The North Platte Public Schools Foundation again will present Dancing with the Local Stars on Friday at the North Platte High School Performing Arts Center.

The red carpet will begin at 6:30 p.m. with the show beginning at 7:30 p.m.

Dancing with the Local Stars returns in North Platte

Winter weather will be making its return to Nebraska this week, the National Weather Service in North Platte warned.

Lincoln County was added to the winter storm watch area Monday afternoon.

There is a slight chance of snow after midnight Tuesday, increasing to a 70 percent chance of snow by Wednesday. Winds will pick up Wednesday, with sustained winds of 20 to 25 mph and gusts up to 30 mph.

Snow and blustery conditions will continue through Wednesday night. Skies will clear Thursday, the NWS said, but the daytime high will drop to the single digits and the overnight low is expected to be well below zero.

UPDATE: Lincoln County under winter storm watch

Universal masking is recommended at all Great Plains Health facilities,
 although no longer required for patients, visitors and employees at the
 present time.

This
 decision comes after consideration of community transmission of 
COVID-19 in Lincoln County. Transmission is no longer at a high level right now and
 has been sustained for two weeks, according to the CDC’s <a href="https://covid.cdc.gov/covid-data-tracker/#datatracker-home" target="_blank">COVID Data Tracker</a>.

Should
 community transmission rise to a high level again, required 
universal masking will be immediately reinstated. Any updates will be 
shared through
 social media and by staff at the Great Plains Health facilities that 
patients visit.

Great
 Plains Health will continue to offer masks at all entrances for those 
who wish to wear one, or if required universal masking policy is 
reinstated.


Great
 Plains Health follows rigorous infection control standards and ongoing 
mitigation strategies that meet requirements set by regulatory agencies,
 including
 the Centers for Medicare and Medicaid Services. Adhering to the 
regulations enables GPHealth to provide care to patients under the 
Medicare and Medicaid programs.

“Patient
 safety is our top priority, and masking was a key tool in ensuring that
 we helped protect vulnerable populations within our facilities 
throughout the
 pandemic,” said Ivan Mitchell, chief executive officer, Great Plains

Ricketts highlights benefit of ethanol-blended fuels

On Sunday, the Shrine Bowl of Nebraska Board of Directors released the
 rosters for the 65th Nebraska Shrine Bowl Game and introduced the teams
 at their annual Player Press Conference at the Scottish Rite Center in 
Lincoln, Nebraska.

Head Coaches together with their Associate Head Coaches and Assistant
 Coaches, each chose from nominated seniors in their designated regions 
to represent their respective high schools, as well as North or South, 
in the 2023 Nebraska Shrine Bowl.

Caleb Kinkaid and Kolten Tilford of North Platte were named to the team.

The Shrine Bowl of Nebraska is the state’s premier high school 
all-star sports event.&nbsp; It is a 501(c)(3) non-profit that produces 
annual events and related activities to raise funds and awareness to 
benefit Shriners Children’s. Since its inception in 1958, the Nebraska 
Shrine Bowl has annually donated more than $2M to Shriners Children’s. 
Last year, the Nebraska Shrine Bowl raised more than $100,000 for 
Shriners Children’s.

Mid-Plains Community College’s Mathematics and Science division has received an approximately
                              $5,000 grant to assist in the development of an affordable data logger that farmers
                              can use to monitor soil moisture content.

The grant will cover the cost of prototype parts and about 400 hours’ worth of development
                              and testing.

Funding came from Nebraska’s Established Program to Stimulate Competitive Research
                              (EPSCoR), the mission of which is to build the state’s research capacity and competitiveness,
                              invest in workforce development - especially for underrepresented groups, and foster
                              public-private partnerships in science, technology, engineering and mathematics as
                              well as biomedical research.

Juan Zanguitu, a freshman at MPCC, started the project as part of an Engineering Communications
                              course. He wrote the grant proposal with assistance from math and physics instructor
                              Jared Daily and Kristin Borman, grants coordinator.

“Agricultural producers depend on data-driven decision making more than ever before
                              in this technologically dependent world,” Zanguitu said of why he embarked on the
                              project. “New and improved, commercially available sensors and data loggers flood
                              the market each year, and the prices reflect the profits to be made. However, smaller
                              producers and farmers in developing nations tend to use technology less, in part due
                              to economics.”

