NORTH PLATTE, Neb. (AP) - Fire crews battled a blaze that consumed a rail car loaded with automobiles at Union Pacific's Bailey Yard in North Platte, officials there said.

The fire was reported around 10:30 p.m. Sunday not far from the Golden Spike observation tower, officials said. Arriving firefighters found the car fully engulfed in flames. It took several hours for fire crews from several surrounding departments, as well as Union Pacific employees, to extinguish the fire.

No one was injured, but all of the vehicles loaded on the rail car were destroyed. Officials are investigating the cause of the fire.

Union Pacific investigating cause of fire at Bailey Yard

LINCOLN, Neb.-This week, Troopers with the Nebraska State Patrol (NSP) are participating in Operation Safe Driver Week. Operation Safe Driver is an initiative organized by the Commercial Vehicle Safety Alliance (CVSA).

The week-long effort runs from July 12 through July 18 and includes law enforcement agencies throughout North America. This year, CVSA has placed an emphasis on speed enforcement for Operation Safe Driver Week. CVSA reports that states throughout the country have seen an increase in excessive speeding similar to that which Nebraska has experienced during the COVID-19 pandemic.

Since the first directed health measures were issued in mid-March, Nebraska State Troopers have issued 387 speeding citations for drivers traveling faster than 100 miles per hour, an average of more than 3 per day. During the same time period in 2019, NSP issued 202 such citations.

Nebraska troopers kick-off 'Operation Safe Driver Week'

NORTH PLATTE, Neb. (AP) - Residents in parts of western and central Nebraska who saw tornadoes and strong storms last week could be in for another round.

The National Weather Service said the risk of severe weather was enhanced for the area Monday night as a cold front was expected to slam into hot air over the region. A swath of the state from the southwestern corner up to north-central Nebraska was likely to see winds of up to 70 mph, large hail and frequent lightning from 6 p.m. to 1 a.m. Tuesday, the weather service said.

Cities in the storms' path include North Platte, Kearney, Imperial, Ogallala and Thedford. Some of those areas, including around Thedford, Grant and Seneca, saw a rash of weak tornadoes last week, although little damage was reported.

Other areas of the state, including much of the Nebraska Panhandle and the eastern third of the state, were under a slight or marginal risk of severe weather Monday night, the service said.

LINCOLN, Neb. (AP) - The Nebraska Supreme Court has rejected a petition to grant all 2020 law graduates a license to practice without taking the bar exam.

The petition, filed Friday, sought the change in light of the risk posed by law school graduates congregating in one place to take the exam, the Omaha World-Herald&nbsp;<a href="https://www.omaha.com/news/state-and-regional/nebraska-supreme-court-rejects-request-to-let-grads-practice-law-without-taking-bar-exam/article_9f627edb-5f14-5ca0-9923-216488ff31b8.html" target="_blank">reported</a>. On Saturday, the state's high court ruled against the move.

"The court is mindful of the challenges inherent in studying for and taking the bar examination in ordinary times, and our decision is not intended to diminish the additional challenges of doing so during a pandemic," the court wrote. "But the administration of justice does not stop in a public health emergency."

The Nebraska bar exam, which is usually offered two times a year, will proceed as scheduled on July 28 and 29. People taking the exam must test negative for COVID-19 ahead of time, or they will be deferred to a future exam, which this year includes a third test in September.

“If you’re looking to enjoy the great outdoors, Nebraska’s state parks, historical parks, and recreation areas provide a wealth of opportunities for socially-distanced fun,” said Gov. Gov. Ricketts, Game and Parks encourage Nebraskans to enjoy the great outdoors

NORTH PLATTE, Neb.-The Nebraska State Patrol SWAT Team has arrested a man after a brief standoff in Broken Bow following a homicide in rural Custer County Saturday evening.

At approximately 6:30 p.m. Saturday, the Custer County Sheriff’s Office responded to a reported shooting that occurred at 80451 Round Valley Road, north of Broken Bow. The victim, Crystal Esch, 62, was pronounced deceased at the scene. The suspect, Trenton Esch, 44, is the stepson of the victim.

Esch was believed to have fled to his residence at 208 South N Street in Broken Bow. NSP SWAT responded to the scene. At approximately, 9:40 p.m., Esch exited the residence voluntarily and was taken into custody without further incident.

Esch has been lodged in Custer County Jail. The Nebraska State Patrol is leading the ongoing investigation.

Suspect arrested following homicide, standoff in Broken Bow

LINCOLN, Neb. (AP) — State officials said a staff member at the Nebraska State Penitentiary tested positive for the coronavirus and is self-isolating at home. 

