LINCOLN, Neb. (AP) - Nebraska lawmakers advanced new legal protections Monday to prevent companies from discriminating against employees with hairstyles commonly worn by African American women.

Lawmakers gave the measure first-round approval on a 26-9 vote, despite criticism that it wasn't necessary.

The bill would bar discrimination against people with protective hairstyles, such as twists, locks and braids.

Sen. Machaela Cavanaugh said she introduced the measure in response to women who said they had faced discrimination because of their hairstyles.

The bill's future remains unclear, however, and it could still change before winning final approval. Two more legislative votes are required before it goes to the governor.

Some conservative lawmakers argued that the measure would open the door to other people claiming discrimination based on their physical features. That drew an angry rebuke from state Sen. Ernie Chambers, of Omaha, who lectured lawmakers about the history of white American slave owners sleeping with female slaves.

OMAHA, Neb. (AP) - Two more Nebraska residents have tested positive for the new coronavirus disease, bringing the Nebraska total to five, health officials said.

A Douglas County woman in her 40s was added to the list Tuesday, the Douglas County Health Department said. She had recently traveled to California and Nevada and is recovering at home. State officials were awaiting case confirmation from the federal Centers for Disease Control and Prevention.

A person from northeast Nebraska will be treated at the Nebraska Biocontainment Unit on the University of Nebraska Medical Center campus in Omaha, the state Health and Human Services Department said. It's unclear whether the person's infection is travel-related or related to any of the other four.

The patient is a student at Crofton High School, said the North Central District Health Department. The Crofton district announced that classes, events and activities would be canceled for the rest of the week to limit exposure.

For most people, the new coronavirus causes only mild or moderate symptoms, such as fever and cough. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia.

The vast majority of people recover from the new virus. According to the World Health Organization, people with mild illness recover in about two weeks, while those with more severe illness may take three to six weeks to recover. In mainland China, where the virus first exploded, more than 80,000 people have been diagnosed and more than 58,000 have so far recovered.

An American who was exposed to the new coronavirus on a Japanese cruise ship and who was being monitored at an Omaha hospital was&nbsp;<a href="https://apnews.com/606d175b9b4d06a31a90cba726a7dc7d" target="_blank">released</a>&nbsp;from quarantine Tuesday.

The University of Nebraska Medical Center said the patient tested negative for COVID-19 three times and was cleared to leave quarantine.&nbsp;<a href="https://apnews.com/ba4504f8ab832d1bc91e4699cec7e5ef" target="_blank">Seven others</a>&nbsp;who were exposed to the virus on the Diamond Princess were released from quarantine in Omaha last week.

Seven other passengers who were evacuated from the ship have tested positive for COVID-19, and they remain at the Omaha hospital. One of them was being treated in the hospital's biocontainment unit and was in good condition Tuesday. The other six remain in the hospital's National Quarantine Unit.

This will be the first of six projects that will be part of the US-83 Super 2. Paulsen Inc., of Cozad, Nebraska has the $6,743,066 contract for this project.&nbsp;

Work will include culvert extensions, earthwork, asphalt milling and overlay, pavement markings, seeding and the addition of four passing lanes.&nbsp;

Traffic will be maintained with flaggers throughout the project, which is expected to be completed by June 2021.&nbsp;

Motorists are reminded to drive cautiously through construction zones and to expect delays.

LINCOLN, Neb. (AP) - Nebraska lawmakers will debate a new bill to lower property taxes as early as next week after a legislative committee endorsed it in a Tuesday vote.

Members of the Revenue Committee voted 6-1 in favor of the bill, which would provide roughly the same $520 million boost to Nebraska's K-12 public schools as an earlier proposal that stalled last month.

Schools are the biggest consumers of local property tax revenue in Nebraska, and the bill would offer them the additional money along with tighter controls on their ability to tax and spend. Schools fought an earlier version of the bill, saying they don't trust the state to maintain its commitment and arguing that the controls would hinder their flexibility.

