North Platte, Neb - Lincoln County Commissioners met Monday, October 27, to address key county operations, public safety, and community planning matters.

Emergency Management Vehicle Replacement


The board approved the purchase of a used pickup for Region 51 Emergency Management. Commissioner Kent Weems explained the need: “This vehicle is a secondary unit for responding to wildfires, hazardous material incidents, and other emergencies. It’s essential for transporting volunteers, materials, and water to fire crews.”

The vehicle, purchased for $24,000 using $8,000 from an insurance settlement and $16,000 from the emergency management budget, replaced one that had been totaled in a winter accident. Weems noted, “We were able to get this under budget, and it didn’t require a formal bid. It’s a good deal for the county and keeps our response capabilities strong.”

Region 51 provided a quarterly report highlighting ongoing training and collaboration with local fire departments, including federally funded HAZMAT programs. Funding delays due to the federal government shutdown were noted, but Weems reassured the board: “Even though reimbursements are delayed, operations continue, and we’re ready to respond to any emergencies.”

The commissioners also discussed a courthouse-focused public safety exercise scheduled for January. “This is about proactive preparedness,” Weems said. “Even if there isn’t an immediate threat, we want staff to know how to respond if something happens.”

The board addressed a gap in the Text My Gov alert system, which currently does not automatically share controlled burn notifications from smaller fire departments. Weems explained, “We want residents to have timely information on all controlled burns, not just the big ones. We’re working to expand the system to make sure nothing falls through the cracks.”

Weems clarified a longstanding concern regarding an injured dog at the Tenderhearts Veterinary Center. “The county wasn’t involved in this incident. There was some miscommunication, but the owner has been located, and we’re updating our agreements to prevent confusion in the future,” he said.

Conditional Use Permit for Family Cemetery


Finally, the board approved a conditional use permit for a family cemetery east of North Platte. Weems emphasized the importance of careful planning: “We want to make sure this cemetery is protected for future generations. Access, care, and protections from livestock are all key considerations.”

<i></i>OGALLALA, NEB - As Nebraska’s upland hunting season begins, a local conservation partnership is opening more land for public access while boosting the rural economy across western Nebraska.

<b>Addie Piernicky</b>, Coordinating Wildlife Biologist with&nbsp;<b>Pheasants Forever</b>, joined&nbsp;<i>Sandhill Spotlight</i>&nbsp;this week to discuss the&nbsp;<b>Nebraska Community Access Partnership (NCAP)</b>&nbsp;— a collaboration between Pheasants Forever, the Nebraska Game and Parks Commission, OnX, and the Keith County Chamber of Commerce.

“This program provides a one-time bonus for individuals who enroll land for public hunting access on top of their regular Open Fields and Waters payments,” Piernicky said. “It’s been really exciting — we’ve been able to spend nearly $900,000 on public access in just 18 months.”

The funding, made possible through an&nbsp;<b>$800,000 Nebraska Environmental Trust grant</b>, helps landowners earn additional income while providing hunters more opportunities. Participating landowners can receive&nbsp;<b>$25 per acre for CRP ground</b>&nbsp;and&nbsp;<b>$10 per acre for rangeland</b>&nbsp;as a one-time bonus, along with annual Open Fields and Waters payments that range depending on habitat quality.

For some property owners, Piernicky said, the payments can make a real difference.

“In some cases, it might even cover your property taxes,” she said. “If there’s a section of land you’re not using but has good habitat, it can be a great revenue source.”

Currently, the program is focused in&nbsp;<b>Keith, Garden, Deuel, and Arthur Counties</b>, with secondary areas including&nbsp;<b>Lincoln, Morrill, Perkins, Kimball, and Cheyenne Counties</b>. Piernicky said Pheasants Forever hopes to expand the program farther west after submitting a new grant application earlier this year.

So far in 2025, the group has enrolled&nbsp;<b>57,000 acres</b>&nbsp;in total, including&nbsp;<b>14,000 acres added this year</b>&nbsp;— about half of which are new to public access.

To address landowner concerns, Piernicky emphasized that participants are protected by the&nbsp;<b>Nebraska Recreational Liability Act</b>, which shields them from liability for injuries to hunters using the land.

