Weather Service cancels heat advisory for this afternoon thanks to cloud cover

(AP)-A growing number of Nebraska parents are choosing to homeschool their children amid the coronavirus pandemic.

The Nebraska Department of Education had processed 3,400 requests as of Tuesday, up 21% from the 2,800 that had been processed at the same time last year. The total includes parents who were already homeschooling last school year.

Officials said the numbers may go higher still as parents continue to evaluate the reopening plans of their children's schools, the Omaha World-Herald&nbsp;<a href="https://omaha.com/news/education/amid-coronavirus-concerns-nebraskas-homeschool-filings-jump-up-21/article_3345fc3d-1c0c-5858-8037-cd4b88c5739a.html?utm_medium=social&amp;utm_source=twitter_OWHnews" target="_blank">reports.</a>

Stephanie Morgan, a longtime homeschooling parent and advocate involved with several homeschooling organizations in Omaha, said she's been fielding a lot of questions from moms interested in homeschooling. Morgan ran an informal survey on social media and found that most new Nebraska homeschooling parents were doing it because of the pandemic.

Among them is Melissa May, who has decided to homeschool her twin 8-year-old daughters, Gracelyn and Hannah.

"I think the pandemic just gave me a little extra push to do it and give it a try now instead of waiting," said May, whose girls were students in the Bellevue Public Schools last school year.

Nebraska has confirmed 22,361 known cases and 301 virus-related deaths since the pandemic began, according to the state's online tracking portal.

Amid coronavirus, Nebraska's homeschool filings jump up 21%

NORTH PLATTTE, Neb.-The North Platte Public Schools Foundation received a generous $600 donation from a brand new business in North Platte, Ideal Health.&nbsp; The owner isn’t new to North Platte; in fact Terri (Niedan) Krolikowski graduated from North Platte High School in 1977.&nbsp; She is the owner of Ideal Health located in Westfield and will be in town once a week helping people eat healthy.

This donation was because Terri wanted to give back to the community and help students.&nbsp; It happened because her friend’s husband started a new job in North Platte as the Principal for Jefferson Elementary School, Jeff Ellsworth.&nbsp; She also knew there was a Back Pack program and how important nutrition is for kids.

When Jeff received the call from Terri he wasn’t sure who to call.&nbsp; Jeff reached out to Brandi Busher, Director of Student Service and who oversees the Food Pantry and Back Pack Program.&nbsp; She then notified the foundation about the donation.&nbsp; “I knew the name Niedan very well and didn’t have the pleasure of meeting Terri until today” said Terri Burchell, Executive Director for North Platte Public Schools Foundation. “These funds will make a big impact for students to receive food and be better prepared to learn.” Burchell said.&nbsp;

New business makes donation to North Platte Public Schools Foundation

NORTH PLATTE, Neb.— Troopers with the Nebraska State Patrol (NSP) have arrested two people after finding more than 50 pounds of marijuana and a firearm during a traffic stop in Dawson County.

At approximately 1:20 p.m. Thursday, July 16, a trooper observed a Dodge Ram pickup fail to signal a turn as it exited Interstate 80 at mile marker 231, near Darr. During the traffic stop, the trooper detected the odor of marijuana coming from the bed of the truck.

A search of the vehicle revealed 52 pounds of marijuana contained in bags in the covered truck bed. The driver, Paul Shimer, 46, of Creston, Iowa, and passenger, Cody Hagle, 24, of Orient, Iowa, were both arrested for possession of marijuana – more than one pound, possession with intent to deliver, and no drug tax stamp.

Hagle was also arrested for possession of a firearm during a felony drug violation. Both were lodged in Dawson County Jail.

Dangerous temperatures again Saturday, Heat Advisory in effect

OMAHA, Neb. (AP) - Nebraska's public schools will use a color-coded scale to decide what restrictions they'll put in place when they reopen this fall despite the coronavirus threat, state officials said Friday.

