Feed costs are often the largest category of expense for cow-calf producers in Nebraska. Understanding how the cow’s nutrient requirements change throughout the year and how to cost-effectively meet those requirements with the feed resources available can greatly influence an operation’s bottom line.

Nebraska Extension will be hosting a four session webinar series in March that will explain the fundamentals of understanding a cow's nutrition requirements and the options available to meet a cow's needs with grazed or harvested feed. The series will be held Monday and Thursday evenings, March 11, 14, 18 and 21, from 7:30 - 8:45 p.m. CT.

· What impacts a cow's nutrient requirements and how do they change throughout the year?

· How do you read and understand a feed test analysis as well as a feed tag? What do the numbers mean?

· When comparing feed options, which is the best buy when all things are considered?

· What are things to consider when developing a year-round feeding plan?

The cost of the course is $50 and includes a notebook of Nebraska Extension resources. The course is limited to 35 participants. To register, visit https://go.unl.edu/feedingthecow. Fundamentals of Feeding the Cow Webinar Series

Southwest Nebraska Public Health Department

Southwest Nebraska Public Health Department (SWNPHD) is working with healthcare providers and other partners to reduce the rates of heart disease in southwest Nebraska. Heart disease is one of the top causes of death in southwest Nebraska and nationwide. Every 34 seconds in the United States, an adult dies from cardiovascular disease (CVD).

“We strongly encourage our residents to know their risk for heart disease,” states Lori Rowley RN, Public Health Nurse at SWNPHD. “Get health screenings regularly and talk to your doctor about your blood pressure, blood sugar, cholesterol, and other factors that could damage your blood vessels.”

Million Hearts is a national initiative to prevent 1 million heart attacks and strokes by 2027. It is co-led by the Centers for Disease Control and Prevention (CDC) and the Centers for Medicare &amp; Medicaid Services (CMS). Million Hearts is promoting evidence-based strategies to prevent cardiovascular disease, including reducing your risk and improving your heart health by following the “ABCS” of heart health.

· A: Aspirin. Take aspirin as directed by your doctor. Ask your health care professional if aspirin can reduce your risk of having a heart attack or stroke. Be sure to tell your health care professional if you have a family history of heart disease or stroke.

· B: Blood Pressure. Control your blood pressure. Blood pressure measures the force of blood pushing against the walls of the arteries. High blood pressure increases your risk for heart attack or stroke more than any other risk factor. Find out what your blood pressure numbers are, and ask your health care professional what those numbers mean for your health. If you have high blood pressure, work with your health care professional to lower it. · C: Cholesterol. Manage your cholesterol. Cholesterol is a waxy substance produced by the liver and found in certain foods. Your body needs cholesterol, but when you have too much, it can build up in your arteries and cause heart disease. Talk to your health care professional about cholesterol and how to lower your bad cholesterol if it’s too high.

· S: Don’t smoke. Smoking raises your blood pressure, which increases your risk for heart attack and stroke. If you smoke, quit. Talk with your health care professional about ways to help you stick with your decision. It’s never too late to quit smoking. Visit smokefree.gov or call 1-800-QUIT-NOW today.

Through a grant with the Nebraska Department of Health and Human Services, SWNPHD works with women through a program called Health Hub. Health Coaches help women to improve their heart health,

February is Heart Health Month

North Platte, Neb. – The Federal Aviation Administration (FAA) announced on Thursday the award of a $7,041,832 grant to the North Platte Airport Authority to kickstart construction of a new passenger terminal building at the North Platte Regional Airport (LBF) in Nebraska. 

The funds come via the Bipartisan Infrastructure Law Airport Terminal Program and is one of 118 grants awarded for FY2024 totaling $970 million. Of the 307 grants announced through the first three years of the program, LBF is one of just six airports to receive an award&nbsp;of $7 million or more&nbsp;with annual enplanements less than 20,000 passengers.

The Airport Authority expects an additional $16 - $17 million of federal funds to be allocated to the project via FAA-administered programs. The remainder of the estimated $25 - $30 million project will be financed via the Airport Authority’s Capital Projects Fund.

With this announcement,&nbsp;<a>the Airport Authority intends to begin construction later this year with targeted completion in fall 2025. The current terminal facility will remain operational during construction resulting in minimal impact to the traveling public.</a>

“This announcement is the news we’ve been waiting for to accelerate this project and maximize the federal contribution,” Airport Manager Justin Gosnell said. “It’s the culmination of several years of planning, design, and advocacy for the project, and the airport is now poised to make the project a reality.”

