pascal Soriot said earlier this month.

Soriot said Monday that the Oxford vaccine’s simpler supply chain and AstraZeneca’s commitment to provide it on a nonprofit basis during the pandemic mean it will be affordable and available to people around the world.

“This vaccine’s efficacy and safety confirm that it will be highly effective against COVID-19 and will have an immediate impact on this public health emergency,” Soriot said.

British Health Secretary Matt Hancock said he felt “a great sense of relief” at the news from AstraZeneca.

Britain has ordered 100 million doses of the Oxford vaccine, and the government says several million doses can be produced before the end of the year if it is approved by regulators.

Just months ago, “the idea that by November we would have three vaccines, all of which have got high effectiveness … I would have given my eye teeth for,” Hancock said.

Mike Hornacek, president and CEO of the group&nbsp;<a href="http://togetheromaha.org/" target="_blank">Together Omaha</a>, said September was the busiest month on record for his Omaha-based food pantry. Since March 16, Together has provided food to 127,000 visitors. "The hunger and food-insecurity need has continued to skyrocket," Hornacek observed. "It is worse now than at what we thought was the peak of the pandemic back in March, April and May." Hornacek's group is marking&nbsp;<a href="https://hhweek.org/" target="_blank">National Hunger and Homelessness Awareness Week</a>&nbsp;with a virtual fundraising event at&nbsp;<a href="https://qtego.net/qlink/togetheromaha" target="_blank">togetheromaha.org</a>. In previous years, Hornacek encouraged people to come out and volunteer, but for health and safety reasons, he said financial support is the most effective way for Nebraskans to help their struggling neighbors. Together also has provided $830,000 in rent and utility assistance to some 2,000 households since the onset of COVID-19. Hornacek said families in places such as Omaha and Lincoln can turn to nonprofits for emergency assistance, but that's not always the case in rural parts of the state. "The pandemic is exposing the limitation on resources when you get outside of the metropolitan areas." Together currently serves some 250 cars per day, Monday through Friday, at their converted drive through pantry, but Hornacek warned working outside can only last so long. The group recently purchased a building next door, an unexpected expense, to expand to 10,000 square feet for safe indoor service when winter arrives. "While we did the big pivot to the drive-through pantry, we've been working ridiculously fast to hit a January 4th deadline," Hornacek explained. "And we're crossing our fingers and toes that Nebraska weather is really nice to us between now and then."

State of Nebraska COVID-19 Vaccination Plan

U.S. health officials agreed to allow emergency use of a second antibody drug to help the immune system fight COVID-19, an experimental medicine that President Donald Trump was given when he was sickened last month.

The Food and Drug Administration authorized use of the <a href="https://www.gilead.com/news-and-press/press-room/press-releases/2020/10/us-food-and-drug-administration-approves-gileads-antiviral-veklury-remdesivir-for-treatment-of-covid19">Regeneron Pharmaceuticals Inc. drug to </a>try to prevent hospitalization and worsening disease from developing in patients with mild-to-moderate symptoms.

The drug is given as a one-time treatment through an IV. The FDA allowed its use in adults and children 12 and over who weigh at least 88 pounds and who are at high risk of severe illness from COVID-19 because of age or certain other medical conditions.

Emergency authorization allows use of the drug to start while studies are continuing to establish safety and effectiveness. Early results suggest the drug may reduce COVID-19-related hospitalization or emergency room visits in patients at high risk for disease progression, the FDA said.

Regeneron said that initial doses will be made available to roughly 300,000 patients through a federal government allocation program. Those patients will not be charged for the drug but may have to pay part of the cost of giving the IV.

Initial supplies will likely be vastly outstripped by demand as the U.S. has surged past 12 million reported cases, with the country facing what health experts say will be a dark winter due to uncontrolled spread of the virus.

Antibodies are proteins the body makes to target and help eliminate viruses, but it can take weeks for the best ones to form after an infection occurs. The drugs are concentrated versions of ones that proved best able to do this in lab and animal tests, and in theory help the body start to fight the virus right away.

The Regeneron drug is a combo of two antibodies to enhance the chances it will prove effective. Earlier this month, the FDA gave emergency authorization to a single-antibody drug from Eli Lilly that also is still being studied.

There’s no way to know whether the Regeneron drug helped Trump recover; he received a host of treatments and most COVID-19 patients recover on their own.

FDA regulators authorized the Regeneron drug using their emergency powers to quickly speed the availability of experimental drugs and other medical products during public health crises.

In normal times the FDA requires “substantial evidence” to show that a drug is safe and effective, usually through one or more large, rigorously controlled patient studies. But during public health emergencies the agency can lower those standards and require only that an experimental treatment’s potential benefits outweigh its risks.

The emergency authorization functions like a temporary approval for the duration of the COVID-19 pandemic. To win full approval, Regeneron will have to submit additional research to fully define the drug’s safety and benefit for patients.

The White House cast the decision as a victory for Trump’s efforts “to deliver cutting-edge treatments with highly promising results to protect the health and safety of the most vulnerable Americans,” according to a statement from spokesman Michael Bars.
