LINCOLN, NEB. — The Nebraska State Patrol is reminding all football fans to have a gameplan in place for safe travel on Super Bowl Sunday.

Troopers across Nebraska are teaming up with law enforcement across the United States to monitor for impaired driving. The effort runs during the evening hours of Sunday, February 12, in conjunction with the Super Bowl.

“The Super Bowl is one of those events that draws both passionate and casual fans to events and parties across the country,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “No matter which team you’re rooting for, one thing we can all agree on is that everyone should make it home safely after the game. Be the MVP of your Super Bowl party and make a plan to have a sober ride if your party involves alcohol.”

In Nebraska, approximately 1/3 of fatal crashes involve alcohol. From 2013-2020, there were an average of 74 fatalities per year in alcohol-related crashes on Nebraska roadways.

This effort is made possible thanks in part to a grant from the Nebraska Department of Transportation – Highway Safety Office. This is part of the national campaign organized by the National Highway Traffic Safety Administration.

NSP: Sober drivers are MVPs of Super Bowl Sunday

OMAHA, Neb.-Troopers with the Nebraska State Patrol, with assistance from the Omaha Police Department, arrested an Omaha man early this morning following a pursuit, during which the suspect struck a trooper’s patrol unit.

At approximately 11:15 p.m. Friday, NSP was notified that OPD’s Able 1 was tracking a suspected stolen vehicle, a Chevrolet Silverado, that had crossed into Nebraska from Iowa. At approximately 11:35 p.m., Able 1 pilots directed troopers to a residence near 99th&nbsp;and Park Drive, where two troopers were able to locate the suspect vehicle.

When the troopers arrived at the residence, the driver of the Silverado accelerated, drove through the yard, struck a trooper’s cruiser, and fled. The trooper was not seriously injured, but the impact disabled the cruiser. After confirming the trooper was not seriously injured, the other trooper began pursuing the Silverado.

As the vehicle fled, Omaha Police Officers were able to successfully deploy stop sticks to slow the vehicle. The Silverado came to a stop near an apartment complex near 96th&nbsp;and Nina, at which time the driver fled on foot. OPD Officers were able to locate the driver and take him into custody at approximately midnight. The Silverado was confirmed stolen.

The driver, Darrell Boyer, 29, of Omaha, was lodged in Douglas County Jail for assault on an officer, flight to avoid arrest, willful reckless driving, theft by receiving stolen property, leaving the scene of a crash, possession of drug paraphernalia, and driving under suspension.

LINCOLN, Neb. (AP) — Nebraska lawmakers are following the path of other conservative states in considering a bill that would allow medical providers, facilities and insurers to cite their religious, ethical or moral beliefs in denying some medical treatments. Critics say it's simply another way to target abortion rights and the LGBTQ community.

The bill, introduced by Sen. Dave Murman, of Glenvil, casts a wide net. The term "medical providers" covers everyone from doctors, nurses and pharmacists to mental health counselors and nursing home staffers — all of whom could refuse to perform nonemergency procedures, from abortions and gender-affirming hormone treatments to prescribing birth control — if the provider has a moral objection to it.

The bill includes nearly three pages of language protecting providers who conscientiously object to providing treatment from lawsuits, criminal charges and professional ethics charges.

The bill would also allow medical practices, clinics and hospitals to refuse treatment based on conscientious objections and would allow businesses and health insurance companies to refuse to pay for treatment for the same reasons.

Murman said the measure does not give carte blanche to those providers and entities to discriminate against patients. A doctor who identifies as a Christian could not, for example, refuse to treat someone because the person is Muslim, or vice versa.

"The act is procedure specific, not patient specific," Murman said Friday at a hearing for the bill before the Legislature's Health and Human Services Committee.

A similar bill is being considered in Montana, and in 2021, Arkansas passed its own medical conscientious objection law. In Idaho, a bill widely seen as targeting LGBTQ residents would allow mental health therapists and counselors to refuse to treat clients if the clients' goals or behaviors conflict with the counselor's "sincerely held principles" narrowly advanced from a legislative committee Thursday.

Jane Seu, legal and policy counsel with the American Civil Liberties Union, was among those who opposed the Nebraska bill Friday, saying it would "provide an unbridled license to health care professionals to discriminate against their patients for almost any reason."

"This license to discriminate will be felt more severely in rural areas where patients have a limited choice of medical providers," she said.

Eliana Siebe-Walles, a 20-year-old student at the University of Nebraska-Lincoln who uses the pronoun they, told the committee that they suffer from a reproductive condition that is treated with birth control hormones.