The North Platte Regional Airport serves a vital role in rural Nebraska's economy as the only primary airport within its 14,000 square mile, 15 county service area. It supports recent, local economic development successes including ongoing construction of a 500,000 square foot beef processing facility near the airport bringing an estimated 875 jobs to North Platte, and a proposed 300-acre rail park in nearby Hershey, NE. The project is intended to become a source of pride for the North Platte community, creating a modern landmark in western Nebraska.

The existing terminal was constructed in 1952 and is unable to provide an acceptable level of service for current and forecasted demand. The facility was designed for pre-9/11 traveler behavior with "50 seats for 50 passengers" in the secure hold room with little space for luggage and amenities. The addition of jet bridge boarding, modern restrooms, natural light, and food and beverage service pre- and post-security will meet today's airport user expectations.

The security checkpoint and baggage screening room in the existing terminal building are constrained and unable to accommodate preferred Transportation Security Administration (TSA) equipment. “A new facility is needed to keep up with airport safety and security standards, and to keep airline service viable in North Platte,” Gosnell described.

The airport is pursuing Leadership in Energy and Environmental Design (LEED) certification for the new terminal, which will feature modern, energy efficient building systems and a mass timber structure leading to reduced embodied carbon compared to steel construction. The scope of the project includes capturing, storing, and re-using stormwater runoff to satisfy non-potable water demand, photovoltaic skylight glass to provide renewable energy for building systems, and a Ground Source Heat Pump (GSHP) geothermal heating and cooling system to reduce energy demand. In addition, the terminal parking lot will feature multi-modal space for local public transit service, rideshare, and electric vehicle charging stations.

Finally, the existing terminal building has several accessibility shortcomings that will be addressed with the new facility. The new terminal will exceed minimum Americans with Disabilities Act (ADA) standards and feature a boarding bridge, code compliant restrooms, a mother’s room, and accommodations for service animals to provide equitable access for all travelers.

North Platte Airport Authority Awarded $7 Million Federal Grant for New Terminal Project

North Platte, Neb. – Great Plains Health is pleased to break ground on a new sports and therapy and orthopedic rehabilitation center. The center is located in a convenient, central location on the Great Plains Health campus at the corner of Jeffers and Leota Streets at 1520 S. Jeffers St.&nbsp;

“Our local board of directors strategically reviews campus planning and how Great&nbsp; Plains Health can best serve our region’s needs,” said Ivan Mitchell, Great Plains Health&nbsp; chief executive officer. “This project has been on our master campus plan since 2019&nbsp; because it offers our patients greater access and allows our skilled therapists an&nbsp; improved space to serve patients at the highest level.”&nbsp;

Set to welcome patients in late 2025, the center includes expanded equipment and&nbsp; space for all types of physical, occupational and speech-language therapy for all ages. The new space will include sports court flooring for our regional athletes needing therapy, expanded pelvic health and lymphedema programming, state-of-the-art walking&nbsp; lap pool with ramp access and a specific neurologic treatment area with the first zero&nbsp; gravity, three dimensional system in the state of Nebraska.&nbsp;

North Platte, NEB. - Crews responded to grass fire just north of North Platte on Twin Lakes Road Wednesday afternoon.&nbsp; The North Platte Volunteer Fire Department requested mutual aid from surrounding communities. The fire has been contained.

The Lincoln County Sheriff's Office announced that evacuations were requested for Calvary Hills Subdivision and Thunderhead Road around 4:00 pm. Those who were to evacuate from the area, shelter is available at the Salvation Army in North Platte.&nbsp;&nbsp;

According to the Lincoln County Sherrif's Department, roads are beginning to open back up.&nbsp; These roads are&nbsp;North Twin Lakes Road and Hall School Road. The roads were closed as emergency crews were battling the fire.

The cause of the fire is unknown, it's unknown how many acres were destroyed or if any injuries have occurred to livestock or individuals in the area.&nbsp;&nbsp;

Crews respond to a grass fire north of North Platte

LINCOLN, Neb. (AP) — Nebraska would become one of the last Republican-led states to enact a so-called&nbsp;<a href="https://apnews.com/article/ralph-yarl-shooting-stand-your-ground-69f91b0a09b25f9758219897f5890278">“stand your ground”</a>&nbsp;law under a bill presented to a legislative committee on Thursday.

State Sen. Brian Hardin, of Scottsbluff, said he brought the bill at the urging of his constituents and to keep residents who use deadly force while defending themselves from facing prosecution.

“This bill would ensure that we're not revictimizing a person who's already been a victim of a crime,” Hardin said. “It should be difficult to put someone in jail who was protecting himself.”

