&nbsp; At about noon on 11-1-23 deputies were dispatched to West Stark Rd, which is northwest of Hershey.  It was reported that there was an abandoned vehicle in a pasture.  Nearby residents had noticed it there earlier in the day and now had noticed an unidentified male walking in the area.  They checked the vehicle and found that it was disabled in a small washout. 

Deputies determined that it had been stolen from Bridge Street Auto in North Platte.  The residents reported that they approached the male, but he ran into a nearby corn field.  Deputies could not locate the male, so NSP was dispatched for assistance.  They responded with a drone, manpower and K-9.  The male was located near Birdwood Creek.  He refused to comply with orders to come out of the field.  Less lethal pepper balls were used and had little effect.  The K-9 was deployed as a warning, but he continued to defy the orders.

 As officers approached him to affect an arrest, he became physical, and the K-9 took action.  In an effort to defeat the dog the suspect bit the dog on the face.  The best biter prevailed, and the suspect was handcuffed and arrested.  He was given medical attention for bite injuries on scene and at the hospital.  The K-9 did not require medical attention.  He was identified as Roman Reyes,  DOB 12-27-84. 

 No known address.  He was believed to be under the influence of drugs.  He has had a lot of contact with the law in the recent past.  He was charged with Theft, Possession of Stolen Property,  Resisting Arrest and Harassing a Police Animal.&nbsp;&nbsp;

OMAHA, Neb. (AP) — Union Pacific is trimming the ranks of the railroad's management employees as part of the&nbsp;<a href="https://apnews.com/article/union-pacific-ceo-jim-vena-railroad-23365ccd844a91a7ba9d0cfd6b36fe0b">new CEO's push</a>&nbsp;to eliminate layers of bosses involved in decision making.

The railroad, based in Omaha, Nebraska, said Wednesday that it is eliminating less than 5% of its roughly 5,600 management jobs.

Everyone who is losing their job was encouraged to either apply for a job helping operate or maintain Union Pacific's trains or to stay on for several months to help tackle one of about a couple dozen special projects.

Fewer than 275 management jobs were being eliminated, but the final number of cuts will depend on how many managers take other jobs with the railroad.

<a href="https://apnews.com/article/union-pacific-railroad-ceo-jim-vena-06b2fbdf515e7f5aa8d82c0b2cafbc88">CEO Jim Vena</a>&nbsp;made streamlining the organization one of his first priorities after taking the job in August.

“You can’t have nine levels from the CEO to the people who actually do the work and expect that the message is clear, the decisions are made clear and there isn’t some hiccup in the decision,” Vena&nbsp;<a href="https://apnews.com/article/union-pacific-railroad-thirdquarter-earnings-0ad0474a2bbf4dc0d29c0e1c880aa101">told investors</a>&nbsp;last month. “And I want to drive it so that we have way less layers. And that means with less layers, the people out in the field are empowered to make the right decision.”

A spokeswoman for the railroad said Wednesday that the management layoffs are part of the larger effort to change its culture and “focus on empowering employees on the front lines to drive decision-making.”

Before the layoffs announced Wednesday, Union Pacific eliminated about 100 operating jobs recently in response to a decline in the number of rail shipments with the economy in flux.

But both sets of job cuts represent a relatively small part of Union Pacific's total workforce of about 33,000. The railroad is one of the nation's largest, operating more than 32,000 miles (51,499 kilometers) of track in 23 Western states.

These latest cuts are also much smaller than the ones Union Pacific made after it started overhauling its operations in 2018 to rely more on fewer, longer trains that operate on a more set schedule. Before those changes began, the railroad employed more than 44,000 people. Those bigger cuts that UP and all the major railroads made over the past six years have been criticized by labor unions who say they left the workforce spread too thin to keep up with crucial preventative maintenance and inspections. The railroads say the cuts simply helped them become more efficient and they need fewer workers today because they're using fewer locomotives and railcars to haul a similar amount of freight.

The head of the Federal Railroad Administration&nbsp;<a href="https://apnews.com/article/union-pacific-railroad-safety-fra-defects-a3727942095fc3bd585b42d60c45fa6e">questioned the wisdom</a>&nbsp;of the recent cuts of train crews and maintenance personnel in a letter to Vena after federal inspectors found hundreds of problems when they visited Union Pacific's massive railyard in western Nebraska this summer.&nbsp;<a href="https://apnews.com/article/palestinian-territories-ohio-canada-business-accidents-d57651e17b2f9e0163c50298106950a3">Safety</a>&nbsp;has been a&nbsp;<a href="https://apnews.com/article/railroad-safety-derailments-tank-car-ohio-minnesota-c60f33b64e9c7dc05768a78ae20f3ce5">concern</a>&nbsp;across the industry after a Norfolk Southern&nbsp;<a href="https://apnews.com/article/politics-pete-buttigieg-evacuations-ohio-explosions-64908a6416662b5866809387f210aee5">train derailed</a>&nbsp;in eastern Ohio in February, spilled hazardous chemicals and caught fire.

