LINCOLN, Neb. -- As kids and parents navigate the uncertain territory of being back in school during a pandemic, a new&nbsp;<a href="https://edarxiv.org/vsx4q/" target="_blank">University of Nebraska-Lincoln study</a>&nbsp;shows elementary teachers nationwide believe just 3 out of 5 of their students were prepared to advance to the next grade level after schools shut down during the health emergency last spring. Report co-author Marc Goodrich, assistant professor at the university, said just one-third of teachers were able to hold daily virtual meetings in real time with students, and most had to ask kids to practice math and reading skills on their own. "But that's not a substitute for direct instruction, especially for the students who are struggling to acquire reading or math skills," Goodrich said. "Without that sort of face-to-face interaction, a lot of students might continue to fall behind." School closures were in sync with CDC guidelines for kids to avoid contracting and spreading COVID-19 by staying at least 6 feet apart, not possible in most classrooms. But closures also exposed a profound digital divide across the country, with many kids unable to attend class because they didn't have internet access or computers. As many as 11 million students in grades K-5 received no instruction at all for up to 22 weeks of the school year. Despite tremendous efforts by schools and teachers to provide instructional opportunities for students, Goodrich said the research suggests remote learning restricts access to high-quality education, especially for the most vulnerable students. He noted that even before the pandemic, students from wealthier families had higher academic achievement than disadvantaged students, and the health crisis amplified those disparities. "The lack of regular internet access, and the lack of opportunities to engage in live instruction that we saw - that were disproportionately affecting students from low-income backgrounds more - might lead to achievement gaps widening," he said. Researchers found nearly 7 in 10 teachers did not believe remote instruction was effective, or were unsure about its effectiveness. Goodrich said his team plans to do multiple follow-up surveys throughout the school year to continue to track how COVID-19 is impacting education.

UNL report exposes gaps in education during school closures

DES MOINES, Iowa (AP) - Iowa casino officials worry they will lose business when several Nebraska casinos open because voters in that state-approved gambling.

When casinos are built in Omaha and Lincoln, Nebraska, they could hurt Iowa gaming revenues, especially in Council Bluffs, where four casinos currently operate, officials contend. Other Iowa border towns with casinos include Sioux City, Onawa and Sloan.

The development of casinos in Nebraska could be another blow to Iowa casinos that are already reeling from the effects of the coronavirus pandemic.

"We're still trying to rebound in all the markets because of COVID-19," said Wes Ehrecke, president of the Iowa Gaming Association. "To have something like this coming online could have a ripple effect."

Roughly two-thirds of Nebraska voters approved three constitutional amendments last week to legalize casinos at the state's six licensed horse tracks, regulate the industry and devote some of the money to a tax credit for property owners.

Casino backers in Nebraska want to open casinos as soon as possible and then expand them to include restaurants, hotels and other amenities. Nebraska gambling supporters hope to reclaim a significant part of the roughly $500 million Nebraskans spend annually at casinos in Iowa and other states, said Michael Newlin, general manager of Horseman's Park in Omaha and Lincoln Race Course.

Newlin said he believes the new casinos will provide a boost to horse racing in the region because their profits will boost prizes at races. The horse racing industry has been in decline for decades across the country.

"Racing will flourish and grow," he said. "In three to five years, I think we will start seeing trainers and owners in Iowa finally come back home to Nebraska."

But Gary Palmer, general manager of Prairie Meadows Racetrack and Casino in Altoona, Iowa, said he's not convinced the new casinos will have a significant impact on horse racing.

"It could help our horse-racing business. It could lead to a bigger circulation of horses in the Midwest and purses could grow," Palmer said. "But the inventory nationwide of horses is really down. We'll have to see how it works."

Nebraska reports record number of virus hospitalizations

As hospitalizations continue to increase at Great Plains Health (GPH) from COVID-19 and other diseases and ailments, the problem at the hospital is not so much having beds but having people to care for the patients in those beds.

