WASHINGTON (AP) — Republicans blocked a Democratic attempt to begin Senate debate on&nbsp;<a href="https://apnews.com/article/biden-covid-health-congress-nancy-pelosi-f13a5a08f62524b05ed77b98673148f0">a $10 billion COVID-19 compromise,</a>&nbsp;pressing to entangle the bipartisan package with an election-year showdown over&nbsp;<a href="https://apnews.com/article/immigration-biden-covid-health-mexico-941e55cb2133fbd52ed76a80a20e3cd6">immigration restrictions&nbsp;</a>that poses a politically uncomfortable fight for Democrats.

A day after Democratic and GOP bargainers reached agreement on providing the money for treatments, vaccines and testing, a Democratic move to push the measure past a procedural hurdle failed 52-47 Tuesday. All 50 Republicans opposed the move, leaving Democrats 13 votes short of the 60 they needed to prevail.

Hours earlier, Republicans said they’d withhold crucial support for the measure unless Democrats agreed to votes on an amendment preventing President Joe Biden from lifting Trump-era curbs on migrants entering the U.S. With Biden polling poorly on his handling of immigration and Democrats divided on the issue, Republicans see a focus on migrants as a fertile line of attack.

“I think there will have to be” an amendment preserving the immigration restrictions “in order to move the bill” bolstering federal pandemic efforts, Senate Minority Leader Mitch McConnell, R-Ky., told reporters.

At least 10 GOP votes will be needed in the 50-50 Senate for the measure to reach the 60 votes it must have for approval. Republicans could withhold that support until Democrats permit a vote on an immigration amendment.

Biden and Senate Majority Leader Chuck Schumer, D-N.Y., want Congress to approve the pandemic bill before lawmakers leave in days for a two-week recess. Tuesday’s vote suggested that could be hard.

”This is a potentially devastating vote for every single American who was worried about the possibility of a new variant rearing its nasty head within a few months,” Schumer said after the vote.

White House press secretary Jen Psaki said, “Today’s Senate vote is a step backward for our ability to respond to this virus.”

The new omicron variant, BA.2, is expected to spark a fresh increase in U.S. COVID-19 cases. Around 980,000 Americans and over 6 million people worldwide have died from the disease.

The $10 billion pandemic package is far less than the $22.5 billion Biden initially sought. It also lacks $5 billion Biden wanted to battle the pandemic overseas after the two sides couldn’t agree on budget savings to pay for it, as Republicans demanded.

At least half the bill would finance research and production of therapeutics to treat COVID-19. Money would also be used to buy vaccines and tests and to research new variants.

The measure is paid for by pulling back unspent pandemic funds provided earlier for protecting aviation manufacturing jobs, closed entertainment venues and other programs.

Administration officials have said the government has run out of money to finance COVID-19 testing and treatments for people without insurance, and is running low on money for boosters, free monoclonal antibody treatments and care for people with immune system weaknesses.

At the 2020 height of the pandemic, President Donald Trump imposed immigration curbs letting authorities immediately expel asylum seekers and migrants for public health reasons. The ban is set to expire May 23, triggering what by all accounts will be a massive increase in people trying to cross the Mexican border into the U.S.

That confronts Democrats with messy choices ahead of fall elections when they’re expected to struggle to retain their hair-breadth House and Senate majorities.

Many of the party’s lawmakers and their liberal supporters want the U.S. to open its doors to more immigrants. But moderates and some Democrats confronting tight November reelections worry about lifting the restrictions and alienating centrist voters.

Sen. Catherine Cortez Masto, D-Nev., who faces a competitive reelection this fall, declined to say whether she would support retaining the Trump-era ban but said more needs to be done.

“I need a plan, we need a plan,” she said in a brief interview. “There’s going to be a surge at the border. There should be a plan and I’ve been calling for it all along.”

Shortly before Tuesday’s vote, Schumer showed no taste for exposing his party to a divisive immigration vote.

“This is a bipartisan agreement that does a whole lot of important good for the American people. Vaccines, testing, therapeutics,” he said. “It should not be held hostage for an extraneous issue.”

