LINCOLN — Standing outside the Governor’s Mansion, educators, legislators and other advocates made a final plea Friday for Gov. Jim Pillen to change his mind and participate in a federal program that increases grocery-buying funds for low-income families.

Friday was the last working day prior to the Jan. 1 deadline for Nebraska to join 23 other states in the Summer Electronic Benefit Transfer program, which advocates maintain would help feed 150,000 children when they’re out of school next summer.

“I call on the governor to put politics aside and do the right thing for the right people … in this case, our kids,” Preston Love, an Omaha community activist, told about 30 people gathered outside the Governor’s Residence.

Pillen reiterated Friday that he isn’t changing his mind and is joining neighboring red states South Dakota and Iowa in rejecting the federal funds.

“COVID-19 is over and Nebraska taxpayers expect that pandemic-era government relief programs will end too,” said the Republican governor in a press release.

But, at Friday’s rally, State Sen. Danielle Conrad of Lincoln said “a host” of other avenues are being explored to bring Nebraska the $18 million in federal funds for the summer food program.

Those include seeking a waiver or extension of the deadline to apply, seeking other state or local governments to apply for the money and exploring whether private entities could cover the state’s expected administrative costs of $300,000. Gretna Sen. Jen Day has also pledged to seek a legislative solution in the 2024 session that begins next week.

“Rather than pointing fingers or calling names, we’re going to continue working for Nebraska kids,” said Conrad, a leading Democrat in the nonpartisan Legislature.

The program would put an additional $120 in grocery-buying money into the EBT cards issued to low-income families to buy food over the summer of 2024.

While Gov. Pillen has said he didn’t support “welfare” while rejecting federal funds for the Summer EBT, his family businesses have been recipients of federal aid in the past.

Earlier this year, a Fremont pork-processing plant partially owned by the governor and his family&nbsp;<a href="https://nebraskaexaminer.com/2023/04/29/pork-processor-partially-owned-by-pillen-gets-25-million-federal-grant/">received a $25 million grant</a>&nbsp;to expand operations.

In 2020, Pillen Holdings II LLC received $879,106 in federal agriculture subsidies, according to federal records.

Sixteen businesses associated with the governor got $7.8 million in federal Paycheck Protection Program loans during the COVID-19 pandemic. The companies later returned more than $5 million of those funds, according to the<a target="_blank" href="https://apnews.com/article/coronavirus-pandemic-health-nebraska-columbus-c6a48d95526bac6553f4f4a9cb802732">&nbsp;Omaha World-Herald.</a>

Following Pillen’s Dec. 19 decision not to participate in the program, the governor stated that he doesn’t “believe in welfare.”

At Friday’s rally, speakers criticized that characterization of the food aid.

“Why would we even question that people and children deserve food?” Jenni Benson, the president of the state teacher’s union, the Nebraska State Education Association, asked at the rally.

Omaha Sen. Tony Vargas said one concern he’s been hearing from legislative colleagues is why Nebraska is turning down $18 million in federal funds that had been contributed by state taxpayers.

He said that there’s a “moral obligation” to take care of our neighbors, but also a need for the state to obtain all the federal funds it deserves.

“For $300,000, we’re getting a 60-to-1 return on our investment,” Vargas said.

In recent days, the call for Pillen to change his mind has ramped up.

On Friday, Nebraska Appleseed, which advocates for the poor, submitted a petition signed by 6,144 people&nbsp;from 230 Nebraska communities calling on the governor to participate in the Summer Electronic Benefit Transfer (EBT) program.

The petitions included comments from several families who said that they were struggling to make ends meet and that the extra food aid in the summer would make a big difference while their children aren’t getting fed at schools.

“Summer hunger is a regular and heart-wrenching event for families and children. Support, like the kind offered through Summer EBT, can help more children get the food they need in all corners of our state,” said Eric Savaiano, manager of Appleseed’s food access efforts, in a press release.

In addition, the City of La Vista sent a letter Thursday, signed by the mayor and all eight members of its city council, urging Pillen to reconsider.

The letter stated that 52% to 67% of children in three Title 1 schools in La Vista would qualify for the additional grocery aid and that an existing summer food aid program at schools — which Pillen has suggested is sufficient — operates for only one out of the three summer months.

“The educational, health and behavioral benefits of providing stable access to food resources to Nebraska children will far outweigh the projected (administrative) costs” of the Summer EBT program, the La Vista letter stated.

