GRAND ISLAND, Neb.-Whenever a new name is added to the wall at the Nebraska Law Enforcement Memorial in Grand Island, it hits home for all Nebraskans. This year's ceremony hit particularly close to home for Lincoln County residents as one of our own was added to the wall.

At the ceremony held in Grand Island on Friday, former Lincoln County Reserve Deputy Kevin Patrick Kennedy, Jr. was added to the wall.

Kennedy served with the Lincoln County Sheriff's Office for just over 20 years. He died in December of 2020 from complications of COVID-19.

Kennedy was a veteran of the United Sates Marine Corps, serving from 1964-1968. Kennedy proudly served in Company Hotel Second Battalion 7th Marine and was stationed in Vietnam. He attained the rank of sergeant and was a counter-guerrilla warfare instructor for the Marine Corps. Kevin received many awards and commendations, including a Purple Heart, Vietnam Service Medal and Rifle Expert Badge.

He left behind his wife, three sons, a daughter and three grandchildren.

"Although every day is hard without him, I have peace with my dad. I believe he is one of the lucky few that truly lived," said his daughter Mary Ellen Kennedy at the ceremony.

"When I was in Washington, D.C. this last week for the Law Enforcement Memorial they constantly reminded us all that it's not how they died it's how they lived. But I sincerly know my Dad would even challenge that, it is how they continue to live," Mary Ellen said. "And by that, it is how we strive to pick up where they left off, their lives continue to run through us."&nbsp;

Former Lincoln County deputy added to Law Enforcement Memorial wall

Civic
 Nebraska is honoring five Nebraskans for their efforts in creating a 
more “modern and robust democracy” in the Cornhusker state.

The<a target="_blank" href="https://www.civicnebraska.org/news/"> organization’s</a> 2022 Strengthening Democracy Awards recipients include educators, advocates, students and activists.

“A
 strong democracy does not build itself,” said Adam Morfeld, executive 
director. “It requires dedicated Americans putting community, learning, 
innovation, empowerment and optimism together and making them work for 
the common good.”

Honorees will be recognized at a celebration June 9 at DelRay 817 in Lincoln. They are:

Community Builder: Valeria Rodriguez of Gering, for increasing access to opportunities for&nbsp;residents
 of the Nebraska Panhandle. Rodriguez co-founded the nonprofit 
Empowering Families and hosts an annual multicultural youth leadership 
conference. She has organized informational meetings for the immigrant 
community and has worked to improve voter registration and census 
counts.

Civic Catalyst: Erin Feichtinger of Omaha, for fighting for housing justice through education and advocacy.
 During the most recent legislative session, Feichtinger organized, 
educated and activated hundreds of Nebraskans to fight for rental 
assistance. She has led other “calls to action,” galvanizing people to 
confront local and state housing affordability challenges.

Champion of Learning:
 Ebony McKiver of Lincoln, for promoting civic education across the 
state. As the Nebraska Department of Education’s social studies 
specialist, McKiver guides the state’s efforts to implement the 
Legislature’s revisions to civics graduation requirements and “centers 
those who have been historically marginalized.”

Young Civic Leader: Brooklyn Terrill of Lincoln, for co-writing and lobbying for meaningful&nbsp;legislation. A University of Nebraska student, Terrill was key to passage of Legislative Bill 519, an&nbsp;immunity policy for certain drug and alcohol charges that could be prohibitive to a survivor or&nbsp;witness
 of sexual assault reporting the crime. Terrill also volunteers with a 
local sexual assault crisis line and serves as on the NU government 
liaison committee.

Guardian of Voting Rights:
 Jennifer Yi-We Hernandez of Omaha, for innovation to ensure 
accessibility to voting. As the pandemic struck, she created Ballot 
Buddies, a volunteer initiative to assist voters stuck at home with 
getting ballots submitted and counted. She recruits volunteers and 
provides nonpartisan education about the election process.

Civic Nebraska recognizes five for ‘strengthening democracy’

Join the Nebraska Game and Parks Commission for a Day at the Lake, a celebration of the 25th anniversary of the Aquatic Habitat Program at the recently renovated Conestoga State Recreation Area, just southwest of Lincoln.

A Day at the Lake, set for 3 to 7 p.m. June 18, will offer opportunities to fish from the bank or by kayak, experience fly-fishing or bowfishing — as well as the chance to use a stand-up paddleboard with PaddleLyfe, go kayaking or take a pontoon tour of the lake.

Participants may bring their own tackle, or use bait and tackle provided by Game and Parks. Volunteers will be available to help guests fish. Anglers can talk with biologists and consultants who designed the renovation and learn about new features and fish species in the lake.