Jeff Zients, head of White House COVID-19 task force, expressed the same view.

“This should not be included on any funding bill,” he said of immigration. “The decision should be made by the CDC. That’s where it has been, and that’s where it belongs.”

The federal Centers for Disease Control and Prevention, which initiated the move two years ago, said earlier this month that it would lift the ban next month. The restrictions, known as Title 42, have been harder to justify as pandemic restrictions have eased.

Trump administration officials cast the curb as a way to keep COVID-19 from spreading further in the U.S. Democrats considered that an excuse for Trump, whose anti-immigrant rhetoric was a hallmark of his presidency, to keep migrants from entering the country.

Rep. Judy Chu, D-Calif., said she supported terminating Trump’s curb and questioned GOP motives for seeking to reinstate it.

“I find it very ironic for those who haven’t wanted to have a vaccination mandate, for those who did not want to have masks in the classroom, for them to suddenly be very interested in protecting the public,” she said.

But Rep. Bennie Thompson, D-Miss., chairman of the House Homeland Security Committee, said he would support a Senate COVID-19 aid bill if it included the GOP effort to retain the Trump immigration restrictions.

“Why wouldn’t I?” he said in a brief interview.

$10 Billion COVID relief bill held up on fight over immigration

GEARY COUNTY—Law enforcement authorities investigating an accidental shooting&nbsp; have identified the injured boy as 9-year-old Terrance Resto of Junction City, according to Junction City Police Captain Cory Odell.&nbsp; Late Wednesday morning, the boy was reported as stable and alert at a Wichita hospital.

&nbsp;Odell said the boy and his 11-year-old&nbsp; brother were "messing around in some capacity with a loaded firearm and Terrance was shot."

EMS transported the boy to Geary Community Hospital and he was then airlifted to Wesley Medical Center in Wichita for treatment. The brother was not injured, according to Odell.

&nbsp;The shooting occurred just after 7p.m. Tuesday outside of the house where the boys lived at 2007 Northwind Drive, according to Odell.

WASHINGTON (AP) — The Biden administration plans to freeze federal student loan payments through Aug. 31, extending a moratorium that has allowed millions of Americans to postpone payments during the coronavirus pandemic, according to an administration official familiar with the White House’s decision-making.

Student loan payments were scheduled to resume May 1 after being halted since early in the pandemic. But following calls from Democrats in Congress, the White House plans to give borrowers additional time to prepare for payments.

The action applies to more than 43 million Americans who owe a combined $1.6 trillion in student debt held by the federal government, according to the latest data from the Education Department. That includes more than 7 million borrowers who have defaulted on student loans, meaning they are at least 270 days late on payments.

Borrowers will not be asked to make payments until after Aug. 31, and interest rates are expected to remain at 0% during that period.

The extension was first reported Tuesday by Bloomberg.

Democrats on education panels in the House and Senate recently urged President Joe Biden to extend the moratorium through the end of the year, citing continued economic upheaval.

Sen. Patty Murray said more time is needed to help Americans prepare for repayment and to rethink the government’s existing system for repaying student debt.

“It is ruining lives and holding people back,” she said in a statement last month. “Borrowers are struggling with rising costs, struggling to get their feet back under them after public health and economic crises, and struggling with a broken student loan system — and all this is felt especially hard by borrowers of color.”

Murray called on the Biden administration to lift all borrowers out of default to provide a “fresh start” following the pandemic.

The decision is being made amid rising concern that large numbers of Americans would quickly fall behind if payments restarted in May.

In March, the St. Louis Federal Reserve Bank warned that resuming loan payments could place a heavy burden on borrowers who faced financial hardship during the pandemic. It said the impact would be hardest on Black families, who are more likely to rely on student loans to pay for college.

“Serious delinquency rates for student debt could snap back from historic lows to their previous highs in which 10% or more of the debt was past due,” the bank said.

The Trump administration initially gave Americans the option to suspend loan payments in March 2020, and Congress made it automatic soon after. The pause was extended twice by the Trump administration and twice more under Biden.

