Hope Esperanza to Celebrate $35,000 Spectrum Community Center Assist Grant

North Platte, Neb. - Great Plains Health has released its Community Health Needs Assessment and Implementation Plan for 2026 through 2028, outlining the most significant health challenges facing Lincoln County and the strategies the hospital plans to use to address them. The assessment was completed in partnership with Community Hospital Consulting and approved by Great Plains Health leadership and its board in October 2025.

The report combines public health data, demographic trends, and direct community input to identify priorities that will guide healthcare planning over the next three years. Hospital officials say the assessment is designed to both meet federal nonprofit hospital requirements and provide a roadmap for improving local health outcomes.

The assessment identifies the recruitment and retention of healthcare professionals as the most pressing issue in the community. Lincoln County continues to face shortages in primary care providers and specialists and remains designated as a Health Professional Shortage Area. Community feedback pointed to long wait times, difficulty securing appointments, limited specialty services, and staff burnout as persistent concerns. The report notes that workforce shortages have a ripple effect, impacting access to care, preventive services, and patient outcomes across the region.

Limited access to medical and dental care emerged as another major concern. Residents cited cost, insurance coverage, and a lack of providers who accept Medicaid or Medicare as common barriers. Dental care access remains especially challenging, with provider ratios falling below state averages. The report also highlights continued reliance on emergency departments for non-emergency needs, often due to limited after-hours care and gaps in primary care availability.

Chronic disease prevention and health education are key focus areas in the assessment. Lincoln County reports higher rates of diabetes, obesity, hypertension, and asthma than Nebraska averages, along with elevated mortality rates from heart disease, cancer, respiratory illnesses, diabetes, Alzheimer’s disease, and unintentional injuries. Preventive care usage, including routine screenings and vaccinations, remains lower than state benchmarks. Community members indicated a need for greater access to health education and clearer information about preventive services.

The assessment draws a direct connection between housing stability and health outcomes. A significant number of households in Lincoln County spend more than 30 percent of their income on housing, contributing to financial strain and reduced access to healthcare. The report cites aging housing stock and a shortage of affordable housing, with hundreds of homes identified as worn or in poor condition. Community feedback emphasized that housing challenges often worsen physical and mental health concerns.

Access to mental and behavioral healthcare remains a significant concern. The report shows Lincoln County has fewer mental health providers per capita than state and national averages. Residents reported higher levels of poor mental health days and identified mental health conditions and substance use as ongoing challenges. Limited local providers, insurance barriers, and long wait times often force residents to seek care outside the community.

The Community Health Needs Assessment was informed by a community survey conducted in spring 2025, along with an extensive review of local, state, and national health data. Population trends show slow or slightly declining growth in the region, adding additional challenges for healthcare access and workforce recruitment. The report also reviews progress made during the previous assessment cycle, identifying areas of improvement and unmet needs.

The accompanying implementation plan outlines how Great Plains Health will address each priority through 2028. The plan connects identified needs to measurable objectives, planned activities, and leadership oversight, with an emphasis on tracking progress over time. Hospital leaders say the plan aligns with the organization’s strategic priorities and available resources while remaining flexible to adapt to changing community conditions.

NORFOLK, Neb.
A 49-year-old Ogallala woman died from injuries suffered in a two-vehicle crash Saturday morning at a Madison County intersection, authorities said.

The Madison County Sheriff’s Office said the crash occurred about 8 a.m. Dec. 13 at the intersection of U.S. Highway 81 and Highway 32 on the edge of Madison.

According to investigators, a white 2020 International straight truck traveling west on Highway 32 failed to stop at a stop sign and struck a silver 2017 Jeep SUV that was traveling south on Highway 81. The Jeep was forced into the southwest ditch, where it came to rest. The straight truck spun around, came to rest facing east on Highway 32 and tipped onto its side in the southwest ditch.

The driver of the Jeep, Robin Cobaugh of Ogallala, was transported by Madison Rescue to Faith Regional Health Services in Norfolk with life-saving measures in progress, authorities said. She later died from her injuries at the hospital.

The driver of the straight truck, 54-year-old Jose Figueredo, was arrested on suspicion of reckless driving and motor vehicle homicide. He is being held in the Madison County Jail.

Authorities said seat belts were in use by both drivers at the time of the crash.