“There’s no liability,” she said. “People are only allowed to walk. No driving, no camping, no target shooting — it’s all low-impact recreation.”

Hunters can find access areas in the&nbsp;<b>Nebraska Public Access Atlas</b>, available at gas stations, Walmart's, and online through the&nbsp;<b>Nebraska Game and Parks Commission</b>. The digital atlas is updated more frequently than the print version and includes properties added throughout the year.

For a little extra fun this season, Pheasants Forever is once again hosting its&nbsp;<b>Longest Tail Feather Competition</b>, where hunters who harvest a rooster on public access can measure their bird’s tail feather at a participating business and submit entries online.

“Last year, the winning tail feather was 33¼ inches,” Piernicky said with a laugh. “It was wild — one of those rare, record-breaking birds.”

Entries can be submitted at&nbsp;<b>NebraskaPF.com/Nebraska-Hunting</b>, and prizes include a&nbsp;<b>dog kennel and Sheels gift cards</b>.

Piernicky encouraged both hunters and landowners to get involved in the spirit of conservation and community.

“Hunting provides not just recreation but real economic impact,” she said. “We’re thrilled to see so many people participating, and we’re looking forward to another great season.”&nbsp;&nbsp;

🎙️Public Access Expands for Hunters in Western Nebraska Through Pheasants Forever Partnership

North Platte, Neb. - North Platte’s annual Cowboy Christmas Gift Show is back this weekend at the D&amp;N Event Center, celebrating its 20th year. Shelly Arnsdorf, who has coordinated the event every year since 2005, says it has grown into something much bigger than she ever imagined. “It’s taken on a life of its own,” she said. “Every year it gets bigger, and every year I get a bigger wait list.”

The show runs Saturday from 9 a.m. to 5 p.m. and Sunday from 9 a.m. to 4 p.m., and admission is a non-perishable food item or cash donation for the local food pantry. Volunteers will be collecting donations at the door throughout the weekend.

Shoppers can expect a wide variety of items, from clothing boutiques and jewelry to home décor, Western gear, saddles, and even seasonal decorations for hay bales. Arnsdorf said the show is designed for everyone, not just women. “There’s really stuff for everybody. It’s not just a gal’s deal. There’s a lot of things there for the guys,” she said.

She described the event as more than a craft show, calling it a true trade show inspired by the Cowboy Christmas shows held in Las Vegas during the National Finals Rodeo. “If you’ve ever been to Las Vegas and gone to Cowboy Christmas or Country Christmas, this is what it’s designed after,” she said.

Visitors can also enjoy food from the Hershey Band concession stand, which will be serving meals and snacks both days. Arnsdorf said she always looks forward to this part of the weekend. “Make sure you come hungry too. The concession stand always has something good,” she said.

The event is packed with one-of-a-kind gifts and unique finds, making it a great way to kick off the holiday shopping season. “It’s the unofficial kickoff. There’s lots of things you can get for yourself, gift items, and lots of one-of-a-kind items. Get there early if you want first pick,” Arnsdorf said.

🎙️Cowboy Christmas Gift Show Returns to North Platte for 20th Year

SUTHERLAND, Neb. — Nebraska musician Rascal Martinez is bringing his music career full circle, releasing a new single and music video while building a creative home base in his hometown.

In an interview with Z 93.5 Country’s Derek Beck, Martinez said his new song “Don’t Even Know You” will be released Nov. 21 on all streaming platforms. The track, written nearly a year ago, tells the story of a close friend coping with betrayal, addiction, and emotional abuse.

“It’s a song a lot of people can relate to,” Martinez said. “Hopefully, they can get something positive out of it.”

LISTEN TO FULL RADIO INTERVIEW WITH RASCAL

The accompanying music video, shot entirely in Sutherland and produced by a Nebraska-based team, features actress Katie Bodenhamer, Hershey who has had appearances as an actress in The Office, played Lacey in Desperation Road among other portrayals on-screen. The video also features North Platte local actor Landon Swedberg, who stepped in at the last minute as the male lead.