Schools considered to be least at-risk for spreading the virus will be labeled green on the scale, and students will attend classes as normal with some screening procedures in place, according to the Nebraska Department of Education.

Schools facing the greatest risk will be coded red, triggering a return to remote learning only and no participation in athletics.

Meanwhile, schools deemed to be at moderate risk will be categorized as yellow or orange and have restrictions that could include a reduction in the number of students allowed in the building at any one time and a mask requirement when feasible. A school's color will depend on local infection rates, available hospital space and other factors.

"This is going to be a difficult time for everybody, but we all have the goal of making sure kids go back in the classroom this fall," Gov. Pete Ricketts said at a news conference to discuss the state's plans.

Ricketts also reiterated that the state won't force local school districts to require masks.

Ricketts and Education Commissioner Matt Blomstedt said the state's reopening plan is based on conversations with school administrators, the state teachers union and public health officials. The color-coded system is similar to recommendations released by the Nebraska State Education Association, the union that represents Nebraska public school teachers.

Nebraska's coronavirus case numbers have slowly trended downward while cases in many other states have surged, but they ticked up briefly earlier this week, when the state confirmed 318 new cases on Tuesday before dipping back down again. Earlier in the pandemic, Nebraska experienced a surge in cases that came later than in other states.

A leading advocate for Nebraska's K-12 public school teachers said many are worried for their safety and feel that the state is moving too quickly to reopen schools and restart team sports programs.

"Teachers want to back to school, they want to be with kids, but they're concerned that there aren't enough safety measures being mandated, instead of just suggested," said Maddie Fennell, executive director of the Nebraska State Education Association.

Ricketts and Blomstedt said it's important for children to return to school for the social, physical, emotional and nutritional benefits that students may not get at home. Blomstedt said districts are also creating plans for students who contract the coronavirus, and their response "is going to be really dependent on good communication between the school and local health officials."

Nebraska's focus on local control has allowed schools to collaborate with teachers, parents, administrators, custodians and even officials from other school districts to figure out what works best for them, said Josh McDowell, the superintendent of Crete Public Schools.

"This is probably one of those instances where we're not going to have 100% consensus, no matter what we choose to do," McDowell said. "But we've been including people in the process from the beginning."

Nebraska has confirmed 22,134 known cases and 299 virus-related deaths since the pandemic began, according to the state's&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">online tracking portal</a>. State officials confirmed 155 new cases on Thursday.

Nebraska currently has 39% of its hospital beds available and 81% of its ventilators available, according to the tracking portal.

Nebraska schools to use color-coded scale for virus danger

NORTH PLATTE, Neb.-Troopers with the Nebraska State Patrol (NSP) have arrested a Nevada man on several charges following a pursuit on Interstate 80 in Lincoln County.

At approximately 2:15 p.m. CT, NSP dispatch received a report of a dangerous driver traveling eastbound on I-80 between Paxton and Sutherland. Minutes later, a trooper was able to locate the vehicle, a Nissan Murano. The trooper observed the vehicle failing to maintain its lane and attempted a traffic stop. The driver refused to stop and fled. The trooper initiated a pursuit.

During the pursuit, the Murano continued driving in a reckless manner, passing several vehicles on the shoulder and maintaining speeds of more than 110 miles per hour. The vehicle exited I-80 at the Hershey exit, at mile marker 164, and began traveling southbound on Hershey Dickens Road.

Another trooper was able to successfully deploy stop sticks to disable the vehicle. The driver was then taken into custody without further incident. The entire pursuit lasted approximately five minutes.

The driver, Javier Gonzalez, 25, of Las Vegas, Nevada, was arrested for operating a motor vehicle to avoid arrest, willful reckless driving, no operator’s license, possession of drug paraphernalia, possession of marijuana – less than an ounce, and numerous traffic violations. Gonzalez was lodged in Lincoln County Jail.

Nebraska's seasonally adjusted unemployment rate was 6.7% in June, up 1.4 percentage points from the revised May rate of 5.3% and up 3.6 percentage points from the June 2019 rate of 3.1%, according to a U.S. Bureau of Labor Statistics report released Friday.