His thought was that a low-cost, open-source, universal data logger would allow small
                              producers and farmers in developing nations to implement technology into their operations
                              at a cost conducive to more efficient and effective farming and business practices.

“This project involves the development of such a data logger using existing microcontroller
                              technologies and readily available components to limit cost of materials and production,”
                              Zanguitu said. “The data logger will be designed to interface with a variety of existing
                              sensors and products, and it will also be customizable for use with other devices.
                              All of the devices and software developed in the project will be maintained as open-source
                              products for anyone to use and improve.”

Assisting producers in developing nations is something near and dear to Zanguitu’s
                              heart. He was raised in the Argentinian town of 30 de Agosto, which has about 7,000
                              residents.

“I’m inspired to help countries like mine with limited agricultural resources.” Zanguitu
                              said. “This data logger will allow researchers and farmers to monitor field conditions
                              and make better management decisions at an affordable price.”

Zanguitu has been using computers since he was 2-years-old and started coding when
                              he was 14.

“I have always wanted to come to the U.S. for the high amount of competition and academic
                              opportunities,” Zanguitu said. “When I was 12, I decided I wanted to come here as
                              an exchange student. I became an Argentinian cultural ambassador and a Rotary exchange
                              student in 2019.”

He had to leave early due to the COVID-19 pandemic but was able to return in the summer
                              of 2022.

“I graduated from North Platte High School and from Secondary Education School Number
                              7 in my hometown in Argentina,” Zanguitu said. “Then, after creating powerful bonds
                              with my host families, Jeff and Janel Foust and Greg and Michelle Kring, they offered
                              to host me again to go to college in North Platte. Since I was little, I have always
                              wanted to change the world with my computer software, and as a result, I am currently
                              attending college to become a software engineer.”

Zanguitu is on track to graduate from MPCC in the spring of 2024 with an Associate
                              of Science degree with an emphasis in engineering. After that, he plans to transfer
                              to the University of Nebraska-Lincoln and pursue a bachelor’s degree in software engineering.

His goal is to work in the areas of virtual reality and artificial intelligence. His
                              hope is that one day his inventions will have a positive impact on the world.&nbsp;

Argentinian student in North Platte awarded research scholarship

Fourteen North Platte High School students signed academic letters of intent Wednesday morning to attend North Platte Community College.

NPCC alumni and staff joined friends and family members of the students for the signing day ceremony. Altogether, about 100 people attended the event in the high school’s career center.&nbsp;&nbsp;

LINCOLN — Nebraska started 2023 with significantly fewer fatalities on
state roads than the past three years, according to Bill Kovarik, Nebraska Highway Safety Administrator.


“We had eight fatalities in 2023 — compared to 26 fatalities in 2022, 24 fatalities in 2021 and 17 fatalities
in January 2020,” Kovarik said. “After 254 fatalities for the entire year of 2022, it is great to see fewer
fatalities at the beginning of 2023.”

Motorists are urged to continue to take responsibility for their driving behaviors by wearing seat belts,
driving sober, keeping eyes and attention on the road, – never driving distracted or drowsy - and driving
at proper speeds. This is a friendly reminder to continue to be safer road users, and drive at safer speeds

Lincoln County marriage licenses

On Feb. 17 Chadron police officer Sam Cafferty and Lt. Gabe Walz responded to a call of a suspicious vehicle in the parking lot of a gas station. The reporting party said the vehicle had been parked in front of the gas pumps for a very long time and was worried. 

Officer Cafferty and Lt. Walz arrived and contacted the driver of the vehicle, 23-year-old Amanda L. Koger. While contacting Koger, Lt. Walz observed drugs and drug paraphernalia inside the vehicle. Based on the observation, a search was conducted and 8 tablets of suspected Fentanyl were located. 

Koger disclosed she and her boyfriend were staying in a local hotel room in Chadron.

Based on Lt. Walz’s and Officer Cafferty’s investigation, they applied for and obtained search warrants for the vehicle Koger had been driving and for the hotel room she was staying in. Both warrants were served. 

