OMAHA, Neb. (AP) — The index of a newly released monthly survey of bankers in rural parts of 10 Plains and Western states has hit a new record high, just two months after hitting its previous record high. 

The overall index of the Rural Mainstreet Survey for May reached 78.8 — nearly 7 points higher than the previous record of 71.9 set in March and 10 points above April’s 69.0. Any score above 50 suggests a growing economy. 

Creighton University economist Ernie Goss credits gains in grain prices, record-low interest rates and growing exports, but said labor shortages are holding the rural economy back. 

Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.

LINCOLN, Neb. (AP) — Nebraskans receiving Social Security income will pay less in taxes on that income each year until it’s fully exempt in 2030, under a bill that won final approval from lawmakers. 

Lawmakers passed the gradual tax phase-out on a 41-0 vote. It now heads to Gov. Pete Ricketts, who’s expected to sign it. 

The bill by Sen. Brett Lindstrom, of Omaha, would reduce the taxes paid on Social Security income by 5% this year, 20% next year and 30% in 2023. 

The exemption would continue to grow until it hits 100% in 2030. 

Supporters say the bill would help ease the tax burden on seniors and make Nebraska attractive compared to neighboring states that don’t tax Social Security, including Iowa.

NORTH PLATTE, Neb.-If you ventured south from North Platte on South Buffalo Bill Ave., you've probably noticed the accumulation of trash along the route to the city's transfer station.

City officials have also noticed the build-up and are taking action to deter litterbugs.

Effective June 7, all loads being brought to the transfer station must be covered and secured or the customer will be charged double the normal dumping fee (listed below).

Officials say there will be no appeals or exceptions and failure to comply may result in the scale house declining service to a customer.

The final determination will be made by scale house employees.

City of North Platte: Tarp your load or pay double

NORTH PLATTE, Neb.-Another major announcement from the realm of economic development was made today as Ohio-based K&amp;M Tire announced plans for a distribution center in North Platte.


“K&amp;M Tire is pleased to
announce the opening of a new location in North Platte,” says
Cheryl Gossard, President of K&amp;M Tire. “This is not only an
opportunity to bring more jobs to the area, but it also allows us to
further expand our distribution capabilities and meet the growing
needs of the market.”


The new facility plans an
initial hire of up to ten warehouse/driver positions to occupy the
50,000 square foot distribution center. While the new distribution
center will initially be set up for will calls and daily deliveries
to local customers, it will also serve as a warehousing and cross
docking location for other K&amp;M Tire distribution centers as well.

"We are very pleased that K&amp;M chose North Platte for its Nebraska-based distribution center as the company continues to expand its service territory west," said North Platte Chamber and Development Corporation President Gary Person.&nbsp;

The center will be located in the Twin Rivers Business Park, which is owned by the Chamber.

The Business Park is located near the Walmart distribution center and is also home to the Cabela's/Bass Pro Shops call center, Fed-Ex Ground, and a nine-warehouse business plaza developed by Prataria Ventures and Chief Industries.

"Having a shovel-ready site-controlled business park is critical when businesses look to expand or even begin new operations," said Person.

K&amp;M Tire is a family-owned
tire distributor with 32 distribution centers
located throughout
over half of the United States. Founded in 1970 in an Ohio farming
community, the company employs over 800 teammates and distributes
more than 50 tire brands, including passenger, light truck,
commercial truck, farm, and other tire segments.

A start date has not been confirmed by The Post. The goal is to be operational by 2022 at the latest.

Person said there may be another announcement later this summer for a local distribution company modernizing and expanding its operation at the Business Park.

The Alliance Police Department is requesting help from the community in recent burglaries. 

Since February, the Alliance Police Department has investigated over 60 burglaries in the community.

"In each instance, force was used to make entry into a structure and property was stolen," Alliance Police Sergeant Cody Buskirk said. "The Alliance Police Department is investigating and following up on multiple leads in these cases. However, the vigilance of the citizens of Alliance is crucial in solving the problem. Please lock the doors on your shops, sheds, garages, vehicles and your residence. Most of these burglary cases resulted due to locks being cut off of storage units. Frequently check the locks on your storage unit at your local storage facility."

Buskirk said using security systems, lighting, trail cams and other devices will help in burglaries.&nbsp;

"Most importantly, if you see something, say something," Buskirk said.&nbsp;

As the summer travel season kicks into gear, Nebraska State Troopers will be patrolling the state’s roads day and night in an effort to prevent serious injury or fatality crashes. The national “Click it or Ticket” campaign runs from Monday, May 24, through Sunday, June 6.

“Traffic safety takes all of us working together,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “The stats are clear that seat belts save lives. Every time you get into a vehicle, buckle up and increase your chances of surviving a crash.”

“Click it or Ticket” is a national mobilization of law enforcement agencies with a focus on seat belt violations and education. The Nebraska State Patrol is one of dozens of agencies across Nebraska participating in the effort.

In 2019, 63 percent of the people who died on Nebraska roads were not wearing their seat belt at the time of the crash. National statistics show that, when used, seat belts reduce the risk of fatalities by 45 percent for front-seat passenger car occupants and by 60 percent for light truck occupants.

Troopers and dispatchers will be working overtime as part of this enforcement effort thanks in part to a grant for $25,000 from the Nebraska Department of Transportation – Highway Safety Office.

OGALLALA, Neb.-For the last 58 years, the Front Street Crystal Palace Revue has entertained audiences while keeping the Old West alive in southwest Nebraska.

The Revue will kick off its 58th season on May 28 with a gunfight at 7:15 and the show starting at 7:30 p.m.

The Revue features an old west shootout as well as a show complete with musical numbers, cowboys, and showgirls.

Organizers describe it as a&nbsp;fun show about life in an old west cattle town, recreating life when cowboys came to town following the cattle drive from Texas.

Featuring local talent from&nbsp;North Platte, Hershey, Arthur, Ogallala, Sutherland, Brule, Paxton, and Grant, made up mostly of college students, the Revue is performed Wednesday through Saturday until July, then Tuesday through Saturday until mid-August.

Tickets for the show are $15 for ages 13 and up, $7 for children ages five to 12, and kids four and under are free.

Organizers recommend making reservations as seating at the performances is limited.&nbsp;

&nbsp; Ogallala was the end of the Western or Texas Trail for cowboys bringing cattle from ranches in western Texas to the Union Pacific Railroad for shipment to Chicago and the Spotted Tail Agency in northwest Nebraska. &nbsp;

Approximately seventy-five thousand head of cattle were driven to&nbsp;Ogallala&nbsp;in 1875 and increased to over 100,000 the next year(1876). 

The 1880 census showed the permanent population of&nbsp;Ogallala&nbsp;to be 114 people. However, from early spring until late fall, the Cowboy Capital hosted a multitude of cowhands, cattle barons, saloon operators, gamblers, dance hall girls, and tradesmen.&nbsp;

Ogallala&nbsp;has been labeled as a rough and tumble, wild-west town, perhaps due to the 17 violent deaths recorded during the cattle boom. &nbsp;

The Crystal Palace was a real-life early saloon.&nbsp;&nbsp;

LINCOLN, Neb.-The University of Nebraska–Lincoln is extending an invitation that allows all 2020 graduates to participate in an&nbsp;<a href="https://commencement.unl.edu/2020-graduates">in-person commencement celebration on Aug. 13-14 at Pinnacle Bank Arena</a>.

Due to&nbsp;COVID-19 restrictions, the university held commencement exercises virtually in 2020. Led by national successes in vaccination and virus declines, the university is gradually returning to normal activity levels. Recent campus shifts include holding a physically distanced commencement on May 8; planning for 100 percent in-person courses in the fall 2021 semester; and hosting the expanded August commencement with 2020&nbsp;graduates.

“This is your chance to experience all the pomp and circumstance of an in-person Nebraska commencement ceremony surrounded by your fellow graduates and family — and to cross the stage,” the May 18 message to 2020 grads&nbsp;read.

Graduates have until June 4 to reserve their spot in the celebration. 2020 UNL grads invited to attend 2021 ceremony

NORTH PLATTE, Neb.-A new partnership among North Platte Community College, North Platte Public Schools and Nebraska VR will soon help students with disabilities make the successful transition from school to gainful long-term careers.&nbsp;

"It's not just about getting a job, it's about keeping a job," said Lisa Birge Project SEARCH coordinator.&nbsp;

Nebraska VR helps people with disabilities prepare for, find and keep jobs while helping businesses recruit, train and retain employees with disabilities.&nbsp;

One of the ways it does that is through Project SEARCH, a national program that prepares 18-21-year-old individuals with disabilities for success in competitive integrated employment.&nbsp;

Project SEARCH participants, known as interns, are identified through the NPPS system.&nbsp;

"Typically, they are in their last year of services – their senior year of high school," said Birge. "They don't need independent living skills, only work skills."&nbsp;

While available in several locations in central and eastern Nebraska, North Platte has the furthest west Project SEARCH offering in the state.&nbsp;

The addition of NPCC to the program makes it the only college host site in Nebraska. The other host organizations consist of hospitals, hotels and senior living facilities.&nbsp;

The cornerstone of Project SEARCH is total workplace immersion in a large business.&nbsp;

Beginning in August, and continuing through the NPPS academic year, the interns will spend five hours per day working alongside and learning from mentors employed in specific areas of the college such as information technology, food service, custodial and maintenance.&nbsp;

They will rotate through three of the 10-week internships – each tailored toward their specific skill sets and interests.&nbsp;

"Sometimes, a little extra boost is needed to be competitive in the job market," said Amy Sabatka, area career placement coordinator for the college. "By pairing the interns with NPCC employees, they will not only gain skills, but also a role model. The mentors are important to help the interns achieve more confidence, find success and become gainfully employed in the future. NPCC is excited to be a part of the Project SEARCH educational experience."&nbsp;

In addition to gaining hands-on, real-world experience, the interns will spend time in a designated classroom learning about finances, job applications, job interviews and résumés among other employment-related subjects.&nbsp;

Interns will also travel to the Walmart Distribution Center to assist with the NPPS Backpack Program, which provides free food packs to qualifying children ages 18 and younger in the NPPS district.&nbsp;

And, although they won't live on campus, interns will have the opportunity to receive social mentorship from NPCC students and will participate in activities with the ESU 16 Opportunity With Life Skills program.&nbsp;

Like Project SEARCH, OWLS is hosted by NPCC. An enriched transition program for high school students with intellectual disabilities, OWLS prepares students for independent living and for the workforce through academics and social, life and vocational skill development.&nbsp;

"The amount of growth we see from students in these programs is unbelievable," said Birge. "With Project SEARCH, we really try to focus on leaving the classroom model behind and moving toward more of a business model. Currently, we have an 80 percent employment rate one year after Project SEARCH completion."&nbsp;

That success rate is due to the preparation and support the interns receive. Among other things, monthly progress meetings are conducted to help them define their career goals and determine the necessary steps to achieve those goals.&nbsp;

"This year, we also plan to have employment meetings with some of the businesses the college partners with," said Birge. "We will be asking the interns about the skills they are learning and will help them identify jobs in the community that might match those skills."&nbsp;

NPCC becomes host site for Project SEARCH

LINCOLN, Neb. – The Nebraska Game and Parks Commission is accepting grant applications for 2021 to promote outdoor recreation facilities and amenities for political subdivision parks and outdoor recreation areas.

The grants are funded by the Land and Water Conservation Fund, administered by the National Park Service for outdoor recreation projects.

Eligible projects include, but are not limited to, ball fields, soccer fields, swimming pools, picnicking facilities, playgrounds, pool renovations, splash pads, park acquisitions and development, and park-related support facilities. All projects must encourage or promote outdoor recreation.

A grant project sponsor must be a political subdivision, such as a city, county government or Natural Resource District, etc. The LWCF provides reimbursable matching grants for up to 50% of total project costs.

All grant applications will be accepted only through the online grant portal. The LWCF grant award requests for an individual project is established between $40,000 and $400,000.

Grant applications must be submitted by 11:59 p.m. on Sept. 17, 2021. Regrettably, forces at the national and state level are undermining our country’s and Nebraska’s work to uphold law and order regarding immigration.

If you’ve watched the news in the last couple of months, you have likely seen reporting about&nbsp;the immigration crisis on our border with Mexico.&nbsp; This crisis was created by President Joe Biden’s actions to weaken our country’s immigration policies.&nbsp; By watering down our country’s border protections, he has sent a message to Central American countries that the U.S. border is open. &nbsp;In April, U.S. Immigration and Customs Enforcement (ICE) made the fewest monthly deportations ever recorded, even as the number of illegal crossings at the border surged to its highest point in 20 years. &nbsp;In March, there were about 16,000 unaccompanied minors crossing the border and about 14,000 in April.

The Biden-Harris Administration has done almost nothing to solve the problem they’ve created.&nbsp; On March 24th, the President charged Vice President Kamala Harris to deal with the rush of migrants to our southern border.&nbsp; Since then, she’s neither visited the border nor held a press conference to discuss her plans to resolve the problem.&nbsp; This inaction has allowed the crisis to fester.&nbsp; &nbsp;&nbsp;&nbsp;

Instead of addressing the crisis at the border, the Biden-Harris Administration has tried to send migrant children to the states. &nbsp;Nebraska has declined a request from the Biden-Harris Administration to house migrant children in our state.&nbsp; We are reserving our limited resources for serving our kids.&nbsp; We do not want our kids harmed as the result of President Biden’s bad policies.&nbsp; Nor do we have the appropriate resources for this migrant population.&nbsp; As in the past, the Biden-Harris Administration should focus on working with Central American governments to reunite the children with their families in their home countries instead of pursuing the risky strategy of scattering them across the United States.&nbsp; As I recently wrote in a letter along with other Governors to the President, “The cause of the border crisis is entirely due to reckless federal policy reversals executed within your first 100 days in office.”&nbsp;

As the Biden-Harris Administration struggles to address a crisis of their own creation, State Senators are weighing legislation that would weaken state law barring illegal immigrants from accessing public benefits. &nbsp;This week, the Nebraska Legislature voted to advance LB 298—a bill to extend unemployment benefits to illegal immigrants living in Nebraska.&nbsp; The bill chips away at a state law enacted with overwhelming support in 2009 that bars illegal immigrants from receiving taxpayer-paid benefits. &nbsp;State Senators should heed the lesson of the unfolding crisis on our nation’s border with Mexico.&nbsp; It clearly shows what happens when immigration laws are watered down.&nbsp; Nebraska has a vibrant legal immigrant population.&nbsp; When the Legislature rewards illegal behavior they reduce the incentive to follow the law to come to our state. &nbsp;When illegal immigrants cut in front of people who followed the rules to come here, people lose respect for the law and are emboldened to break it.&nbsp;

Some have tried to argue that all workers regardless of immigration status deserve to participate in our unemployment system because they pay taxes on their wages.&nbsp; This simply is not true. &nbsp;Nebraska’s unemployment system is funded by taxes paid for by employers – not by workers.

Gov. Ricketts: Respecting the law in Nebraska and at the border

NORTH PLATTE, Neb.-The future of the new North Platte Mall became two steps closer to reality on Tuesday night.

At their regular meeting, the Council had two agenda items relating to the North Platte Mall project.

The first was a second reading approving the creation of an Employment Enhancement Area which would allow for the creation of an occupation tax. The developers are asking the city to set this rate at 1.95%. This tax would be applied only when making purchases within the EEA.

After some questions and concerns from Councilman Ed Reiker that were answered by Gothenburg attorney Mike Bacon, the council passed the second reading with a 4-3 vote. Reiker, Donna Tryon and Mark Woods voted against the measure.

Next up was a single reading to approve the redevelopment plan for the mall provided by the investors, Rev Development, of Lincoln.

During a public hearing on the measure, Bacon advised the council that they were voting to approve the redevelopment plan, however, the plan depends on the passage of the EEA, which still requires a third reading.

Bacon said the council could approve the plan, but kill the project by not passing the third reading of the EEA.

North Platte Chamber and Economic Development President Gary Person addresses the council and reiterated the importance of this project to the community. Not only with increased retail, but also the beautification of a blighted and substandard property, the mall, right in the middle of our city.

Person also noted that the Chamber Board approved the redevelopment plan with a 14-0 vote and reminded the council that at the May 4 council meeting, 41 residents testified in favor of the mall project.

Resident Ivan Mitchell asked the council to tap into the "practical side of their personality" when deciding how to vote.

Mitchell noted that many businesses in the state and region are operating using the same financing tools being sought by Rev Development for the mall project, EEA and Tax Incremented Financing.

Mitchell stated that a council member can be personally opposed to the project and still vote for the project.

Sheila Bigelow, who manages a mall business said the entire mall community is behind the project. She said most of the managers and owners were in the mall when it had more tenants and the competition made businesses like hers stronger.

After some further comments from residents and minimal discussion from the council, the redevelopment plan was passed with a 4-3 vote. Reiker, Woods and Tryon again voted against approval.

North Platte City Council approves Mall redevelopment plan, passes second reading of EEA occupation tax

Due to high sales, officials in the states participating in the Mega Millions® Lotto game have increased the estimated jackpot amount for the Tuesday, May 18 drawing to $475 million or $319.4 million with the cash option selected. This is the 9th largest jackpot in the history of the game.

Tonight's Mega Millions jackpot 9th largest in history

Every Nebraska State Patrol vehicle will soon be equipped with enhanced life-saving capabilities thanks to a partnership with The Leona M. and Harry B. Helmsley Charitable Trust, the Nebraska Department of Health and Human Services, Nebraska Game and Parks, and the Nebraska State Patrol.

The effort is part of a $6.4 million grant to equip law enforcement agencies with the next generation of Automated External Defibrillators (AEDs). NSP will receive 457 AEDs to be placed in both marked and unmarked patrol vehicles throughout the state.

“Seconds count during a cardiac arrest,” said Walter Panzirer, a Helmsley trustee. “We know in Nebraska first responders often have great distances to cover. This funding will ensure those who get to the scene before EMS arrives give patients a better shot at survival.”

Studies conducted by the American Heart Association demonstrate a dramatically higher survival rate for cardiac patients shocked by law enforcement, who are generally first on the scene, especially in rural areas. The AEDs feature technology conducive to the highly mobile and challenging environment of a patrol vehicle. The AEDs will help ensure that troopers are able to produce the fastest first shock when defibrillation is needed.

“This partnership is phenomenal and adds an exceptional life-saving tool to each patrol vehicle,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Our troopers are often the first people on the scene of a serious crash and have to quickly provide medical care until paramedics arrive. These AEDs will greatly enhance the life-saving measures troopers can provide during a critical incident response.”

Using Wi-Fi connectivity, these self-monitoring devices can send near real-time event data, including a patient’s heart rhythm and delivered shocks, to incoming emergency services or receiving hospitals, thus allowing for post-event evaluation to improve care delivery.

The first group of troopers and investigators are undergoing training on the new AEDs, which is being conducted by the Nebraska Game and Parks Commission. Those troopers will then provide training to NSP personnel throughout the state.

To date, the Helmsley Charitable Trust has invested more than $500 million to improve access to quality healthcare in rural America, $72 million of that in Nebraska.

This webinar will look at 31 commercial beef cow-calf operations with 100 or more cows. The information comes from the 2019 FINBIN database maintained by the University of Minnesota for the states of Nebraska, North Dakota and South Dakota. The presentation will include key factors that make a beef operation profitable according to this benchmarking data.

The webinar will be presented by Randy Saner, an extension educator in Lincoln County, and Matt Stockton, an ag economist with Nebraska Extension.

Nebraska Extension webinar to cover profitability, benchmarking for beef producers

LINCOLN, Neb.-Lawmakers bracketed a proposal May 18 that would enact health and safety protections for meatpacking workers during the ongoing coronavirus pandemic.

<a href="http://nebraskalegislature.gov/bills/search_by_number.php?DocumentNumber=LB241&amp;Legislature=107th" target="_blank">LB241</a>, as introduced by Omaha Sen. Tony Vargas, would require employers to maintain 6 feet of space around and between each worker, including in common areas like lunch, break and locker rooms.

During the 2020 legislative session, Vargas attempted to incorporate the provisions of LB241 into another measure but the effort was unsuccessful. The rejection of that proposal, he said, resulted in increased cases, hospitalizations and deaths related to COVID-19 in meatpacking plants.

As amended during general file debate, employers would be required to maintain 6 feet of space in common areas only. If the Centers for Disease Control and Prevention revise COVID-19 guidelines, the state Department of Labor could adjust provisions in LB241 to mirror those recommendations.

Under the bill, employees would be screened for COVID-19 at the start of each shift, including a temperature check — with the result disclosed to the employee — and either an oral or written questionnaire including questions about possible symptoms and exposure.

If a worker suspects they have been exposed to COVID-19, they could leave the meatpacking operation premises to receive a test on paid work time. Employees displaying COVID-19 symptoms would be allowed to quarantine at home while awaiting test results, although asymptomatic employees could return to work.

The bill also would ensure paid sick leave for an employee who tests positive that would not count against any other paid sick leave owed to the employee. The protections proposed in LB241 would apply until June 30, 2022.

Kearney Sen. John Lowe offered a motion during select file debate to bracket the bill until June 10, 2021, which effectively would end debate on LB241 for this session. As cases have declined and vaccination rates have increased, Lowe said, the provisions outlined in the proposal have become unnecessary.

Speaking in support of the bracket motion was Blair Sen. Ben Hansen. He said federal regulations are changing quickly in light of increased vaccination rates.

“Currently, it’s best to hold off on creating a new law that targets a specific industry,” Hansen said. “Right now, in my opinion, it is not needed.”

Vargas opposed the bracket motion. Meatpacking plants that have implemented many of the bill’s provisions already should not take issue with codifying those regulations in state law, he said.

The bracket motion prevailed on a 25-18 vote.

Two, four-week youth art workshops are planned at the campus. The first is geared toward students who have recently completed grades 1-3. It’s scheduled for 1-2 p.m. Wednesdays June 2-23.

The second art workshop will begin June 23 and continue every Wednesday through July 14. Sessions are scheduled for 3-4 p.m. and are open to students who have recently completed grades 4-6.

During both workshops, instructor Carissa Hill will help students create fun art projects through the exploration of a variety of techniques, mediums and artists. Students will engage and collaborate with peers in the learning process.

 Authorities say that after investigators spoke with witnesses and reviewed surveillance video, police determined that the driver, the victim and another individual were drinking alcohol in the vehicle while it was parked along a street last Friday night.

 At one point, the victim, 47-year-old Paul Walking, of Pine Ridge, got out of the car and walked around to the rear of the vehicle. 

According to officials, the driver put the car in reverse and backed over the victim, then ran over him a second time when he pulled forward.
