Nebraska Tourism announces tourism grant recipients

LINCOLN, Neb. (AP) - A gun dealer and former candidate for mayor of Holdrege has been sentenced to 2 1/2 years in federal prison for illegally having a gun silencer.

Federal prosecutors for Nebraska said in a news release this week that Joseph Melton, 31, was sentenced Friday to 30 months in prison after pleading guilty to one count of possession of an unregistered silencer.

Melton was part owner of Leadfoot, a Holdrege gun shop and manufacturer that had obtained a federal firearms license to manufacture and sell silencers. During a compliance check in 2017, federal agents found the unlicensed silencer inside the business, authorities said. Inspectors with the Bureau of Alcohol, Tobacco, Firearms and Explosives also uncovered 17 other violations of federal codes and statutes related to the operation of a firearms business.

Prosecutors said Melton told the inspectors he had received that silencer as payment or trade from a customer. But investigators found it was not registered to either Leadfoot or to Melton in the National Firearms Registration and Transfer Record database as required for silencers.

Ex-mayoral candidate gets prison for illegal gun silencer

A 28-year-old North Platte man has been arrested following an accident on Saturday afternoon.

According to North Platte Police, officers responded to the area of Leota and Dewey Streets at 2:01 p.m. on the report of a traffic accident.&nbsp; It was reported that one of the vehicles involved had left the scene.

Upon arrival, officers discovered that a vehicle was traveling eastbound on Leota Street and was stopped at a red light at Dewey Street. Police say witnesses reported a vehicle driven by Jacob Serrano was behind the other vehicle and failed to stop, striking the other vehicle from the rear.

Witnesses who stayed on the scene told officers Serrano then flipped a u-turn and headed westbound on Leota.

A short time later, an officer observed Serrano walking in the area and made contact with him.

Police say Serrano appeared to be intoxicated and a preliminary breath test indicated that his Blood Alcohol Content was .195, 0.08 is the legal limit in Nebraska.

Following further investigation, Serrano was arrested on suspicion of driving under the influence of liquor-3rd offense, leaving the scene of a property accident, driving under revocation, and no proof of insurance.

Serrano was jailed at the Lincoln County Detention Center.

TOPEKA – A concerning number of Washington state drivers involved in fatal crashes are testing positive for recent use of marijuana, according to new research from the AAA Foundation for Traffic Safety.

The share of drivers who, after a fatal crash, tested positive for active THC – the drug’s main psychoactive ingredient – has doubled since the state legalized marijuana in December 2012. AAA believes the increase raises important traffic safety concerns for drivers across the country, because recreational marijuana use is now legal in 11 states and Washington, D.C.

The latest AAA Foundation research found that between 2008 and 2012 – the five-year period before the drug was legal – an estimated 8.8% of Washington drivers involved in fatal crashes were positive for THC. That rate rose to 18% between 2013 and 2017.

The average number of THC-positive drivers increased, too. In the five years before legalization, an average of 56 drivers involved in fatal crashes each year were THC-positive. In the five years after legalization, the average jumped to 130. The new numbers bolster the findings of a similar report the AAA Foundation released in 2016. The study did not attempt to determine if marijuana contributed to the crashes included in its latest research. It focused only on the prevalence of drivers who tested positive for active THC.

“This study enabled us to review a full 10-years’ worth of data about the potential impact of marijuana on driving safety – and it raises significant concerns,” said Dr. David Yang, executive director of the AAA Foundation for Traffic Safety. “Results from the analysis suggest that legalization of recreational use of marijuana may increase the rate of THC-positive drivers involved in fatal crashes.”

Marijuana use can inhibit concentration, slow reaction times and cloud judgment. Its effects vary by individual, but a number of studies have concluded that marijuana use impairs the ability to drive safely. Previous research suggests that users who drive high are up to twice as likely to be involved in a crash.

AAA opposes the legalization of marijuana for recreational use because of its inherent traffic safety risks and because of the difficulties in writing legislation that protects the public and treats drivers fairly.

Eleven states and Washington, D.C. have legalized marijuana for both recreational and medical use. Another 22 states have legalized it for medical use only. State legislative sessions for 2020 are getting underway and recreational use is expected to be a popular topic. The legislative interest combined with likely November ballot measures could result in additional states taking a hard look the issue.

In an attempt to curtail drug-impaired driving, seven states have set legal non-zero, or “per se,” limits on the amount of THC drivers can have in their system. While well-intended, AAA believes imposing such limits is problematic because no data reliably shows what level of THC impairs driving, the chemical’s effects vary by user, and THC testing often cannot be done until hours after a crash.