It remains in question whether Biden will pursue widespread debt forgiveness to reduce the nation’s student debt. Some Democrats in Congress have pressed Biden to use executive action to cancel $50,000 for all student loan borrowers, saying it would jumpstart the economy and help Black Americans who on average face higher levels of student debt.

Last year, Biden asked the Education and Justice departments to review the legality of widespread debt cancellation, but no decision has been announced. Biden previously said he supports canceling up to $10,000, but he argued it should be done through congressional action.

Pause on $1.6 trillion in student loan payments extended again

WASHINGTON — The Internal Revenue Service today reminds those who 
make estimated tax payments such as self-employed individuals, retirees,
 investors, businesses, corporations and others that the payment for the
 first quarter of 2022 is due Monday, April 18.

The 2022 <a href="https://www.irs.gov/forms-pubs/about-form-1040-es">Form 1040-ES, Estimated Tax for Individuals</a>, can help taxpayers estimate their first quarterly tax payment.

Income taxes are a <a href="https://www.irs.gov/payments/pay-as-you-go-so-you-wont-owe-a-guide-to-withholding-estimated-taxes-and-ways-to-avoid-the-estimated-tax-penalty">pay-as-you-go</a>
 process. This means, by law, taxes must be paid as income is earned or 
received during the year. Most people pay their taxes through 
withholding from paychecks, pension payments, Social Security benefits 
or certain other government payments including unemployment 
compensation.

Most often, those who are self-employed or in the gig economy need to make <a href="https://www.irs.gov/payments">estimated tax payments.</a>
 Similarly, investors, retirees and others often need to make these

People who study Twitter also say adding an edit button would likely change the nature of Twitter, making it less valuable as a historical warehouse that stores official statements by politicians and other high-profile people. Twitter, for better or worse, “has become the de facto news wire,” said Jennifer Grygiel, a Syracuse University communications professor and an expert on social media who researches propaganda.

Tweets are often embedded in news stories, which could cause problems if the users edit important or controversial tweets without leaving evidence of the original statement. Grygiel suggested instead giving Twitter users a window of time to edit their tweets before they publish them.

Letting powerful Twitter users edit their tweets means they would not be historical statements anymore, Grygiel said. “We need to think about what the implications are, what these tweets are, who has power.”

The company acknowledged those concerns Tuesday evening when Sullivan&nbsp;<a href="https://twitter.com/jaysullivan/status/1511457597768929285?s=20&amp;t=5J3QPO7IwAYPEvIw6T4K5g" target="_blank">tweeted</a>: “Without things like time limits, controls, and transparency about what has been edited, Edit could be misused to alter the record of the public conversation. Musk is someone who could seemingly use an edit button. His tweet about taking Tesla private at $420 per share, when funding was not secured, led to a $40 million SEC settlement and a requirement that Musk’s tweets be approved by a corporate lawyer. Musk is&nbsp;<a href="https://apnews.com/article/technology-business-elon-musk-subpoenas-us-securities-and-exchange-commission-b193ed49e47b86519d467a34951077af">still embroiled in a fight</a>&nbsp;over that settlement.

Twitter says it’s testing an ‘edit’ button

OMAHA, Neb. (AP) — Zoos across North America are moving their birds indoors and away from people and wildlife as they try to protect them from the highly contagious and potentially deadly&nbsp;<a href="https://apnews.com/article/business-health-environment-and-nature-iowa-agriculture-9245d97453568576bd0b564f9c52c343">avian influenza.</a>

Penguins may be the only birds visitors to many zoos can see right now, because they already are kept inside and usually protected behind glass in their exhibits, making it harder for the bird flu to reach them.

Nearly 23 million chickens and turkeys have already&nbsp;<a href="https://apnews.com/article/health-business-environment-agriculture-bird-flu-3f616371da880a5f1245ccebc381ea6e">been killed&nbsp;</a>across the United States to limit the spread of the virus, and zoos are working hard to prevent any of their birds from meeting the same fate. It would be especially upsetting for zoos to have to kill any of the endangered or threatened species in their care.

“It would be extremely devastating,” said Maria Franke, who is the manager of welfare science at Toronto Zoo, which has less than two dozen Loggerhead Shrike songbirds that it’s breeding with the hope of reintroducing them into the wild. “We take amazing care and the welfare and well-being of our animals are of the utmost importance. There’s a lot of staff that has close connections with the animals that they care for here at the zoo.”

