OMAHA, Neb. (AP) — Some Nebraska lawmakers are calling for changes in how the state picks contractors, after a child welfare service that succeeded in winning a contract with an unusually low bid failed to deliver and cost taxpayers millions of dollars. 

Members of a special legislative committee said Friday that they’d like to see changes in the process to ensure that bidders can reasonably deliver what they promise. 

Some lawmakers say they’d like to see more teeth in the appeals process. 

The committee was formed after the Kansas-based child welfare contractor, St. Francis Ministries, won the Nebraska job in 2019 by offering to do it for less than 60% of the bid an Omaha agency that had served the state since 2010.

Costly low bid for Nebraska child services may cause changes

BROKEN BOW, Neb. (AP) — A 45-year-old central Nebraska man has been convicted of killing his stepmother last year. 

A jury on Friday found Trent Esch guilty of first-degree murder in the death of 62-year-old Crystal Esch north of Broken Bow. He was also convicted of use of a weapon and possession of a firearm by a felon. 

Crystal Esch was found shot to death in her home last July. She had a protection order against her stepson for threatening behavior and messages.

35 years of dedicated service to his country and municipalities,
including the North Platte Police Department, Chief Daniel Hudson has
announced his retirement to City Officials. 

 Chief Hudson’s
effective date of retirement is planned for November 2, 2021,
allowing time for the transition with the Police Department before his
departure.

Chief
Hudson has served as Police Chief for three years after being
selected through a nationwide, comprehensive recruitment process in
2018.

The
Chief’s efforts have focused on transforming North Platte’s
Police Department with an emphasis on character, discipline,
transparency and community policing.  Chief Hudson has been very
active in events throughout the community and has excelled in
establishing a positive policing approach.

"I
wish Chief Hudson the very best in his retirement. Our community has
benefited tremendously from his leadership. We will miss his calm,
practical, and friendly approach to our town," said Mayor
Brandon Kelliher.  


“Chief
Hudson has always been upbeat and enthusiastic about the City
organization and most notably his force.  He will be sorely missed by
the City, but I know he is looking forward to the next chapter in his
life,” said City Administrator Matthew Kibbon.

Chief
Hudson served five years in the United States Marine Corps, his
Marine Corps service included assignments to Camp Lejeune, NC, Camp
Pendleton, CA, Quantico, VA, American Embassy Tel Aviv, Israel and
the American Embassy Kuwait City, Kuwait.  


The
Chief began his law enforcement career with the City of Los Angeles
as a police officer for the Los Angeles Police Department (LAPD). 
Dan promoted through the ranks and worked a variety of assignments in
many of Los Angeles’ most diverse neighborhoods over his nearly 26
year LAPD Career.  Dan honorably retired from the LAPD on September
30, 2018. 


Chief
Hudson joined the North Platte Police Department on October 1, 2018.

Chief
Hudson earned a Bachelor’s Degree in Criminal Justice, Police
Management and a Master’s Degree in Organizational Leadership, FAA
Commercial Helicopter Pilot Rating, graduate of the Sherman Block
Leadership Program, and is a graduate of the West Point Leadership
Program.  Chief Hudson has amassed over 3,000+ hours of certified law
enforcement training. 


The
City will initiate a recruitment process immediately to begin a
search for a new chief.  The process is anticipated to take several
months.

North Platte Police Chief set to retire in November

LINCOLN, Neb. (AP) — Nebraska will pay out public assistance beyond what it normally offers to local governments hit by the 2019 floods. 

The Nebraska Emergency Management Agency says Gov. Pete Ricketts has approved the payments for the state’s share of disaster relief. The money will go to Nebraska’s power, irrigation and natural resources districts, which don’t usually receive that form of assistance from the state. 

The agency says Ricketts approved the state share because of the extent of flood, wind, and winter storm damage. 

Ricketts’ decision follows President Joe Biden’s move to increase the federal cost-share from the normal 75% of the cost to 90%.

NORTH PLATTE, Neb.-A man was arrested on felony assault charges Wednesday following an alleged assault at a local hotel.

According to North Platte police, at around 10:31 a.m. officers responded to a disturbance in the 2100 block of South Jeffers St.

Police said it was reported that a male subject had been assaulted.

Arriving officers made contact with the victim, who police said had visible injuries to his face and body.