The new version relaxes some of the proposed controls, although schools may still question it. Sen. Lou Ann Linehan, the Revenue Committee chairwoman, said she thinks it'll bring supporters closer to the 33 votes they'll need to overcome a filibuster. Linehan said it will also lower property taxes if it passes.

"It'll be significant for a lot of people," she said.

In 2018 alone, 73 people were killed in drunk-driving crashes over St. Patrick’s Day. For this reason, the Nebraska Department of Transportation – Highway Safety Office (NDOT-HSO) is teaming up with MADD Nebraska, state and local law enforcement to spread the message about the dangers of drunk driving.&nbsp;

“We want our community to enjoy St. Patrick’s Day, and we expect drivers to take responsibility for their actions,” said Andrea Frazier, Program Manager for MADD Nebraska. “If you’ve been drinking, make the right choice to find a sober driver to get you, and your friends, home safely. NDOT reminds drivers that 'Buzzed Driving is Drunk Driving'

LINCOLN, Neb. (AP) - Nebraska lawmakers on Tuesday took a step toward increasing transparency and accountability in state-run juveniles homes following an outbreak of violence, vandalism and escapes.

Lawmakers gave initial approval to measures that would require state officials to create a long-term operations plan for how to safely run the Youth Rehabilitation and Treatment Centers in Geneva, Kearney and Lincoln.

The package would also create an oversight committee to examine problems at the facilities, and would require state officials to report major incidents such as assaults and escapes to a public watchdog.

"It's a policy issue that this Legislature needs to tackle," said Sen. Sara Howard, chairwoman of the Legislature's Health and Human Services Committee.

Lawmakers advanced the measures through the first of three required votes in response to a&nbsp;<a href="https://apnews.com/b29a41298458fde476f32ff647e8c741" target="_blank">high-profile increase in violence and escapes</a>&nbsp;at the facilities. The package would also require the Department of Health and Human Services to keep boys and girls at different facilities, except during emergencies.

Currently, Kearney is the main campus for processing boys and girls, while the campus in Geneva treats lower-risk girls in a less restrictive environment. A third campus in Lincoln serves higher-risk boys and girls who don't respond to treatment at Kearney.

The Youth Rehabilitation and Treatment Centers often serve as a home of last resort for juveniles ages 14 to 18 who have broken the law and have been rejected by private facilities because of behavioral problems. Many of the juveniles come from backgrounds of abuse and trauma and have serious mental health problems.

"We are dealing with the most difficult and high-risk behavior" at the facilities, said Sen. John Arch, of Omaha.

Tensions at a girls' facility rose to a boil in August&nbsp;<a href="https://apnews.com/3c703d94d5c446889f6ed77c962c692d" target="_blank">after girls broke sprinkler heads in a sleeping area</a>. Other girls complained that their water-damaged rooms smelled of mold and mildew, leading to a confrontation with staff members. Lawmakers who investigated found fire hazards, holes in walls and water damage in campus buildings. They also were told that many of the girls weren't undergoing treatment to deal with their anger or trauma.

Howard said 39 boys escaped from their facility in 2019, up from four a year earlier. She said there have been eight so far this year.

Sen. John Lowe, whose district includes the Kearney facility, said he generally supported the changes but warned that lawmakers shouldn't try to micromanage the facilities.

"I don't want to do anything that would inhibit the staff from doing what needs to be done to ensure these (young) men and women become better citizens," he said.

Overhaul of Nebraska juvenile youth homes wins initial OK

NORTH PLATTE, Neb. (NSP) — Investigators with the Nebraska State Patrol (NSP, with assistance from the North Platte Police Department, Homeland Security, FBI, and the U.S. Marshals Service, have arrested a wanted man on several charges.

Trampus Schultz, 45, of North Platte, was wanted on a warrant from Colorado for sexual exploitation of a minor. NSP Investigators and U.S. Marshals were able to track Schultz to the North Platte area and located him Tuesday morning near the intersection of W. 5th&nbsp;and Jefferson Street.