Pillen, in a press release Friday, said his refusal of the EBT program “does not mean that hungry kids will lose access to summer nutrition programs.”

He cited the existing USDA Summer Food Services Program, pointing out that children are fed “on-site by trained program providers” that ensure “healthy meals and snacks, as well as access to educational and enrichment activities.”

Advocates at Friday’s rally, however, said that the existing program is inadequate, and doesn’t reach thousands of kids who don’t participate in summer school or camps. They add that Nebraska&nbsp;<a href="https://nebraskaexaminer.com/briefs/omaha-man-launches-vigil-at-governors-residence-as-pillen-proclaims-that-he-doesnt-believe-in-welfare/">has the lowest participation rate</a>&nbsp;in the current summer school food program, and that sites for such meals have been declining.

Gov. Pillen Reiterates State Won’t Take S-EBT Funds

LINCOLN — The accidental cutting of a landscape irrigation line in Lincoln’s Centennial Mall sparked a cascading series of events in September that led to a 4½-hour outage of 911 systems in southeast Nebraska.

That was the testimony Thursday by an executive of Windstream, a telecommunications provider, during a hearing to explore why access to emergency responders was cut off Sept. 2-3 to thousands of customers in southeast Nebraska.

The outage, along with an Aug. 31 outage reported by Omaha-based Lumen, prompted the Nebraska Public Service Commission, which regulates the state’s 911 services, to<a href="https://nebraskaexaminer.com/2023/09/05/state-agency-to-probe-why-911-network-backup-systems-failed-to-work/">&nbsp;launch an investigation.</a>

On Thursday, the commission took testimony concerning the Windstream outage in September and another on Nov. 28. A second PSC hearing, on Jan. 4, will take testimony about a 10-hour 911 outage linked to&nbsp;<a href="https://nebraskaexaminer.com/2023/12/06/agency-assures-state-senators-that-finding-the-cause-of-911-outages-is-top-priority/">Omaha-based Lumen on Aug. 31.</a>

Brad Hedrick, a regional president for Windstream, told the PSC that a contractor installing a natural gas line accidentally cut a drip-irrigation line, probably on or just after Aug. 28. The line watered landscaping on Centennial Mall, near Windstream’s main office at 14th and M Streets in downtown Lincoln.

The cut wasn’t reported, Hedrick said, and the leaking water eventually made its way into a rarely visited, underground vault holding electric transformers, sparking a fire and an explosion Sept. 2, which led to a power outage at the Windstream office.

“Water on a huge amount of power is bad,” he told the PSC.

A backup generator later failed, and then a battery system was drained, leading Windstream to shut down some phone switching equipment that fed emergency calls into 911 centers.

The shutdown, Hedrick said, avoided a total “crash” of the telephone systems and a more widespread outage.

In response to the calamity, he said Windstream has contracted with a Lincoln firm to provide a replacement generator, if needed, closer by. In September, Hedrick said the closest replacement was in Des Moines.

He outlined other changes the company has made to increase redundancy in its equipment and to avoid future 911 outages.

Hedrick told the PSC that the 70-minute outage in November was caused by a manufacturing “bug” in equipment and the failure of an alarm, and that those systems are being replaced.

Lumen officials have said that two separate accidental cuts in fiber optic lines in Minneapolis and Omaha on Aug. 31 blocked calls from being received by more than half of the state’s 68 911 centers for about 10 hours.

David Sankey, the PSC’s director of the 911 department, told commissioners Thursday there had been “a number” of similar outages during his seven years in the job.

He has previously said that the 911 centers have been operating properly and that the problem was that calls could not be received by 911 operators during the recent outages.

The Public Service Commission will issue a report on its findings sometime after next week’s hearing.

(NORTH PLATTE, NEB.)&nbsp;&nbsp;— Troopers with the Nebraska State Patrol have apprehended the suspect of a shooting investigation. The shooting occurred in Saratoga, Wyoming on December 16.

Wednesday evening, NSP received information that a suspect wanted in connection with the shooting may be traveling through Nebraska. At approximately 10:20 p.m. a trooper located the vehicle in which the suspect was believed to be traveling, a BMW SUV, as it was driving westbound on Interstate 80 near Gothenburg, near mile marker 210.

