OMAHA, Neb. (AP) - Rural parts of 10 Plains and Western states are expected to see a not-as-jolly holiday retail season this year, according to a new monthly survey of bankers in the region.

More than half of bankers surveyed this month for the Rural Mainstreet Survey projected 2020 holiday retail sales to be down from 2019 as the coronavirus pandemic worsens across the country. The survey suggests those sales to be down 3.1% from last year.

The survey's overall index fell to 46.8 in November from October's 53.2 - the first time since April that the index has fallen. It still remains well ahead of the 35.5 reading in March, when the index bottomed out as the outbreak began.

Any score below 50 suggests a shrinking economy, while a score above 50 suggests a growing economy.

Creighton University economist Ernie Goss, who oversees the survey, said recent improvements in agriculture commodity prices, as well as federal farm support and the Federal Reserve's record low interest, have underpinned the region's economy.

"Still, only 6.5% of bankers reported economic improvements from October, while 12.9% detailed economic pullbacks for the month," Goss said.

Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.

OMAHA, Neb. (AP) - More Nebraska cities are passing mask mandates as the number of virus cases continues to surge across the state, but Gov. Pete Ricketts continues to reject the idea of a statewide mask mandate.

Kearney and Beatrice passed mask requirements Tuesday to join Lincoln and Omaha as Nebraska cities that require people to wear masks. Several other cities, including Grand Island and Hastings, are also considering approving mask rules, according to the&nbsp;<a href="https://omaha.com/news/state-and-regional/beatrice-kearney-enact-mask-mandates-gov-ricketts-says-he-wont-interfere/article_5f5b7b36-a030-5048-b2cc-2ebf4cf801f2.html" target="_blank">Omaha World-Herald</a>.

"In my heart of hearts this is something we need to do to defeat this. COVID is something you don't want to mess with," Kearney Mayor Stan Clouse said before the City Council voted unanimously to enact the mask ordinance. Kearney's rule will go into effect Monday and last at least through Feb. 23.

Statewide, masks are required at businesses where employees and customers are in close contact for more that 15 minutes, such as at salons and barbershops, but Ricketts continues to resist requiring them in all circumstances. The Republican has said he believes educating people about the benefits of wearing masks is more effective than a mandate, which he believes will&nbsp;<a href="https://apnews.com/article/pete-ricketts-nebraska-coronavirus-pandemic-omaha-373e843793a8c92529b2d868d8ee75f0" target="_blank">generate resistance</a>.

In Beatrice, the local Board of Health passed a rule requiring masks in all indoor public spaces because virus cases have been rising steadily in the area. But Beatrice Police Chief Bruce Lang said he doesn't expect to be ticketing people for not wearing masks.

"I can't stress this enough that our hope is that we have voluntary compliance," he said.

Nebraska officials said 2,204 new virus cases were reported Tuesday to give the state 103,805 cases. There were also 19 new deaths reported to push the state's total up to 816, according to the state's&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">online virus tracker.</a>

The number of people hospitalized with the virus set another new record Tuesday when it increased to 978 from the previous day's 938. The number of hospitalizations is straining hospital capacity across the state, and it has more than quadrupled since the start of October.

Ricketts has said he will impose additional social distancing restrictions if the number of hospitalizations approaches 1,200 because that would mean that COVID-19 patients account for 25% of all hospital patients statewide.

Nebraska continues to have the sixth-highest rate of new cases in the country. Over the past week, one out of every 120 people in the state has been diagnosed with COVID-19.

The seven-day rolling average of daily new cases in Nebraska has nearly doubled over the past two weeks from 1,160.14 new cases per day on Nov. 3 to 2,292.86 new cases per day on Tuesday.

The number of deaths the state is reporting is also on the rise. On Tuesday, the seven-day rolling average of deaths reported each day was 12.43, up from 7.57 per day on Nov. 3.

Game and Parks to release pheasants on 16 wildlife management areas before Thanksgiving

LINCOLN, Neb.-Governor Pete Ricketts held a press conference to provide an update on the State’s coronavirus response.&nbsp; He reminded Nebraskans that the State will move to more restrictive health measures when coronavirus hospitalizations reach 25% of the state’s staffed hospital beds. &nbsp;The Governor also renewed his call for Nebraskans to keep six feet from others in public, to wear a mask when this distance isn’t possible, and to stay home when sick.

