LINCOLN — A flood of memories returned for North Platte photographer 
George Hipple when he heard the news that former President Jimmy Carter 
had entered hospice care.

Hipple had served as the official photographer for the former 
president for 13 years when he participated in Habitat for Humanity 
“builds” in such faraway places as India, Africa and the Philippines.

“He meant so much to so many people,” he said. “You couldn’t help but be influenced by a man like that.”

Carter, 98, decided to spend his “remaining time at home with his 
family and receive hospice care instead of additional medical 
intervention,” the <a target="_blank" href="https://apnews.com/article/politics-united-states-government-gerald-ford-ronald-reagan-hospice-care-f4e26c10a7b366f14e62f690da403b0a">Associated Press reported Feb. 21.</a>

Hipple, 63, would accompany Carter and Habitat for Humanity 
volunteers for two to four weeks at a time as they built homes in the 
U.S. and abroad.

Carter and his wife, Rosalyn, had been involved with the charity for 35 years.

Hipple said Jimmy Carter was the face of the organization and was 
often mistaken as its founder. Millard Fuller, a lawyer, and his wife, 
Linda, founded the Christian organization in 1976.

Carter’s involvement was not for show, according to Hipple.

Work days would begin as early as 4 a.m. and extent into the evening,
 he said. Carter, whose peanut farmer background was legendary, would 
often urge celebrities who showed up at Habitat sites to do more than 
pose with a hammer.

&nbsp;“There was nothing that would tick off Carter more than to see someone not working,” Hipple said. ” ‘Get back to work. That’s what we’re here for,’ he’d say.”

“Even in my 40s when working with him — he was in his 80s — I literally would be worn out at the end of the day.”

&nbsp;“That’s why he was president,” Hipple said of his endurance and dedication.

Hipple, who operates a photo studio in North Platte and works with 
the state parole and probation programs, said he served as a volunteer 
when photographing the former president, though Habitat for Humanity 
paid for his flights and other expenses.

Hipple said his work led to meeting celebrities such as Garth Brooks 
and Brad Pitt on builds in Haiti and India. He also was invited to a 
state dinner held for Carter in the Philippines, where Hipple was born.

“To actually be a part of that was amazing,” Hipple said. “This dude from Nebraska … on the world stage doing that.”

The knock on Carter, he said, was that he was better after being 
president than when he was while in the White House. The former 
president was awarded a Nobel Peace Prize in 2002 for his dedication to 
finding “peaceful solutions” to international conflicts.

The photographer said he gave up his Habitat post about five years 
ago but still recalls following Carter in his hometown of Plains, 
Georgia.

Carter taught Sunday school classes when he was home, Hipple said, 
and would take the time to sit and talk to people who had come to see 
him at the church.

“He was just like you and I,” he said. “Normal people. He just had a higher calling than any of us.”

Van Kirk Sand &amp; Gravel, Inc. of Sutton, Nebraska is the contractor for this project. Work includes grading, culverts, and seeding. Traffic will be maintained with intermittent lane closures. A 12-foot width restriction will be in effect. Anticipated completion is May 2023.

Motorists are reminded to drive cautiously in and near work zones, to buckle up, and to put phones down.

I-80 work set to begin west of North Platte

The North Platte Community College music department will highlight African American songs and composers during its spring concert March 9.

The audience will hear performances by the college’s jazz band, The Jazzy Knights, and concert choir, The Knightingales.&nbsp;

Selections will include: “United in Purpose” by Rollo Dilworth with words by Maya Angelou, “Precious Lord, Take My Hand” by Thomas Dorsey and folk song, “Bring Me Little Water, Silvy,” by Huddie Ledbetter.

“We have not yet had a concert featuring African American composers, and I am excited to share these great men and women with the public,” said Kristin Simpson, music instructor. “Following the concert, audience members will have the opportunity to write out and share their own dreams on a board featuring civil rights activist Martin Luther King Jr.”

The following students and community members will perform:

North Platte – Avrianna Hayes, Don Kurre, Raven Neiwerth, Brenden Pankonin, Lisa Pickett, Anja Tejral, Cole Vencill

North Platte CC spring concert set for Thursday

LINCOLN — Property Tax Administrator Ruth A. Sorensen has announced that the examination for the Nebraska County Assessor/Deputy County Assessor Certification
will be given on Thursday, May 11. Candidates interested in taking this examination will test
in one of the Department of Revenue’s offices in either Lincoln or North Platte. The examination
is held from 9:30 a.m. to 3:30 p.m. with a one-hour break for lunch.


