🎥 Governor Ricketts address to the Nebraska Legislature

NORTH PLATTE, Neb.-A second man accused of being involved in an assault and robbery in North Platte has been arrested.

According to police, on July 23 at 5:10 PM an officer took a prior assault complaint at a residence in the 100 block of West William Avenue.&nbsp; 

Police say a 24-year-old male victim reported that on July 19 at approximately 2:00 AM several individuals knocked at his front door.&nbsp;

Investigator John Deal says it was reported that the victim answered the door and was "jumped" by Alexander Bernt and Charles Robinson. Deal says these individuals are all acquainted with one another.&nbsp; 

According to police, it was reported by the victim that Bernt struck the victim in the body and head with a wooden handle. He also alleged that Robinson had struck the victim in the body and head with a metal tool, according to Deal.&nbsp; 

Police say the victim suffered chipped teeth and bruises to the head and body.&nbsp; In addition to the assault, police say the victim's wallet and house key were stolen in the attack.&nbsp; 

On July 24, officers had contact with Robinson at the police department on placed him under arrest on suspicion of 2nd-degree assault and robbery.&nbsp; 

Officers contacted Bernt on July 25 at a residence in the 800 block of South Chestnut Street.&nbsp; He was also arrested on suspicion of 2nd-degree assault and robbery.&nbsp;&nbsp;

KEARNEY, Neb.-Police in Kearney are investigating an armed robbery at a skill casino business.

At approximately 9:50 pm. on Saturday, July 25, 2020, Kearney Police were called to investigate an armed robbery that had just occurred at Platte River Skill Casino, 117 W. 4th Street in Kearney.   

The employees of this business reported to officers that an unknown white male subject entered the business just before 10:00 p.m. and demanded cash, while he was armed with a knife.  The suspect departed with a large sum of money, possibly in a newer white Ford diesel, 4x4 pickup.   

The suspect was described as being a white male, approximately late 20’s to early 30’s, 5’7” to 5’9” tall, blonde hair, wearing a black hoody sweatshirt, white undershirt, blue jeans with rips / holes, tan flip-flops, and a white face covering.

Nebraska voters passed Initiative 427 to expand eligibility for Medicaid services from the State.&nbsp; The Nebraska Department of Health and Human Services (DHHS) has been working hard to implement the expanded coverage, which will be called Heritage Health Adult.&nbsp; Thanks to the team’s focus and effective management, enrollment will open as planned on August 1st&nbsp;and services will begin on October 1st.

Reaching this point has taken a tremendous amount of work.&nbsp; As directed by the ballot initiative, DHHS filed the required state plan amendments with the federal government on April 1, 2019.&nbsp; Along the way, DHHS has been working to secure federal approvals for the new program, building the technology platforms required to manage the program, and pulling together the network of providers and doctors needed to deliver services.

DHHS estimates that about 90,000 Nebraskans will sign up for the expanded Medicaid program.&nbsp; Nebraskans with an annual income under 138 percent of the federal poverty level are eligible to apply.&nbsp; For individuals, the income threshold is about $17,600 and for a family of four it is around $36,000.&nbsp; People in this income bracket, ages 19 to 64, qualify for coverage through Heritage Health Adult.

Under our plan that meets federal requirements, folks who sign up will receive a robust and comprehensive package similar to private insurance that includes physical health coverage, behavioral health coverage, and prescription drugs.&nbsp; Nebraskans who are 19-20 years old, pregnant, or medically frail will receive the comprehensive package noted above, plus dental, vision, and over-the-counter drug coverage.&nbsp;

The State of Nebraska has submitted a waiver application to the Centers for Medicare and Medicaid Services (CMS).&nbsp; CMS communicated earlier this year that the waiver review is taking longer than originally expected due to their ongoing pandemic response.&nbsp; Once the waiver is approved, all Nebraskans participating in Heritage Health Adult can qualify for dental, vision, and over-the-counter drug benefits.

The majority of Nebraska’s Medicaid benefits and services are provided through managed care organizations, also called Heritage Health plans, including for newly eligible expansion participants.&nbsp; Heritage Health plans assist participants with accessing services, providing reminders about appointments, and paying providers for their services.

