NORTH PLATTE, Neb.-The West Central District Health Department reported more new confirmed cases of COVID-19 in Lincoln County.

On Wednesday, WCDHD officials reported 18 news positive cases in their jurisdiction, all of which are in Lincoln County.

There are currently 395 active cases in the WCDHD jurisdiction.

WCDHD reports 18 new positive COVID cases in Lincoln County Wednesday

OMAHA-United States Attorney Joe Kelly announced today that Assistant United States Attorney (AUSA) Laurie Kelly, will lead the efforts of his Office in connection with the Justice Department’s nationwide Election Day Program for the upcoming November 3, 2020, general election.&nbsp; AUSA Kelly has been appointed to serve as the District Election Officer (DEO) for the District of Nebraska, and in that capacity is responsible for overseeing the District’s handling of complaints of election fraud and voting rights concerns in consultation with Justice Department Headquarters in Washington.

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; United States Attorney Kelly said, “Every citizen must be able to vote without interference or discrimination and to have that vote counted without it being stolen because of fraud.&nbsp; The Department of Justice will always act appropriately to protect the integrity of the election process.”

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The Department of Justice has an important role in deterring election fraud and discrimination at the polls, and combating these violations whenever and wherever they occur.&nbsp; The Department’s long-standing Election Day Program furthers these goals, and also seeks to ensure public confidence in the integrity of the election process by providing local points of contact within the Department for the public to report possible election fraud and voting rights violations while the polls are open through election day.

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Federal law protects against such crimes as intimidating or bribing voters, buying and selling votes, impersonating voters, altering vote tallies, stuffing ballot boxes, and marking ballots for voters against their wishes or without their input.&nbsp; It also contains special protections for the rights of voters, and provides that they can vote free from acts that intimidate or harass them.&nbsp; For example, actions of persons designed to interrupt or intimidate voters at polling places by questioning or challenging them, or by photographing or videotaping them, under the pretext that these are actions to uncover illegal voting may violate federal voting rights law.&nbsp; Further, federal law protects the right of voters to mark their own ballot or to be assisted by a person of their choice (where voters need assistance because of disability or illiteracy).

US Attorney appoints District Election Officer for Nebraska

OMAHA, Neb.—The Drug Enforcement Administration (DEA) is holding its 19th National Prescription Drug Take-Back Day Saturday, October 24, at multiple locations across the country including more than 200 sites within the five state Omaha Division comprised of Iowa, Minnesota, Nebraska, North Dakota and South Dakota. The annual nationwide event aims to provide a safe, convenient and responsible way of disposing of prescription drugs, while also educating the public about the potential for abuse of medications.  

“We encourage everyone to let us help dispose of their unused and unwanted medications so that they don’t end up being diverted for unintended purposes – like ending up in the schoolyard, watersheds or being sold on the street,” Omaha Division Special Agent in Charge Richard Salter Jr., said. 

DEA and its partners will collect tablets, capsules, patches and other solid forms of medication. In addition, DEA will also accept vape pens or other e-cigarette devices, but only after batteries have been removed. Liquids, including intravenous solutions, syringes and other sharps and illegal drugs cannot be dropped off. This service is free and anonymous, no questions asked.   

Rates of prescription drug abuse in the United States are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. 

Given the ongoing COVID-19 public health emergency, DEA wants to ensure that the public is aware of other ways they can dispose of unwanted prescription drugs without having to leave their homes. Both the U.S. Food and Drug Administration and the Environmental Protection Agency have tips on how to safely dispose of drugs at home. 

In addition to DEA’s National Prescription Drug Take Back Day, prescription drugs can be disposed of at any of the 11,000 DEA authorized collectors at any time throughout the year. DEA announces 19th 'National Prescription Drug Take Back Day'

More than seven months after coming to Nebraska, the coronavirus is still here.&nbsp; Back in April, Dr. James Lawler from the University of Nebraska Medical Center&nbsp;cautioned that we were only in the second inning of the pandemic.&nbsp; I wish I could tell you that we’re in the bottom of the ninth.&nbsp; I know Nebraskans are weary of the pandemic and the restrictions in place to combat the coronavirus.&nbsp; The reality, however, is that we’re still in the middle innings.&nbsp; There’s a long way to go.

