Jonathon Keneipp has been named North Platte Community College’s Business Student of the Month for February.

Keneipp graduated from North Platte High School in 2022 and is currently pursuing an Associate of Applied Science Degree in Business with an emphasis in accounting at NPCC.&nbsp;

He initially enrolled at the college because of the convenience of it being in his hometown but has since come to appreciate the quality education, welcoming environment and many opportunities NPCC offers.

“The faculty make it a great place for students to learn,” Keneipp said. “The college provides an inclusive and fun experience. My most memorable moment so far has been making the President’s List.”

Keneipp was nominated for the student of the month recognition by Jimi Cole, business instructor.

“Jonathon is a student who shows up every day with a smile on his face ready to learn,” Cole said. “He takes his education seriously and is willing to do what it takes to succeed in the classroom. It is truly a pleasure having Jonathon in class, and I am excited to see what the future holds for him.”

Keneipp is on track to graduate in May 2024.

“Right now, my plans are to finish college then proceed to law school to either study family law or corporate law,” he said.

Outside of college, Keneipp enjoys playing Dungeon and Dragons and Magic: The Gathering and hanging out with friends.

LINCOLN — The first results are 
in, and spending on charitable gambling does not appear to have been 
impacted by the advent of casinos in Nebraska — at least not yet.

In the last quarter of 2022, Nebraskans wagered $97.2 million on 
keno, pickle cards, bingo and the state lottery, a nearly 5% increase 
over the months of July, August and September, according to a report 
issued Thursday.

The state’s first, legal gambling casino, the <a href="https://nebraskaexaminer.com/2022/09/21/nebraskas-first-casino-expected-to-open-saturday-pending-likely-ok-of-license/">WarHorse Casino, opened in late September</a> at Lincoln’s Thoroughbred racetrack, providing new competition for charitable games.

But Brian Rockey, the state lottery and charitable gaming director, 
said Thursday that despite the figures, it’s probably too soon to say 
whether competition from casinos will hurt other forms of gaming.

“When the full blown casinos are open, it might be different,” he said.

WarHorse Casino is operating in a converted simulcast facility until a
 $200 million casino and hotel complex is built around it, in southwest 
Lincoln. A casino that opened at Grand Island’s Fonner Park racetrack is
 also operating in temporary quarters.

A temporary casino at Omaha’s Horseman’s Park racetrack isn’t expected to be ready until this spring.

Nebraska voters legalized casino gambling in 2020, which permitted 
such gambling only at licensed racetracks. Part of the proceeds were <a href="https://nebraskaexaminer.com/2022/11/14/nebraskas-first-casino-has-already-sent-nearly-800000-to-property-tax-relief/">earmarked for property tax relief</a>.

Rockey said state lotteries in other states have seen a 10% drop in 
wagering once casinos arrived. But, he said, that’s probably a 
worst-case scenario.

The only form of charitable gaming that saw a decrease during 
October, November and December was bingo, with wagering dropping from 
$1.2 million during the third quarter to $1.1 million during the last 
quarter.

So-called “racinos” are planned at racetracks in Omaha, Lincoln, Columbus, Grand Island, South Sioux City and Hastings.

NORTH PLATTE, Neb. — Rex Hanson of the North 40 Chophouse in North Platte was on Good Morning North Platte this morning to talk about the restaurant's support of the&nbsp;new Student Success and Activity Center at the Nebraska College of Technical Agriculture in Curtis.

With a donation to the project, patrons can receive gift cards to the North 40 Chophouse. A donations of $500 will receive a $50 gift card, and donations of $1,000 will receive a $200 gift card.

The Nebraska College of Technical Agriculture is a small campus with big impact on Nebraska agriculture and the veterinary profession. NCTA is hoping to double the college’s impact for students and the state’s workforce by growing their student enrollment. 

Key to this recruitment plan is the continued beautification and modernization of the campus.

 The Barn will be renovated into the Student Success and Activity Center to provide students a union atmosphere to gather, technology-enabled study rooms, a tutoring center, and an updated kitchen and dining hall that will also serve as a large multipurpose room for hosting events. 

