The new cases brings the total known number to 17,810 in the state since the pandemic began. So far, officials have confirmed 244 virus-related deaths.

8th Nebraska prison inmate tests positive for coronavirus

SCOTTSBLUFF, Neb. (AP) - Authorities say a 38-year-old Scottsbluff man died and another man was hurt in a rollover crash near Scottsbluff.

The Scotts Bluff County Sheriff's Department says the crash happened around 11:30 p.m. Friday near the intersection of Spring Creek Road and U.S. Highway 26.

A Nebraska State Trooper who witnessed the one-vehicle crash reported the vehicle was on fire with one man inside after the crash and one man had been ejected. The 38-year-old died at the scene of the crash. A 32-year-old man from Scottsbluff was taken to a hospital with injuries that aren't considered life threatening.

The sheriff's office said neither man was wearing a seat belt. The names of the men were not immediately released.

Businesses that adapt are likely to thrive, she says

MANHATTAN – The executive director of a program that helps rural business owners manage new media says that the rush to using online marketing as a result of the COVID-19 pandemic does not have to be complicated.

Cheryl Boyer, co-founder of the Center for Rural Enterprise Engagement at Kansas State University, talked recently to more than 60 small business owners during a&nbsp;<a href="https://www.ksre.k-state.edu/community/business/entrepreneurship">First Friday</a>&nbsp;webinar hosted by the university.

Boyer said she understands the anxiety among some to transform their brick-and-mortar, Main Street businesses into an online sales format. Yet, parts of society continue to be locked down or limited, and it’s not yet clear that consumers are ready to get back to shopping the way they once did.

“Businesses that can adapt to this new economy are more likely to thrive,” Boyer said. “And we want you to thrive. We want your businesses to stay functioning and thriving and for people to spend more money with you.”

The tangle of services that offer online business platforms can be overwhelming, including Wordpress, Weebly, Wix, Square, Shopify, Amazon and more. The number of payment tools also can be confusing, from WooCommerce,&nbsp;<a href="http://authorize.net/">Authorize.net</a>, Square, Stripe, PayPal, Cash, VenMo and others.

But Boyer urged business owners not to get paralyzed by the numerous options. “Don’t let perfect be the enemy of good,” she said.

“Get something up there, get started, don’t go out of business,” she said. “Find a way to communicate what you’re selling so that people can purchase something from you, because they want to buy from you; they just need to know how. Keep working at building your e-commerce presence over time. It doesn’t have to perfect and it doesn’t all have to be up there on day one.”

In her presentation, Boyer outlined advantages and disadvantages of many online platforms. She noted that while most stay-at-home orders have expired across the country, an online presence is still going to be valuable to most businesses. It may also become critical again in the case of future shutdowns.

“A lot of times when we’re setting up e-commerce, it’s new for everybody,” she said. “It’s new for you as a business owner and it’s new for the customer trying to make an order. I think the most critical piece is to respond to customers as quickly as possible. Even if you can’t give them all the information they need, acknowledge that you received it; let them know you exist, you heard them and it may take a while to get back to them with all the information but you are working on it.”

Establishing a valuable online store could include a lot of work, including gathering images of each product with descriptions, and uploading that information into a website. All of that has to be kept updated, as well.

“As a business owner, you should think about who in your community wants to help you be successful and can do a piece of the puzzle for you,” Boyer said. “Maybe there are current employees who you can re-direct to do this work, or maybe there are local allied businesses that you can partner with. And in a lot of communities there may be students who are looking for experience and have the knowledge to be able to do some of that work.”

In 2015, the&nbsp;<a href="https://www.pewresearch.org/">Pew Research Center</a>&nbsp;reported that 8 in 10 Americans are online shoppers, and 15% buy products online weekly. Those numbers have likely increased during the pandemic when all Americans – at one point – were under government stay-at-home orders.

It led many businesses to get creative in how they are serving customers, including online sales, curbside pickup, home delivery and email ordering. For businesses, Boyer said it also required a new set of best practices for businesses, including:

LINCOLN, Neb. (AP) - The president of the University of Nebraska on Friday proposed cutting the system's budget by $43 million over the next three years because of the coronavirus pandemic.