AAA believes that states that have legalized the drug should not rely solely on an arbitrary legal limit to determine if a driver is impaired. They should adopt a two-pronged approach that requires:

behavioral and physiological evidence of driver impairment

Regardless of the drug’s legal status – and limits in any state – all motorists need to avoid driving while impaired.“Simply put, if you’ve used marijuana, don’t drive,” said Jake Nelson, AAA’s director of traffic safety advocacy and research. “And if you plan to drive, don’t use marijuana.”

Last year, a Foundation survey found that nearly 70% of Americans think it’s unlikely a driver will get caught by police for driving shortly after using marijuana. The survey also revealed that an estimated 14.8 million drivers report getting behind the wheel within one hour after using marijuana in the past 30 days.

AAA is committed to educating the public about the risks of substance-impaired driving. Through AAA Foundation research, AAA is working to improve understanding on the topic and is working collaboratively with safety stakeholders to reduce the impact of substance-impaired driving related crashes.

AAA: Fatal crashes linked to weed up after legalization

OMAHA, Neb. (AP) - A monthly survey of business supply managers released Monday suggested the economy continues to grow in nine Midwest and Plains states, but an economist said the spreading&nbsp;<a href="https://apnews.com/VirusOutbreak" target="_blank">coronavirus outbreak</a>&nbsp;could soon threaten that growth.

The Mid-America Business Conditions index jumped to 57.2 in January from&nbsp;<a href="https://apnews.com/2d3f79d6ae3b0f1e91e02048551caf50" target="_blank">50.6</a>&nbsp;in December, the survey report said. The&nbsp;<a href="https://apnews.com/2ffba4742fe94de9a6a20057937b19f1" target="_blank">November</a>&nbsp;figure was 48.6. The January figure was the highest since&nbsp;<a href="https://apnews.com/68fa0a79ef044e8fa70655dc32e83c15" target="_blank">March 2019</a>.

The report said the jump, plus&nbsp;<a href="https://apnews.com/e6ede49e1c07c7e928238c778fd792b5" target="_blank">January's signing</a>&nbsp;of the U.S.-Mexico Canada Agreement on trade and the "phase one" trade&nbsp;<a href="https://apnews.com/4931ba9216edb995608bdc142e2b07a0" target="_blank">agreement with China</a>, bodes well for the regional manufacturing economy. However, the survey was conducted before much of the bad news about the coronavirus outbreak that originated in China was reported.

"The negative impacts from this virus could place significant negative pressure on the regional economy in the weeks ahead," said Creighton University economist Ernie Goss, who oversees the survey.

The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth. A score below that suggests decline. The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.

The regional trade numbers were mixed, according to the report. The index for new export orders soared to 52.1 from December's weak 43.5. The regional imports index sank to 46.3 from December's 52.0.

The two new trade agreements boosted the regional business confidence, however. The index rose to 58.8 from December's 57.6.

The January employment index increased to 53.8 from December's four-year low of 45.6. In past months, job growth was held in check by the trade constraints and the lack of available workers.

"January's positive employment reading was a positive and unexpected outcome," Goss said.

However, the survey was conducted before much of the bad news about the coronavirus outbreak that originated in China was reported."The negative impacts from this virus could place significant negative pressure on the regional economy in the weeks ahead," said Creighton University economist Ernie Goss, who oversees the survey.The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth. A score below that suggests decline. The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.The regional trade numbers were mixed, according to the report. The index for new export orders soared to 52.1 from December's weak 43.5. The regional imports index sank to 46.3 from December's 52.0.The two new trade agreements boosted the regional business confidence, however. The index rose to 58.8 from December's 57.6.The January employment index increased to 53.8 from December's four-year low of 45.6. In past months, job growth was held in check by the trade constraints and the lack of available workers."January's positive employment reading was a positive and unexpected outcome," Goss said.

The annual event has its origin in a German legend that says if a furry rodent casts a shadow on Feb. 2, winter continues. If not, spring comes early. 

In reality, Phil's prediction is decided ahead of time by the group on Gobbler's Knob, a tiny hill just outside Punxsutawney. That's about 65 miles northeast of Pittsburgh.&nbsp;&nbsp;

Pennsylvania groundhog declares early spring 'a certainty'

KEARNEY, Neb. (AP) - Officials are investigating how a pair of Nebraska juvenile offenders managed to escape custody twice in a 24-hour period.