The Student Success and Activity Center will be a central hub on campus and necessary for building community and making memories.

One of the applications was submitted by Lincoln County. The other was a joint application submitted by the City of Fremont and Dodge County. The applications propose the creation of inland port authorities to manage their respective inland port districts.

The applications were submitted to DED pursuant to the Municipal Inland Port Authority Act (Neb. Rev. Stat. §§ 13-3301 to 13-3313). The Act allows the Department to certify up to five proposed inland port authorities and inland port districts.

The Municipal Inland Port Authority Act is intended to stimulate the Nebraska economy by incentivizing the development of new industrial hubs and providing the economic development tools necessary to acquire and develop large commercial and industrial shovel-ready sites. Nebraska’s inland port districts are intended to serve as regional merging points for multi-modal transportation and the distribution of goods. Under the Act, an inland port authority may plan, facilitate, and develop its inland port district in conjunction with a city, county, and other public and private entities.

Senator says intent is for ‘borrowed’ help, not more state employees

LINCOLN — A legislative bill would 
create two state wildfire response teams to help the hundreds of local 
volunteer and paid firefighters who fight Nebraska’s rising number of 
grassland, ag land and forest fires.

But the bill’s hearing Thursday was 
dogged by questions over whether the state should hire its own wildfire 
response teams or whether the teams should seek local volunteers.

Legislative Bill 655 by State Sen. 
Mike McDonnell of Omaha would spend $1.125 million a year in state funds
 to unlock about $3 million a year in federal grant funds.

The state money would be funneled 
through the State Fire Marshal’s Office and Nebraska Forest Service. The
 federal share would be sought through a Community Wildfire Defense 
grant.

McDonnell told the Government and 
Military Affairs Committee that LB 655’s fiscal note missed his intent 
when it indicated 23 full-time state employees would be hired to fight 
wildfires. The bill does not specify the size of the state teams.

“That fiscal note is not accurate,” he said.

His goal, he said, is to model the 
response teams after the volunteer Urban Search and Rescue Teams hosted 
by Lincoln Fire &amp; Rescue that respond to national disasters.

The local USAR team has sent members 
of fire departments from Nebraska to New York and Washington, D.C., 
after the Sept. 11 attacks, and to Oklahoma City after the 1995 bombing.

McDonnell’s aim with the bill, he 
said, is for the state teams to include, for example, a paid firefighter
 from Omaha and a volunteer firefighter from Scottsbluff. Members of the
 state wildfire team would be loaned out by their local departments as 
needed. Paid departments would use other firefighters to cover the 
shifts of team members while they were deployed.&nbsp;

“Our thought was how do we do this 
and how do we look at USAR possibly … where we can backfill, where we 
don’t hire people, but we have those people ready to go,” McDonnell 
said. “It would be paid and volunteer firefighters working together to 
be able to respond.”

The bill drew clear support from the 
Nebraska State Volunteer Firefighters Association, with Jerry Stilmock 
testifying that local departments could use the specialized help.

Many of the state’s agricultural 
interests backed the bill, especially the language saying the new teams 
would help local fire departments manage controlled burns of invasive 
red cedar trees, which fuel wildfires.

The state already spends about $20 
million a year to mechanically remove red cedar trees, he said. The 
controlled burns would help and give the state teams a chance to train 
together.

Last year was the second-worst year 
for Nebraska wildfires on record, with 200,000 acres burned. It is 
second only to 2012, when 500,000 acres burned. The fires cause tens of 
millions of dollars in property damage each year.&nbsp;

State Sen. Tom Brewer, the committee 
chairman, said having a state team to coordinate the multi-agency and 
multi-state responses to massive fires like what happened at Nebraska 
National Forest in Halsey last fall could make a difference.&nbsp;

Communication while fighting that 
fire was difficult, Brewer said. During the fight, a volunteer 
firefighter from Purdum died from a medical condition. The new teams 
could help those efforts get organized more quickly, he said.

