LINCOLN, Neb. – The Nebraska Game and Parks Commission is seeking input on proposed changes to duck zone and goose unit boundaries for the 2021-2022 hunting seasons.

Based on input received last November, Game and Parks is proposing boundary changes to several duck zones and two dark (Canada) goose units. The duck zone changes would affect areas in portions of Adams, Buffalo, Butler, Colfax, Custer, Dodge, Furnas, Gage, Gosper, Greeley, Hamilton, Harlan, Holt, Howard, Jefferson, Merrick, Otoe, Platte, Polk, Rock, Saline, Saunders, Sherman, Valley, and Washington counties.

Proposed changes to dark goose units are in Brown and Cherry counties, and in Washington County. In addition, there is a proposal to combine the current Panhandle, Platte River, East and Niobrara Units into one unit.

The Scouts have been taking lessons from Kristin Simpson, interim music instructor, so they can sing “The Star-Spangled Banner” at the NPCC Knights men’s basketball game against Central Community College at 7:30 p.m. Feb. 7.

The boys can earn a patriotic service patch for the performance. Additionally, they are learning about citizenship, how to conquer stage fright by performing in public and are becoming familiar with NPCC and the services it provides in the process.

About 20 Cub Scouts will perform at the game.

Cub Scouts to sing National Anthem at NPCC game

LINCOLN, Neb. (AP) - Nebraska's largest business advocacy group promised Thursday to oppose workplace discrimination based on a person's sexual orientation or gender identity as part of a broader campaign to attract and retain high-skilled workers.

The Nebraska Chamber of Commerce and Industry's announcement was hailed by some state lawmakers who have tried unsuccessfully to ban such discrimination. The Lincoln and Omaha chambers of commerce have supported those legislative efforts, but the state chamber previously shied away from the issue.

The chamber also pledged to fight for statewide broadband internet access, lower taxes, long-term funding for infrastructure such as bridges and roads, and education that helps fill the state's workforce needs.

The chamber said the policies were adopted from Blueprint Nebraska, a statewide campaign to promote business development and expand the economy.

"When we said we're all in on Blueprint Nebraska, we meant it," said Bryan Slone, president of the Nebraska Chamber.

But a spokesman for Gov. Pete Ricketts, a founder of Blueprint Nebraska, said the workforce discrimination policy was not a part of that group's priorities.

"The governor opposes adding additional protected classes to state law," said Ricketts spokesman Taylor Gage. "The state chamber's press release inaccurately characterizes Blueprint's position regarding new protected classes. The final Blueprint report did not support such a policy change, and the Blueprint steering committee has not voted to support such a policy."

Area students named to UNMC Dean's List

LINCOLN, Neb. (AP) - Nebraska farmers could get free, special permits to hunt deer on their land before the official rifle-hunting season starts under a bill that won initial approval Thursday.

Lawmakers advanced a measure, 38-1, that would allow farmers to hunt on the Tuesday, Wednesday and Thursday before the official hunting season if they get the permit. Qualified landowners could get up to four free permits for them and their families.

Sen. Dan Hughes, of Venango, said he introduced the legislation to reward Nebraska farmers who lose an estimated $60 million a year collectively when deer destroy their crops. Deer eat the leaves off of corn and mash down the plants when they sleep in large groups.

"The landowner who is feeding that deer 365 days a year does not receive any type of compensation other than a discounted hunting permit," Hughes said.

"It's difficult for me to understand why we should take private property for public use with no compensation, and that's exactly what's happening," he said.

Opponents argued that the measure would infringe on the traditional bow-hunting season, but said they would work with supporters to tweak the bill before its next vote. Two more votes are required in the Legislature before it goes to Gov. Pete Ricketts.

For every dollar Nebraska Tourism invested in the program, $150 was generated in traveler spending and $12.30 was generated in tax revenue. Participants included residents from 37 states and 418 Nebraska communities. Additionally, the study found that 82 percent of passport participants made an overnight trip with 81 percent of them staying in traditional lodging.