From the beginning, our plan has been to protect hospital capacity so that every Nebraskan who needs acute care can get it.&nbsp; We can’t stop the virus, but we can take action to slow the spread to maintain access to hospital beds and medical treatment.&nbsp; We’ve successfully protected our hospital system throughout the pandemic.&nbsp; As of October 21st, we have 38% of hospital beds, 33% of ICU beds, and 81% of ventilators available.

While hospital capacity remains strong, COVID-19 hospitalizations have risen to an all-time high this month. &nbsp;We’ve been in ongoing conversation with hospitals to discuss ways to support the great work they’re doing to care for Nebraskans.&nbsp; The State is allocating $40 million of CARES Act funds to help hospitals add capacity.&nbsp; This will allow hospitals to increase nursing staff and respiratory therapists, support screening of incoming patients, and provide funds to pay current staff working additional shifts.

In light of rising hospitalizations, we’ve also announced changes to our Directed Health Measures (DHMs).&nbsp; The new DHMs are effective statewide as of Wednesday, October 21st.&nbsp; It pains me to put restrictions in place that impact our personal liberties.&nbsp; I don’t like government interfering in private enterprise. &nbsp;However, these measures are necessary to preserve our hospital capacity.&nbsp; In writing the new DHMs, we’ve tried to use as light of a touch as possible to slow the increasing number of hospitalizations.

The new DHMs include the following changes:

Aside from the restrictions above, there are no other changes to the DHMs.&nbsp; This means that gyms, salons, and religious services—which are not defined as “gatherings” under the State’s DHMs—remain able to operate up to 100% occupancy.&nbsp; Even so, it’s extremely important for patrons of these establishments to practice social distancing or wear face coverings when possible.

As the coronavirus continues to spread throughout the state, we’ve launched a new campaign to encourage Nebraskans to stay committed to good health habits.&nbsp; We’re calling on all Nebraskans to&nbsp;Avoid the Three Cs: 1) crowded places, 2) close contacts, and 3) confined spaces.&nbsp; Avoid gathering in groups where you can’t maintain six-feet distance from others.&nbsp; Wear a mask or maintain six-feet distance when you’re with people outside of your household.&nbsp; Avoid enclosed spaces with poor ventilation.

Our public health departments report that many of the new cases they’re tracing have come from informal gatherings in people’s homes.&nbsp; It’s important to remember that just because you’re well-acquainted with someone, does not mean they can’t transmit the virus to you.&nbsp; I encourage Nebraskans, even in private settings, to avoid the Three Cs.

Throughout the pandemic, we’ve trusted Nebraskans to exercise common sense and good judgment in their social interactions.&nbsp; Nebraskans have responded as they usually do: by looking after their neighbors and doing the right thing. &nbsp;I’m confident folks in our state will continue to exercise good judgment. &nbsp;This will help preserve our hospital capacity and prevent the need for more restrictive measures.

As we manage the virus, there is good news to report.&nbsp; Students have successfully returned to the classroom this fall to resume in-person learning.&nbsp; Restaurants are welcoming back diners, Main Street shops have reopened to customers, and religious congregants are gathering to worship.&nbsp; We’ll also finally get to see Husker football this weekend as the Big Red takes on Ohio State.&nbsp; As we return to a more normal life, we’re seeing encouraging signs of growth.&nbsp; In fact, Nebraska has the lowest unemployment rate in the nation at just 3.5%. &nbsp;

OMAHA, Neb. (AP) - Nebraska began imposing new coronavirus restrictions Wednesday after the number of people hospitalized due to COVD-19 remained at a record level for two straight days and the state reported 11 new deaths from the virus.

The state said 565 deaths have now been linked to the virus. The rate of new virus cases in Nebraska continued to rank fifth-highest in the nation as the state reported 592 cases of COVID-19 Tuesday to increase the total to 59,409 cases.

The number of people hospitalized with the virus remained at 380 for the second day in a row Tuesday, according to the state's&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">online virus tracker</a>. That remains well above the spring peak of 232 set on May 27. Hospital officials said they expect that number to remain high for several weeks because of the recent surge of cases.

Cliff Robertson, CEO of CHI Health, said his group of 14 hospitals in eastern Nebraska and western Iowa is working to bring in more nurses from other parts of the country to make sure they can handle the additional COVID-19 cases.

Over the past seven days, Nebraska has reported an average of 854 new cases per day. That's up significantly from two weeks ago when the state was reporting an average of 525.86 cases per day, according to data from Johns Hopkins University.

The negative trend in virus cases prompted Republican Gov. Pete Ricketts to announce several new restrictions last week that took effect Wednesday. Hospitals now must keep 10% of their beds free for COVID-19 patients, and customers at restaurants and bars must remain seated at tables with no more than eight people.

The rate of new cases per 100,000 Nebraska residents over the past two weeks reached 552.13 on Tuesday, according to an Associated Press analysis of data from Johns Hopkins University.

Nebraska still has 5th-highest rate of new virus infections

OMAHA, Neb. (AP) - Low-income residents who qualify for expanded Medicaid coverage in Nebraska will have to work, volunteer or take classes or get job training if they want access to certain health-care services starting in 2022, state officials said Tuesday.

Gov. Pete Ricketts said the federal government has approved Nebraska's request to impose additional requirements on people who want coverage for vision or dental services or over-the-counter drugs.

Nebraska submitted a two-tiered proposal to the federal government, with a prime plan that includes those extra services a basic plan that doesn't. The basic plan offers coverage for physical and behavioral health care services and prescription drugs. Recipients will also have to meet with a health care provider for a wellness assessment in 2021.

People who are 19 or 20 years old, pregnant or considered medically frail will get prime coverage without having to meet the additional requirements. State officials said the requirements are aimed at able-bodied, working age people.

"We're really trying to incent people to do the right thing for their health," Ricketts said at a press conference.

Nebraska was among several conservative states where state lawmakers and governors declined to expand Medicaid, only to see the issue go to voters. Ricketts and his GOP predecessor, Dave Heineman, both argued that expansion would be too costly for the state, and lawmakers rejected six attempts in as many years to adopt it as an optional part of President Barack Obama's 2010 health care law.

State officials expect Nebraska's expanded enrollment to rise to about 90,000 within a few years.

In a statement, advocates for Medicaid expansion criticized the two-tiered approach as a way to restrict coverage for people.

"This is not what Nebraska voters intended (when they approved it in 2018) and is not good health policy," said Molly McCleery, a health care advocate for Nebraska Appleseed, a group that fought for the expansion. "Nebraska does not need a complicated waiver system that makes it harder for people to access the care that they need."

The announcement also drew criticism from the OpenSky Policy Institute, a tax policy think tank that has previously questioned the administrative costs of the state's plan.

"The approved plan isn't a fiscally responsible way to provide comprehensive health coverage to Nebraska's families," said Tiffany Friesen Milone, the group's policy director.

Feds approve Nebraska's two-tiered Medicaid expansion setup

LINCOLN, Neb. (AP) - An official who oversaw Nebraska's road and bridge repairs after last year's historic floods and helped create the state Department of Transportation is leaving his post for a private-sector job, Gov. Pete Ricketts announced Tuesday.

Nebraska DOT Director Kyle Schneweis is stepping down next month to become CEO of a national transportation consulting firm.

Schneweis was appointed by Ricketts five and a half years ago as director of the Nebraska Department of Roads. The agency was later merged with the Department of Aeronautics and renamed the Nebraska Department of Transportation.

Schneweis also played a key role in changes to the state's environmental review process for roads, allowing projects to be completed more efficiently.

