OVID, Colo. (AP) — The megadrought fueled by climate change that has long gripped the western U.S. is moving eastward. 

And that's behind a simmering dispute over how much water Colorado and Nebraska are entitled to take from the South Platte River, which supplies both metro Denver's booming population and expansive agriculture on both sides of the border. 

Nebraska stunned Colorado when it said it wants to invoke an old compact that allows it to seize Colorado land and build a canal to divert water from the river. 

Nebraska’s plan underscores an increasing appetite throughout the West to preemptively secure water as the drought persists.

News Release North Platte Area Wellness and Recreation Alliance

Members
of the North Platte Area Wellness and Recreation Alliance announced to City
Council their recommendations for the future of the North Platte Recreation
Center. The vision includes an updated and expanded facility, including a
leisure swimming pool with play features and zero-entry as well as a
competition swimming pool, expanded fitness spaces, an indoor walking/running
track, and additional gyms. A YMCA management agreement is also a part of that
vision. 

At
the request of the City, the recreation alliance has been working on Recreation
Center improvements for several years with the most recent progress report presented
to Council in April 2019. At that time, the Council requested that the Alliance
bring back a recommendation addressing three areas:

1.&nbsp;&nbsp;&nbsp;&nbsp; What
to build?

2.&nbsp;&nbsp;&nbsp;&nbsp; Who
should manage the facility?

3.&nbsp;&nbsp;&nbsp;&nbsp; How
to fund the build?

“We
are excited to share our vision with the community, said Leland Poppe, co-chair
of the Alliance. The timing feels right with the exciting progress that North
Platte is experiencing with downtown development, the community-build park, the
mall project, housing initiatives, and other major developments,” said Poppe. “This
is about listening to North Platte residents, recognizing their needs, and
remaining committed to the wellbeing of families in our community. “We want to
provide our growing community with safe, modern spaces to exercise, socialize
in and be proud of. Why not North Platte and why not now?” 

The
existing North Platte Recreation Center was built in 1976 and has served as a
community hub for physical fitness as well as for social opportunities for a
wide variety of ages and backgrounds. The nearly 50-year-old recreation center
has had regular maintenance to keep the facility operational; however, the
building has not undergone any significant improvements during the past 46
years. The infrastructure is aging and requires more and more maintenance
expenditures, with necessary infrastructure replacement looming in the near
future.

“We
are appreciative of all the recreation center offers,” said Poppe. “It’s a
cornerstone to the health of this community – and it has been for years. Right
now, it’s a good facility, but you can’t deny its age. We are excited to see
this facility grow with our community and expand its potential. The
possibilities for our youth, area student-athletes and families are endless.”

The
Alliance recommendation includes renovating and expanding the existing
Recreation Center with a footprint exceeding 140,000 square foot. The
approximately $45 million project includes adding a second story to the
existing building making room for new features, such as additional gym space
for basketball and volleyball tournament play as well as pickleball and tennis
courts. The additional space would also include an indoor walking/running track
and expanded cardio and weight rooms. Two swimming areas are also part of the
recommendation. 

“Our
current swimming pool does not meet the regulations for swimming competitions
and we want to remedy that while also allowing swimming options for younger
children and water walkers,” said Poppe. “By having two bodies of water in
close proximity, it maximizes the space, the use of lifeguards and also promotes
diverse use of the pools.”

The
Scottsbluff YMCA has expressed an interest in managing the Recreation Center
and early discussions are taking place to determine a plan that meets the
community vision. Conrad Bostron, CEO of the Scottsbluff YMCA says, “We have a
wealth of knowledge and expertise that we can bring to North Platte to
customize a management arrangement specific to this market and its community
needs. We believe in a Y for all and that remains true no matter the community
we are in.”

“A
managing agreement with a neighboring YMCA is not a reflection of the current
staff of the Recreation Center,” said Poppe. “We commend the staff for their
dedication to wellness in our community and applaud them for continuing to find
ways to modify the existing building to create spaces to meet the needs for
their members. This is about identifying a more sustainable model for the City.”