The same economic impact study was conducted by Dean Runyan Associates after the 2017 Passport program. Back then the program generated $5.7 million in traveler spending and $469,500 in state and local tax revenue. In 2017, 469 people visited all 70 passport stops, compared to 914 in 2019. Within two years, participation and economic impact of the program multiplied significantly.

The program runs from May 1 to September 30 each year and consists of 70 unique stops located throughout Nebraska. Travelers can participate using the Nebraska Passport program booklet or by downloading the free Nebraska Passport mobile app.

LINCOLN, Nebraska –&nbsp;Nebraska’s Natural Resources Districts (NRDs) collectively signed a Memorandum of Agreement with the U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS) Jan. 28. This agreement is a renewal of a long-standing commitment between the NRDs and NRCS that reaches back to the Dust Bowl days.

“For more than 80 years Nebraska’s NRDs and the NRCS have been working side-by-side to provide natural resource management assistance to Nebraskans,” said David Eigenberg, Upper Big Blue NRD general manager. “We are committed to continuing our conservation efforts with NRCS to protect lives, property and the future.”

In 1935 President Roosevelt signed the Soil Conservation Act.&nbsp;The law was designed, “To provide for the protection of land resources against soil erosion, and for other purposes.”

A driving force behind the creation of the Soil Conservation Act was the severe drought that was occurring in the Great Plains. Beginning in 1932, persistent drought conditions caused widespread crop failures leaving soil exposed and vulnerable to wind. This period was prone to dust storms that would block out the sun.

The Soil Conservation Act formed the Soil Conservation Service, which today is called the Natural Resources Conservation Service. It didn’t take long for the newly-formed Soil Conservation Service to learn that they needed ways to extend conservation assistance to more farmers. There needed to be a locally-led approach, and the idea for the conservation district was born.

In 1937 the U.S. Department of Agriculture (USDA) drafted the Standard State Soil Conservation Districts Law, which President Roosevelt sent to the governors of all states. This law created Soil and Water Conservation Districts.

In 1938 the Papio Soil Conservation District became the first conservation district in Nebraska. By 1972 the Nebraska Unicameral created the NRD system, which combined the responsibilities of the 154 special-use districts into a modern network of 23 Natural Resources Districts established along river basins.

The USDA Natural Resources Conservation Service has 77 county offices in Nebraska divided into management areas that mimic NRD boundaries. This allows the NRD and NRCS staff to work together on the same, locally-identified natural resource concerns.&nbsp;Today, Nebraska’s unique NRD system of locally-controlled, tax-funded, watershed-based conservation is widely admired throughout the nation.

“The signing of this agreement is a symbol of our commitment to continue the legacy of our conservation partnership established more than 80 years ago,” said NRCS State Conservationist Craig Derickson. “It was true back in the Dust Bowl that the issues facing agriculture couldn’t be solved alone. That’s still true today. By working together, we are able to accomplish more for farmers and ranchers in Nebraska.”

“Through partnerships like this, we help Nebraska farmers and ranchers remain productive and profitable while ensuring our natural resources are protected for generations,” said Annette Sudbeck,&nbsp;Lewis &amp; Clark NRD general manager.

Each of the 23 NRDs will sign an agreement with NRCS, which reinforces the partnership between the agencies and will be in effect until mutually modified or terminated.

LINCOLN, Neb. (AP) - A woman who accompanied her older boyfriend during a string of killings recounted in the Bruce Springsteen song "Nebraska" is seeking an official pardon, saying she was 14 years old at the time and that he had threatened to kill her family if she didn't obey.

Caril Ann Fugate, who is now 76 and goes by her married name of Caril Ann Clair, said in her application for a Nebraska pardon that she's seeking peace of mind as she ages,&nbsp;<a href="https://www.omaha.com/news/crime/caril-fugate-girlfriend-of-killer-charlie-starkweather-seeks-pardon-six/article_4fdd0cd1-2861-5826-b6f9-45117c03e3b1.html" target="_blank">the Omaha World-Herald</a>&nbsp;reported. She was 14 when she accompanied her 19-year-old boyfriend, Charlie Starkweather, on a bloody journey that left 11 people dead, including her mother, stepfather and baby half sister, before the pair was arrested in Wyoming.

