OMAHA, Neb. (AP) - Former Boys Town director Rev. Val Peter, who led the iconic home for troubled youth for 20 years before retiring in 2005, died Tuesday at age 85 after battling cancer, a family member said.

Peter oversaw a significant expansion of Boys Town's programs during his tenure but still managed to connect personally with many of the children who lived at the home's campus just outside Omaha, Nebraska. His sister, Mary Anne Hohman, said Peter died after struggling with cancer.

"His legacy was he had this deep love and passion for the children that were entrusted to his care," said Tim McNeil, chancellor of the Archdiocese of Omaha.

Peter managed the Boys Town organization well, but McNeil said he still made a lot of time for meeting with the kids individually. McNeil said when he spent time with Peter, it was rare not to be interrupted by a call from a Boys Town alum who wanted to seek his advice and prayer.

Under Peter's leadership, Boys Town&nbsp;<a href="https://journalstar.com/news/state-and-regional/nebraska/father-peter-leaves-a-bigger-girls-and-boys-town/article_c928c0ef-ed50-5a0c-a166-266a965601cc.html" target="_blank">expanded and diversified</a>&nbsp;as it grew to add locations in several states, preaching principles of self respect, personal discipline and love for others. It also includes a research hospital in Omaha, a national resource and training center and a national hotline for families.

Boys Town was founded in 1917 by the Rev. Edward Flanagan and was immortalized by the 1938 movie "Boys Town," which starred Spencer Tracy and Mickey Rooney.

That movie contributed to the public image of Boys Town as primarily an orphanage, although most of the troubled boys and girls living on its campus have been referred by families or social service agencies.

Hohman said her older brother was a dedicated priest and loving brother who grew up in Omaha and affected thousands of lives through his work at Boys Town.

"When they needed him, he was there," said Hohman, 77, who lives in Alexandria, Virginia.

Peter was a strong advocate for children and the institution he led. In 1994, he filed a defamation suit against the American Institute of Philanthropy over an unflattering institute report card.

"We think sometimes you have to restore and preserve your reputation," Peter said in 1996 when the suit was settled.

During Peter's tenure, Boys Town occasionally clashed with the local Roman Catholic bishop, including a dispute over the timing of Peter's retirement and whether a national search should be conducted to find his replacement. The organization did conduct a national search before choosing its current leader, Rev. Steven E. Boes, from within Nebraska.

Peter taught moral absolutes, including that lying is wrong, while also delivering his message in ways that children could understand. He also connected with donors to Boys Town and held two doctoral degrees.

"Father could speak to an 8-year-old and then go into a board meeting and speak to a Ph.D. It didn't matter what spectrum you were on. Father was able to identify with you on any level," said Terry Jones, who is a graduate of Boys Town and former teacher who is now the alumni director.

Jones told the Omaha World-Herald that Peter's "heart was just open for children."

Former longtime Boys Town leader who oversaw expansion dies

NORTH PLATTE, Neb. (NSP)-Nebraska State Patrol (NSP) investigators have arrested a Red Willow County Sheriff’s Deputy on multiple charges following an investigation into two incidents that occurred in May.

Earlier this month, the Nebraska Attorney General’s Office requested NSP to investigate a report of the deputy, Justin Dice, 28, using his official patrol vehicle to follow a vehicle driven by his wife. During the incident, which occurred on May 31 on Highway 83, Dice reportedly drove his patrol vehicle in a manner that it forced his wife to take evasive actions in order to avoid a collision and from being forced off the road. Their two children were in the vehicle at the time of the incident as well.

During the investigation into that incident, NSP investigators became aware of another incident in which the couple was engaged in an argument on May 13. During the May 13 incident, Dice reportedly pointed his service weapon at his wife.

Upon learning of the May 13 incident Monday, investigators arrested Dice. He was lodged in Red Willow County Jail on suspicion of making terrorist threats, 3rd-degree domestic violence, official misconduct, and willful reckless driving.

