I-80, Highway 30 to reopen in Western Nebraska

On
December 28, 2020, Investigators with the North Platte Police
Department made contact with 41-year-old Joseph Martino, in regards
to his involvement in the shooting incident.

  It was determined that
during the altercation, Martino fired a handgun, while he was seated
in the driver’s seat of the vehicle. 

 Martino and the victim
departed the scene shortly after.  Martino then took the handgun and
hid it from being discovered during the investigation. 

 Martino was
placed under arrest and incarcerated at the Lincoln County Detention
Center on suspicion of terroristic threats, use of a weapon to commit a felony,
and tampering with physical evidence.

According to police, on December 26, 2020, at 8:11 p.m., Officers were dispatched to the 2300 Block of East Philip on a report of gunshots in the area. &nbsp;As officers were responding&nbsp;to the scene, it was reported that a subject with a gunshot wound,&nbsp;had just arrived at Great Plains Health.

Police say during the investigation, officers learned that the 18-year-old victim&nbsp;was involved in a disturbance&nbsp;at a residence, in the 2300 Block of East Philip,&nbsp;with&nbsp;22-year-old Brayden Divine and 20-year-old Logan Divine. &nbsp;It was&nbsp;reported that during the argument,&nbsp;a handgun&nbsp;<a></a>was brandished inside the residence and&nbsp;the victim was told to leave. &nbsp;The&nbsp;victim&nbsp;left the residence and as he was leaving in a vehicle, the victim was shot in the leg. &nbsp;Officers located the victim’s vehicle in the parking lot&nbsp;of Great Plains Health and observed evidence to support these statements. &nbsp;

Police say based on statements and evidence located at both the scene and the hospital, probable cause was established to arrest Brayden Divine on suspicion of 1st-degree assault, use of a deadly weapon to commit a felony and discharging a firearm at an occupied vehicle.&nbsp; Logan Divine was also arrested on suspicion of being an accessory to a felony. &nbsp;

Both Logan and Brayden were incarcerated at the Lincoln County Detention Center. &nbsp;

The victim suffered serious but non-life-threatening injuries from the incident.&nbsp;&nbsp;The Lincoln County Sheriff’s Office assisted with&nbsp;the investigation. &nbsp;

CHI Health infectious disease Dr. David Quimby said he is particularly worried that New Year's parties and public gatherings in bars could lead to more virus cases.

"If there are a fair amount of infected people in close environments, there will be an uptick in activity starting about a week or week and a half after New Year's," Quimby said.

The Douglas County Health Department is encouraging everyone to forego New Year's parties to help limit the spread of the virus and continue wearing masks in public and working to maintain social distancing.

The state's virus numbers have been improving since early this month when Nebraska ranked had the fifth-highest rate of new cases in the nation. As of Sunday, the state had the 33rd-highest rate of infection, according to data from Johns Hopkins University.

Nebraska said 527 people were hospitalized with COVID-19 on Sunday. That was up from 503 the day before but still well below the peak of 987 set on Nov. 20.

The state reported 637 new virus cases and no deaths Sunday to give it 161,974 cases and 1,559 deaths linked to the virus since the pandemic began.

The seven-day rolling average of daily new cases in Nebraska decreased over the past two weeks, going from 1,302.86 new cases per day on Dec. 13 to 846 new cases per day on Sunday.

LINCOLN, Neb.— Amanda Peters refers to the outdoors as her “happy place.”

The Lincoln woman is a cardiac intensive care unit nurse at Bryan Medical Center East, and in the midst of the COVID-19 pandemic, she has leaned on that happy place even more. That escape recently helped her earn her first whitetail deer.

While Marv has always been an avid hunter, Amanda grew up familiar with guns and trap shooting, but only started showing interest in hunting over the past few seasons.

She takes value in being an ethical hunter and in doing things the right way. So when Amanda learned a local landowner was having trouble with an apparent overabundance of does on his property, she felt better about passing up several smaller bucks for a chance at a doe. It took until the end of the season, with several long days of sitting in blinds from before sunrise to sunset, but the experience offered plenty of time to bond with her father.

