LINCOLN — Each year, the Nebraska Attorney General’s Office invites fifth&nbsp;graders from across the state to participate in the&nbsp;Nebraska Missing Children’s Day&nbsp;poster contest. The posters are intended to raise awareness of missing children and remind parents, guardians, and caregivers to make the safety of their children a priority.

Molly Bracht&nbsp;from West Point is the 2023 first-place contest winner. The winning poster portrays a little girl in brightly colored clothes, sitting with her arms hugged around her legs with a dark cityscape contrasted behind her. 

Molly wrote, “She has her head down because she is stressed, sad, and anxious because she is not with her family.” In her essay, Molly said, “She is wearing bright clothes against a very dark city; because in the moment, she has to be bright and lift up her spirits so she can find her family.”

2nd: Emillea American Horse, Gordon 3rd (tie): Abby Hickenbottom, Ansley 3rd (tie): Coralee Schurr, Eustis

As the winner of the statewide contest, Molly’s poster will be submitted to a national competition with the U.S. Department of Justice. The national winner will be awarded at the annual ceremony in May recognizing&nbsp;National Missing Children’s&nbsp;Day.

Western Neb. students win Missing Children's Day poster contest

North Platte Community College will induct students into the Alpha Beta Theta chapter of the Phi Theta Kappa Honor Society later this month. The ceremony is free and open to the public.&nbsp;

It will begin at 1:30 p.m. March 26 in the McDonald-Belton Theater on the NPCC South Campus, 601 W. State Farm Road.

Dr. Stephen Chicoine, sociology and criminal justice instructor at the college, will be the guest speaker. Other activities will include a candle lighting ceremony and a presentation of yellow stoles, which new inductees will wear at commencement May 12.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

PTK is the world’s largest and most prestigious honor society for two-year college students, and NPCC is home to the Alpha Beta Theta chapter.&nbsp;

Students are invited to join based on their grade point average. To be considered, they must complete a minimum of 12 credit hours and have a GPA of at least 3.5.

The drought reduced hay production across much of 
Nebraska last year. This winter has maxed out hay supplies. Many 
cow-calf producers are short on hay and questioning if they have enough 
to make it to green grass. In addition, spring-calving
 cowherds are at the time of year when nutrient requirements are 
highest. Nebraska Extension is hosting a webinar, Thursday, March 16, to
 discuss options for getting lactating cows fed until pasture is 
available to graze.

The webinar will start at 6 PM MT/7 PM CT and will 
discuss management practices to help pastures recover from drought, 
feeding pairs in confinement when hay is in short supply, spring-planted
 small grain forages that may be able to enhance
 the current forage supply, and management strategies for cow-calf pairs

LINCOLN — The Post area started the week with five area boys basketball teams representing the area in Lincoln for the NSAA Boys State Basketball tournament. Four remain, three of those playing for two spots in Saturday's D1 state championship game. North Platte St. Pat's plays Dundy County-Stratton at 9am at Devany&nbsp; Center Friday morning, followed by Maywood-Hayes Center at 10:45am right after that game. St Pat's defeated DCS 65-60 earlier in the season. 

If Maywood-Hayes Center should win today and play either NPSP's or DCS, that would be a rematch also. May/Hay lost to North Platte St. Pat's in there subdistrict final 39-40, and defeated DCS three times during the regular season by a combined fifteen points.&nbsp;

In Class C1, Ogallala (27-0) will play Ashland-Greenwood, a rematch from last years state quarterfinal game with AG won, going on to win the C1 state title. OGALLALA — Second Chapter Brewing, located in the former Goodall City Library in Downtown Ogallala, and&nbsp;Lake Mac Shack, the on-site food truck, are&nbsp;pleased to announce&nbsp;that that they have been selected as an official 2023 Nebraska Passport stop by Tourism Nebraska.&nbsp;The Passport inspires Nebraskans and tourists to travel throughout the state collecting stamps to earn prizes while also supporting Nebraska's tourism destinations and local businesses. Passports will be available at participating stops starting May 1 or can be pre-ordered at&nbsp;<a href="http://nebraskapassport.com/">NebraskaPassport.com</a>.