GRAND ISLAND, Neb. (AP) - The Nebraska State Fair is still a go but will be scaled back considerably to protect people from the coronavirus, organizers said Tuesday.

The fair's board approved a slimmed-down schedule for this year's event, which is scheduled from Aug. 28 through Sept. 7.

Executive Director Bill Ogg said the first weekend of the fair will feature 4-H events, while the second weekend would offer FFA events. Other activities such as the Raising Nebraska Experience and Nebraska Game and Parks Display will be available during the week in between.

Fair officials said they may add other events if the fair nears. That could include the regular carnival, motor sports and other events if public health restrictions are relaxed. All large concerts have been canceled.

Fair-goers won't have to pay an admission fee this year.

The fair is in Grand Island, one of the areas of the state hardest-hit by the coronavirus.

Game and Parks continues to reopen pools, education centers and state park facilities

LINCOLN — Troopers with the Nebraska State Patrol (NSP) have arrested two people following pursuits near Lincoln and Scottsbluff.

At approximately 6:00 p.m. MT Monday, troopers observed a GMC Suburban, which had previously been reported stolen, traveling westbound on Highland Road, several miles east of Scottsbluff. The troopers attempted a traffic stop, but the vehicle refused to stop.

Troopers initiated a pursuit, which following the suspect vehicle north on County Road 27, then west on Lake Minatare Road. The Suburban then drove into a field where it became stuck. The driver, Zachary Hirsch, 36, of Scottsbluff, was arrested without further incident. Hirsch complained of breathing issues and was transported to Regional West Medical Center in Scottsbluff, where it was determined that Hirsch had eaten multiple grams of methamphetamine.

Hirsch remained in the hospital for treatment overnight and will be lodged in Scotts Bluff County Jail for possession of a stolen vehicle, flight to avoid arrest, willful reckless driving, possession of methamphetamine, and driving under suspension.

At approximately 1:45 a.m. CT Tuesday, a trooper observed an eastbound Acura TLX sedan speeding on Interstate 80 near Milford at mile marker 382. The trooper clocked the Acura at 123 miles per hour. The trooper attempted a traffic stop, but the vehicle refused to stop and continued at a high rate of speed. The trooper initiated a pursuit.

The vehicle exited I-80 on West O Street in Lincoln at mile marker 395 and began traveling westbound on O Street. As the vehicle continued at a high rate of speed, the trooper discontinued the pursuit out of caution for public safety. A short time later, another trooper located the vehicle traveling southbound at 98 miles per hour on NW 48th Street. The trooper was able to perform a traffic stop on the vehicle and take the driver into custody.

The driver, Jeffrey Hackett, 21, of Glastonbury, Connecticut, was arrested for flight to avoid arrest, reckless driving, and traffic violations. He was lodged in Lancaster County Jail.

The trooper initiated a pursuit.The vehicle exited I-80 on West O Street in Lincoln at mile marker 395 and began traveling westbound on O Street. As the vehicle continued at a high rate of speed, the trooper discontinued the pursuit out of caution for public safety. A short time later, another trooper located the vehicle traveling southbound at 98 miles per hour on NW 48th Street. The trooper was able to perform a traffic stop on the vehicle and take the driver into custody.The driver, Jeffrey Hackett, 21, of Glastonbury, Connecticut, was arrested for flight to avoid arrest, reckless driving, and traffic violations. He was lodged in Lancaster County Jail.

Six young Nebraskans announced as winners of 'Farm Fun Photo' contest

Prisons play a crucial role in protecting the safety of our communities.&nbsp; They provide a secure environment where inmates can prepare to successfully reenter society as productive citizens. &nbsp;Over 93 percent of the inmates who enter our state prison system will return to our communities. &nbsp;In Nebraska’s correctional facilities inmates participate in pro-social activities, gain new skills, work toward degrees, and earn their diplomas. &nbsp;These tools and opportunities give them a second chance to transform their lives.

