LINCOLN, Neb. (AP) — Nebraska Gov. Jim Pillen delivered his first State of the State address in the state Capitol on Wednesday, spelling out plans to drastically cut taxes while increasing funding to state schools.

"What we do with the people's money this session is critical for my grandbabies, and yours, and the generations to come," the Republican governor said in an address before the Nebraska Legislature. "We all agree — we are taxed way too much. Our tax policy chases our kids and grandparents out of the state. We can't grow Nebraska that way."

Pillen reiterated his plans announced earlier this month to increase K-12 public education funding by more than $2 billion over the next six years while cutting income and property taxes amounting to billions more through 2027.

Pillen's proposed two-year budget would hold annual growth to just 1.3%, increasing spending by $164.6 million next fiscal year over the current year, and keeping the budget nearly flat the following 2024-25 fiscal year with a proposed $500,000 increase. Nebraska's annual budget is about $4.5 billion.

The plan relies on leveraging the state's state's huge cash reserve of $1 billion. Fiscal forecasters predict a balance of $2.3 billion by this summer, with much of that additional revenue collected through federal pandemic recovery funding and boosts from rising inflation. Some critics of the tax-cutting plan fear that with pandemic funding now ended and predictions of a possible recession, the state could see its coffers drained under the cuts.

Much of Pillen's plan looks a lot like that of the previous governor, Pete Ricketts, who endorsed Pillen and contributed significant amounts of his own money to seeing Pillen elected last November. Ricketts was sworn in just this week to the U.S. Senate after Pillen appointed him to replace Ben Sasse, who resigned earlier this month to take a job as president of the University of Florida.

In his 2021 State of the State address, Ricketts touted a proposed constitutional amendment that would have limited the growth of local government property taxes to 3% per year. This year, Pillen is pushing a bill that would lower property taxes by limiting year-over-year tax-collections by schools — the biggest driver of property taxes — to a 3% increase in revenue per year.

Pillen is also seeking to speed up tax cuts enacted last year under Rickett's administration that phase in decreases of top individual and corporate tax rates. The new measures would slash individual and corporate tax rates gradually to a maximum of 3.99% by 2027, far lower than the reduction to 5.84% by 2027 signed into law by Ricketts last year.

While most state agencies have been told not to expect budget increases over the next two years — outside of moderate salary increases of around 2% — some agencies will see more funding. That includes the state's ailing prison system, which has suffered for years with prisoner overcrowding and staff shortages. The Nebraska Department of Correctional Services is slated to see a $29 million increase to help hire staff.

The governor also announced a plan to increase funding — up nearly $75 million to $574.5 million — to build an unfinished 1894 canal in southwestern Nebraska's Perkins County that would divert water from Colorado along the South Platte River to benefit agriculture, power generation and municipal drinking water in an increasingly parched region of the state.

"We have had stakeholders from across many sectors in Nebraska working together for more than 20 years for Nebraska's water rights via the Perkins Canal," Pillen said. "My budget recommendation includes fully funding the canal."

Gov. Pillen hawks tax cuts, increased school funding in address

NORTH PLATTE, Neb.-A battle against cancer has nameless impacts on the patient and their family. From treatments to travel, cancer is an expensive battle to fight.

Deb Foote of North Platte has just begun her battle against Leukemia and a group of friends and family are organizing a benefit to help offset some of the expenses incurred by Deb and her husband Jeff, a Lieutenant with the North Platte Police Department.

On Jan. 29, a taco bar, bake sale, and silent auction will be held at the North Platte Moose Lodge, 1315 E. 4th St., with the proceeds going to Deb and Jeff. The Army of Angels hosts the bake sale and silent auction.

"When we first learned about it at the police department, Jeff and Deb were in Omaha and it sounded like they were going to be there for about five weeks at the time so we knew we needed to get something figured out quickly," said Investigator Lisa Citta with the North Platte Police Department.

Citta said the Army of Angels quickly volunteered to help with the benefit by organizing a bake sale and silent auction. The Army of Angels is a non-profit started by some local women who had a friend with cancer and continued to assist families battling the disease.

"The support from the community never ceases to amaze me," said Citta. "We have people calling the Department and reaching out to us on Facebook, it's just been amazing the amount of support this community continues to give to anyone impacted by something, which is really awesome."

The benefit will be a free-will donation, with all proceeds going to the Foote family.

New site hosts for Girls State Golf Championship

Entries are being accepted for a chili cook-off Feb. 11 at North Platte Community College.

NPCC’s Student Life department is hosting the event to raise money for the NPCC Foundation Angel Fund. The fund helps students when unexpected circumstances require emergency financial assistance.

There’s no cost to compete. Those who enter are asked to take enough chili for a panel of three judges to taste as well as any serving utensils or toppings they might need. The college will supply all bowls, spoons and napkins.

Contestants may offer extra chili to the public at their discretion. Judging will start at 12:30 p.m. in the fireplace area of the McDonald-Belton Building on the NPCC South Campus.

Winners will be announced during halftime of the NPCC Knights women’s basketball game, which begins at 2 p.m. in the McDonald-Belton Gym against Southeast Community College. Prizes for best chili will be awarded for the top three entries.

Those interested in registering for the cook-off can do so by calling Jason Osmotherly at 535-3635 or emailing&nbsp;<a href="mailto:osmotherlyj@mpcc.edu" target="_blank">osmotherlyj@mpcc.edu</a>. The deadline is Feb. 8.

🎧 Focus on 4H: Learn about Production Logs and other skills learned in 4H

MAXWELL, Neb.-Students at Maxwell Public Schools have a new tool to help unleash their creativity thanks to a grant.

Joni Keith, who teaches 7-12 Science was recently awarded $2,500 from the John Russell Applegate Fund for Teachers Training, managed by the Mid-Nebraska Community Foundation.&nbsp;

Keith used the funds to help purchase a 3-D printer to support her project, "3D-2-Life."

"Learning is supposed to be fun and engaging for all and we need to continue those engaging learning times into our junior high and high school," said Keith. "This age student needs to develop a passion and discovery of new skills for future opportunities in tomorrow's workforce."

Keith said she plans to add 3-D projects to her Science curriculum that support engagement, spark creativity, and inventive problem-solving.&nbsp; 

John Russell Applegate (1944-2003) lived most of his life around Sutherland, Nebraska, where he made many friends. He&nbsp;served with honor in the U.S. Army during the Vietnam War. He left a generous bequest to Mid-Nebraska Community&nbsp;Foundation establishing a fund for education, training and support of teachers.&nbsp;&nbsp;

Applegate Grants&nbsp;help fund projects serving people and qualified nonprofit organizations in the counties of Arthur, Custer, Dawson, Frontier, Hayes, Hooker, Keith, Lincoln, Logan, McPherson, Perkins, and Thomas.

Maxwell teacher uses grant funds to purchase 3-D printer for classroom

NORTH PLATTE, Neb.-North Platte police are investigating the death of a 20-year-old man whose body was found in an alley.

At around 9:15 a.m. on Tuesday, officers responded to the report of a deceased subject in the backyard of a residence in the 1900 block of Burlington Blvd.

Officers arrived and found the male's body near the alley.

Police said the cause of death was not apparent and an autopsy will be conducted.&nbsp;

Police said the body had been identified, but the name is being withheld pending the notification of relatives.

More information will be released when the autopsy is concluded.

 </figure>By SCOTT CARLSON North Platte PostNORTH PLATTE, Neb.-North Platte police are investigating the death of a 20-year-old man whose body was found in an alley.At around 9:15 a.m. on Tuesday, officers responded to the report of a deceased subject in the backyard of a residence in the 1900 block of Burlington Blvd.Officers arrived and found the male's body near the alley.Police said the cause of death was not apparent and an autopsy will be conducted.&nbsp;Police said the body had been identified, but the name is being withheld pending the notification of relatives.More information will be released when the autopsy is concluded.

Powerball jackpot grows to $526 million

WASHINGTON (AP) — Former Nebraska Gov. Pete Ricketts was sworn in as the newest member of the U.S. Senate on Monday, replacing Republican Sen. Ben Sasse as the Senate returns from several weeks of recess to begin a new session of closely-divided government.

Ricketts is bringing the Senate back to its "full 100-person strength," said Republican leader Mitch McConnell, who welcomed Ricketts on the Senate floor after he was sworn into office by Vice President Kamala Harris.

The Republican is joining the Senate as Democrats navigate a 51-49 majority, having gained one seat in last year's election and with newly-Independent Sen. Kyrsten Sinema accepting committee assignments from Democrats. Ricketts replaces Sasse, who took a job as the president of the University of Florida two years into his second term.

Ricketts was appointed by his successor and political ally, Republican Gov. Jim Pillen, and will have to run in a special election in 2024 to fill out the rest of Sasse's term. If he wins, he would then run again in 2026 for a full six-year term.

The former governor was congratulated by Republicans and Democrats on the Senate floor. As is tradition, he was accompanied by Republican Sen. Deb Fischer of Nebraska as he walked down the main aisle and stood at the Senate dais to take the oath of office.

Sasse was a fiercely independent Republican senator who often kept to himself and was a harsh critic of former President Donald Trump, especially after the Jan. 6, 2021 Capitol insurrection. Sasse was one of seven Republicans who voted to impeach the president shortly afterward, and Trump frequently lashed out at him.

Even though he was easily re-elected in 2020, Sasse spoke of "ups and downs" of his Senate career in a December farewell speech, saying his tenure "felt like a noogie and a slap and a head butt and a hug all at once."

Ricketts also has a complicated relationship with the former president, who has criticized him and his family for supporting Republican candidates who he opposed, including Pillen. Trump backed one of Pillen's primary opponents, Charles W. Herbster.

Nominating Ricketts earlier this month, after Sasse's departure, Pillen said that 111 people applied for the vacant seat and nine Republicans were interviewed. He said he chose Ricketts based on their shared conservatism and Ricketts' promise that he would later run to be elected to the seat.

"I don't believe in placeholders," Pillen said. "Placeholders don't have any accountability to the people."

While the new GOP senator's politics reflect his conservative constituents, some politicians in both parties raised questions about his appointment. Ricketts, who has put his own net worth at about $50 million, contributed more than $100,000 of his own money to Pillen's campaign.

Ricketts and his family members have used their fortunes to both push their political agendas and to get allies elected to key political seats. Ricketts' father, TD Ameritrade founder Joe Ricketts, is worth an estimated $4 billion.

McConnell praised Ricketts' service in Nebraska and said the wealthy investor has "applied private sector savvy to the work of public administration with great effect."

"The people of Nebraska chose wisely in electing and re-electing Gov. Ricketts by huge margins, and their new governor chose wisely in sending his predecessor here to this chamber."

Pete Ricketts sworn in as Nebraska senator, replacing Sasse

OMAHA, Neb. (AP) — Union Pacific's fourth-quarter profit slipped 4% as severe winter weather snarled shipments in late December and the railroad continued to struggle to improve its operations enough to handle all the cargo businesses want to ship.

The Omaha, Nebraska-based railroad said it earned $1.6 billion, or $2.67 per share, in the fourth quarter. That's down from $1.7 billion, or $2.66 per share, a year ago.

Union Pacific said its revenue grew 8% to $6.2 billion in the quarter as it increased prices, charged more fuel surcharges and delivered 1% more freight, but its expenses were up 14% at $3.8 billion.

UP Chairman and CEO Lance Fritz said the "revenue growth was more than offset by elevated operating expenses from operational inefficiencies and a higher inflationary environment."

The results did not meet Wall Street expectations. The average estimate of seven analysts surveyed by Zacks Investment Research was for earnings of $2.75 per share. UP's share price fell more than 3% to $203.35 in midday trading after the results were released.

Most key performance measures deteriorated during the quarter as the railroad continued to have a hard time hiring enough employees in key locations. The railroad's average headcount is up 4% at 31,120 as it has been hiring throughout the past year, but it still needs more crews and maintenance workers in certain locations. Executives said about 600 additional workers are currently in training.

Union Pacific said freight car velocity declined 3% to 191 daily miles per car and locomotive productivity was down 5% during the quarter.

Edward Jones analyst Jeff Windau said he anticipated the ongoing hiring challenges and pressure from fuel costs that were up 43%. The weather impact was the surprise in the results. Going forward, the staffing situation should improve as UP hires and trains more workers and fuel prices will likely ease.

Investment manager Louis Navellier, who holds UP stock in his funds, said fuel costs clearly hurt the railroad's bottom line. He said he had hoped the railroads might be able to pick up additional grain volume because the low water levels on the Mississippi River last fall limited how much barges could handle, but it looks like the railroad didn't have much capacity to take on that business.

Heading into 2023, the railroad said it still expects shipping volume to grow faster than industrial production, but the current forecast calls for industrial production to be down by half a percent this year amid recession fears.

Fritz said he expects the railroad's performance to continue improving in 2023 as it works to eliminate the delayed deliveries and other service problems that its customers complained about last year.

Even with the service problems last year, the railroad said its 2022 profit was up 7% to nearly $7 billion, or $11.21 per share, from $6.5 billion, or $9.95 per share, the year before.

5 Hershey Public Schools students selected for first chairs in All State Band

SCOTTSBLUFF, Neb.-Troopers with the Nebraska State Patrol have arrested three people in two incidents in Kimball County, including the discovery of over 300 pounds of suspected marijuana.

Sunday, at approximately 11:40 a.m. MT, troopers observed a Toyota van parked on the shoulder of Interstate 80 with apparent vehicle trouble near mile marker 8 in Kimball County. The troopers stopped to perform a motorist assist.

During the encounter the troopers discovered that the driver, identified as Micah Cameron, 38, of Highlands Ranch, Colorado, was in possession of a firearm. Troopers also learned that Cameron is prohibited from possessing a firearm. While attempting to place Cameron under arrest, Cameron threw a glass object against the ground. Troopers determined that the object was drug paraphernalia which contained suspected methamphetamine. A search of the vehicle revealed a rifle and several firearm components.

Cameron was arrested for possession of a deadly weapon by a prohibited person, possession of a controlled substance, tampering with physical evidence, possession of drug paraphernalia, and possession of a deadly weapon during the commission of a felony. He was lodged in Kimball County Jail.

Monday, at approximately 3:50 p.m. MT, troopers observed a Ford Transit speeding as it traveled northbound on 53A Spur near Dix. During the traffic stop, a trooper detected the odor of marijuana coming from inside the vehicle. A search of the vehicle revealed 261.5 pounds of suspected marijuana and 50.5 pounds of suspected THC hash. The total weight of the marijuana products was 312 pounds. Troopers also located a fake driver’s license belonging to the driver.

The driver, Noah Ropon, 19, of Beaver Falls, Pennsylvania, and passenger, Anthony George, 20, of Beaver, Pennsylvania, were arrested for possession of marijuana – over one pound and possession with intent to deliver. Ropon was also cited for criminal impersonation. Both were lodged in Kimball County Jail.

Troopers arrest 3 seize marijuana, meth, weapons in Kimball County incidents

NORTH PLATTE, Neb.-Catholic Schools Week, Jan. 29-Feb. 4, is an opportunity for North Platte residents to show their support of the North Platte Catholic Schools.

"Without the community support, so many of our schools would not be successful," said Gwen Covey with North Platte Catholic Schools.

While the students and staff will be celebrating all week long, there are several events that the public is invited to attend.

"Our Opening Ceremony will be on Monday, and that's at 9:45," said Covey. "The Mayor will come and he does a proclamation and our superintendent will speak."

The morning will also include something new and unique.

"We are going to have a glow-in-the-dark Rosary, and it's an all-school Rosary, so I think that is going to be really special," said Covey.&nbsp;

On Tuesday, Bishop Joseph G. Hanefeldt will deliver Mass in the McGahan Activity Center at McDaid Elementary, the public is invited to attend, and Grandparents will be able to visit classrooms afterward.

"We're just doing a little special thank you for our grandparents," said Covey.

Wednesday evening will be an open enrollment meeting for parents of pre- K-12 students interested in enrolling their students at McDaid or St. Pats.

Also, the Annual Irish Fest Event will be held on Feb. 26. The fundraiser is an important part of the overall operations at the schools.

"It's really how our school system survives," said Wendy Dodson, Executive Director of the Catholic Schools Endowment. "We're a non-public school, so we don't receive any state or federal funding."

Dodson said a third of their budget comes from fundraisers.

"Our two parishes in town, St. Pats and Holy Spirit, they support us financially, our school families pay tuition, then the other third of that comes from fundraising efforts."

Irish Fest has been a staple of the community since 1975 when longtime Catholic Schools Administrator Bill McGahan started it.

"It was born out of necessity at that time," said Dodson. "They were looking for one more fundraiser, one more way to bring a revenue stream to the school, and it's been a tradition over the years."

Dodson said the event would feature good family fun, with a homemade meal, games, fun jumpz, a bake sale, a raffle, and a silent auction.

Grand Jury Indictments District of Nebraska

LINCOLN, Neb.-Today, a coalition of organizations announces strong opposition to a legislative proposal that would substantially weaken Nebraska’s motorcycle helmet law, and therefore increase the number of deaths and traumatic injuries on the state’s highways.

LB 91 would allow motorcyclists over the age of 21 to ride without a helmet, whereas current law requires all riders to wear helmets.&nbsp;

Motorcycle helmets reduce the risk of head injury by 69 percent and lower the risk of death by 42 percent. In 2020, in states without universal helmet laws saw a 57 percent death rate among motorcyclists who were not wearing helmets, compared to 11 percent in states with universal helmet laws, according to the National Highway Traffic Safety Administration. From the Government Accountability Office, “laws requiring all motorcyclists to wear helmets are the only strategy proven to be effective in reducing motorcyclist fatalities.”&nbsp; After Michigan weakened its all-rider helmet law in 2012, the percentage of non-helmeted crash scene fatalities quadrupled, and the number of motorcyclist trauma patients hospitalized with a head injury rose 14%.

Multiple studies of states that have repealed their motorcycle helmet law show an increase in rider deaths, serious and disabling brain injuries and medical costs, which are usually borne by taxpayers and the state. Annually, motorcycle crashes cost $13 billion in economic impact and $66 billion in societal harm, as measured by comprehensive costs based on 2010 data. When adjusted only for inflation, these amounts increase to $17 billion and $86 billion, respectively. Serious injuries and fatalities accounted for 87 percent of total comprehensive costs of motorcycle crashes, compared to 57 percent of the total comprehensive costs of all motor vehicle crashes. The repeal of all-rider motorcycle helmet laws has led to increased economic costs, including insurance premiums, in many states.

According to a survey conducted by AAA, 81% of Nebraskans support maintaining the state’s current law. The current law has worked well in keeping motorcyclists safe on our roadways.&nbsp; We cannot afford to weaken it.

 </figure>News ReleaseLINCOLN, Neb.-Today, a coalition of organizations announces strong opposition to a legislative proposal that would substantially weaken Nebraska’s motorcycle helmet law, and therefore increase the number of deaths and traumatic injuries on the state’s highways.LB 91 would allow motorcyclists over the age of 21 to ride without a helmet, whereas current law requires all riders to wear helmets.&nbsp;Motorcycle helmets reduce the risk of head injury by 69 percent and lower the risk of death by 42 percent. In 2020, in states without universal helmet laws saw a 57 percent death rate among motorcyclists who were not wearing helmets, compared to 11 percent in states with universal helmet laws, according to the National Highway Traffic Safety Administration. From the Government Accountability Office, “laws requiring all motorcyclists to wear helmets are the only strategy proven to be effective in reducing motorcyclist fatalities.”&nbsp; After Michigan weakened its all-rider helmet law in 2012, the percentage of non-helmeted crash scene fatalities quadrupled, and the number of motorcyclist trauma patients hospitalized with a head injury rose 14%.Multiple studies of states that have repealed their motorcycle helmet law show an increase in rider deaths, serious and disabling brain injuries and medical costs, which are usually borne by taxpayers and the state. Annually, motorcycle crashes cost $13 billion in economic impact and $66 billion in societal harm, as measured by comprehensive costs based on 2010 data. When adjusted only for inflation, these amounts increase to $17 billion and $86 billion, respectively. Serious injuries and fatalities accounted for 87 percent of total comprehensive costs of motorcycle crashes, compared to 57 percent of the total comprehensive costs of all motor vehicle crashes. The repeal of all-rider motorcycle helmet laws has led to increased economic costs, including insurance premiums, in many states.According to a survey conducted by AAA, 81% of Nebraskans support maintaining the state’s current law. Mid-Plains Community College nurse educator Mandy Flesch has been selected to&nbsp;receive the National Institute for Staff and Organizational Development’s Excellence in Teaching award.

The award recognizes individuals for their outstanding commitment and contributions to higher education.

“It is a very high honor for our faculty to be nominated by their peers for this award,” said Dr. Jody Tomanek, vice president of academic affairs and NPCC. “Mandy is a great example of what this award stands for, and she is extremely deserving of it.”

Flesch is both excited and humbled by the recognition.

“It’s crazy,” Flesch said. “It takes a lot of hard work to do this job properly. All the instructors in our department try to help students be the best nurses they can be, so when we hear that we’re doing a good job – that’s very rewarding.”

Flesch lives in Gothenburg. She has been teaching for MPCC since Aug. of 2018 but her association with the college started long before that.

Flesch spent a year playing volleyball for North Platte Community College, a division of MPCC, following her graduation from Gothenburg High School in 1999. She then went through MPCC’s nursing program – earning an Associate Degree in Nursing in 2004.

“I always knew I wanted to be in the medical field, but I wasn’t sure exactly what I wanted to do,” Flesch said. “When I was a junior in high school, my mom got cancer. I went with her to her appointments, and I had the opportunity to watch the nurses. That really fueled my passion. I decided I wanted to be a nurse, too, so that I could take care of people the way my mom’s nurses took care of her.”

Flesch worked at Gothenburg Memorial Hospital for 15 years in the medical-surgical department – primarily in the operating room. Five of those years, she was the operating room director.

Immediately prior to becoming the nursing instructor at NPCC, Flesch was the director of the outpatient specialty clinic at the Lexington Regional Health Center.

Her most fulfilling moments at MPCC have been realizing she’s made a difference in students’ lives.

“The best is when a student comes up to me and says, ‘I remember when you said this’ or ‘I remember when you taught that – it always stuck with me.’ It’s when they recall things we’ve been through together or when they say they love what I teach that mean the most,” Flesch said. “Our goal is always to make good nurses that are ready to go into the field. I’ve enjoyed doing that at Mid-Plains. It’s been great to be here. I know when I’m in a place that I like because time flies by and the last five years have gone really fast.”

Flesch will be presented with her award during NISOD’s annual International Conference on Teaching and Leadership Excellence in Austin, Texas in May.

Mid-Plains Comm. College nurse educator recognized for excellence in teaching

The Mid-Plains Community College Broken Bow Campus will host a “Get to Know Your Camera” class from 9 a.m. to 1 p.m. Feb. 4.

MPCC art instructor Dik Haneline will teach the class, which will serve as an exploration into a digital camera’s functions and capabilities.

Instruction will cover the buttons on the camera and their functions, when to use or not use certain features when capturing images, menu items and settings and how to shoot manually to maximize capabilities. Beneficial gear and equipment will also be discussed.

Participants are asked to take either a digital single-lens reflex camera, otherwise known as a DSLR, or a mirrorless camera to use. Batteries should be charged ahead of time.

Pioneers. The home opener will be May 29 as the Pioneers return the favor for the first of a two-game series. The Plainsmen will

honor all military, veterans and their families at the May 29 Memorial Day game, which will be followed by a spectacular fireworks

show. The evening is presented by NebraskaLand Bank and gates open at 5:30 p.m. at Historic Bill Wood Field.

The Plainsmen will host teams from Kansas, Colorado and Idaho, in a 33-game home season that wraps up on July 26, followed by

a three-game road trip to Hays, Kansas as the season ends with a series against the Hays Larks.

“We’ve been fortunate to have received great response from a number of teams in our region as we put this schedule together,”

Plainsmen owner Chuck Heeman said. “One of our goals in taking on an unaffiliated schedule was to make the player experience a

better one, with fewer and shorter road trips, and we believe we’ve accomplished that. With 33 home games and 18 road games,

and the possibility of adding a few more home games, we should have an exciting second season and build on the success we had