"The warrant for the vehicle resulted in seizure of several items of drug paraphernalia," Chadron Police Chief Rick Hickstein said. "The warrant for the hotel room resulted in the seizure of 28 tablets of suspected Fentanyl, residue amounts of suspected methamphetamine, less than an ounce of marijuana and drug paraphernalia. The investigation revealed Koger had been staying in the room with her boyfriend, identified as 25-year-old Damion Glenn. Glenn was contacted by law enforcement and had an active warrant for his arrest out of Colorado for motor vehicle theft and failure to appear."

Koger was arrested for possession of Fentanyl and Possession of Methamphetamine, both Class IV felonies. 

Glenn was placed was arrested for Possession of Fentanyl, Possession of Methamphetamine, Possession of Marijuana less than an ounce and for the warrants out of Colorado for motor vehicle theft and failure to appear. 

Both were taken to the Dawes County Jail and booked into custody. Bond is not known for either at this time.

The Chadron Police Department was assisted by the Nebraska State Patrol and the Western Intelligence and Narcotics Group (WING) Task Force.

Another round of winter weather is expected to make its way through the Great Plains next week, the National Weather Service in North Platte reported.

After a clear and mild weekend, the NWS said there is a slight chance of rain or snow after midnight Monday. Snow and blustery winds will be likely Wednesday and into Thursday, as well.

The track of the storm is still in limbo, forecasters said.&nbsp;

LINCOLN — Troopers with the Nebraska State Patrol responded to more than 250 weather-related incidents during the strong winter storm that affected many areas of Nebraska on Thursday.

Troopers performed 249 motorist assists and responded to 20 crashes on Thursday, the vast majority of which occurred in the eastern Nebraska. There were no life-threatening injuries reported in crashes investigated by NSP on Thursday.

“This storm brought some higher-than-expected snowfall totals in areas that usually get heavy traffic,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “While our troopers did respond to a high number of motorist assists, the number of property damage or injury crashes was kept low thanks to many people making the decision to stay off the roads.”

Troopers report that some slick spots remain in snow-affected areas this morning. NSP advises travelers to stay up to date on the forecast and check&nbsp;<a href="file:///C:/Users/Cody.Thomas/Desktop/511.Nebraska.gov">511.Nebraska.gov</a>&nbsp;or the 511 app for information on road conditions before traveling.

Any motorist who needs assistance on the road can call the NSP Highway Helpline at *55 or 800-525-5555 and speak directly with an NSP Dispatcher.

Online ranker celebrates Ogallala restaurants

Jonathon Keneipp has been named North Platte Community College’s Business Student of the Month for February.

Keneipp graduated from North Platte High School in 2022 and is currently pursuing an Associate of Applied Science Degree in Business with an emphasis in accounting at NPCC.&nbsp;

He initially enrolled at the college because of the convenience of it being in his hometown but has since come to appreciate the quality education, welcoming environment and many opportunities NPCC offers.

“The faculty make it a great place for students to learn,” Keneipp said. “The college provides an inclusive and fun experience. My most memorable moment so far has been making the President’s List.”

Keneipp was nominated for the student of the month recognition by Jimi Cole, business instructor.

“Jonathon is a student who shows up every day with a smile on his face ready to learn,” Cole said. “He takes his education seriously and is willing to do what it takes to succeed in the classroom. It is truly a pleasure having Jonathon in class, and I am excited to see what the future holds for him.”

Keneipp is on track to graduate in May 2024.

“Right now, my plans are to finish college then proceed to law school to either study family law or corporate law,” he said.

Outside of college, Keneipp enjoys playing Dungeon and Dragons and Magic: The Gathering and hanging out with friends.

LINCOLN — The first results are 
in, and spending on charitable gambling does not appear to have been 
impacted by the advent of casinos in Nebraska — at least not yet.

In the last quarter of 2022, Nebraskans wagered $97.2 million on 
keno, pickle cards, bingo and the state lottery, a nearly 5% increase 
over the months of July, August and September, according to a report 
issued Thursday.

The state’s first, legal gambling casino, the <a href="https://nebraskaexaminer.com/2022/09/21/nebraskas-first-casino-expected-to-open-saturday-pending-likely-ok-of-license/">WarHorse Casino, opened in late September</a> at Lincoln’s Thoroughbred racetrack, providing new competition for charitable games.