"Under this bill, a provider could potentially keep me from getting the treatment I need," they said.

Outside the hearing, Siebe-Walles said their main concern is that this bill could be used by medical staff to discriminate, "especially against people of color and queer people who are already more burdened than others when it comes to getting the care they need."

That fear is prevalent, too, in Idaho, where a bill prohibiting all gender-affirming medical care is expected to pass the Idaho House. That, coupled with the conscientious objection bill for mental health workers, has some LGBTQ residents and allies worried that young people there will soon be facing a near-total healthcare hurdle.

Kris Huntting, a transgender parent raising a transgender teen in southwestern Idaho, was refused treatment by their own long-time therapist several years ago after revealing they were trans. Now Huntting is worried about their son's healthcare access, even though the 15-year-old has not yet expressed an interest in gender-affirming medical care.

"One thing I've really struggled with is that his doctor knows he's trans," Huntting said Thursday. "Should that have been a thing I mentioned medically to his doctor, or is he not going to be treated for his depression and anxiety anymore — which he's had all his life — because it will be considered related to his gender dysphoria diagnosis, or because a therapist might not like that?"

The American Medical Association's code of medical ethics says physicians have an ethical obligation to provide care in medical emergencies and that doctors "must also uphold ethical responsibilities not to discriminate against a prospective patient on the basis of race, gender, sexual orientation, or gender identity, or other personal or social characteristics that are not clinically relevant to the individual's care."

Keeping that in mind, doctors may decline to provide treatment "in certain limited circumstances,'' which include if the patient requests care that is "incompatible with the physician's deeply held personal, religious or moral beliefs,'' according to the code.

Nebraska considers medical conscientious objection bill

OMAHA, Neb.-United States Attorney Steven Russell announced that Matthew Foster, 36, of Alliance, Nebraska, was sentenced today in federal court in Omaha, Nebraska, for distribution of heroin and fentanyl analogue.&nbsp; Senior United States District Judge John M. Gerrard sentenced Foster to 180 months’ imprisonment. There is no parole in the federal system.&nbsp; After his release from prison, he will begin a 3-year term of supervised release.

On February 3, 2021, law enforcement was dispatched to a residence in Alliance regarding an overdose victim. Law enforcement was able to show that Foster provided a fentanyl pill to the victim that resulted in an overdose. Medical personnel revived the victim with Narcan and the person survived.&nbsp;

On February 10, 2021, law enforcement used a confidential informant to purchase heroin and blue Fentanyl pills from Foster in Alliance.&nbsp; Directly after the controlled purchase, law enforcement executed a search warrant on Foster’s residence on February 10, 2021. During the search warrant, law enforcement seized blue Fentanyl pills and heroin.

This case was investigated by the Alliance Police Department and WING Task Force.&nbsp; WING is the Western Nebraska Intelligence Narcotics Group and includes the Alliance Police Department, Sidney Police Department, Scottsbluff Police Department, Scotts Bluff County Sheriff’s Office, and the Nebraska State Patrol.

Alliance man sentenced to prison for selling heroin, fentanyl

Police said the woman was found safe on Friday night.

NORTH PLATTE, Neb.-North Platte police are asking the public to help locate a missing 73-year-old woman who has dementia.

Police said the woman has a gray ponytail and was last seen walking a border collie.

The woman was wearing jeans, a hoodie, and a brown stocking cap with a ball.

The woman was last seen in the 3400 block of Maplewood.

Police did not release any further information.

If you see the woman, contact police at 308-535-6789.

NORTH PLATTE, Neb.-It's where customers take their family and friends.

Swift Auto Center of North Platte took home the title in the first-ever North Platte Post/Eagle Radio Jingle/Slogan Showdown.

Readers could listen to jingles and slogans from local businesses, then vote for their favorite. After the votes were tallied, Swift Auto Center's catch jingle won.

"Before our second year of being open, we thought, we need a jingle," said Joe Swift. "We jotted down some thoughts like fun, and no pressure, then came up with the slogan where customers send their families and friends."

Swift said they called on the skills of a local musician to put it all together.

"We contacted local musician Kevin Kennedy and asked if he could help us create a jingle," said Swift. "A short time later, he came and said what do you think of this."

Swift said they thought it was amazing the first time they heard it and felt it perfectly captured their business.

"We love our jingle, and we're glad others do as well," said Swift.

Second place in the contest went to Kelsey's Place, and in third place, was Hot Tub Pros.

Tammy G. won a gift card package for casting her vote under the Contest tab on the Post.

