LINCOLN, Neb. (AP) - A major winter storm could blanket a large section of the Plains with up to a foot of snow at the start of this week.

The National Weather Service has issued a winter storm warning for an area stretching from north-central Kansas across southeast Nebraska and into southern Iowa. The snow is expected to begin early Monday and continue throughout the day.

Most of the region is expected to receive at least six inches of now, but the heaviest snow is predicted to fall on an area starting around Salina and Concordia, Kansas, and continuing northeast to around Des Moines, Iowa.

The major storm is expected to make travel difficult across the area.

LINCOLN, Neb. (AP) - A mass vaccination event in Lincoln that helped Nebraska record one of its most productive days in its campaign to distribute shots could serve as a model for future events.

Health officials in Lincoln said roughly 2,400 health care workers received the vaccine Friday at the event held at the Pinnacle Bank Arena. That helped the state administer 8,701 doses of the vaccine on Friday in what was the second-busiest day of the campaign so far.

Jan. 5 - when 13,660 doses of the vaccine were administered - is the busiest day so far. The state has been averaging about 4,500 shots a day over the past two weeks as it works to speed up distribution of the vaccine.

Pat Lopez, director of the Lincoln-Lancaster County Health Department, said Friday's mass vaccination event was successful with most people able to get their shots and get out of the arena in less than 30 minutes.

Currently, the state is receiving about 23,500 doses of coronavirus vaccines each week that are distributed statewide.

The state said 599 cases of the virus were reported Saturday. A total of 186,854 cases and 1,879 deaths have been recorded so far.

The number of people hospitalized with the virus dipped below 400 for the first time since October Saturday when 390 people were being treated.

Mass vaccination event in Lincoln could be a model in state

OMAHA, Neb. (AP) - Nebraska is negotiating a new and costlier contractor with a troubled Kansas-based foster care contractor that is less than three weeks away from running out of money for operations.

William Clark, interim CEO of St. Francis Ministries, told Nebraska lawmakers Friday that the nonprofit needs another $25 million to cover its costs for this year and about $10 million to cover a shortfall for the fiscal year that ended June 30, the Omaha World-Herald&nbsp;<a href="https://omaha.com/news/state-and-regional/govt-and-politics/nebraska-negotiating-new-costlier-contract-with-st-francis-ministries/article_94ab80ec-5c4f-11eb-8c97-33d2616a9ae4.html#tracking-source=home-top-story-1" target="_blank">reports.</a>

St. Francis signed its current contract in July 2019 and started taking over the care of abused and neglected children several months later in Douglas and Sarpy Counties in the Omaha area.

Dannette Smith, the CEO of the Nebraska Department of Health and Human Services, said the state is pursuing the new agreement to maintain continuity. She promised increased state oversight, saying, "I think we learned a bitter lesson."

St. Francis won the Nebraska job by offering to do it for $197 million over five years, less than 60% of the bid from PromiseShip, the Omaha-based agency that held the previous contract.

Nebraska lawmakers and child advocates raised concerns at the time, but state officials gave reassurances.

Covering the $25 million shortfall for this year will put the contract cost at $66.7 million, Smith said. That compares with the $65.8 million that PromiseShip had proposed for the same year.

Kam Rokon claims in the lawsuit filed in Lancaster County District Court that his brother, Rahat Jalil, was forced to stand outside all night with no clothes on and was told to urinate on other pledges who didn't follow directions before his death in January 2019. He was 18, The Lincoln Journal-Star&nbsp;<a href="https://journalstar.com/news/local/crime-and-courts/family-of-unl-student-found-dead-in-2019-sues-fraternity-alleges-hazing-led-to-suicide/article_6a890125-6c15-5fea-b02b-3d6e4c74aaf7.html#tracking-source=home-top-story-1" target="_blank">reports.</a>

The suit seeks unspecified damages from Lambda Phi Epsilon International and the fraternity's Nebraska chapter. It says the fraternity didn't have policies in place or enforce those it did, nor did it provide the supervision required to ensure Jalil's safety.

