NORTH PLATTE, Neb. – In a proactive state and national effort to prevent the spread of the coronavirus and ensure the health of its customers and staff, the Nebraska Game and Parks Commission is closing the public crane viewing blind at North River Wildlife Management Area north of Hershey.

The Commission aims to protect its staff and customers by removing opportunities for crowds to gather at facilities and events and by maintaining clean areas that are available to the public.

A prairie-chicken viewing blind located south of North Platte, is a partnership between the Commission and the Nebraska Cooperative Republican Platte Enhancement (NCORPE, will also be closed for this season to help eliminate opportunities for the virus to be spread.

Enjoying the crane migration is available by utilizing several driving routes from North Platte to Hershey. Buffalo Bill Ranch State Recreation Area has a scenic drive-through where cranes can be seen flying across the North Platte River and feeding in the adjacent meadows. Early mornings and late evenings you can watch the cranes fly over the North Platte River at Cody Park in North Platte. The North Platte/Lincoln County Visitors Bureau has a self-guided Sandhill crane driving route brochure, which is available from their office located at 101 Halligan Dr. or online at&nbsp;<a href="http://visitnorthplatte.com/outdoor-recreation/" target="_blank">visitnorthplatte.com/outdoor-recreation/</a>.

Nebraska has many state parks, state historical parks, recreation areas and wildlife areas where people can get outside and enjoy nature this spring. In addition, trout are being stocked in lakes across the state this month, giving anglers many opportunities to get out fishing, and the Nebraska spring archery turkey season begins March 25.

NPPSD continues to offer free breakfast, lunch and drive-thru backpack program

NEW YORK (AP) — Most Americans who rent their home, many of whom have lost their jobs in the sudden economic slowdown caused by the coronavirus outbreak, will not be eligible for eviction protections, despite what President Donald Trump said this week.

Under the Department of Housing and Urban Development’s plan released Wednesday, foreclosures and evictions would stop for 60 days on single-family homes with loans through the Federal Housing Administration. That would apply to roughly 8 million units, according to HUD. Only FHA homes lived in for at least a year can be rented out.

That’s compared with the roughly 43 million households who rented in 2019, according to the U.S. Census. Roughly half of renters rent their home from an individual investor, while the other half rent from a business or multi-unit property owner. The ones renting from a business will not receive any protections according to HUD’s proposal.

“That’s the problem with (HUD’s proposal). It only impacts a very small amount of people. We need big-scale solutions,” said Andrea Shapiro of the Metropolitan Council on Housing, a New York-based housing advocacy organization.

Furthermore, HUD has no power to protect renters in public housing authorities located across the country. HUD Secretary Ben Carson said this week on Twitter that the agency is working with Congress to get that authority to protect renters in public housing authorities.

“HUD has been in contact with every Public Housing Agency in the country to ensure the millions of low-income Americans we serve continue to have a roof over their head,” Carson said.

The rules are in contrast to comments made by Trump this week, who said renters would get “immediate relief” as part of his administration’s plan.

Housing advocates called the White House’s proposal an “important first step” but said there are limitations to the policy that need to be addressed.

“America’s lowest-income renters were already struggling to pay rent and make ends meet before this latest disaster, and people were experiencing homelessness. Congress must implement a national moratorium on all evictions and foreclosures,” said Diane Yentel, president and CEO of the National Low Income Housing Coalition.

Renters tend to be more economically vulnerable than their homeowner counterparts. They have generally lower incomes and cannot tap into the equity in their homes as a line of credit in case of an emergency. A disproportionate number of renters are black, Hispanic and other minorities.

State: New COVID-19 cases include 2 more in western Nebraska

NORTH PLATTE, Neb.-West Central District Health Department has
identified two new positive cases of COVID-19. This brings the total
to three confirmed positive cases in Lincoln County. The cases do not
indicate community-spread at this time.

The
first case is a woman in her 40s that had been traveling in Colorado
when she became ill. She is currently self-isolating at home. 


The
other Lincoln County case is a male in his 20s that was in close
contact with an individual who previously tested positive for
COVID-19. 


West
Central District Health Department has begun the contact
investigation to determine those that may have been exposed. 