Agencies responding to the scene included the Madison County Sheriff’s Office, Madison Volunteer Fire and Rescue and the Nebraska State Patrol. The crash remains under investigation by the sheriff’s office and the State Patrol.

NORTH PLATTE, Neb. — The Lincoln County Board of Commissioners will meet Monday morning to consider a slate of routine business along with several year-end items, including a proposed phone system upgrade and preparations for the county’s 2025 audit.

The meeting is scheduled for 9 a.m. at the Lincoln County Courthouse in the commissioners room. The session will open with a prayer, approval of minutes from the Dec. 8 meeting and a public comment period. Commissioners will then review claims, treasurer’s receipts and fee reports submitted by the county sheriff and county clerk.

At 9:15 a.m., the board will recess and convene as the Lincoln County Board of Equalization. Equalization items include approval of last week’s minutes, a public comment period, and review of certificates of correction and refunds submitted by the county assessor. Commissioners also will consider motor vehicle tax exemption applications submitted by the county treasurer. The board will then reconvene as commissioners.

A proposal from BTS for a county phone system upgrade is set for discussion at 9:30 a.m., followed by consideration of the 2025 audit engagement letter with RCM at 9:45 a.m.

At 9:55 a.m., commissioners will consider setting a date to receive bids for new patrol vehicles for the Lincoln County Sheriff’s Office. A discussion on salaries for elected officials for the 2027–2030 term is scheduled for 10:10 a.m.

The board has reserved the right to enter closed session as needed to discuss litigation strategy, real estate matters, security planning or personnel evaluations.

Time will also be set aside to hear concerns from elected officials, department heads or their representatives, along with commissioner committee reports.

NORTH PLATTE, Neb. - A fugitive wanted nationwide since 2018 was taken into custody in North Platte after deputies confirmed he was the subject of a full extradition warrant, according to the Lincoln County Sheriff’s Office.

Deputies said they received information Saturday, Dec. 13, that Jorge Fonseca-Dominguez was staying at a residence in North Platte. Further investigation confirmed Fonseca-Dominguez was wanted on a nationwide extradition warrant and was listed on the U.S. Marshals Service most wanted list.

Authorities said Fonseca-Dominguez had been a fugitive from justice since 2018. He was previously sentenced to 10 months in prison for illegal re-entry into the United States.

The sheriff’s office said Fonseca-Dominguez violated the conditions of his supervised release by illegally returning to the United States after being deported and by failing to report to his probation officer.

According to law enforcement, Fonseca-Dominguez has an extensive criminal history that includes disorderly conduct, criminal trespass, driving while intoxicated and multiple drug-related charges.

Fonseca-Dominguez was taken into custody without incident and booked into the Lincoln County Detention Center, where he is being held pending extradition.

Nationwide Fugitive Arrested in North Platte, Lincoln County Sheriff’s Office Says

(North Platte, Nebraska, December 12, 2025) – With the holiday season upon us, the Tourism Advisory Council (TAC) of North Platte has decided to continue our tradition of gifting two employees of a tourism driven business a basket of goodies to help them put together their holiday feasts! Each business that is a member of TAC puts in the name of one employee or volunteer from their organization that they would like to gift a meal to. These names are drawn, and one Thanksgiving basket is given, and one Christmas basket is given. TAC provides the turkey for the Thanksgiving basket and the ham for the Christmas basket, and the side dishes are donated by TAC members. This year the recipient of the Thanksgiving basket is an employee of the Avid/Candlewood Suites and they received their meal the week of Thanksgiving. The recipient of the Christmas basket is an employee of the Quality Inn, and their basket will be delivered the week of Christmas.

The purpose of the Tourism Advisory Council is to advance the tourism industry in the City of North Platte/Lincoln County. We raise the standard and upgrade the economy of the tourism/lodging industry and maintain a front-line training program for all front-line employees because they all have a direct influence on tourism traffic. We also encourage and maintain truthfulness and fair play in advertising and general business practices, and we try to bring about a better public understanding of the aims and benefits of the tourism industry. We are continually working to establish a forum where ideas, information, and experience regarding the tourism industry can be exchanged to help better us all.