Starkweather was charged with 11 counts of murder but went to trial for only one. He was convicted and executed by electric chair on June 25, 1959.

Clair was charged in only one of the killings, and was convicted and sentenced to life in prison. Her sentence was later reduced and she was paroled in 1976.

In her pardon request, Clair, who now lives in Hillsdale, Michigan, said the Nebraska Board of Pardons has a chance to right a historical wrong.

"The idea that posterity has been made to believe that I knew about and/or witnessed the death of my beloved family and left with Starkweather willingly on a murder spree is too much for me to bear anymore," Clair wrote in her 2017 application, which the board is scheduled to consider on Feb. 18. "Receiving a pardon may somehow alleviate this terrible burden."

The infamous saga, which inspired the 1982 Springsteen song "Nebraska" and the 1973 film "Badlands" starring Sissy Spacek and Martin Sheen, began in November 1957 when Starkweather robbed and killed a 21-year-old gas station attendant in Lincoln. On Jan. 21, 1958, authorities say he went to his girlfriend's house and killed her three family members after her mother and stepfather told him to stay away.

Starkweather said Clair was home the entire time, but she said she wasn't and that when she got home, he met her with a gun and told her that her family was being held hostage and wouldn't be killed if she obeyed him. The two then set off and weren't captured until eight days later near Douglas, Wyoming, which is nearly 470 miles (756 kilometers) west of Lincoln.

In her request, Clair said a pardon would represent only a formal forgiveness of her crime, which she says she committed in mortal fear.

"When I was 14 years old, I was abducted and held captive by Charlie Starkweather. I was terrified and did whatever he wanted me to," wrote Clair, who acknowledged that she was present when one of the victims was shot and that she did hold the money taken from him.

"I lived in constant fear for my family's safety. Because I loved them with all my heart," Clair wrote.

Among those who submitted letters in support of her pardon request were a granddaughter of two of Starkweather's victims, two of Clair's stepsons, a former prison warden and a Michigan woman who hired Clair as a nanny.

NORTH PLATTE-Residents of North Platte will have some decisions to make in the May primary when it comes to electing a new mayor.

On Wednesday, John Hales announced his candidacy for the post currently held by Dwight Livingston who announced he will not be running for re-election.

Hales retired as the Vice President of the North Platte Area Chamber and Development Corporation, after working for years in the grocery and office supply businesses.&nbsp;

Hales will be on the ballot in May along with North Platte City Councilman Andrew Lee, Great Plains Health's Brandon Keliher and local businessman Lonnie Parsons.

NEBRASKAland Days announces new sponsor, free wi-fi and more

LEXINGTON, Neb. (AP) - Authorities have released the names of a Lincoln man who was killed and his wife, who was injured, in a rollover accident along Interstate 80 in central Nebraska.

The Dawson County Sheriff's Office identified the man as Brendan Troutman, 33, and his wife as Tiya Troutman, 28.

The&nbsp;<a href="https://apnews.com/6e4cbbeaf8dd594ee7442838a180c5d1" target="_blank">crash</a>&nbsp;occurred around 11:45 a.m. Sunday, about 3 miles (4.8 kilometers) east of Lexington. The Troutmans' westbound pickup truck ran into the median and then rolled in the westbound lanes.

Brendan Troutman died at the scene and his wife was taken to a Lexington hospital before being flown to a Kearney hospital for treatment.

Two semitrailers collided as they slowed for the crash, which blocked the westbound lanes, the sheriff's office said. One of the drivers was taken to a hospital.

LEXINGTON, Neb. (AP) - Authorities have released the names of a Lincoln man who was killed and his wife, who was injured, in a rollover accident along Interstate 80 in central Nebraska.The Dawson County Sheriff's Office identified the man as Brendan Troutman, 33, and his wife as Tiya Troutman, 28.The&nbsp;<a href="https://apnews.com/6e4cbbeaf8dd594ee7442838a180c5d1" target="_blank">crash</a>&nbsp;occurred around 11:45 a.m. Sunday, about 3 miles (4.8 kilometers) east of Lexington. The Troutmans' westbound pickup truck ran into the median and then rolled in the westbound lanes.Brendan Troutman died at the scene and his wife was taken to a Lexington hospital before being flown to a Kearney hospital for treatment.Two semitrailers collided as they slowed for the crash, which blocked the westbound lanes, the sheriff's office said. One of the drivers was taken to a hospital.