Like all of our state agencies, the Nebraska Department of Correctional Services (NDCS) has had to change the way it operates during the pandemic. &nbsp;As they have done so, the NDCS team has done a tremendous job of minimizing coronavirus infections to date.&nbsp; Out of a population of about 5,400, only eight inmates have tested positive for the virus so far.&nbsp; The overall health of the prison system is a credit to NDCS Director Scott Frakes and the entire NDCS team.&nbsp; They quickly put their pandemic plan into action to deal with coronavirus, implemented guidelines designed to prevent transmission of the illness, delivered testing when needed, and have successfully enlisted the cooperation of those housed at NDCS facilities.&nbsp;&nbsp;

NDCS’ great work to slow the spread of coronavirus reflects the overall progress the agency has made in recent years to deliver on its mission to “Keep People Safe.”&nbsp; With their mission in mind, the agency has continued to make significant investments for the betterment of inmates, teammates, and Nebraska citizens.

Under Director Frakes’ leadership, NDCS has improved assessment of inmates’ risks to reoffend and the needs that must be addressed prior to release. &nbsp;This has led to increased participation and completion of the clinical treatment required for parole. &nbsp;The number of inmates past their parole eligibility date has dropped from 934 as of March 2019 to 804 as of May 2020. &nbsp;Of these individuals, 77 percent have completed their required clinical programs or are currently enrolled.&nbsp; This is thanks in part to collaboration between the Parole Board and NDCS to engage inmates in the completion of clinical treatment.&nbsp;

Additionally, the agency has partnered with external organizations to work with incarcerated individuals. &nbsp;For example, RISE shows people what it takes to be entrepreneurs and business owners and Prison Fellowship Academy gives men and women opportunities to live in faith-based housing units.

Investing in the NDCS team has also been a critical part of progress for the agency. &nbsp;Corrections professionals take on challenging responsibilities every day.&nbsp; These are tough jobs, and it’s important that we support our team members and attract quality recruits.&nbsp; In December, we reached agreement with the officers’ union to increase starting pay for corrections corporals, unit caseworkers, and sergeants. &nbsp;Additionally, the State is offering $10,000 hiring bonuses for new corporals who join our ranks.&nbsp; These efforts, and others, have allowed NDCS to recruit and retain quality teammates.&nbsp;

Over the past six years, Nebraska has expanded capacity to manage and serve the offenders sentenced to state prisons.&nbsp; Since taking office, I have requested and received $170 million for capital construction projects at NDCS.&nbsp; In September 2017, NDCS opened a 100-bed dormitory at the Community Correctional Center-Lincoln (CCCL).&nbsp; In March 2019, the agency opened a 160-bed living unit for women at the Community Corrections Center-Lincoln.&nbsp; This fall, NDCS is scheduled to open a 100-bed dormitory at the Nebraska State Penitentiary for those in minimum custody.&nbsp; A new $75 million Reception and Treatment Center (RTC) will help us deliver better behavioral health interventions.&nbsp; We’re also working on a $49 million project at the Lincoln Correctional Center (LCC) to add 384 high-security beds by 2022.&nbsp; Additionally, the State has received responses to a request for information (RFI) that will help guide efforts to determine the appropriate location, cost, custody level, and funding for additional capacity. &nbsp;All of these investments are geared at safely housing inmates while providing the appropriate environments and opportunities to prepare them for reentry.

As Nebraska approaches July 1, 2020, it’s important to keep these areas of investment in mind.&nbsp; That is when Director Frakes is required by law to certify whether the state’s prison system is over 140% of design capacity. &nbsp;As a result of this certification, the Parole Board will accelerate the parole process.&nbsp; However, the law does not allow for the parole of inmates not ready to be released.&nbsp;