Applications accompanied by the applicable fee must be submitted to the Department of Revenue
no later than May 1.


Certification and eligibility to hold office as a county assessor or deputy county assessor requires
successful completion of this examination. Nebraska law prohibits an individual from filing for,
or being appointed to, the office of county assessor or serving as deputy county assessor without
a valid Nebraska Assessor Certificate. In addition, this certificate is required to be eligible to file

While the track of the impending winter storm remains uncertain, the National Weather Service said on Tuesday afternoon patchy freezing drizzle is expected to begin early Wednesday morning in North Platte.

In its update Tuesday afternoon, the NWS predicted 1 to 2 inches of total snow from Wednesday through Thursday — with a 56 percent chance for 2 or more inches of snow.

Heavier snow is now expected to remain north-northeast of North Platte, with some area receiving up to 6 inches of snowfall.

The system likely will bring a wintry mix, as the high temperature Wednesday and Thursday will be in the upper-30s to low-40s.

Winds will pick up Thursday, as well, sustained at 15 to 20 mph and gusting to 30 mph.

The U.S. 30 closure and detour were necessary for ongoing construction work on the North Platte River
bridge east of North Platte. This was the last of three planned detours for the construction project.

NORTH PLATTE&nbsp; — During the evening hours of Saturday, March 4, investigators with the Nebraska State Patrol conducted alcohol compliance checks in Keith and Chase Counties.

This project was supported in whole or part by grant #93.959 under the SAMHSA Center for Substance Abuse Prevention, Region II Human Services, and the Nebraska DHHS Division of Behavioral Health.&nbsp;

In total, 11 businesses were inspected. One business sold alcohol to a minor for a non-compliance rate of 9%. All the businesses checked the minor’s ID. The business that failed the inspection was:

Businesses that sell alcohol to a minor are referred to the Nebraska Liquor Control Commission. Clerks who sell alcohol to a minor are cited for procuring alcohol for a minor. The businesses included convenience stores, restaurants, liquor stores, and bars.

Alcohol compliance checks held in Keith, Chase counties

AP -&nbsp;An employee of Catholic Charities of Omaha alleges in a lawsuit that she suffered emotional and physical injuries after an active shooting drill was staged at the organization's headquarters last year.

Sandra Lopez said in the lawsuit that administrators did not warn her or other employees about the drill on May 19, 2022. One administrator who knew it was staged told her, “It is a shooting” as they ran out of the building together, according to the lawsuit.

Lopez said she first heard three loud bangs on the door of the office suite where she works and an administrator in the hallway shouted for people to get out of the building.

Lopez heard what she thought were gunshots and saw an employee on the ground outside the building, apparently severely wounded or dead, causing her to “fear for her life,” according to the lawsuit.

“The conduct of Catholic Charities caused Sandra Lopez emotional distress so severe that no reasonable person should be expected to endure it,” the lawsuit said.

Lopez’s attorney, Thomas White, said Monday that Catholic Charities intentionally injured Lopez and other employees by not informing them the drill was fake.

Denise Bartels, the executive director of Catholic Charities of Omaha, and the organization's attorney, Heather Veik, did not immediately return phone messages and emails seeking comment on Monday.

Veik has filed a motion to dismiss the lawsuit, which was filed in January. A hearing is scheduled for March 14.

Ken Trump, president of the Cleveland-based National School Safety and Security Services, said in the past organizers of active shooter drills would not notify employees ahead of time because active shooters don't give any warning.

But, he said, because of the “intense focus” on preparing for active shooters after several shootings, the thinking has changed to include such steps as training, tabletop exercises and other planning before having a live drill.

“It’s a balancing act," Trump said. “Are we going to create more trauma, chaos, confusion and harm than we are doing good? Yes, we need to do training but what is the appropriate context? What steps have we taken leading up to a drill?”

Lopez has been diagnosed with post-traumatic stress disorder and is being treated for back pain she suffered when she jumped from a wall while she fled, according to the lawsuit.