OKLAHOMA CITY (AP) — Republican attacks on gender affirming medical care for young people continued Wednesday in several conservative states that are among more than two dozen considering similar bans nationwide.

Lawmakers in Nebraska, Oklahoma and South Dakota considered bills Wednesday that would prohibit gender affirming treatments, like the use of puberty-blocking drugs and hormones, despite the endorsement of such treatments by major medical associations. Those measures passed legislative committees in Oklahoma and South Dakota, and also are expected to advance in conservative Nebraska, which has a nonpartisan Legislature.

In Utah, the Republican governor recently signed a ban into law, and judges have temporarily blocked similar laws in Arkansas and Alabama.

"We're going to do what we can to help children and families, allow the child to reach a certain level of maturity, where they then, on their own or in consultation with their parents, will make these decisions," said state Sen. Julie Daniels, a Republican who wrote Oklahoma's bill and said she would personally prefer to ban such care for anyone under age 21.

In Nebraska, hundreds of people descended on the state Capitol in Lincoln Wednesday to protest a measure that would prohibit gender affirming medical procedures for those 19 and younger by putting medical professionals in danger of losing their license and facing civil liability.

"This bill is insulting. It is dehumanizing. It is wrong," said Omaha Sen. John Frederickson, the first openly gay man to be elected to the Nebraska Legislature, who spoke before the crowd to denounce the bill, saying its genesis is "hypocrisy and hatred."

The bill's main sponsor, Sen. Kathleen Kauth of Omaha, defended it before the Legislature's Health and Human Services Committee as a way to protect children from "radical, experimental and dangerous procedures." Several people she invited to the hearing testified to either regretting efforts at transitioning or relief at being stopped from transitioning while they were teens.

The Oklahoma bill carries hefty penalties for medical professionals who violate the ban, including potential felony charges that carry up to 10 years in prison and a $100,000 fine, as well as civil liability and a loss of a doctor's medical license. Oklahoma's Republican Gov. Kevin Stitt urged lawmakers to send him such a bill during his State of the State address on Monday, receiving a standing ovation from GOP lawmakers when he did so, as more than 100 trans-rights activists packed the rotunda chanting "trans lives matter."

"I think Oklahoma is currently positioning itself to be the most dangerous state for trans people in the country," said Nicole McAfee, director of the LGBTQ rights organization Freedom Oklahoma. "What we just saw … is essentially a de facto ban on best-practice medical care for transgender people of all ages."

Oklahoma's Senate Rules Committee also passed a "companion bill" that would prevent the use of any public funds to entities or organizations that provide such care, even to adults.

Transgender people, especially those who are school-aged, have increasingly been targeted by lawmakers in GOP states with laws that prohibit them from playing on sports teams or using bathrooms that correspond with their gender identity.

In Montana, more than two dozen Republican lawmakers are co-sponsoring a bill that would allow students to misgender and dead name their transgender peers without punishment, a move that some argue would further the bullying of kids already struggling for acceptance.

South Dakota has seen proposals to ban gender affirming medical treatment in recent years, but the focus this year on treatment for children is what's furthered it. South Dakota Gov. Kristi Noem, who signed a bill last year preventing trans girls and college-aged women from playing on sports teams that correspond with their gender identity, added her stamp of approval to Rep. Bethany Soye's ban that has now passed through three hearings.

"All that we are asking for here is a little more time to make a permanent life decision," Soye told the committee on Wednesday.

South Dakota medical providers said the state lacks the medical expertise to provide gender affirming care to minors as is, but questioned the validity of testimony's scientific data. They said they were out of touch with today's gender affirming care practices.

"It's disappointing that they didn't listen to reasonable medical opinions and that they continue to push to intrude into the patient-physician relationship and take away rights of the parents of their child," Dr. Daniel Heinemann said.

Lawmakers in GOP states target medical care for trans kids

The Upper Niobrara White Natural Resources District (UNWNRD) Board of Directors voted to accept applications for 2023 to allow irrigation wells and additional irrigated acres in groundwater management sub-area 3, or southern Sheridan County, for the fifth year.

In 2018, the UNWNRD Board of Directors began the process of amending the Groundwater Rules and Regulations due to increasing groundwater levels and other concerns raised by the residents of southern Sheridan County. “Ranchers in the area are still losing hay meadows due to rising groundwater and surface water encroachment. The continued expansion of irrigated acres makes sense for the residents of Southern Sheridan County,” noted Mike Strasburger, UNWNRD Director.