“We filmed it over three days and used all Nebraska people — Nebraska crew, Nebraska actors,” Martinez said. “It turned out just the way I hoped: heavy, emotional, and real.”

The project marks another milestone for Martinez, who in 2024 opened his own recording space, Stolen Vault Records, inside a renovated former bank building in downtown Sutherland.

“I bought it thinking it’d be an office, but then I turned the upstairs into a full recording studio,” he said. “We do rehearsals, record albums, and host intimate live shows for about 30 people. It’s kind of got that Bluebird Café vibe.”

Martinez said he’s been producing his own material and recording other artists while keeping his Nebraska roots at the center of his music.

“I’ve played all over the country, but I wanted something here that feels local — something where artists can tell their stories,” he said.

NORTH PLATTE, Neb. — Keep North Platte and Lincoln County Beautiful is calling on the community to get creative ahead of its upcoming Trashion Show — a one-of-a-kind design contest where fashion meets sustainability.

Set for Friday, November 15 at Venue 304, the event challenges participants to design wearable pieces made from recycled, repurposed, or upcycled materials. The goal is to highlight creative reuse while sparking conversations about waste, recycling, and the impact of fast fashion.

“This project hits all three of our focus areas — recycling, education, and beautification,” said Anna Moria with Keep North Platte and Lincoln County Beautiful. “It’s a fun way to rethink single-use items and see what people can create when they give everyday waste a second life.”

Funds raised from the event will support restoration of the Cody Park fountain, including updates and a new seating area designed to make it a more inviting community space.

Organizers are still accepting entries from designers of all ages. “It doesn’t have to be complicated,” Moria said. “We’ve seen everything from ball gowns made of candy wrappers to thrift store pieces that have been reimagined. It’s really about creativity.”

The event will also include a cash bar, snacks, and plenty of local flair, with doors opening at 6:30 p.m. Tickets are $20 for one or $30 for two and are available online at <a href="https://www.keepnorthplattebeautiful.org">www.keepnorthplattebeautiful.org</a> until sold out.

The date wasn’t chosen by chance — November 15 is America Recycles Day, making it a fitting celebration of sustainability and style.

🎙️Designers Wanted for North Platte’s Trashion Show

NORTH PLATTE, Neb. — Miss Nebraska 2025, McKenzie Gregory, has been traveling the state, connecting with communities, and promoting her platform, and she recently made a stop in North Platte. Gregory, who hails from far western Nebraska, shared with local media the busy schedule that comes with holding the prestigious title and her excitement to engage with fans and aspiring performers.

Gregory highlighted the support she’s received from sponsors, including Wolf Auto and Nebraska Land Bank, which have made her extensive travel possible. “I wouldn’t be able to do all of this travel and see the people of Nebraska as much as I am able to without their generous sponsorship,” she said. Her visits include meeting with local sponsors, attending Halloween events, and participating in celebrations with her fellow pageant contestants.

Part of her ongoing mission as Miss Nebraska includes a “state national park tour,” where Gregory explores hidden gems across Nebraska. She noted that while Western Nebraska offers striking landscapes and historic sites, Eastern Nebraska has its own unique beauty. “There are so many hidden gems in Nebraska, not only for the landscape but also the history of our state,” she said.

During her North Platte visit, Gregory also promoted a dance masterclass she will be teaching at the new Nebraska Center Stage. The event, set for Saturday, November 1, will feature two sessions: ages 4–7 from 1–2 p.m. and ages 8 and up from 2:45–5 p.m. Gregory, who has danced since she was two years old, plans to teach technique, lead games, perform her Miss America talent, and sign autographs. “I hope to inspire the next generation of performers and potentially even the next Miss Nebraska,” she said.

Reflecting on her pageant journey, Gregory emphasized that while competing in Miss America was an exciting “side quest,” her ultimate goal has always been Miss Nebraska. After five attempts, her hard work paid off, and she is now focused on fully embracing her responsibilities as the state’s titleholder. She encouraged aspiring contestants to cultivate their unique strengths and enjoy the experience without undue comparison to others.