The Aquatic Habitat Program, funded by anglers, was the first of its kind in the nation when implemented. The program works to enhance aquatic ecosystems by implementing restoration techniques in-lake and in the watersheds that feed them. In addition to improving aquatic habitat and water quality, the program also works vigorously to improve boat and bank angler access at Nebraska waterbodies.

Conestoga Lake was the site of the largest Aquatic Habitat Program project in the program’s 25-year history. The fishery now offers largemouth bass, bluegill, crappie, channel catfish, walleye and tiger muskellunge. Access enhancements included a new boat launch facility, separate kayak launch area, several new fishing piers and pads, and Americans with Disabilities Act-accessible features to get anglers closer to deep water.&nbsp;

Celebrate Game and Parks’ aquatic habitat program with Day at the Lake

Today, the Bureau of Labor Statistics reported that Nebraska’s preliminary employment for April 2022 reached an all-time high of 1,040,325.&nbsp; This means nearly 22,000 more Nebraskans are working now than prior to the pandemic (February 2020). &nbsp;Additionally, Nebraska’s unemployment rate is at 1.9%.&nbsp; That’s tied for the lowest rate ever achieved by any state.&nbsp;

“We saw record-setting State revenues and our highest-ever employment in April,” said Gov. Ricketts.&nbsp; “These strong signs of growth reflect the creation of plentiful great-paying jobs for Nebraskans.&nbsp; There’s never been a better time to be a graduate looking to start a career in the Good Life.”

Nebraska leads the nation in per capita employment, with 69 out of 100 adults actively working.&nbsp; That compares with a national rate of 60 out of 100 adults employed.

UNK announces Spring semester Dean's List

CURTIS, Neb. – Academic honors for students at the Nebraska College of Technical Agriculture were announced for the Spring Semester.

“The Aggies ended their academic year quite successfully with six students on the Dean’s List and 62 on the Deans Honors Roll,” said NCTA Dean Larry Gossen. “Grades for freshmen, in particular, improved in their second semester.”&nbsp;

Aggie students are very active in their coursework, as well as serving in student organizations, as campus leaders, and many on traveling, competition teams,” Gossen notes.

Students must be fulltime enrollees, with at least 12 credit hours for the semester to be eligible for the academic designations. The Dean’s List honors are for students achieving a perfect 4.0 grade point average for the semester.&nbsp; Those on Honor Roll earn a 3.5 to 3.99 GPA.

WASHINGTON — The Internal Revenue Service today announced that 
interest rates will increase for the calendar quarter beginning July 1, 
2022. The rates will be:

Under the Internal Revenue Code, the rate of interest is 
determined on a quarterly basis. For taxpayers other than corporations, 
the overpayment and underpayment rate is the federal short-term rate 
plus three percentage points.

Generally, in the case of a corporation, the underpayment rate is the
 federal short-term rate plus three percentage points, and the 
overpayment rate is the federal short-term rate plus two percentage 
points. The rate for large corporate underpayments is the federal 
short-term rate plus five percentage points. The rate on the portion of a
 corporate overpayment of tax exceeding $10,000 for a taxable period is 
the federal short-term rate plus one-half (0.5) of a percentage point.

The interest rates announced today are computed from the federal 
short-term rate determined during April 2022 to take effect May 1, 2022,
 based on daily compounding.

IRS interest rates increase for the third quarter of 2022

On Thursday, law enforcement leaders from several agencies joined traffic safety officials to encourage safe driving across Nebraska this summer.

The Nebraska State Patrol and dozens of other law enforcement agencies are participating in the annual&nbsp;Click It or Ticket&nbsp;campaign. The initiative covers the weeks surrounding Memorial Day, which marks the start of the summer driving season.

“Our troopers respond to crashes across the state and unfortunately some of those involve fatalities. In many cases, a seat belt could have made the difference between life and death,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “It’s gut-wrenching. It’s damaging for families. It hurts our communities, and it doesn’t have to happen.”

The&nbsp;Click It or Ticket&nbsp;campaign runs from Monday, May 23, through Sunday, June 5. Troopers and dispatchers will be working overtime as part of the effort, thanks in part to a grant for $24,780 from the Nebraska Department of Transportation – Highway Safety Office.

“Buckling up is the single most effective thing you can do to protect yourself and all of your passengers in a crash,” said Bill Kovarik, Nebraska Highway Safety Administrator. “I believe there’s someone counting on each and every one of us to buckle up every time we get in a vehicle so that we come back alive and safe.”

According to NDOT-HSO, Nebraska ranks 4th&nbsp;worst in the United States in seat belt usage, at 81%. The national average is over 90%.

Post Podcast: People’s Health in North Platte helps parents with formula shortage

GORDON – Ragged Sky Productions is proud to announce the premiere of “Fortress of Sin”, a thriller featuring several native born Nebraskans in the cast and crew.