Additional
projects included in the Recreation Center project include a new location for
the skate park and a proposal for Cody Pool. “With the expansion of the
Recreation Center, we will need the space currently occupied by the skate park,”
said Megan McGown, co-chair of the Recreation Alliance. “We are proposing to include
both of these projects in our fundraising goal.” The skate park committee has
already raised significant funds to relocate and enhance the skate park and has
been researching potential locations. 

At
nearly 100 years old, Cody Pool has outlasted its expected lifespan. The
Alliance recommends including in the total project costs up to $7 million for
pool upgrades, including the pool house. 

The
final recommendation of the Alliance is to create a maintenance reserve fund to
ensure there is a fund to maintain the facilities. “Historically, when
something major has gone wrong with the Recreation Center, such as the
dehumidification system, it creates a budget crisis for the City,” said McGown.
“We want to avoid that by setting aside funds specific for these types of
maintenance concerns.”

The
total cost of the project, including the Recreation Center renovation and
expansion, skate park relocation and enhancement and Cody Pool revitalization
is approximately $55 million plus an additional $10 million fundraising goal
for the maintenance reserve fund. 

The
Alliance plans to bring forward to the City Council a proposal for a half-cent
sales tax ballot initiative to fund the majority of the project. “Our
recommendation is to allow a public vote for a half cent city sales tax to fund
the capital expenditures of this project,” said McGown. “A sales tax allows us
to capture dollars from visitors, those passing through and those commuting
daily to our community – those that are using our services and not otherwise
paying for them. It is something we all pay when we travel to other communities
and make retail purchases, so why not North Platte?”

Based
on 2021 revenues, a half-cent sales tax would generate approximately $3.2
million annually and is trending upwards. As the city continues to grow with
the new employers and retailers coming to the community, the sales tax should continue
to rise. The proposed additional half-cent sales tax would sunset when the bond
is paid off. The Recreation Alliance will also fund raise and apply for grant
funds to supplement the sales tax request.

“We
know that a new tax is not always popular, and we are not asking the council to
approve the tax increase,” said McGown. “We are asking the Council to allow the
voters to decide.”

“While
campaigning for Mayor, approximately 70% of the constituents I spoke with
discussed the need for improving the Recreation Center,” said North Platte
Mayor Brandon Kelliher. “I believe the Recreation Alliance proposal is an
excellent option for North Platte. Providing an opportunity for the voters to
decide the future of the recreation complex is a great direction.”

The
proposed timeline includes a Council work session in June and Council vote in
July to allow the sales tax initiative on the November ballot.

The Good Life we all enjoy is made possible by the courageous men and women in blue.&nbsp; After traveling the state for the past 7 ½ years as Governor, I know Nebraskans appreciate all that law enforcement does to keep them safe.&nbsp; While other states cut funding for the police, Nebraska is boosting our support for our law enforcement.

As we wrap up National Police Week, I want to recognize all that Nebraska’s law enforcement agencies do for us, 24/7/365.&nbsp;

Everyone knows law enforcement intervenes to stop crime, sometimes in heroic fashion.&nbsp; In March, the Madison County Sheriff’s Office received a 911 call in the middle of the night from a woman being held captive inside a moving vehicle.&nbsp; A county deputy located the vehicle, which fled an attempted traffic stop.&nbsp; A State Trooper aided the response, took lead on the pursuit, and performed a tactical intervention to stop the escaping vehicle.&nbsp; The female passenger was safely removed, and the driver was arrested on charges of false imprisonment and flight to avoid arrest.

Our law enforcement agencies also keep deadly drugs off our streets.&nbsp; This work has become especially important as drugs flow into America across our broken southern border.&nbsp; In 2021, the Nebraska State Patrol (NSP) seized triple the amount of cocaine than it did in 2020 and more fentanyl than in 2019 and 2020 combined.&nbsp; While fentanyl is a rapidly growing concern in our state, methamphetamine remains the #1 drug threat in Nebraska.&nbsp; In 2021, 768 pounds of methamphetamines were removed from our streets thanks to law enforcement.&nbsp; They’ve also formed a statewide coalition to help inform citizens about the dangers of meth consumption (<a href="http://www.ago.nebraska.gov/life-or-meth" target="_blank">www.ago.nebraska.gov/life-or-meth</a>).