The latest case brings to 24 the number of staff members working at the Nebraska Department of Corrections who have been diagnosed with COVID-19. Twenty of those have recovered. 

Officials are notifying people who work and live at the facility of the case, and anyone who had close contact with the staff member will be directed to self-quarantine until they are cleared by a medical provider.&nbsp; &nbsp;&nbsp;

NORTH PLATTE, Neb.-The West Central District Health Department (WCDHD) reported five new confirmed cases of COVID-19 in their jurisdiction on Friday.

WCDHD reports five new cases of COVID-19 in jurisdiction

NORTH PLATTE, Neb.-Law enforcement are asking the public for assistance in locating an escaped Lincoln County inmate.

According to the Lincoln County Sheriff's Office,&nbsp;On July 9, 2020 at 7:43 pm, the Lincoln County Detention Center advised an inmate worker had left the property and not returned. 

Deputies responded and found that thirty six year old North Platte native Anthony Nunnenkamp left his work detail and did not return. 

Deputies searched his last known residence and did not locate Nunnenkamp. 

On July 10, 2020 an Escape Warrant was issued for Nunnenkamp. 

Anyone with information on Mr. Nunnenkamp’s whereabouts please contact the Lincoln County Sheriff’s Office or anonymously through Lincoln County Crime Stoppers. (308) 534-8400 or 1 (800) -933 – TIPS.

Free tuition is available for qualifying individuals whose employment has been negatively impacted by COVID-19.

Mid-Plains Community College is partnering with the Department of Economic Development and Nebraska Department of Labor to provide the Nebraska Workforce Retraining Initiative.

As part of the initiative, individuals who have lost their jobs or are underemployed as a result of COVID-19 can apply for scholarships to help them receive training for high-wage, high-demand careers and industries.

MPCC: Free tuition available for those affected by COVID-19

LINCOLN, Neb. (AP) - The number of people hospitalized for the coronavirus in Nebraska has fallen to its lowest level since mid-April, but residents still need to exercise caution to keep the virus from spreading, state officials said Friday.

Nebraska's hospitals were treating 97 patients as of Thursday, down a high of 257 on May 27. The state has a total of hospital 3,907 beds, and 1,583 of those were available for patients as of Thursday evening.

"We continue to see declining hospitalizations, so that's good news," Gov. Pete Ricketts said at a news conference. "Our cases have been relatively steady, so that's good news, too. But this only (will continue) if we continue to practice social distancing."

Nebraska officials confirmed 198 new cases of the virus on Thursday and two new deaths, bringing the state totals to 20,623 cases and 284 deaths since the pandemic began.

State and private labs have tested 201,249 people so far, according to the&nbsp;<a href="https://experience.arcgis.com/experience/ece0db09da4d4ca68252c3967aa1e9dd" target="_blank">state's online tracking portal</a>. More than 15,200 of the people diagnosed with the virus have since recovered.

Omaha's Douglas County remains the hardest-hit county in Nebraska, with 7,773 known cases since the pandemic began and nearly 1,200 within the last 14 days.

Nebraska currently has 41% of its hospital beds available and 78% of its ventilators available, according to the state tracking system.

For most people, the coronavirus causes mild or moderate symptoms that clear up in two to three weeks. For some, especially older adults and people with existing health problems, it can cause more severe illness.

Ricketts said the state's main virus-testing service, TestNebraska, also swabbed about 3,600 people on Tuesday. State officials fell short of their&nbsp;<a href="https://apnews.com/d955d87297d9365483f178ed0774f9f6" target="_blank">initial goal</a>&nbsp;of providing 3,000 tests per day by the end of May, but have since managed to increase the number.

Nebraska announced&nbsp;<a href="https://apnews.com/5eaae749e0d2466aa8af301d85de454c" target="_blank">the $27 million, no-bid contract</a>&nbsp;with Utah-based Nomi Health and other firms on April 21. They had hoped to hit the testing target within five weeks.

Nebraska has gradually eased social-distancing restrictions as the number of people hospitalized with the virus remained stable. On Friday, Ricketts urged residents to visit the state parks as a summer getaway instead of traveling to virus hot spots.

Nebraska Game and Parks Administrator Jim Swenson said the parks have seen an uptick in fishing and other activities this summer as more residents sought vacations that don't require extensive travel.

Nebraska virus hospitalizations at lowest levels since April

LEXINGTON, Neb. (AP) - A Nebraska resident physician accused of fatally shooting her husband in front of their two children last month has been released on $100,000 bond.