"While we are seeing continued fluctuation in the labor market, Nebraska's economy has shown more stability than other states since the onset of the coronavirus pandemic," Nebraska Labor Commissioner John Albion said.

Despite the increase, Nebraska's rate in June remained one of the lowest in the nation. The national seasonally adjusted unemployment rate for June was 11.1%, a decrease of 2.2 percentage points from the May 2020 rate of 13.3%.

Nebraska's nonfarm employment was 982,024 in June, up by 17,293 jobs over the month and down 52,852 jobs over the year.

The preliminary Omaha-area unemployment rate for June was 8.1%, up from May's 6.4%, the report said. The Lincoln-area preliminary rate rose to 7% from 5.2% in March, and the Grand Island-area rate rose slightly to 7.6% from May's 7.5%.

Unemployment rates for Grand Island, Lincoln and Omaha have not been seasonally adjusted and cannot be directly compared with the state unemployment rate.

This is part of the Nebraska Game and Parks Commission’s continuing effort to restore park opportunities and amenities while protecting the public and staff from the spread of COVID-19.

Starting July 30 and continuing until further notice, lodge rooms will be available for rental for Thursday, Friday or Saturday night stays, with Sunday checkouts. No early arrivals or late checkouts will be allowed. Any new reservations are subject to availability, and a minimum two-night stay will be required for new reservations.

Lodge rooms will not be available Sunday through Wednesday nights to allow for thorough cleaning and disinfection between guest stays.

Holders of existing lodge room reservations will be contacted by park staff to discuss how those reservations are affected.

Guests are encouraged to bring their own hand sanitizer during their stay. The number of linens available will be limited to control laundry, so guests are asked to conserve or reuse linens during their stay.

Limited lodge stays return to Mahoney, Fort Robinson state parks July 30

OMAHA, Neb. (AP) - The economy remains weak in rural parts of 10 Plains and Western states, according to a monthly survey of bankers released Thursday.

The overall index for the region remained negative at 44.1 in July even though it improved from June's 37.9. Any score below 50 suggests a shrinking economy, while a score above 50 suggests a growing economy, survey organizers say.

The bankers remain wary about the economy over the next six months. The survey's confidence index was up slightly in July at 43.9 from June's 43.8 but still negative.

"Weak agriculture commodity prices, retail sales, and layoffs have diminished economic confidence among bankers," said Creighton University economist Ernie Goss, who oversees the survey.

Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.

Nearly 18% of the bankers said economic conditions had worsened in their areas over the past month.

Farmland prices continue to decline. The July farmland index declined to 45.6 from June's 46.8.

The farm equipment sales index remained weak at 34.4 in July even though it was slightly better than June's frail 32.8.

The borrowing index suggested more farmers are seeking loans. The borrowing index registered 57.4 in July, which was down from June's 63.6.

Nebraska, Iowa, Kansas, Missouri, and Arkansas have all reported increases in vehicles traveling at more than 100 miles per hour during the COVID-19 pandemic.

“The best way to prevent the tragedies that we’re experiencing on our roadways here in the Midwest is through safe driving,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “This coordinated effort among our five states is really to emphasize to the public and to our motorists that you can prevent a tragedy.”

Wednesday, Nebraska State Troopers issued the 400th&nbsp;citation for a driver traveling at or above 100 miles per hour since the first directed health measures were issued on March 19. Over the past five years, Troopers have issued an average of 216 such citations during the same period.

Law enforcement agencies across the country have reported similar excessive speeding increases. Each colonel from the participating state agencies presented statistics today that demonstrate a marked increase in excessive speeding in each state.

To address the issue, troopers from the Nebraska State Patrol, Iowa State Patrol, Missouri State Highway Patrol, Kansas Highway Patrol, and Arkansas State Police, will all place an emphasis on excessive speed enforcement this weekend. The effort will include troopers throughout each state on July 17-18.