Toronto Zoo workers are adding roofs to some outdoor bird exhibits and double-checking the mesh surrounding enclosures to ensure it will keep wild birds out.

Birds&nbsp;<a href="https://apnews.com/article/science-health-business-iowa-agriculture-f5a5c6fbf1d6b551413fb249086fdbec">shed the virus through their droppings and nasal discharge.&nbsp;</a>Experts say it can be spread through contaminated equipment, clothing, boots and vehicles carrying supplies. Research has shown that small birds that squeeze into zoo exhibits or buildings can also spread the flu, and that mice can even track it inside.

So far, no outbreaks have been reported at zoos, but there have been wild birds found dead that had the flu. For example, a wild duck that died in a behind-the-scenes area of the Blank Park Zoo in Des Moines, Iowa, after tornadoes last month tested positive, zoo spokesman Ryan Bickel said.

Most of the steps zoos are taking are designed to prevent contact between wild birds and zoo animals. In some places, officials are requiring employees to change into clean boots and don protective gear before entering bird areas.

When bird flu cases are found in poultry, officials order the entire flock to be killed because the virus is so contagious. However, the U.S. Department of Agriculture has indicated that zoos might be able to avoid that by isolating infected birds and possibly euthanizing a small number of them.

Sarah Woodhouse, director of animal health at Omaha’s Henry Doorly Zoo and Aquarium, said she is optimistic after talking with state and federal regulators.

“They all agree that ordering us to depopulate a large part of our collection would be the absolute last-ditch effort. So they’re really interested in working with us to see what we can do to make sure that we’re not going to spread the disease while also being able to take care of our birds and not have to euthanize,” Woodhouse said.

Among the precautions zoos are taking is to keep birds in smaller groups so that if a case is found, only a few would be affected. The USDA and state veterinarians would make the final decision about which birds had to be killed.

“Euthanasia is really the only way to keep it from spreading,” said Luis Padilla, who is vice president of animal collections at the Saint Louis Zoo. “That’s why we have so many of these very proactive measures in place.”

The National Aviary in Pittsburgh — the nation’s largest —- is providing individual health checks for each of its roughly 500 birds. Many already live in large glass enclosures or outdoor habitats where they don’t have direct exposure to wildlife, said Dr. Pilar Fish, the aviary’s senior director of veterinary medicine and zoological advancement.

Kansas City Zoo CEO Sean Putney said he’s heard a few complaints from visitors, but most people seem OK with not getting to see some birds. “I think our guests understand that we have what’s in the best interests of the animals in mind when we make these decisions even though they can’t get to see them,” Putney said.

Officials emphasize that bird flu doesn’t jeopardize the safety of meat or eggs or represent a significant risk to human health. No infected birds are allowed into the food supply, and properly cooking poultry and eggs kills bacteria and viruses. No human cases have been found in the U.S., according to the Centers for Disease Control and Prevention.

Zoos hiding birds as avian flu spreads in North America

PAPILLION, Neb. (AP) — A judge has ordered a mental health evaluation for a man who faces a possible death sentence after pleading guilty a month ago to killing two workers and wounded two others at a Nebraska fast-food restaurant. 

The Omaha World-Herald reports that the evaluation was ordered Monday for 24-year-old Roberto Silva Jr. after Silva's attorney said he is concerned about Silva’s mental health and his ability to assist defense attorneys through the death penalty phase of the case. 

Prosecutors are seeking the death penalty for Silva for the Nov. 21, 2020, shooting at a Sonic Drive-in restaurant in the Omaha suburb of Bellevue that killed 22-year-old Nathan Pastrana and 28-year-old Ryan Helbert and critically wounded two other workers.

Judge orders mental tests for Nebraska restaurant shooter

OMAHA
 — A nearly $28 million apartment building is to be the high point, 
literally, of a trendy residential pocket that for the past seven years 
or so has been transforming an area on downtown Omaha’s western edge.