Craig Buescher, a team member with the University of Nebraska Foundation, joined the Governor at this afternoon’s briefing.&nbsp; He shared his story of coming down with the coronavirus, being hospitalized, and dealing with symptoms as he recovers.

The State’s Chief Medical Officer Dr. Gary Anthone walked through the various treatments being used to help coronavirus patients get better.&nbsp; He also advised Nebraskans to consider taking vitamin D supplements.&nbsp; Having normal vitamin D levels has been shown to help patients as they battle coronavirus.

Right now, we’re facing one of the biggest challenges our state has ever encountered.&nbsp; In recent weeks, coronavirus hospitalizations have been rapidly rising with many people severely ill and more deaths.&nbsp; There are over four times as many Nebraskans in the hospital with coronavirus now as there were at the beginning of last month. &nbsp;As hospitals fill with coronavirus patients, doctors and nurses are dealing with the heaviest workloads many of them have ever experienced.

With the rapid rise in hospitalizations, we’ve entered a critical phase in our war against the virus.&nbsp; From October 16th&nbsp;to November 16th, our coronavirus hospitalizations increased by nearly 20 per day.&nbsp; As of November 17th, we’re at 938 hospitalizations.&nbsp; If trends continue, our hospitals won’t have room to provide the standard of care Nebraskans deserve.&nbsp;

It’s urgently important for all of us to take personal responsibility for supporting our healthcare workers, protecting hospital capacity, and slowing the spread of the virus.&nbsp; We can do this by wearing a mask, washing our hands often, staying home when sick, and keeping six feet of social distance.&nbsp; Additionally, Nebraskans should avoid the “Three Cs”.&nbsp; Avoid&nbsp;crowded places&nbsp;where you can’t practice social distancing.&nbsp; Avoid&nbsp;close contacts&nbsp;where you’re within six feet of someone for 15 consecutive minutes.&nbsp; And avoid&nbsp;confined spaces&nbsp;with poor ventilation.&nbsp; By using these tools, we can help protect our hospitals.

Last week, I also issued a new Directed Health Measure (DHM) effective statewide as of Monday, November 16th. &nbsp;It postpones elective surgeries that can wait four weeks or longer without substantially changing a patient’s outcome.&nbsp; In addition to the restriction on elective surgeries, the new DHM includes all of the health measures that took effect on November 11, 2020.&nbsp; These include requiring masks in establishments where patrons and customers are within six feet for 15 consecutive minutes, requiring six feet of separation between groups in public spaces, and limiting attendance at extracurricular activities to household members of participants.

As Thanksgiving approaches, Nebraskans are making plans for the holidays.&nbsp; I urge all Nebraskans to limit the size of their holiday gatherings to help slow the spread of coronavirus.&nbsp; Our local public health departments tell us the virus is spreading at informal gatherings, usually in people’s homes.&nbsp; As you think about celebrating the holidays, please keep in mind the possibility of Nebraska moving to the “red” zone.&nbsp; If we enter the “red” phase of our coronavirus plan, indoor gatherings will be restricted to 10 people or less.&nbsp;

Regardless of the color of phase we’re in, schools will continue to operate.&nbsp; They’ve been doing an excellent job of helping everyone stay healthy.&nbsp; The risk of the coronavirus to children is extremely low, but the harm of school closures to students and families is enormous.&nbsp; Academically, remote learning simply doesn’t work well for some students.&nbsp; Without in-person classes, children miss out on valuable opportunities to build social skills.&nbsp; They also lose the benefits of a structured environment that promotes healthy nutrition, physical and mental health. &nbsp;

The impact of the pandemic extends beyond the virus itself.&nbsp; CDC Director Robert Redfield has highlighted the rising number of deaths from suicides and overdoses among high school-aged kids. &nbsp;For this age group, increased deaths from suicide and drug abuse in 2020—compared to a typical year—have been much higher than deaths from coronavirus. &nbsp;Tragically, we’ve seen evidence of this in Nebraska. &nbsp;According to work done by the Kim Foundation, suicides among youth under 20 years of age are double what they were last year in Douglas and Sarpy counties.&nbsp; And they’re ten times higher than deaths from the coronavirus.&nbsp; In light of these alarming statistics, it’s critical that we watch out for the well-being of our children in the coming weeks and months.