Schultz was arrested without incident, and found to be in possession of methamphetamine, marijuana, and a knife.

In addition to the charges associated with the warrant from Colorado, Schultz was lodged in Lincoln County Jail for possession of methamphetamine, possession of marijuana – less than one ounce, possession of drug paraphernalia, possession of a deadly weapon by a prohibited person, and fictitious license plates.

Suspect wanted for child exploitation arrested in North Platte

LINCOLN, Neb.-Following the historic 2019 flooding in Eastern Nebraska and Southwest Iowa, the departments of transportation in both states continue to coordinate efforts to minimize the impacts of anticipated flooding in 2020.&nbsp;

Because of last year’s event, some areas may be more vulnerable to flooding this year. Because of the work that has been done over the last year, travelers in the two states should be cautious that flooding impacts will not be the same as they have been in the past.&nbsp;

Levee repairs, by both the US Army Corps of Engineers and local levee districts and roadway improvements, especially to Interstate 29 and Iowa 2 on the Iowa side, will impact how floodwater flows in these areas, compared to the flooding last fall.&nbsp;

Nebraska and Iowa DOT officials coordinate regularly on improvements that have been made to each State’s transportation system following last year’s flooding. This includes specific projects on roadways connecting the states like Nebraska/Iowa Highway 2, U.S. 34 and Interstate 680. Other projects have provided strengthening to shoulders and roadsides, especially on I-29 and I-680, that may help keep roads open longer and increase the ability to re-open roads sooner should flooding occur in these areas again this spring.&nbsp;

Five new flood sensors have been installed in areas where potential flooding is anticipated this spring. These sensors will give transportation officials better information about river levels in key areas, allowing for emergency materials and equipment to be moved into place earlier than in the past.&nbsp;

Other projects have provided strengthening to shoulders and roadsides, especially on I-29 and I-680, that may help keep roads open longer and increase the ability to re-open roads sooner should flooding occur in these areas again this spring.&nbsp;Five new flood sensors have been installed in areas where potential flooding is anticipated this spring. These sensors will give transportation officials better information about river levels in key areas, allowing for emergency materials and equipment to be moved into place earlier than in the past.&nbsp;

It was all part of the Young Environmental Stewards Competition hosted by North Platte Community College on Tuesday.

More than 20 middle school students from Valentine and Sidney tested their knowledge and skills in the contest, which was similar to a quiz bowl with a focus on environmental issues.

LINCOLN, Neb. – Portions of Enders Reservoir State Recreation Area (SRA) in Chase County will be closed temporarily to public access March 14 for a prescribed fire exercise.

This is a joint exercise by the volunteer fire departments of Imperial and Wauneta, Nebraska State Fire Marshall's Training Division, Nebraska State Forest Service, and Nebraska Game and Parks Commission. Other area fire departments also will be assisting and training.

The objectives are to reduce the wildland fire potential on the SRA, lessen the risk of wildland fire to the town of Enders, train local fire departments and Game and Parks staff, and to control eastern redcedar and invasive species.

The temporarily closed portions of the SRA will be Center Dam Campground, Area B Campground, No Name Bay and Crappie Bay.

Limited access may be required into the private cabin area, depending on conditions. Access to Church Grove Campground and Cow Beach Day Use Area will be via 335 Avenue from Highway 6, just east of Imperial. County Road 763 will be closed from the town of Enders west to Cow Beach Day Use Area. Access to the Main Area Campground will be available at the main entrance off County Road 736.

Users of open areas of the SRA may encounter light to moderate smoke. Access in those areas could be restricted if smoke levels are determined to be unsafe.

BELLEVUE, Neb. (AP) - The U.S. Department of Veterans Affairs has told Bellevue University and other schools that it intends to disapprove the enrollment of new GI Bill students, saying the schools have given erroneous, deceptive or misleading information to prospective students.

The VA said in a news release Monday that it intends to carry through on the warning unless the schools take corrective action within 60 days. The sanction wouldn't affect current GI Bill students who maintain continuous enrollment, the VA said.