Additionally, our law enforcement agencies root out human trafficking.&nbsp; In 2021, York County Deputy Taylor Samek made a traffic stop at Petro travel center.&nbsp; The vehicle he pulled over had a missing girl from New Mexico inside.&nbsp; Thanks to his alert policing, this young teen was rescued from being trafficked and safely returned to her family.&nbsp; Just one year prior, in 2020, a sheriff’s deputy in Furnas County interviewed a girl and recognized she was a victim of sex trafficking.&nbsp; He immediately put together a team of state and local law enforcement and prosecutors.&nbsp; After months of investigative work, that team secured a conviction and a 176.5-year sentence for the man selling the 15-year-old victim to local men.&nbsp; Over a dozen of these men are also facing felony charges.&nbsp;

Law enforcement also keeps our children safe at school.&nbsp; On March 14th, Hastings School Resource Officer Emily Ostdiek was monitoring the high school cafeteria when she noticed an unresponsive student experiencing cardiac arrest.&nbsp; She took immediate action, using an automated external defibrillator (AED) to apply a shock as medical responders rushed to the scene.&nbsp; The AED shock given by Officer Ostdiek saved his life.

And law enforcement officers patrol our roadways to keep motorists safe.&nbsp; That’s no small task in a state where there can be tornadoes, dust storms, and blizzards all in a single month.&nbsp; On May 2nd&nbsp;alone, NSP performed 61 motorist assists and made 28 crash responses when a late spring snowstorm hit western Nebraska.

Our men and women in uniform are in a job that demands the highest level of integrity and adherence to the rule of law.&nbsp; They’ve willingly put themselves between danger and their fellow citizens, accepting risks to their lives.&nbsp; These risks have grown in recent years, due to reckless calls to “defund the police.”

This irresponsible rhetoric emboldens criminals to attack law enforcement.&nbsp; The number of assaults on law enforcement officers increased by more than 4,000 from 2019 to 2020.&nbsp; In 2021, 73 of the nation’s law enforcement officers were intentionally killed in the line of duty.&nbsp; That’s a 58% increase from 2020 and the highest number since 1995.&nbsp; While none of these murders took place in Nebraska, we mourn the loss of law enforcement officers across the country.

As we see attacks on police around the country, I want law enforcement in our state to know that Nebraska backs them 100%.&nbsp; This year’s legislative session made this support crystal clear.&nbsp; I signed into law several bills that make critical investments in law enforcement:&nbsp; LB 1014e allocated $47.7 million to expand the Nebraska Law Enforcement Training Center in Grand Island so that agencies in our state can provide new recruits with training that’s second to none; LB 1241e devoted funds to help local law enforcement agencies recruit and retain new officers by offering incentives for years of service; and LB 1273 provides tuition waivers for law enforcement officers and a health insurance tax break to qualifying retired officers.&nbsp; Additionally, we’ve invested $16.9 million to upgrade our State Patrol Crime Laboratory to better process evidence to solve crimes.&nbsp; And we provided pay raises to recruit, retain, and support our Department of Corrections officers, who are important members of our law enforcement community.

Our law enforcement officers sacrifice time away from friends and family to protect the public.&nbsp; They’re working when their fellow citizens are enjoying a holiday.&nbsp; They’re on the job in the middle of the night when most Nebraskans are fast asleep.&nbsp; They miss out on baseball games, dance recitals, or birthday parties while answering the call to serve their communities.&nbsp; These men and women give up a lot to keep us safe, and they deserve our respect and gratitude, long after Police Week has ended.