The
 new structure, to be called The Howard, is to rise six stories high and
 contain 120 market-rate units, along with 132 indoor parking stalls and
 a workout facility.

It
 is to operate at 2323 Howard St. as an extension of the Flats on 
Howard, a neighborhood redevelopment effort that launched around 2015 in
 an old mansion district that had fallen into disrepair.

Developers
 Arch Icon and NuStyle, both based in Woodbine, Iowa, are behind the 
overall revival of the district that now will include nearly an acre of 
ground which has long been home to the Nebraska Urban Indian Health 
Coalition and its treatment services.&nbsp;

With
 that land absorbed into the surrounding Flats community for The Howard 
apartments, the millennial- and student-friendly redevelopment will 
occupy almost all of the area bounded by 22nd and 24th Streets, Dewey 
Avenue and Landon Court.

And
 the number of dwellings in the Flats grows to 300 — ranging from 
brand-new and rehabbed micro apartments to larger, refurbished row 
houses with inviting front porches. (One resident has gotten millions of
 views on her series of <a target="_blank" href="https://www.tiktok.com/@alexisposerio/video/7065018270751149359?is_from_webapp=1&amp;sender_device=pc">&nbsp;TikTok</a> videos featuring her unit that’s smaller than 400 square feet.)

“The
 Flats has always been a great improvement to the area, and the 
mid-priced units are a hit,” NuStyle’s Todd Heistand said of the 
dwellings also popular with nearby Creighton University students.

Construction
 on the new Howard building, which first calls for demolition of the 
aging Urban Indian headquarters complex, is to begin this summer and

 including a residential wing for people struggling with behavioral 
health disorders. Also on site will be an elders program called Tired 
Moccasins, youth and computer technology programs, a small health clinic
 and more.

Arch
 Icon also assisted the coalition with construction of an affordable 
apartment complex just west of that rehabbed Eagles Club, called Eagle 
Heights.

Health
 coalition CEO Donna Polk said the nonprofit’s move to South Omaha 
should take place by June. She said it will offer twice the space and 
will seem a better fit as the downtown neighborhood has changed to the 
point the coalition felt like “the stranger” there.

Rents at The Howard are to range from about $1,100 for one-bedroom units to $2,000 for units with three bedrooms.

City planners say the project furthers the quest for infill development along the 24th Street corridor.

Amenities
 in the new structure, including a workout facility, are to benefit the 
broader Flats community, which is near the Downtown YMCA and the Omaha 
Children’s Museum. The development is just blocks away from Creighton 
University, the Old Market and the downtown business district.

The
 Flats neighborhood emerged from a much smaller vision years ago. Arch 
Icon around 2013 had acquired just a couple of properties to renovate 
near 22nd and Howard Streets but soon realized that success in the 
larger area, which was beset by crime and building code violations, 
required a broader fix.&nbsp;

 with Alley, Poyner Macchietto Architecture, many historic features were
 preserved, including some private balconies, hardwood and terrazzo 
flooring and exterior terra-cotta.

Amenities
 include a lighted corridor, pet-washing station, coffee bars, 
courtyards, a bike&nbsp; storage and repair station, and community lounges 
with washers and dryers. The Flats <a target="_blank" href="https://www.theflatsonhoward.com/">website</a> calls the area a “hip collection of historic, refurbished properties” that offers assorted layouts and social hubs.&nbsp;

“We’re
 excited to have a new building go up in the neighborhood,” said Arch 
Icon’s Mindy Crook. “It’s great to add more foot traffic in the 
neighborhood and more units downtown, which is needed.”

Howard, a neighborhood redevelopment effort that launched around 2015 in

overall revival of the district that now will include nearly an acre of 
ground which has long been home to the Nebraska Urban Indian Health

$28M project to take ‘hip’ Omaha housing district to new heights

(AP) — The jury that will decide whether Florida school shooter Nikolas Cruz gets a death sentence will tour the blood-stained, bullet-pocked building where he murdered&nbsp;<a href="https://apnews.com/article/education-florida-gun-politics-school-boards-nikolas-cruz-44a0da3e406f0c487e5c0a6b0855ee2e">17 people&nbsp;</a>four years ago, a judge has ruled.