They quickly put their pandemic plan into action to deal with coronavirus, implemented guidelines designed to prevent transmission of the illness, delivered testing when needed, and have successfully enlisted the cooperation of those housed at NDCS facilities.&nbsp;&nbsp;NDCS’ great work to slow the spread of coronavirus reflects the overall progress the agency has made in recent years to deliver on its mission to “Keep People Safe.”&nbsp; With their mission in mind, the agency has continued to make significant investments for the betterment of inmates, teammates, and Nebraska citizens.Under Director Frakes’ leadership, NDCS has improved assessment of inmates’ risks to reoffend and the needs that must be addressed prior to release. &nbsp;This has led to increased participation and completion of the clinical treatment required for parole. &nbsp;The number of inmates past their parole eligibility date has dropped from 934 as of March 2019 to 804 as of May 2020. &nbsp;Of these individuals, 77 percent have completed their required clinical programs or are currently enrolled.&nbsp; This is thanks in part to collaboration between the Parole Board and NDCS to engage inmates in the completion of clinical treatment.&nbsp;Additionally, the agency has partnered with external organizations to work with incarcerated individuals. &nbsp;For example, RISE shows people what it takes to be entrepreneurs and business owners and Prison Fellowship Academy gives men and women opportunities to live in faith-based housing units.Investing in the NDCS team has also been a critical part of progress for the agency. &nbsp;Corrections professionals take on challenging responsibilities every day.&nbsp; These are tough jobs, and it’s important that we support our team members and attract quality recruits.&nbsp; In December, we reached agreement with the officers’ union to increase starting pay for corrections corporals, unit caseworkers, and sergeants. &nbsp;Additionally, the State is offering $10,000 hiring bonuses for new corporals who join our ranks.&nbsp; These efforts, and others, have allowed NDCS to recruit and retain quality teammates.&nbsp;Over the past six years, Nebraska has expanded capacity to manage and serve the offenders sentenced to state prisons.&nbsp; Since taking office, I have requested and received $170 million for capital construction projects at NDCS.&nbsp; In September 2017, NDCS opened a 100-bed dormitory at the Community Correctional Center-Lincoln (CCCL).&nbsp; In March 2019, the agency opened a 160-bed living unit for women at the Community Corrections Center-Lincoln.&nbsp; This fall, NDCS is scheduled to open a 100-bed dormitory at the Nebraska State Penitentiary for those in minimum custody.&nbsp; A new $75 million Reception and Treatment Center (RTC) will help us deliver better behavioral health interventions.&nbsp; We’re also working on a $49 million project at the Lincoln Correctional Center (LCC) to add 384 high-security beds by 2022.&nbsp; Additionally, the State has received responses to a request for information (RFI) that will help guide efforts to determine the appropriate location, cost, custody level, and funding for additional capacity. &nbsp;All of these investments are geared at safely housing inmates while providing the appropriate environments and opportunities to prepare them for reentry.As Nebraska approaches July 1, 2020, it’s important to keep these areas of investment in mind.&nbsp; That is when Director Frakes is required by law to certify whether the state’s prison system is over 140% of design capacity. &nbsp;As a result of this certification, the Parole Board will accelerate the parole process.&nbsp; However, the law does not allow for the parole of inmates not ready to be released.&nbsp;In the coming years, I will continue to work with the Nebraska Legislature to invest in Corrections so the agency can continue to keep people safe.&nbsp; LINCOLN, Neb. (AP) - Nebraska health officials say the number of reported coronavirus cases in the state is approaching 19,000.

As of Monday, the state reported 18,899 cases of COVID-19, according to the Nebraska's&nbsp;<a href="https://nebraska.maps.arcgis.com/apps/opsdashboard/index.html#/4213f719a45647bc873ffb58783ffef3" target="_blank">online coronavirus tracker</a>. That is an increase of 375 cases since Friday evening.

The number of deaths linked to the coronavirus outbreak in the state increased by 1 to 267 between Friday and Monday.

More than two-thirds of the coronavirus cases reported in the state are in five Nebraska counties: Douglas, Dakota, Lancaster, Hall and Sarpy counties. Each of those counties has reported more than 1,000 cases.

The state said that 41% of Nebraska's hospital beds, 49% of its intensive care beds and 79% of its ventilators remained available Monday.

Out of the 18,899 cases of coronavirus in the state, 13,322 people have recovered.