When we all work together to increase tourism within our community and to educate people about the benefits that tourism has on our community, we are more successful. It takes a lot of hard-working individuals to keep every business of TAC not only running but succeeding. Lincoln County CASA is launching its first-ever Angel Tree program, offering community members an opportunity to brighten the holidays for local children in the foster care system.

“This is a new concept for Lincoln County CASA this year,” said Executive Director Janet Vath. “We have two locations. One at the First National Bank of Omaha, 201 North Dewey. Then we have one that is sponsored by the leadership of NebraskaLand Bank, downtown location, 121 North Dewey.”

Janet explained that participating is simple: “All you have to do is stop by the bank, grab an ornament off the tree. Each ornament includes a gift idea for a child in foster care, purchase a new gift, unopened. You may either return it wrapped or unwrapped, whichever you prefer.”

She added an important reminder: “Make sure that when you return that gift that you put the tag back on that present so we know which child it goes to. We have them all numbered and we know.”

Many ornaments remain available. “There’s still a lot of tags on both of the trees. Please come on down and take a tag and help support a child that may not get much for Christmas otherwise,” she said.

The tags represent a wide age range of children. “Anywhere from newborns to 18 years old.”

Janet also addressed concerns some donors have about not being able to buy every item listed on a tag. “The gift ideas on the tags are just ideas. Even if it’s one, one present off of that will make a child’s Christmas happy. They will at least have a present under the tree.”

CASA is asking donors to return gifts by December 15, though Janet noted, “The latest that we can accept them would be December 18th, so we can get them to the right places.”

Programs like the Angel Tree matter deeply, especially for children without advocates. “Some of these kids won’t have much of a Christmas if we don’t help out,” Janet said. She also explained that while Rotary helps cover CASA children already assigned advocates, the Angel Tree aims to assist those who don’t yet have one. “These are kids that do not have advocates that are in the court system that also need Christmas. And we try to look out for them, too.”

Beyond holiday giving, CASA is preparing for its next volunteer training session. “We are court-appointed special advocates for children in the court system. Advocates, we train 30 hours of training, which I do. Actually, we’re having a class starting in January,” Janet explained. “I’m hoping it’s going to be about eight, at least eight people so far have signed up. So I’m hoping it to be a very big class. But hey, we welcome anybody.”

Right now, the need is significant. “We have 42 children in the court system right now that need advocates. We try to do as many as we can. But without an advocate, we can’t give a child an advocate.”

North Platte, Neb. - North Platte is in full festive swing, and two beloved holiday traditions are making this season extra special for families and visitors alike. The Guardians of the Children’s annual Toy Drive, now in its 12th year, is underway and will continue through December 10th. The drive collects new, unwrapped toys for local children, with drop-off locations across the community, including First Interstate Bank, Nebraska Land Bank, First National Bank, Dollar General stores, Adams Bank and Trust, and even Bailey Yards.

“The support from the community has been amazing,” said Tuna, Treasurer of the Guardians of the Children Flatrock Chapter. “We’ve got boxes in banks, retail stores, churches, and even gift shops. If you can’t get a toy, monetary donations are welcome too. It really helps local kids have a brighter Christmas.”

In addition to the Toy Drive, North Platte residents and visitors can enjoy the dazzling Holiday Road light display on 10th Street, entering from Poplar. Already up and running, the display is synchronized to music and includes appearances by Santa, the Grinch, and festive performers. Tuna explained, “We’ll be out there on December 12th, 13th, 19th, and 20th from 6 to 9 p.m., directing traffic, handing out candy canes, and making sure everyone has a great time. It’s a lot of work to set it up, but seeing the smiles on kids’ faces makes it all worth it.”

The Holiday Road has become a cherished part of the community’s seasonal traditions. Tuna added, “We’ve been doing this with Corbin and Al’s Lock and Safe for six years now. It’s an amazing way to reach out to the community, bring families together, and just share a little bit of holiday magic.”

Both initiatives highlight how North Platte’s residents, businesses, and organizations come together to foster a festive spirit and support families in need. As Tuna emphasized, “Small things like this can end up being the highlight of the season for kids and their families. It’s really about giving back and making memories.”

NORTH PLATTE — A holiday tradition nearly four decades in the making returns this weekend as the Heartland Singers present their annual Christmas concert, entitled "This Christmas", on Sunday, December 7 at 3 p.m. The performance will be held at First Evangelical Lutheran Church in North Platte, a venue the choir has embraced for its intimate setting and close connection with the audience.