The film is the brain child of Paul Chomicki, the genre cult film actor from such comedy horrors as Deadly Xmas and Paranormal Halloween. While in Los Angeles, Paul befriended Nebraska filmmaker, Christian Voss. Voss told Chomicki his plans to return home to Nebraska, where films could be make easier while utilizing the vast wealth of local talents.

Frequent collaborator, Dave Campfield, suggested that Nebraska would make the perfect backdrop for Chomicki’s screenplay Fortress of Sin, a story that chronicles one fathers search for his daughter across haunting and powerful backdrops. Prepped with a budget of under $8,000, Voss, Chomicki and Campfield assembled a team that included regional theater director and actor Ryan Lovell. “I received a call from Christian Voss about appearing in a local film, and I jumped at the opportunity.”, said Lovell. “I've always been a stage actor with only one small film role to my credit, so I was looking forward to the opportunity to be in front of a camera again.” Ryan became so instrumental in production, and likewise took on the job as Assistant Director.

The cast also includes Katie Otten from Omaha, who’s body of film work continues to grow. Says Katie “The best part of this entire experience was the friendships that forged from being on screen with others who love it as much as you do. I will cherish that forever.”

Fortress of Sin deals an issue relevant to many of those who live in Nebraska and South Dakota regions, the disappearance of many woman of Native American heritage. “Fortress” hopes to shine some light on the situation. It’s already won several international awards at festivals, including Best Feature Film at the Eastern Europe Film Fest.

Fortress of Sin will be screening June 11 at 7 p.m. at the Gordon Theater. Several of the stars will be in attendance. The film will be released to streaming and DVD later that month by Wild Eye Releasing.

Nebraskans will enjoy this summer boating on waters across the state. To mark National Safe Boating Week, May 21-27, the Nebraska Game and Parks Commission is urging boaters to keep safety the top priority.

Boaters and paddlers should not take safety for granted. Game and Parks suggests ways boaters may reduce the risk of incidents and help ensure a safe and enjoyable day on the water.

Before Launching&nbsp;– Ensure your boat is in good running condition. Get the boat registered and, if a nonresident, purchase an Aquatic Invasive Species sticker on Game and Parks’ website. Let someone know where you are going and when you expect to return. Paddlers of kayaks or canoes should physically inspect their planned take-out point to make sure it is accessible.

Wear a Life Jacket&nbsp;– Children under age 13 and anybody on a personal watercraft are required by law to wear a United States Coast Guard-approved personal flotation device. People being towed by a boat on skis, a tube, or other similar device also must wear a life jacket. Every vessel, except sailboards, must carry a flotation device for each person on board.

Be Wary of Surroundings&nbsp;– Look around for other boats, personal watercraft, swimmers, stumps and other hazards. Speeds in excess of 5 mph are prohibited if within 30 yards of any other vessel, swimming area or dock. If padding a kayak or canoe, be aware of possible debris below the surface or under bridges.

Have All Required Safety Equipment&nbsp;– Life jackets, throw cushions, fire extinguishers and bailing devices are required on most boats.

Avoid Alcohol&nbsp;– Boat operators can become impaired with less alcohol than motor vehicle drivers due to heat and dehydration. Boating Under the Influence is a criminal violation and is enforced actively.

Watch the Weather&nbsp;– Storms can pop up quickly in Nebraska. Check the weather in advance and monitor it during the day, if necessary.

Avoid Hypothermia&nbsp;– Even though temperatures are rising, the water still can be cold. Hypothermia is caused by exposure to cold weather or water. Take caution to prevent hypothermia.

Legal Operators&nbsp;– Anyone born after Dec. 31, 1985, who operates a motorboat or personal watercraft in Nebraska must have successfully completed the Nebraska boating safety course. Anyone operating a motorboat or personal watercraft in Nebraska must be at least 14 years of age. (AP) — A federal appeals court has ruled that details of some of the conversations between the nation’s four largest railroads about their rates can now be included in lawsuits challenging billions of dollars they charged their customers. But the mixed ruling will also exclude some documents. 

The ruling will likely set up more arguments as Union Pacific, BNSF, Norfolk Southern and CSX railroads defend themselves against dozens of lawsuits accusing them of conspiring to inflate their rates between 2003 and 2007 with coordinated fuel surcharges. 

The key to determining what evidence is admissible will be whether the conversations relate to shipments that cross multiple railroads or not because railroads are allowed to discuss those shared shipments.

Court: Some rail rate talks allowed in price-fixing suits

The Nebraska Game and Parks Commission has completed stocking over 26 million walleye fry in the North Platte River above the reservoir and upper portion of Lake McConaughy. To help increase survival, most fry were stocked from a boat to distribute them into areas with adequate food resources and fewer predators.