The shooting occurred in Saratoga, Wyoming on December 16.Wednesday evening, NSP received information that a suspect wanted in connection with the shooting may be traveling through Nebraska. At approximately 10:20 p.m. a trooper located the vehicle in which the suspect was believed to be traveling, a BMW SUV, as it was driving westbound on Interstate 80 near Gothenburg, near mile marker 210.The trooper performed a traffic stop and took the suspect into custody without incident. This creates a barrier to care for new and high-need members who may need additional dental care. Removing the dental benefit maximum will improve access to care for our members and remove an administrative obstacle for dentists across the state.</li><li>Interruption of denture treatment:&nbsp;Acquiring dentures can be a long and expensive process. The current reimbursement policy only provides for payment when the process is complete. Nebraska Medicaid suggests reimbursing dentists over time for each step of the process. This will ensure that dentists can receive payment for the work they complete even when the full process cannot be completed.</li><li>Asymptomatic wisdom tooth extraction:&nbsp;Nebraska Medicaid proposes to bring our policy in greater alignment with commercial plans and cover the extraction of asymptomatic wisdom teeth based on the judgment of the provider. This change will help members proactively prevent later health issues and align with the current standard of practice for wisdom tooth extraction.</li><li>Services provided by Public Health Dental Hygienists:&nbsp;In 2024, public health dental hygienists will be reimbursed for select services they provide to Medicaid members. This will help improve dental access and dental health. Nebraska Medicaid Announces Public Hearing For 2024 Dental Changes

&nbsp;(LINCOLN, NEB.)&nbsp;&nbsp;— Governor Jim Pillen recognized two law enforcement officers for their life-saving actions following a crash on Thanksgiving evening.

On Thursday, November 23, at approximately 9:45 p.m., the Lincoln County Sheriff’s Office received a report of a two-vehicle crash on Interstate 80 near mile marker 163. Trooper Alex Coffman was the closest to the scene and responded immediately. Trooper Coffman located the two vehicles on their sides and partially submerged in the water of Fremont Slough. Trooper Coffman found two young boys standing in the freezing water and carried them to his patrol vehicle to get warm.

When he returned to the vehicle, the kids’ mother was yelling that another child was still inside the vehicle. Lincoln County Deputy Tyler Schultz arrived at the scene and assisted Trooper Coffman as they tried to extricate the one-year-old girl from the vehicle. The girl was still buckled into her car seat and was partially submerged in the water.

Trooper Coffman and Deputy Schultz both entered the freezing water to reach the girl. Coffman submerged himself to get inside the vehicle and cut the seat belt away. Deputy Schultz was then able to pull the girl out of the vehicle through a broken window.

Governor Pillen and Nebraska State Patrol Colonel John Bolduc presented the NSP Life Saver Award to Trooper Coffman and the NSP Public Service Award to Deputy Schultz for their heroic actions on Thanksgiving evening. All parties involved in the crash were transported to the hospital and treated for non-life-threatening injuries.

“Across our great state, law enforcement officers and first responders commit many acts of heroism, often without fanfare or recognition,” said Gov. Pillen. “Today’s honorees – Trooper Coffman and Deputy Schultz – represent the dedication and selflessness that defines all who serve and protect Nebraskans, each and every day.”&nbsp;

The NSP Life Saver Award is presented to NSP personnel for their actions to preserve life while responding to a life-or-death situation. The NSP Public Service Award is presented to non-NSP personnel, including civilians, for heroic actions.

Lincoln, NE – December 27, 2023 – Due to high sales, the Multi-State Lottery Association has increased the estimated jackpot amount for the Wednesday, December 27 Powerball drawing to $700 million or $352.3 million with the cash option selected.

The Powerball jackpot starts at $20 million and continues to grow each drawing until it is won. There have been 32 consecutive Powerball drawings since October 14 without a jackpot winner.

Ten jackpots ranging from $2.5 million to $365 million have been won in Nebraska since the Nebraska Lottery began offering Powerball in July of 1994. The largest Powerball jackpot won in Nebraska occurred in February 2006 when a group of eight coworkers at the ConAgra Foods ham and corned beef plant in Lincoln split a $365 million jackpot.

Powerball® Jackpot Increased for Wednesday Drawing

Highway 30 Ogallala to Chappell is officially open. This stretch of road was the last main closure on the western side of the state as NDOT crews work to get the roads plowed.&nbsp;

The past few days, Nebraska was hit with a winter storm with blizzard conditions causing road closures for I-80 and Highway 30. The closure began from Paxton to Big Springs due to low visibility on I-80. As the day progressed, I-80, along with Highway 30 would extend the closure east and west to eventually closing from Kearney to the Wyoming state line last night.

