IMPERIAL, Neb. (AP) - Prosecutors have dropped charges against a man accused of involvement in the disappearance and slaying of a woman in southwest Nebraska.

The charges were dropped Tuesday for Russell Mann, of Enders. He'd been charged with two counts of being an accessory. The charges can be refiled later.

The charges stemmed from the disappearance and killing of 22-year-old Annika Swanson and the kidnapping and assault of another woman who's now safe. Two other people - Kevin German, of Colorado Springs, Colorado, and Keonna Carter, of Taylorsville, Utah - have&nbsp;<a href="https://apnews.com/e68a68baac151d9a5abdadb71bfe9447" target="_blank">pleaded</a>&nbsp;not guilty to charges of first-degree murder and kidnapping.

They're accused of leaving Swanson, of Imperial, in a drainage pipe in a Chase County pasture on Nov. 14. Court records say Carter told investigators that German beat up Swanson and, accompanied by Carter, forced Swanson down into the pipe.

Using Carter's information, authorities found and recovered Swanson's lightly clad body from the pipe. Her father had reported her missing three days earlier.

LINCOLN, Neb. (AP) - A bill that would allow more families to qualify for a child care subsidy as they transition out of poverty won first-round approval Tuesday from Nebraska lawmakers.

Senators advanced the measure, 25-7, through the first of three required votes in the Legislature.

The proposal by Sen. Kate Bolz, of Lincoln, would allow recipients to claim "transitional child care assistance" if they earn up to 200% of the federal poverty guidelines, or $52,400 for a family of four. The current eligibility level stops at 185%, or $47,160 for that same family.

Supporters, including some business groups, have said the measure will minimize the so-called "cliff effect" that encourages low-income people not to seek a raise at their jobs because doing so would cause a sharp drop in their public benefits.

NORTH PLATTE, Neb.-The Nebraska State Patrol is investigating an incident in Hitchcock County that included an officer-involved shooting. The incident occurred early Tuesday morning in Trenton, Nebraska.

At approximately 1:10 a.m. today, the Hitchcock County Sheriff’s Office received a 911 call regarding a man shooting a firearm near a residence in Trenton. Deputies arrived at the scene just before 1:30 a.m.

At approximately 1:42 a.m., deputies requested assistance and advised that shots had been fired, striking the subject. Emergency medical personnel from Trenton and Culbertson arrived on scene and transported the subject to McCook Community Hospital. He was then flown to Bryan Health West Campus in Lincoln for further treatment. His condition is stable as of 9:00 a.m.

The Hitchcock County Sheriff’s Office has requested the Nebraska State Patrol conduct the investigation into the officer-involved shooting. Charges stemming from the initial incident are pending with the Hitchcock County Attorney.&nbsp;

No law enforcement personnel were injured in this incident.

GERING, Neb. (AP) - A federal agency intends to provide a $2.3 million loan to help pay for repairs to an irrigation system tunnel that collapsed last July, cutting off water to farmers in western Nebraska and eastern Wyoming.

The Bureau of Reclamation loan will be in addition to a $3.8 million grant that Nebraska Gov. Pete Ricketts has said the state will provide to the Gering-Fort Laramie Irrigation District. Some or all of the federal loan could later become a grant, officials said.

The 14-foot-wide tunnel that collapsed is part of the Fort Laramie Irrigation Canal that runs above and below ground, delivering water from a pool created by the Whelan Diversion Dam on the North Platte River to eastern Wyoming and western Nebraska.

The collapse left more than 150 square miles of cropland without irrigation water at the peak of summer, officials said. Temporary repairs got the water flowing again by the end of August.

Permanent repairs are expected to cost about $16 million, with the cost being split roughly in half between those in both states, said the district's general manager, Rick Preston.

Gov. Ricketts attends White House roundtable on broadband connectivity

KEARNEY, Neb. (AP) - One of two people who attacked a staff member before escaping the state's Youth Rehabilitation and Treatment Center in Kearney more than a year ago has been imprisoned.

Court records say Edward Gonzales, 18, was sentenced Friday to five to 10 years in prison for the escape assault and other crimes last year.

Gonzales have said Gonzales and Luke Cuello&nbsp;<a href="https://apnews.com/590ef040738941cea0e5f2ec4d15466a" target="_blank">attacked</a>&nbsp;a center employee on Feb. 24, 2019, when she was bringing Cuello medication he had requested. The two then freed two other teenagers and escaped.

Cuello eventually was convicted of felony robbery and strangulation and sentenced late last year to one to six years in prison.

Gonzales helped another teen assault a center employee on April 9. They took his keys, freed two other teens and then escaped, authorities said.