The incident began Tuesday night when a report of two suspicious males led the Buffalo County Sheriff's Office to call the Youth Rehabilitation and Treatment Center in Kearney to see if it was missing any teens. The facility's staff then checked and reported that two teens were missing, the Kearney Hub&nbsp;<a href="https://www.kearneyhub.com/news/local/yrtc-escapees-travel-to-seward-county-escape-again-while-being/article_53766f58-44a7-11ea-a9ed-8bec8429d619.html" target="_blank">reported</a>.

Early the next day, deputies in neighboring Seward County found an abandoned stolen car in a snowbank off Interstate 80. Footprints in the snow led deputies to the two escaped juveniles.

By Wednesday afternoon, York County deputies received a report that a transportation company driver who was taking the two teens back to the Kearney facility had been assaulted and the transport van stolen.

York police tracked the van to Hamilton County, where the teens were again taken into custody and back to the Kearney youth center.

The Nebraska Department of Health and Human Services, which oversees the Kearney center, said an internal investigation into Tuesday's escape has been launched. The Kearney center has been plagued by escapes and understaffing in recent years.

UPDATED: Missing/Endangered Alert issued for Howard County man

NORTH PLATTE, Neb.-A North Platte man was arrested Friday morning after his vehicle ended up in the side of a local apartment complex office.

At around 11:15 a.m., officers were dispatched to South Platte Terrace, 700 East Philip Avenue, after receiving a report that a vehicle had driven into one of the buildings.

Police say it was reported that 31-year-old Nicholas Pflaster was traveling eastbound in his red Nissan Frontier through the Francis Square parking lot when he continued out of the parking lot and across Poplar Street.&nbsp;

Investigator John Deal says Pflaster's vehicle then continued through the parking lot of South Platte Terrace and crashed through a garage and into the office of the complex, where it came to rest.

Officers say Pflaster exhibited signs of being under the influence of some substance. Police brought in a drug recognition expert who conducted testing and, upon further investigation, determined Pflaster had been huffing from an air duster can prior to the accident.

Pflaster was arrested on suspicion of driving under the influence of drugs and was jailed at the Lincoln County Detention Center.

Investigator Deal says initial estimates on the damage to the garage and the office building are in the ballpark of $100,000.

NP man arrested after driving into apartment complex garage and office, huffing suspected

Whatever the reason, Brad and Tim O’Keefe never intended to spend their lives immersed in the world of auto body. &nbsp;

They didn’t have to. The profession chose them.

The father and son duo have been the driving forces behind Southside Body and Paint in Valentine for almost 40 years.

“I kind of fell into auto body because I didn’t know what else to do,” Tim said. “Our high school guidance counselor never spent much time telling students about career options, and back then, I wasn’t looking too far ahead.”&nbsp;

Once high school was over and adulthood was looming ahead of him, he had to choose something.&nbsp;

“I heard about the auto body program at North Platte Community College when some recruiters came to town,” Tim said. “I thought that might be something I could do. I had a good friend who had graduated from the program, so I was somewhat familiar with it, but I didn’t have any background in auto body. I wasn’t a gearhead like a lot of my classmates were.”&nbsp;

Tim, who had spent his entire life in Valentine up to that point, decided to give NPCC a try. He packed his bags and headed south.

“We had a classroom, but hardly ever used it,” he said of the auto body program at NPCC. “Everything was hands-on, and that’s the way it should be. I’ve always felt that was the strong point of the program.”&nbsp;

Tim graduated from NPCC in 1977 then returned to Valentine and worked for Kuhl’s Auto Service for three and a half years. &nbsp;

“Eventually, I got the bug to start my own business,” Tim said. “It’s just the American Dream I guess – to be your own boss.”&nbsp;

In 1981, he set up shop in a two-car, 816-square-foot garage next to his house.

“It was hard,” Tim said. “I was the new kid on the block. Plus, it was a small town and everyone knew I had quit my old job. We didn’t show a profit at all for a while, and I was a little worried about whether we could make it work.”

But, work it did. The business wasn’t high volume or high dollar in the early days, but Tim and his crew kept busy with an average of three big jobs per week. &nbsp;

“I had someone working for me most of the time,” Tim said. “Usually there was a part-time employee in the office and two full-time people in the shop with me. Our advertising was primarily word-of-mouth, which I’ve always felt is the best method. It’s effective in our rural area. It also helps that the people of the Sandhills are pretty loyal.”

