NORTH PLATTE, Neb.-A North Platte man has died following an automobile accident on Highway 30 near North Platte on Wednesday.

According to the Lincoln County Sheriff's Office, on July 15, 2020 at 9:08 p.m., the Lincoln County 911 Center received a call of a head- on two vehicle accident, at mile marker 172 U.S. Highway 30 (approximately three miles west of North Platte, NE). Deputies and North Platte Fire and rescue responded to the scene.

Sheriff’s Office Accident Reconstructionist was called to the scene to investigate. The investigation on the scene showed a westbound passenger vehicle attempted to pass another westbound vehicle, traveling into the eastbound lane. Upon entering the lane the passenger car immediately struck an eastbound SUV essentially head on.

Deputies arrived and found the driver of the passenger vehicle deceased. The deceased driver was identified as thirty-three year old Douglas Thompson of North Platte, NE. Thompson was not wearing his seatbelt at the time of the accident. The SUV was occupied by three subjects; all subjects were wearing their seatbelts. All three were transported to Great Plains Health with non-life threatening injuries. 

The case remains under investigation, unknown if drugs or alcohol were a factor.

Kearney police still attempting to locate missing man

Deputies arrived and found the driver of the passenger vehicle deceased. The deceased driver was identified as thirty-three year old Douglas Thompson of North Platte. Thompson was not wearing his seatbelt at the time of the accident. The SUV was occupied by three subjects; all subjects were wearing their seatbelts. All three were transported to Great Plains Health with non-life threatening injuries.

At around 9:15 pm on Wednesday, a call came in to the North Platte 911 Center reporting a two-vehicle head on crash on Highway 30, about three miles west of North Platte. The Lincoln County Sheriff's Office and Nebraska State Patrol responded to the scene.

One person was pronounced dead at the scene, according to authorities, and three other people were transported to Great Plains Health by North Platte Fire/Rescue with unknown injuries.

LINCOLN, Neb.-Governor Pete Ricketts welcomed news that the Trump Administration has issued a rule to update the National Environmental Policy Act (NEPA), which is over fifty years old. &nbsp;The rule eliminates outdated and onerous regulations that have caused significant delays for new construction projects.

“Thank you to President Trump for modernizing the 50-year old National Environmental Policy Act (NEPA) regulations to facilitate more efficient, effective, and timely NEPA reviews by simplifying and clarifying regulatory requirements,” said Nebraska Governor Pete Ricketts.&nbsp;&nbsp;“The new rule will significantly reduce the amount of time allowed to complete NEPA reviews and save Nebraska taxpayers millions of dollars.”

In 2018, the Nebraska Department of Transportation signed a memorandum of understanding (MOU) with the Federal Highway Administration (FHWA) authorizing the DOT to assume FHWA’s environmental review responsibilities for federally funded transportation projects classified as Categorical Exclusions (CE) under NEPA.&nbsp; This efficiency measure of the Ricketts Administration enabled the DOT to take ownership of the review authority for approximately 95 percent of the state’s transportation projects.

Gov. Ricketts thanks Trump administration for providing regulatory relief

Hike for any length of time on Nebraska’s wild places and you will surely encounter the three-leaved nemesis known as poison ivy (Toxicodendron radicans).

Nebraska Game and Parks Commission private lands wildlife biologist Shelley Steffl of Chadron often encounters poison ivy while consulting landowners on habitat projects.

“Normally it’s found around more wooded areas and in places that have a little more sunshine present,” Steffl said. “Uplands, woodlands, maybe a little moister soil. It can be found in any kind of pH or soil type that we have.”

Even though the plant’s green leaves often vary in size and shape, they always have a pointed end and appear in groups of three. They frequently, but not always, have a shiny appearance and turn a brilliant red, yellow or orange early in the fall.

Steffl is among those who have recently experienced the plant’s dreaded allergenic characteristics. The enemy is urushiol, an oil within the plant.

I went many years without being bothered by poison ivy. I bragged that I could roll around in the stuff without problems. I can boast no more.

Commonly, humans will not notice any ill effects from their first encounters with poison ivy. Those seemingly irrelevant run-ins, though, trigger the immune system to start preparing to fight off the oil in the future. Eventually, the battle between the allergen and our antibodies results in an extremely irritating rash.