OGALLALA, NEB - Nebraska hunters are gearing up for the start of pheasant and quail season this weekend, and experts say bird numbers across southwest Nebraska are showing strong signs of recovery after recent drought years.

Pheasants Forever Coordinating Wildlife Biologist Addie Piernicky said during a recent interview that the season officially opens for adults on Saturday, Oct. 25, following a successful youth weekend last week.

“We are still somewhat recovering from our drought two years ago,” Piernicky said. “But our numbers — it’s amazing how well they have come back.”

According to Piernicky, recent crow count and rural mail carrier surveys show bird numbers are up significantly across southwest Nebraska, including in the McCook area and parts of Perkins and Keith Counties.

“We’re seeing about a 150% increase in our crow count surveys,” she said. “We’re still down from a few years ago when we had really, really good numbers, but they’re getting close.”

Hunters heading out this weekend are reminded to follow safety and access rules. Piernicky said firearms must be unloaded in vehicles, and hunters need permission—either written or verbal—from landowners before entering private property. Public access areas enrolled in the Open Fields and Waters program are clearly marked, and maps can be found in printed atlases available at gas stations, Walmarts, and online through the Nebraska Game and Parks Commission.

For those targeting pheasants, the daily bag limit is three roosters, with a possession limit of 12. The quail limit is six per day, with a possession limit of 24.

Piernicky also reminded hunters pursuing waterfowl to carry a valid HIP number, along with state and federal duck stamps.

As excitement builds for opening weekend, Piernicky encouraged hunters to show respect for one another in the field.

“Have common courtesy,” she said. “We might all have the same public access area in mind. If someone’s already there, maybe try another spot — or make some new friends.”

Last night’s City Council meeting at North Platte City Hall covered a wide range of topics affecting the community, from local baseball and traffic safety to city utilities and neighborhood cleanup initiatives. Mayor Brandon Kelliher joined the discussion on-air this morning to recap key points.

The meeting, which lasted just over two hours, began with the consent agenda. Among the items was a Class C liquor license for the Pecos League baseball team, the North Platte 80s. “That means the Pecos League is planning to come back again next year,” Mayor Kelliher said. “Hopefully we get more and more people out there and a good baseball team going here in North Platte.”

The council also renewed an interlocal agreement for network services with Lincoln County, allowing both the city and county to share IT resources and reduce costs. Kelliher explained, “That’s really what this is, is the IT department… to keep costs down for both organizations, and it’s a good agreement.”

Additionally, the mayor was authorized to sign documents related to the city’s outsourced human resources department. “They help us with difficult situations and they’re also available to employees when they’re in a tough spot,” he said.

One of the highlights of the meeting was the appointment of Tony Miller as the new Manager of Utilities, a position that has been vacant for more than a decade. “Tony’s been in charge on the billing side of that organization for around 12 years now. Very smart man, knows his stuff, and we look forward to the great things he’s going to do in that role,” Kelliher said.

On the regular agenda, the council appointed Megan Trevino to the North Platte Board of Health. Trevino, currently leading U.S. Central Public Health, will join the board, which includes the mayor, police chief, city administrator, and city-appointed physician. Kelliher noted, “Normally they only have activity in the case of a pandemic or some sort of serious situation. Thank goodness, knock on wood, we haven’t really had any since COVID.”

Rezoning was also on the agenda for the West Rodeo Road area, the site of a former drive-in theater. The property’s owner requested rezoning to B2 Highway Commercial District to better align with redevelopment plans. The mayor said, “It’s an area that’s being redeveloped and it’s looking a little better every day.”

Traffic safety was another major topic, particularly at the intersection of Phillip and Buffalo Avenues. Mayor Kelliher acknowledged community concerns, saying, “Many people live in that area don’t feel that’s a safe intersection… the council felt it’s best to have a traffic study done on the entire thoroughfare of Buffalo Bill.” The discussion was tabled until the study is completed, likely in the May-June timeframe.

The council also discussed changes to the city’s bulky trash collection process. The updated system will track and photograph items for pickup, estimate weights, and create efficient collection routes. “This actually photographs the bulky trash. Then the guys can put in an estimate of what the weight is… and the route actually builds a route throughout the city,” Kelliher explained. “It will generally be an easier process, not only for the city folks, but also for the customers as well.”

