Flags to fly at half-staff to honor U.S. Capitol police officers

A man is in jail in Kearney, accused of several crimes, including assaulting several officers.

According to Kearney police, on
January 10, at approximately 10:45 a.m., officers responded to the 4200 block of Avenue I in
reference to a suspicious subject in the area. 

Police say upon arrival, officers
discovered the suspect had vandalized an off-duty Kearney Police
Department marked Police Vehicle, which was parked in the area. 

Police say when
officers attempted to contact the suspect, he immediately became combative and non-compliant, throwing an unknown object at the
officer. 

The suspect punched and kicked two Kearney Police Officers
during the arrest. Officers were able to deploy less-lethal force,
utilizing a Tazer and the suspect was placed in custody, according to police.

Police say two
veteran officers were injured during the arrest, both received
minor abrasions and scratches. One officer was treated and released
at CHI Good Samaritan Emergency Room for a fractured finger.

The
suspect has been identified as 33-Year-Old Jose Garcia Jr., he is
believed to be a transient from out of state. 

Garcia Jr. was treated
and released from CHI Good Samaritan Emergency Room and booked into
Buffalo County Jail on suspicion of felony criminal mischief, two counts of assault on a police officer, and resisting arrest. 

Damage to the police car is
estimated at $7,000.

“We can fix the police car, I’m
thankful our officers were not seriously injured during this incident
and wish them a swift recovery," said Kearney Police Chief Bryan Waugh.&nbsp; "I’m also thankful there were no
other injuries from this subject, we are still not certain what the
intentions of the suspect were leading up to this arrest”.&nbsp;

Police say the motive for damaging the police vehicle is still under investigation.

Man accused of assaulting 2 Kearney officers, damaging police vehicles

OMAHA, Neb. (AP) - Nebraska's bid to attract the U.S. Space Command's headquarters to Offutt Air Force Base includes $107 million of public and private money.

Greater Omaha Chamber of Commerce President David Brown said the local money is meant to help offset the roughly $1 billion cost of building the new headquarters at Offutt.

"If there's a need for public or private support, there has always been a willingness to find a way," Brown said.

Offutt is one of the six finalists to become the headquarters. Other finalists are Kirtland Air Force Base in New Mexico, Patrick Air Force Base in Florida, Peterson Air Force Base in Colorado, Redstone Army Airfield in Alabama and the former Kelly Air Force Base in Texas.

Brown said the Nebraska incentive package would include, $50 million from the state, $50 million to be raised from private donations, $4 million from the city of Bellevue and $3 million in other incentives.

Rick Evans, a retired Air Force major general who is acting director of the University of Nebraska's National Strategic Research Institute, said the incentives in the Nebraska bid are impressive.

"That's a big number. It's an eye-catcher," Evans said.

A decision by the Air Force on the headquarters location is expected in mid-January.

LINCOLN, Neb. (AP) - Nebraska Gov. Pete Ricketts will push to reduce property taxes during this legislative session by limiting local government spending, and he warns the issue could go to voters if lawmakers don't approve changes.

Ricketts said he's hopeful lawmakers will take steps to slow local government spending, similar to a package he proposed last year that faced strong resistance from K-12 schools. Lawmakers ultimately&nbsp;<a href="https://apnews.com/article/legislature-lincoln-nebraska-omaha-f059f8c52756fc1dd127e64a33c45237" target="_blank">approved a tax credit</a>&nbsp;for property owners to offset some of their local property taxes but scrapped provisions that would have restricted school spending.

"It's important that the Legislature acts on this or, as history demonstrates, the people of Nebraska will do it for them," Ricketts said in an Associated Press interview.

Ricketts declined to say whether he would support a citizen-led ballot measure to restrict local spending, but the former TD Ameritrade executive has a history of bankrolling ballot campaigns with his own money.

In 2016, Ricketts spent $300,000 on a successful ballot measure that reinstated the death penalty after lawmakers voted to override his veto and abolish capital punishment. He also has donated extensively to conservative legislative candidates, including some who challenged more moderate Republicans who supported ending the death penalty.