Katie Cheatle, the attorney representing the Nebraska chapter of Lambda Phi Epsilon, said the fraternity members were saddened by the loss of their brother and refute that anything the fraternity did is related to his death.

The local chapter of Lambda Phi Epsilon, an Asian-centered fraternity, was founded in 2016, joining three other chapters in UNL's Multicultural Greek Council. The fraternity does not have a house on campus, and therefore is not subject to university-approved housing rules.

UNL is not named in the suit and officials declined to comment, citing the pending litigation and an ongoing investigation.

"It was a wonderful experience because I got to travel the world and got to fulfil a lot of bucket lists," said Adair. "I've been to Africa twice and New Zealand. In Africa we were hunting plains game. Probably one of the most exciting hunts was a Cape Buffalo hunt. It was the real deal. A lot of times you go to South Africa and it's kind of high tense, but this was in&nbsp; Zimbabwe. There are no fences. We had leopard come through our camp. The Cape Buffalo is one of the most dangerous animals in Africa. It was pretty&nbsp;exhilarating. That was just&nbsp;archery hunts in South Africa."

Adair has also been to Panama twice, Turkey and New Zealand.&nbsp;

"The place we were at was for marlins," Adair added. "There's four or five species of marlin. Guys that have money go down there to fulfill a bucket list. Hopefully catching all five in one trip. I was in Turkey with a guy hunting Ibex [Bezoar]. I went to New Zealand and we hunted Stag, Red Deer and Fallow Deer."

Adair said his Father always said, "All good things come to an end." Cabela's was becoming bigger and decided to not continue to create their own TV shows.&nbsp;

Adair went on to say outdoor TV started to change as well. Instead of being more informative, it became more entertainment with personalities.&nbsp;

"Our new CEO at that time was really into internal communications so we did a lot of internal communications video," said Adair. "A lot of product videos, which still got me out and about...not around the world, but around the country. A lot of the product videos we did were literally in the field. I mean if it were Water Fowl hunting...we were down west of Wichita [Kansas]. It's one of the most premier Water Fowling hunting&nbsp;destinations in the country. We were filming product videos there for about a week. It was pretty cool. We'd gone to Arizona for some of our active wear stuff during the winter time."&nbsp;

Cabela's was then bought out by Bass Pro Shops. 

Adair said it was a shock to a lot of employees who had been with Cabela's for a long time. They had sold their marketing department including video to Quad Graphics. Adair worked for them for a number of years and then moved into free lance video work. After that he got out of video production for awhile working for&nbsp;Capital Business Systems as a&nbsp;Electromechanical Technician.&nbsp;

Lincoln County Marriage Licenses 

LINCOLN, Neb. (AP) - Nebraska residents who are younger than 65 years old and considered healthy may have to wait another four months to get the coronavirus vaccine based on current distributions to the state, officials said Friday.

State health officials and Gov. Pete Ricketts said they're currently receiving 94,000 vaccinations a month through the distribution chain administered by the federal government.

Nebraska has already been vaccinating front-line health care workers and people with ties to long-term care facilities. Under the state's distribution plan, the next in line are an estimated 500,000 residents who are at least 65 years old or have a health condition that puts them at greater risk if they catch the virus.

State officials predict that 75% of that group will get a vaccine, which translates into a four-month wait for everyone else unless Nebraska starts receiving a larger number of vaccine shipments. Currently, the only two vaccines authorized for emergency use in the United States are produced by drugmakers Pfizer and Moderna.

"If we get additional vaccines approved by the government ... that will allow us to speed this process up," Ricketts said during a news conference on the state's pandemic response.

Nebraska's two largest public health districts, encompassing Omaha and Lincoln, will start vaccinating people 65 and older and those with health conditions during the first week of February, said Angie Ling, incident commander for the Nebraska Department of Health and Human Services. Fifteen other health departments in rural parts of the state have already begun vaccinating that group because their populations are smaller, and two others are expected to start this week.