Second Chapter Brewing opened for business in January in downtown Ogallala. Patrons can enjoy quality craft beer, brewed in-house in the beautiful, renovated former library. The taproom has a relaxed, family-friendly&nbsp;atmosphere where you can view the brewery production space or sit on a shaded deck in warmer weather.&nbsp;

Brewery owners Lisa Kraus and Richard Gibson purchased the former Goodall City Library in 2021 after an open, public call from the City of Ogallala for the “best proposed use” of the former library building. The brewery was pitched as an opportunity to create a family-friendly environment, enhancing downtown and becoming a destination for both tourists and residents. Kraus and Gibson had been looking for a way to bring a new amenity to Kraus’ hometown and to start a new chapter for themselves as business owners.

“We are so grateful for the opportunity presented by the City of Ogallala in purchasing and repurposing the building, which has so much character and history.” Kraus said. “We could not have completed this project without the community’s support or without the assistance of the Community Redevelopment Authority and LB-840 Economic Development Act.”

This business represents a “Second Chapter” in several ways. Not only is this a new chapter for the building and for the business owners, but this is a new chapter for the Kraus family, which has a pre-Prohibition brewing legacy. Kraus’ great grandfather, Louis Kraus, was the majority owner and head brewer at Hastings Brewing Company, prior to the enactment of Prohibition. Furthermore, the owners have also sought to apply creative and adaptive reuse of items throughout the project, and share stories about those elements.

The building was originally constructed as an American Legion Hall in 1927. In subsequent years, it saw use as a roller-skating rink and an elementary school during the construction of Kingsley Dam and Lake McConaughy. In 1954, following the failure of a ballot initiative that sought to purchase the building for use as city hall and a public library, the building was purchased by Robert and Clarice Goodall and gifted to the city of Ogallala for use as a library. The 2020 opening of the new Kathleen Lute Library in Ogallala led to the public sale of the former library space. &nbsp;

The renovation has restored the original maple floors, full-sized windows, and tin ceiling. It has also reestablished the main entrance at the south end of the building.

“We were inspired by the investments and improvements in the downtown area over the past several years,” Gibson said. “We hope that our building renovation and new business will encourage others to continue that trend.”

The brewery has 12 taps and features a five-barrel brew system. Gibson, who learned to homebrew when the couple lived on the east coast, has developed commercial recipes in collaboration with other brewers. They currently include a number of old-world classic styles, such as the Bavarian Brothers (German Pils), Witty Librarian (Belgian Wit), and Czeched Out (Czech Dark Lager). With nods to local history or local ingredients, the Goodall Golden (Golden Ale), Drunken Sentinel (American Pale Ale), and Good Beer-y Farm Sour (Aronia Berry American Farm Sour Ale) are styles that have been made popular in the American craft brew movement. The local favorite, a gluten-free seltzer called Trashy Romance (Apple Cider Seltzer), is served with a cinnamon sugar garnish.

Second Chapter Brewing guests are invited to order food from the food truck based on site, or bring in their own&nbsp;food. Light snacks are also available in the taproom.

The fifth annual Kidstock Carnival is scheduled for 11 a.m. to 1 p.m. Saturday at the D&amp;N Event Center.&nbsp;

There will be inflatables, carnival games, concessions and more.

Entry is $5 for kids (age 2 and younger free) and $10 for adults.

Proceeds will benefit the Autism Society of Nebraska and North Platte-area support networks.

Nebraska State Patrol K9s receive body armor donation

The North Platte Police Department is actively looking for 15-year-old Daniel Ramirez-Sanchez. 

 Daniel went missing at around 9 p.m. Feb. 21. He was last seen wearing a gray sweatshirt and blue pants. It is unknown who Daniel might be with, but he is not believed to be in any danger. 

 If anyone has any information on Daniel’s whereabouts, contact the North Platte Police Department at (308) 535-6789 or Lincoln County Crime Stoppers at (308) 534-8400.