But Brian Rockey, the state lottery and charitable gaming director, 
said Thursday that despite the figures, it’s probably too soon to say 
whether competition from casinos will hurt other forms of gaming.

“When the full blown casinos are open, it might be different,” he said.

WarHorse Casino is operating in a converted simulcast facility until a
 $200 million casino and hotel complex is built around it, in southwest 
Lincoln. A casino that opened at Grand Island’s Fonner Park racetrack is
 also operating in temporary quarters.

A temporary casino at Omaha’s Horseman’s Park racetrack isn’t expected to be ready until this spring.

Nebraska voters legalized casino gambling in 2020, which permitted 
such gambling only at licensed racetracks. Part of the proceeds were <a href="https://nebraskaexaminer.com/2022/11/14/nebraskas-first-casino-has-already-sent-nearly-800000-to-property-tax-relief/">earmarked for property tax relief</a>.

Rockey said state lotteries in other states have seen a 10% drop in 
wagering once casinos arrived. But, he said, that’s probably a 
worst-case scenario.

The only form of charitable gaming that saw a decrease during 
October, November and December was bingo, with wagering dropping from 
$1.2 million during the third quarter to $1.1 million during the last 
quarter.

So-called “racinos” are planned at racetracks in Omaha, Lincoln, Columbus, Grand Island, South Sioux City and Hastings.

NORTH PLATTE, Neb. — Rex Hanson of the North 40 Chophouse in North Platte was on Good Morning North Platte this morning to talk about the restaurant's support of the&nbsp;new Student Success and Activity Center at the Nebraska College of Technical Agriculture in Curtis.

With a donation to the project, patrons can receive gift cards to the North 40 Chophouse. A donations of $500 will receive a $50 gift card, and donations of $1,000 will receive a $200 gift card.

The Nebraska College of Technical Agriculture is a small campus with big impact on Nebraska agriculture and the veterinary profession. NCTA is hoping to double the college’s impact for students and the state’s workforce by growing their student enrollment. 

Key to this recruitment plan is the continued beautification and modernization of the campus.

 The Barn will be renovated into the Student Success and Activity Center to provide students a union atmosphere to gather, technology-enabled study rooms, a tutoring center, and an updated kitchen and dining hall that will also serve as a large multipurpose room for hosting events. 

The Student Success and Activity Center will be a central hub on campus and necessary for building community and making memories.

LINCOLN, Neb.-Anthony L. Goins, Director of the Nebraska Department of Economic Development (DED), has certified two applications under the Municipal Inland Port Authority Act. One of the applications was submitted by Lincoln County. The other was a joint application submitted by the City of Fremont and Dodge County. The applications propose the creation of inland port authorities to manage their respective inland port districts.

The applications were submitted to DED pursuant to the Municipal Inland Port Authority Act (Neb. Rev. Stat. §§ 13-3301 to 13-3313). The Act allows the Department to certify up to five proposed inland port authorities and inland port districts.

The Municipal Inland Port Authority Act is intended to stimulate the Nebraska economy by incentivizing the development of new industrial hubs and providing the economic development tools necessary to acquire and develop large commercial and industrial shovel-ready sites. Nebraska’s inland port districts are intended to serve as regional merging points for multi-modal transportation and the distribution of goods. Under the Act, an inland port authority may plan, facilitate, and develop its inland port district in conjunction with a city, county, and other public and private entities.

Senator says intent is for ‘borrowed’ help, not more state employees

LINCOLN — A legislative bill would 
create two state wildfire response teams to help the hundreds of local 
volunteer and paid firefighters who fight Nebraska’s rising number of 
grassland, ag land and forest fires.

But the bill’s hearing Thursday was 
dogged by questions over whether the state should hire its own wildfire 
response teams or whether the teams should seek local volunteers.

Legislative Bill 655 by State Sen. 
Mike McDonnell of Omaha would spend $1.125 million a year in state funds
 to unlock about $3 million a year in federal grant funds.

The state money would be funneled 
through the State Fire Marshal’s Office and Nebraska Forest Service. The
 federal share would be sought through a Community Wildfire Defense 
grant.