In August, the court records say, Gonzales and three other inmates assaulted another inmate at the Buffalo County Detention Center.

(AP) - One of two people who attacked a staff member before escaping the state's Youth Rehabilitation and Treatment Center in Kearney more than a year ago has been imprisoned.Court records say Edward Gonzales, 18, was sentenced Friday to five to 10 years in prison for the escape assault and other crimes last year.Gonzales have said Gonzales and Luke Cuello&nbsp;<a href="https://apnews.com/590ef040738941cea0e5f2ec4d15466a" target="_blank">attacked</a>&nbsp;a center employee on Feb. 24, 2019, when she was bringing Cuello medication he had requested. The two then freed two other teenagers and escaped.Cuello eventually was convicted of felony robbery and strangulation and sentenced late last year to one to six years in prison.Gonzales helped another teen assault a center employee on April 9. They took his keys, freed two other teens and then escaped, authorities said.In August, the court records say, Gonzales and three other inmates assaulted another inmate at the Buffalo County Detention Center.

SAN DIEGO (AP) - The first confirmed case of novel coronavirus has been found among hundreds of people who were evacuated from China to military bases around the United States, it was reported Monday.

The adult and three other evacuees had been in hospital isolation after showing symptoms of the virus but on Sunday, federal health officials said they had tested negative and they were sent back to the base, where they joined more than 200 people who are under a 14-day quarantine.

On Monday morning, however, officials with the U.S. Centers for Disease Control and Prevention informed county health officials that "further testing revealed that one of the four patients tested positive" for novel coronavirus and the person was returned to hospital isolation, UC San Diego Health said in a statement.

Another evacuee from Miramar also was hospitalized for evaluation Monday afternoon, UC San Diego Health said in a statement.

"Both patients are doing well and have minimal symptoms," the statement said.

This is the seventh confirmed case of novel coronavirus in California and the 13th in the United States.

The person confirmed to have the illness arrived at Miramar last Wednesday from Wuhan. That locked-down city of 11 million is the epicenter of the highly contagious disease, which has killed more than 1,000 people overseas.

Recent chartered flights have sent hundreds of people back to the U.S. They are being held in quarantine at military bases in California, Texas and Nebraska.

Five evacuees taken to Travis Air Force Base, located between San Francisco and Sacramento, were hospitalized after showing symptoms of the virus but none of those possible cases has been confirmed, authorities said.

Some 200 evacuees at March Reserve Air Base in Southern California were scheduled to be released from their two-week quarantine on Tuesday.

No symptoms were reported among evacuees at Lackland Air Force Base in San Antonio or a Nebraska national Guard training base in Omaha.

LINCOLN, Neb. (AP) - A statue of renowned Nebraska novelist Willa Cather is slated to replace a statue of the politician and Arbor Day founder J. Sterling Morton at the U.S. Capitol.

The 9-foot, 5,500-pound Morton statue will get a new home in Nebraska City as early as this fall after sitting on display in the nation's capital for more than 80 years,&nbsp;<a href="https://journalstar.com/news/state-and-regional/nebraska/after-years-in-washington-j-sterling-morton-will-come-home/article_a7ebfb07-3d55-5a52-b45e-eeec2a5f89f9.html#tracking-source=home-top-story-1" target="_blank">according to the Lincoln Journal Star</a>.

Two years ago, state senators voted to replace Morton and William Jennings Bryan as Nebraska's longtime representatives at the Capitol's National Statutory Hall. Cather and Ponca Indian Chief Standing Bear were selected to fill those spots.

Morton, an Illinois native, moved to Nebraska City in 1854 and became a farmer, editor and member of the territorial legislature. He served as territorial secretary and, later, secretary of agriculture for President Grover Cleveland.

He became a household name in Nebraska for launching Arbor Day in 1872. Nebraskans planted an estimated 1 million trees that first year.

The Cather statue should be done this summer. It could be next year before her statue replaces Morton's.

LINCOLN, Neb. (AP) - Sandhill crane watchers are getting ready for a new season in central Nebraska after a prolonged cold spell and flooding last year that kept some people from seeing them in person.

Everything is on track this year for the Crane Trust to open as scheduled on March 1, said Chuck Cooper, the group's president, and CEO. As many as half a million sandhill cranes converge on the Platte River in central Nebraska from mid-February through mid-April, according to&nbsp;<a href="https://www.theindependent.com/news/local/crane-trust-hoping-for-better-weather-than-last-year-as/article_56b84776-493a-11ea-a2c0-bb09d3319a41.html" target="_blank">the Grand Island Independent</a>.

The cranes fly in from their winter grounds in Texas and New Mexico and stop for about a week or more to fatten up on loose corn in the surrounding agricultural fields. During their time here, the cranes roost at night along the Platte River, congregating on sandbars for safety from predators.