“Virus or not, troopers remain vigilant and are enforcing the law,” said Colonel Eric Olson, Superintendent of the Missouri State Highway Patrol, which hosted today’s event in Lee’s Summit, Missouri.

Gov. Ricketts: Tax receipts put state in 'strong position' for property tax relief

SIOUX FALLS, S.D. (AP) - Iowa, South Carolina and South Dakota have now joined Nebraska in agreeing to share state driver's license information with the U.S. Census Bureau to help the Trump administration to determine the citizenship status of every U.S. resident.

Until recently, Nebraska had been the sole state to sign an agreement with the Census Bureau to share the information. President Donald Trump ordered the Census Bureau last year to gather citizenship data from the administrative records of federal and state agencies after the U.S. Supreme Court blocked his administration's effort to place a citizenship question on the 2020 census questionnaire.

The overwhelming majority of states have refused to share information about driver's licenses and ID cards. The governors of the four cooperating states are Republicans. Their cooperation was first reported by NPR.

Opponents of gathering the citizenship data worry it will be used by states and local governments to redraw legislative boundaries using only U.S. citizens instead of the entire population. Doing so would be advantageous to Republicans and non-Hispanic whites, according to opponents.

Citizenship information in motor vehicle agencies is typically unreliable given that there is no reason for lawful residents to notify motor vehicle agencies when they become citizens, said Thomas Saenz, president and general counsel of the Mexican American Legal Defense and Educational Fund.

MALDEF is one of several civil rights groups challenging Trump's order in federal court in Maryland.

"Their task is to create a nationwide data base, so having three relatively small states provide them records doesn't get them very far as to what they want to do. They need a nationwide database," Saenz said. "I don't know what it shows other than if I were in one of those states, I would be angry that the state is offering up my information without my permission."

The Department of Commerce, which oversees the Census Bureau, says it has enough administrative records to determine the citizenship of almost 90% of the U.S. population, and records collected for the order would only fill in the remaining gaps

The agreement with South Carolina was signed earlier this month, and the Census Bureau is paying South Carolina $27,000 for the data. South Carolina law allows the sharing of information if it's for carrying out "legitimate government agency functions," Julie Roy, a spokeswoman for the South Carolina Department of Motor Vehicles, said in an email.

South Dakota signed an agreement with the Census Bureau in April requiring it to send monthly driver's license information including names, addresses, birth dates and citizenship status. House Democrats have filed legislation that would nullify Trump's order on gathering the citizenship data.

House Democrats investigating the origins of the failed citizenship question for the 2020 census said a Trump transition adviser was in contact with an influential Republican redistricting guru, Thomas Hofeller, when the citizenship question was being drafted in 2017. Hofeller advocated using voting-age citizens, instead of the total population, as the population base for redistricting. In documents that surfaced after his death in 2018, he acknowledged his intent was to help Republicans.

The 2020 census - a once-a-decade head count - helps determine how $1.5 trillion in federal spending is allocated and how many congressional seats each state gets.

Democrats say the attempt to gather the citizenship information is part of an ongoing effort by the Trump administration to politicize the Census Bureau. House Democrats have asked Commerce Secretary Wilbur Ross to withdraw the recent appointments of Nathaniel Cogley and Adam Korzeniewski to top agency positions, and the department's inspector general is looking into how they were hired.

Many residents in immigrant communities were already fearful about filling out the census, and the agreements with the states show Trump is attempting an "end run" around the Supreme Court ruling, said Taneeza Islam, an immigration lawyer who runs an advocacy organization called South Dakota Voices for Peace.

"Many people do not trust filling out government forms and this just adds another layer to that mistrust," Islam said.

All Kroger stores to mandate masks starting July 22

NORTH PLATTE, Neb.-A North Platte man has died following an automobile accident on Highway 30 near North Platte on Wednesday.