“Our focus right now is to complete the contact investigations and
to protect the health of the community,” said Shannon Vanderheiden
executive director of WCDHD.  “We want to continue to remind
everyone that the best way to stop the spread of this virus is to
stay at home if you are experiencing any symptoms of COVID-19
infection.

2 new COVID-19 cases confirmed in Lincoln County

LINCOLN –&nbsp;Today, Governor Pete Ricketts issued an executive order to provide relief to restaurants and bars as they continue to serve Nebraskans during the coronavirus 2019 disease (COVID-19) pandemic. &nbsp;In keeping with federal guidelines, the State of Nebraska has issued guidance that restaurants and bars are currently limited to 10 patrons as part of a nationwide social distancing effort to slow the spread of COVID-19. &nbsp;

On March 19th, the State of Nebraska directed restaurants and bars in Cass, Douglas, Sarpy, and Washington counties to close their dining / seating areas and move to takeout, carry-out, or delivery only.&nbsp; This action came after the Douglas County Public Health Department reported its second case of COVID-19 that officials could not trace to its origin (commonly known as a “community spread” case).

The Governor’s executive order will permit restaurants and bars statewide greater flexibility to serve Nebraskans during the current public health emergency.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Liquor Licensing –&nbsp;Establishments such as pizza parlors (Class A license holders) will be able to sell beer to customers on take-out or delivery orders.&nbsp; Restaurants (Class I license holders) will be able to sell beer, wine, and spirits to customers placing take-out or delivery orders.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Sale of Alcohol&nbsp;–&nbsp;To encourage social distancing, restaurants and bars will be permitted to sell alcohol on drive-thru or curbside orders without customers having to exit their motor vehicles.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Temporary Operating Permits –&nbsp;Temporary operating permits will be extended from 90 to 180 days.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Waiver of Excise Tax Penalties&nbsp;–&nbsp;Excise tax payees still have the duty to file and pay the excise tax according to statute.&nbsp; However, the executive order will waive penalties for late payments.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Payment of wine and spirit deliveries –&nbsp;Under normal circumstances, wine and spirit deliveries must be paid within 30 days.&nbsp; The executive order will give restaurants and bars 90 days to pay for wine and spirit deliveries for the duration of the COVID-19 emergency. &nbsp;The requirement that beer deliveries be paid upon delivery is not changed.

If lawmakers convene on Monday, they would need to check in on Tuesday and Wednesday as well to fulfill the procedural requirements to approve the funding, Scheer said. He said the emergency funding would be the only item on the legislative agenda, and once it's approved, lawmakers would adjourn again until further notice.

Nebraska State Fair announces precautions during COVID-19 outbreak

This evening I would like to outline the district plan regarding the balance of this school year.&nbsp; After significant consideration, the district has decided that to best assist in the reduction of the spread of COVID- 19 or the Coronavirus, we will be canceling all on-campus or in-person classes for the remainder of this school year.&nbsp; We will move all education, PK- 12, to remote learning effective the week of March 30th.&nbsp; Remote learning will conclude on May 15, 2020; this is three days ahead of our planned schedule.

During the week of March 23rd,&nbsp;principals will communicate with students and families as to what this will entail for their particular school.&nbsp; Until this time, we ask that you give our principals and teachers time to plan for instruction and make arrangements for materials and personal items to be picked up.

Seniors, NPHS staff are working to ensure all graduation requirements are met on or before May 13, 2020.&nbsp; Due to the ever-changing climate of this virus, we will announce plans for prom and graduation as those dates approach.&nbsp; It is important to note that if we were to make a decision today based on the current CDC guidelines, neither of these events would be allowed to occur.&nbsp; We ask that you plan on the side of caution until additional guidelines are provided.

NPPSD announces plan for balance of school year

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Driver Licenses or State IDs –&nbsp;The extension will apply to all driver licenses, state identification cards, permits, or other credential issued by the Nebraska Department of Motor Vehicles. &nbsp;Customers will still be able to renew credentials online; however, the aim is to reduce the number of individuals requiring in-person assistance. &nbsp;This step will assist with social distancing and reduce the need for people to travel to driver licensing offices.