President Ted Carter said Friday the cuts, which would begin in the 2020-2021 budget year, would include a 5.5% cut to the University of Nebraska-Lincoln. The campuses in Omaha and Kearney would see 3.9% reductions and the university's medical center budget would drop by 2.9%. There would be no reduction at the Nebraska College of Technical Agriculture in Curtis.

Even as it moves to cut its budget, the university system would seek a 2% increase in state appropriations in the next two years and additional funding to fund programs that aid underrepresented students.

Carter will offer his budget proposal next week before the university Board of Regents.

The coronavirus is expected to cause a drop in tuition from nonresident and international students. The university also plans to freeze tuition in the next two budget years.

University of Nebraska president proposes $43M cut

GRAND ISLAND, Neb.-Fifteen new troopers are ready to hit the road across the state of Nebraska. The members of the 62nd&nbsp;Basic Recruit Class in Nebraska State Patrol history received their badges and took the oath of office today to officially join the ranks of NSP.

“These new troopers desire to serve our state and make a difference,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Through the challenges they’ve already overcome as a team, the members of Camp 62 have displayed their determination to serve Nebraska with integrity and rebuild the trust in law enforcement that has been shaken in recent weeks.”&nbsp;

Governor Pete Ricketts, Attorney General Doug Peterson, and Colonel Bolduc provided remarks during today’s graduation ceremony, held in the rotunda of the Nebraska State Capitol. Secretary of State Bob Evnen administered the oath of office. Attendance at the ceremony was limited to comply with social distancing guidelines.

The class of Camp 62 completed 22 weeks of training at the Nebraska State Patrol Training Academy in Grand Island. The training included extensive live-action scenarios as well as more than 1,000 hours of academic instruction. The new troopers will now continue their training during a field training process, while being paired with veteran troopers throughout the state.

“This class is a uniquely resilient camp,” said Colonel Bolduc. “They’ve been through COVID-19, they’ve been on lockdown, and they’ve persevered in several different circumstances. They’ve proven themselves and I think they’re going to serve Nebraska to a level that we haven’t ever seen before.”

Recruit Michael Guth, of Sidney, received the Superintendent’s Leadership Award, the O. H. Witt Academic Award, and the Captain Mark Williams Core Values Award. Recruit Madison Reynoldson, of Norfolk, was honored with the R. J. Buchholz Physical Fitness Award. Recruit Joshua Schwarz, of Lincoln, was presented the D. R. Shearer Marksmanship Award.

All fifteen new troopers are from Nebraska and most will be returning to serve in their previous city of residence. The graduates of Camp 62 are:

Camp 62 is the first class of troopers to graduate in 2020, with another class slated to graduate later this year as NSP continues the cycle of two training camps per year. The next Nebraska State Patrol Basic Recruit Camp, Class 63, will begin on July 6, 2020. Camp 63 will begin with 24 recruits.&nbsp;&nbsp;

Nebraska State Patrol graduates 62nd Basic Recruit Class

LINCOLN, Neb. – The Nebraska Game and Parks Commission approved recommendations for a 2021 mountain lion hunting season at its June 19 meeting in Lincoln.

Staff recommended a mountain lion season in the Pine Ridge that will have a maximum harvest of four mountain lions, down from eight in 2020. In addition, the number of permits available will be reduced by half compared to 2020.

The 2021 Season 1 in the Pine Ridge Unit, which no longer is divided into subunits, will be Jan. 2-Feb. 28. Before Feb. 28, the season will close immediately if either the annual harvest limit of four mountain lions or sublimit of two female mountain lions is reached. There will be 320 permits issued via lottery only to Nebraskans, and hunting with dogs will not be allowed.

If the harvest limit is not reached in Season 1, an Auxiliary Season will be held March 13-31. The season will close immediately if either the harvest limit or sublimit is reached. Unsuccessful Season 1 hunters may apply to convert the permit to an Auxiliary Season permit. There will be one permit issued for each mountain lion remaining in the harvest limit. Hunting with dogs will be allowed.

The bag limit for each permit is one mountain lion of either sex.

The objective of the season is to provide a harvest opportunity for mountain lions that allows the population to remain resilient and healthy while halting growth or moderately reducing the population. Mountain lions are native to Nebraska but were extirpated by the early 1900s due to unregulated hunting, trapping, poisoning and decimation or prey species. As prey populations recovered in the 20th century due to protection by game laws, mountain lions did as well. They expanded from the Mountain West into parts of North Dakota, South Dakota and Nebraska.