Lopez, who still works at Catholic Charities, eventually ran to a nearby Scooter's Coffee shop, where she called her son, Stephen Lopez, who picked her up.

When Stephen Lopez called John Hurter, chief of operations for the organization, to tell him his mother was safe, Hurter told him the “shooting” was just a drill.

When Stephen Lopez asked Hurter why employees were not warned, he replied, "We wanted to see how people reacted,” according to the lawsuit.

The man who was hired by Catholic Charities to stage the drill, John Channels,&nbsp;<a href="https://apnews.com/article/shootings-arrests-nebraska-omaha-93d8d2c1c0ed73887cbd24ab32dbef85">of Omaha, was charged in August</a>&nbsp;with five counts of making terroristic threats and one weapons count. Channels is not named in the lawsuit.

When charges were filed, Bartels said Channels misrepresented himself and his qualifications, did not follow agreed upon procedures and didn't communicate with law enforcement officers, the Omaha World-Herald previously reported.

According to a police arrest affidavit, Channels told Catholic Charities administrators that law enforcement officers would be present during the drill. But no officers were present for the drill and Omaha police have said they were not told about it beforehand.

Channels' attorney, Erin Wetzel, did not respond to a request for comment on Monday. She previously said that Channels, who owns a security business, provided written notice about the drill to Omaha police, the Nebraska State Patrol and the Douglas County Sheriff’s Office and was assured officers would be present.

Veik's motion contends the matter should be decided in worker's compensation court, not in Douglas County District Court.

White said that what happened to Lopez is different from most cases that go through worker's compensation, which involves someone being hurt through negligence, rather than intentionally.

“That is the question in this case, would a jury believe that they intentionally harmed her,” White said. “We believe that’s what they intended and we'll see what the results are.”

One administrator who knew it was staged told her, “It is a shooting” as they ran out of the building together, according to the lawsuit.Lopez said she first heard three loud bangs on the door of the office suite where she works and an administrator in the hallway shouted for people to get out of the building.Lopez heard what she thought were gunshots and saw an employee on the ground outside the building, apparently severely wounded or dead, causing her to “fear for her life,” according to the lawsuit.“The conduct of Catholic Charities caused Sandra Lopez emotional distress so severe that no reasonable person should be expected to endure it,” the lawsuit said.Lopez’s attorney, Thomas White, said Monday that Catholic Charities intentionally injured Lopez and other employees by not informing them the drill was fake.Denise Bartels, the executive director of Catholic Charities of Omaha, and the organization's attorney, Heather Veik, did not immediately return phone messages and emails seeking comment on Monday.Veik has filed a motion to dismiss the lawsuit, which was filed in January. Leadership Nebraska honors 30 graduates

LINCOLN — At 5:21 one evening, freight train crews could not tell 
whether a pickup truck was parked on railroad tracks because of the 
curvature of the path.

Though the train had improved technology, Amanda Snide said there was
 no indication the truck was there. Emergency brakes were applied at 38 
mph, needing to stop a train of 21,000 tons in time.

At 5:23 p.m., Snide, a conductor for Union Pacific, said the train stopped just in time, nine feet short of impact.

Snide and other train personnel detailed to the Transportation and 
Telecommunications Committee stories of how two-person train crews 
helped to save lives.

Jeff Cooley, president of Local 200, detailed his case of saving a 
4-year-old girl who sat on the tracks crying because her parents were 
fighting at home. Cooley said once he saw her hair blowing in the wind, 
he knew to stop.

<a target="_blank" href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=50311">Legislative Bill 31</a>,
 proposed by State Sen. Mike Jacobson of North Platte, would require 
that freight trains have at least two crew members. The bill has been 
brought for multiple years in a row with no action.

There is some movement in Congress to require two-person crews after a
 train derailment in East Palestine, Ohio, that has brought ecological 
uncertainty to the area.

Supporters of the Nebraska bill, however, urged lawmakers not to wait on federal action.

“Nebraska has the chance to change things. You have the chance to 
change things,” Snide said. “You guys have the chance to help make 
Nebraska safe for not only us — the locomotive engineers that ride the 
trains with us and the towns that we travel through.”

Opponents of the proposal, largely consisting of railroad 
organizations and the Nebraska Chamber of Commerce and Industry, said 
the issue is better handled through collective bargaining.

They said if a decision must be made, the Legislature should defer to the federal government.

