Common Cause Nebraska Releases Annual ReportLINCOLN, Neb.&nbsp;– May 21, 2020. Lobbyists hired to buy influence with Nebraska state lawmakers set a record year of earnings, according to a new report examining public records by Common Cause Nebraska.

Last year, special interest groups hired lobbyists to work the capital for $17.9 million while lobby expenditures reached $19.3 million, an increase by more than $1.5 million from the previous year, states the 2020 report “Shucking the Bucks: Another Record Harvest for Nebraska Lobbyists.”&nbsp;

“In Nebraska’s unicameral legislature, special interest groups and other entities called “principals” pay lobbyists to advance their agendas,” said&nbsp;Jack Gould, issues chair of the Common Cause Nebraska board and author of the annual lobbyist report. “Buying influence with our 49 senators costs money and lobbyists who spend the most on entertainment, gifts and tickets have better access to lawmakers than everyday voters. Their voices are eclipsed by lobbyists wining and dining our policymakers.”

The report identifies the top 10 spenders on lobbyists.&nbsp;At the top of the 2019 list is&nbsp;Altria Client Services, the parent company for Philip Morris, one of the world’s largest producers of tobacco products, which spent $267,287 to influence lawmakers. Some of that money went straight to political campaigns including $20,000 each to the&nbsp;Nebraska Republican Party&nbsp;and the&nbsp;Committee to Elect Pete Rickets for Governor.&nbsp;

The report also identified the top 10 compensated lobbyist firms in the state. At the top for the sixth consecutive year was&nbsp;Mueller Robak, which reported $1.43 million in earnings in 2019 and $7.3 million over five years. Their clients include American Express Travel, GlaxoSmithKline, Google and Uber according to their website.

“Over the years, Nebraska’s unicameral has given lobbyers a great deal of freedom and limited disclosure,’ states the report. “Our senators earn $12,000 per year in office and then swing through a revolving door and earn $100,000 the next year as lobbyists.&nbsp;Forty-four states have limits on the transition from public servant to lobbyist. Nebraska does not.”&nbsp;

“During the legislative session, lobbyists hold breakfast fundraisers in restaurants around the capitol hours before a bill is voted on.&nbsp;Fifteen states have prohibitions or restrictions on lobbyist contributions during the year, and 14 states restrict lobbyists’ contributions during legislative sessions. Nebraska has zero restrictions.”

For nine years, Common Cause Nebraska has compiled public records to document the growing wealth of the lobby and expose the influence of special interest money in politics. We continue to advocate for a two-year break before legislators can become lobbyists, ending in-session fundraisers and more transparency from both lobbyists and the special interest groups on how they influence lawmakers.

Ricketts pleased with TestNebraska program despite hiccups

LINCOLN&nbsp;–&nbsp;The Nebraska Department of Health and Human Services (DHHS) visited Life Care Center in Elkhorn Monday and conducted an inspection based upon information received by DHHS and conversations with the Douglas County Health Department (DCHD) and University of Nebraska Medical Center (UNMC)/Nebraska Medicine. DHHS is in the process of reviewing the findings. If the department takes disciplinary action based on the findings or if allegations are not substantiated, the information will be available once the process is completed.

Life Care Center in Elkhorn is a long-term care facility where numerous residents and staff have tested positive for COVID-19. DHHS is collaborating with DCHD and UNMC/Nebraska Medicine to help protect the health and safety of those living and working at the facility.

An infection preventionist from Nebraska's Infection Control Assessment and Promotion Program or ICAP is working with the facility on infection control precautions and protocols needed to maintain safety, ensure care of residents and mitigate the spread of the virus. The facility also had a visit from UNMC/Nebraska Medicine's National Emerging Special Pathogen Training and Education Center team (NETEC, which provides additional expertise and technical support.

At this time, the decision has been made to continue to serve residents in the facility who do not require hospitalization. Staffing levels are appropriate to continue to provide care for the residents.