Having him there made the moment even sweeter, she said, because her father has been there for all of her “firsts” — from her first turkey to now her first deer.

Amanda’s growing hobby also has offered her a much-needed break from the stress of her job as a nurse during the global pandemic. She spends long days wearing full protective gear while caring for a seemingly never-ending flurry of extremely sick patients, a job that has taken a toll, especially emotionally.

“You learn a lot about yourself,” she said.

Escaping into nature and enjoying a hunt has helped.

“The best part about it is sitting in the deer blind when the sun comes up,” she said. “It’s like watching the world wake up.”

Amanda’s story is one of hundreds submitted through the Take ’em Hunting Challenge, which runs through the end of May 2021. Those wanting to get involved still can by taking a beginning hunter or someone who has not been in a while and submitting the story for a chance to win a variety of prizes.

KEARNEY, Neb. (AP) - Officials in central Nebraska are worried that next spring's sandhill crane viewing season will be disrupted by the coronavirus pandemic just like this year's was and hurt the area's economy.

The annual migration of sandhill cranes across central Nebraska normally draws thousands of visitors to the area who want to see the birds gather along the Platte River in the midst of their annual migration.

Kearney Visitor Bureau Executive Director Roger Jasnoch&nbsp;<a href="https://kearneyhub.com/news/local/lack-of-crane-viewers-adds-to-kearney-hospitality-industry-woes/article_8697191c-41b5-11eb-9b29-f7f7f296a767.html" target="_blank">told</a>&nbsp;the Kearney Hub that there is little demand for the hotel rooms in the area that visitors normally fill. And the conferences, weddings and other events that help generate business for hotels and event centers have also disappeared.

Jasnoch said the area is "still losing events as far out as next June. The first quarter (of 2021 business) has evaporated."

The pandemic has already taken a toll on tourism in the area. Jasnoch said that revenue from lodging and occupation taxes is down 30% from July 1 to December, reflecting the drop in demand.

Before the pandemic began, the 2019 crane viewing season was disrupted by significant flooding in the area, so next year could be the third year in a row of problems during the crane migration.

GOTHENBURG, Neb. (AP) - Three Gothenburg business owners are working to revive the old Sod House Museum at the town's exit off of Interstate 80.

J.C. Smith said he and his business partners were attracted to the site partly because they noticed that dozens of dog walkers stopped there each day to exercise their pets,&nbsp;<a href="https://journalstar.com/news/state-and-regional/nebraska/in-gothenburg-new-life-for-the-sod-house-and-worlds-largest-plow/article_f73ce224-188c-5723-acb3-8ab464b4d520.html#tracking-source=home-top-story-1" target="_blank">according&nbsp;</a>to the Lincoln Journal Star. So the owners of Crop Tech Solutions bought the site that includes the sod house, a big red barn, a large plow and a steel bison built out of barbed wire.

"It's that free opportunity that's passing through Gothenburg that we're trying to capture," Smith said. "We don't care about making money. We want to grow our other business and benefit the town."

Smith and his partners plan to shore up the old sod house, and they'd like to start using the barn to host community events. That may eventually add cabins that travelers can rent overnight.

Anything that draws travelers and their spending money off the interstate is good for the economy, said Deb Egenberger, executive director of the Community Development Office.

"We love that we have a trio of younger people that really have a vision for getting people into Gothenburg and keeping them here for a while," she said. "We're really glad to have them doing it."

Group hopes to revive sod house museum in central Nebraska

LINCOLN, Neb. — Nebraska’s annual First Day Hikes are a chance to explore trails, watch wildlife, snap photos and create a lifetime of memories. This year, the Nebraska Game and Parks Commission encourages families to take self-guided hikes between Jan. 1 and 3 at a Nebraska state park, state historical park, or state recreation area.