Nebraska is among a handful of states where the law says a person has a duty to retreat from threat if they can do so safely before using deadly force, with the exception of a person's home or workplace. Thirty-eight states — including all six of Nebraska's neighboring states — have stand your ground laws.

The concept&nbsp;<a href="https://apnews.com/article/trayvon-martin-florida-homicide-gun-politics-3907568281565b8cc191fcc66aadf318">came under national scrutiny</a>&nbsp;in the 2012 fatal shooting of a Black teenager from Florida, Trayvon Martin, by a neighborhood watch volunteer who was following him. The volunteer, George Zimmerman, was later acquitted after a trial in which his attorneys essentially used the law as a defense.

Critics have labeled the measure as a “shoot first” law and argue it makes it easier for a person to shoot someone and avoid prosecution by saying they felt threatened. Some prosecutors have complained that the laws have increasingly placed the burden on them to prove self-defense did not occur by defendants making a stand your ground defense.

The top prosecutor for Nebraska's most populous county, Douglas County Attorney Don Kleine, was the first of several people who testified against Hardin's bill Thursday, saying that the state's current law already allows latitude for those who are threatened with imminent harm.

“Obviously, if someone points a gun at you, you don't even have to think about that,” he said. “Of course you can defend yourself. I think this law change is unnecessary.”

While several people and groups, including the Nebraska Firearms Owners Association and Women for Gun Rights, testified in favor of the bill, others opposed it, citing several high-profile cases across the nation in the last decade that have called stand your ground laws into question. They included the 2020&nbsp;<a href="https://apnews.com/article/life-of-ahmaud-arbery-e869ad7dc4ae6b86635507d412e63319?utm_source=apnews&amp;utm_medium=relatedcontentmodule">fatal shooting of 25-year-old Ahmaud Arbery</a>&nbsp;in Georgia and the shooting last year in Kansas City, Missouri, that injured 17-year-old&nbsp;<a href="https://apnews.com/article/ralph-yarl-brain-injury-shot-teenager-black-kansas-city-e31994020e808dd622cb04c73236fd4c">Ralph Yarl</a>.

The two Black males were doing everyday tasks — Arbery was jogging and Yarl was knocking on the door of a home where he thought his brother was visiting — when they were shot by white men who later claimed they did so because they felt threatened.

Lawmaker looks to make Nebraska the latest state to enact controversial 'stand your ground' law

The Nebraska Game and Parks Commission will accept archery paddlefish permit applications March 1-14.

The application period begins at 1 p.m. Central Time on March 1. Postal mail applications must be received in Game and Parks’ Lincoln office by 5 p.m. CST and online applications by 11:59 p.m. March 14.

A nonrefundable $7 application fee is due at the time of application. Applicants supplying valid email addresses will be notified when the draw is complete. Those not providing valid email addresses will be responsible for monitoring their status online.

Results of the draw will be made available by March 20. Payment for awarded permits is due by 11:59 p.m. April 5.

Permits will be issued in a random drawing based on preference points earned; applicants with the most preference points will receive the highest priority. Permits awarded but unpaid will result in the applicant losing preference points and forfeiting the permit. Unpaid or unawarded permits remaining after the drawing will be made available to the next resident applicant, based on the random draw.

An applicant will receive a preference point if he or she is not awarded a permit in the drawing. An additional preference point will be added each year he or she is unsuccessful in the drawing. Any person who is issued a paddlefish permit and any person who does not apply at least once during five consecutive years will lose all accumulated preference points. In lieu of participating in the draw, anglers may purchase one preference point per season during the application period. The cost is $10 for residents and $20 for nonresidents.

Two people – both residents or both nonresidents – may submit a joint application. That application will be assigned to the applicant with the fewest preference points.

A person may have no more than two archery paddlefish permits per year: one earned via application and one bought over the counter if unsold permits remain. Permits and their accompanying tags are not transferable. Anyone fishing with an archery paddlefish permit also must have a valid Nebraska fishing permit.

LINCOLN&nbsp; — Calling it a means to preserve local homeownership, a state senator has proposed legislation to keep businesses without a tie to the state from buying single-family housing in Nebraska.

Under&nbsp;<a target="_blank" href="https://nebraskalegislature.gov/FloorDocs/108/PDF/Intro/LB1405.pdf">Legislative Bill 1405</a>, introduced by Omaha State Sen. Justin Wayne, a corporation, hedge fund or other business would not be able to purchase a single-family home in Nebraska unless that entity is domiciled in Nebraska and its principal members are state residents.