The university said the VA warning stems from a February 2019 state prosecutor filing in Sarpy County District Court. The state alleges school promotional material misled prospective students from May 2012 through at least March 2016 about the accreditation status for its Bachelor of Science in nursing program.

"Bellevue University categorically denies the allegations that we misled or would mislead any student," said university spokeswoman Cris Hay-Merchant on Tuesday.

In a November court filing, the university said the state's "claims fail in whole or in part because Bellevue University has always been an accredited institution of higher learning."

The state filing said it was seeking civil penalties of up to $2,000 for each violation of the state's Consumer Protection Act and Uniform Deceptive Trade Practices Act.

A commitment letter was submitted to the Science-Based Targets Initiative (SBTi, which independently assesses corporate emissions reduction targets in line with what climate scientists say is needed to meet the Paris Agreement goals – limiting global warming to well below 2°C above pre-industrial levels.

"As one of the nation's largest freight railroads, it is our responsibility to act as environmental stewards, reducing emissions and enabling sustainable economic growth across our supply chain," said Chairman, President and CEO Lance Fritz. "This is a challenging task as it means examining every aspect of our operation and looking for innovative solutions while continuing to create long-term value for our shareholders, customers, employees and the communities where we operate."

The company's target will use the SBTi's Sectoral Decarbonization Approach Transport tool, which models targets for direct and indirect transportation emissions. Union Pacific anticipates finalizing its target and submitting it for approval to the SBTi within a year.

Union Pacific pledges science-based targets to reduce emissions for a more sustainable future

NORTH PLATTE, Neb.-A 21-year-old North Platte man is in jail on accusations that he made threats towards two females with a knife.

On March 10, at around 1:44 a.m., officers responded to a disturbance in the 700 block of East Philip Avenue. It was reported that a male subject was in the hallway yelling.

Police say officers made contact with Austin Golter began speaking to him about the reported incident.

1According to police, Golter agreed to calm down and not cause any more problems for the night.

However, about five minutes later, officers again responded to the same location where Golter was now allegedly threatening two females with a knife.&nbsp;

Officers arrived and made contact with Golter and the two females. The females told police that after officers left the first time, Golter again became upset and an argument ensued.

Police say the victims reported that, at one point, Golter grabbed a knife and held it in a manner that caused the females to feel threatened.

Following further investigation, officers determined that there was probable cause to arrest Golter on suspicion of two counts of use of a deadly weapon to commit a felony and two counts of terroristic threats.

Golter was transported to the Lincoln County Detention Center and jailed.

NORTH PLATTE, Neb. (AP) - Crews and vehicles from 14 departments and a crop-dusting plane kept a brush fire from destroying any structures or injuring anyone in western Nebraska's Lincoln County, authorities said.

The wind-blown flames blackened more than 3.1 square miles north of North Platte in a few hours Sunday. The first report was called in around 3:20 p.m., and officials said the blaze was contained by 6 p.m. Some firefighters remained to handle hot spots but left early Monday morning when rain began to fall.

The crop-duster dropped water to slow the flames' advance across the dry fields.

"It's (been) incredibly dry out there, and the grass from last year is still really tall," North Platte Battalion Chief Jeff Hankla told&nbsp;<a href="https://www.nptelegraph.com/news/local_news/no-structures-or-lives-lost-in-sunday-grass-fire-that/article_ff3d3be0-6253-11ea-8989-13669ce83080.html" target="_blank">The North Platte Telegraph</a>. "There was a ton of fuel."

Investigators found fire's flashpoint in an open field south of Hillcrest Estates which sits east of the U.S. Highway 83-Nebraska Highway 97 junction. But the fire cause has yet to be determined, Hankla said.

Fire blackens thousands of acres north of North Platte

LINCOLN, Neb. (AP) - Gov. Pete Ricketts warned Monday that Nebraska could be dealing with the novel coronavirus for the next nine to 12 months and urged the public to take precautionary steps to keep it from spreading.

Ricketts said the number of known cases in Nebraska has risen to three, but there aren't yet indications that it's spreading within communities.