Pete Ricketts Governor's Weekly ColumnThe Good Life we all enjoy is made possible by the courageous men and women in blue.&nbsp; After traveling the state for the past 7 ½ years as Governor, I know Nebraskans appreciate all that law enforcement does to keep them safe.&nbsp; While other states cut funding for the police, Nebraska is boosting our support for our law enforcement.As we wrap up National Police Week, I want to recognize all that Nebraska’s law enforcement agencies do for us, 24/7/365.&nbsp;Everyone knows law enforcement intervenes to stop crime, sometimes in heroic fashion.&nbsp; In March, the Madison County Sheriff’s Office received a 911 call in the middle of the night from a woman being held captive inside a moving vehicle.&nbsp; A county deputy located the vehicle, which fled an attempted traffic stop.&nbsp; A State Trooper aided the response, took lead on the pursuit, and performed a tactical intervention to stop the escaping vehicle.&nbsp; The female passenger was safely removed, and the driver was arrested on charges of false imprisonment and flight to avoid arrest.Our law enforcement agencies also keep deadly drugs off our streets.&nbsp; This work has become especially important as drugs flow into America across our broken southern border.&nbsp; In 2021, the Nebraska State Patrol (NSP) seized triple the amount of cocaine than it did in 2020 and more fentanyl than in 2019 and 2020 combined.&nbsp; While fentanyl is a rapidly growing concern in our state, methamphetamine remains the #1 drug threat in Nebraska.&nbsp; In 2021, 768 pounds of methamphetamines were removed from our streets thanks to law enforcement.&nbsp; They’ve also formed a statewide coalition to help inform citizens about the dangers of meth consumption (<a href="http://www.ago.nebraska.gov/life-or-meth" target="_blank">www.ago.nebraska.gov/life-or-meth</a>).Additionally, our law enforcement agencies root out human trafficking.&nbsp; In 2021, York County Deputy Taylor Samek made a traffic stop at Petro travel center.&nbsp; The vehicle he pulled over had a missing girl from New Mexico inside.&nbsp; Thanks to his alert policing, this young teen was rescued from being trafficked and safely returned to her family.&nbsp; Just one year prior, in 2020, a sheriff’s deputy in Furnas County interviewed a girl and recognized she was a victim of sex trafficking.&nbsp; He immediately put together a team of state and local law enforcement and prosecutors.&nbsp; After months of investigative work, that team secured a conviction and a 176.5-year sentence for the man selling the 15-year-old victim to local men.&nbsp; Over a dozen of these men are also facing felony charges.&nbsp;Law enforcement also keeps our children safe at school.&nbsp; On March 14th, Hastings School Resource Officer Emily Ostdiek was monitoring the high school cafeteria when she noticed an unresponsive student experiencing cardiac arrest.&nbsp; She took immediate action, using an automated external defibrillator (AED) to apply a shock as medical responders rushed to the scene.&nbsp; The AED shock given by Officer Ostdiek saved his life.And law enforcement officers patrol our roadways to keep motorists safe.&nbsp; That’s no small task in a state where there can be tornadoes, dust storms, and blizzards all in a single month.&nbsp; On May 2nd&nbsp;alone, NSP performed 61 motorist assists and made 28 crash responses when a late spring snowstorm hit western Nebraska.Our men and women in uniform are in a job that demands the highest level of integrity and adherence to the rule of law.&nbsp; They’ve willingly put themselves between danger and their fellow citizens, accepting risks to their lives.&nbsp; These risks have grown in recent years, due to reckless calls to “defund the police.”This irresponsible rhetoric emboldens criminals to attack law enforcement.&nbsp; The number of assaults on law enforcement officers increased by more than 4,000 from 2019 to 2020.&nbsp; In 2021, 73 of the nation’s law enforcement officers were intentionally killed in the line of duty.&nbsp; That’s a 58% increase from 2020 and the highest number since 1995.&nbsp; While none of these murders took place in Nebraska, we mourn the loss of law enforcement officers across the country.As we see attacks on police around the country, I want law enforcement in our state to know that Nebraska backs them 100%.&nbsp; This year’s legislative session made this support crystal clear.&nbsp; I signed into law several bills that make critical investments in law enforcement:&nbsp; LB 1014e allocated $47.7 million to expand the Nebraska Law Enforcement Training Center in Grand Island so that agencies in our state can provide new recruits with training that’s second to none; LB 1241e devoted funds to help local law enforcement agencies recruit and retain new officers by offering incentives for years of service; and LB 1273 provides tuition waivers for law enforcement officers and a health insurance tax break to qualifying retired officers.&nbsp; Additionally, we’ve invested $16.9 million to upgrade our State Patrol Crime Laboratory to better process evidence to solve crimes.&nbsp; And we provided pay raises to recruit, retain, and support our Department of Corrections officers, who are important members of our law enforcement community.Our law enforcement officers sacrifice time away from friends and family to protect the public.&nbsp; They’re working when their fellow citizens are enjoying a holiday.&nbsp; They’re on the job in the middle of the night when most Nebraskans are fast asleep.&nbsp; They miss out on baseball games, dance recitals, or birthday parties while answering the call to serve their communities.&nbsp; LINCOLN — For months on end, I have been among the lucky ones.