Though parks usually offer guided tours, hot chocolate and more, this year’s First Day Hikes have been adjusted to account for the current public health situation. Select parks are planning on giving the event their own unique spin, including a treasure hunt, selfie station and more on popular trails.

“First Day Hikes will be a self-guided activity to kick off the New Year and the 100th anniversary of Nebraska state parks,” said Bob Hanover, Parks Division assistant administrator. “State parks offer a place to engage in healthy outdoor activities, and we encourage everyone to start their year off right with a First Day Hike.”

First Day Hikes chance to explore outdoors at your own pace

LINCOLN, Neb. (NSP)-The Nebraska State Patrol will open a new state headquarters building in Lincoln, in early 2021. The new state headquarters facility will allow NSP to bring most Lincoln-based troopers and civilian staff under one roof, rather than spread out in several offices throughout the capital city.

“For decades, NSP team members have been scattered around Lincoln at various offices,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Our new state headquarters will bring our team together, which allows us to better serve Nebraskans and improve many processes that currently involve personnel from multiple offices.”

NSP currently has six offices in Lincoln, in addition to operations at the State Capitol Building. The consolidation plan will bring NSP’s Headquarters Troop Area, Troop H Investigative Services, Carrier Enforcement, Criminal Identification Division, Communications Division, Nebraska Information Analysis Center, and State Headquarters functions into one location.

The new NSP state headquarters building will be located at 4600 Innovation Drive, north of Interstate 80 near NW 1st&nbsp;Street. NSP has entered into an agreement with Speedway Properties to lease the building for 20 years. The move-in process is expected to begin in March 2021.

In addition to the benefits of consolidation, the new state headquarters will host a new, state of the art, dispatch center. The new Lincoln Communications Center will allow for the consolidation of dispatch operations of the current Omaha and Lincoln dispatch centers.

No NSP personnel will lose employment as a result of this consolidation effort. The effort will allow for some currently vacant positions to be eliminated as a cost-saving measure. NSP will vacate offices at 1600 Highway 2, 4130 NW 37th, and 3800 NW 12th, as well as the current dispatch center, located within NEMA on the Nebraska National Guard Base. The NSP Crime Lab and NSP Supply Building will continue operating at their current locations in Air Park.

Prior to opening the new facility, notice will be provided to the public to preserve the continuity of fingerprinting services, which are currently offered at 3800 NW 12th&nbsp;Street but will move to the new state headquarters facility.

NORTH PLATTE, Neb. (NSP)-Additional details are now available regarding Wednesday’s crash that killed three people, including a small child, on Interstate 80 near Hershey.

At approximately 10:41 a.m. CT Wednesday, a GMC Yukon was traveling eastbound on I-80 near mile marker 167. The Yukon lost control in the winter weather conditions, crossed the median, entered the westbound lanes, and collided with a westbound semi.

The driver, Edgar Navarro, 24, and passengers Idayalid Bautista, 25, and Alexa Navarro, 4, all of Westminster, Colorado, were pronounced deceased at the scene. Two additional passengers, a three-year-old girl and an eleven-month-old girl were both transported to Great Plains Health in North Platte. They have since been transported to a hospital in Denver with what are believed to be non-life-threatening conditions.

Edgar Navarro is the dad of all three children. Idayalid Bautista is the mother of the two surviving children. The driver of the semi was not injured.

Preliminary investigation shows that the eastbound Yukon lost control in the weather conditions, crossed the median, and entered the westbound lanes. It was then struck by the westbound semi.&nbsp;

The male driver of the Yukon, one adult female passenger, and one juvenile passenger, all passed away at the scene of the crash. Two additional juvenile passengers were transported to Great Plains Health in North Platte with serious injuries.

The identities of all people involved are being withheld at this time pending notification of next of kin. The driver of the semi was not injured. Additional information will be released when possible. The crash caused the closure of Interstate 80 for approximately three hours.

As of 5:00 p.m. CT, NSP has responded to well over 140 weather-related incidents, including more than 40 crashes and nearly 100 motorist assists. Troopers remain on the road throughout the state. Anyone who is stranded can call the NSP Highway Helpline at *55 or 800-525-5555.