COLUMN Gov. Ricketts: Support our healthcare workers

LINCOLN, Neb. (AP) - The former finance chief of the Nebraska State Fair has pleaded not guilty to felony theft charges related to state fair funds.

Patrick Kopke, 29, was scheduled to be arraigned Tuesday but waived the court appearance, The Lincoln Journal-Star&nbsp;<a href="https://journalstar.com/news/state-and-regional/nebraska/ex-state-fair-finance-chief-pleads-not-guilty-set-for-trial/article_acf5ca70-69f0-5df0-95d3-51c45814656b.html" target="_blank">reported</a>. His trial is tentatively scheduled for February.

Community Connections cancels Prescription Drug Collection 

CURTIS, Neb. – A college campus in Curtis was the site recently of academic contests for nearly 500 FFA members from 34 high schools in two FFA districts.

The Nebraska College of Technical Agriculture hosted in-person and virtual Career Development Events (CDE’s) for FFA Districts 9 and 11, said Doug Smith, NCTA’s associate professor of Animal Science and Agriculture Education.

District 11 had CDE’s last Thursday in Livestock Evaluation, Agriscience, and Natural Resources for 222 FFA students on 22 teams from 17 high schools in southwest Nebraska, said Smith.

Schools in District 11 are:&nbsp;&nbsp;Arapahoe/Holbrook, Bertrand-Loomis (BerMis), Cambridge, Chase County (Imperial), Cozad, Dundy County-Stratton, Elwood, Eustis-Farnam, Hayes Center, Hitchcock County, Lexington, Maywood, McCook, Medicine Valley, Southern Valley, Southwest, and Wauneta-Palisade.

The next day, on Friday, District 9 contests were in Livestock Evaluation, Farm Business Management and Agronomy. (Those results were pending at press time on Monday).

Vicky Armstrong, Maywood FFA Chapter advisor and District 11 representative, said students and advisors were glad to have contests in person.

“We are extremely grateful&nbsp;to NCTA and their faculty, staff, and students for their assistance in putting on our fall contests and allowing us to be on campus,” Armstrong said. “Any opportunity&nbsp;we have for contests in person this year is what our students need.”

The FFA members rotated through the contest with their individual chapters assigned to separate locations designed with COVID-19 precautions in place to include social distancing and required facial masks to be worn inside buildings.

“We appreciate all of Dr. Smith’s work on scheduling our schools to follow all of the health guidelines,” Armstrong said. “I feel our contests ran smoothly throughout the day.”

The logistics and task of designing in-person contests for hundreds of FFA students during a pandemic was a unique challenge. NCTA coordinated all of components for in-person and virtual Livestock Judging for both days.

Agriscience and Natural Resources contests on Thursday were organized by the District 11 agricultural education teachers and were held&nbsp;in large classrooms of the Nebraska Agriculture Industry Education Center.

Agriscience&nbsp;is for freshmen, only, and includes a written exam plus a practicum in the topic area of plant systems.

The contest drew 64 individuals from 19 teams.

Natural Resources&nbsp;had 141 individuals from 41 teams in the topic focuses on soil and wildlife.

Livestock Judging was conducted at the indoor arena of the Everett Stencil Livestock Teaching Center. With the assistance of the NCTA Livestock Judging Team, all six classes of livestock were recorded so the virtual contest could occur in addition to in-person presence.

Assisting with handling livestock, taking oral reasons and tabulations were students from NCTA’s Animal Science and Agricultural Education courses.

“The students were just excited to be able to compete in person and not have to do everything over Zoom or online,” Armstrong said.

“We did adjust our contests for those students who are quarantined so they could still compete, but overall, a very successful contest day for us in District 11.”

An online contest, resource and scoring system for FFA Career Development Event and 4-H Judging Contests handles the logistics of scanning and processing the contest results for various contests through judgingcard.com, explained Dr. Smith.