Mid-Plains Community College’s scholarship application is now open. Students can access the form at&nbsp;<a href="https://mpcc.awardspring.com/" target="_blank">mpcc.awardspring.com</a>&nbsp;or through their MyMPCC student portal.

Those planning to attend MPCC during the 2024-25 academic year have until March 1 to turn the application in. More than $1 million&nbsp;worth of funds in academic and program-focused areas are up for grabs.

New this year, applicants must first apply for admission to MPCC before completing the scholarship application. The login is tied to a student’s MPCC login information to provide a seamless application experience.

Students will be able to see within their&nbsp;scholarship&nbsp;account what scholarships they qualify for and track the progress of their applications. Those who receive an award will be notified through the system&nbsp;and via email. They can then log in to accept or decline the scholarship.

Post News Director Canon Rath chatted with Shelli Arensdorf about the upcoming Cowboy Christmas Gift Show that is taking place this weekend in North Platte.&nbsp;

NORTH PLATTE - The Cowboy Christmas Show is gearing up for busy weekend when they welcome over 100 vendors to the D&amp;N Event Center this Saturday and Sunday (Nov. 4th and 5th.) On Saturday, the event will run from 9:00am to 6:00pm (central time) and on Sunday from 9:00am - 4:00pm (central time). Admission for the event is to bring in a non-perishable food item for the Food Pantry. Concession will be provided by the Hershey 6th graders as part of a fundraiser for their Florida trip.&nbsp;

The Hot Sheets: November 1st, 2023

CITY OF NORTH PLATTE WATER DEPARTMENT&nbsp;

N.D.E.E. Nebraska Department of Environment and Energy requires public water systems that have two or more coliform positive samples in a month to undergo an inspection of the water system. The North Platte Water system has been inspected three times in the past two months. Results of these inspections identified two possible causes of the positive samples, the first was a larger than normal amount of flushing of fire hydrants in the area where the positive samples were collected. The second was we were provided a different style sample bottle with a flip cap by our lab.&nbsp;

The positive samples were collected from the middle section of the north side of town. That area has a history of higher water temperatures due to its small size water mains and limited usage. That is why we over flushed the hydrants in that area and may have cause this problem.&nbsp;

As a result of the positive samples The Nebraska Department of Environment and Energy (NDEE) is requiring the North Platte Water Department to chlorinate our drinking water system beginning November 6th, 2023. Once the system has reached the minimum chlorination level of .20 mg/l at the furthest section of the system, our mandatory thirty (30) day period will begin. Chlorination will end as soon as we have fulfilled this requirement. We are required to test and document the level of chlorine in the water every day. If the level falls below the mandatory .20 mg/l at any time during the 30-day period, we are required to start the 30 days over again. Those with chlorine sensitivities should take the proper precautions.&nbsp;

Two positive samples in one month constitutes a violation. Our water system had that situation in late September and again in early October. Coliform bacteria are neither harmful nor considered a health hazard. Coliform bacteria are naturally found in the air, the ground, and in water. Coliform bacteria are easy to identify and are used as an indicator that harmful bacteria could be present in the water. There haven't been any harmful bacteria identified in our water samples.&nbsp;

The 2023-2024 campaign helps support those agencies throughout the year. Also, Mid-Plains United Way is gearing up to have activities, one example is Christmas wrapping, is coming up.

Southwest Nebraska Public Health Department (SWNPHD) will be offering Vaccines for Children at public clinics in November.&nbsp; Anyone two months of age and older are invited to get their vaccinations. Flu shots will be offered at all clinics in November for anyone six months of age and older. Now is the perfect opportunity to get a flu shot before the flu starts circulating.

Hayes Center-Tuesday, November 7th, 4:00-5:0o pm at Hayes Center Elementary Cafeteria.

Curtis&nbsp;– Monday, November 13th, 4:30-5:30 pm at Medicine Valley High School.

KLFD hosted its annual 2023 chimney sweep

North Platte, NE: Eric Stearns returns to his hometown on November 3rd for the opening reception of his latest ceramic work in a show titled&nbsp;Ra•ku.&nbsp;You are welcome to meet the artist during the 5:30 - 7:30 pm reception at the Prairie Art Center.&nbsp;

"Ra•ku&nbsp;showcases my latest exploration into color palettes inspired by the world around me," says Eric Stearns. "Although this body of work features my pierced and raku-fired ceramics you may already know, the forms and colors are fresh and unique."