Speaking Monday to the Legislature’s Banking, Commerce and Insurance Committee, Wayne referred to an Ohio-based private company as an example. He said Vinebrook Homes has snapped up scores of homes in North Omaha to become one of the state’s largest landlords. Flatwater Free Press&nbsp;<a target="_blank" href="https://flatwaterfreepress.org/three-years-ago-they-didnt-exist-here-today-theyre-one-of-the-biggest-landlords-in-the-city/">has reported</a>&nbsp;on the company.&nbsp;

“Last year some sources suggest that one out of five homes sold in the country were bought by investors, mostly those under $200,000,” Wayne told the committee. “In Omaha it went from not being a problem to all of a sudden being a huge problem.”&nbsp;

He said the companies have the financial capacity to outbid average families, and the homes become “perpetual renterships.”

Much of the wealth-building in the United States is based on homeownership, Wayne said. “And that can’t happen when these out-of-state companies come in and block homes or buy them overpriced.”

He said he was inspired by the Omaha situation, but also by Gov. Jim Pillen’s idea to<a href="https://nebraskaexaminer.com/2024/02/06/gov-pillen-sen-dekay-look-to-prevent-foreign-adversaries-from-owning-nebraska-real-estate/">&nbsp;prevent foreign adversaries and sanctioned nationals</a>&nbsp;from buying land in Nebraska.

“I was like, Let’s just take it a step further and see if we can save some homes,” Wayne said.

Three people spoke in support of the bill during the public hearing. No one testified in opposition, though pushback came from a couple of lawmakers on the committee.

Omaha Sen. Brad von Gillern said he could imagine numerous ways a company could get around the law, including setting up different layers of ownership and shell companies, and he was not convinced this was an answer to preserving homeownership.&nbsp;

“As a pure capitalist,” he said, that he fundamentally opposes the idea but understood the motivation to want to preserve homeownership for low- to moderate-income Nebraskans.

Wayne said he recognized the proposal was not “perfect” or “ready for prime time.” But he said it was a concept the state had to start talking about.

Wayne Mortensen of NeighborWorks Lincoln told the committee that 13% of single family housing in Lincoln was owned by out-of-state entities. He said some neighborhoods are seeing dilapidation and housing decline due to absentee landlords with no accountability to the local community.

Sen. Mike Jacobson of North Platte said it was hard for him to fathom that the state would restrict property owners on “who they can sell their property to and how much they can sell it for.”

Said Jacobson: “At the end of the day, where do we say that capitalism ceases and we’re going to take over from a socialistic standpoint and put controls on who can control what inside the state of Nebraska?”

The committee took no immediate action Monday on whether to advance the proposal to full legislative debate.

LINCOLN — A bill to increase taxes on so-called “skill” video gaming machines that are now common in convenience stores and bars easily advanced Monday from first-round debate.

Legislative Bill 685 was introduced in the Nebraska Legislature&nbsp;<a href="https://nebraskaexaminer.com/2023/10/19/steep-increase-and-spread-of-slot-machine-like-skill-games-prompt-concern/">amid a rapid increase</a>&nbsp;in the games and a desire to harness some of their proceeds for property tax relief.

The skill games look and operate much like video slot machines in casinos, but they require some “skill” to win. Thus, they are regulated differently from slot machines, which are considered games of chance.

But state problem gambling officials say the skill games are just as addictive, and harmful, as regular slot machines.

Nebraska has seen a 60% increase in skill game machines across the state over the past year.

More than 5,800 licensed skill games can now be found at 1,611 locations, according to state registration figures. Machines are in truck stops, gas stations, convenience and grocery stores, service clubs and even a “de facto” casino.

An initial proposal from State Sen. John Lowe of Kearney&nbsp;<a href="https://nebraskaexaminer.com/2024/01/22/compromise-on-taxing-skill-games-gets-a-thumbs-down-from-small-operators/">ran into pushback from operators of the devices,</a>&nbsp;who called it heavy-handed and likely to put them out of business.

So Lowe came back with a compromise that he said responded to some of the criticism.

Among the provisions in LB 685 advanced on a 31-0 vote on Monday were:

Elmwood Sen. Rob Clements, who has introduced a bill this year to repeal the state’s inheritance tax, said LB 685 might provide some replacement revenue for counties — which currently get more than $60 million a year in inheritance tax revenue.

A fiscal note based on the initially proposed 20% tax estimated revenue of about $2.2 million a year for counties and cities. A fiscal estimate on a 5% tax was not immediately available. Such estimates are typically not made until after an amendment is adopted, as happened Monday.