I followed the advice of the health experts and the governor and kept my distance, sang “Happy Birthday” twice while washing my hands, limited my travel and wore a mask when out to shop or reporting at the Capitol.&nbsp;

When the vaccine came out, I was among the throngs who swept through Lincoln’s Pinnacle Bank Arena for two incredibly well-choreographed vaccination clinics.

And when the booster was recommended for us “seasoned” Nebraskans, I rolled up my sleeve for another shot last fall.

My main goal was always “don’t give it to someone else.”

So when I got even a slightly sore throat or congestion, I went and got tested. More than a dozen times I drove through the free, Test Nebraska testing sites. When they went away, it meant a trip to a local drug store for a test. More recently, it was using a home test.

I did not want to be the guy who gave it to someone else, someone who really got sick, or had to go to the hospital, or heaven forbid, ended up on a ventilator or worse.

Since the pandemic arrived in Nebraska in March 2020, I’ve had a front-row seat to the pandemic, covering dozens of governor’s press conferences while masked and distanced, writing about Nebraska’s first COVID-19 patient and about small towns struggling through lockdowns and the uncertainty.

More recently, I’ve covered stories about doctors and nurses, desperately trying to save lives of those gasping for breath while dealing with the divisions in our world over using masks, taking precautions and trusting medical professionals.

After all that, I can honestly say that being cautious and taking precautions has worked for me. Neighbors got it, friends got it, relatives got it. Not me.&nbsp;

My lucky streak ended April 26 when a home test showed positive.&nbsp;

Like a lot of people, I’ve let my guard down, put away the N-95 masks and tried to live a little in the past couple of months. Case counts were down, masking requirements were going away.

My wife and I went to an Elton John concert recently. It was sold out, and few people wore masks. There was a certain novelty, and feeling of freedom, for not masking up. And I was fine after the concert.

The week before I tested positive I covered the final days of the Legislature’s session, went to a bill signing at the Capitol Rotunda, attended a funeral visitation and drove to central Nebraska’s Calamus Lake to visit an old buddy — all without masking.

A friend had come up to our family farm nine days before I tested positive, and he told me later that he’d turned up positive just after our visit. But we were mostly outside, seemingly far enough apart.&nbsp;

I write this to make a couple of points. The first is that COVID-19 is still out there.&nbsp;

As one widely known public health expert said recently, “We may be done with it, but it isn’t done with us.”

This is a disease that has killed more than 4,200 Nebraskans. Nineteen more Nebraskans died last week. And cases, nationwide, are on the rise again, according to the New York Times. That’s also according to the health director in Lincoln, where I live.

Think of it – 4,200 dead. That’s about the population of cities like Aurora, Wahoo, Ogallala and Falls City. Pick one of those towns. Gone.

In Lincoln and Lancaster County, cases have increased in each of the past five weeks. A surge seen nationwide is showing up here, said Pat Lopez, the city-county health director, who said she’s seeing an increase in older residents who haven’t gotten their second booster shot yet.

About 1 million Americans have died since March 2020. And for the first time since World War I, the life expectancy for Americans has dropped, from 78.9 years in 2019 to 76.6 years in 2021.