MCCOOK, Neb. (AP) - An inmate was caught less than an hour after escaping from the state Work Ethic Camp in McCook, officials said.

Ryan Lykens left the camp just before 9:30 a.m. Tuesday, the Nebraska Correctional Services Department said in a news release. Staffers had noticed that razor wire along the fence line had been pushed aside, and they followed tracks in the snow to a nearby canyon.

Lykens refused several orders to stop and surrender after he was spotted, the department said, so staffers used pepper spray on him. Deputies soon arrived and took him into custody.

Lykens has been serving time for possession of a deadly weapon, domestic assault and terroristic threats in Douglas County.

The Work Ethic Camp is a minimum-security facility. Inmates are allowed to work in the community with intermittent supervision.

The deal covers 30 daily newspapers in 10 states as well as 49 paid weekly publications with digital sites and 32 other print products. Lee has been managing the BH Media publications since July 2018. 

Berkshire Hathaway is providing about $576 million in long-term, 9% financing to Lee, which Lee will use to pay for the Berkshire properties and refinance Lee's approximately $400 million in existing debt. 

The deal is expected to close in mid-March.

IMPERIAL, Neb. (AP) - Two people accused of kidnapping and killing a woman in southwest Nebraska have pleaded not guilty.

Chase County District Court records say Kevin German, of Colorado Springs, Colorado, and Keonna Carter, of Taylorsville, Utah, entered the pleas Tuesday to charges of first-degree murder and kidnapping. A trial date is not listed.

They're accused of&nbsp;<a href="https://apnews.com/c05a65ce661b4d429d2b50f7b7d12956" target="_blank">leaving</a>&nbsp;22-year-old Annika Swanson, of Imperial, in a drainage pipe in a Chase County pasture on Nov. 14. The records say Carter told investigators that German beat up Swanson and, accompanied by Carter, forced Swanson down into the pipe.

Using Carter's information, authorities found and recovered Swanson's lightly clad body from the pipe. Her father had reported her missing three days earlier.

German also is suspected of kidnapping a 20-year-old woman who authorities have said is safe now.

2 charged in southwest Nebraska slaying plead not guilty

OMAHA-The U.S. Department of Health and Human Services Training, Simulation &amp; Quarantine Center (TSQC, part of the Global Center for Health Security at the University of Nebraska Medical Center, is now open on the UNMC/Nebraska Medical Center campus.

The Global Center for Health Security is the umbrella encompassing biopreparedness, infectious diseases and high-consequence infections research, education and clinical care at UNMC and its primary clinical partner, Nebraska Medicine. The TSQC is located on the ground floor of the Dr. Edwin G. &amp; Dorothy Balbach Davis Global Center.

"This is a proud day for the med center," said UNMC Chancellor Jeffrey P. Gold, M.D. "The TSQC will allow UNMC and Nebraska Medicine to continue to take the lead in both treating and educating others to treat highly infectious diseases. We will be positioned not only to monitor and care for persons who have received a high-risk exposure to a highly infectious disease, but to use the most up-to-date technology to develop training protocols to ensure others can do so, as well."

"The Global Center for Health Security builds on Nebraska Medicine and UNMC's tradition of biopreparedness training, research and patient care," said Jim Linder, M.D., CEO of Nebraska Medicine. "People all over the world know of the internationally-acclaimed Nebraska Biocontainment Unit team, which set the global gold standard for safely treating special pathogens during the 2014 Ebola outbreak. With the opening of the Training, Simulation and Quarantine Center, we will prepare the nation's health systems for the next pandemic."

The TSQC will provide a centralized location for Nebraska Medicine and UNMC's already accomplished quarantine efforts. In late 2014 and early 2015, individuals were monitored both on and off campus after possible Ebola exposures in west Africa. Then again in late 2018 and early 2019, an American doctor came here for monitoring after a possible Ebola exposure in the Democratic Republic of Congo.