The victim told officers that he had gotten in an argument with Darrel Bridges, 27, while the two were in a room at the motel.

Police said the victim stated that, during the argument, Bridges attacked him and scratched his face.

The victim told police Bridges then grabbed a clothes iron and struck the victim in the face, causing an injury to his eye.

After striking him with the iron, the victim alleged that Bridges bit him on the chest.

Police said the victim's injuries corroborated his account of the event, and probable cause was established to arrest Bridges on suspicion of felony 2nd-degree domestic assault

Officers made contact with Bridges, who was still on scene and took him into custody. He was jailed at the Lincoln County Detention Center.

The victim was treated by EMS for their injuries.

Pursuant to newly passed federal law and the Nebraska Governor's Proclamation, the Lincoln County Courthouse will be closed on June 18, in observance of Juneteenth.

Officials with Nebraskaland Days are warning patrons of third-party vendors who have obtained inventory for tickets to the Buffalo Bill PRCA Rodeo.

"We've been made aware that third-party vendors have acquired inventory for the Buffalo Bill Rodeo and are selling on websites other than ours," said Executive Director David Fudge. "We do not work with any vendors other than Etix."

Fudge said patrons should only purchase tickets from the official Nebraskaland Days website. Tickets purchased from other vendors will not be honored.

Nebraskaland Days: Don't purchase rodeo tickets from third party vendors

LINCOLN, Neb. (AP) — Nebraska state offices will close Friday in anticipation of a new federal law that will establish Juneteenth as a recognized government holiday. 

Gov. Pete Ricketts ordered the closure to comply with a state law that grants the same paid holiday benefits to state employees. State employees will receive a paid day of leave. 

Exceptions may include law enforcement, security, military and state employees engaged in other essential functions. 

The governor’s office said in a press release that all workers should receive official instruction from their agency director or personnel representative. 

Juneteenth is a holiday commemorating the end of slavery in the United States on June 19, 1865.

White-nose syndrome has killed millions of bats in North America since the fungus first appeared in New York in 2006.

 Devils Tower resource management chief Russ Cash calls the recent confirmation at the park “disheartening and frustrating." 

The Gillette News Record reports the positive test results are no surprise after cases in neighboring states. 

The disease has appeared in at least 37 states and seven Canadian provinces.

NORTH PLATTE, Neb.-With nearly 70% of adults in Nebraska receiving at least one shot of the COVID-19 vaccine, officials with the West Central District Health Department are using some high-quality entertainment to entice people to get the shot.

Officials announced that those who receive or have received a COVID-19 vaccination from WCDHD from June 8 through June 21, will be registered to win tickets to the Nebraskaland Days concerts, featuring Toby Keith and Luke Combs.

Officials say two winners will receive a pair of tickets, one will receive a pair of Toby Keith tickets with a parking pass.

WCDHD offers concert ticket giveaway for vaccinations

NORTH PLATTE, Neb.-Hopeless, lonely and terrified were a few of the feelings Andrea Flores felt during the three months she spent in the Lincoln County Detention Center.

Flores and her boyfriend Kevin Taylor, both from California, were arrested in North Platte in February, both facing five to 50 years in prison on narcotics charges.

Taylor remains incarcerated, but Flores was released at the end of May.

While incarcerated, Flores said she rededicated her life to Jesus, and now wants to bring that peace and comfort to others who are incarcerated at the jail.

"I was 21-years-old, in jail for the first time, and facing five to 50 years in prison," said Flores. "It was a lonely, hopeless experience."

Flores said she found herself praying and turning to God for comfort and peace.

"I found that the only thing you have in a jail cell is yourself and God," said Flores. "A local Pastor gave me a Bible and I just began to read."

Flores said she found peace and comfort in her readings and prayers.

"Just believing in God gave me a lot of hope in there, and a lot of blessings because I got out," said Flores.

Flores said she is confident that others who are incarcerated will find the same hope and peace through Jesus.

Flores said resources for Christians in the jail are limited and are, at times, hard to get your hands on.

"Some people had Bibles that they would share, but there were only a few available," said Flores.

Flores said Taylor has attempted to reach out to numerous organizations that provide Bibles but has had few responses. She said it's difficult for him to reach people.

She also said there is a need for different types of bibles.