Raku is a method of quickly firing ceramic artwork. Eric removes the pieces from the kiln at 1450° F, when they're still red hot. The art is given about a minute or two to cool before placing it in a metal container with a few sheets of newspaper. The paper ignites and smokes then the container is closed. 

The reduction atmosphere affects the glaze colors and the smoke turns unglazed parts of the clay black. The drastic thermal shock also produces cracking in the glaze —known as crazing since it is deliberate. The piece is removed from the container once cool and cleaned up to remove residual soot and ash, revealing the brilliant glazes.&nbsp;

&nbsp;Born and raised on a ranch near North Platte, Nebraska, Eric Stearns earned a Bachelor of Arts Degree with a Professional Emphasis in 2003 from Doane College in Crete, Nebraska. After college, he opened his first studio, Stearns Ceramics, in North Platte, NE.

After teaching full-time, as well as assisting his family on the ranch, Stearns decided to commit more fully to his art and received a Master of Fine Arts at Fort Hays State University in 2008 studying under Linda Ganstrom. He is now Associate Professor of Art and Chair of the Department of Art and Design at Doane University in Crete, Nebraska.

 </figure>What is Ra•ku?Raku is a method of quickly firing ceramic artwork. Eric removes the pieces from the kiln at 1450° F, when they're still red hot. The art is given about a minute or two to cool before placing it in a metal container with a few sheets of newspaper. The paper ignites and smokes then the container is closed. The reduction atmosphere affects the glaze colors and the smoke turns unglazed parts of the clay black. The drastic thermal shock also produces cracking in the glaze —known as crazing since it is deliberate. ERIC STEARNS RETURNS TO NORTH PLATTE TO SHOW HIS LATEST ARTWORK

(North Platte, Neb.) — Weather permitting, work will begin Nov. 6 on N-21, at reference&nbsp; post 13+19, according to the Nebraska Department of Transportation.&nbsp;&nbsp;

Paulsen, Inc. of Cozad is the contractor for this project. Work includes removing an existing bridge and constructing a concrete box culvert and concrete pavement. Construction and removals will be phased&nbsp; to accommodate a single lane of traffic controlled by temporary traffic signals. An 11-foot width restriction&nbsp; will be in effect. Anticipated completion is April 2024.&nbsp;&nbsp;

The purpose of this project is to preserve the transportation asset, improve the reliability of the&nbsp; transportation system and perpetuate the mobility of the traveling public.&nbsp;&nbsp;

Motorists are reminded to drive cautiously in and near work zones, to buckle up, and to put phones&nbsp; down.&nbsp;&nbsp;

Just before 12:00pm (yesterday), McCook Dispatch received a report of an airplane crash just 1/8 of a mile southwest of McCook Ben Nelson Airport property. There were two occupants in the airplane, one of which was found deceased and the second occupant was transported to the Community Hospital of McCook with injuries.

City of McCook personnel were on scene of the crash and have contacted the appropriate federal agencies. The local agencies that responded are City of McCook Police Department, City of McCook Fire and EMS, City of McCook Public Works, Red Willow County Sheriff's Office, Nebraska State Patrol, Red Willow Western, Nebraska Public Power, Black Hills Energy and the Red Cross.

The crash site has been secured and will be maintained until investigators from the appropriate agencies arrive. The accident site has been condoned off and the public is discouraged from driving through the area. The occupants' names from the airplane are being withheld pending notification of their families. No additional information will be released at this time.

KEARNEY – The statistics are staggering.

Nearly 1 in 5 Nebraskans have a mental illness, yet access to behavioral health resources remains extremely limited in many parts of the state. All but five of the state’s 93 counties are designated as mental health professions shortage areas and 29 counties don’t have any behavioral health providers.

“The need is great, especially in rural Nebraska,” said Krista Fritson, a licensed clinical psychologist and professor in the University of Nebraska at Kearney’s Department of Psychology.

In Kearney, for example, she notes that it can take anywhere from a couple weeks to a couple months to access certain behavioral health services. That’s a problem, especially with rates of anxiety, depression and other mental health conditions on the rise since the COVID-19 pandemic started.

Recognizing this shortage back in 2009, the state Legislature created the Behavioral Health Education Center of Nebraska (BHECN) to help recruit, train, support and retain mental and behavioral health professionals. BHECN is based at the University of Nebraska Medical Center in Omaha, with rural sites at UNK, Chadron State College and Wayne State College.