Care for residents in Nebraska's long-term care facilities is a top priority. DHHS, local health departments and UNMC/Nebraska Medicine serve a resource for facilities with the goal of preventing the spread of COVID-19.

When a COVID-19 positive resident or staff member is reported in a long-term care facility, the local health department investigates to identify possible exposures.

DHHS works closely with the local health department to conduct case investigations and contact tracing to identify anyone who could have been exposed to the positive resident or staff member.

Additional testing is conducted at the facility.

Any facility that has a resident or staff member test positive for COVID-19, an infection preventionist from ICAP will work with them on additional infection control precautions and protocols needed.

Gov. Ricketts: Mental Health Month

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;This May, it is especially important to focus on mental health. &nbsp;We&nbsp;know that the&nbsp;coronavirus pandemic has added uncertainty, altered daily routines, and caused social isolation.&nbsp;

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In recognition of these issues, I am proclaiming May as Mental Health Awareness Month and Children’s Mental Health Awareness Month in the state of Nebraska.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;One in five Nebraskans experiences mental illness or substance abuse.&nbsp; That includes adults and children.

o&nbsp;&nbsp;Make time to unwind. &nbsp;Make time for the activities you enjoy.

o&nbsp;&nbsp;Keep a regular schedule to lessen worry and anxiety.

o&nbsp;&nbsp;Connect with others. &nbsp;Talk with people you trust about your concerns and how you are feeling.

o&nbsp;&nbsp;Stay connected through video calls with loved ones and friends.

o&nbsp;&nbsp;Participate in virtual faith-based communities or other groups that may be supportive to your well-being.

LINCOLN, Neb. – The Nebraska Game and Parks Commission will open first-come, first-served camping on May 22 at Smith Falls State Park, 35 state recreation areas and wildlife management areas for all camping units, including tents.

This decision is prompted by overwhelming demand for camping opportunities, challenges in bringing additional park locations and campsites into the reservation system as planned, and public comments regarding the desire to camp even without normal facilities, which will remain closed. Those include shower houses, designated swimming beaches, playgrounds, and park activities. A limited number of primitive restrooms will be available.

Park regulations allow for up to eight people per campsite. The 35 state recreation areas that will be open include Alexandria, Bluestem, Box Butte, Bridgeport, Buffalo Bill, Cheyenne, Conestoga, Cottonwood Lake, Dead Timber, Enders, Gallagher Canyon, Keller Park, Lake Maloney, Long Pine, Memphis, North Loup, Olive Creek, Pelican Point, Red Willow, Riverview Marina, Rock Creek Lake, Rockford, Sandy Channel, Sherman, Stagecoach, Summit, Sutherland, Swanson, Union Pacific, Verdon, Wagon Train, Walgren Lake, War Axe, and Wildcat Hills.

Mormon Island State Recreation Area near Grand Island and Danish Alps SRA near Hubbard will not offer camping, as they are near communities with high COVID-19 incidence.

Game and Parks will open camping on wildlife management areas where it was allowed previous to the COVID-19 health emergency to help distribute camping activity.

“We made the earlier decision to allow limited RV camping, by reservation only, consistent with health directives that encourage limitations on crowd size and our current capacity to protect and serve the public,” Game and Parks Director Jim Douglas said. “We are pleased to be able to offer more opportunities on smaller park areas that typically attract less people. Busier areas such as Branched Oak Lake, Medicine Creek Reservoir and Lake McConaughy, which attract larger crowds, will retain RV camping by reservation only for the time being. As we continue to be able to add needed seasonal personnel and provide for facility maintenance, we will expand further opportunities while managing within the constraints of the ongoing health emergency.”

The prevailing health recommendations for social distancing and group sizes less than 10 to meet the state Directed Health Measures still apply, and it’s incumbent upon park visitors to be responsible for their own actions to protect their health, the health of their community and that of other park users.

Game and Parks expanding camping opportunities

The Nebraska Public Service Commission (PSC) has issued an order&nbsp;establishing the E-Rate Special Construction State Matching Grant Program as a way to help facilitate the build-out of new fiber to Nebraska libraries and schools.