Finally, several public hearings addressed the city’s use of a grant for cleaning up dilapidated properties. Some properties will be demolished and lots cleared for future development, while others are being evaluated for potential rehabilitation. Kelliher said of the discussions, “Not all council members are in favor of how we’re using this grant money… people are going to disagree from time to time. It’s healthy.”

Routine items, such as approving warrants and paying claims for construction projects on West 9th Street and East Francis Street, rounded out the meeting.

Mayor Kelliher emphasized the council’s mission, saying, “We’re on city council to solve problems for the community and make it a better place to live. If we’re not solving problems, we’re probably wasting our time and the people’s time.”

Kelliher explained, “That’s really what this is, is the IT department… to keep costs down for both organizations, and it’s a good agreement.”</p><p>Additionally, the mayor was authorized to sign documents related to the city’s outsourced human resources department. “They help us with difficult situations and they’re also available to employees when they’re in a tough spot,” he said.</p><p>One of the highlights of the meeting was the appointment of Tony Miller as the new Manager of Utilities, a position that has been vacant for more than a decade. “Tony’s been in charge on the billing side of that organization for around 12 years now. Very smart man, knows his stuff, and we look forward to the great things he’s going to do in that role,” Kelliher said.</p><p>On the regular agenda, the council appointed Megan Trevino to the North Platte Board of Health. Trevino, currently leading U.S. Central Public Health, will join the board, which includes the mayor, police chief, city administrator, and city-appointed physician. Kelliher noted, “Normally they only have activity in the case of a pandemic or some sort of serious situation. Thank goodness, knock on wood, we haven’t really had any since COVID.”</p><p>Rezoning was also on the agenda for the West Rodeo Road area, the site of a former drive-in theater. The property’s owner requested rezoning to B2 Highway Commercial District to better align with redevelopment plans. The mayor said, “It’s an area that’s being redeveloped and it’s looking a little better every day.”</p><p>Traffic safety was another major topic, particularly at the intersection of Phillip and Buffalo Avenues. Mayor Kelliher acknowledged community concerns, saying, “Many people live in that area don’t feel that’s a safe intersection… the council felt it’s best to have a traffic study done on the entire thoroughfare of Buffalo Bill.” The discussion was tabled until the study is completed, likely in the May-June timeframe.</p><p>The council also discussed changes to the city’s bulky trash collection process. The updated system will track and photograph items for pickup, estimate weights, and create efficient collection routes. “This actually photographs the bulky trash. Then the guys can put in an estimate of what the weight is… and the route actually builds a route throughout the city,” Kelliher explained. “It will generally be an easier process, not only for the city folks, but also for the customers as well.”</p><p>Finally, several public hearings addressed the city’s use of a grant for cleaning up dilapidated properties. Some properties will be demolished and lots cleared for future development, while others are being evaluated for potential rehabilitation. Kelliher said of the discussions, “Not all council members are in favor of how we’re using this grant money… people are going to disagree from time to time. It’s healthy.”</p><p>Routine items, such as approving warrants and paying claims for construction projects on West 9th Street and East Francis Street, rounded out the meeting.</p><p>Mayor Kelliher emphasized the council’s mission, saying, “We’re on city council to solve problems for the community and make it a better place to live. If we’re not solving problems, we’re probably wasting our time and the people’s time.”</p>

Gabby, a hometown girl through and through, recently competed at the national competition in Orlando, Florida, where she showcased her talent, passion, and dedication to community service.

Growing up in North Platte, Gabby was no stranger to the pageant world. Her grandfather, a longtime supporter of the Miss Nebraska program, often provided cars to winners, and Gabby spent much of her youth behind the scenes at the pageants. “We’ve hosted girls, done all the things behind the scenes, and then I finally, my senior year of high school, decided to try it out,” Gabby shared. “Now I’m here, and it’s just been amazing, especially being in my hometown.”