Jacobson said at least eight other states require two-person crews, 
which he said can help in preventing collisions, derailments and blocked
 crossings. This is because train engineers must stay in the engine with
 a multitude of responsibilities.

Conductors are the second crew members, the right-hand support who 
inspect the train, communicate with dispatch and the engineer and act as
 first responders.

“Conductors are a necessity for the safe, efficient operation of the railroad,” Jacobson said.

Jason Meyers, who said he started as a conductor in 2006 and became 
an engineer in 2012, emphasized that LB 31 would not change anything.

Instead, it would help to maintain the status quo and keep a two-person crew as a safety standard.

“Safety is very, very important to all of us,” Meyers said. “We go 
home safe because we make that effort. We choose to do so. It’s 
facilitated through the railroads, but it’s on us.”

Rod Doerr, vice president of crew management system and interline 
operations for Union Pacific, said crew requirements are largely a 
result of collective bargaining as part of the Railway Labor Act.

Technology evolutions have been a “catalyst” for negotiations to 
occur, Doerr said, but Jacobson’s legislation could hurt future 
conversations, Doerr said.

“Any legislation that attempts to open the terms of these collective 
bargaining agreements threatens the integrity of labor agreements and 
compromises future cooperation in negotiations,” Doerr said. “After all,
 who knows the railroad issues facing the industry better than the very 
people that work for and manage these operations?”

State Sen. Machaela Cavanaugh of Omaha, a committee member who also 
added her name to the legislation Monday, criticized Doerr and other 
opponents for using the two-person crew — the current standard — as a 
“bargaining chip” over wages, benefits or safety.

“It’s a bargaining chip that you are asking the Legislature to give 
you, and I don’t think you’re making a case for why we should,” 
Cavanaugh said.

Jeff Davis with BNSF Railway said that a culture promoting safety is 
important but that companies need to be able to use the technology 
they’ve invested in.

Nichole Bogen, legal counsel for Nebraska Central Railroad, voiced 
concerns with the broad, general language in Jacobson’s proposal and 
whether her client would be in compliance.

Jacobson said that was done intentionally to leave flexibility in matching the law.

Bogen added there could be legal challenges with federal legislation 
in progress, but Jacobson countered that two-person requirements have 
been upheld in the past and would likely continue to be upheld.

Ron Sedlacek, general counsel for the Nebraska Chamber of Commerce 
and Industry, said the chamber recommends uniform regulations rather 
than a “patchwork” in different states.

Jacobson said he, too, wants to see standards from the federal government and the Federal Railroad Administration.

“But until that time, this is pushing in the right direction,” Jacobson said.

A recent derailment outside Gothenburg, Nebraska, has also gotten the
 attention of Gov. Jim Pillen with the Public Service Commission.

“Recently, there have been multiple railroad derailments in Nebraska 
while key railroad inspector positions have remained unfilled at the PSC
 for years,” Pillen said Monday in a statement. “I call on the PSC to 
refocus on its core duties and remain diligent in bettering rail 
safety.”

Tim Schramm, a commission member, testified in a neutral capacity on 
LB 31 and focused instead on why the commission has not hired a track 
inspector for at least a decade.

Schramm said the reason the position has not been filled is that 
appropriations to fund the position have been rejected by the 
Legislature year after year.

“The commission recognizes the importance of ensuring public safety 
and safety rail employees that do the important work in moving necessary
 goods and commodities in the state,” Schramm said.

Blood drive scheduled Wednesday at North Platte High

LINCOLN —
 Nebraska State Troopers removed from the road 12 impaired drivers 
during the first weekend of a special enforcement operation focused on 
traffic safety during the NSAA State Basketball tournaments.

From
 Wednesday through Sunday, troopers arrested 12 people for driving under
 the influence. Troopers also stopped 19 drivers
 for speeding at 100 miles per hour or more. There were no fatality 
crashes reported to the Nebraska Department of Transportation this 
weekend.


In
 addition to the 12 people arrested for driving under the influence, 
troopers issued citations for speeding (370), open
 alcohol container (12), driving under suspension (34), no seat belt 
(8), improper child restraint (7), and minor in possession (5). Troopers
 also assisted 142 motorists in need of help on the road.