McDonnell told the Government and 
Military Affairs Committee that LB 655’s fiscal note missed his intent 
when it indicated 23 full-time state employees would be hired to fight 
wildfires. The bill does not specify the size of the state teams.

“That fiscal note is not accurate,” he said.

His goal, he said, is to model the 
response teams after the volunteer Urban Search and Rescue Teams hosted 
by Lincoln Fire &amp; Rescue that respond to national disasters.

The local USAR team has sent members 
of fire departments from Nebraska to New York and Washington, D.C., 
after the Sept. 11 attacks, and to Oklahoma City after the 1995 bombing.

McDonnell’s aim with the bill, he 
said, is for the state teams to include, for example, a paid firefighter
 from Omaha and a volunteer firefighter from Scottsbluff. Members of the
 state wildfire team would be loaned out by their local departments as 
needed. Paid departments would use other firefighters to cover the 
shifts of team members while they were deployed.&nbsp;

“Our thought was how do we do this 
and how do we look at USAR possibly … where we can backfill, where we 
don’t hire people, but we have those people ready to go,” McDonnell 
said. “It would be paid and volunteer firefighters working together to 
be able to respond.”

The bill drew clear support from the 
Nebraska State Volunteer Firefighters Association, with Jerry Stilmock 
testifying that local departments could use the specialized help.

Many of the state’s agricultural 
interests backed the bill, especially the language saying the new teams 
would help local fire departments manage controlled burns of invasive 
red cedar trees, which fuel wildfires.

The state already spends about $20 
million a year to mechanically remove red cedar trees, he said. The 
controlled burns would help and give the state teams a chance to train 
together.

Last year was the second-worst year 
for Nebraska wildfires on record, with 200,000 acres burned. It is 
second only to 2012, when 500,000 acres burned. The fires cause tens of 
millions of dollars in property damage each year.&nbsp;

State Sen. Tom Brewer, the committee 
chairman, said having a state team to coordinate the multi-agency and 
multi-state responses to massive fires like what happened at Nebraska 
National Forest in Halsey last fall could make a difference.&nbsp;

Communication while fighting that 
fire was difficult, Brewer said. During the fight, a volunteer 
firefighter from Purdum died from a medical condition. The new teams 
could help those efforts get organized more quickly, he said.

Under the proposal, the state could 
use the funds to obtain specialized firefighting equipment. A separate 
bill would address first-responder radios.

In response to a question from State 
Sen. John Lowe of Kearney, McDonnell confirmed that fire departments 
already have help from mutual aid agreements. But, he said, the state 
under his bill would be sending in “some real ass-kickers.”

Only one person testified against the
 bill Thursday. But it was Interim State Fire Marshal Doug Hohbein, who 
said his agency’s duties do not include actively fighting fires.

He argued that LB 655, as written, 
would require 23 hires that would change the role and scope of the State
 Fire Marshal’s Office, which is known for investigating suspicious 
fires. He said Gov. Jim Pillen opposes the bill.&nbsp;

However, he said, if McDonnell is 
interested, as he said Thursday, in designing the state wildland 
firefighting teams as volunteers from around the state, there might be a
 way forward.

Pillen’s office had no immediate comment.

State Sen. Jane Raybould of Lincoln 
asked McDonnell how she was supposed to read a bill that seemed to be 
advocating 23 hires, when McDonnell said that wasn’t his intention.

He agreed to double check whether or not the federal grant program would require the state wildfire teams to be state employees.

McDonnell stressed that he had worked
 on the bill with Shane Hunter, Pillen’s first appointee as fire 
marshal, before Hunter got sick and resigned.

McDonnell said he would work with 
Hunter’s replacement, newly appointed Fire Marshall Scott Cordes, and 
clarify that the state funding is meant to help the state create two 
wildland firefighting teams using local firefighters and plan for the 
most effective ways to rapidly respond to local and regional calls for 
assistance.

“Knowing that you have that kind of 
backup, that (local) fire chief could let people know early enough that 
they can get moving,” McDonnell said.&nbsp;

Bill would create two state teams to help fight Neb. wildfires

The final Trivia Night from the North Platte Area Children's Museum will be Saturday evening at the Lincoln County Fairgrounds.

Doors will open at 6 p.m. and the first questions will be called at 7 p.m.