I-80 and Highway 30 eastbound would open up this morning from Ogallala. I-80 would open up eastbound and westbound around 9:40am CT/8:40am MT. NDOT crews worked on highway 30 west of Ogallala. Crews eventually had the road open fully westbound from Ogallala sometime after 1:00pm CT/12:00pm MT.

NDOT says use caution and patience as you get back on the roads - winter driving conditions still remain, so take it slow, turn off cruise control and watch out for plows.

Motorists were stuck in communities and needed a place to stay during the winter storm. In North Platte, after hotels reached capacity, the North Platte Rec Center opened up its door for motorists who needed a place to go. Ogallala's Prairie View School would open their doors up for anyone who was stranded and welcomed over 130 visitors.

LINCOLN — Efforts to bolster the arts, recreation and food in McCook have garnered national recognition for the southwest Nebraska community.

Food &amp; Leisure magazine, in its annual&nbsp;<a target="_blank" href="https://www.travelandleisure.com/americas-best-small-towns-2023-7643148">“best small towns” feature</a>, named McCook runner-up as the best small town for food and culture, right behind Los Olivos, California.

The magazine cited McCook, population 7,356, for its landmark Sehnert’s Bakery, the first James Beard Award-winning eatery in the state, the “striking” 6th Floor Project art gallery atop the town’s tallest building, and its 26-year-old Buffalo Commons Storytelling and Music Festival.

The art gallery is the work of Chad Graff and Joanne Falkenburg, who moved back to Nebraska in 2021 after successful careers in California.

They opened the 6th Floor Project, a contemporary art gallery, on the top level of the century-old Keystone building. In October, they opened another gallery, the ArtBank, in a former Wells Fargo Bank.

The Nebraska Department of Economic Development, in a press release, cited several other developments underway in the community.

Charlie McPherson of the McCook Economic Development Corporation told the DED that the community has focused on “quality of life” projects that help convince people to stay or move to McCook.

“We have a safe community, good school systems and projects underway in education, housing, arts, and music. There’s a lot to be excited about, a lot of momentum,” McPherson said.

 <li>The opening of&nbsp;<a target="_blank" href="https://www.mccookfoundation.org/turning-a-dream-into-reality">Norris Alley</a>, an open-air plaza that hosts plays and concerts.</li><li>Completion of a 100-foot-long mural, depicting the community’s history and culture.</li><li>The designation of a “McCook Creative District” by the Nebraska Arts Council.</li><li>Construction of a&nbsp;<a target="_blank" href="https://www.mccookfoundation.org/swimming-pool-great-example-of-mccook-on-the-move">brand-new outdoor aquatics facility,&nbsp;</a>&nbsp;replacing a community pool built in 1937.</li><li>A $16 million capital campaign to upgrade the local YMCA.</li><li>Expansion of a local business park by 35 acres and arrival of Performance Plus Liquids, a new business in the park.</li><li>Construction of additional, affordable housing.</li>

Governor Pillen Releases Christmas & New Year’s Message

Thirty-one nominations were received this season for the Beauty of the Holidays lighting competition, organized by Keep North Platte and Lincoln County Beautiful and the&nbsp;North Platte Bulletin.

There is no shortage of Christmas spirit this year, with heartwarming displays in yards and homes all around the city.

“We love this time of year. Getting out and seeing all of the effort people put into spreading joy, gives us all the Christmas spirit,” KNPLCB Executive Director Mona Anderson said.

Bulletin&nbsp;Publisher George Lauby thanks everyone who puts up Christmas lights and goes to the extra effort to make the holidays extra beautiful.

“It gives us a lot of cheer,” he said.

This year’s prizes are generously sponsored by Brothers Tavern, Menard’s, Schaben Sanitation, and Cody Keno.&nbsp;

Fifteen community judges traveled more than 25 miles in North Platte and beyond to rank each nominated display on curb appeal, balance, theme, and maintenance.

Some of the judge’s comments include: “Stunning and gorgeous,” “Loved the Santa in the window.”&nbsp; “It was so cool, we had to get out of the car to walk through it.”&nbsp;

The sponsors have made it possible to give cash prizes for the first-place winners in each ward, to encourage the continuation of community spirit and beautification through the holiday seasons.
