Nebraska Launches AI Chatbot to Help Residents Navigate State Services

Nebraska residents now have a new way to find information and navigate state government services online.

Gov. Jim Pillen announced Tuesday the launch of Nebraska Navigator, an artificial intelligence-powered chatbot available through the state’s redesigned website, Nebraska.gov.

The chatbot went live September 1 and is the second phase of the state’s AI chatbot project. The first phase began in December 2025 with Ask the DMV, a pilot program designed to help residents find information on the Nebraska Department of Motor Vehicles website.

Pillen said the DMV pilot showed enough success to expand the technology statewide.

“Results from the DMV pilot project were very impressive and now we’re ready to expand its use to even more people,” Pillen said. “This project aligns with my administration’s goals of providing improved service delivery to citizens, streamlining state resources and meeting the needs of people through the newest forms of technology.”

During the DMV pilot, the chatbot handled more than 188,000 questions and was available around the clock in 50 languages.

According to the state, the pilot also resulted in a 20% reduction in call volume. Nearly one in five interactions occurred between midnight and 6 a.m., when regular state offices are closed.

The state also reported an increase in online transactions and a corresponding month-over-month decrease in in-person transactions.

The statewide Nebraska Navigator is being funded by the Nebraska State Records Board through transactional funds generated when residents pay for online government services through Tyler Technologies Nebraska.

Before its launch, state teams tested the chatbot with more than 5,000 questions. The system went live with a reported 95% success rate.

The chatbot is now entering a public beta testing period that is expected to continue through October. Nebraska residents are encouraged to use Nebraska Navigator through Nebraska.gov and provide feedback on their experience.

The state says feedback gathered during the beta period will help determine when the technology can be implemented at individual state agencies.

For residents, the goal is to make finding government information faster without having to search through multiple pages or wait for assistance during regular business hours.