Troopers
 will continue the special enforcement operation during the NSAA Boys 
State Basketball tournament this week, which
 starts on Wednesday and runs through Saturday. This effort is made 
possible thanks in part to grant funding from the Nebraska Department of
 Transportation – Highway Safety Office.

Warmer weather and longer days are starting to show up, giving so many of us hope and excitement for the new growing season. Even though it is very tempting to start yard and garden work to clean up from the winter, we need to beware of "False Spring", where the warm days can be followed by cold snaps and potential spring blizzards that will visit the region at some point in March and April.&nbsp;

Cleaning up flower beds, gardens, and early lawn mowing will remove protective dead plant materials that help serve as an insulating buffer from the continued cold snaps that will probably show up in the next month or so. Tender plant material that is exposed to the cold weather can cause damage that can weaken or even kill plant material. Here are some tips to consider now, and through mid-April on gardening related jobs in our very uncertain weather.&nbsp;

 <li>Now is a great time to sharpen lawn mower blades and service mower engines so they are good working order for when the mowing begins for the growing season.&nbsp;</li><li>Do not mow bluegrass or tall fescue lawns until they have broken dormancy and are greening up for the season, usually around mid-April. Remember to keep the mower height at 3 inches tall for the mowing season and remove no more than 1/3 of the grass in one mowing, leaving 2/3 of the grass intact to grow back.&nbsp;</li><li>Clean up garden tools that have been in winter storage. Now is a great time to remove rust from tools and lubricate them as needed so they are ready for the gardening season.&nbsp;</li><li>Do not clean dead plant material and mulch out of flower beds and gardens spots. This dead material may look unsightly to some, but they serve as a protective buffer for tender, emerging perennial plants that are starting to peak out from under the layers. This protective layer also serves as a home for many beneficial landscape insects for the winter. Leave this layer intact until mid-April in Western Nebraska.</li><li>Wait to prune rose canes and dead landscape plant stems until mid-April. Early pruning can initiate early, tender plant growth that can be severely damaged or killed during future cold snaps.&nbsp;</li><li>When pruning landscape plant stems back in mid-April, leave eight inches of dead stem behind for pollinating insects to use as a habitat for the next generation of native bee species as a natural "bee hotel" to improve pollinator insects in landscapes and gardens. New growth from plants will "hide" these stems from view.</li><li>Rose canes can be pruned back in mid-April at a 45-degree angle on the cane. Prune dead cane material back to where new growth is present.&nbsp;</li><li>Do not start lawn sprinkler systems at this time to avoid damage to back flow devices, irrigation lines, sprinkler heads, and breaking dormancy in the lawns.</li>

Battle of the Heroes cornhole tourney next month in North Platte

NORFOLK — The Nebraska State Patrol is now able to publicly identify the victim of last week’s fatal shooting that occurred near Hartington.

The victim has been identified as Israel Matos-Colon, 31, of Fowlerville, Mich. Next of kin has been notified.&nbsp;

The investigation began after the Cedar County Sheriff’s Office received a 911 call regarding a shooting shortly after 9 a.m. Wednesday. They responded to the scene, which was a tower work site near the intersection of Highway 57 and 885 Road, approximately two miles north of Hartington. Several crew members working on the tower were present at the time of the shooting. Other crew members attempted life-saving measures on the victim.

Matos-Colon was transported to the Avera Sacred Heart Hospital in Yankton where he passed away. The Cedar County Sheriff’s Office requested the Nebraska State Patrol to conduct the homicide investigation.

Preliminarily, investigators believe that the shooting occurred during a workplace argument between the suspect and the victim. <a href="https://northplattepost.com/posts/597c2c61-e546-4c19-8db4-2d55498cd950">The suspect, identified as David Phillips, 20, of Kenner, La.,</a> has been lodged in the Cedar County jail for second-degree murder, possession of a stolen firearm and use of a deadly weapon to commit a felony.

NSP updates murder investigation, IDs shooting victim

Every spring Nebraska’s central Platte River valley hosts one the most remarkable wildlife spectacles in North America: sandhill crane migration. More than 500,000 cranes will descend there to rest and refuel before continuing their journey north.