Nebraska reports 18,899 coronavirus cases, 267 deaths

Americans hope they will never be bullied by a police officer. A man or woman with a badge and a gun can be an intimidating figure. If a cop pulls you over and bullies you, what can you do? Americans are at the mercy of bad cops. Who hasn't been afraid of a police officer at one time or another? Police reform is obviously needed in America. Black people or any people should never have to live in fear of a police officer who wants to prove that he or she has authority. We need good police officers who will protect us and help us. I believe the majority of officers are good people. However, this is no excuse to allow the bad ones to be out in uniform menacing anyone. 

Americans hope they can work. I recently saw too many stores closed or boarded up in Cleveland, Ohio. While visiting in the city I had hoped to stay at one hotel but learned this entire huge hotel has been totally closed due to the pandemic but hopes to reopen in August. These types of closures and boarded up businesses are good for no one. Americans know that living on unemployment cannot be a long-term lifestyle. Unemployment runs out. Typically, Americans can make more money working but the extra federal boost has been a major help to Americans. Americans mentally feel better and make more money when they are working jobs and bringing home a paycheck. While Covid-19 has made it difficult for us, we must embrace all the necessary precautions and safety measures so we might ensure keeping our country working.

Americans hope for a cure to Covid-19. Our present-day Americans have never faced anything like this before. America and the world have faced pandemics in the past but we have been fortunate to this point. Our time has come now to live through, survive and overcome this virus that has taken so many hundreds of thousands of lives around the world. We must support and pray for those who are working so hard for a cure.  

Americans hope to get our lives back. We miss social gatherings. We miss going to our places of worship. Only so much can be done at home for so long. Working at home, watching worship at home and doing everything at home is not all that much fun for many Americans. Some thought it would be great to do everything from home but many have gotten tired of never leaving the house. Many Americans will welcome the opportunity to go back to work, to church and the local gathering spots. 

As we celebrate our independence, we look to God, pray for our leaders and have hope that we all will grasp and stand firm on this truth from our Declaration of Independence, "that all people are created equal, endowed by our Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness." May we each hold to and extend this hope to every American.

However, this is no excuse to allow the bad ones to be out in uniform menacing anyone. Americans hope they can work. I recently saw too many stores closed or boarded up in Cleveland, Ohio. While visiting in the city I had hoped to stay at one hotel but learned this entire huge hotel has been totally closed due to the pandemic but hopes to reopen in August. These types of closures and boarded up businesses are good for no one. Americans know that living on unemployment cannot be a long-term lifestyle. Unemployment runs out. Typically, Americans can make more money working but the extra federal boost has been a major help to Americans. Americans mentally feel better and make more money when they are working jobs and bringing home a paycheck. While Covid-19 has made it difficult for us, we must embrace all the necessary precautions and safety measures so we might ensure keeping our country working.Americans hope for a cure to Covid-19. Our present-day Americans have never faced anything like this before. America and the world have faced pandemics in the past but we have been fortunate to this point. Our time has come now to live through, survive and overcome this virus that has taken so many hundreds of thousands of lives around the world. We must support and pray for those who are working so hard for a cure. Americans hope to get our lives back. We miss social gatherings. We miss going to our places of worship. Only so much can be done at home for so long. Working at home, watching worship at home and doing everything at home is not all that much fun for many Americans. Some thought it would be great to do everything from home but many have gotten tired of never leaving the house. Many Americans will welcome the opportunity to go back to work, to church and the local gathering spots. LINCOLN, NEB. – As Nebraska farmers and ranchers continue to suffer the negative economic and market effects of the COVID-19 pandemic, the Nebraska Farm Bureau is urging President Trump to use the “full powers” of his office to enforce the Phase One China trade deal. Provisions of the agreement obligate China to make $36.5 billion in U.S. agriculture purchases in 2020.

“While some agricultural purchases have been made, China is woefully behind in terms of meeting the agriculture targets outlined in the in the Phase One deal,” said Steve Nelson, Nebraska Farm Bureau president. “In order to reach the $36.5 billion in imports China agreed to, purchases must drastically increase, and that must start today.”