This collaboration between the Legislature, academic institutions and community partners has made a positive impact, with the state’s mental and behavioral health workforce growing by 38% from 2010 to 2020. However, there’s still a lot of ground to gain.

“Given the fact that 88 of Nebraska’s 93 counties are designated as mental health professions shortage areas, these programs and the support for our students and mental health providers are crucial in order to continue to increase the number of professionals in Nebraska,” Fritson said.

In addition to her role as a faculty member, Fritson serves as director of the BHECN location at UNK, where a new pilot program is building on this momentum. The&nbsp;<a href="https://www.unmc.edu/bhecn/career-pathways/student-trainee-opportunities/bhop.html">Behavioral Health Opportunities Program</a>&nbsp;(BHOP) was launched this summer to continue expanding and enhancing this professional pipeline.

Similar to the&nbsp;<a href="https://www.unk.edu/academics/health_sciences/scholarshipprograms.php">Kearney Health Opportunities Program</a>&nbsp;(KHOP), a successful partnership between UNK and UNMC that recruits and trains future health care professionals, BHOP is designed as a pathway program for students seeking behavioral health careers in Nebraska. Unlike KHOP, students in the behavioral health program can complete their entire education through UNK, starting in the&nbsp;<a href="https://www.unk.edu/academics/psychology/index.php">undergraduate psychology program</a>&nbsp;before advancing to the&nbsp;<a href="https://www.unk.edu/academics/csp/clinical-mental-health-counseling.php">clinical mental health counseling master’s program</a>.

Participants receive BHECN-funded financial assistance – covering 100% of tuition and most student fees during the final year of their undergraduate program and 25% of tuition during their first three years in the master’s program – and they’re eligible for additional funding to support conference travel and other professional development activities.

The inaugural cohort is comprised of six UNK students selected – two from the master’s program and four undergraduate seniors. As members of the same “learning community,” these scholars participate in monthly activities that allow them to build relationships and professional skills, including recent sessions that focused on equine therapy and meditation and mindfulness.

They also receive one-on-one mentorship from licensed behavioral health professionals currently working in the field, as well as opportunities for job shadowing and internships.

“For me, the most important thing is the real-world experience,” said Robyn Springer, a BHOP participant and graduate assistant for BHECN. “There are things you can learn from a book, but until you actually get out there and dip your toes in the water, you don’t know what it’s really like.”

Springer helped run a local roofing business for nearly three decades, then she went through a divorce and decided to return to school in search of “something different.”

“Once I started the psychology program, I realized I was home,” she said. “This is where I belong. I just love it.”

She earned her bachelor’s degree from UNK in May and is currently pursuing a master’s through the clinical mental health counseling graduate program. Along with the support system she has through BHECN and UNK, Springer has gained knowledge and professional connections by shadowing local therapists.

“That helps tremendously. We’re still students, so there are so many questions that we have about getting into this field,” she said.

“The experiences BHOP provides will allow us to begin our careers with so much more confidence, which is huge,” she added. “This program definitely provides that leg up.”

Moving forward, Fritson hopes to see BHOP incorporate other academic programs, such as social work, and expand to additional institutions across the state.

“We know that we have six individuals who are going to be master’s-level therapists in this area in three or four years because of this program,” she said. “That’s the kind of progress we need in order to improve access to care and the quality of care for Nebraskans.”

New program prepares UNK students to serve state as behavioral health professionals

On 10-30-23, A small dedication was held at the North Platte Animal Center for the new “Meet &amp; Greet” area.   This area is designated for people looking to spend time with an animal up for adoption.  This area is fenced in and has a covered patio. 

   People can bring their dog to the “Meet &amp; Greet” area and allow them to run/play with the potential dog as well. This project was made possible by the City of North Platte, Mid-Nebraska Community Foundation, Pawsitve Partners and New Harbor Construction.&nbsp;&nbsp;

North Platte Animal Center held a dedication for new "Meet & Greet" area

RED WILLOW COUNTY, Neb. —One person died in a small plane crash just before noon Monday in southwest Nebraska.

The small plane crashed 1/8 of a mile southwest of the McCook Ben Nelson Regional Airport property, according to McCook City Manager Nate Schneider.&nbsp;

There were two occupants in the airplane. First responders found one deceased, and the second occupant was transported to the Community Hospital of McCook for treatment.

City of McCook personnel were on the scene of the crash and have contacted the appropriate federal agencies.&nbsp;

Officials secured the crash site and it will be maintained until investigators from the appropriate federal agencies arrive.&nbsp; Officials have not released names of the pilot or passenger.&nbsp;&nbsp;