Under the proposal, the state could 
use the funds to obtain specialized firefighting equipment. A separate 
bill would address first-responder radios.

In response to a question from State 
Sen. John Lowe of Kearney, McDonnell confirmed that fire departments 
already have help from mutual aid agreements. But, he said, the state 
under his bill would be sending in “some real ass-kickers.”

Only one person testified against the
 bill Thursday. But it was Interim State Fire Marshal Doug Hohbein, who 
said his agency’s duties do not include actively fighting fires.

He argued that LB 655, as written, 
would require 23 hires that would change the role and scope of the State
 Fire Marshal’s Office, which is known for investigating suspicious 
fires. He said Gov. Jim Pillen opposes the bill.&nbsp;

However, he said, if McDonnell is 
interested, as he said Thursday, in designing the state wildland 
firefighting teams as volunteers from around the state, there might be a
 way forward.

Pillen’s office had no immediate comment.

State Sen. Jane Raybould of Lincoln 
asked McDonnell how she was supposed to read a bill that seemed to be 
advocating 23 hires, when McDonnell said that wasn’t his intention.

He agreed to double check whether or not the federal grant program would require the state wildfire teams to be state employees.

McDonnell stressed that he had worked
 on the bill with Shane Hunter, Pillen’s first appointee as fire 
marshal, before Hunter got sick and resigned.

McDonnell said he would work with 
Hunter’s replacement, newly appointed Fire Marshall Scott Cordes, and 
clarify that the state funding is meant to help the state create two 
wildland firefighting teams using local firefighters and plan for the 
most effective ways to rapidly respond to local and regional calls for 
assistance.

“Knowing that you have that kind of 
backup, that (local) fire chief could let people know early enough that 
they can get moving,” McDonnell said.&nbsp;

Public transit closed Monday in North Platte

LINCOLN — A man who had been missing since early February has been located deceased. Jamie Balluch, 43, was last seen on Feb. 2 at his place of employment, Bruning Grain and Feed Co.

After preliminary searches of the property were unable to locate Balluch, the Thayer County Sheriff’s Office requested NSP assistance in the case. On Wednesday, Balluch was located deceased inside one of the grain bins on the property. Next of kin has been notified.

An autopsy has been scheduled for Friday. The investigation remains ongoing.

NORTH PLATTE, Neb.-On February 14, 2023, I received the exciting news from the Nebraska Department of Economic Development that Lincoln County’s application to create an Inland Port has been approved.&nbsp;&nbsp;Obtaining this formal designation caps a nearly two-year long endeavor that will help Lincoln County facilitate long-term, regional economic growth for generations to come.&nbsp;&nbsp;

Inland Ports serve as a nexus for multi-modal transportation and distribution of goods, and are important mechanisms that alleviate substantial congestion issues found at coastal ports by allowing raw materials and finished products to undergo the customs and border patrol process at their location. Inland Ports are viewed by many commercial and manufacturing industries as an important tool for streamlining their international trade processes, particularly those that rely on just-in-time logistics.&nbsp;&nbsp;As such, building new facilities in or near Inland Port locations has become a vital element for many business operations, and makes our new Inland Port highly desirable.&nbsp;

Lincoln County’s&nbsp;centralized geographic location is perfect for distribution due to the robust, transcontinental interstate and highway infrastructure we enjoy, our commercial service airport with jet runway ideal for air freight transportation, and the unique fact that we are home to the largest rail classification yard in the world at Baily Yard.&nbsp;&nbsp;Our new Inland Port will provide us with a unique, strategic advantage in many regards, and finally allow us to harness our strong but disparate infrastructure and provide a centralized opportunity for tremendous multimodal capabilities.&nbsp;&nbsp;With this exciting news, the development of our port will serve as a true catalyst, positioning Lincoln County and the larger region as an economic powerhouse in the State of Nebraska.&nbsp;&nbsp;&nbsp;By providing meaningful global market access for new and existing businesses, we can advance our goal of diversifying our economy, and most importantly, expand our tax base through lasting and sustained growth.&nbsp;&nbsp;This growth will help alleviate our burdensome tax climate.