That stubborn urushiol stays viable in the plant’s leaves, roots and berries even after it dies and turns brown – something I have learned the hard way.

Of course, the best way to elude the rash is to avoid the plant altogether. For most who work and play outdoors, that is not always feasible, though. I carry a big container of water and biodegradable soap in the back of the truck to scrub exposed skin as quickly as possible. Dawn dish soap or alcohol cleaning pads also have a solid reputation for removing urushiol, and over-the-counter cleansers under the labels of Tecnu, Zanfel and other manufacturers are designed for the purpose.

Upon returning from the field, my clothes, shoes and any equipment that may have been exposed get washed in short order. I also give the dog a bath if he has been frolicking through the vegetation. Even though dogs do not suffer from exposure as humans do, they can carry the oil.

“It can get on your skin. It can get on your clothing. It can get on your shoes. It can get on your pets,” Steffl said. “If you make it through without getting any on you, it doesn’t mean that it can’t get on your pets and be transferred to you.”

If one does contract a dreaded rash, it will usually develop within 12 to 48 hours of exposure and lasts a whopping two to three weeks. Ivarest spray, or other products designed for the task, will provide some relief during this period. Sufferers also have used calamine lotion, oatmeal baths and over-the-counter antihistamines such as Benadryl. In extreme cases, a health care provider may administer a steroid shot.

Landowners who wish to rid poison ivy from their properties can use an herbicide with glyphosate. Even though glyphosate kills any plant it touches, poison ivy is stubborn and multiple applications may be necessary. The nearest county weed superintendent or herbicide dealer may advise of other effective solutions.

An organic approach is to don heavy gloves and long sleeves and pull the plant from wet soil, taking extreme caution not to expose skin to the oil, of course. This method almost always requires persistent follow-ups as any small lengths of root will resprout. Some have had success killing the plants with boiling water.

Rash sufferers will surely hesitate to use the term “benefits” and “poison ivy” in the same sentence, but some animals might if they could talk. Humans, and possibly a few other primates, are the only species to get a rash from urushiol, so to wildlife it is just another good plant to use.

“There are many different species that will use the whole plant,” Steffl said. Sometimes the plant takes the form of a dense shrub and provides a place for small animals to take cover from predators. Others use it for nutrition.

“A lot of the songbirds, woodpeckers, species like that, along with deer and turkeys, will eat the berries,” she said, noting that they are safe for animals but will make humans ill.

“It’s still a beneficial plant for wildlife, even though it causes humans so many problems.”

Regardless of what the wildlife think about poison ivy, I’ll still surely curse it every chance I get.

NORTH PLATTE, Neb.-This year’s graduating class received their certificates at a ceremony on Tuesday, June 23, 2020 held at the D &amp; N Center.&nbsp; Two volunteer projects were very successful!&nbsp;&nbsp; One project raised funds for a washer, dryer and supplies for Cody School and the second project raised funds to purchase food wagons for the NPPS!&nbsp; Following the Graduation luncheon the group met at Cody School for the check presentations and to thank the sponsors.&nbsp;

The projects were a culmination of each participant’s effort to contribute to our community this past year! The group projects not only fulfilled needs in our community, but also helped participants to get to know each other better and to form friendships and working relationships.&nbsp;

 </figure>News Release Leadership Lincoln CountyNORTH PLATTE, Neb.-This year’s graduating class received their certificates at a ceremony on Tuesday, June 23, 2020 held at the D &amp; N Center.&nbsp; Two volunteer projects were very successful!&nbsp;&nbsp; One project raised funds for a washer, dryer and supplies for Cody School and the second project raised funds to purchase food wagons for the NPPS!&nbsp; Following the Graduation luncheon the group met at Cody School for the check presentations and to thank the sponsors.&nbsp;The projects were a culmination of each participant’s effort to contribute to our community this past year! OMAHA, Neb. (AP) - Nebraska's daily number of confirmed COVID-19 cases exceeded 300 for the first time since late May, according to data released Wednesday.

The state's online&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">virus tracker&nbsp;</a>shows 318 cases were confirmed Tuesday, bringing the state's total to more than 21,700 since the outbreak began. The last time Nebraska recorded so many cases in a day was May 29, when 393 were confirmed.