“It was a great day for the kids to be on campus and to participate in some FFA contests, in a still COVID-friendly way,” Smith said, of the back-to-back daylong events.

Partners across the state helped in providing livestock for the judging contest, which included feedlot cattle, breeding heifers, breeding and market sheep, swine, and goats. The animals came from a commercial feed yard, the University of Nebraska-Lincoln College of Agricultural Sciences and Natural Resources (CASNR), NCTA and producers from central and southwest Nebraska.

NCTA hosts events for two FFA districts

The Lincoln County Sheriff’s Office will be participating in the national “Click It or Ticket” campaign that will run from November 16th to November 29th thanks in part to a $5,000.00 grant provided by the Nebraska Department of Highway Safety. More Deputies will be on the Roadways during this time enforcing seat belt and child safety seat usage to reduce the risk of serious or fatal traffic collisions in Lincoln County. 

The most effective way to reduce traffic crash injuries, the severity of injuries and to save lives is to have all drivers and passengers buckled up in every vehicle. Last year, 125 of the 197 fatally injured passenger vehicle occupants were not wearing seat belts. Nebraska seat belt usage rate has increased to over 80% but is below the national average of 90.7%.

OMAHA, Neb. (AP) - The number of coronavirus cases in Nebraska topped 100,000 as the state reported a record 3,440 cases Monday.

Nebraska has had 101,601 cases of the virus since the pandemic began. There were also eighteen new deaths reported Monday to give the state 797 deaths.

The number of people hospitalized with the virus in the state set a new record at 938. Gov. Pete Ricketts has said if that number continues to rise and approaches 1,200 - when 25% of the hospitalized patients in the state have coronavirus - he will impose additional restrictions to limit the spread of the virus.

The number of people hospitalized with the virus has more than quadrupled since the start of October when 227 people were being treated for COVID-19, and hospitals are struggling to keep up with the caseload.

On Monday, Ricketts repeated his plea for residents to voluntarily avoid crowds and wear masks when around other people to stop the spread of the virus. But he once again said he won't impose a statewide mask mandate, even as a number of large and mid-sized cities have enacted their own. The city of Beatrice is moving forward with a new mandate, joining Omaha, Lincoln, Grand Island and Kearney.

"I don't think mask mandates are appropriate," Ricketts said in response to a question at a news conference. "I think they breed resistance."

He added that other states, such as Wisconsin, have enacted statewide mask mandates but have still seen a surge in cases. Many local public health officials have called for a mandate, saying it would have helped slow the increase in new cases and hospitalizations in Nebraska.

Nebraska has the sixth-highest rate of new virus cases in the nation. And over the past week, one out of every 120 people in the state was diagnosed with COVID-19, according to data from Johns Hopkins University.

The seven-day rolling average of daily new cases in Nebraska has nearly doubled over the past two weeks from 1,124.14 new cases per day on Nov. 2 to 2,027.43 new cases per day on Nov. 16.

LINCOLN, Neb. (AP) - Upon meeting Luke McCaffrey for the first time, Nebraska defensive lineman Ty Robinson probably hoped his new roommate would cut back on the caffeine.

"That man," Robinson said, "is a ball of energy."

Robinson lived with McCaffrey when they first arrived at Nebraska last year, and he quickly discovered the Cornhuskers' new starting quarterback doesn't know how to dial it down. There's always pep in his step, a slap on the back for everyone on the sideline, a can-do attitude regardless of the situation.

"I feel like he has that fire in him to get other guys going and I think that's going to be key for our offense," Robinson said. "He's got that fire, that competitive edge where we're going to start seeing good things happen."

The move from Adrian Martinez to McCaffrey wasn't a huge surprise, though. The little brother of NFL star Christian McCaffrey had flashed playmaking ability in multiple roles last year and coach Scott Frost knew his offense was better with Luke McCaffrey on the field.

Frost said in the offseason the plan was for McCaffrey to focus on being a quarterback rather than a receiver this season. The preseason competition between Martinez and McCaffrey was neck-and-neck, and Frost said he would have been comfortable with either one as the starter, but Martinez separated himself because of his incumbency.

Martinez showed little spark in losses to Ohio State and Northwestern, making change imminent.