To make expansion possible, DHHS has completed the significant technology buildout required to manage the new program.&nbsp; A great deal of computer coding was needed to prepare the DHHS legacy (1977) computer system for the new Heritage Health Adult population.&nbsp; These complex system modifications took lots of time to perform correctly and required close coordination between the DHHS programming and IT teams.&nbsp; DHHS has been working with Medicaid providers to test systems to make sure they continue to work properly. &nbsp;

Pulling together an expanded and robust provider network has also been a big part of Medicaid expansion.&nbsp; It’s important that the Medicaid provider network has the capacity to handle the 90,000 newly-eligible Nebraskans.&nbsp; Historically, women and children have accounted for 73 percent of Medicaid recipients.&nbsp; However, many of the individuals joining the Heritage Health Adult Plan will be adults who did not qualify for Medicaid prior to expansion.&nbsp; This means we have needed to recruit more general practitioners and other specialists to serve this new population.&nbsp; DHHS has worked with health plans to expand provider networks in order to meet the particular health care needs of this new population of Medicaid recipients.

Nebraskans can enroll online for Medicaid expansion starting August 1st&nbsp;at&nbsp;<a href="http://www.accessnebraska.ne.gov/" target="_blank">ACCESSNebraska.ne.gov</a>.&nbsp; The website will be the easiest and most efficient way for Nebraskans to sign up.&nbsp; Applicants can create an online account with ACCESSNebraska to sign up and check their application status.&nbsp; Nebraskans can also call 855-632-7633 to enroll.&nbsp;

As the enrollment period begins, we ask everyone to be patient.&nbsp; We expect there to be a lot of interest.&nbsp; To provide additional enrollment capacity, DHHS has hired and trained 68 additional eligibility staff to help with applications.&nbsp; The agency is also working with two vendors to provide additional assistance to maintain our high quality of customer service.&nbsp; With the potential for 90,000 people to sign up for Heritage Health Adult in the coming weeks, our team is going to be very busy.&nbsp; We will monitor performance and make adjustments to overcome any challenges that may arise.

NORTH PLATTE, Neb.-The West Central District Health Departement (WCDHD) four new confirmed cases of COVID-19 in Lincoln County over the weekend.

On Saturday, WCDHD reported three new cases in Lincoln County:

The first case is a female in her 20s actively isolating at home. This case is under investigation.

The second case is a male in his 30s actively isolating at home. This case is a close contact.

The third case is a male under the age of 18 actively isolating at home. This case is a close contact.

On Sunday, officials reported one more confirmed case of the virus in Lincoln County:

This case is a female under the age of 18 actively isolating at home. This case is considered a close contact.

WCDHD has reported 84 total cases in their jurisdiction since March, with 64 of those cases being reported as recovered and two deaths.

As on Sunday evening, 4, 832 people have been tested in the WCDHD jurisdiction.

Report: Mid-Plains Community College ranks in Top 10 community colleges in nation

The following is an unabridged version of a letter published in today’s Omaha World-Herald provided by Governor Ricketts' Office.

As a mother, daughter, wife and proud Nebraskan, I cannot sit by and ignore the insults spewed at Julie Slama by fellow state legislator Ernie Chambers.&nbsp;

During recent legislative debate, Mr. Chambers attacked Senator Slama and insinuated that this talented, bright and motivated young woman could not have genuinely gained a leadership position in Nebraska based clearly upon her merit.&nbsp; He went on to say, "Suppose I had raped White women? &nbsp;Suppose I enslaved Sen. Slama, and used her the way that I wanted to.”&nbsp; This isn’t just insulting, it’s horrifying.

How are the young women of Nebraska to receive Mr. Chambers’ message and the lack of response by most of the leaders of our state?&nbsp; I wonder how I can ask my daughters to make their home and build their careers in a state where that type of comment goes unchallenged?&nbsp; This comment isn’t hurled at one woman - it’s hurled at us all.&nbsp; But it is especially insulting to the smart, talented and amazing young women of our state.

Where are the leaders of our state?&nbsp; Public and private sector; men and women; conservatives, moderates and liberals should be united in their response.&nbsp; Where is their anger and disgust? &nbsp;Why have they not taken a stand to support our daughters and sisters against such egregious and insulting remarks?&nbsp; I’m especially disappointed in the silence from state legislators.&nbsp; Will this be a time when those who can make a difference turn away instead, either out of fear, partisanship or apathy?