Of those who have tested positive in Nebraska, more than 16,200 people have since recovered, according to tracker numbers. The site also showed Wednesday that 286 people in Nebraska have so far died of the virus. That's two fewer deaths than the site listed Tuesday. The Nebraska Department of Health and Human Services didn't immediately explain the discrepancy.

The rising cases follow Gov. Pete Ricketts moves to ease social distancing restrictions, allow bars and restaurant dining areas to reopen and for some youth team sports activities to resume.

Also this week, at least two Omaha-area school districts reported cases among students.

Millard Public Schools confirmed a cheerleader at Millard North High School and a dance team member at Millard West High School had tested positive for the virus. In Omaha Public Schools, two members of the Burke High School dance team tested positive.

The public can find the website at&nbsp;<a href="https://coronavirus.nebraska.gov/Home" target="_blank">coronavirus.nebraska.gov</a>. &nbsp;Updates will be made to the website on a regular basis as the State continues to disburse virus response funds.

Previously, President Donald J. Trump and Congress provided $1.08 billion to aid the State of Nebraska’s coronavirus response.&nbsp; The website was designed as a part of the State’s work with Deloitte to provide oversight of federal funds received by the State.

Governor Ricketts unveils new coronavirus website

NEW YORK (AP) — Walmart will require customers to wear face coverings at all of its namesake and Sam’s Club stores, making it the largest retailer to introduce such a policy that has otherwise proven difficult to enforce without state and federal requirements.

The company said the policy will go into effect on Monday to allow time to inform stores and customers. The Bentonville, Arkansas-based company said that currently about 65% of its more than 5,000 stores and clubs are located in areas where there is already some form of government mandate on face coverings.

The retailer also said it will create the role of health ambassador at its Walmart stores and will station them near the entrance to remind customers without masks of its new requirements. These workers, who will be wearing black polo shirts, will receive special training to “help make the process as smooth as possible for customers.”

Walmart joins a growing list of retailers that have instituted mask mandates throughout their chains. Best Buy, the nation’s largest consumer electronics retailer, announced Tuesday that it will have a mask mandate for its customers at all of its stores. Starbucks announced last week that customers who visit its company-owned café locations in the U.S. will be required to wear face coverings. Both policies were in effect Wednesday.

The moves come as new COVID-19 cases are spiking in many states, particularly Arizona, California, Florida and Texas. Retailers have been challenged with&nbsp;<a href="https://apnews.com/338c74ad760b8795d29bd3927da1cb24">striking a balance</a>&nbsp;between keeping shoppers safe while making them feel comfortable.

Last week, the Retail Industry Leaders Association, which represents Walmart, Best Buy and other major chains,&nbsp;<a href="https://apnews.com/80db3dc5dc9a0015bde700266008fe8f">publicized a letter</a>&nbsp;it sent to state governors to mandate store customers to wear face coverings. It said the hodgepodge of rules around the country have created confusion for shoppers and that has led to conflict between customers and workers trying to enforce store rules.

The National Governors Association said last week that its members are discussing the letter and others like it from different retail groups.

Social media is full of videos capturing clashes between those who are asked to wear masks, and employees who are under orders to make sure people wear them.

Fewer than half of U.S. states require masks in public places, according to the RILA. And only a handful of major retailers including teen clothing chain American Eagle Outfitters has a mask mandate for customers for all of its stores. Costco Wholesale Club was one of the first major retailers to require face coverings for customers at all of its stores. The policy went into effect in early May.

The Centers for Disease Control and Prevention recommends people cover their mouth and nose when around other people to help reduce the spread of the virus that causes COVID-19.

“We know some people have differing opinions on this topic,” wrote Dacona Smith, chief operating officer at Walmart U.S. and Lance de la Rosa, chief operating officer at Sam’s Club in a blog posted Wednesday. “We also recognize the role we can play to help protect the health and well-being of the communities we serve by following the evolving guidance of health officials like the CDC.”

The Nebraska Department of Revenue said it received $509 million in net tax revenue last month, about 3.3% more than the $493 million that had been projected.

For the fiscal year that ended in June 30, the state collected a net total of $4.94 billion, which is slightly higher than the $4.93 billion that had been projected.