Ling said residents will be able to get vaccinated at community health clinics, their local health care provider or at pharmacies that carry the drugs. The state also plans to launch a registration website on Jan. 29, along with a hotline for people who don't have internet access.

Some local governments have already established registration websites, but Ling said those will feed into the state's website to help determine when residents are eligible.

State officials previously predicted that vaccinations would be available to the general public by April. Ricketts said Nebraska has been able to distribute vaccines through a network of hospitals and other health care providers, but is limited by the supply it receives each week.

"If there's more supply, we will find ways to get it into people's arms," he said.

Ling said Pfizer and Moderna are working to increase their production, which would allow the state to quicken its pace.

Nebraska had 421 people hospitalized with the virus as of Thursday evening, continuing a decline from the all-time high of 987 in mid-November, according to the state's online tracking portal. The state has confirmed 185,346 cases and 1,868 deaths since the pandemic began. Nearly 83% of those who have died were 65 or older.

The state reported 864 new cases on Thursday, down from the peak numbers reached in mid-November.

Nebraska lawmakers now accepting online comments about bills

LINCOLN, Neb. — Scout’s Rest Ranch at Buffalo Bill Ranch State Historical Park has been designated a National Historic Landmark, for the significant role William F. “Buffalo Bill” Cody played in the creation of the Wild West entertainment movement of the late 19th century.

About 8.25 acres of Cody’s former ranch property in North Platte — including the mansion, barn, outbuildings, irrigation system, windmill and landscaped lawns — earned the designation on Jan. 13. National Historic Landmarks are determined by the U.S. Secretary of the Interior to be nationally significant to American history and culture.

“This national recognition is a great honor for Buffalo Bill Ranch State Historical Park, and it reinforces the significance of Buffalo Bill and his influence on how we understand the American West — something Nebraskans have always known and taken pride in,” said Bob Hanover, Nebraska Game and Parks historical parks administrator.

This achievement coincides with the centennial year of the Nebraska Game and Parks Commission state park system, and an event to celebrate the Scout’s Rest Ranch designation is being planned for later this year.

Scout’s Rest Ranch was the primary home of the frontiersman-turned-showman from 1886 to 1913. In the late 1800s, Cody developed a series of “Wild West” vaudeville shows that incorporated rodeo performances and re-enactments of historical events of the American frontier. The ranch was a powerful piece of publicity and propaganda in the show as it illustrated how Cody carried out his role as frontiersman and domesticator, not just in the arena, but in his private life.

Buffalo Bill’s Wild West was so compelling, it inspired more than 100 imitator shows, spawned the modern rodeo, and influenced the motion picture industry. The movement influenced — and continues to influence — how the entertainment industry, mass media, and popular culture present the history of the American West.

The ranch in west-central Nebraska at one time covered nearly 4,000 acres of prairie and supported cattle. Cody dubbed his slice of Nebraska as “Scout’s Rest,” a name that reflected his career as a civilian scout for the military and his vision of the ranch as a retreat where he could relax and plan for his vast entertainment empire.

Cody also conducted Wild West business at Scout’s Rest Ranch, including purchasing, training, and stabling horses; signing contracts for new performers; and allowing the use of the ranch for performers to rehearse.

The ranch, part of the 25-acre Buffalo Bill Ranch State Historical Park, is open to guests year-round, and the house and barn can be toured from late spring to early fall. In the future, the property will display a bronze plaque provided by the National Park Service that memorializes its status as a National Historic Landmark.

“With approximately 2,600 National Historic Landmarks, Scout's Rest now joins a distinguished group of nationally significant properties that represent the most important chapters of our nation's history,” said Astrid Liverman, of the National Park Service. “It was an honor to work with the Scout’s Rest Ranch team on the designation of this very special place.”