I am thrilled with this news and look forward to working with my board colleagues as we identify, interview, and appoint a nine-person authority.&nbsp;&nbsp;That authority will oversee the Inland Port and work in concert with Lincoln County, city and village governments, and our community partners to entice new, shovel-ready development to our community.&nbsp;&nbsp;I am also eager to continue diligently working on the next step in our bold and big strategic vision: obtaining a Foreign Trade Zone from the federal government.&nbsp;&nbsp;This will provide significant incentives for new industry to locate here through massive breaks on international tariffs.&nbsp;&nbsp;In fact, over the past week, I had several in-person meetings in Washington D.C. with members of our Congressional Delegation, their staff, and several federal agencies to gain support and lay the ground work toward this goal.&nbsp;&nbsp;Together, we are working hard to grow our communities, benefit the lives of our citizens, and unleash the tremendous potential this area has in front of us.

Bruns praises Inland Port Authority certification for Hershey Rail Park

LINCOLN —&nbsp;Nebraska Gov. Jim Pillen joined members of law enforcement and representatives with the State Law Enforcement Bargaining Council in signing a contract agreement that includes a historic pay increase for state troopers. Finalization of the agreement comes as the Nebraska State Patrol launches a call for applicants to its upcoming recruit class.&nbsp;

"This new agreement shows the commitment the State of Nebraska has to law enforcement," Pillen said. "I will continue to ensure law enforcement is funded competitively and has the tools needed to keep our state safe.”&nbsp;

Provisions of the new contract include:&nbsp;&nbsp;&nbsp;

“This historic agreement not only honors the tremendous work done by our troopers and investigators across Nebraska, but it also positions our agency well to recruit the next generation of troopers to serve Nebraska,” said Colonel John Bolduc,&nbsp;superintendent of the Nebraska State Patrol. “For anybody looking for a rewarding career of opportunity, we encourage you to talk a trooper and consider applying to help us patrol The Good Life.”&nbsp;

Neb. governor signs historic agreement with state troopers 

LINCOLN — Investigators with the Nebraska State Patrol Tech Crimes Unit have arrested a Lincoln man after a child exploitation investigation.

Wednesday morning, NSP performed a search warrant at the residence of 4646 Huntington Avenue, Apt. 7, in Lincoln. The search of the residence uncovered numerous items of child pornography.&nbsp;

The resident, Daniel Polyansky, 33, was arrested on suspicion of possession and distribution of child pornography. Polyansky was lodged in Lancaster County jail. The investigation remains ongoing.

LINCOLN — A new lawsuit was filed soon after a judge dismissed 
another one from an irrigators’ group seeking to block the planned 
merger of the Central Nebraska Public Power and Irrigation District and 
Dawson Public Power.

On Monday, Phelps County District Judge Teri Harder dismissed a <a href="https://nebraskaexaminer.com/2022/12/07/water-users-file-lawsuit-and-protest-against-proposed-merger-of-power-districts/">lawsuit filed by the group</a>,
 Citizens Opposed to the Merger. The lawsuit alleged that the Central 
board had violated open meetings laws in voting to move forward with the
 merger in October.

Harder ruled that the Citizens group, which is composed of farmers 
and irrigators opposed to the merger, didn’t qualify as a “citizen of 
this state” who can file such lawsuits.

Soon after the dismissal, the same issues were raised in a new 
lawsuit from Gary Robison, one of the farmers involved with the 
Citizens’ group. The new lawsuit seeks to meet the “citizen” 
requirement.

The legal action comes as the Nebraska Power Review Board, on 
Wednesday, plans to hear arguments over whether the merger should be 
approved.

In December, the Citizens group, as well as two couples identified as
 Phelps County irrigators, filed a formal protest to the merger with the
 Power Review Board, which must approve such moves.

Some irrigators served by Central maintain that providing water to 
farmers will become less of a priority if the two districts are merged.

Proponents, meanwhile, have said it would save millions of dollars in electrical costs for residents of the two districts.