The estimates of state revenue are from April 2019, well before the coronavirus pandemic triggered widespread layoffs and stoked fears about the global economy.

In February, members of the Nebraska Economic Forecasting Advisory Board voiced worries about the global economy but said they were&nbsp;<a href="https://apnews.com/e6d9f4f8aa83ee1272acbdf346dc798b" target="_blank">a bit more optimistic</a>&nbsp;about Nebraska's position. Nebraska has one of the nation's lowest unemployment rates, despite the pandemic.

Sales-and-use, miscellaneous and individual income tax revenue came in higher than expected in June compared to 2019, but corporate income tax revenue was lower.

NORTH PLATTE, Neb.-Authorities say two people are dead after a crash on Highway 83 near North Platte.

According to the Lincoln County Sheriff's office (LCSO), on Tuesday at 6:49 p.m., the Lincoln County 911 Center received a call of a head on collision at mile marker 93 on U.S. Highway 83 (approximately seven miles north of North Platte). It was reported a passenger vehicle and semi-truck had hit head on and the vehicles were on fire.

Lincoln County Sheriff’s Deputies, Nebraska State Patrol and North Platte Fire and Rescue all responded to the scene. Deputies discovered the two male subjects in the&nbsp;passenger vehicle were deceased. The driver of the semi had minor injuries. 

The deceased driver of the passenger vehicle was identified as thirty-two year old Sioux City, IA. resident Robert Islas. Mr. Islas passenger was identified as fifty-nine year old Sioux City, IA. resident Gilbert Vasquez. 

LCSO says the investigation on scene showed the semi-truck was southbound on Highway 83 and the passenger vehicle was northbound. The passenger vehicle drove into the southbound lane, driving straight at the semi-truck. The semi-driver took evasive action breaking and swerving into the northbound lane but could not avoid the collision.

Drugs and alcohol do not appear to be a factor, according to authorities. It appears seat belts were in use.

OMAHA, Neb. (AP) - Federal regulators say the nation's four largest railroads shouldn't be able to exclude all the details of their conversations from a lawsuit challenging the way they set rates in the past.

Dozens of major companies filed lawsuits last year against Union Pacific, BNSF, CSX and Norfolk Southern railroads. The lawsuits say the railroads conspired to boost prices starting in 2003 by imposing coordinated fuel surcharges and pocketing billions of dollars in profits.

The price-fixing allegations have been making their way through U.S. courts for years, with several companies filing similar lawsuits in 2007.

Attorneys then sought class-action status on behalf of 16,000 shippers against the four railroads, but last year a U.S. appellate judge said the cases would have to be brought individually or broken down into groups of similar shippers with similar situations.

In the lawsuits, the railroads have generally contended that fuel surcharges are common across the transportation industry, that they were legal and simply intended to recover the skyrocketing cost of fuel at the time. They also argue that an obscure law that allows railroads to discuss rates on shipments that cross multiple railroads protects the conversations they had about the fuel surcharges in this case.

The U.S. Justice Department said in a brief filed Monday that railroad discussions about rates for all traffic shouldn't be excluded. The Justice Department said applying the law broadly, as the railroads argued, "would exclude critical evidence of antitrust violations."

The companies that filed the lawsuits - which include carmakers like Hyundai, a variety of manufacturers such as Campbell Soup and power companies like Dominion Energy - say the four railroads had meetings, phone calls and email communications through which they embarked on the conspiracy to apply the fuel surcharges all traffic to generate profits.

The plaintiffs argue that the majority of what the railroads discussed at joint meetings had nothing to do with shipments that are handled by more then one railroad, so they shouldn't be excluded from the case.

A federal judge will decide later what evidence from those meetings will be included in the lawsuit.

Congress largely deregulated railroads in 1980. Over the next several years, railway companies consolidated, eventually leading to the four big railroad shippers - BNSF and Union Pacific serving much of the West and CSX and Norfolk Southern in the East.

Though the companies are individual entities, they are legally allowed to work together to some degree to ensure the continuity of the nation's railroad network.

Regulators say railroad talks can be included in lawsuits

LINCOLN, Neb.&nbsp;– The State of Nebraska has released June data for&nbsp;<a href="https://www.testnebraska.com/en" target="_blank">TestNebraska&nbsp;</a>&nbsp;testing.