WCDHD COVID-19 community risk dial remains in Elevated category

LINCOLN, Neb. (AP) - Nebraska state employees have a new contract that includes pay raises for those who receive a satisfactory rating in their performance reviews.

Gov. Pete Ricketts said the contract reflects "the culmination of six years of culture changes in state government to become a more performance-based organization." He said the contract will allow state administrators to recognize workers for "excellence in work."

Justin Hubly, executive director of the Nebraska Association of Public Employees, said the contract represents progress for state employees who worked through "a very hard year" that highlighted the importance of what they do.

"We appreciate the efforts of the governor and his team to work with us to secure a brighter future through a meaningful step pay plan and a higher minimum starting wage," he said.

The Nebraska Association of Public Employees represents more than 8,000 public employees that work in state agencies.

The new contract includes a merit-based step pay plan. All job classifications will have a minimum hourly rate of at least $12 an hour. Employees on the plan will be raised to the first step or the nearest step above their current hourly rate as of July 1. Employees will have the opportunity to advance steps on their pay plan if their performance in the past calendar year has been scored as at least satisfactory by their agency.

Nebraska signs new 2-year contract with state worker union

The bill would allow local public health departments across the state to impose restrictions related to the virus or other infectious diseases, without seeking state approval.

Under the current rules, Gov. Pete Ricketts' administration prevented local health officials from requiring people to wear masks when COVID-19 started spreading widely across the state last year. Later, many cities across the state took action to require masks once it became clear they had the legal authority to do so.

Ricketts has steadfastly opposed mask mandates because he has said that requiring them would likely generate resistance.

State Sen. Tony Vargas' bill would take the authority to require masks away from city councils and put public health officials in charge of those decisions.

Nebraska health officials resumed reporting statistics on the virus after its online virus tracking site was down for maintenance. The state said 2,064 new cases and 20 deaths were reported over the two days between Monday and Wednesday to give Nebraska a total of 184,482 cases and 1,862 deaths.

There were 433 people hospitalized with the virus across the state Wednesday. That was down slightly from the previous day's 438.

on the first Super 2 highway in Nebraska is progressing on schedule,
with the majority of the work completed on the 10-mile segment of
US-83 between mile markers 35 and 45 by Frazier Creek in Frontier
County, according to District 7 Construction Engineer Drew Wilson.
Work began in the spring of 2020 on the first of six projects that
will be part of the US-83 Super 2.

“The
project is all, but finished up,” said Wilson. “After all the
planning and public interest, it is exciting for those involved to
see what a portion of the Super 2 is going to look like.”


“The
signature feature of the Super 2 is the addition of passing lanes
spread out along the project,” said Wilson. “These passing lanes
were added in an effort to provide more passing opportunities and are
currently open to the public. As originally planned, there will be
several items that will need be completed in the spring of 2021,
including flumes and seeding.”


The
entire 12-year project stretches over 60 miles from McCook to North
Platte. US-83 will continue to be a two-lane highway but will have 16
passing lanes – eight in each direction – to facilitate traffic

funding for this project and a number of other projects across the
state results from the Build Nebraska Act. Enacted by the state
legislature in 2011, the law reassigned one-fourth of one cent of

LINCOLN, Neb. – Beginning Feb. 1, guests can make camping reservations up to 180 days in advance of arrival for stays at Nebraska state park and recreation areas.

Guests will be able to book stays for a maximum of 14 days, and will have the ability to make multiple reservations for eligible sites and dates.

There is no change to the cabin and lodge room reservation booking window. It remains at a year to date.

In addition to reservable campsites, first-come, first-served campsites are available year-round at all park locations.

The 180-day booking window was determined based on current public health conditions and takes into account statewide and nationwide reservation trends and public input. This new reservation window will be evaluated throughout 2021 and may be adjusted in the future.

Adjustments due to COVID-19 previously had limited the reservation booking window in an effort to increase camping opportunity and satisfy the increased demand for outdoor recreation that resulted from the novel disease.