The Nebraska Public Service Commission issued the ruling against the state party and Kansas City-based Remington Research.

The calls were made to help state Sen. Julie Slama, of Peru, who is locked in an unusually bitter race against challenger Janet Palmtag. Slama and Palmtag are both Republicans, and have each won key endorsements. Slama is backed by Gov. Pete Ricketts, who appointed her, while Palmtag has been endorsed by former Gov. Dave Heineman.

The commission's ruling comes after Palmtag filed a complaint that the GOP and Remington Research made robocalls against her without disclosing the phone number and address of the person operating the auto-dialing service, as required by state law. The complaint also contends that neither group registered with the commission or filed a script of the call, as required.

The West Central District Health Department (WCDHD) reported 79 new cases of the virus in their jurisdiction.

WCDHD says 75 cases are from Lincoln County, two cases are from Hooker County and two cases are from Logan County. 

 According to officials, the data being reported is from lab results received on: 10/17/2020, 10/18/2020, 10/19/2020 and 10/20/2020. WCDHD does not update the dashboard on the weekends and had technical difficulties yesterday.

NORTH PLATTE, Neb.-A transient woman has been accused of striking an employee at a local store after being accused of stealing.

According to North Platte Police, on October 19 at 10:15 AM, officers responded to a theft and assault complaint at the Dollar Tree, 201 East Leota Street. 

Investigator John Deal says officers met with an employee who reported they saw a female in the store place several items into bags and then attempt to leave the store without paying. 

Police say the employee spoke with the suspect about her attempting to steal when the suspect struck the employee with one of the full bags and ran away.  The employee suffered pain to their arm but no significant injury, according to police. 

Investigator Deals says a description of the suspect was provided and Emily Kovachy was located in the foyer at Walmart, 1401 South Dewey Street. 

Police say Kovachy matched the description given and had a stolen hat in her possession that was determined to have been taken from Time Saver, 1200 S Dewey.  The items stolen from the Dollar Tree were abandoned in the parking lot and recovered. 

 Kovachy was incarcerated at the Lincoln County Detention Center on suspicion of assault and theft. 

Police say Kovachy is listed as homeless and has no ties to the community.

The incident occurred on Interstate 80 in Keith County at approximately 12:05 a.m. Tuesday. The driver of a semi-tractor/cattle trailer reported a road rage incident in which the driver of a Ford pickup pointed a handgun at him.

Troopers were able to locate the suspect vehicle and perform a traffic stop near mile marker 164. During the traffic stop, troopers located a handgun inside the vehicle.

The driver, Victor Troches Reyes, 39, of Kansas City, Missouri, was arrested for making terroristic threats, carrying a concealed weapon, and use of a deadly weapon to commit a felony. He was lodged in Keith County Jail.

The Lexington Police Department assisted in this operation.&nbsp;&nbsp;

Keith County road rage incident leads to Missouri man's arrest 

HERSHEY, Neb.-An Ogallala man was cited for driving under the influence following a one-vehicle crash in Hershey.

According to the Lincoln County Sheriff's Office (LCSO),&nbsp; on October 20,&nbsp; at 1:55 a.m., the Lincoln County 911 Center received a report of a potential rollover accident on the Link 56 C overpass.

Deputies and first responders arrived and identified the lone driver of the vehicle as twenty-one-year-old Lyle Harms.   

LCSO says Harms advised he was southbound on Link 56 C and struck the curb, this caused him to overcorrect and leave the roadway, rolling several times.  Evidence at the scene supported Harm’s story.&nbsp;

Deputies say&nbsp;Harms refused medical treatment at the scene and showed signs of alcohol impairment and was subsequently tested.  

As a result fo the test, LCSO says Harms was arrested and taken to the Lincoln County Detention Center. 

LCSO says because of potential injuries from the accident, Harms could not be housed at the jail and deputies took him to Great Plains Health, 

After receiving treatment, Harms was issued a citation for driving under the influence and released, according to LCSO.