(And we need to consider that the number of people infected with COVID-19 is probably a major undercount. That’s because we’re all using home tests now. And I have stopped counting the people who told me they probably got COVID but never got tested. Wonder if they spread it.)

Here’s my second takeaway: I do believe that getting the shots made my symptoms manageable, and mostly mild.&nbsp;

Sure, the shots didn’t prevent COVID — I got it — but getting vaccinated, wearing a mask, etc., might have kept it at bay for me through months of continuing to work, continuing to shop at the grocery store and elsewhere, and doing things like ushering at church.

(One note: I did test “positive” in December 2020, but I never had any symptoms other than a scratchy nose. And a month later, two tests showed I didn’t have any antibodies. So it was a “false positive.”)

Meanwhile, I’ve heard story after story of friends, relatives and neighbors — some vaxed, but several not — getting COVID and dealing with high fevers, the loss of taste and smell, and the lingering after-effects, like a foggy brain or lack of energy.

But my symptoms were no worse than a typical flu. I was run down for a day or two, had a slight sore throat and was a bit achy. But, except for one morning sleeping in, I continued to work from my isolation at home.

My ability to taste and smell was impacted, but for only a couple of days, and only for the blandest food.&nbsp;

The best news is this: besides my wife, who luckily also had mild symptoms, I didn’t spread it to the wider world.&nbsp;

As soon as I tested positive, I called everyone I came in contact with to let them know. I still haven’t heard from anyone beyond my wife who got it, and I am hoping that I didn’t spread it to anyone else.

From friends, relatives and neighbors, I’ve heard of much more serious fights with COVID, of real sickness, trips to the ER, the awful funerals and regrets.

I’ve tried to do my part by trying to avoid getting it and spreading it. I’ve urged others to get the shots, but in our world today, some people don’t trust what the experts are telling reporters, or what we are reporting. I get it. I don’t understand it, but I get it.&nbsp;

Still, when an unvaccinated buddy got a bad case, I tried to help him track down a monoclonal antibody treatment. I even made a mad dash through a blizzard to Beatrice to pick up a home test because they were all sold out in his town. He needed a test.&nbsp;

So now I’m among the majority of Americans who have had COVID-19. It knocked me down for a day or two, but I got over it, and hopefully I didn’t become a super spreader.

I still think I’m still among the lucky ones.

North Platte St. Patrick's take District Golf Championship

NORTH PLATTE, Neb.-Police said a man was injured when he was struck by a vehicle in North Platte on Monday.

Police said on Monday at around 5:03 p.m., officers responded to the report of a vehicle versus pedestrian accident in the area of N. Jeffers St. and 8th St.

Police said the pedestrian had been crossing Jeffers heading eastbound but stopped in the turn lane to allow traffic to pass. After traffic cleared, a vehicle attempted to make a left turn to travel south on Jeffers, striking the pedestrian.

The pedestrian was transported to Great Plains Health with minor injuries.

Police said alcohol or drugs were not a factor in the accident.

 Once inside, the suspects removed jewelry and electronics along with other miscellaneous items from the building. Among the stolen items were two Canon Rebel G cameras and a Dell Laptop. The estimated total of the stolen items from the residence was around $3,800.

Chances for severe thunderstorms return to Greater Nebraska

LINCOLN, Neb. (AP) — A group that wants to legalize medical marijuana in Nebraska sued the state on Monday to try to overturn a requirement that makes it harder to qualify for the ballot by forcing petitioners to get signatures from a large number rural counties.

The federal lawsuit comes after the group Nebraskans for Medical Marijuana lost one of its biggest donors, forcing the campaign to rely primarily on volunteers as it scrambles to place the issue on the November general election ballot.

Organizers have until July 7 to gather roughly 87,000 signatures from registered voters. The Nebraska Constitution also requires those signatures to come from at least 5% of registered voters in 38 of the state’s 93 counties — a rule that prevents groups from only collecting signatures in larger cities.

Supporters of the measure argue that the 5% rule gives disproportionate political power Nebraska’s smallest counties. They argue that, for signature-gathering purposes, one voter in desolate Arthur County has about as much power as 1,216 voters in Douglas County, which encompasses Omaha.