"This&nbsp;past month, we've seen continued success with the Test Nebraska program and expanded the testing through the State by partnering with&nbsp;a number of hospitals across Nebraska to provide free COVID-19 tests. We continue to applaud Governor Ricketts for his&nbsp;success in running TestNebraska and helping the State get back on its feet,"&nbsp;said Nomi Health Chief Operating Officer Joshua Walker.

The statistics below reflect the number of Nebraskans tested for COVID-19 throughout the month of June, by location:

Number of positive and negative test results to date

A total of 1,597 Nebraska residents tested positive for COVID-19 during the month of June. A total of 2,522 Nebraska residents have received positive test results since testing began May 4. Negative test results during the month of June totaled 35,966. A total of 59,759 people tested have received negative test results since testing began. Inconclusive results were shared with 125 people during the month of June; 179 inconclusive results have come back since the start of testing.

Nebraska residents completed a total of 250,278 assessments throughout the month of June. The cumulative total of assessments completed is 648,682. These statistics represent the number of people who fully completed assessments to determine their eligibility to receive a test for COVID-19 to date. The average turnaround time for tests to return results was 34.6 hours during the Month of June; it has taken an average of 41.5 hours to receive test results since the start of testing.

Continued testing is encouraged, especially for students who will be returning to schools.

Nebraskans can complete an assessment at&nbsp;<a href="https://www.testnebraska.com/en" target="_blank">TestNebraska.com&nbsp;</a>. Once the assessment is completed, applicants will receive an email from Test Nebraska informing them of eligibility. For those who are eligible, the email will direct them to select the location, date and time that is convenient for them.&nbsp; A confirmation email will include a bar code, which residents need to print off and bring with them to the testing site. The assessment can be completed via computer or by phone. If an individual does not have Internet access, a relative or friend can help them complete the assessment. Testing sites can now accommodate up to 3,000 tests per day.

DHHS opened a&nbsp;statewide COVID-19 information line&nbsp;to help answer general questions and share the latest information and resources with Nebraskans to help keep them informed. TestNebraska releases June testing report

NORTH PLATTE, Neb.-Mid-Plains Community College will reopen to the public July 15.

All MPCC campuses – those in McCook, North Platte, Broken Bow, Imperial, Ogallala and Valentine – closed to the public March 30 to limit exposure to COVID-19. When the campuses reopen, they will do so with new safeguards in place.

Under the new protocol, visitors will be required to wear face masks before entering college facilities. Once inside, they must check in at the Welcome Centers or front desks. There, they will go through a screening process, during which, visitors will be asked to provide identification and a phone number.

Students with student IDs will continue to be screened in class. All students without IDs will be screened at the Welcome Centers or front desks.&nbsp;

Upon successful completion of the screening, visitors will be provided with a dated and initialed sticker to be worn in a visible location so others in the building know they have been screened.&nbsp;

MPCC will continue to adhere to the gathering limits outlined in the governor’s Directed Health Measures. The college will also continue to encourage employees and the public to wash hands often, maintain social distancing and stay home if sick.

MPCC outlines precautions for reopening to the public

OMAHA, Neb. (AP) - Nebraska health statistics show more than 400 people have been diagnosed with coronavirus so far this week - including more than 200 on Monday.

The s&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">tate's online virus tracker</a>&nbsp;shows 174 cases were reported Sunday and another 227 cases were reported on Monday, bringing the state total to nearly 20,400. Of the total, 16,025 have recovered from the virus, according to the site. The total number of deaths attributed to COVID-19, the disease caused by the virus, had reached 288 by the end of Monday.

State figures showed Nebraska still has a large amount of space in hospitals to treat new patients., with 41% of Nebraska's hospital beds, 45% of the intensive care beds and 80% of the ventilators in the state available Tuesday morning.

For most people, the coronavirus causes mild or moderate symptoms that clear up in two to three weeks. For some, especially older adults and people with existing health problems, it can cause more severe illness.

Nebraska sees 200-plus coronavirus cases confirmed in 1 day

OMAHA, Neb.-A pastime
enjoyed each year by many individuals is summer gardening, and
sustainable gardens are on the rise. Planting a sustainable backyard
garden and farming indoors during the summer months is easier than
you think, according to Mackenzie Taylor, associate professor of
Biology at Creighton University.