Beginning in mid-June, an additional 1.5 million walleye fingerlings with an average length between 1.25- to 1.5-inches will be stocked. A portion of those walleye fingerlings will be raised and stocked at a larger 2-inch size. Both the fry and fingerling stockings will be evaluated by Game and Parks research crews and University of Nebraska-Kearney fisheries science graduate students to determine stocking success.

Game and Parks is working with the Nebraska Cooperative Fish and Wildlife Research Unit at the University of Nebraska-Lincoln to design and conduct an angler survey in 2022 and 2023. Anglers will be asked about the number of fish caught at the reservoir, including at night in April and May and during the day between April and October.

This will be a multiyear effort to account for varying lake levels and potential weather effects on stocking and survival rates and will aim to balance the needs and concerns of anglers for successful management of the lake’s resources.

Critical fire condtions expected for Greater Nebraska Thursday

OGALLALA, Neb.-Loud bangs and bright flashes are the highlights of the Independence Day celebration in America. But, the skies in Keith County will be dark and quiet this year.

The Keith County Board of Commissioners announced that fireworks will be prohibited in the entire county this year.

The commissioners said under the advice of area fire departments and the National Weather Service, the decision was made to immediately ban the sale and use of all fireworks.

Commissioners cited drought conditions that would create an "unmanageable atmosphere for fires."

The resolution did not describe penalties for those who violate the fireworks ban.

A couple of weeks ago, the city of Ogallala announced that fireworks would not be allowed in the city limits, causing many to express concerns that residents would discharge fireworks in the country where there is more open land and a greater risk for fires.

Surplus equipment from the Automotive Technology department at North Platte Community College will find new life in West Africa - providing hope for impoverished families.

NPCC automotive instructor Mike Janecek donated an oscilloscope and other diagnostic equipment to the Municipal Vocational Training Center of Pikine, a non-profit school that exists to serve underprivileged youth in the slums of Senegal’s capital, Dakar.&nbsp;

The oscilloscope is an electronic testing device that displays different voltages and tests various electrical components. It is used by automotive technicians to diagnose problems in vehicles.

The one sent to the training center will be used for demonstrations by Robert Columbine, a missionary and mechanics instructor for WorldVenture.

He teaches mechanics for the training center, which is the result of a partnership between Foyers Shama and the City of Pikine, situated in the suburbs of Dakar.

Foyers Shama aims to contribute to the socio-economic development of Senegal and the fight against poverty and social exclusion.

The organization defines its goal as giving young people on the street or in difficulty, such as the poor, illiterate and those excluded from the formal school system, an opportunity to live with dignity through education, training and professional integration and to create small, income-generating economic units to guarantee sustainability within the most disadvantaged sections of Senegalese society.

To do that, it works in partnership with local authorities to create Community Vocational Training Centers wherever needed in Senegal.

Statistics have shown that Senegal is one of the countries where the household poverty rate is very high. World Population Review estimates the rate at 46.7 percent for 2022.

According to Foyers Shama, the country is experiencing a rural-to-urban migration with much of its population giving up agricultural work and moving to the cities in search of more lucrative and sustainable incomes.

Dakar, which is the center for almost all of Senegal’s industries and economic activities, is the first choice for those searching for a better life. Many settle in Pikine without the means to provide for even basic necessities such as food, housing or an education.&nbsp;

Youth from those poor families often end up on the street - uneducated, idle and without hope for the future. Because of that, Foyers Shama identified Pikine as the perfect location for its first Community Vocational Training Center.

Janecek learned about Foyers Shama through a friend who teaches automotive classes in Pittsburgh, Penn.

“He posted on Facebook that he had sent some older equipment from his school to the training center,” Janecek said. “I happened to be going through some of our surplus equipment that our department had cycled out. It was still viable, but with more advanced technology available, the college had upgraded to newer and better equipment. I knew the older stuff wouldn’t bring anything at auction, so I was hoping to find a place to donate it to.”

His friend put him in touch with Columbine, who was extremely excited about the idea of obtaining the oscilloscope for the training center.

Columbine plans to use the diagnostic equipment to train young Senegalese to be mechanics and business owners, in the hope that it will empower them to provide for their families and strengthen the fabric of their society by enabling them to lift themselves out of poverty.

North Platte Comm. College surplus automotive equipment to benefit Senegalese

NORTH PLATTE, Neb.-After a COVID-forced hiatus, the Memorial Day ceremony is returning to Ft. McPherson National Cemetery south of Maxwell.

According to a news release from the Ft. McPherson Memorial Association, the ceremony will take place on May 30, at 2:00 p.m. for the first time since 2019.

The ceremony will feature speeches from former North Platte Mayor Dwight Livingston and Governor Pete Ricketts.

The ceremony has not taken place since 2019.

Individuals completing the two-year Leadership Program attend six practical sessions, each concentrating on an area of successful business operation, as well as a variety of NBA programs.