The Global Center for Health Security team has been working on varying activities such as education and training to prepare for the coronavirus and this center could play a role in the response to the global coronavirus if quarantine capability is needed.

It is the first unit to open in the Davis Global Center, which serves as the home for iEXCEL, a transformative model for health care education, training and research that incorporates a wide range of simulation and visualization technologies. The Davis Global Center's official dedication will take place later this spring.

Through its Hospital Preparedness Program, the Office of the Assistant Secretary for Preparedness and Response (ASPR) within the U.S. Department of Health and Human Services awarded UNMC $19.8 million to establish the TSQC within the Global Center for Health Security. The 20-bed quarantine center will be the only designated federal quarantine center in the country, serving as a resource for the federal government and other collaborators.

"The partnership we've developed with UNMC and Nebraska Medicine is integral to our mission of saving lives and protecting Americans," said Assistant Secretary for Preparedness and Response Robert Kadlec, M.D. "This new facility is an important resource for the nation's preparedness in infectious disease response. It will take our federal training efforts to the next level and will help fulfill a critical need for quarantine capability."

The TSCQ is a highly specialized unit housed on the ground floor of the Davis Global Center. This close proximity with iEXCEL was purposefully planned in order that the two entities could work synergistically -- leveraging their mutual strengths, expertise, and simulation technologies to provide additional value and exceptional training outcomes.

The leadership team of the Global Center for Health Security includes Chris Kratochvil, M.D., associate vice chancellor for clinical research at UNMC; John-Martin Lowe, Ph.D., assistant vice chancellor for interprofessional health security at UNMC; Shelly Schwedhelm, executive director of emergency preparedness and clinical operations for Nebraska Medicine; James Lawler, M.D., executive director of international programs and innovation at the Global Center for Health Security; and Ken Bayles, Ph.D., associate vice chancellor for basic science research at UNMC. Wael ElRayes,&nbsp;<a href="http://m.b.b.ch/" target="_blank">M.B.B.Ch</a>., Ph.D., FACHE is the project manager for the TSQC and the Middle East and North Africa region director at the Global Center for Health Security.

"The idea for (the Global Center for Health Security) really came about because we had a number of initiatives on campus," Dr. Kratochvil said, pointing to The National Ebola Training Education Center and the Nebraska Biocontainment Unit. "We realized we needed a central hub to help organize and host the number of activities going on. It was clear that this was a tremendous opportunity."

The TSQC, Dr. Kratochvil said, will be a national resource and a key component of the Global Center for Health Security.

"It is critically important that we serve the needs of the state, the country and the world, because if we look at biosecurity, global health, it's a tremendous issue that is unmet," Dr. Kratochvil said. "It's also an issue that has to be addressed critically, systematically and collaboratively."

It also provides training for federal employees and features collaboration spaces, a specially designed biocontainment simulation training center with prebriefing and debriefing capabilities, an austere tent environment and observation units. Highly advanced virtual reality technology, including interactive digital walls, 3D CAD walls, immersive environments and expanded simulation spaces will be accessible and readily available throughout the Davis Global Center once iEXCEL is also open for training in April 2020.

In addition to the advanced training and simulation features, the TSQC will offer a comprehensive infectious disease training program developed by key subject matter experts, scientists and educators. This training program will be responsive to the training needs of U.S. government health care workers responding to infectious disease threats in both resource-rich domestic settings as well as austere international environments.

"By having the TSQC, we'll be able to systematically help support the federal government and other agencies that need to quarantine individuals with high-risk exposures," Dr. Kratochvil said. "Up until now, it's been much more of an ad hoc approach, but here we'll have a fixed, purpose-built facility to help support the federal government and to help maintain safety for the individuals as well as the communities."

Dr. Kratochvil said establishing the Global Center for Health Security is incredibly exciting for UNMC and Nebraska Medicine.

"This is a partnership across our academic health center, but also across the country," he said. "Working together, there are amazing things we can do."