In a letter to President Trump, Nelson pointed out that as of the end of April, China had imported approximately $4.6 billion worth of agricultural goods. The amount falls far short of the pace set back in 2017 of $7.1 billion; the last year of normal trade relations between the two countries.

China has been a vital market for Nebraska farmers and rancher, serving as a consistent top three market for Nebraska agriculture products year in and year out. Prior to 2018, Nebraska agriculture exports to China ranged from $936 million to more than $1 billion, equating to 15 percent of Nebraska’s total agriculture exports. The value of exports to China during that time equated to roughly $19,300 per farm in Nebraska.

“For more than two years, Nebraska’s farm and ranch families have felt the economic consequences of the trade war with China…a war they both understand and largely support. However, that support is based on the promise of more export markets and a better deal for farmers and ranchers when the dust settles. Now is the time to ensure China fully complies and meets their agricultural import targets as part of this historic agreement,” said Nelson.

KEARNEY, Neb. (AP) - A Nebraska man faces felony charges after allegedly killing his dog with a baseball bat and then burying it in his backyard.

Khaleem Baringer, 21, of Kearney is charged in Buffalo County Court with felony use of a weapon to commit a felony and intentional felony animal cruelty of his dog, Mary Jane, a week ago, the Lincoln Journal Star&nbsp;<a href="https://journalstar.com/news/state-and-regional/nebraska/kearney-man-accused-of-beating-dog-with-baseball-bat-killing-it-and-burying-it-in/article_b7129079-9cd0-5de5-83d7-ad04e13c6aca.html" target="_blank">reported</a>.

A witness told police Baringer hit the dog several times in the head with the bat after it defecated on the floor and nipped at a woman as she tried to place the dog into a kennel.

Records show the dog was stabbed at least once before it was wrapped it in several towels and buried behind a shed in the yard.

Police found blood spatter on the wall and window of the master bedroom, in the bathroom, and inside and outside of a trash can.

Nebraska man faces felony charges after dog brutally killed

NORTH PLATTE, Neb.-A North Platte woman has been arrested on suspicion of numerous narcotics possession charges.

On January 18, 2020, Officers responded to the 3200 Block of South Newberry for suspicious people walking around vehicles. 

 Upon arrival, Officers made contact with 29-year-old Kelby Pierce and 32-year-old Josiah Negley.  Officers spoke with both subjects and learned that Negley had several warrants out for his arrest.  Negley was placed under arrest at this time. 

According to police, Officers learned that one of Negley's warrants was a Federal Indictment for possession of 500 grams or more of methamphetamine.  Officers also learned that Negley was still believed to be involved with the distribution of narcotics. 

 With this information, police say Officers located Pierce's vehicle in the parking lot.  A Nebraska State Patrol K9 assisted with the investigation and alerted to the presence of narcotics in the vehicle.  The vehicle was seized and a search warrant was later granted and executed.  During the search of the vehicle, Officers located prescription pills and several suspected narcotics. 

 The suspected narcotics were sent to the Nebraska State Patrol Crime Lab for testing. 

 On June 11, 2020, the lab results confirmed that the narcotics located were identified as LSD, cocaine, mushrooms, ecstasy, methamphetamine and ketamine. 

 On June 26, 2020, Officers made contact with Pierce at the Police Department.  Pierce was placed under arrest for the narcotics allegations.  

Pierce was incarcerated at the Lincoln County Jail for numerous counts of Possession of a Controlled Substance.&nbsp; &nbsp; &nbsp;

Two of them were 54-year-old Sheila Matheny and 61-year-old James Matheny, from Bedford, Iowa. The other motorcyclists were 58-year-old Michal Weese and 59-year-old Jerolyn Weese, who lived in Council Bluffs, Iowa.

Cisneros-Hernandez told investigators he was traveling on about an hour of sleep after his work shift in Sidney, Montana, and was heading home to Liberal, Kansas.