Nebraskans for Medical Marijuana&nbsp;<a href="https://apnews.com/article/82b334f235a843ed90ad58550fff2aaf">came close</a>&nbsp;to placing the issue on the November 2020 ballot, announcing that it had met all of the signature requirements, but the state Supreme Court&nbsp;<a href="https://apnews.com/article/marijuana-ne-state-wire-nebraska-lincoln-medical-marijuana-b70ec858d83bc54f2756fca22517d948">prevented&nbsp;</a>it from going to voters on technical grounds.

A spokeswoman for Nebraska Secretary of State Bob Evnen said the lawsuit has been turned over to the state attorney general to defend. Evnen was named in the lawsuit because he’s the state’s top elections official.

(AP) — A group that wants to legalize medical marijuana in Nebraska sued the state on Monday to try to overturn a requirement that makes it harder to qualify for the ballot by forcing petitioners to get signatures from a large number rural counties.The federal lawsuit comes after the group Nebraskans for Medical Marijuana lost one of its biggest donors, forcing the campaign to rely primarily on volunteers as it scrambles to place the issue on the November general election ballot.Organizers have until July 7 to gather roughly 87,000 signatures from registered voters. The Nebraska Constitution also requires those signatures to come from at least 5% of registered voters in 38 of the state’s 93 counties — a rule that prevents groups from only collecting signatures in larger cities.Supporters of the measure argue that the 5% rule gives disproportionate political power Nebraska’s smallest counties. They argue that, for signature-gathering purposes, one voter in desolate Arthur County has about as much power as 1,216 voters in Douglas County, which encompasses Omaha.Nebraskans for Medical Marijuana&nbsp;<a href="https://apnews.com/article/82b334f235a843ed90ad58550fff2aaf">came close</a>&nbsp;to placing the issue on the November 2020 ballot, announcing that it had met all of the signature requirements, but the state Supreme Court&nbsp;<a href="https://apnews.com/article/marijuana-ne-state-wire-nebraska-lincoln-medical-marijuana-b70ec858d83bc54f2756fca22517d948">prevented&nbsp;</a>it from going to voters on technical grounds.A spokeswoman for Nebraska Secretary of State Bob Evnen said the lawsuit has been turned over to the state attorney general to defend. Evnen was named in the lawsuit because he’s the state’s top elections official.

Medical marijuana petition drive sues to ease ballot rules

On May 13 at 9:09 p.m., Scottsbluff police were called to the emergency room at Regional West Medical Center. A 33-year-old female was being treated for a gunshot wound. 

"Officers learned that the shooting took place in Scottsbluff and that the victim was transported to Regional West Medical Center by a family member,"&nbsp;Sergeant Tyler Fliam said. "The victim was treated for her injuries and released from Regional West Medical Center that same night."

The investigation is ongoing and no arrests have been made. 

Fliam said there is "no known threat to public safety".

Back When They Bucked is produced by Western Legacy Foundation (WLF) and presented by Brink Constructors, Inc. This event is designed to raise funds to support the WLF and its efforts which include college scholarships, support of community organizations, programs, and projects that enhance services and education to the public. NAJA Shrine is a fraternal organization that has been part of western South Dakota for over 125 years. The PRCA Xtreme Saddle Bronc Match, a Professional Rodeo Cowboy Association (PRCA) sanctioned event featuring “extreme bronc riding” will follow the high school event. Twenty-four cowboys will compete in the long go-round with the eight highest scores advancing to the short round. All proceeds from day one will go to the Western Legacy Foundation.

Day two, Monday, May 30, will feature the PRCA Steer Wrestling long go in the morning with the fastest times moving to the short go during the afternoon performance. South Dakota High School steer wrestlers and bareback riders will kick off the afternoon, followed by the PRCA Bareback Riding Shootout and steer wrestling short go.

All proceeds from day two will go to the NAJA Shriners of Deadwood. Short round cowboys will be vying for the title and prize money. Winnings from each event will count towards their earnings to advance to the Wrangler National Finals in Las Vegas, NV

'Back When They Bucked' continues for second year in Deadwood

NORTH PLATTE, Neb.-A motorcyclist was injured in a crash in North Platte over the weekend.