Anti-tax activists and conservative lawmakers have tried property tax ballot campaigns before, but most of their efforts failed in part due to poor funding.

In the interview, Ricketts pointed to a&nbsp;<a href="https://revenue.nebraska.gov/sites/revenue.nebraska.gov/files/doc/pad/research/annual-reports/2013/annrpt2013-5_Property_Tax_History.pdf" target="_blank">1966 constitutional amendment</a>&nbsp;that voters approved to bar the state from collecting property taxes. Farmers and some homeowners have complained in recent years that their property tax bills have soared over the last decade, and they've pressured lawmakers and Ricketts to intervene.

"I believe if it were on the ballot, people would overwhelmingly support it," Ricketts said.

Ricketts said lawmakers have made headway on property taxes, but "now what we need to do is slow the growth of government so that property tax relief actually ends up in people's pockets."

K-12 school officials argue they already spend conservatively, and some rural schools note they have lost state equalization aid because of Nebraska's school-funding formula. The formula distributes money to schools based on their needs and what they can generate locally through property taxes. Farmers argue the arrangement is unfair because they own large amounts of land and must pay higher taxes on it regardless of whether they make a profit.

State senators have passed dozens of laws over the last decade to try to slow the growth of property taxes, but rates have continued to rise.

Sen. Lou Ann Linehan, chairwoman of the tax-focused Revenue Committee, said more of the burden is shifting to homeowners in Nebraska's larger cities and pressure will build on urban lawmakers.

"People are going to get their property tax bills and see that they're not going down," she said. "We can't keep this up."

One state lawmaker who has worked on property tax ballot initiatives in the past said he's confident voters across the state would approve a tax cut.

"Every time we polled people, it was their number one issue, whether they were 18 or 80 and whether they lived in Scottsbluff or Omaha," said Sen. Steve Erdman, of Bayard, .

Erdman has introduced a constitutional amendment this year that would replace most of the state's taxes with a single "consumption tax," based on purchases, with tax credits for low-income residents who would be disproportionately affected. The proposal has eight cosponsors, but it still faces long odds in the Legislature.

Ricketts also said he'll propose additional money for Nebraska's prison system and a new, two-year state budget with a focus on controlling expenses. The state corrections department is seeking $230 million from lawmakers to build a new state prison.

He said he'll also be watching the Legislature's redistricting efforts this year, a once-a-decade ritual that's usually partisan and contentious.

He said he wants to ensure that "all Nebraskans, both urban and rural, are treated fairly" in the process, but declined to give specifics. Western Nebraska is expected to lose at least one legislative district because of population shifts from rural areas to Omaha and Lincoln.

Ricketts hints at ballot measure if property tax push fails

Ricketts said the state has received an additional 40,000 doses in the last couple of days, but it will take a few more days to get them distributed. The state has distributed 133,896 doses so far from drug manufacturers Pfizer and Moderna.

"I think this program is really going along as well as can be expected considering we have not done this kind of mass vaccination in this country ever," Ricketts said a coronavirus news conference.

Nebraska saw two brief slowdowns in distribution around Christmas and after New Year's Day. But the numbers increased sharply on Tuesday, when health officials administered 13,644 - up from 2,967 the previous day.

Ricketts said he expects to see a sharp increase in vaccinations over the next several weeks. On Thursday, state officials said they were&nbsp;<a href="https://apnews.com/article/health-nebraska-coronavirus-pandemic-bc5accdc4f9699a376766e0c5b88a8e5" target="_blank">preparing to launch a website</a>&nbsp;that will allow people to register for a vaccination even if they don't immediately qualify. The first eligible people in Nebraska are front-line health care workers and people who live in or work at long-term care facilities.

Nebraska also saw a reported surge in deaths on Thursday, but a local public health official said Friday that those numbers weren't accurate.

The state initially reported 108 deaths in the last day, with 92 of those coming from Douglas County. But Phil Rooney of the Douglas County Public Health Department said his county's reported numbers were inaccurate, and health officials plan to correct them once they confirm the actual data.