One popular place to view these birds is Fort Kearny State Recreation Area, located southeast of Kearney. At dawn and dusk, visitors can walk the park’s hike-bike trail to a bridge over the Platte, where birds gather to roost in the river. And during the day, the cranes take to the surrounding fields to find food. The visitor center at Fort Kearny State Historical Park – adjacent to the SRA – acts as an information center for crane viewers, offering tips on where to find the birds.

Park superintendent Joe Blazek says this is perhaps the greatest advantage to viewing cranes at Fort Kearny: all the information that’s available. “We know where the cranes are,” Blazek said. “We’ll guide you and tell you where you can have the best chance of seeing the cranes. It’s better than being on your own.”

The visitor center is open daily from 9 a.m. to 5 p.m. The admission fee is $4 for adults, $1 for children ages 3 to 12, and free admission for children ages 2 and under. Guests also can watch a 15-minute video presentation on the cranes and learn more about their migration journey.

Another advantage to viewing cranes at Fort Kearny, Blazek said, is the range of viewing experiences available. Besides watching the cranes feeding during the day, visitors can see as many as 20,000 birds roosting in the river at night from the Hike-Bike Trail bridge. The bridge is one-third mile from the parking lot, and the best viewing times are a half hour before sunrise and sunset. The trail is flat and paved, Blazek said, and it isn’t a strenuous walk.

Blazek offered a few tips for those planning to view the cranes from the bridge:

The National Weather Service in North Platte is predicting another round of snowfall for the area this week.

There is a 20 percent chance of snow beginning Tuesday night, increasing to an 80 percent chance of precipitation by Wednesday night through Thursday.

After a high in the 40s on Monday, the NWS is predicting daytime highs in the low- to mid-30s through the work week.

NWS: Chance of more snow arrives mid-week

Plains Health’s Callahan Cancer Center is a part of the annual statewide effort led by
the Nebraska Cancer Coalition to heighten awareness of lifesaving colorectal cancer
screening during Colorectal Cancer Awareness month. This year, the campaign focuses
on the official recommended age for colorectal cancer screenings being reduced from
50 to 45.


Dr. Todd E. Hlavaty, who has served as the medical director of the Callahan Cancer
Center at Great Plains Health for nearly three decades, also serves on the board of
directors for the Nebraska Cancer Coalition.


“Screenings save lives,” said Dr. Hlavaty. “We must be proactive about our health and
take screenings seriously because they can make all the difference in a patient leading
a long and healthy life with their family.”


The team at the Callahan Cancer Center participated in the #DressInBlueNE campaign
on March 3 to raise awareness of colorectal cancer, which is the second deadliest
cancer in Nebraska.


Incidences of colorectal cancer diagnosis and death remain higher in Nebraska
compared to overall U.S. rates. Additionally, rates of colorectal cancer have increased
in recent decades among individuals younger than 50, leading to the official
recommended age for colorectal cancer screening being reduced to 45.


“Colorectal cancer screening is critical, as symptoms often only become prevalent in
later stages of the disease when it’s much more difficult to fight back. It’s important for
Nebraskans ages 45 and older speak with their health care provider about screening as
soon as possible, especially those who have postponed appointments because of the
pandemic,” said NC2 President Dr. Alan Thorson. “Colorectal cancer is preventable,
treatable and beatable, but you don’t know if you don’t go.”


There are multiple safe, affordable options available for screening, including at-home
test kits. Individuals are encouraged to contact their primary care provider to start a
conversation about screening.

NEW YORK — University of Nebraska at Kearney students took first place in two categories during the Intercollegiate Broadcasting System Media Awards competition.

Jon Willis, a sophomore sports communication major from Omaha, won the best station or event promotion category for his Loper sports promo and Ethan McCormick, a sophomore sports communication major from Bennington, claimed the top award in the best pregame or postgame show category for “Loper Gameday Postgame.” Both students are part of the sports broadcasting team for the campus radio station, KLPR 91.1 FM.

The IBS Media Awards were presented Feb. 25 during the organization’s annual conference at the Sheraton Times Square in New York City. The college broadcasting competition includes campus radio and television stations from across the country.

In addition to the overall winners, UNK students were national finalists in several other categories. Those include:

“I am extremely blessed to be surrounded by students who are not only talented but also work hard. This particular group of students is incredibly fun to be around, too. They make coming to work every day something to look forward to,” said Ford Clark, a senior lecturer in the UNK Department of Communication and general manager of KLPR.