Kathleen Jourdan, 31, put up 10% of her $1 million bail to be released from jail on Thursday, North Platte television station KNOP&nbsp;<a href="https://www.knopnews2.com/2020/07/10/omaha-woman-who-shot-her-husband-near-cozad-on-i-80-released-on-bond/" target="_blank">reported</a>.

Jourdan is charged with second-degree murder and use of a deadly weapon in the June 17 killing of her husband, 35-year-old Joshua Jourdan, while stopped along Interstate 80 near Cozad.

Investigators have said the couple got into an argument while driving back from Scottsbluff, where the family was in the process of moving. During the argument, Joshua pulled over and called a friend in Georgia to mediate. Kathleen said Joshua gave her a "look" during the call while raising his arm. Kathleen told police she feared for herself and children when she pulled a handgun from the center console and fired two shots into her husband's chest.

The couple's two sons, who were in the backseat, weren't hurt.

Jourdan, a resident physician in the University of Nebraska Medical Center's Family Medicine Residency Program, has been placed on administrative leave. She graduated from St. George's University School of Medicine, which is in Grenada, in late 2018.

It will be joined by staples including the Prime Rib Feed, the Flapjack Feed, the Barbque Pork Sandwich Feed, Cowboy Kickball, and Taps and Tunes, and all will look a little different.  

“We have an approved reopening plan from the West Central District Health Department for the Wild West Arena,” said Executive Director David Fudge. “We’ve been working really hard with both the Health Department and the Governor’s office to ensure that we are doing everything we can to provide some activity for people who want to participate.” 

One of the most notable changes will be crowd sizes at the Buffalo Bill Rodeo, which will be limited. All seats will be General Admission based on section, allowing people to seat themselves while allowing room between parties. “We’ve seen this model successfully executed at some summer events in other parts of the country,” said Fudge.  

Other changes include drive through only at both the Pork Sandwich Feed and Flapjack Feed. The Prime Rib Feed will have limited outdoor picnic table seating downtown. NEBRASKAland DAYS on Parade is still on the schedule as well, although its exact format won’t be determined for another couple of weeks as organizers monitor Directed Health Measures issued by the Governor’s office.  

Rodeo tickets will go on sale to the public on Monday, July 13th. Organizers are hopeful that people will purchase ahead of time to cut down on wait times outside the arena. “Our ticketing system is set up to deliver tickets via email and mobile delivery,” said Fudge. Buffalo Bill Rodeo to be joined by other NEBRASKAland Days staples

SIOUX FALLS, S.D. (AP) — South Dakota health officials say they will send 20 COVID-19 testing machines capable of producing tests in minutes to help carry out the Sturgis Motorcycle Rally amid the coronavirus pandemic. 

The 80th edition of the annual rally is expected to attract thousands of people to western South Dakota next month. 

About 500,000 people have shown up in previous years. 

The Rapid City Journal reports that the city council decided to cautiously proceed with the 10-day rally after realizing motorcycle enthusiasts were going to show up regardless. 

The Department of Health plans to send Abbott ID Now testing machines to the area.

The 80th edition of the annual rally is expected to attract thousands of people to western South Dakota next month. About 500,000 people have shown up in previous years. The Rapid City Journal reports that the city council decided to cautiously proceed with the 10-day rally after realizing motorcycle enthusiasts were going to show up regardless. LINCOLN, Neb. (AP) - A grand jury will be called to investigate the death of an inmate at the Nebraska State Penitentiary in Lincoln.

Oddie Granger, 44, died at the prison Wednesday morning, state prison officials said. While the cause of Granger's death has not been determined, he was being treated for an undisclosed medical condition, Nebraska Department of Correctional Services spokeswoman Laura Strimple said in a news release.

Granger began serving his 5.5-year prison sentence in May 2019 on three felony DUI counts. State law requires a grand jury investigation any time a person dies in police or prison custody.

SCOTT COUNTY—One person died in an accident just after 4p.m. Thursday in Scott County.

The Kansas Highway Patrol reported a 2010 Honda CRV driven by&nbsp; Devon R&nbsp; Inguanza, 28, Shallow Water, Kansas, was northbound on Falcon Road three miles south of Kansas 96.

The driver attempted to pass a semi and visibility was low due to the dust. The Honda struck a 2017 Ram 2500 driven by Adrian&nbsp;Ruelas, 20, Scott City, head-on.

&nbsp;Inguanza was pronounced dead at the scene and was transported to&nbsp; Prices and Sons Funeral Home.&nbsp;

EMS transported Ruelas and a passenger in the Honda 9-year-old Bentley Chase&nbsp;Inguanza of Shallow Water to the Scott County Hospital.