“We appreciate the public’s understanding of that action, and we feel rewarded in knowing that the parks are recognized as important and favored destinations,” said Parks Division Administrator Jim Swenson.

State park camping reservation booking window of 180 days begins Feb. 1

OMAHA, Neb. (AP) - Nebraska lawmakers on Thursday rejected a new effort to require a public vote when they choose legislative leaders, despite a push from some conservative senators who cast it as a matter of transparency.

Lawmakers voted 30-19 against the motion to change the Legislature's internal rules that allow for committee chairs and the speaker of the Legislature to be elected through a secret ballot.

Supporters of the 50-year-old system say it minimizes the influence of partisanship in the officially nonpartisan Legislature, allowing lawmakers to elect the person they consider most-qualified for the job without pressure to vote for a member of their own party. The unusual practice has allowed Democrats to claim some chairmanships, even though they're heavily outnumbered by Republicans in the Legislature.

"This proposal is less about transparency and it is absolutely about dismantling this unicameral" Legislature, said Sen. Mike Flood, of Norfolk, a Republican and former speaker of the Legislature.

Flood said the rule change could eventually backfire on Republicans or be used to minimize the influence of rural senators, whose numbers are dwindling and are expected to decline further this year after legislative redistricting.

"In 20 years, this place could be full of Democrats and we'll be on the other side and we'll rue the day that we did this," he said.

Critics counter that the system encourages backroom deals and vote-trading from senators who are trying to win a chairmanship. They also say it violates the Nebraska Constitution, which calls for all votes to be public. Lawmakers debate the issue every two years, after new senators are elected.

"Transparency breeds trust, secrecy breeds mistrust," said Sen. Steve Halloran, of Hastings, a Republican who proposed the rule change.

Even so, some GOP senators said they didn't want to be pressured into voting the party line when their independent judgement tells them otherwise.

"I didn't take an oath to represent Republicans in this (Legislature), I took an oath to represent the people in my district," said Sen. Mark Kolterman, a Republican from Seward.

Kolterman said roughly 70% of the voters in his district are Republican, but he also feels obligated to represent Democrats.

"It shouldn't be about who's a Democrat and who's a Republican," he said. "It's should be about who has the best qualifications to lead."

But Sen. Mike Groene, of North Platte, said it's disingenuous to pretend that partisanship doesn't play a role in the Legislature. Groene, a self-described conservative populist, railed against "country club Republicans" who strike secret deals with Democrats to win chairmanships.

"You can talk about partisanship all you want, but it exists," said the former Education Committee chairman who recently lost his chairmanship to a Democratic lawmaker. "If you want to dream it doesn't exist here, you go right ahead. But out there in Nebraska, it exists."

Lawmakers also backed away from an effort to bar the media from "executive sessions," where members of a legislative committee discuss bills and vote on bills that have been presented to them. The meetings are closed to the general public, but reporters are allowed to attend them and report on what happened.

The senator who proposed the change argued that allowing reporters to listen has a chilling effect on lawmakers who want to have frank discussions. The Legislature's Rules Committee took no action on the idea, however, and no one introduced the proposed rule change in Thursday's debate.

Nebraska lawmakers preserve secret committee chair votes

OMAHA, Neb. (AP) - Nebraska's courts have faced a big challenge due to the coronavirus pandemic but continue to serve the public with the use of technology, the state's chief justice said Thursday.

Nebraska Supreme Court Chief Justice Michael Heavican said the pandemic forced the courts to turn to live streaming and video chatting services to ensure that proceedings were accessible to the public and people involved in the system.

"We would not have had the ability to rapidly respond to the pandemic if the courts had not built a strong technological foundation over the past decade," Heavican said in his annual State of the Judiciary address to lawmakers. "As we entered 2020, we were well-positioned to transition to distance operations because we had already begun to implement new courtroom technology and programming."

Heavican said the court's online payment systems allowed residents to pay traffic tickets and court fines without leaving their homes, and the judiciary also offered an online education system to help judges, lawyers, guardians and others meet continuous education requirements.