The Nebraska plan lays out the regulations and calls for the state to collect $236,000 in license fees to administer the program for 270 cultivator licenses, 30 processor-handler licenses and 15 broker licenses. It allows for 400 cultivation sites.

The Nebraska Agriculture Department would sample or require USDA-approved contractors to test plants within 15 days of the anticipated harvest date to ensure the THC level isn't too high. THC is the cannabis compound that gives marijuana its high.

Growing, handling or processing hemp without a state license is illegal.

The 2018&nbsp;<a href="https://apnews.com/0de07aff0aaa46cbad6c76314d00a3bf" target="_blank">farm bill</a>&nbsp;removed hemp from a list of controlled substances. The bill requires states to set their own rules on how the hemp is grown, and the Nebraska&nbsp;<a href="https://apnews.com/0de07aff0aaa46cbad6c76314d00a3bf" target="_blank">Legislature</a>&nbsp;passed regulations last year.

Learn to grow plants indoors with the 'Starting Seeds Indoors' at NP Public Library

I have what I call my paying job. But, for more than 30 years, I’ve also had another career. I’m an emergency medical technician, or EMT, and firefighter. Currently, I’m the rescue chief and treasurer for Sutherland Fire and Rescue in Sutherland, Neb.

Just like so many other fire and rescue squads throughout Nebraska, we’re an all-volunteer unit. In many parts of this state, it’s a small squad of dedicated volunteers that keeps you, your loved ones, and neighbors, safe.

That’s why I’m asking you and our state legislature to support LB 761 to fund the Simulation in Motion-Nebraska (SIM-NE) program, which brings the latest technology and training to the rural providers who answer the toughest calls.

We put a lot of pressure on ourselves to be ready when those calls come. We may be unpaid volunteers doing this on top of our day jobs. But, the communities we serve, the emergencies we see, demand that we handle ourselves like full-time pros.

SIM-NE, established by the University of Nebraska Medical Center, brings customized trucks with the latest technology, simulation equipment and training techniques from UNMC to rural EMS providers and critical access hospitals – for free.

In Sutherland, Neb., we’re fortunate to have done the training twice.

Having the “sims” come right to you in your community, having that real-life training and having an expert give you feedback at the drop of a dime – it’s invaluable.

But, today, after two years of training thousands of Nebraska responders, the funding for the SIM-NE trucks, originally supported by a grant, is about to run out.

That’s why we need LB 761, which would provide a 50-cent motor vehicle license fee to be appropriated to the SIM-NE program, to keep these trucks on the road. We need to keep bringing the best and latest training to emergency providers in all parts of our state.

Before SIM-NE, we did what we could. We sometimes practice with skills nights at the firehouse. A couple of years ago, we had the high school drama kids act in a training exercise.

Currently, I’m the rescue chief and treasurer for Sutherland Fire and Rescue in Sutherland, Neb.Just like so many other fire and rescue squads throughout Nebraska, we’re an all-volunteer unit. Plus motel room.And a lot of those are mostly lectures.But, SIM-NE brings lifelike, high-fidelity mannequins that cry, talk, do belly sounds, increase heartrate and drop blood pressure. These mannequins react when we do, so we can tell when we’re right or wrong. Our whole team can practice together, instead of just those that could make a conference.We can run through scenarios we might see only every couple years.My colleagues at SIM-NE tell me that since 2017, they have:<ol>
 <li>Traveled more than 62,000 miles across Nebraska and trained agencies in 87 of our 93 counties;</li><li>Provided more than 20,000 free continuing education hours, training almost 7,000 individuals.</li>
 </ol>This makes an incredible difference for small departments, with smaller budgets.I first joined the rescue squad because the community of Cambridge, Neb., where I was living then, and where I had grown up, was begging for EMTs.I had little kids at home. I don’t know how many times I was at a school program and my beeper would go off, I’d have to run out for a call. Someone would yell, “Kristi, we got your kids, don’t worry about it!” I didn’t even look back to see who had said it. I knew they would be OK.That’s what it’s like in a small town.I could answer the call because my community was there for me.Please, state senators: let’s be there for our rural responders, by continuing to give them the best training, through SIM-NE.