According to the Lincoln County Sheriff's Office, on July 15, 2020 at 9:08 p.m., the Lincoln County 911 Center received a call of a head- on two vehicle accident, at mile marker 172 U.S. Highway 30 (approximately three miles west of North Platte, NE). Deputies and North Platte Fire and rescue responded to the scene.

Sheriff’s Office Accident Reconstructionist was called to the scene to investigate. The investigation on the scene showed a westbound passenger vehicle attempted to pass another westbound vehicle, traveling into the eastbound lane. Upon entering the lane the passenger car immediately struck an eastbound SUV essentially head on.

Deputies arrived and found the driver of the passenger vehicle deceased. The deceased driver was identified as thirty-three year old Douglas Thompson of North Platte, NE. Thompson was not wearing his seatbelt at the time of the accident. The SUV was occupied by three subjects; all subjects were wearing their seatbelts. All three were transported to Great Plains Health with non-life threatening injuries. 

The case remains under investigation, unknown if drugs or alcohol were a factor.

At around 9:15 pm on Wednesday, a call came in to the North Platte 911 Center reporting a two-vehicle head on crash on Highway 30, about three miles west of North Platte. The Lincoln County Sheriff's Office and Nebraska State Patrol responded to the scene.

One person was pronounced dead at the scene, according to authorities, and three other people were transported to Great Plains Health by North Platte Fire/Rescue with unknown injuries.

“Thank you to President Trump for modernizing the 50-year old National Environmental Policy Act (NEPA) regulations to facilitate more efficient, effective, and timely NEPA reviews by simplifying and clarifying regulatory requirements,” said Nebraska Governor Pete Ricketts.&nbsp;&nbsp;“The new rule will significantly reduce the amount of time allowed to complete NEPA reviews and save Nebraska taxpayers millions of dollars.”

In 2018, the Nebraska Department of Transportation signed a memorandum of understanding (MOU) with the Federal Highway Administration (FHWA) authorizing the DOT to assume FHWA’s environmental review responsibilities for federally funded transportation projects classified as Categorical Exclusions (CE) under NEPA.&nbsp; This efficiency measure of the Ricketts Administration enabled the DOT to take ownership of the review authority for approximately 95 percent of the state’s transportation projects.

Gov. Ricketts thanks Trump administration for providing regulatory relief

Hike for any length of time on Nebraska’s wild places and you will surely encounter the three-leaved nemesis known as poison ivy (Toxicodendron radicans).

Nebraska Game and Parks Commission private lands wildlife biologist Shelley Steffl of Chadron often encounters poison ivy while consulting landowners on habitat projects.

“Normally it’s found around more wooded areas and in places that have a little more sunshine present,” Steffl said. “Uplands, woodlands, maybe a little moister soil. It can be found in any kind of pH or soil type that we have.”

Even though the plant’s green leaves often vary in size and shape, they always have a pointed end and appear in groups of three. They frequently, but not always, have a shiny appearance and turn a brilliant red, yellow or orange early in the fall.

Steffl is among those who have recently experienced the plant’s dreaded allergenic characteristics. The enemy is urushiol, an oil within the plant.

I went many years without being bothered by poison ivy. I bragged that I could roll around in the stuff without problems. I can boast no more.

Commonly, humans will not notice any ill effects from their first encounters with poison ivy. Those seemingly irrelevant run-ins, though, trigger the immune system to start preparing to fight off the oil in the future. Eventually, the battle between the allergen and our antibodies results in an extremely irritating rash.

That stubborn urushiol stays viable in the plant’s leaves, roots and berries even after it dies and turns brown – something I have learned the hard way.

Of course, the best way to elude the rash is to avoid the plant altogether. For most who work and play outdoors, that is not always feasible, though. I carry a big container of water and biodegradable soap in the back of the truck to scrub exposed skin as quickly as possible. Dawn dish soap or alcohol cleaning pads also have a solid reputation for removing urushiol, and over-the-counter cleansers under the labels of Tecnu, Zanfel and other manufacturers are designed for the purpose.