New attorneys were sworn into office via online ceremonies across the state, Heavican said. In Dawson County, one judge is broadcasting court proceedings on YouTube.

Heavican said schools and private organizations have hosted jury selection for trials in counties whose courthouses are too small for adequate social distancing to prevent transmission of the coronavirus. He said selection sessions were held at the University of Nebraska-Kearney, Grand Island Central Community College and local K-12 schools and the Lincoln Masonic Lodge.

Heavican also touted the benefits of probation services and problem-solving courts. He said probation costs nearly $2,000 per person, per year, and problem-solving courts costs about $4,000, compared to $41,000 for a person in prison.

"Do the math," he said. "Probation is the taxpayers' friend."

Justice: Technology helped Nebraska courts face pandemic

OMAHA, Neb. (AP) - The rural economy in parts of 10 Plains and Western states continues to grow, but rural bank CEOs say their biggest fears for the 2021 economy are excessive inflation and higher long-term interest rates, according to a new monthly survey of bankers.

The overall index of the Rural Mainstreet Survey improved to 52.0 in January from December's 51.6 - the highest reading since before the onset last year of the coronavirus pandemic.

Any score above 50 suggests a growing economy, while a score below 50 suggests a shrinking economy.

Creighton University economist Ernie Goss, who oversees the survey, reiterated that improvements in agriculture commodity prices, federal farm support payments and the Federal Reserve's record-low short-term interest rates have underpinned the region's economy. But rural bankers continue to worry that fewer farmers taking out loans will hurt their institutions.

"Approximately 44% of bank CEOs expect low loan demand to be the greatest issue facing their banks for 2021," Goss said. "This is up from 7% that recorded this as a top concern last year at this time."

Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.

Bankers survey shows gains in rural economy of 10 states

NORTH PLATTE, Neb.-A North Platte man is being held in the Lincoln County Detention Center, accused of robbing a local business.

According to North Platte police, on January 18, at 11:20 p.m., officers responded to a business in the 1600 Block of East 4th for a robbery that just occurred. 

Police say upon arrival, officers made contact with an employee who stated the suspect had departed on foot prior to officers arrival. 

According to police, the employee stated that the male suspect had entered the business and approached the front counter.  The male suspect then demanded money from the employee and made movements that led the employee to believe the suspect had a weapon. 

Police say the employee reached under the counter and then sprayed the suspect with bear mace, which encouraged the suspect to leave the store empty handed. 

 Officers were able to obtain security footage of the incident and identified the suspect as 34-year-old Steven Gastineau. 

Police say after further investigation, officers were able to develop probable cause, and contact was made with Gastineau on January 20.  

Gastineau was placed under arrest at that time and a subsequent search of Gastineau's person was conducted where officers located suspected methamphetamine. 

 Gastineau was incarcerated at the Lincoln County Detention Center on suspicion of robbery and possession of methamphetamine.

Employee at North Platte business uses bear mace to thwart robbery

NORTH PLATTE, Neb. (NSP)-Troopers with the Nebraska State Patrol (NSP) have arrested a Colorado juvenile and recovered a stolen vehicle following a pursuit in western Nebraska Wednesday morning.

At approximately 8:50 a.m. CT Wednesday, a trooper located a Toyota Avalon, which had previously been reported stolen in Iowa, as it was traveling westbound on Interstate 80 near North Platte, at mile marker 170. The trooper attempted a traffic stop, but the vehicle fled westbound. The trooper initiated a pursuit.

As the vehicle reached mile marker 158, Lincoln County Sheriff’s Deputies were able to successfully deploy spike strips to slow the vehicle. The vehicle eventually came to a stop in the median of I-80 near mile marker 155. The driver was immediately taken into custody without further incident.

He was lodged in Lincoln County Jail.The entire pursuit lasted approximately 15 minutes. The suspect vehicle reached speeds in excess of 110 miles per hour during the pursuit.###