Devon Inguanza was not wearing a seat belt, according to the KHP.

Kansas man dead, 9-year-old hospitalized after head-on crash

A severe thunderstorm came through Box Butte and Morrill County on the night of Thursday, July 9 bringing large hail.&nbsp;

An Alliance resident that lives 3 miles south of the city reported tennis ball size hail. 

Another resident reported golf ball size hail in the 1200 Block of Cheyenne. Trained weather spotters confirmed this.&nbsp;

Ping pong ball size hail was reported 2 miles east and 2 miles south of Alliance.&nbsp;

Tennis, golf and ping pong size hail reported in Alliance 

The Big Ten Conference is limiting fall sports to only conference games.&nbsp; 

The announcement came on Thursday afternoon and means three of Nebraska's football games have been canceled, leaving nine games on the schedule to play.&nbsp; Over the next several weeks I imagine we will hear more about how the conference plans to fill the newly-open weeks by shuffling game dates, or adding conference opponents to those open slots.

Nebraska has already removed games against Central Michigan, Cincinnati and South Dakota State from its official schedule on the team's website. The season opener is against Purdue on September 5, with the next game scheduled against Northwestern October 3.

Other exciting non-con match-ups that will no longer happen this fall as of today due to the announcement: Ohio State at Oregon, Michigan vs. Washington, Wisconsin vs Notre Dame, Michigan State vs. Miami, FL, and Penn State vs. Virginia Tech.

&nbsp;We are facing uncertain and unprecedented times, and the health, safety and wellness of our student-athletes, coaches, game officials, and others associated with our sports programs and campuses remain our number one priority. To that end, the Big Ten Conference announced today that if the Conference is able to participate in fall sports (men’s and women’s cross country, field hockey, football, men’s and women’s soccer, and women’s volleyball) based on medical advice, it will move to Conference-only schedules in those sports. Details for these sports will be released at a later date, while decisions on sports not listed above will continue to be evaluated. By limiting competition to other Big Ten institutions, the Conference will have the greatest flexibility to adjust its own operations throughout the season and make quick decisions in real-time based on the most&nbsp;current evolving medical advice and the fluid nature of the pandemic. Three Husker football games canceled as Big Ten limits fall sports to conference-only games

TOPEKA&nbsp;– Governor Laura Kelly today announced the award of Community Service Tax Credits (CSP) to 25 nonprofit organizations to support education, healthcare, and housing projects across the state.

CSP is a tool that dramatically enhances fundraising efforts, providing a 70% tax credit to qualified donors in rural communities of less than 15,000 population and 50% in larger communities. For example, a donor making a $100 gift in a rural community receives a $70 tax credit when they file their state taxes, making the net cost to the donor only $30.

This year, CSP is distributing $1 million in awards for childcare and early childhood development projects, specifically for services to those under the age of 5.

“These nonprofit organizations provide education, healthcare and housing across Kansas,”&nbsp;said Governor Kelly.&nbsp;“We must do everything we can to support them. Community Service Tax Credits help us build stronger communities and a stronger state.”

Awarded nonprofits were chosen through a competitive, score-based selection process.

For this fiscal year, the Department of Commerce is fully disbursing all CSP funds. Due to the amount of funds allocated, 25 of the 53 requested projects (constituting 47% of the total funds requested) are being awarded.

“These Community Service Tax Credit awards will be a major factor in the success of these important community projects,”&nbsp;said Secretary of Commerce David Toland.&nbsp;“There were so many high-caliber projects applying for these awards, and, unfortunately, the demand for credits exceeds the resources we have. However, we are grateful to have been able to support these many worthy projects.”

About the Community Service Tax Credit Program (CSP)

Each year since 1994, the Kansas Community Service Program has given nonprofit organizations a way to improve their ability to undertake major capital fundraising drives for various projects. Tax credits are allocated each year and awarded on a competitive application basis to nonprofit organizations.

Projects eligible for tax credit awards include community service, crime prevention, health care and youth apprenticeship and technical training. Based on the scope and cost of the proposed project, applicants may request up to $250,000 in tax credits. The K-55 railroad crossing will include a non-traversable median (with channelization devices) and new safety features such as; longer rail road arms and new signage to alert patrons.</li><li>Valley Hope Association (Norton)&nbsp;– Launching a Digital Initiative in Kansas. This innovative teaching tool is the most technologically advanced anatomy visualization system for preparing students for medical occupations.</li><li>Exploration Place, Inc. (Wichita)&nbsp;– The purchase an installation of a new exhibit allowing children and their families to explore the human body in ways that create excitement and wonder.