LINCOLN, Neb. (AP) - Two men accused in the killings of two people during a violent home invasion robbery in Lincoln last year have entered pleas to reduced charges in the case, prosecutors said.

Jesse Foster, 23, pleaded no contest Monday to conspiracy to commit robbery, and Sylvester LeBlanc Jr., 26, pleaded guilty to conspiracy to commit burglary, the Lincoln Journal Star&nbsp;<a href="https://journalstar.com/news/local/crime-and-courts/2-charged-in-connection-to-lincoln-double-killing-in-2019-enter-pleas/article_612a618b-780b-5e81-a037-6cbcf56e1ce8.html" target="_blank">reported</a>. Both had previously been charged with first-degree murder in the July 2019 deaths of 34-year-old Audrea Craig and 26-year-old Martae Green.

Police have said Craig was found shot to death in her home following a break-in there by several men. Minutes later, Green was dropped off at a hospital with a gunshot wound and later died. Police said Green was among those who forced their way into Craig's home and that Craig fatally shot Green.

Foster and LeBlanc are set to be sentenced in February. Two other men remain charged with first-degree murder in the case: Green's brother, Charles Gresham III, 20, of Omaha, and Rubin Thomas, 30, of Lincoln. If convicted, they face mandatory life sentences.

Damaging aquatic hitchhikers like zebra mussels can live up to two weeks out of water, and several lakes across the Midwest are first noticed to be infested by people removing boats, lifts and docks for the winter.

Young zebra mussels – or veligers – are invisible to the naked eye and can be spread through drops of water left undrained. All boat lifts and docks should remain out of the water and dried for 21 days before placing them into another water body.

A zebra mussel is a highly invasive aquatic species that looks like a D-shaped clam, with alternating light and dark bands. Most zebra mussels are less than an inch long. They form dense colonies and filter large quantities of plankton from water, decreasing the food supply for native species. In addition, these mussels pollute swimming areas with sharp shells and clog water intake pipes.

The Missouri River has an existing zebra mussel population along its entire length downstream of Gavins Point Dam. Lewis and Clark Lake, Lake Yankton and the Offutt Base Lake are the only other confirmed Nebraska waters that have established zebra mussel populations.

Nebraska has the fifth-highest rate of new virus cases in the nation. The rate of new cases per 100,000 Nebraska residents over the past two weeks reached 547.25 on Monday, according to an Associated Press analysis of data from Johns Hopkins University.

Nebraska reported 749 new cases of the virus and six new deaths Monday to give the state 58,817 cases and 554 deaths linked to COVID-19.

The state Corrections Department said an inmate in his 60s died Sunday - three weeks after testing positive for the coronavirus. He is the second inmate to die after being diagnosed with COVID-19 although officials said he had other health problems.

Nebraska sets another new record in virus hospitalizations

TOPEKA, Kan. (AP) — A coronavirus outbreak has killed 10 residents in a nursing home in a northwestern Kansas county that proportionally already had the nation’s largest increase in cases over two weeks.

The health department in Norton County reported Monday night that all 62 residents and an unspecified number of employees at the Andbe Home in Norton had tested positive for the novel coronavirus. The agency also said one Andbe Home resident was hospitalized, while the remaining 51 were being treated at the home.

“Steps are being taken to prevent any further outbreak, including quarantining residents in their rooms and not allowing outside visitors into the facility,” the county health department said in a statement Monday evening.

The outbreak at the nursing home came after the state Department of Health and Environment last week reported more than 100 cases at the state’s prison in Norton over the two weeks ending Wednesday.

Kansas is seeing an average of more than 700 new confirmed and probable coronavirus cases a day, its largest numbers since the pandemic reached the state in early March.

But northwestern Kansas has been hit hard by coronavirus in recent weeks, and Norton County had the largest number of new cases per 100,000 residents of any county in the U.S. for the two weeks ending Sunday, according to&nbsp;<a href="https://covid-hub.inside.ap.org/" target="_blank">data collected by Johns Hopkins University.</a>

The Kansas health department said that cases in Norton County rose from 46 two weeks ago to 340 as of Monday in Norton County. With about 5,400 residents, that was an increase of 5,484 cases per 100,000 residents, according to the state’s figures.