Population estimates from a May-June 2019 genetic survey indicate approximately 34 mountain lions were present in the Pine Ridge at the time of the survey, down from an estimate of 59 in a 2017 survey. While resident populations of mountain lions also exist in the Niobrara Valley and Wildcat Hills, there are no population estimates for those areas.

In addition, the number of permits available will be reduced by half compared to 2020.The 2021 Season 1 in the Pine Ridge Unit, which no longer is divided into subunits, will be Jan. 2-Feb. 28. Before Feb. 28, the season will close immediately if either the annual harvest limit of four mountain lions or sublimit of two female mountain lions is reached. There will be 320 permits issued via lottery only to Nebraskans, and hunting with dogs will not be allowed.If the harvest limit is not reached in Season 1, an Auxiliary Season will be held March 13-31. Participants will get the opportunity to test their steady hands and
sense of balance at North Platte Area Habitat for Humanity’s first
annual Jiant Jenga Jamboree fund raiser on Saturday, July 11th. Up to
sixteen teams of four will compete for the coveted Golden Jenga Tower
Trophy.

The
Jamboree will take place at Platte River Mall with registration
beginning at 12:15 pm that day. The tournament will start with each
entered team participating in a speed round where contestants will be
asked to build the tallest standing tower possible in five minutes.
The speed round is followed by a single elimination tournament
bracket where the teams will show off their skills as tower builders.
Trophies will be awarded to the 1st, 2nd and
3rd place teams.

“A
Jenga tournament is something we’ve been talking about at Habitat
for a while now. The premise of the game fits our mission of building
so well, plus it should be a lot of fun,” said Dalene Skates,
Executive Director for North Platte Area Habitat for Humanity. “We
hope to make it into an annual event.”

Teams
are asked to wear costumes relating to this year’s event theme of
carnival/jamboree. Spectators, families and friends can vote for the
best costume.

The state's seasonally adjusted unemployment rate was 5.2% last month, according to the U.S. Bureau of Labor Statistics. That's down 3.5 percentage points from the rate of 8.7% in April, when unemployment soared due to coronavirus-related social-distancing restrictions.

Nebraska Labor Commissioner John Albion said the state's data is more volatile because of the pandemic.

The national seasonally adjusted unemployment rate for May was 13.3%, a decrease of 1.4 percentage points.

The second-lowest unemployment rate was in Utah, with 8.5% unemployed. Wyoming came in third, with 8.8%. The state with the highest seasonally adjusted unemployment was Nevada, with 25.3%.

Nebraska sees 6 new coronavirus deaths, for a total of 240

LINCOLN, Neb. (AP) - Masks will be required for students, employees and visitors at the University of Nebraska-Lincoln this fall, under a policy that took effect Thursday.

The university's Forward to Fall committee approved the requirement among other moves intended to protect those on campus from the coronavirus, according to the&nbsp;<a href="https://journalstar.com/news/local/education/unl-to-require-masks-in-all-campus-buildings-and-some-outdoor-spaces-this-fall/article_400daf59-633b-573c-addb-40d10c3a3274.html#tracking-source=home-top-story-1" target="_blank">Lincoln Journal Star</a>.

All those on campus will be required to cover their faces with masks inside buildings and in some outdoor spaces. People can remove masks while eating as long as they observe social distancing rules, and they won't be required for those alone in a room or vehicle, inside their on-campus residence or while working on some research tasks.

"This facial-covering policy has been established because we respect and care for ourselves and every person that we encounter on campus," a website stating the new policy reads.

The university also will reconfigure classes and dining halls to allow social distancing, and hand-sanitizing stations will be placed in high-traffic areas.

Those who violate the new rules may be asked to leave campus, and people who refuse could face disciplinary action.

The mask policy doesn't apply to Memorial Stadium.

UNL will require masks for all people on campus this fall

LINCOLN, Neb. – Carey Hofmeister and her family soon will be re-creating their Camp at Home, Nebraska, adventure during a free three-night camping stay at a Nebraska Game and Parks Commission state park or recreation area.