The merger would combine Central, which provides irrigation water in 
the central Platte River area and generates hydropower at Lake 
McConaughy and other sites, with Dawson, a major retail provider of 
power.

GREAT BEND — As the saying 
goes, choose your battles wisely. But sometimes, it's not a choice at 
all. Fifteen-year-old Owen Klug was diagnosed with Dravet syndrome, a 
degenerative form of epilepsy that can cause hundreds of seizures a day.
 When pharmaceuticals did not work, his parents found hope in hemp oil. 
With 37 states now offering medical cannabis, and 21 states allowing the
 drug to be used recreationally, Owen's mother, Kiley, simply wants 
those same opportunities for her child.

"If you would have told us
 we would have to go down this road 20 years ago, I would have said 
nope, no way, never," she said. "But when you love someone, and you do 
your research, and you're all in as a parent, this was the only path we 
had available to us. You don't understand it until you have to live it."

Dravet
 syndrome is chronic and medication-resistant. Many medications actually
 make the symptoms worse. The Klugs were hoping for a small break during
 Owen's teenage years, but improvements with seizures have been 
marginal.

"The teenage years are supposed to be that honeymoon period where 
they do get better," Kiley said. "I feel like they've gotten better. 
They have changed a little bit in presentation. Before any kind of 
therapy, he was having over 250 in an 18-hour period."

Owen has 
gone through 10 anti-epileptic medicines with little success. He's on a 
keto, high-fat, low-carb diet to help control seizures. He's had a 
feeding tube because a well-regulated diet can help with the seizures. 
And his parents use a vagal nerve stimulator (VNS), which acts like a 
pacemaker in the brain to shock the brain before the onset of a seizure.

But
 the best results have come from Haleigh's Hope, a hemp extract 
containing naturally occurring cannabinoids. By current law, the extract
 cannot have more than 0.3 percent THC content. The Klugs learned about 
medical cannabis from a California parent while attending a Dravet 
conference. Dravet parents have found Haleigh's Hope to be a more 
effective solution.

"I really feel like these children with Dravet
 syndrome have been at the forefront, these families, of the medical 
cannabis revolution," Kiley said. "This movement of, oh my gosh, this 
stuff actually can help these medical conditions where we've had 
roadblock after roadblock."

The Klugs eventually weaned Owen off all pharmaceuticals, using only 
the VNS, keto diet, and Haleigh's Hope. The results have been promising,
 but as with all drugs, Owen's body has built a tolerance to Haleigh's 
Hope, and the product has lost some of its healing power.

"He 
started gaining back these skills," Kiley said. "He started bearing 
weight again, he started vocalizing, he wasn't asleep all day, he 
started smiling when his brothers would get in trouble or make funny 
jokes. He would show meaningful, non-verbal conversation. It was such a 
gift."

Kiley has returned to teaching full-time, but she spent the
 first 11 years of Owen's life at home. During that time, she made four 
trips to Topeka to lobby and educate legislators about the importance of
 products like Haleigh's Hope, and their impact on patients. She found 
many conversations with legislators to be less than inspiring.

"Some
 of the responses I would get were fairly appalling," Kiley said. "I can
 recall, and this has really stuck with me, one legislator, as he's 
looking at my son and looking me in the face, he says, 'Well you know, 
I've got some of that stuff in the ditch behind my house. You're more 
than welcome to come check that out.' It just breaks my heart that the 
people who lead our state can't have the empathy to at least refrain 
from those stereotypical comments in the presence of my son, who 
struggles day-in, day-out."

The Klugs are not pushing legislation for the recreational use of 
cannabis. But they do want their son to have access to some of the 
products now available legally in Colorado and Missouri. Nebraska 
senators recently held a hearing on a revised medical marijuana bill in 
that state, and Oklahoma has already passed medical marijuana 
legislation.

"I think it's time," Kiley said. "We are surrounded 
by Colorado, Missouri, soon to be Oklahoma. They've had these laws in 
place for years now, and guess what? Those states are still standing. 
They're standing, and they're wealthy. Their schools are flourishing.