"We're trying to track it down," he said.

Nebraska reported 491 people hospitalized with the coronavirus as of Thursday. The number is down sharply from the record highs logged in mid-November, but still elevated compared with spring and summer of 2020. Nebraska still has 30% of its hospital beds, 30% of its intensive care unit beds and 74% of its ventilators available for use.

The state has confirmed 173,591 coronavirus cases since the pandemic began, although the actual number is likely higher because not all people get tested. Nebraska also reported 1,811 deaths, but that figure will likely get changed once Douglas County adjusts its number.

NEBRASKAland DAYS will pursue
an alternate format for this year’s Buffalo Bill Birthday Bash,
scheduled for
February 27th. The organization will go to a drive-through format for
dinner delivery followed by an online short program and auction.


“Things seem to be improving
as we’re seeing vaccinations accelerate and cases come down, but
we’re just not comfortable forcing the issue in late February,”
says Executive Director David Fudge. “We see the light at the end
of the tunnel, but we’re not sure we’ll be out of the tunnel in
time to run a normal Bash.”.


The Celebration hopes people
will get together in small groups in their own homes to enjoy the
short online program and auction. The "Silent Auction" will
launch on February 22nd and go all week. The "Live Auction"
will open Saturday evening and run through our program, which will
start at 7 pm.


Earlier in the day, from 5:30
to 7:00, the organization will set up a drive-through in its parking
lot to pick up dinner and drinks. The team will assemble Pit BBQ meal
kits. Each kit will include a couple of meats,


and two sides with rolls and
drinks for 4. We'll have everything packaged up in containers for
easy pick-up. 

“We have some folks who really know how to cook lined
up to help us, dinner’s going to be pretty dang good,” said
Fudge. 

Meal kit orders will begin on February 1 and be limited in
quantity.

'Buffalo Bill Birthday Bash (ish)' to have different look this year

LINCOLN, Neb. – Spring turkey hunting permits for 2021 will be available from the Nebraska Game and Parks Commission beginning Jan. 11.

Nebraska offers the best turkey hunting opportunities in the nation. Nebraska offers birds in every county of the state. The state also offers plentiful and affordable permits, long seasons, great public access and $8 permits for youth.

Wild turkey hunters in Nebraska enjoy high success rates. In the spring, hunters can purchase as many as three permits, with a bag limit of one turkey per permit.

The spring archery season opens March 25, youth shotgun on April 10, and the regular shotgun on April 17. All spring turkey seasons close May 31.

Buffalo County authorities have made an arrest in connection with the bomb threat at the courthouse.

BCSO says 44-year-old transient Steven Lamar was arrested on suspicion of threatening the use of explosives and theft by unlawful taking.

Lamar was arrested in Kearney at around 1:45 p.m. on Thursday by officers with the Kearney Police Department.

KEARNEY, Neb.-The Buffalo County Sheriff's Office is investigating a bomb threat that was called into the courthouse in Kearney.

According to BCSO,&nbsp; a<a></a>t approximately 8:45 AM on January 7, Buffalo County authorities received a 911
report from a citizen that suggested a person or persons unknown to them may
have placed a bomb at the Buffalo County courthouse. The alleged
threat was non-specific in nature as to the type of device, location

In
an abundance of public safety precaution, BCSO the Buffalo County
Courthouse was evacuated and searched.&nbsp; Nothing unusual was
located.&nbsp;

BCSO says the courthouse was closed for just over 2 hours. 


Assisting deputies at the scene were members of the Kearney Police
Department, Kearney Volunteer Fire Department and Buffalo County
Emergency Management.&nbsp; &nbsp;

LINCOLN, Neb. (AP) - Nebraska Sen. Ben Sasse blasted President Donald Trump on Friday for his statements just before the riot at the U.S. Capitol, saying the president deserved some blame for "pouring gasoline on these fires of division" and disregarding his oath of office.

Sasse, a fellow Republican who has clashed with Trump before, also said he was willing to consider voting to remove Trump from office should the House impeach him again.

In an interview Friday with National Public Radio, Sasse said he places blame first on the violent mob that stormed the Capitol on Wednesday "and then on the president of the United States as well, who was pouring gasoline on these fires of division."

Trump, in a speech before the riot, repeated false claims that the election had been rigged against him and said he and his supporters are going to have to "fight much harder" to protect democracy. He added: "You'll never take back our country with weakness. You have to show strength. You have to be strong."

Sasse&nbsp;<a href="https://apnews.com/article/2dbe1d8a1e01461e8e4c9975a91f449f" target="_blank">has been openly critical of Trump</a>&nbsp;at times, drawing criticism from some Nebraska Republicans who wanted him to be loyal to their party's leader.

He changed his tone briefly in 2019 and&nbsp;<a href="https://apnews.com/article/f13d665b8390496a84f98157748ec223" target="_blank">highlighted areas of agreement</a>&nbsp;with the president when he was running for reelection against a pro-Trump primary challenger. Nebraska Sen. Sasse says Trump incited Capitol riot

North Platte Community College students and employees donated a record number of presents to children in need over the holidays.

NPCC’s STEM Club hosts at least one Angel Tree for The Salvation Army of North Platte every year. People can take ornaments from the tree and replace them with gifts for local youth. Nearly 100 gifts were given in 2020.

“Every single ornament was claimed, and we still had people asking if they could participate,” said Jared Daily, MPCC STEM Club faculty advisor. “Several people bought extra presents and gift cards to make sure the Salvation Army had enough to go around. I would like to publicly thank everyone who participated to help some of the less fortunate and struggling families in our community, especially in this past year when so many struggled even more.”

The STEM Club also completed a virtual caroling project before the holidays. Members collected recordings of individuals and groups from within the college singing holiday songs. A video montage was then sent to cheer patients at Great Plains Health and residents at a local rest home.

GRAND ISLAND, Neb.-The Nebraska State Patrol (NSP) is investigating an incident in which a subject shot himself during a brief standoff in Kearney County.

At approximately 12:10 p.m. Thursday, the Kearney County Sheriff’s Office responded to a report of an armed subject barricaded in a vehicle outside a residence at 1684 A Road, south of Minden. The Sheriff’s Office requested assistance at the scene from both NSP and Minden Police.

As the assisting agencies arrived on scene, a gunshot was heard from inside the vehicle. The subject was then discovered with a self-inflicted gunshot wound. Law enforcement officials on scene attempted to render aid, but the subject died a short time later. The man has been identified as Scott Horine, 51, of Upland.

The Kearney County Attorney has requested that the Nebraska State Patrol conduct the investigation into the incident. No law enforcement officers fired a weapon during the incident and no officers were injured.

OMAHA, Neb. (AP) - A federal judge has blocked one of Union Pacific's main unions from going on strike over its concerns about the railroad's efforts to protect employees from the coronavirus.

The Brotherhood of Maintenance of Way Employees Division last month threatened to strike because it wants the Omaha, Nebraska-based railroad to strengthen its virus-safety precautions in the workplace. It also wants Union Pacific to offer its more than 30,000 employees full pay if they have to quarantine themselves.

But Judge Brian Buescher ruled Thursday that the union must address its concerns through contract talks with the railroad and it doesn't have the right to strike now.

"The pandemic is not a work-specific safety concern for the Brotherhood of Maintenance of Way Employees Division employees," Buescher wrote in his ruling. "Instead, the pandemic is, unfortunately, a worldwide and widespread problem confronting not just the BMWED employees, but individuals of all walks of life."

The judge also agreed with the railroad that a strike would harm companies that rely on the railroad for shipping.

Union Pacific officials have defended their efforts to protect workers from the virus, and they have said the railroad is following the recommendations of public health experts. It has stepped up its efforts to sanitize locomotives and other equipment employees use and eliminated most meetings to keep workers from gathering in groups. It also requires employees to wear masks on the job.

"This order will allow Union Pacific to continue to meet the country's freight demands, while we work with the BMWED towards our common commitment to ensure the safety of our employees," Union Pacific spokeswoman Elizabeth Graham said.

Union officials said they haven't decided whether to fight Thursday's ruling in court, but they will continue to press for safety improvements at the railroad. They have have said the union has similar concerns about virus precautions at the other major railroads, but they decided to press the issue first with Union Pacific.

2021 'Not at All What You Thought' Nebraska travel guide now available

LINCOLN, Neb. (AP) - Nebraskans who want to register for a coronavirus vaccination should be able to do so online or by phone soon, state officials said Thursday.

Officials with the Nebraska Department of Health and Human Services said they plan to launch their new registration website in about two weeks and a telephone hotline in roughly 10 days.

The system will allow people to register for a vaccine even if they aren't eligible right away, said Angie Ling, the department's incident commander for the pandemic. The state is offering vaccinations in phases, with an initial focus on front-line health care workers and people who work at or live in long-term care facilities.

"When we activate the next phase, we'll send you a reminder and say, 'Hey, your phase is ready to be vaccinated,'" Ling said in a Facebook live chat to answer public questions about the state's vaccination plan.

Ling said residents can also contact their own doctors or pharmacies to schedule a vaccination. State officials have previously said vaccines won't be available to the general public until April.

She said the rollout is taking place at a different pace in different parts of the state. In rural, western Nebraska, some people who are at least 75 years old are already eligible to get vaccinated.

Ling said the state is working with a network of doctors, hospitals, public health officials and others to make sure the vaccines are being distributed quickly. She urged residents to remain patient and warned that local public health clinics are getting bombarded with calls and may not be able to respond to questions right away.

The number of vaccines being administered in Nebraska jumped significantly this week as the state continued to inoculate health care workers and residents of long-term care facilities.

The state said 13,732 vaccinations were administered Tuesday, which was more than triple the previous daily high of 4,210 on Dec. 23. Officials have said they expect the pace of vaccine distribution to speed up over the next two weeks.

At least 53,418 of the 108,188 doses of the vaccine the state has received have now been administered. The drugs were manufactured by pharmaceutical companies Pfizer and Moderna.

Lifespan Health Services administrator Sara Morgan said people who residents who want to choose which vaccine they receive should ask their health care provider. The companies' vaccines both require two doses to provide full immunity. Morgan said residents should get both of their doses from same brand and not mix the two.

The state reported 1,436 new virus cases and 11 deaths Wednesday to give the state 172,469 cases and 1,703 deaths since the pandemic began.

The seven-day rolling average of daily new cases in Nebraska decreased over the past two weeks from 1,066.14 new cases per day on Dec. 23 to 1,036 new cases per day on Wednesday.

The number of people hospitalized with the virus in the state declined Wednesday to 506 from the previous day's 515. That number has stayed steady over the past two weeks.

Nebraska preparing to launch vaccine registration website


With
temperatures dropping and interest in outdoor winter activities
heightened due to the COVID-19 pandemic, UScellular wants to inform

Cold weather can harm smart devices

LINCOLN, Neb. – The Nebraska Game and Parks Commission will consider wildlife regulation changes that include a proposal to enact a Special Landowner Deer Season and allow the purchase of a bonus or a preference point with regard to big game hunting when it meets Jan. 13 in Lincoln.

The meeting will start at 8:30 a.m. at Commission headquarters, 2200 N. 33rd St.

The Special Landowner Deer Season and purchase of a bonus or a preference point were created by the passage of LB 126 and LB 287, respectively, in the Nebraska Legislature’s 2020 session.

The Special Landowner Deer Season would allow a qualifying landowner as many as four permits to designate themselves or immediate family to hunt on his or her property on the Saturday, Sunday and Monday before the opening of the November firearm deer season. No more than two permits will be issued to persons older than age 19 and two permits to persons younger than 19.

Points are awarded when hunters are unsuccessful in several of Nebraska’s big game drawings. Preference point-based drawings allow hunters with the most points the best chance at drawing permits. Bonus point drawings, on the other hand, give hunters an additional entry in the drawing for each point or year that they were unsuccessful in drawing. Allowing the purchase of a bonus or a preference point will allow hunters to accumulate points in years that they do not want to draw.

Additional proposed wildlife regulation changes on the agenda would clarify draw units, how forfeited permits may be handled, staggering the sale of over-the-counter permits, and alter the residency qualifications for one auction elk permit.

Also on the agenda are staff recommendations to:

• approve the 2021-2025 Statewide Comprehensive Outdoor Recreation Plan, which evaluates the supply and demand for outdoor recreation opportunities and summarizes state and regional demographics. It also provides guidance on future development of parklands through the goals and Land and Water Conservation Fund priority projects. Communities and outdoor recreation professionals are encouraged to use the data and guidance within the Plan when planning for outdoor recreation projects.

• approve grant awards for the Land and Water Conservation Fund Stateside Assistance Program.

Staff will give an R-3 update regarding efforts in the areas of hunting, shooting sports and fishing.

Number of vaccines handed out in Nebraska jumps this week

LINCOLN, Neb.-Governor Pete Ricketts issued a proclamation declaring January 22, 2021, as a Statewide Day of Prayer.&nbsp; January 22nd&nbsp;is the anniversary of&nbsp;Roe v. Wade, a U.S. Supreme Court decision that struck down Nebraska’s laws protecting unborn babies.&nbsp; Governor Ricketts’ proclamation encourages Nebraskans to pray for an end to abortion and a deepening in respect for the humanity of unborn children.&nbsp;

“Nebraska state law states that it is ‘the will of the people of the State of Nebraska and the members of the Legislature to provide protection for the life of the unborn child whenever possible,’” reads Governor Ricketts’ proclamation.&nbsp; “Nebraskans display our pro-life values in a multitude of ways from the crisis pregnancy centers that provide free care for expecting parents to the prayer vigils held across the state every year.”

LINCOLN, Neb.-Governor Pete Ricketts issued a proclamation declaring January 22, 2021, as a Statewide Day of Prayer.&nbsp; January 22nd&nbsp;is the anniversary of&nbsp;Roe v. LINCOLN, Neb. -- Nebraska's 107th Legislature kicked off yesterday, and a coalition of some 100 nonprofits have launched a new online portal to connect lawmakers with Nebraskans experiencing unprecedented economic hardship in the wake of the COVID-19 public health crisis. Laurie Ponce Lage, director of Coalition for a Strong Nebraska, said the goal is to help lawmakers realize the scope of the challenges facing families struggling to meet their basic needs. "People are getting evicted in record numbers," Ponce Lage observed. "People are in food lines in record numbers. Your neighbors, people around you that you probably don't even know, are still struggling." Nebraskans who lost jobs through no fault of their own are posting their stories at&nbsp;<a href="https://essentialnebraska.com/" target="_blank">essentialnebraska.com</a>. Ponce Lage noted some are single mothers who were able to keep their heads above water with initial federal CARES ACT support, but after burning through their savings, now face the frightening prospect of sending kids to bed with empty stomachs and losing their homes. Despite the recent passage of a new COVID relief package in Congress, Ponce Lage cautioned it remains uncertain how that aid will be distributed. The Essential Nebraska project aims to collect data from every county in the state, which she hopes will help lawmakers get the right assistance to the right places. "It's not just in urban parts of the state," Ponce Lage explained. "Their needs may be different, but we need to show senators what's happening in their own back yards, in their own districts, with their own neighbors." Ponce Lage said she's hopeful Nebraska lawmakers will strengthen existing emergency-assistance programs, with a focus on housing, food and utilities. She added policy solutions, such as child care and paid family medical leave so sick workers can stay home to protect public health, also should be considered.

“What is happening at the U.S. Capitol is unacceptable. &nbsp;I condemn the violence in the strongest possible terms. &nbsp;Peaceful protest is the American way. &nbsp;Violence and destruction of property are not. &nbsp;I encourage the violent protestors in D.C. to leave and go home.”