“There
is a garden for every budget. An easy way to start is with herbs like
basil or rosemary,” Taylor said. “They grow well in pots that can
be placed both indoors and outdoors, and they don’t take up a lot
of space. If tended appropriately, herbs produce over long periods of
time, including the winter. The more use you get from a plant, the
more economical 
it is.”

Maximizing
your gardening space in the summer is crucial to make households more
sustainable and economical. There also are plenty of low maintenance
plants, such as herbs, fruits and vegetables, that can be harvested
to add a colorful variety to any healthy diet.

Access
to plants that are economically friendly is among the top reasons
people begin gardening. However, some may 
not have the tools or
time to fully indulge in the summer activity. Taylor suggests buying
in your community to fuel 
local economies and help the
environment.

“Purchasing
locally grown produce from a farmers’ market is usually best, as it
supports the local economy and reduces the environmental impacts that
come from transport,” Taylor said. “Many grocery stores also
indicate when a product is local, and a manager can help you identify
them. In addition, try to buy in-season produce because it often
doesn’t travel as far. Buy produce that is not packaged in plastic
and, when possible, utilize reusable bags to carry your produce
home.” 


According
to Blue
and Green Tomorrow,
replacing 20% of the food you purchase from the store with food from
your garden can reduce your carbon footprint by 68 pounds of carbon
dioxide each year. To make an impact, Taylor suggests starting small.

The
more plants you have, the more time consuming it can be to monitor,
water, manage pests and harvest during the summer. If your backyard
has a nice, sunny spot for a few plants, you can get started on
building a garden space. If you don’t have much room for your
garden, Taylor suggests planting in pots to maximize space indoors or
outdoors. 


“Many
herbs and vegetables can be grown in pots. Ensure the pots have good
drainage and are fairly deep,” Taylor said. “Generally, plants
need four to eight hours of sunshine. If you don’t have a
consistently sunny spot indoors, consider purchasing supplemental
grow lights.” 


Taylor
also has a few recommendations for growing delicious summer produce.
Some common garden plants include peppers, tomatoes, carrots, beans,
eggplant, zucchini, cucumber and onions. If you are unsure about
planting or need advice on how to grow a certain plant, you may want
to seek out a master gardener or contact your local Extension office.

produce. 


Finally,
abundance from the summer can lead to a surplus of fruits and

Creighton University biologist explains how sustainable summer gardening gives back 

North Platte, Neb. –&nbsp; North Platte Public Schools (NPPS) releases our 2020 – 2021 District Return To School Plan amidst ever-changing directives on a federal, state, and local level.&nbsp; District Superintendent Dr. Ron Hanson submitted a return to school resolution to the NPPS Board of Education on Monday, July 13, 2020, that will allow NPPS administration the go-ahead to move forward plans to return to school this fall.&nbsp; This resolution will be voted on during the August 10, 2020, meeting.

Hanson stated, 'As you know, there continues to be concerns and questions related to how schools plan to reopen in August 2020. While we are in the business of educating, our priority is the safety of our students and staff.' Dr. Hanson and his directors have been diligently working on the district return to school plan since May.&nbsp; He went on to add, 'We have gathered input from parents, staff, community stakeholders, administrators, state leaders, the Nebraska Department of Education, and medical professionals via surveys, committee meetings, and work sessions, and weekly West Center District Health Department Command Center meetings. Administrators have been planning for increased safety procedures that can be taken at every location.' NPPS is very excited to have students back in their buildings with each person's health and safety in mind.

Based on the guidance of the district return to school plan, each NPPS principal will provide a 'Playbook' that will identify specific details for their building.&nbsp; The playbook will include items such as drop-off areas and times, face-covering requirements, what to do when a student is not feeling well, and how to handle specific questions from families related to COVID-19.&nbsp; School playbooks will be available on each school's website the week of July 27, 2020.

Based on the current DHM as well as guidance from the West Central Health Department and the Nebraska Department of Education, NPPS plans to return to school, as expected, on August 17th&nbsp;and 18th.

NPPS is planning to start school in August with the following guidance:
