Every Nebraska State Patrol vehicle will soon be equipped with enhanced life-saving capabilities thanks to a partnership with The Leona M. and Harry B. Helmsley Charitable Trust, the Nebraska Department of Health and Human Services, Nebraska Game and Parks, and the Nebraska State Patrol.

The effort is part of a $6.4 million grant to equip law enforcement agencies with the next generation of Automated External Defibrillators (AEDs). NSP will receive 457 AEDs to be placed in both marked and unmarked patrol vehicles throughout the state.

“Seconds count during a cardiac arrest,” said Walter Panzirer, a Helmsley trustee. “We know in Nebraska first responders often have great distances to cover. This funding will ensure those who get to the scene before EMS arrives give patients a better shot at survival.”

Studies conducted by the American Heart Association demonstrate a dramatically higher survival rate for cardiac patients shocked by law enforcement, who are generally first on the scene, especially in rural areas. The AEDs feature technology conducive to the highly mobile and challenging environment of a patrol vehicle. The AEDs will help ensure that troopers are able to produce the fastest first shock when defibrillation is needed.

“This partnership is phenomenal and adds an exceptional life-saving tool to each patrol vehicle,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Our troopers are often the first people on the scene of a serious crash and have to quickly provide medical care until paramedics arrive. These AEDs will greatly enhance the life-saving measures troopers can provide during a critical incident response.”

Using Wi-Fi connectivity, these self-monitoring devices can send near real-time event data, including a patient’s heart rhythm and delivered shocks, to incoming emergency services or receiving hospitals, thus allowing for post-event evaluation to improve care delivery.

The first group of troopers and investigators are undergoing training on the new AEDs, which is being conducted by the Nebraska Game and Parks Commission. Those troopers will then provide training to NSP personnel throughout the state.

To date, the Helmsley Charitable Trust has invested more than $500 million to improve access to quality healthcare in rural America, $72 million of that in Nebraska.

This webinar will look at 31 commercial beef cow-calf operations with 100 or more cows. The information comes from the 2019 FINBIN database maintained by the University of Minnesota for the states of Nebraska, North Dakota and South Dakota. The presentation will include key factors that make a beef operation profitable according to this benchmarking data.

The webinar will be presented by Randy Saner, an extension educator in Lincoln County, and Matt Stockton, an ag economist with Nebraska Extension.

Nebraska Extension webinar to cover profitability, benchmarking for beef producers

LINCOLN, Neb.-Lawmakers bracketed a proposal May 18 that would enact health and safety protections for meatpacking workers during the ongoing coronavirus pandemic.

<a href="http://nebraskalegislature.gov/bills/search_by_number.php?DocumentNumber=LB241&amp;Legislature=107th" target="_blank">LB241</a>, as introduced by Omaha Sen. Tony Vargas, would require employers to maintain 6 feet of space around and between each worker, including in common areas like lunch, break and locker rooms.

During the 2020 legislative session, Vargas attempted to incorporate the provisions of LB241 into another measure but the effort was unsuccessful. The rejection of that proposal, he said, resulted in increased cases, hospitalizations and deaths related to COVID-19 in meatpacking plants.

As amended during general file debate, employers would be required to maintain 6 feet of space in common areas only. If the Centers for Disease Control and Prevention revise COVID-19 guidelines, the state Department of Labor could adjust provisions in LB241 to mirror those recommendations.

Under the bill, employees would be screened for COVID-19 at the start of each shift, including a temperature check — with the result disclosed to the employee — and either an oral or written questionnaire including questions about possible symptoms and exposure.

If a worker suspects they have been exposed to COVID-19, they could leave the meatpacking operation premises to receive a test on paid work time. Employees displaying COVID-19 symptoms would be allowed to quarantine at home while awaiting test results, although asymptomatic employees could return to work.

The bill also would ensure paid sick leave for an employee who tests positive that would not count against any other paid sick leave owed to the employee. The protections proposed in LB241 would apply until June 30, 2022.

Kearney Sen. John Lowe offered a motion during select file debate to bracket the bill until June 10, 2021, which effectively would end debate on LB241 for this session. As cases have declined and vaccination rates have increased, Lowe said, the provisions outlined in the proposal have become unnecessary.

Speaking in support of the bracket motion was Blair Sen. Ben Hansen. He said federal regulations are changing quickly in light of increased vaccination rates.

“Currently, it’s best to hold off on creating a new law that targets a specific industry,” Hansen said. “Right now, in my opinion, it is not needed.”

Vargas opposed the bracket motion. Meatpacking plants that have implemented many of the bill’s provisions already should not take issue with codifying those regulations in state law, he said.

The bracket motion prevailed on a 25-18 vote.

Two, four-week youth art workshops are planned at the campus. The first is geared toward students who have recently completed grades 1-3. It’s scheduled for 1-2 p.m. Wednesdays June 2-23.

The second art workshop will begin June 23 and continue every Wednesday through July 14. Sessions are scheduled for 3-4 p.m. and are open to students who have recently completed grades 4-6.

During both workshops, instructor Carissa Hill will help students create fun art projects through the exploration of a variety of techniques, mediums and artists. Students will engage and collaborate with peers in the learning process.

 Authorities say that after investigators spoke with witnesses and reviewed surveillance video, police determined that the driver, the victim and another individual were drinking alcohol in the vehicle while it was parked along a street last Friday night.

 At one point, the victim, 47-year-old Paul Walking, of Pine Ridge, got out of the car and walked around to the rear of the vehicle.

Boaters and paddlers should not take safety for granted. Game and Parks suggests ways boaters may reduce the risk of incidents and help ensure a safe and enjoyable day on the water.

Before Launching&nbsp;– Ensure your boat is in good running condition. Get the boat registered and, if a nonresident, purchase an Aquatic Invasive Species sticker on Game and Parks’ website. Let someone know where you are going and when you expect to return. Paddlers of kayaks or canoes should physically inspect their planned take-out point to make sure it is accessible.

Wear a Life Jacket&nbsp;– Children under age 13 and anybody on a personal watercraft are required by law to wear a United States Coast Guard-approved personal flotation device. People being towed by a boat on skis, a tube, or other similar device also must wear a life jacket. Every vessel, except sailboards, must carry a flotation device for each person on board.

Avoid Alcohol&nbsp;– Boat operators can become impaired with less alcohol than motor vehicle drivers due to heat and dehydration. Boating Under the Influence is a criminal violation and is enforced actively.

Nebraska Game and Parks urges safety while boating

KEARNEY, Neb.-Two North Platte men have been accused of robbing a Kearney skills casino last July.

According to court records, Jason Bryant, 40, was arrested over the weekend on suspicion of use of a deadly weapon to commit a felony and robbery.

Matthew Rauterkus, 34, was arrested last week on accusations of being an accessory to a felony and conspiracy to commit burglary.

According to Kearney police, on July 25, officers responded to the report of a robbery at River Valley Gaming.

It was reported that a white male came into the establishment, brandished a knife, and demanded cash from an employee. Police said the male collected an unknown large amount of cash and left the business.

Eventually, the subject was identified as Bryant, with Rauterkus allegedly acting as his accomplice.

Further details of the case and investigation are sealed in court records.

Rauterkus is free on bond. Bryant's bond was set at ten percent of $50,000.

The investigation is ongoing and anyone with information is encouraged to contact Kearney police.&nbsp;

2 North Platte men accused in Kearney skills casino robbery

NORTH PLATTE, Neb.-Local race fans are familiar with local sprint car driver Tom Belsky and his love of racing.

Belsky was seriously injured in a crash during a race in Lincoln on May 15.

According to Belsky's friend Nick Bryan, Belsky was in a Last Chance Qualifier at Eagle Raceway in Lincoln.&nbsp;

During a restart, Belsky made contact with another car which sent his car full speed into a barrier in one of the turns.

Belsky was knocked unconscious and had to be extracted from the car by emergency and safety crews.

Bryan said Belsky was life-flighted to Bryan LGH Medical Trauma Center, in Lincoln.

Belsky's injuries were numerous and included broken ribs, a punctured lung, and dislocated vertebrae in his neck.

Doctors performed emergency surgery to fuse Belsky's neck bones back together.

The surgery was successful, but Belsky faces a long road toward healing and recovery.

It's estimated that Belsky will receive treatment in the hospital for three to six months, followed by 12 to 24 months of daily rehab and recovery.

Bryan has started a Go-Fund-Me account to help with expenses for Belsky's family as he remains hospitalized in Lincoln.

Several other fundraisers are being planned for Belsky in the near future.

Fund started for North Platte sprint car driver injured in crash

KEARNEY, Neb.-Police in Kearney are upping the ante in their investigation of a weekend shooting, offering a $2,000 cash reward for information that leads to an arrest of the person or persons responsible.

The shooting happened early Saturday morning in the 800 block of West 27th St. during a disturbance.

Officers responding to a report of gunshots received word that a male, 20, was receiving treatment at CHI Good Samaritan Hospital for a non-life-threatening gunshot wound.

Police said the victim was walking when he was confronted by five black males in a light-colored four-door vehicle.

Police said an altercation took place and a handgun was discharged several times, striking the victim in the leg.

Witnesses told police the vehicle then headed westbound on 9th Ave.

In addition to information on the suspect or suspects, police are asking residents in the area to check doorbells and security cameras that may have captured potential evidence.

North Platte High School students produce hilarious lipdub to end year

OMAHA, Neb. (AP) — Gov. Pete Ricketts is predicting a return to normal in Nebraska’s K-12 schools by this fall after a year of coronavirus restrictions that included mask-wearing in classrooms and remote learning. 

Ricketts says the state appears to be in good shape with its vaccination efforts and virus-related hospitalizations, which have now fallen below 100 statewide. 

He made the comments as he encouraged Nebraska’s new high school graduates to get vaccinated if they haven’t already. 

He says he also supports younger children getting vaccinated, as long as a vaccine has been federally approved for a child’s age group and the parents' consent.

NORTH PLATTE, Neb.-A man was arrested after he fled from an attempted traffic stop in North Platte.

On Sunday at 6:57 p.m., police said officers observed a vehicle with expired plated in the area of 13th St. and Jeffers St. and attempted to make a traffic stop.

Police said the driver, later identified as Mark Ryan, 37, stopped briefly then fled in the vehicle.

Police said officers pursued the vehicle to the area of 7th St. and Willow St., where Ryan exited the vehicle and fled on foot. Police said Ryan failed to put the vehicle in park and it continued moving before colliding with the Willow viaduct.

According to police, officers pursued Ryan onto Union Pacific Railroad property before apprehending him in the 500 block of West 6th St.

Police said Ryan was arrested on suspicion of driving under suspension, willful reckless driving, flight to avoid arrest, resisting arrest and having an expired registration.

Ryan was jailed at the Lincoln County Detention Center.

No injuries to Ryan or the officers were reported.

Flood Warning issued for area

A Chadron man has been arrested for&nbsp;methamphetamine and marijuana.&nbsp;

On May 14 Chadron Police Officer Edward Grentz invested a report of the use of a stolen credit card at a local Chadron business. 

Officer Grentz applied for a search warrant for a residence on Morehead Street to search for the reported stolen credit card.

"During the service of the search warrant, officers contacted 23 year-old Tristan King in the front yard of the home," Chadron Police Chief Richard Hickstein said. "During the search, the stolen credit card was recovered. Additionally, officers observed suspected methamphetamine and drug paraphernalia during the initial search. As a result, a second search warrant was obtained and numerous items were seized, including suspected methamphetamine, suspected marijuana, and drug paraphernalia."

Hickstein said officers also found plastic bags, pipes and rolling papers.

King was arrested for possession of methamphetamine (Class IV felony), possession of marijuana less than one ounce (infraction) and possession of drug paraphernalia (infraction). 

20 year-old Gabrielle King, also a resident of the home, was issued a citation for possession of marijuana less than one ounce (infraction), possession of drug paraphernalia (infraction).

The Chadron Police Department was assisted by the Nebraska State Patrol and Western Intelligence Narcotics Group (WING).

“The event was highly successful, we met the goal of 500 tons within 24 hours! Which probably lets us know we need to have another tire amnesty soon,” KAB Executive Director Kathy Worley said.

Landfill Supervisor Clint Fankhauser said there were 203 loads on Friday and 39 by 9 a.m. Saturday when the threshold was met. He said the rehaul process will require an estimated 42 truck loads necessary to relocate the pile. Julesburg hosts one of two plants operated by Brownell (Kan.)-based Resource Management Co., Inc., where the tires will be shredded and stored in silos before entering the recycling stream. The company’s key principal, Twylia Sekavec, said the specific market will be determined later. As with other recyclables, such as plastics, the reclaimed rubber is not as easy to move as it was a year or five years ago, she noted, speaking from a “grassroots” perspective. “The recycling market is really tough in all areas.”

Asked whether another collection could be expected for 2022, Fankhauser replied that it would be more likely in 2023 since grant funding would be potentially awarded to other area communities, Chadron, Scottsbluff or Sidney, for example, that had not hosted the event for years.

The previous tire amnesty period came in 2014, before Fankhauser was in his current position, and yielded 425 tons of tires. He emphasized the recent event was a group effort at the City as he collaborated with Randy Waggener and Tarrah Johnson, co-interim city managers, Ross Grant, head of Public Works, and Kaytlin Norris, administrative secretary. The project “required a lot of paperwork to get the application process going,” Fankhauser said.

Scheduled for five days, significant demand shortened the process. However, Fankhauser oversaw his staff as well as four extra people from Public Works who helped things run smoothly, and allowed the landfill to operate as normal.

Most of the tires came from farms and ranches in Box Butte and Sheridan Counties. By waiting those who took advantage by spending up to 4-5 hours were able to save on the usual fees.

“Overall, it was pretty positive,” Fankhauser said. “People who missed the deadline were a little bit irritated, obviously. Next time, I would like to limit to single cars or pickups -- for the littler guys -- for a whole day.”

The North Platte Public Library has several workshops for the public coming up.&nbsp; 

These workshops have a small fee and each attendee goes home with a useful or fun object or two.&nbsp;

Our first workshop is “Let’s Create Plant Markers,”&nbsp; for ages 9 and up.&nbsp; For a fee of $2.00, each attendee will make decorate two fun pot or garden markers with permanent vinyl sayings and then seal them with mod-podge.&nbsp; 

Sessions will be in the library’s meeting room on May 17 at 4:00 p.m., May 19 at 4:00 p.m. and May 21 at 10:00 AM.&nbsp;

North Platte Public Library to offer crafty workshops

OMAHA, Neb. (AP) — A former Nebraska State Patrol trooper has been arrested on suspicion of child enticement and possessing child pornography. 

The Nebraska State Patrol said 24-year-old Brandon Dolezal was arrested early Saturday. 

The criminal investigation began after a teen told a school resource officer at Gering High School that he was concerned because two girls he knew were messaging with an older man on Snapchat. 

Court documents said interviews with the girls and a search of Snapchat records revealed that one of the girls had sent explicit photos to Dolezal and the conversations were sexual in nature. 

The State Patrol fired Dolezal in March after an internal investigation.

OMAHA, Neb. (AP) — Several major unions say the significant staff cuts railroads have made in recent years could jeopardize safety, but the major railroads say the new operating model they have adopted is simply helping them become more efficient and hasn’t made the railroads riskier. 

The unions say the freight railroads, which include CSX, Union Pacific and Norfolk Southern, have cut their workforces more than 22%, so now safety inspectors and maintenance technicians are hard-pressed to complete their duties in the time allotted. 

Yet the railroads say safety has been improving overall, and regulators say the data doesn't show a problem with the industry's new operating model.

LINCOLN, Neb. (AP) — Nebraska Gov. Pete Ricketts has tweaked his new policy requiring news outlets to apply for access to his press conferences, but media groups are still questioning the rules. 

Ricketts’ spokesman Taylor Gage defended the credentialing system as fair. 

Media of Nebraska represents the state’s newspapers and broadcast outlets. It says the new form is an improvement over the original one released a month ago, but the group still has reservations about some of the questions. That includes one asking if a journalist also writes editorials. 

The new credential system was created after the governor’s office was criticized for excluding a reporter from an Omaha-based news website from press conferences.

Gov. Ricketts tweaks new rules requiring media credentials

NORTH PLATTE, Neb.-Severe storms brought hail, wind, and dangerous lightning to the area on Saturday night, and the National Weather Service said we could see more of the same on Sunday.

The weather service said thunderstorms will continue throughout the day, with the greatest risk of severe weather this afternoon and evening.

The primary threats will be large hail and gusty winds, along with localized heavy rainfall. 

There is also a threat of localized flooding across portions of north-central and southwest Nebraska.