According to the rules and regulations the UNWNRD Board will allow for up to 1,300 total additional irrigated acres in sub-area 3, with a maximum of 130 acres per application. A list of criteria will be used to rank each application in order to ensure a prime location for each of these expansion sites. NRD staff will be available to work with any landowner interested in submitting an application. Applications will be accepted through April 1st, 2023. Approvals will be made no later than July.

NRD to allow additional wells in southern Sheridan County

NORTH PLATTE, Neb.-On Tuesday, the Lincoln County Sheriff's Department with funding from the U.S. Marshal’s Service initiated a compliance operation for all Sex Offenders within Lincoln County. 

 Initially, twelve two-person teams of Sheriff’s Deputies and North Platte Police Officers responded to around ninety residences in North Platte, NE.  Additionally, Sheriff’s Deputies will continue in-home visits to every residence in Lincoln County a Sex Offender is reported to live.  

The goal of the operation is to assure all Sex Offenders in Lincoln County are providing accurate and up-to-date information. Intentional acts of non-compliance have led to one arrest, and several others are currently under investigation. 

 At least ten Sex Offenders were ordered to immediately update minor information or be arrested, and all complied.

From victim to victor - Neil Halford knows a thing or two about overcoming adversity.

At the age of 2, he was involved in a near-fatal accident that left him totally blind and forever changed his life and the lives of his family members.

Halford’s fearless will to succeed in a sighted world took him to heights unimaginable to most. In high school, he was one of the top wrestlers in Nebraska. He twice qualified for the state high school wrestling tournament, and as a senior, brought home a fourth-place medal.

In 2005, he published his autobiography, “The Sound of Sight.”

Now hailed as one of the premier motivational and inspirational speakers in the industry, Halford will share his story of strength and resilience at Mid-Plains Community College campuses in McCook and North Platte March 2.

Halford’s presentations are open to the public and free to attend. He will speak at 2 p.m. at the Weeth Theater in McCook and at 6 p.m. in the McDonald-Belton Gym in North Platte.

The Keith County Energizing Entrepreneurial Ecosystems team, E3 for short, is working in partnership with Keith County Area Development (KCAD), the Keith County Foundation Fund, the Nebraska Community Foundation, and Network Kansas to create a simple yet powerful and proactive game plan to serve and support a thriving entrepreneurial ecosystem.

KCAD is&nbsp;working to create a position for an Entrepreneurial Navigator (EN) in Keith County. An EN will be someone who wakes up daily with the dedicated purpose of working with entrepreneurs. The selected candidate would guide prospective businesspersons toward needed resources while expanding outreach and support to current, local, and small businesses. This position would build upon and connect existing local and regional resources and programs.&nbsp;

Eagle Radio will continue to support local organizations working to make a big impact on our communities through financial donations and on-air and digital promotion.

North Platte Community College volleyball player&nbsp;<a href="https://npccknights.com/sports/wvball/2022-23/bios/ramsey_morgan_mgni">Morgan Ramsey</a>&nbsp;will move on to the College of Saint Mary in Omaha. Ramsey signed a letter of intent to play for the Flames during the 2023-24 season.&nbsp;

"I chose College of St. Mary because it is a school that has a great athletic program," said Ramsey. "They are always competing at a high level. They are also a school that allows athletes to be enrolled in their nursing program, which is very rare to be able to do both."&nbsp;

The 6-foot, 1-inch outside hitter from Bartlett was one of three Knights volleyball players to be named to the National Junior College Athletic Association All-Region IX Team last fall.&nbsp;

Ramsey finished the season first in the region with 3.44 kills per set and second in the region for total kills with 396.&nbsp;

She has been on the President's List at NPCC since arriving on campus, and her 4.0 GPA also landed her a spot on the NJCAA's 2021-22 All Academic First Team list. Additionally, her efforts in the classroom helped the Knights, as a whole, make the NJCAA's list for Volleyball Academic Team of the Year.&nbsp;

"I am really proud of Morgan and excited that she found a place to continue her volleyball career," said Alexa McCall, NPCC head volleyball coach. "Morgan has been a competitor since she stepped foot in our gym, and I know that she has qualities that are going to make her successful at CSM and in her life. She has grown so much in her time here and shown great leadership skills and hard work. I can't wait to see the things she accomplishes."&nbsp;

Ramsey said she has had a wonderful experience at NPCC. She will take those memories with her as she embarks on her new journey in the eastern end of the state.&nbsp;

"Here at NPCC, I have enjoyed how everyone goes above and beyond for you, both as a student and as an athlete," Ramsey said. "The academics are some of the best you will get, and the instructors are always there for help. For the athletic side, we have an awesome coaching staff that just wants you to succeed and be a good person both on and off the court. Our coaches strive to make us into respectful women. We also have a wonderful weights program and that makes all the difference when trying to improve physical skills. I can't say thank you enough to our athletic trainer and physical therapists who make sure I am taking care of my body and for keeping me on the court."&nbsp;

OMAHA, Neb. (AP) — Several thousand workers at CSX will soon get one of the things that pushed the U.S. railroad industry to the brink of a strike last fall: paid sick time.