Here are the symptoms you should be looking for of you are concerned about COVID-19.

These symptoms do not mean you have the virus, however they will be great indicators that you may want to call your doctor.

Most experts agree that this virus will pop up in Cozad. Most healthy people will handle COVID-19 with very little issue, however, anyone that has existing medical issues or anyone over the age of 60 will be at a higher risk or developing life-threatening issues.

Moving forward here are a few highlights:

Emerald Care will only have the front door unlocked and will turn away all visitors. All employees will been screened before entry.

Meadowlark Point and the Cozad Community Hospital are not accepting visitors. All employees will be screened before entry.

Cozad Police Department will only be responding to emergency calls in person. All non-emergency business will be handled over the phone when possible or from a safe distance.

Cozad Fire and Rescue will limit the number of people entering properties until we can assess the current situation.

City Hall will remain open, but the doors will be locked. If you need anything please call before showing up.

Board of Public Works will only be allowing drive-up payments and the front doors will be locked. You can also pay your bills online.

These steps are being taken not only to protect residents but also our first responders and medical professionals. We will need to keep these people working to ensure all of our safety.

Cozad Child Care will close tomorrow, and will not reopen for the time being. Students and others if you are available to offer childcare or if you are in need of childcare please keep up with my page and we will get more information out soon.

Funerals should be kept under 10 people and postponed if possible.

A team of professionals from Emerald Care, Cozad Community Health Systems, School Board, Berryman Funeral Home, Cozad Police Department, Cozad Fire and Rescue, Dawson County Emergency Management, and Cozad Child Care will be meeting weekly and participating in an open exchange of dialogue as new information becomes available. Mayor of North Platte, Dwight Livingston and City Administrator, Jim Hawks have been working with the Department of Roads and the Federal Transit Authority to approve limited special service during this Coronavirus Pandemic.

Effective Friday, March 20, 2020, North Platte Public Transit will be open from 8 am-5 pm MONDAY - FRIDAY for medical appointments and grocery store trips only.  We will be running with a limited number of buses.  

We ask everyone to call 532-1370 to schedule a ride, at the reduced price of $1.50.   All buses will be wheelchairs accessible.

OMAHA, Neb. (AP) - Bankers in rural parts of 10 Plains and Western states expect the economy to slow down over the next few months as the nation deals with the coronavirus outbreak, according to a new survey released Thursday.

The overall index for the region fell to 35.5 in March from February's healthy 51.6 reading. Any score below 50 suggests a shrinking economy, while a score above 50 suggests a growing economy, organizers say.

Creighton University economist Ernie Goss said 61 percent of the bankers surveyed expect the measures being taken to fight the coronavirus to lead to a recession. State officials are limiting the size of public gatherings to slow the spread of the disease, prompting some businesses to close, and many restaurants have been forced to close their dining rooms and only handle take-out or delivery orders.

The survey's confidence index, which measures how bankers feel about the economy over the next six months, fell to 28.3 in March from February's 58.1.

The borrowing index rose to 66.1 in March from February's 50 as more farmers took out loans.

The employment index slipped to 48.3 in March from 57.8 in February.

Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.

Survey suggests virus outbreak to slow the economy

OMAHA, Neb. (AP) - Gov. Pete Ricketts on Thursday issued an enforceable measure that effectively shuts down restaurants, bars, theaters, churches, gyms and social gatherings of more than 10 people in four eastern Nebraska counties, as state officials scramble to stymie the spread of the new coronavirus.

The direct health measure came a day after the Douglas County Public Health Department confirmed its second case of COVID-19 from "community spread," in which officials can't trace how or where a person got infected. Ricketts' measure, in effect through April 30, requires restaurants and bars in Cass, Douglas, Sarpy and Washington counties to close down dining areas immediately and move to take-out, delivery or curbside service. Weddings and funerals, concerts and athletic events are also subject to the 10-person limit.

Ricketts had called for the limit statewide on Monday. His measure issued Thursday allows police and sheriff's deputies to enforce the limit in those counties.

A long list of businesses and services are exempt from the measure, including office buildings, grocery stores, pharmacies, hospitals, nursing homes, jails and prisons, courthouses, banks and stores.

According to the World Health Organization, people with mild case recover in about two weeks, while those with more severe cases may take three to six weeks to get better.

In another effort to slow the spread of the virus, officials announced Thursday that all jury trials in Douglas County through May 1 have been postponed.

On Wednesday, a health department in south-central Nebraska reported that region's first case of the coronavirus, and the last of a group of Americans who were exposed to it on a Japanese cruise ship was released from quarantine in Omaha.

A woman in her 40s from Adams County tested positive for COVID-19, South Heartland District Health Department in Hastings said in a news release Wednesday night. The release said the woman had recently traveled to Europe and is self-quarantining in her home.

The department is working to identify the woman's close contacts, who will be notified and asked to self-isolate while local health officials monitor them for symptoms twice daily, health officials said.

That brings the number of cases in the state to 29. All but four of those cases were found in the four eastern Nebraska counties subject to the governor's measure.

On Wednesday, the last Diamond Princess passenger went home, Nebraska Medicine spokesman Taylor Wilson said. The passenger was among the 15 who were part of a larger group of American citizens who'd been aboard the&nbsp;<a href="https://apnews.com/aa083296d7e340024e612e020ba1ab01" target="_blank">Diamond Princess</a>&nbsp;and flown back to the U.S. in February.

The first four were&nbsp;<a href="https://apnews.com/4250bdb71f377fcbb69fb5b78ed68f7d" target="_blank">released</a>&nbsp;earlier this month and the rest as they tested negative three times for COVID-19, the disease caused by the virus.

Gov. Ricketts announces Directed Health Measure for Cass, Douglas, Sarpy, Washington Counties

The Coronavirus is a pandemic that most of us don't understand, but we are learning. This disease has taken over 9,000 lives and made over 220,000 more people sick. We've heard via television about it starting in China and its impact even before arriving in America.&nbsp;

So far this is what we know about Coronavirus. The disease is life-threatening.&nbsp; If the disease does not kill you, there is a chance you will be very sick with severe respiratory problems. Thousands of respirators are needed across the country because of the nature of the disease.&nbsp; Who wants to be in an intensive care unit of a hospital on a respirator?&nbsp;

The virus is teaching us that we are a fragile human race. We are vulnerable to disease, death, and chaos. Our masses of wealth can disappear almost overnight. The stock market has fallen like a rock. As of this writing, everything that the stock market gained in the three years that Trump has been President has been wiped out. What if it crashes totally? How many companies will go bankrupt and everything people have invested will be gone? We could experience a kind of poverty that our country has not known for a long time.&nbsp;

What was it like during the Great Depression? I remember old folks talking about those hard times. Could we be in for that kind of a difficult time, or even worse?&nbsp;

We are learning that what previously seemed far-fetched and unrealistic, for our great economy and planet, is possible. It just takes one plague to rearrange our lives. One virus cleans out the grocery stores, idles our jobs and robs our bank accounts. One virus immobilizes our society and robs us of the social interaction that we have taken for granted.&nbsp;

Most of us are always looking down the pike for better days and greener pastures. Typically, we are on the hunt for the bigger and the better. We usually don't miss the good things of life until we no longer have them. Sadly, we spend a lot of life looking beyond or looking back and we miss the present. I'm sure you've heard before that "now" is life's greatest gift. That's why we call it the "present."&nbsp;&nbsp;

The Coronavirus is no "gift" and is certainly something we want to put behind us as soon as possible. When this is behind us maybe we will feel different about sitting in our favorite restaurant, a beauty salon, house of worship or entertainment venue. Many Americans already look forward to going back to work and resuming paychecks. Hopefully, grocery stores will once again have ample food, toiletries and other basics that we have come to take for granted.&nbsp;

When we are beyond all this, maybe we won't take all that we have for granted, or will we?