By 1984, his business had grown to the point that he needed to expand. Tim moved it to its current location at 405 S. Airport Rd. and subsequently added on in 1996. &nbsp;

It was also in the ’90s that Brad began working for Tim – cleaning cars and prepping parts. Like his father, Brad hadn’t thought too far beyond high school.

“I was just having fun and playing sports, then graduation came, and I had to figure out what to do,” Brad said. “My dad told me I should get out of town for a while. I hadn’t really planned on auto body, but it was something familiar to me, and NPCC offered a one-year program that was affordable.”

Brad finished a year in NPCC’s auto body program then opted for a second. He graduated from the college in 2000.

“Then, I decided to get a degree in business administration,” Brad said. “I was one semester in when an opportunity came up to start an automotive paint supply store in North Platte. So, I did that from 2001-2010, and for a time, also worked nights at an auto body shop in Sutherland.”

Ten years ago, he made the decision to move back to Valentine.

“I really didn’t envision myself returning, but for me it was about raising my kids in a small town. I have three daughters, so that was the driving factor. Also, my dad’s health wasn’t doing well. He was to the point where he was ready to sell his shop or close it.”

Brad purchased the shop from Tim in 2011. By that time, the building was paid off and overhead was low. A large customer base had already been established.

“I walked into a really good situation,” Brad said. &nbsp;

The business has continued to grow under his leadership. It now serves about a 60-mile radius. Increased demand led to the need for more space, which led to another addition in 2019. The facility is now 8,400-square-feet.&nbsp;

The biggest changes since Tim’s retirement, however, have come from the auto body industry, itself.

“Nothing is simple anymore,” Brad said. “We switched from solvent-based coatings to waterborne paint, which is what the factories use, to meet federal regulations. That changed everything and required us to purchase a new paint booth. Aluminum repair is another example of additional equipment and training required. Technology has also advanced. Something that should be a simple bumper job is not a simple bumper job because of the electronics involved.”&nbsp;

A full-time office manager is now a necessity to keep up with the increased workload caused by insurance companies. &nbsp;

“A lot of insurance companies have gotten rid of their field adjusters, so basically they’re trying to have us do that job for them,” Brad said. “We end up uploading all the photos, files, etc. through a portal, and the insurance companies have people on the other end reviewing the materials and sending them back for revisions. We spend a lot of time just writing estimates. It’s way more demanding and time-consuming than in the past.”&nbsp;

Finding enough help for the shop is also a challenge – and one that the&nbsp;O’Keefes are hoping their alma mater can help them rectify.

“The demand is there, but the employees aren’t,” Brad said. “I could really use at least one more technician to keep up with the workload. I’m hoping more students consider going into auto body. They can make a good living with it for a minimal investment.”

&nbsp;It’s why he has stuck with it for so many years. That, and he likes the variety.&nbsp;

“I like the challenges that come with auto body,” Brad said. “There’s something new and different every day. The procedures are basically the same, but body styles change, and the way vehicles are put together is constantly evolving – you really have to stay on top of things.”

Tim agreed, but at the same time, he’s relieved that he no longer has to stay on top of the evolution. His appreciation for a career in auto body revolves around something simpler – the loyalty of his customers, the memories and friendships made and the feeling of achievement from a job well done.

“It’s been rewarding,” Tim said. “Anytime you can take something that’s broken and fix it, or, from the business aspect, start with nothing and turn it into something that grows and becomes successful - there’s a sense of accomplishment in that.”

The procedures are basically the same, but body styles change, and the way vehicles are put together is constantly evolving – you really have to stay on top of things.”Tim agreed, but at the same time, he’s relieved that he no longer has to stay on top of the evolution. His appreciation for a career in auto body revolves around something simpler – the loyalty of his customers, the memories and friendships made and the feeling of achievement from a job well done.“It’s been rewarding,” Tim said. “Anytime you can take something that’s broken and fix it, or, from the business aspect, start with nothing and turn it into something that grows and becomes successful - there’s a sense of accomplishment in that.”

Gov. Ricketts announces 'School Choice Week' proclamation

NORTH PLATTE, Neb.-Sam and Lynda Perry will receive Mid-Nebraska Community Foundation’s “Above and Beyond Award” at the Foundation’s “Red &amp; Black” recognition event Friday night, February 7.

Community Foundation president Patrick Keenan praised the commitment and contributions of Sam and Lynda Perry to the North Platte community and to the Community Foundation.