GPH CEO Mel McNea said the nursing shortage the hospital is experiencing is really reaching a crisis point, and patients are being transferred to other Nebraska hospitals because of the lack of nurses.&nbsp;

McNea said while more patients are being hospitalized for COVID-19, patients still require care and hospitalization for other diseases and sicknesses.

"In addition to treating patients for COVID-19, we're responsible for treating patients who might be suffering a stroke, a heart attack or who were in a car accident," said McNea.

McNea said the staff at GPH is exhausted and getting sick, in part, he says because of the community's lack of adherence to wearing masks.

"Masks have an impact on the spread of this virus and will hands down help us reduce the number of people who contract COVID-19," McNea said.

The bottom line is the need for nurses is dire and McNea says they are looking in many different directions to get more staff.

GPH and hospitals across the state are launching marketing campaigns to get retired nurses and medical workers, or workers who have left the medical field to return to the workforce.

"That's the desperate situation that's going on across the state," said McNea.

McNea says projections are that hospitalizations will continue to rise and, in return, so will the need for healthcare workers.

Great Plains Health experiencing nursing shortage, calling on retired nurses for help

Also Friday, the Nebraska Department of Correctional Services said nine more staff members had tested positive for the virus to give it a total of 225 staff members who have been diagnosed with the virus. The department said the ill staffers are all isolating themselves at home.

Dr.
Leland Lamberty has been honored posthumously with the Nebraska
Hospital Association Meritorious Service Award. This award recognizes
the longevity and breadth of service of an individual to healthcare
at the local and state levels. 


Dr.
Lamberty was a longtime family medicine physician in North Platte,
serving patients of the region for nearly fifty years. He established
Family Medicine Associates in 1973 and played an instrumental role in
growing primary care in North Platte. In 2018, Dr. Lamberty led his
clinic through a formal partnership with Great Plains Health. He
served on numerous hospital committees and boards throughout his 47
years of service. 


“Dr.
Lamberty loved medicine,” said GPHealth board chairman, Dr. Ned
Mack. “The care that he had for each patient was obvious and it’s
a comfort knowing that he was able to do what he loved right up to
the moment that he was called home.”

LINCOLN, Neb. (AP) - Authorities are investigating the death of an Iowa inmate who was found unresponsive and covered with a sheet on his cell floor at the State Penitentiary in Lincoln.

The Lincoln Journal-Star&nbsp;<a href="https://journalstar.com/news/local/crime-and-courts/state-patrol-investigating-suspicious-inmate-death-at-lincoln-prison/article_2b6517a2-0a06-54e6-b639-857186f54072.html" target="_blank">reports&nbsp;</a>that multiple attempts were made Friday to revive 20-year-old Kevin Carter, but were unsuccessful. Carter was serving a six- to nine-year sentence for terroristic threats and the use of a deadly weapon to commit a felony in Douglas County.

"The investigation into the circumstances of Carter's death are still very preliminary," said Corrections Director Scott Frakes. "The initial indications are that this death is suspicious. We will know more as witnesses are interviewed in the coming days."

A grand jury will be called to review the death.

The Festival of Trees is a winter wonderland of Christmas trees, wreaths, Christmas decor, and Holiday table centerpieces created by local artists, businesses, and organizations. 

This year,&nbsp; thanks to our friends at Gateway Realty, pieces will be auctioned off online in support of the Prairie Arts Center - a non-profit organization whose mission is to&nbsp;provide opportunities for creative self-expression through exhibits, classes, concerts and other cultural events.&nbsp; &nbsp;

The auction will be held online on November 17 - 21.&nbsp;

HOLDREGE, Neb. (AP) - Authorities are investing a one-vehicle accident that killed two teenagers after their vehicle went under the water at a Nebraska lake.

Police responding to a 911 call at 11:10 p.m. Thursday about a vehicle going into the water found the car fully submerged in the North Park Lake in Holdrege, Nebraska, the Holdrege Daily Citizen reported.

Officer Stewart Stewart dived into the water when he arrived at the scene but was unable to locate the vehicle.

Phelps County Attorney Mike Henry, a member of the Holdrege Fire Department who has dive experience, located the vehicle, the newspaper reported.

Its occupants - 16-year-old Austin Riley of Hildreth, Nebraska, and 14-year-old MaKenna James of Wilcox, Nebraska - were both dead at the scene.

State officials reported 2,124 new cases statewide and 720 active hospitalizations as of Thursday evening. The numbers have been trending sharply upward over the last two weeks.

Nebraska has now tested a little more than 1 million people, with 78,012 positives and 674 deaths statewide since the pandemic began, according to the state's online tracking portal.

Nebraska Medicine posted a fresh warning Friday on its Twitter account: "We can't continue on this course. More cases = more hospitalizations = more deaths. Please do your part to avoid large gatherings, wear a mask and all the things we've been sharing with you over the course of the pandemic."

Meanwhile, the Nebraska Department of Correctional Services announced that four more staff members have tested positive for the virus. All were self-isolating at home, the department said in a news release. So far, 216 department staff members have been diagnosed with the virus.

Nebraska virus hospitalizations continue upward surge

Lincoln County deputies arrested a South Dakota man after he allegedly walked into a home near Sutherland.

On November 6, 2020, at 2:42 a.m., a citizen on West Simmons Road near Sutherland, NE. called for assistance.  The citizen advised a male subject had walked into her home and appeared injured from a motor vehicle accident.  

Deputies responded to the residence and met with twenty-four-year-old Pine Ridge, South Dakota resident David Nuno. 

LCSO says Nuno had minor injuries and was not cooperative with deputies on the scene. 

According to LCSO, deputies located Nuno’s vehicle a short distance away from the residence in a cornfield.&nbsp; They say Nuno appeared to be under the influence of a narcotic and was arrested on suspicion of 1st-degree trespassing.   

Deputies deployed the Lincoln County K-9 on the vehicle and it indicated drugs were in the vehicle. As a result, LCSO says deputies searched the vehicle and found several grams of suspected methamphetamine, needles and suspected marijuana in the car. Deputies seized the narcotics for testing and towed the vehicle.   

Deputies transported Nuno to Great Plains Health for treatment of his injuries. Upon his release, Mr. Nuno was incarcerated in the Lincoln County Detention Center for Trespassing and Possession of a Controlled Substance. Additional charges are possible in this case.

NORTH PLATTE, Neb.-As of late, it seems that many of the stories we hear about law enforcement are in a negative light. As a result, it's easy to forget the acts of heroism that law enforcement officers perform across our Country on a daily basis.

One of those acts of heroism was recently performed by deputies with the Lincoln County Sheriff's Office when they intervened and prevented a man from taking his own life.

According to LCSO, on November 6, 2020, at 12:20 a.m. deputies received a report of a disturbance in rural Lincoln County. 

LCSO says deputies responded to a residence and were informed that a male subject was contemplating suicide in his bedroom. Deputies were told the male had possibly overdosed on prescription medication, and that the male had a shotgun and was threatening to shoot himself.  

Deputies entered the residence and confronted the male subject who was holding a short shotgun to his head.  Deputies say they attempted to calm the individual down for some time with very limited results. 

According to LCSO, deputies eventually deployed a Taser at the subject and then tackled him removing the loaded firearm. 

 Deputies then called for rescue assistance and the subject was taken to Great Plains Health for medical and mental health treatment.    

LCSO said information on mental health calls for service is rarely released to protect suspected mentally ill. However, they say this case and many others demonstrate the amount of courage, bravery, and commitment to Lincoln County citizens, in crisis or not, their deputies show every day.

COVID-19 Community Risk dial moves up again, remains in Orange

LINCOLN-Governor Pete Ricketts held a press briefing at the Capitol this afternoon to provide updates on the State’s pandemic response.&nbsp; As the virus continues to spread, he urged Nebraskans to avoid the “Three Cs”: 1) crowded places, 2) close contacts, and 3) confined spaces.&nbsp; He also reinforced basic health habits such as frequent hand washing and staying home when sick.

Dr. Gary Anthone, Director of Public Health for the Nebraska Department of Health and Human Services, joined the Governor for the briefing. &nbsp;He talked about the State’s public service announcement (PSA) campaign to encourage Nebraskans to avoid the “Three Cs.”&nbsp; An English-language PSA has been delivered to radio stations, and the State expects to release a Spanish version as well.&nbsp; Additionally, the State is spreading the message through print and digital media.

Jason Jackson, the State’s Chief Human Resources Officer, announced an initiative to reduce the amount of close contacts within State of Nebraska workplaces.&nbsp; He pledged that the State will continue to provide efficient and effective services to Nebraskans during the pandemic, even as the State adjusts its workplace arrangements.&nbsp; The Governor also asked Nebraska businesses to look for ways to spread out their teammates to slow the spread of the coronavirus.

Nebraska Department of Education Commissioner Matthew Blomstedt reviewed the work happening at schools, and at school-sponsored extracurricular activities, to help people stay healthy.&nbsp; When schools have to cancel social events out of a concern for the well-being of participants, Commissioner Blomstedt asked communities not to reschedule them in an alternate setting.&nbsp; Holding the events informally, without rigorous health protocols, runs the risk of spreading the virus.

Additionally, Gov. Ricketts relayed findings from local public health departments that many cases of coronavirus have been traced to private gatherings.&nbsp; As the holidays approach, he encouraged Nebraskans to avoid the “Three Cs” even when at home.&nbsp; He also advised Nebraskans to get together with friends and family outdoors, as weather permits, to avoid congregating in confined spaces.

LINCOLN, Neb. — With the move to online deer checking for the November firearm season, the Nebraska Game and Parks Commission will not collect samples to test for chronic wasting disease.

Hunters wishing to have their deer tested for chronic wasting disease can do so, for a fee, through the Nebraska Veterinary Diagnostic Laboratory at the University of Nebraska-Lincoln. Testing will take place in targeted regions of the state over the next several years, and Game and Parks plans to resume chronic wasting disease testing for the 2021 November firearm season.

Chronic wasting disease is prion disease that attacks the brain of infected deer and elk, eventually causing emaciation, listlessness, excessive salivation and death. According to the Centers for Disease Control and Prevention, no person is known to have contracted chronic wasting disease; however, hunters should cautiously handle and process deer and avoid consuming animals that test positive or look sick. Livestock and other animals not in the deer family do not appear susceptible to chronic wasting disease.

Chronic wasting disease testing paused, will resume in 2021

OMAHA, Neb. (AP) - Gov. Pete Ricketts implored residents Thursday to follow Nebraska's voluntary coronavirus safety guidelines as the number of new cases and hospitalizations surged, and he hinted that the state could reimpose some of the social distancing mandates&nbsp;<a href="https://apnews.com/article/pete-ricketts-lincoln-virus-outbreak-archive-nebraska-e280640ba95931e6020e21a974b11396" target="_blank">that were lifted in September</a>.

His comments came as the state's top public health official warned that Nebraska needed to reduce the number of cases to avoid overwhelming hospitals.

"It's obvious we're headed in the wrong direction," said Dr. Gary Anthone, Nebraska's chief medical officer. "We cannot surge our way out of this pandemic by just finding ways to increase hospital beds or staffing."

Nebraska reported a record 1,828 new coronavirus cases on Wednesday and the number of daily hospitalizations soared to an all-time high of 698 on the same day, following a week of massive growth.

Nebraska officials have confirmed 75,888 cases and 669 deaths since the pandemic began. According to the state's&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">online tracking portal</a>, 26% of the state's hospital beds are available for patients, as are 28% of the intensive care unit beds and 71% of the ventilators.

Ricketts announced several policy changes to try to keep the virus from spreading and avoid the kind of economic damage the pandemic caused earlier this year.

He said state agencies will get renewed flexibility to allow their employees to work from home, and Nebraska will apply for extra federal food stamp benefits for the month of December. Nebraska was previously the only state that&nbsp;<a href="https://apnews.com/article/virus-outbreak-pete-ricketts-omaha-nebraska-archive-dfb8da0712f6f4cb9307412049ab29a2" target="_blank">chose not to continue the emergency food assistance</a>&nbsp;that it was receiving from the federal government.

The Republican governor&nbsp;<a href="https://apnews.com/article/virus-outbreak-college-football-nebraska-football-508a1518659f06b65a15d9a4c33510e2" target="_blank">re-imposed some coronavirus restrictions</a>&nbsp;last month to try to protect the state's hospitals from the rising number of cases. On Thursday, he said he was still waiting to see the full impact of those measures, but he warned that more could be coming if people flout the state's voluntary guidelines.

"One of the ways we can avoid tightening down the (restrictions) more is if people follow the rules," he said.

Ricketts also stressed the need for social distancing on Thanksgiving and urged residents to plan accordingly.

"We want people to be thinking about that holiday" and possibly celebrating in smaller groups, he said.

He stood firm, however, in his decision to not require schools to shut down or limit themselves to virtual learning. Ricketts said it was important for students to meet in-person because it's better for their mental health and academic performance, and in some cases it's the only chance for students to socialize with others or get a full meal.

"We believe the structured environment of the school is the better place to be," he said.

Nebraska Education Commissioner Matt Blomstedt said he was also worried that closing schools would lead to informal gatherings that help spread the virus. Last month, more than 40 students in Gretna tested positive to the virus after attending a non-school-sanctioned homecoming party.

"Folks can't let their guard down, and I think that's one of my concerns right now," Blomstedt said.

At approximately 3:05 p.m. Wednesday, a trooper observed a Chevrolet Tahoe make an unsafe pass of a truck-tractor/semi-trailer near mile marker 268 on I-80, near Kearney. During the traffic stop, the trooper detected clandestine activity and performed a search of the vehicle.

The search revealed 176 pounds of marijuana in vacuum-sealed bags, concealed in suitcases inside the vehicle. The driver, Rolando Flores, 39, and passenger, William Robles, 35, both of Perris, California, were arrested for possession of marijuana – more than one pound and possession with intent to deliver.

Both men were lodged in Buffalo County Jail.

Kearney police have made two arrests following an altercation involving a hammer and a shotgun.

According to police, At approximately 4:30 p.m. on Wednesday, November 5, officers were called to #64 East Lawn Trailer Court in response to a disturbance at that location. 

Police say when officers arrived, they contacted two adult male subjects and found that they had been involved in a physical altercation with a hammer and a shotgun.  Officers learned that the shotgun had been discharged two times causing damage to the neighbor’s trailer however nobody was injured. 

Police say Andrew Senkel, 21, was arrested on suspicion of 2nd-degree assault, criminal mischief, discharge of a firearm within City limits, and use of a firearm to commit a felony.  Brady Hoss, 23, was arrested for 3rd-degree assault, discharge of a firearm in City limits, use of a weapon to commit a felony, criminal mischief, and terroristic threats.  Both subjects were transported to the Buffalo County Jail.

The university announced the death of Christian Miller, a junior from Plainview, Nebraska. Details about the accident were not immediately released.

Miller was part of the wrestling program for four seasons. He was 15-9 overall, including a 12-3 record in 2019-2020.

Wrestling Coach Mark Manning called Miller's death "a tragic and devastating loss for everyone who knew and loved Christian." In a statement, Manning described Miller as a "young man full of energy with a bright future ahead of him."

Athletic Director Bill Moos said Miller's death "will have a deep impact on our wrestling program, including Christian's teammates, Coach Manning and his staff."

Miller was a four-time state champion at Plainview High School, where his career record was 169-2. He also was a two-time state qualifier in cross country at Plainview High.

University of Nebraska wrestler dies in car accident

LINCOLN, Neb. – Hunters in south-central Nebraska wanting to participate in the Hunters Helping the Hungry program will have one less meat processor available to them during the November firearm deer season.

Steakmaster Inc. of Elwood is not accepting deer. Hunters wishing to donate deer to the program during the Nov. 14-22 season can do so at eight processor locations, with two additional locations starting Nov. 14.

Hunters should contact a processor they intend to use ahead of time.