And where is the press?&nbsp; Why have so few reporters tried to get leaders on the record?&nbsp; Why haven’t they interviewed officials so Nebraskans understand if they stand alongside the young, smart talented women of this state or on the side of Mr. Chambers?

To all of the leaders of Nebraska, it’s time to take a stand and let us know who you support.&nbsp; We can do better and we must do better for the people we serve.

To the young women in Mr. Chambers’ district - and to all of the women of Nebraska - Mr. Chambers may not believe in you, but I do. &nbsp;Keep being smart; keep being talented; keep being wise and a leader and taking risks, so you can lead us where we need to go.&nbsp;

Two Rivers Public Health reports 13 new COVID-19 cases in Buffalo, Dawson Counties

NORTH PLATTE, Neb.-A motorcyclist was killed in a two-vehicle crash on Friday near North Platte.

According to the Lincoln County Sheriff's Office (LCSO),&nbsp;On July 24, at 9:43 p.m., the Lincoln County 911 Center received a report of a two-vehicle accident on U.S. Highway 30 and Game Trail Road, just west of North Platte. It was reported a pickup and motorcycle collided at the intersection.

Deputies and first responders arrived and found the motorcycle rider unresponsive. He was transported to Great Plains Health and pronounced dead by medical staff. The motorcyclist was identified as twenty-three-year-old Alexander Heiser of North Platte. The driver of the pickup was uninjured in the incident.

Chief Deputy Roland Kramer says Accident Reconstructionists from LCSO arrived and found the pickup pulled on to Highway 30 from Game Trail Road attempting to drive westbound. Heiser was traveling eastbound on Highway 30 and could not avoid the collision with the pickup. 

Drugs and Alcohol were not a suspected cause of the accident.

OMAHA, Neb. (AP) - Nebraska continues to see high numbers of coronavirus cases, according to state health figures, as the state's prison system reported four additional staffers testing positive for the virus.

NEW YORK (AP) — McDonald’s says it will be requiring customers to wear face coverings when entering its U.S. restaurants as the number of new virus cases continue to surge in many states.

The move, announced Friday, will be in effect on Aug. 1.

McDonald’s Corp. joins a parade of companies issuing mask mandates for its customers in the last week or so, including Walmart, Target, and Kohl’s. Starbucks also recently issued a mask mandate for customers who visit its company-owned locations in the U.S.

Chicago-based McDonald’s said that 82% of its restaurants are in states or localities that require facial coverings for both employees and customers. But it said it is “important we protect the safety of all employees and customers,” according to a joint statement from McDonald’s USA President Joe Erlinger and Mark Salebra, chair of the National Franchise Leadership Alliance.

Erlinger and Salebra also said that in cases where customers decline to wear masks, it will “put in place additional procedures to take care of them in a friendly, expedited way.”

McDonald’s said it will delay the re-opening of its dining rooms for another 30 days. It is also adding protective panels in the back and front of restaurants to help with social distancing.

NORTH PLATTE, Neb.-The man affectionately known as “Mr. Mid-Plains” will be honored with a President’s Award during the North Platte Community College commencement ceremony next week.

Tom Gorman dedicated his life to his community and higher education, and NPCC wants to recognize him for his efforts. Gorman passed away last year. His family will receive the award on his behalf.

“The President’s Award is a wonderful honor for the many years of service Tom provided to North Platte Community College,” said Lynda Gorman, Tom’s wife. “But, he would be the first to acknowledge that he never would have achieved this extraordinary award if not for the dedicated staff, excellent teachers and the encouragement of the administration. He was motivated and lucky enough to find a job he loved with all his heart, giving all he could to adult education and community service.”

Tom was one of the early pioneers at NPCC. He was hired in 1970, at which time, the college went by the name&nbsp;North Platte Junior College and was housed in what is now the Prairie Arts Center.

Tom was initially hired to teach typing, accounting and other business courses. He also replaced Jim Ihrig as director of the fledgling non-credit adult education classes – targeting a new market of students that community colleges were just beginning to tap into.

Through Tom’s leadership, the continuing education offerings expanded into a dynamic, thriving program. From 1969 to 1978, they grew from 10 classes with an enrollment of 189 students to 180 classes with an enrollment of more than 2,600 students.