The State program is designed to maximize federal support through the Federal CommunicationsCommission (FCC, E-Rate Special Construction Program, which provides funding for broadband connections in libraries and schools across the country.

“Establishing a state effort that would provide a match for the federal E-Rate program was part of the recommendations of the&nbsp;<a href="https://ruralbroadband.nebraska.gov/reports/2019/RBTF2019Reportfinal.pdf" target="_blank">Rural Broadband Task Force</a>,” said Commission Chair and TaskForce member Mary Ridder. “Libraries and schools are often technology hubs for rural communities. We are excited to be able to help incentivize new fiber construction to these vital public institutions.”

The E-Rate Special Construction State Matching Grant Program (NUSF-117) will make available one million dollars in support to be allocated over the four years of the program to applicants approved by both the state and federal programs.

Libraries and schools that are not currently fiber-connected and interested in applying for theState Matching Grant Program must meet the qualifications and complete the application contained in the&nbsp;<a href="https://www.nebraska.gov/psc/orders/telecom/2020-05-19%20NUSF-117%20Order.pdf" target="_blank">Order (NUSF 117)</a>&nbsp;issued by the PSC. Applications must be submitted by mid-December, with the PSC issuing notices of approval by mid-January.

Prairie Arts Center to reopen June 2

In another step to expand access and flexibility for students and families, University of Nebraska President Ted Carter announced today that the NU system is moving to a single, reduced in-state tuition rate for most online undergraduate courses beginning in the fall 2020 semester.

With the move, most resident, undergraduate online courses will cost a standard $259 per credit hour. Depending on the campus, that represents a reduction of up to 9 percent – critical cost savings for Nebraskans during an uncertain time. The uniform rate across campuses also provides greater simplicity and consistency for students, Carter said.

"Especially in these challenging times, our No. 1 priority is taking care of Nebraskans," Carter said. "The value of affordable, accessible, outstanding higher education is greater now than it has ever been. We want to make sure every Nebraskan has an opportunity to pursue a university education, no matter their circumstance. Making our online programs even more affordable is another way for us to provide quality, flexible options for the people of our state."

Carter stressed that the NU system’s campuses are planning for a safe return to in-person, on-campus learning in the fall, part of the university’s ongoing response to the COVID-19 pandemic. However, online learning is a flexible option for many students who may not be able to come to campus for work, personal or other reasons. Many on-campus students also take online courses to meet their scheduling needs. Expanding affordable access to online courses helps ensure that no student’s academic journey will be interrupted, Carter said.

In all, more than 35,000 students took at least one online course at the University of Nebraska in the last academic year. Of those, 5,000-plus were Nebraskans who were enrolled exclusively in online learning.

Collectively, NU campuses offer more than 50 undergraduate degree and certificate options, along with 14 minors. Fields include business, early childhood education, animal science, social sciences and many more.

The new, reduced rate of $259 per credit hour matches the University of Nebraska-Lincoln’s in-person undergraduate tuition rate for resident students.&nbsp;<a href="https://www.unl.edu/chancellor/summer-classes-continue-with-remote-learning-0" target="_blank">UNL previously announced</a>&nbsp;a decision to lower its online rate for summer 2020 to match its in-person rate; effective this fall, the new online rate will apply across campuses. Exceptions include University of Nebraska Medical Center online programs and programs in colleges with differential tuition rates.

Like all tuition rates across the University of Nebraska system, online rates will be frozen for two-years, part of an&nbsp;<a href="https://nebraska.edu/news-and-events/news/2020/05/president-ted-carter-announces-two-year-university-of-nebraska-tuition-freeze" target="_blank">across-the-board measure</a>&nbsp;announced earlier this month by Carter to expand affordability for students and families.

The NU system also recently launched the&nbsp;<a href="https://nebraska.edu/news-and-events/news/2020/04/university-to-offer-free-tuition-to-nebraska-students-with-family-incomes-of-60000-or-less" target="_blank">Nebraska Promise</a>, a need-based financial aid initiative that will guarantee full tuition coverage for Nebraska students with family incomes of $60,000 or less.