When asked about her favorite thing about North Platte, Gabby didn’t hesitate. “I would just say the community and the people,” she said. “I’ve had so much support—more than I even thought I would get—and it’s so surreal and amazing seeing people come together in support of me and my dreams and goals.”

Family and community play a big role in Gabby’s life. She fondly remembers Lake Maloney Golf Course, a spot tied to family memories and local traditions, including the Bob Spady Memorial Golf Tournament. “We’re kind of a golf family, so that course brings a lot of memories for us,” she said.

Outside of pageantry, Gabby enjoys a variety of activities, from Pilates and working out to spending time with friends and family. “I’m kind of a person who just loves different adventures,” she said. “A movie night, a car ride—whatever comes my way, I’m down for it.”

Gabby’s pageant journey began with a desire to honor her late grandfather’s legacy and evolved into a deep passion for advocacy. Her platform focuses on supporting eating disorder recovery, a cause close to her heart. “I was a gymnast my whole life, and as my body changed going through puberty, I struggled with food and self-image,” Gabby explained. “I want teens to know they’re more than their reflection. You’re not broken—you’re becoming.”

Through her advocacy, Gabby works with Nebraska senators to bring legislation supporting insurance coverage for eating disorder treatment to the next session. She also engages with students through programs like the “magic mirror” activity, where young children write positive affirmations about themselves on sticky notes to display on a mirror in their classroom.

Reflecting on her time at nationals, Gabby described it as an unforgettable experience. “Being on that stage with 51 other amazing girls was incredible,” she said. “Words can’t even describe it.” Her talent, a high-energy tumbling routine set to <i>Let’s Get Loud</i>, showcased her gymnastics background and set her apart from other contestants.

Gabby balances her role as Miss Nebraska Outstanding Teen with her studies as a freshman at the University of Nebraska, where she’s pursuing a pre-health major and is active in her sorority. “I’ve really learned how to balance a lot of things,” she said. “This experience is helping me develop skills I know will help me later in life."

Looking ahead, Gabby plans to continue her advocacy, visiting schools across Nebraska, meeting with legislators, and inspiring other teens. She also looks forward to crowning her successor next June, a milestone she describes as both emotional and exciting.

For young people considering entering pageants, Gabby offers encouraging advice: “It might sound cliché, but truly just go for it. Have confidence in yourself and believe you can. Entering this organization will change your life in the best way possible.”

The Mid-Plains Community College Board of Governors met Wednesday night at McCook Community College, covering topics ranging from international art and student engagement to new academic programs and facility improvements.

The meeting began with a special work session featuring the American Watercolor Society’s International Traveling Show, now on display at the Wrightstone Gallery in McCook through October 27. The exhibit includes between 40 and 50 pieces from artists around the world and is the only stop for the show in Nebraska. MPCC President Ryan Purdy noted that the college has already secured the exhibit’s return for fall 2026 and 2027.

During the meeting, board members were introduced to several members of the MPCC community, including advisors of the International Club, which currently includes students from more than 22 countries. The board also met residence life assistants and student trustees Vernon Graham and Jackson DeLaveau, who are helping lead student engagement efforts on campus this year.

New hires were recognized as well, including Dr. Evan Olson, a Gothenburg native and new math instructor in McCook, and Caleb Taylor, the new Business and Community Education administrative assistant. The board also honored Karen Haller, assistant to President Purdy, who is retiring after 26 years with the college.

Among action items, the board approved the creation of a Pickleball Club, reflecting growing student interest in the sport. Purdy said the club will begin at the student level but could expand into a competitive athletic program in the future.

The college also approved the purchase of two 2022 semi-trucks for the CDL training program, expanding the fleet to five vehicles. The additions will allow students to train on both automatic and manual transmissions, preparing them for a wider range of driving opportunities.

In other business, the board accepted a bid from Beverage Construction for just under $85,000 to complete soil work and site preparation on the North Platte campus. The project will prepare space for future student housing, a need driven by rising enrollment.

Enrollment continues to trend upward across all MPCC campuses. Overall enrollment has increased by 8.5% compared to last year — the college’s highest total since 2013–2014. Dual-credit enrollment is up 23%, highlighting the success of partnerships with area high schools.