Frost said McCaffrey was "really solid" against Penn State. The redshirt freshman from Highlands Ranch, Colorado, threw for 152 yards and ran for 67 and, true to his personality, popped up quickly each time he was tackled. He also had a hand in two touchdowns.

That doesn't mean McCaffrey has the job locked up.

"It will always be the same: whoever gives us the best chance to win is going to be out there," Frost said, "and whoever practices the best."

McCaffrey accounted for 135 yards playing three positions against Ohio State. He stood ready on the sideline against Northwestern, helmet always on, but didn't get into the game until late in the third quarter other than being a decoy for one play in the first half.

Though fans have clamored to see more of McCaffrey since the middle of last season, he said it wasn't hard waiting for his chance to start.

"I think patience is a very valuable skill for anybody, especially for an athlete," he said. "When it comes to evaluation, I consider myself my hardest critic, and moving forward there are things that can be cleaned up, and efficiency will continue to grow."

McCaffrey's signature play against Penn State came late in the first half. With a pass rusher closing in, he switched the ball from his right to left hand and dumped it off to Marvin Scott III. The third-and-9 play netted 14 yards, and the Huskers kicked a field goal to lead 27-6 at halftime.

Frost had no problem with the play because it worked.

"I told him this morning I never want to curtail their creative ability as football payers," Frost said. "You have to be disciplined when you do those things and make sure they don't turn into negative plays."

McCaffrey said Martinez has been supportive. Martinez, who didn't play against Penn State, had started all 23 of his career games and is in his second year as a team captain.

"He's been right there by my side," McCaffrey said, "and he's been one of the best role models, best people and best leaders that I've been able to meet."

Nebraska center Cam Jurgens said the offense runs smoothly with either quarterback. McCaffrey does bring an intangible, though.

"Luke has always got an insane amount of energy," Jurgens said. "He's always bouncing around. I think some of the people feed off his energy."

McCaffrey said he gets his zest for life from his mom, Lisa McCaffrey. She was a three-year starter in soccer at Stanford and, he said, is passionate about everything she does. Luke's dad is three-time Super Bowl champion Ed McCaffrey.

Asked if Luke's energy is on all the time or if it ever wanes, his old roomie Robinson said, "All the time, and I love it."

Ricketts urged residents to voluntarily wear a mask, saying it’s one step of many to slow the pandemic. 

The Republican governor has focused heavily on getting voluntary compliance from residents, with campaigns urging people to avoid crowds, wash their hands frequently and stay home if they feel sick or show symptoms of the virus. 

Ricketts has also refused to let local public health districts impose their own restrictions within their areas because the virus is spreading statewide.

KEARNEY, Neb.-Troopers with the Nebraska State Patrol (NSP) and Buffalo County Sheriff’s Deputies arrested a North Platte man Sunday evening following an incident at a truck stop in Elm Creek.

KEARNEY, Neb.-Troopers with the Nebraska State Patrol (NSP) and Buffalo County Sheriff’s Deputies arrested a North Platte man Sunday evening following an incident at a truck stop in Elm Creek.At approximately 6:20 p.m., NSP was notified that the Buffalo County Sheriff’s Office was attempting to locate the suspect of a reported assault. The suspect was reportedly armed with a handgun. Approximately two hours later, a trooper was on another call at the Pilot truck stop in Elm Creek when he received information that the suspect being sought by Buffalo County deputies was possibly hiding in one of the shower stalls at the truck stop.The trooper made contact with the subject. As the trooper attempted to place the subject into custody, the man resisted arrest and attempted to flee. A physical confrontation ensued, during which the trooper was able to place the suspect into custody. The suspect was not injured during the confrontation, but the trooper sustained a non-life-threatening injury. The trooper was treated at Kearney Regional Hospital and released last night.The suspect, Matthew Taylor, 25, of North Platte, was turned over to Buffalo County Sheriff’s Deputies and lodged in Buffalo County Jail for resisting arrest, third degree assault, making terroristic threats, possession of a controlled substance, use of a deadly weapon to commit a felony, possession of a firearm by a prohibited person, and possession of drug paraphernalia.The Buffalo County Sheriff’s Office is the investigating agency for suspected assault reported earlier in the evening.###