Since those announcements, applications among first-time freshmen and transfer students have surged by almost 1,600.

University of Nebraska announces reduced online tuition

OMAHA, Neb.-It was early March and Creighton Blue Jays fan, James Faylor, M.D., and his son went to New York City to watch their favorite team play in the Big East Tournament.

The United States was just starting to grapple with the COVID19 virus with the first reported case of coronavirus on Jan 21 in the state of Washington.

Like many Americans, Dr. Faylor was aware of what was happening, but had only heard of one other smaller outbreak on the east coast involving a woman who had traveled to Iran.

“The Blue Jays only got to play half of their game and then it all got canceled and everyone went home,” he said.

That was on March 12 and by the following Monday, March 16, Dr. Faylor had developed a cough and called the health department hotline to inquire about a test.

Within seven days of testing positive for COVID19, Dr. Faylor was laying in the intensive care unit at Nebraska Medicine, intubated, and fighting for his life.

Daniel Lemos, an auto repair shop manager, had been feeling a bit feverish when he inquired about getting tested at a drive-through site being held at Fonner Park in Grand Island in early April.

His father was hospitalized with COVID19 and he suspected that his increasing shortness of breath and fevers were related.

Lemos drove to Fonner Park on the morning of Good Friday, April 10 and by that evening he could barely drive to the hospital, his breathing had become so difficult. By the next day he was on a life-flight to Nebraska Medicine, where he would be put on a heart-lung machine.

Both Dr. Faylor and Lemos would spend weeks in the hospital, much of that time sedated as doctors and nurses did all they could to keep them alive while their bodies fought the virus.

Both families were approached and asked if they would consent to their loved one taking part in a new clinical trial only available to hospitalized patients with confirmed cases of COVID19.

The clinical trial testing Remdesivir versus placebo was on the fast track as a potential drug therapy in treating COVID19 with some early promising results.

Their families agreed to their participation in the study, not knowing if their loved one would get the drug or not.

As it turns out Dr. Faylor did receive the medication, something he credits for saving his life.

Lemos did not but is glad his family was willing to enroll him in the trial.

“Clinical trials are a way to help everybody, and even though I didn’t get the medication, I would still participate if given the opportunity,” Lemos said.

“I’m sure Remdesivir helped me and if the shoe was on the other foot I would do the same for my family member,” he said.

“The medications used in clinical trials are usually studied for years before being tested in humans thus the fact we were able to complete this large trial in less than two months is a major advance in the discovery of new treatments,” said Andre Kalil, M.D., physician and primary investigator of the National Institutes of Health clinical trial of Remdesivir at UNMC.

In the case of Remdesivir, with the gravity of the situation facing the world, the Food and Drug Administration gave emergency use authorization for doctors to use it in patients who have COVID19 because it showed promise in early tests, Dr. Kalil said.

Two UNMC clinical trial participants recount their brush with COVID19

NORTH PLATTE, Neb.-Non-traditional students, low-income individuals and GED recipients may be able to receive financial assistance with tuition, fees and books through the Kiewit Scholars Program at North Platte Community College.

Applications for the program will be accepted until Aug. 1.

The goal of the Kiewit Scholars Program is to prepare adults for entry or re-entry into the workforce by teaching them specific skill sets that improve their chances of obtaining employment and/or increasing wages.

Students in the program have the opportunity to earn certificates or diplomas within 12 months in the areas of information technology, medical office technology and applied technologies such as automotive; auto body; building construction; electrical; diesel; welding and heating, ventilation and air conditioning.

The certificates provide the necessary entry-level requirements for many jobs in the area. Students will then have the option of continuing on to receive an Associate of Applied Science degree, which will make them even more marketable.

“The best part about the Kiewit Scholars program is that it creates a support system for students by providing them with resources to help them be successful,” said Teresa Piccolo, program coordinator. “I work with them personally to make sure they are effectively navigating the college system.”