The Yukon lost control in the winter weather conditions, crossed the median, entered the westbound lanes, and collided with a westbound semi.The driver, Edgar Navarro, 24, and passengers Idayalid Bautista, 25, and Alexa Navarro, 4, all of Westminster, Colorado, were pronounced deceased at the scene. Two additional passengers, a three-year-old girl and an eleven-month-old girl were both transported to Great Plains Health in North Platte. They have since been transported to a hospital in Denver with what are believed to be non-life-threatening conditions.Edgar Navarro is the dad of all three children. (NSP)-A winter storm with blizzard conditions has caused numerous crashes across many areas of Nebraska and forced the closure of several major roadways. One crash, on Interstate 80 near Hershey, has claimed the lives of three people.At approximately 10:41 a.m. CT Wednesday, multiple law enforcement agencies responded to a crash involving a semi and a GMC Yukon near mile marker 167 on Interstate 80. Preliminary investigation shows that the eastbound Yukon lost control in the weather conditions, crossed the median, and entered the westbound lanes. It was then struck by the westbound semi.&nbsp;The male driver of the Yukon, one adult female passenger, and one juvenile passenger, all passed away at the scene of the crash. Two additional juvenile passengers were transported to Great Plains Health in North Platte with serious injuries.The identities of all people involved are being withheld at this time pending notification of next of kin. The driver of the semi was not injured. Additional information will be released when possible. The crash caused the closure of Interstate 80 for approximately three hours.As of 5:00 p.m. CT, NSP has responded to well over 140 weather-related incidents, including more than 40 crashes and nearly 100 motorist assists. LINCOLN, Neb. — Catching fish through the ice can be a fun way to spend a winter day. Winter days are shorter, so any time spent outdoors is a bonus. But with ice-fishing, safety always should come first.

It always starts with ice thickness. When is the ice thick enough to go out for some ice-fishing? It depends.

One thing is certain: It’s more fun when fishing with a friend. From a safety standpoint, it’s especially smart when ice-fishing.

The Nebraska Game and Parks Commission has some tips for a safe ice-fishing outing on the lake.

• A minimum of 3 inches of clear, blue lake ice will support a single angler; 5 inches will hold several anglers in single file.

• Slush ice is about half as strong as clear lake ice, so anglers should double the minimum thickness figures when encountering such conditions. Ice weakens with age, and late in the season, when it becomes dark and honeycombed, it is time to quit fishing for the season.

• Be especially careful on any lake that has moving water in it. Water movement hinders freezing, often leaving hard-to-detect thin spots.

• Materials imbedded in the ice, such as weeds or logs weaken ice. Large objects on the ice, such as duck blinds or ice shacks, can absorb the sun's heat and weaken ice. Ice near shore may be weakened by heat from the ground.

• Use an ice chisel or spud bar to strike the ice and evaluate conditions as you venture out.

• Wear ice picks around your neck in case the worst happens and you need something to grip the ice to pull yourself out of the water.

• Wear ice cleats on your boots for traction.

• Have a long throw rope with you in case of emergency.

Drowning is one immediate danger from falling through the ice, but hypothermia, a rapid, drastic lowering of body temperature that causes loss of the use of limbs, disorientation, unconsciousness, and heart failure, is the real threat.

Dress warm, be safe and have fun on the ice this winter.

Ice-fishing safety always begins with ice thickness

Fierce winds that ripped through the area with a cold front were just too much for many of the decorations at the Lincoln County Historical Museum's Christmas Village.

Organizers said the wind storm did too much damage for the Christmas Village to open tonight. 

 After repairs are completed, organizers plan on opening again on the 24th from 6-9:30 pm.&nbsp;&nbsp;

Historical Museum's Christmas Village closed after wind damage, will reopen Christmas Eve

OMAHA, Neb. (AP) - Nebraska further relaxed the state's social distancing restrictions because the number of people hospitalized with the coronavirus has continued to decline.