"We're
 not going to be a pioneer by any means, but I think we need to follow 
suit. I think it's time for Kansas to start looking after the people who
 need it most."

Kansas family sees benefit of medical cannabis

LINCOLN, NEB.&nbsp; — The Nebraska State Patrol is requesting assistance from the public in locating a person who went missing from Bruning, Nebraska on February 2. Jamie Balluch, 43, of Bruning, was last seen at his place of employment, Bruning Grain and Feed Company, on Thursday, February 2.

Balluch is believed to be missing under suspicious circumstances. He is described as a white male, 5’6” tall, 140 lbs., with blue eyes, brown hair, and a light beard. He was last seen wearing dark brown overalls and a dark brown coat.

NSP seeks information on disappearance of Nebraska man

The National High School Athletic Coaches Association (NHSACA) and the Nebraska Coaches Association (NCA) announced the advancement of 12 coaches and an athletic director as finalists for the National High School Athletic Coaches Association national coach of the year. The nominations were based on each coach’s&nbsp;career accomplishments&nbsp;through the 2021-22 athletic seasons and had not retired more than two years prior.&nbsp; Two former Nebraska prep coaches will be honored by being inducted into the national high school coaching hall of fame as well.

Eight finalists from across the nation, in nineteen recognized sports categories will be honored during the National Coach of the Year Awards Banquet which will take place at the NHSACA’s national convention (merged with the annual NCA Multi-Sports Clinic) in Lincoln, Nebraska on the evening of July 27. The highlight of the banquet will be the naming of the NHSACA national coach of the year in each sports category.

All Nebraska coaches were nominated for this national honor by the Nebraska Coaches Association.&nbsp; The selection is based on the following: career longevity, service to high school athletics, honors, championship years, and winning percentage. The nominees and finalists are evaluated by experts in the field of coaching using sport-specific rubrics to assign points in each category. NHSACA is the oldest coaches association in the nation formed by coaches, for coaches, and has been recognizing national coaches of the year since 1978.

NATIONAL HALL OF FAME:&nbsp;Two Nebraska legendary coaches and contributors&nbsp;Jon Appleget, Fremont&nbsp;and&nbsp;Jerry Bartee, Omaha&nbsp;will be inducted into the national high school coaching hall of fame at the same NHSACA Convention.&nbsp; Hall of Fame ceremonies will take place in Lincoln on July 25.

NHSACA is the oldest coaches association in the nation formed by coaches, for coaches, and has been recognizing national coaches of the year since 1978.NATIONAL HALL OF FAME:&nbsp;Two Nebraska legendary coaches and contributors&nbsp;Jon Appleget, Fremont&nbsp;and&nbsp;Jerry Bartee, Omaha&nbsp;will be inducted into the national high school coaching hall of fame at the same NHSACA Convention.&nbsp; Hall of Fame ceremonies will take place in Lincoln on July 25.

News Release Lincoln Police Department

The Lincoln Police Department continues to investigate a single vehicle crash that occurred near North 14th Street and Cornhusker Highway that resulted in the death of 47-year-old Laura Devries of Ogallala, Nebraska.

On Friday, February 10, 2023, at 8:17 p.m. Lincoln Police and Lincoln Fire were dispatched to the area of North 14th Street and Cornhusker Highway on a report of an injury crash. The investigation determined a grey Ford Expedition had been eastbound on Cornhusker Highway and exited using the off ramp towards North 14th Street. The vehicle continued eastbound and crossed both lanes of North 14th Street before striking a power pole. It came to rest in the grassy area east of the North 14th Street entrance ramp to Cornhusker Highway.

Both occupants of the vehicle were transported to a local hospital where the passenger, Laura Devries, was pronounced deceased. The driver of the vehicle, 47-year-old David Devries, remains hospitalized.

This investigation is ongoing and we ask anyone with information to contact the Lincoln Police Department at 402.441.6000 or Crime Stoppers at 402.475.3600.

We would like to extend our condolences to Laura’s family and friends and ask members of the public to respect their privacy as they grieve the loss of their loved one.