Last year's weather was so cold along the Platte River that the Crane Trust canceled blind tours during the first week of March. And during the crane viewing season, much of central Nebraska was flooded due to warm conditions that quickly melted snow on the frozen ground and rainfall.

Warmer weather could be better for Nebraska sandhill cranes

OMAHA, Neb. (AP) - The College of St. Mary in Omaha hopes to begin construction this spring on an $18 million athletic complex.

The Omaha Planning Board this week unanimously approved a zoning change for a site on the east side of the college campus, near the Aksarben Village, according to the&nbsp;<a href="https://www.omaha.com/news/education/college-of-st-mary-plans-million-multisport-field-house-on/article_31ac5992-1657-5bb8-b288-aed21e874f90.html" target="_blank">Omaha World-Herald</a>.

The 1,100-student college plans to pay for the project with donations.

"This is an exciting project," civil engineer Dawn Danley, of the DLR Group, told the Planning Board.

The complex will include a 200-meter indoor track, basketball and volleyball courts, batting tunnels for softball, fitness area, locker rooms and meeting space.

St. Mary is a women's college but some graduate program are open to men.

The college still is awaiting approval of a permit to build in a flood fringe zone, as it's near Little Papillion Creek.

LINCOLN, Neb. (AP) - Backers of a proposed state-of-the-art medical facility in Omaha asked Nebraska lawmakers Thursday to contribute $300 million in state money to the project, describing it as a "once-in-a-generation opportunity."

The proposed Nebraska Transfomational Project would create a new teaching hospital and research and education tower on the campus of the University of Nebraska Medical Center in Omaha. It would be a partnership of state and federal agencies to respond to natural disasters, infectious disease outbreaks and other crises.

The proposal would cost a total of $2.6 billion, making it potentially the largest economic development project in history.

Sen. Mark Kolterman, of Seward, who introduced the proposal, called it a "once-in-a-generation opportunity" for the state that could create nearly 42,000 jobs, including 8,700 permanent jobs at the medical center. Under Kolterman's proposal, the state money would only be spent if the federal government and private donors meet certain funding commitments.

Nebraska weighs proposal for major medical facility project

NORTH PLATTE, Neb.-On February 6, 2020, Deputies from the Lincoln County Sheriff’s Office developed information that two subjects with felony warrants were located at a residence in North Platte, NE. A search warrant was written to enter the residence and apprehend the two suspects.

Around 1200 p.m., Deputies and North Platte Police Officers served the search warrant at 815 West B Street in North Platte, NE. Deputies did not locate the suspects in the residence, but did observe items of Drug Paraphernalia, suspected stolen gun parts and other stolen items in the residence.

A second search warrant was issued to search for additional items relating to drugs and stolen items. Numerous items of Drug Paraphernalia were seized, multiple stolen gun parts and three pickup loads of stolen property. All of the seized property was positively identified by a Burglary victim from rural Lincoln County.

The wanted subjects, in this case, are thirty-four year old Keith Jenkins of North Platte, NE. and twenty-seven-year-old Taylor Jenkins aka Powell of North Platte, NE. Both are wanted on warrants for felony Possession of Controlled Substance and Child Abuse. Additional charges are to follow, the investigation is ongoing.

NP couple wanted on felony child abuse, drug charges

LINCOLN, Neb. (AP) - A district judge who helped draft Nebraska's controversial lethal injection protocol when she worked as a prison system lawyer has agreed to recuse herself from the state's most recent death penalty case.

Johnson County District Judge Julie Smith was one of three judges appointed to serve on a panel that will decide in June whether Aubrey Trail should be put to death by lethal injection or sentenced to life in prison. She announced her decision to remove herself from the panel in a six-page order filed last week, citing a possible "appearance of impropriety."

Trail was convicted last year of first-degree murder and other counts for the death and dismemberment of Lincoln store clerk Sydney Loofe. Trail's girlfriend, Bailey Boswell, is also charged in the slaying and faces her own death penalty trial in March. Loofe's body parts were found in 14 pieces in ditches along a state highway weeks after her disappearance in November 2017.

Trail's attorney had filed a motion to remove Smith from the panel, citing her work on the death penalty protocol for the Nebraska Correctional Services Department before she became a judge.

Lancaster County District Judge Susan Strong has been appointed to replace Smith on the panel, the Lincoln Journal Star&nbsp;<a href="https://journalstar.com/news/local/crime-and-courts/judge-recuses-herself-from-aubrey-trail-s-sentencing-panel/article_53d778a4-6c7d-55d3-b195-29cacdf99828.html#tracking-source=home-top-story-1" target="_blank">reported</a>.