According to police, on Saturday at around 5:16 p.m., officers responded to a two-vehicle accident in the area of N. Silber Ave. and E. 4th St.

Officers arrived and found a two-vehicle accident involving a motorcycle and a sedan.

Police said an investigation revealed that the sedan had turned in front of the motorcycle, causing its driver to collide with the vehicle. The motorcyclist was ejected from the bike.

Police said the motorcyclist was transported to Great Plains Health with injuries that aren't believed to be life-threatening.&nbsp;

Severe weather possible for North Platte area Tuesday

LINCOLN, Neb. (AP) — Nebraska has agreed to pay $479,000 to the family of a “talkative” Scottsbluff man who was strangled to death in 2017 by a fellow inmate who didn’t want a cellmate.

The lawsuit filed by Terry Berry Jr.’s family against prison officials they argued were responsible for the 22-year-old’s death because they put him in the same cell as Patrick Schroeder was dismissed last week after both sides agreed to the settlement.

Berry was nearing parole on a sentence for forgery and assault when he was placed with Schroeder who was serving a life sentence for killing a 75-year-old man and dumping his body in a well. The Lincoln Journal Star&nbsp;<a href="https://journalstar.com/news/state-and-regional/crime-and-courts/state-agrees-to-pay-479k-to-settle-lawsuit-over-scottsbluff-mans-killing-at-hands-of/article_016b119d-9f4c-53fd-a932-d20afd9137b0.html#tncms-source=login" target="_blank">reports&nbsp;</a>that Schroeder later pleaded guilty to killing Berry and was sentenced to death.

Berry’s family argued in the lawsuit that prison officials should have known there would be problems if they placed the two men together and a caseworker at the prison even warned coworkers involved in the decision that Schroeder didn’t want a cellmate and wouldn’t likely tolerate Berry well because he was known to be “very talkative and bothersome.”

Back in 2019, a federal judge dismissed the head of the state Department of Correctional Services and the prison’s warden as defendants, but the case had been allowed to move forward against several prison employees involved in the decision to make the two men cellmates.

Schroeder killed Berry five days after they were placed in the same cell by wrapping his arm around Berry’s neck and squeezing for five minutes before getting a towel and twisting it around Berry’s neck until he was sure Berry was dead.

Nebraska to pay $479,000 to settle inmate death lawsuit

PIERRE, S.D. (AP) — A man facing a possible life sentence on federal drug and money laundering charges has won the lottery in South Dakota. KELO-TV reports 45-year-old Canbie Thompson was featured on the state lottery’s website for winning $40,000 on a scratch-off ticket.

 Thompson earlier pleaded guilty to the charges which resulted from a larger Minnehaha County drug bust involving 11 pounds of methamphetamine and seven other defendants.

 According to court documents, when police pulled Thompson over last year, they found drugs in his car. 

He also admitted he was involved in a money-laundering scheme to hide drug money.

Approximately 180 graduates were recognized before a packed house Friday during a commencement ceremony at North Platte Community College.

Friends and family gathered in the McDonald-Belton Gymnasium on NPCC’s South Campus for the conferment of degrees, diplomas and certificates.

 </figure>By HEATHER JOHNSON North Platte Community CollegeApproximately 180 graduates were recognized before a packed house Friday during a commencement ceremony at North Platte Community College.Friends and family gathered in the McDonald-Belton Gymnasium on NPCC’s South Campus for the conferment of degrees, diplomas and certificates.Former Nebraska Community College Association Executive Director Greg Adams was honored with the 2022 President’s Award from NPCC. Adams, who became executive director of the NCCA in 2016 and retired Dec. 31, 2021, devoted his entire professional and legislative career to education.Avery Johnson, of Hayes Center, was this year’s student commencement speaker. Among other things, Johnson spoke about some perceptions of community colleges, talked about the wonderful experiences she has had and explained the benefits of community colleges versus four-year colleges and universities.