Initially, a tax of 20% had been proposed, which is the same rate paid by casino video slots.</li><li>Businesses that have skill games would be required to derive 60% of their revenue from sources other than the games. That is an attempt to prevent defacto casinos that are filled with the machines. Veterans and fraternal clubs would be exempt from that requirement, and their machines would not be subject to taxes.</li>

State senators advance compromise bill to increase tax revenue, oversight of now common ‘skill’ games

FEBRUARY 13, 2024 (LINCOLN, NEB.)&nbsp;&nbsp;—&nbsp; Nebraska State Patrol troopers removed 18 impaired drivers from the road this weekend as part of a special enforcement effort around the Super Bowl. The campaign included numerous law enforcement agencies across the state and entire country.

In total, troopers arrested 18 motorists for driving under the influence. Troopers also issued citations for speeding (144), minor in possession of alcohol (2), driving under suspension (13), no seat belt (2), and improper child restraint (2). Troopers also performed 63 motorists assists over the weekend.

NSP’s effort was made possible thanks in part to grant funding from the Nebraska Department of Transportation – Highway Safety Office.

As 2024 continues, NSP reminds all motorists to help keep Nebraska roads safe. Always drive sober, follow posted speed limits, avoid distractions, and wear your seatbelt. Troopers will participate in many additional traffic safety initiatives throughout the coming spring and summer months.

Troopers Arrest 18 Impaired Drivers in Super Bowl Campaign

In 2023, seven organizations across the communities we serve were chosen to receive a total of approximately $16,500 in donations.NebraskaLand Bank's "My Fair Share" program has been empowering employees since 2004. Employees choose how much they donate and which organizations they support. "You see our staff all the time out in the community doing volunteer work, but My Fair Share is a program where they are actually donating from their paychecks to these programs. These organizations were chosen by the employees of NebraskaLand Bank showcasing their dedication to giving back to their local communities.In the past, organizations such as the North Platte Area Children's Museum, PAWS-itive Partners, Rape &amp; Domestic Abuse Program, and the North Platte Trails Network received donations from the "My Fair Share" program. North Platte, NEB. - The Annual Glow Big Red campaign is getting ready to kick off tomorrow for 24 hours beginning at 12:00pm central time and will end on February 15th at 12:00pm central. North 40 Chophouse in North Platte is supporting the Nebraska College of Technical Agriculture in Curtis during this year's campaign.&nbsp;

For those interested in donating during Glow Big Red for the Nebraska College of Technical Agriculture, folks who donate $500 will receive a $50 gift card to North 40 Chophouse and those who donated $1,000 will receive a $200 gift card to North 40 Chophouse. Lincoln, NE–February 12, 2024–Lucas Swarthout of North Platte is the seventh winner of a 2023 Ford F-150 XLT 4x4 SuperCrew Flex Fuel truck in the 28th edition of the Nebraska Lottery’s $2 Truck$ &amp; Buck$ Scratch game.

Swarthout purchased his winning Truck$ &amp; Buck$ ticket at Kwik Stop #01 at 120 South Jeffers St. in North Platte. He was presented with his new truck at Kwik Stop on Monday, February 12 by Nebraska Lottery officials.

Back in early fall of 2023, Swarthout bought himself a Truck$ &amp; Buck$ ticket, put it in his glove box and then promptly forgot about it. That’s where it stayed until February when he found it by coincidence.

“I was cleaning out my glove box,” Swarthout said. “I was looking for a VIN number on my other vehicle and found the ticket in there unscratched.”

The ticket had been in there for months, he said, and Truck$ &amp; Buck$ isn’t a game he plays very often. He just had an inkling and went for it.

Swarthout said he originally wasn’t too sure if he’d be keeping the new truck until he found out that the taxes and registration are taken care of by the Nebraska Lottery.

“That just makes it better,” he said. “When you find out there’s no financial strings attached to it.”

The 28th edition of the Nebraska Lottery’s popular $2 Truck$ &amp; Buck$ Scratch game features the 2023 Ford F-150 XLT 4x4 SuperCrew Flex Fuel truck as its top prize. Players have the opportunity to win one of eight Ford F-150 trucks as well as cash and Ethanol-enriched fuel prizes. North Platte Man Claims Seventh Truck$ & Buck$ Truck

The North Platte Police Department participated in the “Fans Don’t Let Fans Drive Drunk”, impaired driving campaign.&nbsp; Sixteen traffic contacts were generated in the twenty hour, grant funded enforcement period.&nbsp; 

Of the sixteen traffic contacts generated, three drivers were arrested for Driving Under the Influence of Alcohol.&nbsp; One person was apprehended on an active arrest warrant, and one person was arrested for Driving Under Suspension.&nbsp; The Police Department would like to thank the citizens of North Platte for all their efforts in making Super Bowl Sunday a safe event.