But the state released its report before Norton County officials confirmed that all Andbe Home residents had tested positive for coronavirus and before local officials reported 10 deaths at the home.

The 15 counties in the state’s northwest corner together had 987 new coronavirus cases during the past two weeks, an increase of nearly 49%, to bring the total to 3,024, according to state health department data. With 80,000 people living in the region, the increase was 1,226 cases for every 100,000 residents, more than three times the state’s figure.

Two other northwest Kansas counties, Sheridan and Gove, also were among the top 20 counties in the nation for the largest proportional increases in cases for the two weeks ending Sunday, based on Johns Hopkins data.

The state health department reported Monday that Kansas had 2,113 new confirmed and probable coronavirus cases since Friday, an increase of 3% that brought the pandemic total to 72,968. The department also reported 13 additional COVID-19-related deaths, bringing the total to 872 before the nursing home deaths in Norton were reported.

Kansas had an average of 729 new cases a day for the seven days ending Monday after first exceeding 700 cases a day for the seven days ending Oct. 12. The record is 743 cases for the seven days ending Wednesday.

The state on Monday also reported its first COVID-19-related staff death at one of its four hospitals for the mentally ill or the developmentally disabled.

The Department for Aging and Disability Services, which oversees the hospitals, said an employee at the state’s mental hospital in Larned in southwestern Kansas died last week but said the staffer had not been on hospital grounds for several weeks. The department did not identify the staffer.

Nebraska motorists urged to use caution to avoid collisions with deer

LINCOLN, Neb. – Fort Kearny State Recreation Area campground is getting an electrical upgrade, causing potential modern campsite closures through November.

The update is being made to 26 non-electrical sites so each will be available for 50- , 30- and 20-amp service. The upgrade is expected to be completed by the end of November.

Fort Kearny has 120 camping pads, which are a mix of electric and non-electric sites. Half of the sites are available for reservation while the others are first-come, first-served.

 </figure>LINCOLN, Neb. – Fort Kearny State Recreation Area campground is getting an electrical upgrade, causing potential modern campsite closures through November.The update is being made to 26 non-electrical sites so each will be available for 50- , 30- and 20-amp service. The upgrade is expected to be completed by the end of November.Fort Kearny has 120 camping pads, which are a mix of electric and non-electric sites. Watts Electric Company, of Waverly, Nebraska, has the contract. Work includes traffic signal upgrades. On Tuesday, October 20 and Wednesday, October 21, new controllers will be installed at the intersections of Francis and Jeffers, Francis and Dewey, Williams and Dewey, and E and Dewey. Traffic will be maintained with temporary traffic control signs and flaggers. The anticipated completion is November 2020. 

Motorists are reminded to drive cautiously in and near work zones, to buckle up, and to put phones down.

Work to continue on Highway 83 in North Platte

OMAHA, Neb. (AP) - Nebraska will reopen a series of federally funded grant programs to help small businesses and nonprofits that are struggling due to the coronavirus pandemic, Gov. Pete Ricketts announced Monday.

Nebraska still has $160 million available from the $1 billion it received under the federal CARES Act, the package designed to soften the pandemic's impact on the economy. The state will&nbsp;<a href="https://coronavirus.nebraska.gov/Home" target="_blank">accept applications</a>&nbsp;for assistance from 10 a.m. Wednesday until Nov. 13 on a first-come, first-served basis.

The newest round of grants will include aid targeting some of the hardest-hit businesses, including restaurants, bars, movie theaters, tattoo parlors, zoos, event centers and ethanol plants that lost business because of reduced travel and gasoline usage.

"In every area where you see a separate line item, there was an additional need," Ricketts said at a news conference to announce the grant funding.

Nebraska will provide up to $12,000 for restaurants, bars and tattoo parlors that can show they were hurt by the pandemic. Hotels and convention centers could each qualify for up to $500,000, depending on their size. Restaurants qualified for the same amount when the state awarded its first round of assistance earlier in July.

Ricketts said restaurants that didn't get a first-round grant could be eligible for $24,000. He said some eligible businesses didn't apply for the initial funding because they didn't know about it or didn't think they qualified.

State officials have also set aside $11 million for food banks, $2.5 million for licensed child care providers and $3.3 million to help renters who are at risk of eviction.

Dannette Smith, CEO of the Nebraska Department of Health and Human Services, said charitable groups that qualify will receive at least $12,000 each. She said her agency will focus on the hardest-hit areas of the state, as measured by the number of virus cases per capita. Groups that received aid in July aren't eligible this time, except assisted-living facilities and long-term facilities.

"These are two providers that we know have been hit particularly hard by the pandemic," Smith said.

The announcement comes as Nebraska&nbsp;<a href="https://apnews.com/article/virus-outbreak-pandemics-pete-ricketts-nebraska-da8092802a4251e12c4d1c8a54195f4a" target="_blank">sees a surge in coronavirus cases</a>&nbsp;that has led to a record number of hospitalizations. The state now has the nation's fifth-highest rate of new infections.

A record 343 people were hospitalized with COVID-19 after Nebraska reported 734 new cases of the virus Sunday, giving the state 58,068 cases since the pandemic began. State officials have linked 548 deaths to the virus.

Adrian Martinez has turned back a challenge from Luke McCaffrey to win the starting quarterback's job for Nebraska's opener at No. 5 Ohio State.

McCaffrey made a serious bid to unseat the Cornhuskers' two-year starter, who struggled with injuries last year and seemed to regress from his fantastic freshman season in 2018.

"Adrian is going to be our quarterback," coach Scott Frost said Monday. "I feel like I've got two guys playing at a really high level. I've seen a lot of improvement out of Adrian this year. I've seen a lot of improvement out of Luke. Both those guys are capable of moving our offense and doing a great job."

McCaffrey, brother of NFL star Christian McCaffrey and son of former pro receiver Ed McCaffrey, played quarterback and receiver as a freshman last season and quickly became a fan favorite.

He also threw a 39-yard touchdown pass in a loss to Iowa.Frost limited McCaffrey to four games so he could retain a year of eligibility.Frost said he didn't know how much, if any, separation there is between Martinez and McCaffrey."I think we have two first-string quarterbacks. That's what we feel about them," Frost said. "I really believe if Luke would have been the one who already had been playing and we were to have the same camp, it would probably be Luke."Martinez was the most productive freshman quarterback in the nation in 2018, averaging 371 yards of total offense against Big Ten West opponents and a school-record 295 per game overall. He led an offense that ranked second in the Big Ten and scored 30 points per game.Martinez showed up on early Heisman Trophy candidate lists in the spring of 2019 and in the fall became the first sophomore in two decades to be voted a team captain at Nebraska.But Martinez injured his left knee and missed games against Minnesota and Indiana. His passing accuracy slipped from 65% to 59%, and his nine interceptions were tied for second most in the Big Ten.Martinez faced no competition for the starting job in 2019. As a freshman he had to win a battle against Tristan Gebbia, who ended up transferring to Oregon State."It was more similar to that first year than it was last year," Martinez said of competing with McCaffrey, "and I think it brought the most out of myself and Luke as well as the team surrounding us."Martinez will try to atone for a poor start against Ohio State last year. He was intercepted on three of the Huskers' first four series in a 48-7 loss at home.The Huskers will be playing at a mostly empty Ohio Stadium this week because of the Big Ten policy not allowing fans to attend games during the coronavirus pandemic."It will be bizarre," he said. "It will be a little bit of an adjustment at first. We'll be ready to go either way. If you need any more excitement to play in that game, in that stadium... I don't think it matters (if) the fans are there or not. Guys are going to be ready to play."