The three people diagnosed with the disease, also known as COVID-19, are a 36-year-old Omaha woman and her father and brother. The woman first experienced symptoms on a late February trip to Great Britain, but she's now in critical condition in a containment unit at the University of Nebraska Medical Center. Her&nbsp;<a href="https://apnews.com/8641657f65df45609dab785103941f88" target="_blank">father and brother</a>&nbsp;have milder symptoms and are self-quarantined at home.

"The virus is very real," Ricketts said at a Capitol news conference. "This is not something that's been made up. We need people to take it very seriously."

Schools in Fremont announced they would close for the rest of the week after state officials learned the infected woman had attended a Special Olympics&nbsp;<a href="https://apnews.com/c4f6c324d5c9bf517f03aca9198d99e7" target="_blank">basketball tournament</a>&nbsp;in town after she returned to the U.S.

Ricketts urged the public to focus on preventative measures, such as good hygiene and keeping people who have been exposed at home.

Meanwhile, at the Nebraska Capitol, Speaker of the Legislature Jim Scheer urged lawmakers to have contingency plans in case they or their staffs are forced to remain at home, and he advised lawmakers not too shake hands. He said officials will formally brief lawmakers Tuesday morning.

"If you start to feel ill during the day, please leave," Scheer said.

(WCDHD)-The CDC is closely monitoring an outbreak of respiratory illness caused by a novel (new) coronavirus (named “2019-nCoV”) that was first detected in Wuhan City, China and which continues to expand. While CDC considers this is a very serious public health threat, based on current information, the immediate health risk from 2019-nCoV to the general American public is considered low at this time. Nevertheless, CDC is taking proactive preparedness precautions.

Most often, spread from person-to-person happens among close contacts (about 6 feet). Person-to-person spread is thought to occur mainly via respiratory droplets produced when an infected person coughs or sneezes, similar to how influenza and other respiratory pathogens spread. These droplets can land in the mouths or noses of people who are nearby or possibly be inhaled into the lungs.

Current symptoms reported for patients with 2019-nCoV have included mild to severe respiratory illness with fever, cough, and difficulty breathing.

If you develop a fever and symptoms of respiratory illness, such as cough or shortness of breath, within 14 days after travel from China, you should call ahead to a healthcare professional and mention your recent travel or close contact. If you have had close contact with someone showing these symptoms who has recently traveled from this area, you should call ahead to a healthcare professional and mention your close contact and their recent travel. Your healthcare professional will work with your local public health department and CDC to determine if you need to be tested for 2019-nCoV.

MCF returns to North Platte March 21

NORTH PLATTE, Neb.-Colton Lovitt has been named Business Student of the Month for March at North Platte Community College.

Lovitt is from Brady. He graduated from high school in 2018 and enrolled at NPCC because of its proximity to his home. He is currently studying business and accounting and is on track to graduate in May.

“NPCC allowed me to attend to my homelife while giving me a quality education to further pursue higher education,” Lovitt said. “The NPCC faculty has been wonderful and helped me tremendously when I needed it. NPCC was a great starting place for me.”

After graduation, Lovitt plans to transfer to the University of Nebraska at Kearney. His goal is to earn a Bachelor of Science in Business Administration degree with an accounting minor through UNK’s online program then obtain local employment.

NPCC accounting instructor Lynn Lupomech nominated Lovitt for the student of the month recognition. She has been impressed with his personality, genuineness, strong work ethic and time management skills.

“Colton is an excellent student,” said Lupomech. “He’s inquisitive and determined to learn and comprehend all course concepts. He shows up every day ready to learn and is engaged in classroom discussions. He’s also willing to help other students that might not understand the material as well as he does. Even though he has a lot of responsibilities, he doesn’t complain or make excuses. He continues to work hard and excel in all areas. Colton has the character and academic record to make him most deserving of this award.”

Outside of academics, Lovitt enjoys basketball.

His parents are Barry and Nikki Lovitt, of Brady.