Students and community members are also encouraged to take advantage of upcoming registration opportunities.

In community news, the North Platte campus will host a Trunk-or-Treat event on October 28 from 5 to 7 p.m. at South Campus. The event is free and open to the public.

MPCC will also celebrate its 60th anniversary this Saturday with a special volleyball game against Otero. A recognition ceremony begins at 1:55 p.m., followed by the first serve at 2 p.m. Admission is free.

Sponsored by NebraskaLand Bank, the annual fall tradition allows families to watch a family-friendly movie while supporting local afterschool programs.

This year’s featured film, Moana 2, was chosen by the community through a social media vote. Gates open at 5:30 p.m., with the movie starting at 6 p.m. 

Families are encouraged to bring blankets, lawn chairs, and snacks, and enjoy tailgate-style concessions including hamburgers and hot dogs. Admission is free, with a suggested donation supporting KIDS Klub.

The event also coincides with National Lights On Afterschool, a nationwide celebration of afterschool programs keeping their “lights on” for students.

 Carrie Lineman of KIDS Klub said, “We want everyone in our community to know that they're invited...just a great way for us to give back to the community that supports us.”

NORTH PLATTE, Neb. — The North Platte City Council worked through a full agenda Tuesday night, approving bond authorizations, new city equipment financing, and forwarding an annexation study for future review.

Mayor Brandon Kelliher recapped the meeting Wednesday morning on Good Morning North Platte on FM 98.1/AM 1410, KOOQ-AM, calling it “a pretty good meeting” — one without conflict and full of progress on ongoing city projects.

Among the consent agenda items, the council approved several liquor licenses, reappointed Joe Staroska to a second term on the Community Redevelopment Authority Board, and renewed a paramedic ride-along agreement with Northeastern Junior College in Sterling, Colorado. Kelliher said the partnership helps with firefighter and paramedic recruitment while giving students hands-on experience.

The council also approved a contract with Routeware, a company providing route-optimization software for sanitation trucks. The technology helps drivers create more fuel-efficient routes and documents collection stops with timestamped photos — a feature Kelliher said helps resolve occasional missed-trash disputes.

Another consent item involved a subdivision realignment on East 11th Street, allowing the Lincoln County Community Development Corporation to prepare lots for future housing construction.

Council members also discussed a property acquisition grant used to purchase and demolish unsafe structures. The city voted to counter an owner’s offer at half the asking price — a move Kelliher said likely means the deal won’t go through.

On the regular agenda, the council held a first reading for Ordinance 4228, authorizing up to $19.5 million in general obligation bonds to cover paving and water district projects completed in recent years. Kelliher explained that the bonds convert short-term “warrants” — essentially one-year construction loans — into longer-term municipal debt with fixed interest rates.

“Municipal bonds lock in the rate for five years,” Kelliher said. “After that, we can refinance or pay them off early if conditions improve.”

Council members also corrected a clerical error in the city’s salary schedule tied to last month’s budget approval. The change did not alter the overall budget amount.

The council approved lease financing for a new Elgin Pelican NP street sweeper, which recently arrived in North Platte. The $277,000 piece of equipment replaces one of the city’s older units, which will remain in service as backup.

Kelliher joked that before his term ends, he hopes to “drive the street sweeper” himself, calling the machine “pretty exciting.”

Finally, council members approved rezoning for property at 4684 and 4602 Rodeo Road, the site of the former drive-in theater on the west side of town. The area, currently zoned for agriculture, will shift to commercial zoning to allow for new business development.

The next North Platte City Council meeting is scheduled for Tuesday, October 21, with possible follow-up discussion on the East Sixth Street annexation proposal.

“It’s been a busy stretch,” Kelliher said. “Between budget work, projects, and regular meetings, there’s a lot happening — but that’s a good thing for North Platte.”