Gov. Pete Ricketts said Wednesday that the rules would be eased because less than 15% of the state's hospital beds have been occupied by virus patients over the past week, on average.

The new rules that take effect Thursday will allow indoor gatherings up to 75% of a building's capacity, up from 50% now, and rules requiring people to sit in groups of no more than eight people and remain seated at bars and restaurants most of the time will be eliminated in favor of recommendations. The restrictions on elective surgeries will also be lifted.

The state's chief medical officer, Dr. Gary Anthone, said it's important that Nebraskans continue to wear masks and avoid crowded places to continue limiting the virus' spread.

"COVID-19 hospitalizations have continued to come down and we want to keep that trend going," Anthone said. "That's why it is still important to limit our interactions and to be diligent about preventing the spread of COVID-19, especially over the holidays."

The state said the number of people being treated in hospitals declined again Tuesday to 566 from the previous day's 582. That total remains well below the record of 987 set on Nov. 20 but it remains high compared to Oct. 1 when 227 people were hospitalized.

Nebraska reported 1,221 new virus cases and 10 deaths Tuesday to give the state 158,324 cases and 1,521 deaths since the pandemic began.

The state has gone from having the fifth-highest rate of new virus cases in the nation early this month to ranking 31st Tuesday, according to data from Johns Hopkins University.

The seven-day rolling average of daily new cases in Nebraska decreased over the past two weeks, going from 1,817.14 new cases per day on Dec. 8 to 1,108.43 new cases per day on Tuesday.

Nebraska could soon relax virus restrictions further

LINCOLN, Neb. – Starting Jan. 1, Nebraskans will have four new specialty license plates to choose from for their vehicles to show their conservation pride.

The newly designed plates, which will be available at the Nebraska Department of Motor Vehicles, celebrate Nebraska’s diverse wildlife and recreation opportunities.

The three wildlife options include a Nebraska bighorn sheep, sandhill crane and ornate box turtle. The fourth option, championed by Bike/Walk Nebraska, includes a trail scene and the words “The Good Life is Outside.”

The alpha-numeric specialty plates are $5 per year and custom message specialty plates are $40 per year. Revenue from the wildlife plates will benefit the Wildlife Conservation Fund, which supports conservation of Nebraska’s at-risk, threatened and endangered species. Funds from the trail plate will benefit trail maintenance at Nebraska’s state parks.

The new plates join a fifth by the Nebraska Game and Parks Commission featuring a mountain lion, which was introduced in 2016 and benefits Game and Parks’ conservation education fund.

“Our native wildlife and recreation opportunities are an important part of our lives and heritage here in Nebraska, and these plates&nbsp;reflect that,” said Game and Parks director Jim Douglas. “We’re excited that Nebraskans can show their pride for wildlife and help fund conservation at the same time.”

LINCOLN, Neb. – Applications for multispecies Super Tag and Combo lottery permits will be accepted by the Nebraska Game and Parks Commission beginning Jan. 2, 2021.

The Super Tag lottery permit will be valid for one elk of either sex, one antelope of either sex, one deer of either sex and two turkeys (only toms and bearded hens may be taken in the spring). One permit will be authorized for residents only, and one permit will be authorized for residents/nonresidents. Persons may apply for the residents-only permit once per year for $25. Persons may apply for the resident/nonresident permit multiple times per year for $10 per application.

The Combo permit will be valid for one antelope of either sex, one deer of either sex and two turkeys (only toms and bearded hens may be taken in the spring). One permit will be authorized for residents only, and one permit will be authorized for nonresidents only. Qualifying persons may apply multiple times per year for $10 per application.

These multispecies lottery permits will be valid in 2021 and 2022 in open seasons with the appropriate weapons. Winners of these permits will require a Habitat Stamp.

"There's been an issue with shortage of staffing for these facilities before the pandemic, but the pandemic obviously is exacerbating that," he said. "Almost half of these facilities are saying that they're having staffing shortages."