“We are excited to honor Sam and Lynda Perry for how they supported our mission and made this area an even better place to live,” said Keenan.

Sam and Lynda Perry have served a combined 14 years on Mid-Nebraska Community Foundation’s Board of Directors. They established a charitable fund and have supported many other funds at the Community Foundation benefiting local worthy causes, Keenan said.

Sam Perry grew up in Gothenburg and Lynda grew up in Banner County south of Scottsbluff. Sam earned his medical degree and he wanted to establish his pediatric medicine practice in North Platte. Sam and Lynda came to North Platte in 1975. They bought a cabin at Lake Maloney and later built their current home on the same lot at the lake.

“We came with the expectation that we would stay, make our home at the Lake and get involved in the community,” Lynda said. “That’s how we made North Platte our hometown.”

In addition to giving much attention to raising sons Sam and Mitch, for more than 20 years Lynda had a mental health counseling practice that included behavioral issues such as eating disorders.

Both Sam and Lynda worked on issues related to the well-being of children including serving on child abuse prevention of boards.

When their children were young, Sam refereed youth soccer games and Lynda was a Cub Scout leader.

“North Platte is a great place to raise a family,” Lynda said.

Sam added, “it was easy for me to promote North Platte as a place for other physicians to practice medicine and a place for their families to enjoy living.”

Sam enjoyed running for many years and they both enjoyed walking. Sam started promoting a trail at Lake Maloney in the mid-1990s. Together Sam and Lynda were leaders in the funding and development of four connecting trail segments at Lake Maloney from near the Inlet to South Beach.

Sam has been an avid fisherman and made many fishing trips to Canada. Lynda also served on boards of North Platte Community Playhouse and the Prairie Arts Center. The couple have been active members in the Episcopal Church of Our Savior

Both Sam and Lynda now are retired from their professional practices. They said they stayed in North Platte “because we love North Platte and our friends are here.”

“Sam and Lynda Perry regularly show their pride in the community of North Platte and Lake Maloney,” said Eric Seacrest, Executive Director of the Community Foundation. “Sam and Lynda don’t seek recognition, yet they definitely deserve it.”

On Friday evening, February 7, Mid-Nebraska Community Foundation will hold its annual “Red &amp; Black” buffet party at the Holiday Inn Express. Based on input received last November, Game and Parks is proposing boundary changes to several duck zones and two dark (Canada) goose units. The duck zone changes would affect areas in portions of Adams, Buffalo, Butler, Colfax, Custer, Dodge, Furnas, Gage, Gosper, Greeley, Hamilton, Harlan, Holt, Howard, Jefferson, Merrick, Otoe, Platte, Polk, Rock, Saline, Saunders, Sherman, Valley, and Washington counties.

The Scouts have been taking lessons from Kristin Simpson, interim music instructor, so they can sing “The Star-Spangled Banner” at the NPCC Knights men’s basketball game against Central Community College at 7:30 p.m. Feb. 7.

The boys can earn a patriotic service patch for the performance. Additionally, they are learning about citizenship, how to conquer stage fright by performing in public and are becoming familiar with NPCC and the services it provides in the process.

About 20 Cub Scouts will perform at the game.

LINCOLN, Neb. (AP) - Nebraska's largest business advocacy group promised Thursday to oppose workplace discrimination based on a person's sexual orientation or gender identity as part of a broader campaign to attract and retain high-skilled workers.

The Nebraska Chamber of Commerce and Industry's announcement was hailed by some state lawmakers who have tried unsuccessfully to ban such discrimination. The Lincoln and Omaha chambers of commerce have supported those legislative efforts, but the state chamber previously shied away from the issue.

The chamber also pledged to fight for statewide broadband internet access, lower taxes, long-term funding for infrastructure such as bridges and roads, and education that helps fill the state's workforce needs.

The chamber said the policies were adopted from Blueprint Nebraska, a statewide campaign to promote business development and expand the economy.

"When we said we're all in on Blueprint Nebraska, we meant it," said Bryan Slone, president of the Nebraska Chamber.

But a spokesman for Gov. Pete Ricketts, a founder of Blueprint Nebraska, said the workforce discrimination policy was not a part of that group's priorities.

"The governor opposes adding additional protected classes to state law," said Ricketts spokesman Taylor Gage. "The state chamber's press release inaccurately characterizes Blueprint's position regarding new protected classes. The final Blueprint report did not support such a policy change, and the Blueprint steering committee has not voted to support such a policy."