Now in its 39th year, the Heartland Singers continue to bring choral music to the community with the same spirit that inspired their founding. Charter member Michael Douty—one of only a few still performing since the group launched—says the concert remains a beloved kickoff to the holiday season for many local families.

“People often tell us this concert is their opening segue into Christmas,” Douty said. “We’ve done it so long that it’s become part of their tradition.”

This year’s program blends traditional carols with contemporary holiday arrangements. Highlights include Andrea Bocelli’s “The Greatest Gift,” chosen for its rich harmonies, and a “Medieval Christmas Fantasy” filled with madrigal-inspired sounds. A special nod to the anniversary of Pearl Harbor will also be featured through the “Irving Berlin Christmas” selection.

The choir performs under the direction of Chrisanne Bailey, whose emphasis on intention and energy helps shape the group’s sound each season. Accompanist Jennifer Smallcomb—known throughout the community—will also be featured on flute during a Silent Night/Away in a Manger arrangement, accompanied by Dr. Janet Evans on piano. Percussionist Julie Jong will join the ensemble as well.

While the music continues to evolve, the choir itself is in a rebuilding phase. Once boasting more than 70 members, the group now performs with around 30 to 35 singers, including just four tenors. Douty notes that COVID-19 took a toll on membership, and busy schedules often make participation difficult. As a result, the Heartland Singers are actively seeking new voices, especially men, with auditions expected in January for the spring concert cycle.

Rehearsals take place Sunday evenings for eight weeks leading up to each performance. “It’s really not a heavy time commitment,” Douty said. “Two hours a week—and we work hard during those two hours.”

Sunday’s concert is free to attend, with freewill donations accepted. Contributions help cover costs for the director, accompanist, and increasingly expensive sheet music licensing. In past years, Douty said, donations have even outperformed traditional ticket sales.

Lincoln County&nbsp; - Lincoln County residents saw a busy month in county government, with the Board of Commissioners addressing key infrastructure projects, public safety initiatives, and community service recognitions during November’s meetings. Commissioner Kent Weems provides insight on the discussions and decisions from the past four meetings.

The month kicked off on November 3, when the board reviewed claims, treasurer’s receipts, and several resolutions. One of the highlights was recognizing county employees for long-term service. 

“We try to go out of our way to recognize those milestones in public service,” Weems said. “You need quality people to serve in the public sector… when we get a good employee that takes care of things for five years, 10, 30, we like to get those folks a certificate. It doesn’t—it’s not a lot, but it does let them know that we do appreciate what they do.”

The board also considered rules and regulations for meetings. Weems described these as procedural rather than transformative. 

“If you look at the rules and regs that they gnashed their teeth over for months… everything in there is verbatim from the state statute,” he said. “Transparency doesn’t change. We have transparency just to the fact that we do comply with the Open Meetings Act.”

On November 10, the board tackled interlocal agreements with the city of North Platte, covering road maintenance and IT collaboration. 

Weems explained the practical side of these arrangements: “From a practical standpoint… one or the other entities already has equipment in that area… so why not put the blade down and push that snow?” 

On IT, he emphasized security concerns: “There’s a lot of nasty players in the world… who try to hack into public computer systems. So it’s vital that we work hand in hand with the city on IT.”

That same day, the board approved a manager change at Fast Stop 1155 in Sutherland and authorized a memorandum of understanding with the Department of Veterans Affairs. 

On the MOU, Weems said, “Our Veterans Service Officer… works tirelessly to help veterans through all the loopholes and jump all the hurdles to get benefits… it will remain confidential and will be treated along the HIPAA guidelines.”

The board also purchased a tandem snowplow truck for the Department of Roads. 

Weems noted the importance of durability and value: “We want to see you get the best, maximize the value of these big pieces of equipment… if you can get 20 years out of it, then maybe it’s worth it.”

During the November 17 meeting, right-of-way applications and subdivision proposals were reviewed, including the Clemens and Prairie View Estates subdivisions. 

Weems described these as largely procedural, with planning and zoning doing most of the heavy lifting: “By the time they get to us, it’s just a formality that we kind of give them our blessing… and say thank you for doing all the hard work and due diligence.”