"There are so many different Bibles, you need Bibles that are specific to people's personalities," said Flores. "God knows that we're all different, there are all kinds of people in jail."

Flores would also like to offer Bible studies and one-on-one sessions with both male and female inmates.

To help bridge the gap, Flores said she is working with Pastor Doug at Two Rivers Fellowship to reach the inmates and provide them with more Christian resources.

Flores said she has not directly reached out to officials with the Lincoln County Sheriff's Office but plans to with the assistance of Pastor Doug.

The overall Rural Mainstreet economic index slipped to 70 in June from May’s record high of 78.8, but it remained in positive territory above 50.

RAPID CITY, S.D. (AP) — Another earthquake has been recorded in South Dakota, the fifth since December.

 According to the United States Geological Survey, a 2.6 magnitude quake was recorded about 6:30 a.m. Wednesday with the epicenter about 60 miles east of Rapid City.

 It’s the second measurable earthquake this month.

 A 3.7 magnitude earthquake was recorded on June 4 on the border between South Dakota and Nebraska. 

The largest earthquake recorded in South Dakota was a magnitude 4.5 quake south of Huron in 1911.

NORTH PLATTE, Neb.-The dangers of smoking during pregnancy are well documented. However, a new study suggests that even low levels of smoke or aerosol may harm a developing baby; and the mother does not have to be a smoker herself for that to happen.

The results provide additional justification for policies that prohibit smoking in workplaces, apartment buildings, vehicles, recreation areas, etc.

The research was part of a larger “Newborn Epigenetic Study” (NEST), which is looking at the effects of prenatal environmental exposures and nutrition on child development. It is being carried out by North Carolina State University and Duke University Medical Center.

This follows research that was conducted with pregnant smokers. When the parent smoked during pregnancy, there were increased risks of a baby being born with an orofacial cleft (defect of lip and/or palate), or having problems with tooth development and eruption, asthma, hepatocellular carcinoma (a form of liver cancer), and colorectal and breast cancers.

In the new study, blood samples were taken from pregnant non-smokers and from umbilical cords at the time of their babies’ births. It was tested for cotinine, a chemical that results from the metabolism of nicotine in the body.

There was a positive correlation between cotinine levels and DNA changes in the blood, referred to as DNA methylation. The changes can affect ways the baby’s genes are expressed, affecting physical development and nervous system functioning. As in the case of pregnant smokers, babies can also be at increased risk of developing cancer later in life.

In general, secondhand smoke has long been known to be harmful. Smoking has been prohibited in indoor stores, restaurants, bars and other workplaces in Nebraska since 2009, when the state’s Clean Indoor Air Act went into effect.

Since then, many apartment owners in North Platte and other communities have adopted policies prohibiting smoking in their buildings. Many residents have adopted smoke-free policies for their own homes and vehicles.

In addition, many communities across the state now prohibit smoking in portions or all of their public park systems. Locally, they include North Platte, Gothenburg, Maxwell, Sutherland, Chappell, Lewellen and Big Springs.

The new research was reported on May 19 in Environmental Health Perspectives, vol. 129 no. 5. It was funded through the U.S. National Institutes of Health and the Duke Comprehensive Cancer Center&nbsp;at Duke University in Durham, N.C. Researchers were from Duke, North Carolina State and Virginia Commonwealth Universities.

“These novel findings suggest that even low levels of smoke exposure during pregnancy may be sufficient to alter DNA methylation in distinct sites of mixed umbilical cord blood leukocytes in pathways that are known to be altered in cord blood from pregnant active smokers,” reads the report.

The Super Tag permit is valid in 2021 and 2022 for one elk of either sex, one antelope of either sex, one deer of either sex, and two turkeys (only toms and bearded hens may be taken in the spring). The permit is valid in open seasons with the appropriate weapons.

One Super Tag permit is authorized for residents only, and one permit is authorized for residents/nonresidents. Persons may apply for the residents-only permit once per year for $25. Persons may apply for the resident/nonresident permit multiple times per year for $10. Winners require a Habitat Stamp.

Just hours before, Bailey's sister Brooke was crowned Miss Teen Rodeo Nebraska.

The coronation took place Wednesday afternoon on the South Campus of North Platte Community College.

Brooke is a student at Scotus Central Catholic High School.