Tom was promoted to dean of continuing education in 1975, and eventually, his department was offering classes seven days a week – a hectic schedule that often kept him working around the clock. There was not one seminar, workshop or class he didn’t have a part of.

Tom represented the college through&nbsp;various professional organizations at both the state and local levels. Nationally, he served on the Learning Resources Network board of directors and presented customer service seminars at 20 national conferences. LERN recognized him as one of the top 25 leaders in adult and continuing education in 2003 and honored him with the History Maker Award.

Among his many other accolades, Tom was named Educator of the Year by the North Platte Chamber of Commerce, Administrator of the Year by the Nebraska Community College System, Outstanding Adult Educator for Nebraska by the Accreditation Commission for Education in Nursing, Advocate of the Year by the Small Business Administration and received the Connecting Nebraska Award from the Nebraska Development Network.

By the time Tom ended his career at MPCC, he had worked his way up the ranks to area dean of economic development and training.

He retired from MPCC in 2011 after 41 years of service but remained a constant source of positivity and inspiration at college events including ribbon cuttings, board meetings, fundraisers, golf tournaments and scholarship receptions.

In 2013, Tom joined the North Platte Community College Foundation Board, an organization near and dear to his heart. He was serving as chair of the board at the time of his passing.

“Serving on the North Platte Community College Foundation Board meant that Tom could continue to provide his experience and expertise, even in his retirement years,” Lynda said. “He saw it as a means for the foundation to provide financial support for college activities and needs otherwise not covered by tuition, fees or taxes. Most importantly, the foundation provides scholarships for students who are seeking the excellent educational classes, programs and opportunities provided by the college. As such, the North Platte Community College Foundation is not just investing in the future of North Platte Community College, it’s investing in the City of North Platte, Lincoln County, the State of Nebraska and the United States of America.”

Outside of the college, Tom was an active member of Holy Spirit Church for more than 40 years. He also served on the advisory council for the North Platte Area Ready to Serve Volunteer Program (RSVP) from the time of its formation in 1973. Because of his commitment and dedication to the organization, he was honored with the RSVP’s Golden Senior Award in 2018 and a tree dedication in June of this year.

<a>Tom also received the title of Admiral in the Great Navy of the State of Nebraska. In 2012, the North Platte City Council honored him with a Cody Scout Award, the highest award the city can bestow.</a>

Tom will be recognized with his final award during NPCC’s commencement ceremony, which is open to the public. It will begin at 3 p.m. July 31 in the McDonald-Belton Gymnasium, NPCC South Campus, 601 W. State Farm Rd.

Gorman to receive NPCC President’s Award

Pete Ricketts touted Nebraska's pandemic response and rosier-than-expected revenue outlook in his address to the Legislature on Friday, while pushing for lawmakers to adopt his signature property tax relief and tax incentives packages within the remaining 13 days of the session.

"Just as Nebraskans have stepped up to the challenge as we work through this pandemic, we've got to work to get Nebraska's economy thriving," Ricketts said.

The Republican governor made a rare second address within the same session, which was suspended in March over fears of spreading the COVID-19 virus. The session&nbsp;<a href="https://apnews.com/659b2f3a271aac20724e3b83489f1e11" target="_blank">resumed&nbsp;</a>Monday.

The governor's address came a day after the Nebraska Economic Forecasting Advisory Board&nbsp;<a href="https://apnews.com/51304d29bad8fb8608c93e8989a8b154" target="_blank">predicted&nbsp;</a>that while the state's tax revenue will likely dip below earlier projections because of the pandemic, the budget picture won't be as bad as previously expected.

Ricketts used that forecast to again push for lawmakers to lower property taxes and approve new tax incentives for businesses. The property tax measure would pump millions of state dollars into local school districts while putting new restrictions on how those districts can generate revenue through local property taxes. The business incentives bill would replace an existing program for businesses that's set to expire at the end of this year.

But the plan is not without its detractors, including Nebraska's public schools, which fear being shortchanged by the plan. Sen. John Stinner, chairman of the budget-writing Appropriations Committee, said this week that he plans to take a cautious approach to the rosy revenue predictions given this week.

Ricketts also urged lawmakers to push through a bill intended to attract millions in funding to the University of Nebraska Medical Center and a proposal to exempt as much as half of military retirement benefits from the state income tax.