Public safety initiatives were also addressed. 

Regarding the Drive Sober or Get Pulled Over grant, Weems said, “We give wholeheartedly our blessing to say, go after those monies… we don’t want drunk drivers harming others and crossing the center line.” 

Bridge inspections, a routine but essential responsibility, were also discussed to ensure public safety and compliance: “You have to have those inspected… by certified folks, engineers that know how to evaluate the load values and determine that bridge is safe for the public to traverse.”

Finally, at the November 24 meeting, the board approved right-of-way permits for NCORPE and CenturyLink, both largely procedural matters to ensure proper installation and liability protection. The board also authorized a study for Viera Avenue, an issue stemming from previous disagreements over road maintenance. 

Weems explained, “Since the city’s made it clear that they’re not going to… take care of it, the first thing that’s required by statute is to have the traffic study… the conclusion will likely be that it’s in the best interest of Mr. Vieira and the county to vacate the road.”

Police service agreements with the village of Maxwell were also discussed. Weems noted that Maxwell has historically opted out of interlocal agreements, but the board continues to explore solutions for consistent public safety coverage.

Reflecting on the county’s priorities, Weems said, “We have two primary requirements under the state statute and that is public safety and infrastructure. Anything else is to some degree just an add-on… County government… a lot of what we are required to do comes from Lincoln. And again, we only have the formula that we establish property values and from that derive the resources necessary to run all the local subdivisions.”

On Dec. 15, at the direction of Secretary of War Pete Hegseth, Joint Task Force Southern Spear conducted lethal kinetic strikes on three vessels operated by Designated Terrorist Organizations in international waters, according to a statement from the U.S. Southern Command.

 Intelligence confirmed that the vessels were transiting along known narco-trafficking routes in the Eastern Pacific and were engaged in narco-trafficking. A total of eight male narco-terrorists were killed during these actions—three in the first vessel, two in the second and three in the third.

The Powerball® jackpot has surged to an estimated $1.25 billion for Wednesday night’s drawing, giving players nationwide another chance to dream big this holiday season. The jackpot has an estimated cash value of $572.1 million, according to a statement from the Multi-State Lottery Association.

Wednesday’s jackpot is the second-largest Powerball prize this year, behind the $1.787 billion prize won on Sept. 6 in Missouri and Texas. This marks only the second time in Powerball history that the game has generated back-to-back billion-dollar jackpots.

“Powerball has only seen back-to-back to billion-dollar jackpots twice, and this one has arrived just in time for the holidays,” said Matt Strawn, Iowa Lottery CEO and Powerball Product Group Chair. “While it’s exciting to see the jackpot climb to this level, please remember to play responsibly. A single $2 ticket gives you a chance to win, while also supporting good causes in your community.”

The jackpot rolled last night after no ticket matched all six numbers drawn – white balls 23, 35, 59, 63, 68 and red Powerball 2. The Power Play® multiplier was 4.

Although there was no jackpot winner, U.S. lotteries are reminding players to check their tickets carefully to see if they have won any cash prizes.

Two tickets, sold in Arizona and California, matched all five white balls to win $1 million prizes. The drawing also produced 43 tickets that won $50,000 prizes and 14 tickets that won $200,000 prizes.

Note: In California, prize payout amounts are pari-mutuel and determined by sales and the number of winners.

Wednesday’s drawing will be the 44th in the current jackpot run – a game record for the most drawings in a jackpot cycle. The Powerball jackpot was last won on Sept. 6 by two tickets in Missouri and Texas that split a $1.787 billion prize.

The only other time the Powerball game generated back-to-back billion-dollar jackpots was in 2023, when a $1.08 billion jackpot was won on July 19, followed by a $1.765 billion jackpot won on Oct. 11. Both jackpots were won by players in California.

If a player wins Wednesday’s jackpot, they will have the choice between an annuitized prize estimated at $1.25 billion or a lump sum payment estimated at $572.1 million. Both prize options are before taxes. If the winner selects the annuity option, they will receive one immediate payment followed by 29 annual payments that increase by 5-percent each year.

Powerball® tickets are $2 per play. Tickets are sold in 45 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands. Iowa Gov. Kim Reynolds on Monday ordered all flags in Iowa lowered in honor of the two Iowa National Guard members killed in Syria.