Sarah Alexander is North Platte Community College’s Business Student of the Month for March.

Alexander is a non-traditional student from North Platte. She is currently on track to earn an Associate of Applied Science degree in Business with an emphasis in accounting from NPCC in May.

“I chose NPCC because of the convenience of online classes and the ability to receive an education debt-free,” Alexander said. “As a married, working mom of five teenagers, I needed the freedom to complete my work at my own pace.”

She is appreciative of the supportive learning environment the college has provided.

“NPCC and the staff in the Business/Accounting department have given me confidence that returning to college was the right choice,” Alexander said. “They have given me tools I need to succeed in my chosen field. Even online, my instructors are available to assist me when needed, and truly care about my success.”

Accounting instructor Lynn Lupomech nominated Alexander for the Student of the Month recognition.

“Sarah demonstrates exceptional qualities that set her apart from her peers,” said Lupomech. “She consistently works ahead on assignments, displaying a strong work ethic and a commitment to excellence. She is motivated, inquisitive, detail-oriented and capable of tackling any challenge that comes her way. It has been a pleasure getting to know and work with Sarah.”

Alexander’s goal after earning a degree is to be a bookkeeper or financial assistant for a church or other nonprofit organization.

Outside of academics, she enjoys traveling with her husband, Ryan Alexander, and supporting their children in activities at North Platte High School.

 interested in learning about the latest cutting-edge research in range 
livestock production from the University of Nebraska–Lincoln are 
encouraged to register for the 2023 Nebraska Ranch Practicum offered by 
Nebraska Extension.&nbsp;

The practicum will be held during eight 
sessions over the course of three seasons in order to cover the 
production cycle of livestock and forage resources. Participants will 
have the opportunity to learn about a variety of topics, including the 
effective use of decision support tools to evaluate management and 
marketing alternatives, plant identification, range condition and 
grazing strategies, wildlife management, evaluation of cow body 
condition scores, and beef cattle production systems.&nbsp;

The practicum will be held June 6 and 7, 
July 6, Sept. 6-7, and Nov. 2, 2023; and January 9 and 10, 
2024.&nbsp;Classroom activities will open and close the practicum in North 
Platte with the remainder of the classes conducted at the University of 
Nebraska's Gudmundsen Sandhills Laboratory, a working ranch with 
education and research facilities, near Whitman.&nbsp;&nbsp;

The registration fee is 
$675. The fee for a spouse is an additional $350. Registration covers 
educational materials, noon meals and breaks. Participants are 
responsible for travel and lodging expenses. The practicum can count for
 college or continuing education credit.&nbsp;&nbsp;

To register, submit a completed application 
and registration fee by May 3rd.&nbsp; Applications will not be accepted after 
that date. Enrollment is limited to 35 participants. Applicants will be 
notified of their status no later than May 19. Refunds will be issued if

Detour scheduled on U.S. 30, Ogallala to Roscoe

In just the first 59 days of the year, the city of North Platte already has issued building permits for nearly $238 million in projects, North Platte Area Chamber and Development reported.

The all-time previous high for a year was $95 million in 2013. The 2022 total of $66 million is now the fourth largest ever.

Colorado man arrested after pointing handgun at Scottsbluff motorists 

OMAHA, Neb. (AP) — Federal investigators are opening a wide-ranging investigation into one of the nation’s biggest railroads following a&nbsp;<a href="https://apnews.com/article/pennsylvania-ohio-evacuations-fires-5d399dc745f51ef746e22828083d8591">fiery derailment on the Ohio-Pennsylvania border</a>&nbsp;last month and several other accidents involving Norfolk Southern, including the&nbsp;<a href="https://apnews.com/43991ba5796122c07af42309ead5d250">death of a train conductor</a>&nbsp;Tuesday.

The National Transportation Safety Board said on Tuesday it will begin a broad look at the company's safety culture — the first such investigation within the rail industry since 2014. The board said it has sent investigation teams to look into five significant accidents involving Norfolk Southern since December 2021.

The agency also urged the company to take immediate action to review and assess its safety practices.