The city voted to counter an owner’s offer at half the asking price — a move Kelliher said likely means the deal won’t go through.</p><h2>Bonds and Budgets</h2><p>On the regular agenda, the council held a first reading for Ordinance 4228, authorizing up to $19.5 million in general obligation bonds to cover paving and water district projects completed in recent years. NORTH PLATTE, Neb. — The Mid-Plains Community College Board of Governors approved the 2025-26 budget Wednesday during a meeting on the North Platte campus while also receiving updates on student life, faculty, and campus initiatives.

The meeting began with public hearings on setting the 2025 property tax requirement and adopting the college’s budget. No members of the public spoke during either hearing. MPCC President Ryan Purdy described the hearings as “pretty uneventful,” noting that most funding now comes from the state-funded Future Fund rather than property taxes.

“Our levy for the second year, our maximum, is $0.02,” Purdy said. “The board elected to stay with the $0.02 capital levy, which has been in place for about the last 10 years. That’s the funding we’re allowed to use for capital construction and facility renovation.”

The college’s total budget for all funds is just under $60 million, with $5.45 million funded through property taxes. MPCC maintains facilities across its 18-county service area, with a combined insurable value of $200 million.

Fall enrollment has increased 9.5%, and dual enrollment is up 24%, which Purdy said benefits students while supporting funding. “Right now in the fall of '25 compared to fall of '24, we’re experiencing about a 9.5% increase in enrollment, which is huge, and will help our funding. Dual enrollment has been fantastic…we’re seeing a 24% increase right now in dual enrollment across the service area,” he said.

Student trustees Vernon Graham of North Platte and Jackson Delevaux of McCook gave updates on intramurals, sports, concerts, and festivals. “It’s fun to hear the things that are going on—the intramurals, the student life, some of the concerts and festivals. Great to have students at the table to get their input,” Purdy said. 

Faculty representative Jesse Lovett highlighted English Department conferences and publications.

Other business included approving August bills totaling $1.4 million, settling a 22-year-old worker’s compensation claim, and carrying forward $18.6 million in unused budget authority. 

The next regular MPCC board meeting is scheduled for Oct. 15 at MCC East Campus in McCook.

NORTH PLATTE, Neb. — Lincoln County will soon roll out a new tool to help combat substance abuse: a real-time Opioid and Stimulant Monitoring System designed to track risk factors, protective factors, and community needs.

Erin Bone, coordinator for Substance Abuse Prevention with Community Connections, said the project is part of a regional effort funded through the Iowa State University Public Science Collaborative. Lincoln County was one of only a handful of counties in Nebraska, Kansas, and Iowa selected to participate.

“This is a huge undertaking,” Bone said. “We’re getting a dashboard that helps us track risk and protective factors within our community. We’re really excited to launch it in the very near future.”

The dashboard will pull data from multiple partners, including Great Plains Health, the Nebraska Department of Health and Human Services, and Stop Overdose Nebraska. That information will allow prevention teams to identify trends—such as age groups, neighborhoods, or language demographics most affected by substance use—and tailor outreach accordingly.

Bone explained that the system won’t collect personal details but will instead provide broad demographic snapshots. “We’re not looking at specific names or addresses,” she said. “It’s very baseline data, but it will help us target how we talk to people and how we get information out there.”

One early finding is that areas north of the railroad in North Platte are underserved, and Bone hopes the dashboard will guide resources where they’re most needed. Data will also measure the effectiveness of local interventions, allowing organizations to adjust strategies in real time.

Community involvement has been central from the beginning. Listening sessions with nonprofits, law enforcement, schools, and health providers helped shape what the system should track and how it should be used. The goal, Bone said, is threefold: reduce overdoses, support at-risk populations, and strengthen local partnerships.

“We want to reduce harm, whether that’s lowering substance use overall or just getting more Narcan into the right hands,” Bone said. “At-risk populations need extra support, and that improves quality of life for everyone. And this is a great way to bring our community partners together.”

Lincoln County is also working to expand access to resources. While only two local pharmacies currently distribute free Narcan, a vending machine stocked with the overdose-reversing medication is expected to be available soon.

Bone encouraged residents to get involved by staying connected online and helping spread the word. “Support doesn’t have to be financial,” she said. “Go to our Facebook, like our stuff, share our stuff. If you want to be more involved, give us a call or stop by our office.”