The two service members were killed Saturday in Palmyra, Syria, by a lone gunman suspected to be affiliated with ISIS. The two individuals were identified in a news release Monday as Sgt. William Nathaniel Howard of Marshalltown and Sgt. Edgar Brian Torrestovar of Grimes. Both were members of the 1st Squadron, 113th Cavalry Regiment.

Reynolds said she and her husband, Kevin Reynolds, offer “offer our prayers and condolences to their families and ask that Iowans stand united in support of them during this difficult time.”

“Sgt. Howard and Sgt. Torrestovar served our state and nation with honor, and in doing so, gave the ultimate sacrifice,” Reynolds said. “We are grateful for their service and deeply mourn their loss.”

Reynolds and Iowa National Guard Maj. Gen. Stephen Osborn confirmed during a Saturday news conference three other soldiers were injured in the attack — one of the injuries was “superficial,” Osborn said, while two others were “significant,” and both were stable but in critical condition receiving treatment at the Jordan air base. One civilian, an interpreter who was not from Iowa, was also killed in the attack.

In a<a href="https://www.facebook.com/photo/?fbid=1181943667403597&amp;set=pcb.1181949564069674" target="_blank">&nbsp;social media post</a>&nbsp;late Saturday, Meskwaki Nation Police Chief Jeffrey Bunn wrote that his son, Howard, was one of the soldiers killed in the attack.

“My wife Misty and I had that visit from Army Commanders you never want to have,” Bunn wrote. “Our son Nate was one of the Soldiers that paid the ultimate sacrifice for all of us, to keep us all safer. He loved what he was doing and would be the first in and last out, no one left behind. Please pray for our Soldiers all around this cruel world.”

The attack, currently under investigation, occurred “as the soldiers were conducting a key leader engagement,”<a href="https://x.com/SeanParnellASW/status/1999881329593258126?s=20" target="_blank">&nbsp;according to Sean Parnell</a>, the U.S. assistant to the Secretary of Defense for Public Affairs. The soldiers’ mission was in support of ongoing counterterrorism efforts in the area. Osborn said at the Saturday news conference the Iowa National Guard forces in Syria operate as a part of the Combined Joint Task Force Operation Inherent Resolve, an international union led by the U.S. focused on fighting ISIS in the region.

“Our soldiers were doing their job, serving with courage, dedication and professionalism,” Osborn said. “They carried out their mission to the best of their ability, and we are proud of their incredible service and sacrifice, and we will continue to stand strong as a team united in the purpose and resolve their mission.”

There are currently 1,800 Iowa soldiers in the Middle East, Osborn said, deployed in May 2025. Of that group, between 200 and 250 are National Guard members deployed in Syria.

President Donald Trump pledged a strong U.S. response to the ISIS attack<a href="https://truthsocial.com/@realDonaldTrump/posts/115713778827349150" target="_blank">&nbsp;in a Truth Social post Saturday</a>&nbsp;mourning the deaths of the three Americans.

“This was an ISIS attack against the U.S., and Syria, in a very dangerous part of Syria, that is not fully controlled by them,” Trump write. “The President of Syria, Ahmed al-Sharaa, is extremely angry and disturbed by this attack. There will be very serious retaliation.”

Other Iowa leaders shared their condolences for the fallen soldiers and their families following the news Saturday. U.S. Sen. Joni Ernst, a veteran who served with the Iowa National Guard, asked Iowans to join her “in praying for the families of these American heroes.”

“Our Iowa National Guard family is hurting as we mourn the loss of two of our own and pray for the recovery of the three soldiers wounded,” Ernst said in a statement. “These soldiers were carrying out a critical mission in combatting the threat of ISIS and keeping our homeland safe from the threat of radical Islamic terror. This tragic attack is a reminder that freedom is not free and that every American owes an enormous debt of gratitude to our brave men and women in uniform who put their lives on the line every day.”

The last death of an Iowa National Guard member in service occurred in 2011 in Afghanistan.

Iowa Democratic Party Chair Rita Hart said the deaths of the Iowa National Guard members was “absolutely shocking news” in a statement Saturday.