Upon returning from the field, my clothes, shoes and any equipment that may have been exposed get washed in short order. I also give the dog a bath if he has been frolicking through the vegetation. Even though dogs do not suffer from exposure as humans do, they can carry the oil.

“It can get on your skin. It can get on your clothing. It can get on your shoes. It can get on your pets,” Steffl said. “If you make it through without getting any on you, it doesn’t mean that it can’t get on your pets and be transferred to you.”

If one does contract a dreaded rash, it will usually develop within 12 to 48 hours of exposure and lasts a whopping two to three weeks. Ivarest spray, or other products designed for the task, will provide some relief during this period. Sufferers also have used calamine lotion, oatmeal baths and over-the-counter antihistamines such as Benadryl. In extreme cases, a health care provider may administer a steroid shot.

Rash sufferers will surely hesitate to use the term “benefits” and “poison ivy” in the same sentence, but some animals might if they could talk. Humans, and possibly a few other primates, are the only species to get a rash from urushiol, so to wildlife it is just another good plant to use.

“There are many different species that will use the whole plant,” Steffl said. Sometimes the plant takes the form of a dense shrub and provides a place for small animals to take cover from predators. Others use it for nutrition.

“A lot of the songbirds, woodpeckers, species like that, along with deer and turkeys, will eat the berries,” she said, noting that they are safe for animals but will make humans ill.

“It’s still a beneficial plant for wildlife, even though it causes humans so many problems.”

Regardless of what the wildlife think about poison ivy, I’ll still surely curse it every chance I get.

 </figure>By Justin HaagHike for any length of time on Nebraska’s wild places and you will surely encounter the three-leaved nemesis known as poison ivy (Toxicodendron radicans).Nebraska Game and Parks Commission private lands wildlife biologist Shelley Steffl of Chadron often encounters poison ivy while consulting landowners on habitat projects.“Normally it’s found around more wooded areas and in places that have a little more sunshine present,” Steffl said. “Uplands, woodlands, maybe a little moister soil. It can be found in any kind of pH or soil type that we have.”Even though the plant’s green leaves often vary in size and shape, they always have a pointed end and appear in groups of three. They frequently, but not always, have a shiny appearance and turn a brilliant red, yellow or orange early in the fall.Steffl is among those who have recently experienced the plant’s dreaded allergenic characteristics. The enemy is urushiol, an oil within the plant.I went many years without being bothered by poison ivy. I bragged that I could roll around in the stuff without problems. I can boast no more.Commonly, humans will not notice any ill effects from their first encounters with poison ivy. Those seemingly irrelevant run-ins, though, trigger the immune system to start preparing to fight off the oil in the future. Eventually, the battle between the allergen and our antibodies results in an extremely irritating rash.That stubborn urushiol stays viable in the plant’s leaves, roots and berries even after it dies and turns brown – something I have learned the hard way.Of course, the best way to elude the rash is to avoid the plant altogether. For most who work and play outdoors, that is not always feasible, though. I carry a big container of water and biodegradable soap in the back of the truck to scrub exposed skin as quickly as possible. Dawn dish soap or alcohol cleaning pads also have a solid reputation for removing urushiol, and over-the-counter cleansers under the labels of Tecnu, Zanfel and other manufacturers are designed for the purpose.Upon returning from the field, my clothes, shoes and any equipment that may have been exposed get washed in short order. I also give the dog a bath if he has been frolicking through the vegetation. Even though dogs do not suffer from exposure as humans do, they can carry the oil.“It can get on your skin. It can get on your clothing. It can get on your shoes. It can get on your pets,” Steffl said. “If you make it through without getting any on you, it doesn’t mean that it can’t get on your pets and be transferred to you.”If one does contract a dreaded rash, it will usually develop within 12 to 48 hours of exposure and lasts a whopping two to three weeks. Ivarest spray, or other products designed for the task, will provide some relief during this period. Sufferers also have used calamine lotion, oatmeal baths and over-the-counter antihistamines such as Benadryl.