Circuit Judge Elizabeth Scherer rejected a defense argument that a jury tour of the three-story building at Marjory Stoneman Douglas High School is not necessary because there are videos and photos of the crime scene and would only serve to inflame the jurors’ passions.

Cruz’s lawyers said the tour was particularly unnecessary&nbsp;<a href="https://apnews.com/article/parkland-school-shooting-nikolas-cruz-guilty-plea-1bad323e22fe4517cf851395b252bd4b">since he pleaded guilty in October&nbsp;</a>and the jury will not have to decide whether he committed the murders, only whether he is sentenced to death or life without parole.

“The Court finds that a jury view of the crime scene remains useful and proper, even in light of the current posture of the case,” Scherer wrote in a ruling posted Monday. “The purpose of a jury view is to assist the jury in analyzing and applying the evidence presented at trial.”

Prosecutors want jurors to see the path Cruz, 23, took through the building on Feb. 14, 2018, to understand the carnage he unleashed as he walked methodically floor-to-floor, firing his semi-automatic rifle as he went. Shortly after the shooting, the building was fenced off and sealed — the dried blood, Valentine’s Day gifts and bullet holes still in place.

Juries don’t typically tour crime scenes, but either side can request it if it believes a visit would help the members better understand the case. It is up to the judge to decide if they visit.

The building, which rises above the Stoneman Douglas campus, has been a grim, daily reminder of the shooting for students, staff and parents. The Broward County school district plans to demolish it after the trial.

Judge: Jury can tour school building where 17 were murdered

Law enforcement authorities are investigating a Salina man for alleged sex crimes involving a 10-year-old girl.

On Sunday, the Bennington girl was in the bathroom of a residence in the 400 block of E. Mulberry Street in Salina when she found on a shelf a cellphone with a photo of her on it, according to Salina Police Captain Paul Forrester. The girl regularly stays at that residence.

The girl also found other photos of herself on the phone that belongs to Caden Starmer, 20, of Salina, according to Forrester. The girl told the person whose residence she was in about the photos and the resident confronted Starmer.

"He admitted to the resident that he had taken pictures of the 10-year-old while she was in the bathroom," Forrester said.

The resident then reported the incident to the police.

During the investigation that followed, police learned "that over the last six months, the 20-year-old had been sexually assaulting the 10-year-old," Forrester said. Starmer also had allegedly photographed her on numerous occasions while she was in the bathroom, according to Forrester.

Starmer was booked into the Saline County Jail late Sunday on the equested charges that include twenty-six counts of aggravated indecent liberties with a child, five counts of aggravated indecent solicitation and seven counts of breach of privacy

United States Attorney Jan Sharp announced that Charles Ryan Croney, age 26, of Missouri, was sentenced in federal court on April 1, 2022, in Omaha, Nebraska, for distribution of child pornography.&nbsp; Chief United States District Judge Robert F. Rossiter, Jr. sentenced Croney to 100 months of imprisonment and ordered him to pay $36,000 in restitution.&nbsp; There is no parole in the federal system.&nbsp; After completing his term of imprisonment, Croney will begin a 7-year term of supervised release.&nbsp;&nbsp;&nbsp;

On January 1, 2020, Croney uploaded two images of child pornography to an online chat group.&nbsp; On January 30, 2020, a federal search warrant was executed where Croney was temporarily residing in Nebraska City, Nebraska.&nbsp; Agents obtained Croney’s cellular phone and located about 400 images of child pornography.&nbsp; Agents later searched Croney’s online Discord account and located additional child pornography.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division's Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. Missouri man sentenced for child porn in Nebraska

TOLEDO, Ohio (AP) — A federal judge has blocked the military from disciplining a dozen U.S. Air Force officers who are asking for religious exemptions to the mandatory COVID-19 vaccine.

The officers, mostly from Wright-Patterson Air Force Base near Dayton,&nbsp;Ohio, along with a handful of airmen and reservists, filed a lawsuit in February after their exemption requests were denied.

U.S. District Court Judge Matthew McFarland in Cincinnati granted a preliminary injunction last Thursday that stops the Air Force from acting against the officers, airmen and reservists until their lawsuit is resolved.