Ricketts touts revenue, virus response in legislative speech

NORTH PLATTE, Neb.-Police allege that a North Platte mas was driving drugged when he struck a vehicle and left the scene.&nbsp;&nbsp;

According to North Platte Police, on July 23&nbsp;at 5:08 PM officers responded to a hit and run accident in the 1900 block of West First Street.  

Investigator John Deal says it was reported a black pickup had struck a blue 2009 Chevy Impala that was parked unoccupied on First Street. 

Deal says it was reported that the black pickup left the scene and traveled to the north side of town via the Buffalo Bill viaduct. 

Officers responded to the area of the Buffalo Bill viaduct and found the vehicle which had become inoperable due to losing a wheel near Rodeo Road and Emory Street. 

Deal says officers contacted the lone occupant and driver of the vehicle identified as Beau Bagnell. 

Police say Bagnell displayed indicators of being under the influence of drugs and a drug recognition expert with the police department was summoned to assist with the investigation. 

Following further investigation, Deal says officers determined that the black 1999 Chevy Silverado driven by Bagnell had struck the parked vehicle.  

The parked vehicle suffered an estimated $4,000 in damage. 

 Bagnell was arrested on suspicion of driving under the influence of drugs-3rd offense, leaving the scene of an accident and refusal of chemical testing.

Bagnell was jailed at the Lincoln County Detention Center.

According to North Platte Police, on July 10 at 8:41 AM an officer took a report of a residence being damaged by shotgun blasts in the 700 block of east 10th street.&nbsp; Residents in the area reported hearing possible gunfire at around 3:00 AM.&nbsp;&nbsp;

Police say a resident had surveillance cameras showing the street and, upon review of the video, officers observed a vehicle drive by and fire several shots at a residence.&nbsp;&nbsp;

Investigator John Deal says officers canvassed the area and located a residence that had fresh damage which was consistent with being struck with gunfire from a shotgun.&nbsp; Officers also located shotgun pellets and wadding in the area.&nbsp;&nbsp;

Deal says the homeowner was contacted and they reported that they were asleep and not awakened when the incident occurred.&nbsp; Police say the home had several occupants inside when it was hit by the gunfire.&nbsp;&nbsp;

As officers investigated, they learned that a female that was dating a male that lived at the residence had just moved out as the relationship ended.&nbsp; Officers say they suspected this could be a motive for the shooting.&nbsp;&nbsp;

Officers met with several individuals and determined that probable cause existed to arrest Brandon Basnett on suspicion of discharging a firearm into an occupied dwelling.&nbsp; Police say Basnett was an acquaintance of the individual who had moved out from the victim's residence.&nbsp;&nbsp;

Investigator Deal says officers learned that Basnett was in McCook, and on Thursday, with the assistance of the McCook Police Department, Basnett was contacted and placed on under arrest.

The shotgun police allege was used in the incident was also recovered, according to Deal.

Basnett was jailed at the Lincoln County Detention Center. No one was injured in the incident.

The first case is a male in his 40s actively isolating at home. This case is travel related.

The third case is a male 40s actively isolating at home. This case is travel related.

Three new positive cases of COVID-19 reported in Lincoln County on Thursday

LINCOLN, Neb. (AP) - The owner of a pharmacy that provided drugs to Nebraska for use in a 2018 execution expressed remorse Thursday for making the sale, but acknowledged that he knew prison officials wanted them for a lethal injection.

Public records released late Thursday revealed that Community Pharmacy Services, in the Omaha suburb of Gretna, Nebraska, agreed to sell the drugs to the Nebraska Department of Correctional Services for two payments totaling $10,500.

Community Pharmacy Services owner Kyle Janssen issued a statement minutes after state officials identified his company as their supplier, vowing never to sell to them again.

"Community Pharmacy Services has never supplied drugs since then to the Nebraska Department of Corrections or any other department of corrections, not will it ever again," Janssen said. "I regretted the decision as it does not align with our company's values to provide the best patient care and customer service to the long-term care industry."

Janssen said the state corrections system contracted with his company to manage its pharmacy operations from 2016 to 2018. He said during the course of the contract prison officials asked him for drugs that were later used in the&nbsp;<a href="https://apnews.com/5df07889ab7a433aa31d7af76d95a6a4/Nebraska-executes-first-inmate-using-fentanyl" target="_blank">August 2018 execution</a>&nbsp;of Carey Dean Moore.