LINCOLN, Neb. - The U.S. Department of Agriculture is offering a 50/50 match on Nebraska dollars invested in outreach to get more eligible families enrolled in SNAP, the program formerly known as food stamps. Ellen Vollinger, legal director at the Food Research and Action Center, said the Supplemental Nutrition Assistance Program helps struggling families put food on the table, and can play an important role in kick-starting local economies. She said every federal tax dollar returning to Nebraska in SNAP benefits generates up to $1.80 in economic impact. Feds pony up to get more SNAP-eligible families enrolled

The Nebraska Department of Motor Vehicles announced at a press conference Wednesday that it will begin issuing new drivers licenses and state ID cards this month.

The license and ID cards feature new designs and colors that represent the state’s natural and man-made features. Depicted on the front of each card are Jail and Courthouse Rocks near Bridgeport, which highlight the rural prairies of western Nebraska, and the State Capitol Building and skyline of downtown Lincoln, which highlight the urban centers of eastern Nebraska. On the back of the card are sandhill cranes, which migrate to the river valleys of central Nebraska annually.

Additionally, the new designs also allow for more advanced security measures to prevent fraud, making them the most secure driver licenses and IDs on the market today.

“These new driver licenses and identification documents are sleek, modern, and have enhanced security features that protect the identity of Nebraskans and aid law enforcement in tracking frauds and counterfeiters,” said Rhonda Lahm, Director of the Department of Motor Vehicles.

While the new card rollout will begin in June, all licenses and ID cards with the previous design are still valid according to the expiration date on the document. There is no need to renew or order a replacement until the document expires. Anyone eligible for online renewal will still have that eligibility after the new card production has begun.

“It is important to note that documents with the old design will remain valid and in circulation until 2026,” said Sara O’Rourke, Administrator of the Driving Licensing Services Division. “Those who have a card with the previous design and features will still be able to use their card for all its intended purposes without interruption until it reaches its expiration date.”

The Nebraska DMV last unveiled a new design in 2009 and introduces new licenses and ID cards every 10-15 years to increase security. The new documents are made in partnership with Idemia.

Nebraska DMV unveils new driver's license, ID card design

North Platte, Neb. (June 16, 2021 By Ruth Nicolaus) – After last year, with no fans for three-quarters of the Buffalo Bill Rodeo in North Platte, another piece of normalcy came back to the world: the rodeo, with fans in the stands.

The first night of the 2021 Buffalo Bill Rodeo kicked off, with cowboys grateful to be rodeoing and enthusiastic fans thankful to be in the stands.

Things may be opening up in the U.S., but &nbsp;Canadian saddle bronc rider Layton Green, who&nbsp; is usually rodeoing in Alberta this time of year, made his first trip to North Platte because there have been no Canadian rodeos yet this year.

The 2017 Canadian saddle bronc riding champion scored 85 points on Beutler and Son’s Pop a Top to take the lead after the first night of rodeo.

The ride “sure was a lot of fun,” the 27-year-old cowboy said. “I went with the game plan to get a good spur-out, and it worked out. She went right down the bucking chutes jumping and kicking. She was a really good horse and I was lucky to have her.”

Normally, Green would be rodeoing in Alberta right now, but with no rodeos, he’s in the States. A few Canada rodeos are starting to come back, and he plans on going back for the big ones, but for now, he’s in the U.S. &nbsp;

After major injuries the last three years, he’s hoping to complete a full year of rodeo.

In 2018, he got kicked by a horse at a rodeo in Filer, Idaho, dislocating the head of the fibula of his right leg. Then, the next year, a saddle horse fell with him and shattered the tibia and fibula of the same leg, keeping him out for the year. Last year, at the San Antonio, Texas rodeo, he separated his shoulder. Then Covid hit and curtailed half of the rodeos last year.

“We’re happy to be rolling again,” Green said. “I plan on getting a full year in.”

The 2022 Miss Rodeo Nebraska was crowned prior to the rodeo on Wednesday night.

Bailey Lehr, Columbus, has won the crown.&nbsp;The 2020 Miss Oregon Trail Rodeo queen for the Hastings, Neb., pro rodeo, she is the daughter of Lance and Joan Lehr.

Earlier in the day the 2022 Miss Teen Rodeo Nebraska queen was crowned, with Brooke Lehr, Columbus, Neb. winning the title. She is the younger sister of Bailey.