The plaintiffs accuse the Air Force of using a double standard when it comes to approving exemption requests, saying it had allowed thousands of medical and administrative exemptions but only a handful for religious reasons.

Last week, a federal judge in&nbsp;Texas&nbsp;barred the Navy from taking action for now against sailors who have objected to being vaccinated on religious grounds.

U.S. District Judge Reed O’Connor had, in January, issued a preliminary injunction preventing the Navy from disciplining or discharging 35 sailors who sued over the Navy’s vaccine policy while their case played out. A week ago, O’Connor agreed the case could go forward as a class action lawsuit and issued a preliminary injunction covering about 4,000 sailors who have objected on religious grounds to being vaccinated.

Defense Secretary Lloyd Austin last year made vaccinations mandatory for service members, saying the vaccine is critical to maintaining military readiness and the health of the force. But members of Congress, the military and the public have questioned if the exemption reviews have been fair.

Those who refuse the vaccine can face discipline up to being discharged from the service.

Judge blocks Air Force discipline over vaccine objections

BUCHA, Ukraine (AP) — Moscow faced a new wave of revulsion and accusations of war crimes Monday after the Russian pullout from the outskirts of Kyiv revealed streets&nbsp;<a href="https://apnews.com/hub/russia-ukraine">strewn with corpses</a>&nbsp;of what appeared to be civilians, some of whom had seemingly been killed deliberately at close range.

The images of battered bodies out in the open or in hastily dug graves also led to calls for tougher economic sanctions against the Kremlin, namely a cutoff of fuel imports from Russia.

Ukrainian President Volodymyr Zelenskyy left the capital, Kyiv, for his first reported trip since the war began nearly six weeks ago to see for himself what he called the “genocide” and “war crimes” in the town of Bucha, the site of some of the horrors.

In Bucha, northwest of the capital, Associated Press journalists saw 21 bodies, including a group of nine in civilian clothes who appeared to have been shot at close range. At least two had their hands tied behind their backs. A bag of groceries were spilled by one of the dead.

The full extent of the bloodshed in the Kyiv area has yet to emerge, but by all accounts the horrors in the shattered southern port city of Mariupol are likely to be even worse.

“This is a war of murders, a lot of blood. A lot of civilians are dying,” said Natalia Svitlova, a refugee from Dnipro in eastern Ukraine who fled to Poland. “I don’t understand why this is possible in the 21st century and why no one can stop it.”

Moscow continued to press its offensive in eastern Ukraine, where little news has made it to the outside world since the war began Feb. 24. Russia, in pulling back from the capital, has said its main focus is gaining control the Donbas, the largely Russian-speaking industrial region in the country’s east that includes Mariupol.

European allies, though united in outrage over the aftermath outside Kyiv, appeared split on how to respond.

Poland, which is on Ukraine’s border and has taken in large numbers of refugees, angrily singled out France and Germany for not taking tougher action and urged Europe to quickly wean itself off Russian energy. But Germany said it would stick with a more gradual approach of phasing out coal and oil imports over the next several months.

Western and Ukrainian leaders have accused Russia of war crimes before, and the International Criminal Court’s prosecutor&nbsp;<a href="https://apnews.com/article/russia-ukraine-genocides-crime-war-crimes-europe-499d7b6a9e955f659284b2edc6f1c508">has opened an investigation.&nbsp;</a>But the latest reports ratcheted up the condemnation.

European Union foreign policy chief Josep Borrell said “the Russian authorities are responsible for these atrocities, committed while they had effective control of the area.”

French President Emmanuel Macron said there is “clear evidence of war crimes” in Bucha that demand new measures. “I’m in favor of a new round of sanctions and in particular on coal and gasoline. We need to act,” he said on France-Inter radio.

But Poland’s prime minister, who described Russia under Putin as a “totalitarian-fascist state,” called for actions “that will finally break Putin’s war machine.”

“President Macron, how many times have you negotiated with Putin? What have you achieved? ... Would you negotiate with Hitler, with Stalin, with Pol Pot?” Mateusz Morawiecki asked.