"The company fulfilled that order following all DEA protocols and procedures, and understood the potential use of those drugs," Janssen said.

It's not clear if the company's contract services extended beyond 2018.

The Nebraska Department of Correctional Services released records identifying its suppliers after a prolonged legal battle with the Omaha World-Herald, the Lincoln Journal Star and the American Civil Liberties Union of Nebraska. The newspapers and the ACLU of Nebraska sued the state after prison officials refused to release public records identifying its supplier, despite having done so in the past.

The case ended up before the Nebraska Supreme Court, which&nbsp;<a href="https://apnews.com/adeb45f8b5e7a51f839d6abbf998922d" target="_blank">ordered the corrections department</a>&nbsp;in May to release the records.

Similar legal battles have played&nbsp;<a href="https://apnews.com/ccb155e31ae2445892d8bd52839ebc75" target="_blank">out in Arkansas</a>, which last year&nbsp;<a href="https://apnews.com/c297885222cc44879715ba9c95f01285" target="_blank">expanded the secrecy law</a>&nbsp;that shields the identity of its drug supplier.

"Today is another win for open government and the ACLU was proud to be a part of the effort to shine a bright light on the source of the lethal injection drugs utilized by the state of Nebraska as it rushed to carry out an execution shrouded in secrecy from start to finish," said Danielle Conrad, executive director of the ACLU of Nebraska.

Moore's execution marked the first time that Nebraska had carried out the death penalty since 1997.

Prison officials were under pressure to carry out an execution after a political fight over capital punishment in Nebraska. State lawmakers narrowly voted to abolish the death penalty in 2015, overriding the veto of Republican Gov. Pete Ricketts during his first year in office.

Death penalty supporters responded to the vote with a petition drive, partially financed by Ricketts, which put the measure on Nebraska's 2016 general election ballot.

The proposal to keep capital punishment won support from 60% of voters in the overwhelmingly conservative state. But critics at the time argued that Nebraska wouldn't be able to carry out another execution because of the difficulty in obtaining drugs. State officials previously spent $54,000 to purchased drugs from a middleman in India who never delivered them and refused to return the money.

Nebraska got lethal injection drugs from Omaha-area pharmacy

LINCOLN, Neb. (AP) - Nebraska tax revenue will likely dip below earlier projections because of the coronavirus, but the state's budget picture won't be as bad as previously expected, a state board predicted Thursday.

The Nebraska Economic Forecasting Advisory Board lowered its outlook for state tax collections in the current fiscal year, which began July 1.

Their estimates will reduce the amount of revenue available to lawmakers this year by $48.5 million, from $138.6 million down to $90.1 million. Nebraska will collect an estimated total of $5.125 billion this year.

National forecasting services had suggested the state would see a much sharper decline.

But board members said Nebraska's economy appears to be stronger than other parts of the country because it relies less on hospitality services that were devastated by the pandemic. They also pointed to a still-strong housing market and the federal assistance that businesses received to soften the virus' impact.

"Nebraska is really a shining star and has done really well," said board member Thomas Henning.

Board member Steve Seline, an Omaha attorney and radio executive, said his company's station in Illinois has seen a roughly 50% drop in revenue because of the pandemic and the cancellation of local concerts, but its Nebraska stations have only experienced a 10% decline.

"I'm probably more optimistic than I should be," he said, noting that he suspects Nebraska is faring better than other states.

Other board members said they were concerned about the impact of widespread layoffs and employees who have seen their work hours cut. Board member Richard McGinnis said he was worried about "people who are living paycheck to paycheck" and a possible increase in personal bankruptcies.

"Until these things play out, it's all still a guessing game," McGinnis said.

In a statement, Gov. Pete Ricketts said the forecast reflects the strength of Nebraska's economy. He argued that it should clear the way for lawmakers to lower property taxes and approve new tax incentives for businesses.

But Sen. John Stinner, chairman of the budget-writing Appropriations Committee, said he plans to take a cautious approach to the rosy predictions.

"In my mind, I think we need to be as conservative as we possibly can because of the uncertainty," he said.

Board: Nebraska revenue drop won't be as sharp as expected

NORTH PLATTE, Neb.-The Nebraskaland Days Competitive Art Show will be held at the Prairie Arts Center August 4th-29th.