Kiewit students have access to tutoring, learn about career expectations, job shadow and receive guidance with résumés, cover letters and mock job interviews.

Applications open for Kiewit Scholars Program

OMAHA, Neb. (AP) - Seven more people have died from the coronavirus in Nebraska, including five residents at a long-term care facility in Omaha, officials said Wednesday.

The residents lived at the Life Care Center of Elkhorn, a facility that has been struggling with a COVID-19 outbreak among employees and the seniors they serve.

Long-term care facilities such as nursing homes are among the hardest-hit venues in Nebraska. On Tuesday, Gov. Pete Ricketts said the facilities have been linked to at least 62 of the state's 132 coronavirus deaths. He said 89 facilities have reported cases of the virus among residents, employees or both.

The Life Care Center of Elkhorn said in a statement that residents who test positive were immediately separated into their own area of the building.

"We are doing everything we can to provide the best care for residents and to safeguard staff," the statement said.

The Nebraska Department of Health and Human Services reported 10,846 confirmed cases statewide as of Tuesday night. More than 72,300 people have been tested.

The number of new patients has been trending downward since a peak of 677 new cases on May 7, but public health officials say it's important to continue taking precautions such as social distancing.

Nebraska's hospital capacity for treating patients with the virus is fairly stable. The state's hospitals report that 44% of their beds, 38% of their intensive care unit beds and 78% of their ventilators are available for use if needed.

For some infected people, especially older adults and people with existing health problems, the virus can cause severe illness or death. But for most people, it causes mild or moderate symptoms, such as fever and cough, that clear up in two to three weeks.

KEARNEY – All new and returning&nbsp;Lopers&nbsp;now have access to single rooms on campus this fall in a program that will better enable physical distancing&nbsp;in University of Nebraska at Kearney housing.

For the first time, all students – regardless of their status as first-year or returning students – can request a single room, with no roommate.

“Most students who request a single upgrade will be accommodated, especially if they choose quickly,” said George Holman, associate dean for Residence Life.

Rooms&nbsp;for new students&nbsp;have not yet been officially assigned&nbsp;for&nbsp;August 2020 move-in.&nbsp;Upper-class students have already confirmed rooms in Antelope and Nester Halls that offer private bedrooms. Fraternity and Sorority Life residents will also&nbsp;have the opportunity to&nbsp;upgrade to a single room as space allows.

“This single-room opportunity may provide peace of mind in further promoting social distancing, in addition to measures UNK will already be taking this fall to encourage safe practices to limit exposure and potential spread of the coronavirus,” Holman said. “Single rooms are always in demand and desired by&nbsp;some&nbsp;first-year students. Even though this option may create some changing of plans for our students, we know there will be eagerness to make their choice – and quickly.”

UNK requires most first-year students to live on campus because of the opportunities for student growth, development, and diverse social and academic success that is supported in the residential experience.&nbsp;Single-room&nbsp;upgrades previously were offered only to returning students for $600 per semester will now be offered at $300.

“The option is the student’s choice based on their desires and budget,” Holman said.

Students will receive communication from Residence Life with guidance on how to indicate their preferences, including how to designate a new roommate/suitemate if plans have changed. They may begin immediately making their preferences in their&nbsp;MyBLUE&nbsp;student portal and should&nbsp;make their selection&nbsp;by May 25 to get the best opportunities. Room assignments should be received by July 1.

Holman said the staff understands students and their families will have numerous questions, which they plan to address on the Housing website&nbsp;<a href="https://www.unk.edu/offices/reslife/">unk.edu/housing</a>, in addition to hosted remote chats and sessions with students during New Student Enrollment.

Kelly Bartling, UNK vice chancellor for enrollment management and marketing, said the halls have capacity to accommodate these additional choices for students.

Huddle Up Group Founder + CEO, Jon Schmieder, commented on the survey and the results, “We were seeing a lot of information coming out in the media and from some of the national organizations, but it was mostly opinion-based.&nbsp; In the case of the survey data we had seen, most of it was asking the sports organizations what they thought about the future of our industry.&nbsp; Our team thought that the key players in getting sports tourism back on track were the parents.&nbsp; So we set out to specifically ask them when they would put their kids back on the road to compete, and also when and under what circumstances they would do so.”