The Federal Railroad Administration also announced its own investigation of Norfolk Southern on Tuesday. The administration will issue a public report after conducting a 60-day safety assessment, according to a release from the U.S. Department of Transportation.

In the release, the railroad administration said Norfolk Southern must go beyond the steps it announced Monday and take actions “that match the severity of recent incidents.”

Norfolk Southern CEO Alan Shaw pledged to hold a series of companywide safety meetings Wednesday — one day ahead of when he is scheduled to testify in Congress at a hearing on the East Palestine, Ohio, derailment.

“Moving forward, we are going to rebuild our safety culture from the ground up,” he said in a statement. “We are going to invest more in safety. This is not who we are, it is not acceptable, and it will not continue.”

In response to the Ohio derailment, the railroad on Monday announced plans to&nbsp;<a href="https://apnews.com/article/derailment-ohio-safety-norfolk-southern-railroad-171b7d3f8e0dbced1336efafb098badf">improve the use of detectors</a>&nbsp;placed along railroad tracks to spot overheating bearings and other problems.

Investigators with the National Transportation Safety Board said the crew operating the train that derailed Feb. 3 outside East Palestine, Ohio, got a warning from such a detector but couldn’t stop the train before more than three dozen cars came off the tracks and caught fire.

Half of the town of about 5,000 people had to evacuate for days when responders intentionally burned toxic chemicals in some of the derailed cars to prevent an uncontrolled explosion, leaving residents with lingering health concerns. Government officials say tests haven’t found dangerous levels of chemicals in the air or water in the area.

Within the industry, Norfolk Southern has had a strong reputation for being a safe railroad over the years, said Christopher Barkan, director of the Rail Transportation and Engineering Center at the University of Illinois.

Federal Railroad Administration statistics show accidents involving Norfolk Southern is down since 2019, but the rate of accidents is up over the past decade. The 119 derailments involving Norfolk Southern last year was the lowest number in the last decade. Industrywide, there were more than 1,000 derailments last year.

But pressure has been mounting on the railroad in the aftermath of the East Palestine disaster.

Transportation Secretary Pete Buttigieg told the nation’s freight railroads in February to&nbsp;<a href="https://apnews.com/article/rail-accidents-transportation-pete-buttigieg-ohio-pennsylvania-f1cd9d79cdd66b1f45d1dcdf1e53ff58">immediately act to improve safety</a>&nbsp;while regulators were focusing on strengthening safety rules. Buttigieg said the department will hold the railroad accountable for any safety violations that contributed to the Feb. 3 crash.

President Joe Biden said on Twitter after the derailment that the past pattern of railroads resisting safety regulations must change and that Congress should support the effort to improve safety.

Even though government data shows that derailments have declined in recent years, there were still 1,049 of them last year.

While most don’t cause any major problems, of the five accidents the National Transportation Safety Board pointed to involving Norfolk Southern since the end of 2021, three resulted in the deaths of three workers.

On Saturday, no one was hurt when a Norfolk Southern&nbsp;<a href="https://apnews.com/article/norfolk-southern-springfield-train-derailment-1b08c84e0788082dd24a4f4ca447f459">freight train derailed</a>&nbsp;near Springfield, Ohio.

In the latest incident Tuesday, a train and a dump truck collided at a steel plant in Cleveland, killing the train conductor who was standing on the outside of a car, authorities said. The company said the cause of that accident was not yet known.

Eddie Hall, president of the Brotherhood of Locomotive Engineers and Trainmen union that represents the worker who was killed, said the death is a reminder of the need for safety improvements.

“All railroad accidents are avoidable,” Hall said. “This collision underscores the need for significant improvements in rail safety for both workers and the public.”

Safety agency opens probe of Norfolk Southern rail accidents

OGALLALA — According to the Keith County Attorney's Office, a fire Tuesday morning in the attic area of the office has forced a relocation.

The attorney's office will temporarily be at the Keith County Roads Department, 202 W. Riverdale Drive. The office will also be without telephone or email service until later in the week.

The cause of the fire remains under investigation.