CSX announced a deal Tuesday with two of its 12 unions, becoming the first major railroad to offer that benefit that most U.S. workers take for granted.

About 4,000 track-maintenance workers in the Brotherhood of Maintenance of Way Employes Division union and another 1,000 mechanical workers in the Brotherhood of Railway Carmen union will get four days of paid sick leave as part of the agreements. The workers will also be able to convert three of their personal leave days into sick-leave days.

<a href="https://apnews.com/article/business-economy-government-and-politics-207229bcd558b6a6c1d58f3f85e2d804">Quality-of-life concerns</a>&nbsp;about the lack of paid sick time and&nbsp;<a href="https://apnews.com/article/government-and-politics-omaha-b78421c68440ad22587b3d1e5a126e26">demanding schedules</a>&nbsp;that keep many rail workers on call 24-7 dominated contract talks with all the major railroads last fall. More than half of all the roughly 115,000 rail workers involved voted to reject five-year contracts that included 24% raises and $5,000 in bonuses because of those concerns.

Ultimately, that contract was imposed on all the workers at CSX, BNSF, Norfolk Southern, Union Pacific and Kansas City Southern railroads after Congress and President Joe Biden&nbsp;<a href="https://apnews.com/article/biden-politics-pete-buttigieg-strikes-congress-c95510555dcd4cdc2d839e61d1195b06">stepped in</a>&nbsp;to block a strike because of concerns about the&nbsp;<a href="https://apnews.com/article/business-economy-strikes-climate-and-environment-government-politics-92ea7632a29f807ccc0e2658c50d731e">potential dire economic consequences</a>.

Tuesday's deal is especially welcome to rail workers who&nbsp;<a href="https://apnews.com/article/business-economy-strikes-congress-d2ae4d3aecb27f176418518d977e69e1">remained frustrated</a>&nbsp;after the contract was imposed because the new contract didn’t resolve most of their quality-of-life issues. Many workers say their jobs became unbearable after more than one-third of all railroad jobs were eliminated over the last six years as the railroads&nbsp;<a href="https://apnews.com/article/business-aab7d3084a8d17d8d721d2cb750be323">retooled their operations</a>.

“It’s a beautiful thing because that’s what we’re fighting for,” said Matt Weaver, a BMWED member based in Toledo, Ohio. “Things are moving in the right direction. We just have to keep the momentum going.”

CSX CEO Joe Hinrichs said the agreements show that the railroad “is committed to listening to our railroaders and working with their representatives to find solutions that improve their quality of life and experience as employees.”

"Railroaders are essential workers, essential to keeping the supply chain moving, it’s essential that they be provided with adequate sick leave by all of the carriers.”CSX, which is based in Jacksonville, Florida, and the other major freight railroads&nbsp;<a href="https://apnews.com/article/government-and-politics-business-strikes-940da8fc519f8c526ca614e201d01216">refused</a>&nbsp;to offer paid sick time last fall because they said the unions had agreed over the decades to forego paid sick leave in favor of strong short-term disability benefits and higher pay. Railroad officials also said it was too late in the yearslong negotiations to work sick time into the deal.“This paid sick leave agreement with CSX is certainly welcome but long overdue," said Greg Regan, president of the AFL-CIO's Transportation Trades Department labor coalition that includes all the major rail unions. "We look forward to other rail crafts reaching similar agreements with CSX and other railroads following suit.”All the other freight railroads promised to negotiate further with the unions about finding ways to improve their quality of life. Tuesday's announcement is the first significant result of those talks.There have been a couple other&nbsp;<a href="https://apnews.com/article/kansas-city-business-strikes-df14983a4b7b7623bf68390587beef94">small encouraging signs</a>&nbsp;of progress this year, with CSX announcing that workers would no longer be penalized for missing work for medical appointments, and Union Pacific launching a small scheduling pilot that's giving a handful of engineers regularly scheduled days off.BMWED spokesman Clark Ballew said the union expects the other major freight railroads to reach similar agreements on sick time, “otherwise, they look especially greedy now.” He said this agreement appears to be an effort by CSX to address the simmering concerns of its workers and sinking morale at the railroad.