“The National Guard represents the best of us – citizens always ready to protect and serve their neighbors,” Hart said. “May the families of these brave Iowa soldiers know that the entire state of Iowa grieves for them and send our sincerest sympathies to them for their unbelievable loss.”

US Army names National Guard members killed in attack in Syria

Republicans could gain nearly 200 state legislative seats across the South if the U.S. Supreme Court guts a key provision of the federal Voting Rights Act, a new analysis finds.

The bulk of the gains would be concentrated in 10 GOP-controlled state legislatures in Southern states, according to the analysis, produced by Fair Fight Action, a Georgia-based progressive voting rights group, in partnership with Black Voters Matter Fund, which advocates on behalf of Black voters.

The analysis, featured in a&nbsp;<a href="https://cdn.prod.website-files.com/664f769adc5cc1607d32b366/693c85542ed35aaddd503882_REPORT_SCOTUS_VRA_2.0.pdf" target="_blank">report</a>&nbsp;released by the groups on Monday, underscores the alarm among progressives over the potential consequences of the Supreme Court’s looming decision in a case known as Louisiana v. Callais. While the case centers on the constitutionality of Louisiana’s congressional map, the effects of the decision could extend into statehouses across the country.

The Supreme Court’s conservative majority appears likely to severely weaken Section 2 of the Voting Rights Act, a landmark 1965 civil rights law that bans racial discrimination in voting access. Section 2 restricts racial gerrymandering, and until now has limited the power of lawmakers to draw districts that dilute the voting power of racial minority voters.

A sweeping decision by the court could give state lawmakers a freer hand to draw congressional and state legislative districts that dilute the power of minority voters — as well as districts for local governments, such as county commissions, city councils and school boards. The justices held oral arguments in October; a decision could come at any time.

At the state legislative level, a court ruling that strikes down Section 2 could lead to Democrats losing about 191 seats, according to the analysis, which examined how state legislative districts could be redrawn if Section 2 is no longer in place. Most of those seats are currently held by Black lawmakers in districts where minority voters make up a majority of residents.

“What that is doing is providing a fatal blow to Black representation in the South,” Fair Fight Action CEO Lauren Groh-Wargo said in an interview.

The total number of state legislative districts in 10 Southern states where Black or Hispanic voters comprise a majority could fall from 342 to 202. Those states are Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee and Texas.

Some Republican states argue that courts have interpreted Section 2’s protections too broadly and in the process wrongly restrained the ability of lawmakers to draw favorable maps.

Alabama and 13 other GOP states said in a brief filed with the Supreme Court earlier this year that Section 2 has been turned into “the proverbial golden hammer, wielded by plaintiffs and courts in a never-ending search for a nail.”

If the Supreme Court weakens the Voting Rights Act, it’s unclear whether state legislatures would pursue mid-decade redraws of state legislative districts. Redistricting typically occurs every 10 years following the census.

At the federal level,&nbsp;<a href="https://www.politico.com/f/?id=00000199-c097-dae2-ab9d-ded7d6fb0000" target="_blank">a previous analysis</a>&nbsp;by Fair Fight Action and Black Voters Matter Fund projected Republicans could draw an additional 19 U.S. House seats if Section 2 protections were removed.

While a few states have passed new congressional maps already this year, those efforts have proven highly controversial. Some states, such as Indiana and Kansas, have abandoned or rejected them for now.

Arrests in the United States have fallen to levels not seen in decades, according to a new&nbsp;<a href="https://counciloncj.org/who-gets-arrested-in-america-trends-across-four-decades-1980-2024/" target="_blank">report</a>&nbsp;that reconstructs national arrest trends in the absence of federal data.

The Council on Criminal Justice, a nonpartisan think tank, on Thursday released the first comprehensive national analysis of arrests since federal authorities stopped publishing detailed arrest statistics in 2020.

Arrests plunged during the first year of the pandemic and have remained low, according to the analysis. The national arrest rate in 2024 was 30% below the 2019 level and 71% lower than the peak in 1994.&nbsp;

Drug arrests have fallen even faster, with adult and juvenile drug-offense arrest rates dropping to about half of what they were in 2019.

In 1980, juveniles made up nearly a fifth of arrests nationwide, but by 2018, their share had fallen to 7%. While adult arrest rates declined 7% between 2020 and 2024, juvenile rates rose 14% over the same period.