Both stations (one located at 1421 South Dewey Street and the other at 101 Platte Oasis Parkway) now offer three additional ethanol options: E15 (a 15% ethanol blend, E30 (a 30% ethanol blend) and E85 (an 85% ethanol blend). E15 is approved to be used in all vehicles 2001 and newer and E30 and E85 are approved in flex fuel vehicles only.

“We’re pleased to be able to offer our customers choices at the pump,” said Dan O’Neill, president and CEO of Kwik Stop, a chain of convenience stores with 26 locations in Nebraska. “Not only are we helping support our local corn farmers, but we’re also saving consumers money and helping the environment because ethanol is cleaner burning compared to non-ethanol options.”

The new infrastructure was made possible in part through a grant from the Nebraska Corn Board. Through its blender pump infrastructure incentive program, the board has worked with several fuel retailers across Nebraska over the last several years to promote the growth of biofuel usage.

“We know some consumers aren’t sure if they should use ethanol in their vehicles or even if they can,” said Adam Grabenstein, district 5 director of the Nebraska Corn Board and farmer from Farnam. “By helping expand infrastructure across the state and through education programs, we’re confident consumers will try higher blends and then continue to use them. Especially during these challenging times, it only makes sense to fill up with ethanol. Not only are we fueling our vehicles and cleaning up our environment, but we’re also promoting the backbone of America by supporting our farmers who produce our food and our ethanol plants that help our rural communities.”

Motorists in North Platte now have increased access to cleaner burning fuel options

LINCOLN, Neb. – MADD Nebraska released the list of the 2020 MADD Heroes today. The award winners were selected by committee for their strong dedication to keeping Nebraska safe from the dangers of impaired driving and underage drinking. Either through direct law enforcement, prosecution, probation or education and awareness. These honorees are among the best of our state and will be honored for the outstanding working during the 2019 year. Due to the ongoing state regulations, these heroes will be honored in their hometowns later in the year.

Each year in the U.S., more than 10,000 people are killed and another 345,000 are injured in drunk driving crashes. In Nebraska, 71 people were killed in 2017 in alcohol-related crashes. The men and women working throughout our state in the criminal justice arena are paving the way to a safer state and a future with No More Victims.&nbsp;&nbsp;

MADD Nebraska names '2020 MADD Heroes' recipients

LINCOLN, Neb.-As traffic volume slowly rises, Troopers with the Nebraska State Patrol are seeing a dramatic increase in excessive speeding. In the two months since the first Directed Health Measures (DHMs) were issued, Troopers have cited more than 200 motorists for driving more than 100 miles per hour.

Between March 19 and May 18, Nebraska State Troopers issued 204 speeding citations for drivers traveling at more than 100 miles per hour. Those citations have been issued across 26 different Nebraska counties. During the same two-month time period in 2019, troopers issued 101 such citations.

“The increase in excessive speeding has been dramatic,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Those speeds are dangerous, especially as traffic volume increases. Our troopers have remained diligent during the pandemic and continue to patrol Nebraska roads.”

In the first 35 days since the first DHMs were issued, troopers issued 100 citations for speeding at 100 miles per hour of more. It only took 25 days for troopers to find the next 100 such speeding violations.

So far in May, troopers have cited 80 speeders for traveling more than 100 miles per hour. The most in any full month last year was 65, in May 2019.

“May is traditionally the start of the summer driving season and, even though circumstances are different this year, we expect to see traffic volume continue to increase across the state,” said Colonel Bolduc. “We encourage all motorists to voluntarily comply with traffic safety laws.”

While Nebraska continues to respond to the COVID-19 pandemic, troopers remain focused on the mission of keeping Nebraska roads safe. NSP launched the annual spring “Click It or Ticket” campaign Monday and will kick-off the annual 100 days of summer initiative later this month.