As of this writing, everything that the stock market gained in the three years that Trump has been President has been wiped out. What if it crashes totally? How many companies will go bankrupt and everything people have invested will be gone? We could experience a kind of poverty that our country has not known for a long time.&nbsp;What was it like during the Great Depression? I remember old folks talking about those hard times. Could we be in for that kind of a difficult time, or even worse?&nbsp;We are learning that what previously seemed far-fetched and unrealistic, for our great economy and planet, is possible. It just takes one plague to rearrange our lives. One virus cleans out the grocery stores, idles our jobs and robs our bank accounts. One virus immobilizes our society and robs us of the social interaction that we have taken for granted.&nbsp;Most of us are always looking down the pike for better days and greener pastures. Typically, we are on the hunt for the bigger and the better. We usually don't miss the good things of life until we no longer have them. LINCOLN,&nbsp;March 19, 2020&nbsp;– The Nebraska Public Service Commission (PSC)is calling on communications carriers that work to do business in Nebraska to take our PSCpledge to Keep Nebraskans Connected.

“Much like the FCC’s Keep Americans Connected pledge, this is a way for Nebraska carriers to commit to keeping our citizens and businesses connected during these rapidly changing times,” said Commission Chair Mary Ridder.

The PSC Keep Nebraskans Connected pledge asks carriers to commit to offering low-income Nebraskans:

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;No data caps

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Waive installation and equipment fees

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Free or near-free services, so that Nebraskans can stay in school and contribute to work but from a safer social distance.

Our associates have been nothing short of heroic in their commitment to serve customers, stock shelves as quickly as possible and keep their stores clean. When their communities needed them the most, our people have been at their best. Their efforts continue to be a tremendous source of pride for everyone at Walmart.

Over the weekend we adjusted our operating hours to help make it easier for associates to stock and perform enhanced cleaning and sanitizing. We’re pleased with the results we are seeing and will take additional steps beginning Thursday, March 19.

I think every one of us has had to adjust our daily routines in some way, and it’s likely that could continue. We are paying very close attention to our stores and communities and will continue making the necessary changes to help make sure our associates are taken care of and that our customers can get what they need. Let’s all take care of each other out there.

 <li>Walmart U.S. stores will adjust operating hours to 7 a.m. to 8:30 p.m. Stores that open later than 7 a.m. will continue their regular starting hours. This will further help associates restock the shelves for customers while continuing to clean and sanitize the store. While the store hours change for customers, our associates will continue to have access to their regular scheduled shifts and full hours.</li>
 </ol>Special Shopping Hours<ol>
 <li>We know our older customers could be more vulnerable to the coronavirus and to better support them, Walmart is offering special shopping hours. From March 24 through April 28, Walmart stores will host an hour-long senior shopping event every Tuesday for customers aged 60 and older. This will start one hour before the store opens. Our Pharmacies and Vision Centers will also be open during this time.</li>

 <li>We know communities are counting on us more than ever and we are determined to serve the broadest number of customers and ensure they have access to the key items they are looking for. Our stores will have limits for customers in certain categories including paper products, milk, eggs, cleaning supplies, hand sanitizer, water, diapers, wipes, formula and baby food.</li>

 <li>Our people are working hard to have every part of the store ready to serve customers. To help support our people and focus on the most critical areas of the store right now, we will temporarily shut down our Auto Care Centers to allow those associates to focus on stocking and cleaning in the rest of the store.</li>

 <li>Also, our Vision Centers will operate on their normal schedule, providing essential services only such as glasses repair and helping customers pick up existing orders. We will have at least one associate to serve the needs of our Vision Care customers, while the other associates will help in the rest of the store.</li>

Hastings, Neb&nbsp;– South Heartland District Health Department (SHDHD) is announcing the first case of coronavirus disease 2019 (COVID-19) in the four-county health district.

The individual is an Adams County female in her 40s who traveled to Europe. She is currently self-isolating at home.&nbsp;

SHDHD is leading this response at the community level with support from DHHS. Local public health officials have initiated a contact investigation to identify people who may have been exposed so that they can take next steps and prevent further spread.

All identified close contacts will be notified, asked to self-quarantine (stay home) and be actively monitored twice daily by SHDHD for fever and respiratory symptoms.

Symptoms of COVID-19 are fever, cough, and shortness of breath. If you feel you are ill, please call your provider prior to visiting their facility and follow their next steps.