The family was randomly selected from more than 360 participants in the social media challenge issued by the Commission during the height of the coronavirus closures across the state. Outdoor-lovers were encouraged to look to their own home or backyard as the ultimate outdoor getaway.

Creativity was not an issue. Game and Parks fans submitted dozens of photos of tents pitched in their backyards, basements or living rooms; recreation vehicle “getaways” on the front driveway; firepit-roasted and microwaved s’mores; tinfoil dinners cooked on the grill; and yard games galore.

Hofmeister and her children set up camp in early May and submitted their photos to the Game and Parks Instagram.

“When hot days lead to cool nights, it’s the perfect camping weather,” the Ashland woman wrote. “The girls set the tents up in the backyard. If the tent bed gets too lumpy, there’s a cozy one inside not too far away. Perfect scenario for Mom since I got talked into sleeping with a little fella.”

“This is the stuff they’ll remember when they grow up,” she continued. “Not so much the toys, but the experiences. It will totally be worth all the clean-up. I’ll try and remember that tomorrow."

Making memories while bringing a familiar outdoor tradition closer to home was the goal.

“We’re grateful to each and every participant in the challenge,” said Jim Swenson, parks division administrator. “It’s been wonderful to see so many happy families and faces enjoying the outdoors and sharing joy and strengthening their family bonds.&nbsp;Congratulations&nbsp;to all who accepted the challenge and facilitated the next generation of outdoor adventurers.”

Camp At Home, Nebraska, winner announced

NORTH PLATTE, Neb.-North Platte Community College will offer a STEM Camp focusing on forensics next month.

Open to students in grades 7-12, the camp will demonstrate how crime scene investigation technicians use scientific deduction to help solve mysterious crimes. Participants will earn one college credit.

“At this camp, students will be trained in scientific techniques used in CSI labs around the world,” said Jared Daily, physics and engineering instructor for NPCC. “They will conduct tests on biological, chemical and material&nbsp;‘evidence,’ fill out realistic findings&nbsp;reports and submit their work just as a CSI technician would for use in the courtroom. They will also have the opportunity to&nbsp;‘testify’&nbsp;as&nbsp;‘expert witnesses,’ as if they had been subpoenaed by a judge for a particular case. We want the experience to be as real as possible.”

Sessions will be from 2-3 p.m. July 13-17.

Ten students will be allowed on campus for in-person instruction, and 20 spots are open for students to participate via distance learning from home. Depending on the interest, another camp may be added in August.

The cost of the camp is $110. Students may also be required to purchase a materials kit from the bookstore.

NPCC offers CSI STEM Camp

GRAND ISLAND, Neb.-The Grand Island Fraternal Order of Police is asking residents who bring gifts to officers not to bring Eileen's Colossal Cookies after the company retracted a Facebook post supporting law enforcement and military personnel.

Eileen's Cookies, based in Hastings, made the post on June 16 and then retracted it with a statement apologizing for the post and saying the company "has always stood for equality."

On Thursday, the Grand Island FOP responded with a post on their Facebook page asking residents who bring treats and gifts to officers, to refrain from bringing anything from Eileen's Cookies.&nbsp;

The post says news about the post from Eileen's was the "straw that broke the camel's back."

The post goes on to say that officers will continue to protect and serve Eileen's but would rather not receive treats from the company, which is extremely popular in Central Nebraska.

Eileen's Colossal Cookies has locations across the South and Midwest, including Grand Island, Kearney, Hastings, Papillion, Lincoln and Omaha.

The highest number of weekly claims filed during coronavirus pandemic was 26,539 during during the week that ended April 4. The numbers have trended downward ever since.

Nebraska's unemployment soared during the pandemic along with the rest of the country due to government-mandated social distancing restrictions that forced the closure of many businesses. The restrictions are in place to try to keep the virus from overwhelming hospitals with patients.

Gov. Pete Ricketts has been gradually easing those restrictions.

June is usually the month when summer hits full swing in Nebraska.&nbsp; In a typical year, Omaha would be hosting the College World Series right now.&nbsp; The Swedish Festival in Stromsburg, Polish Days in Loup City, and numerous other community celebrations would occur this month.&nbsp; NEBRASKAland Days would be underway in North Platte.&nbsp; Communities like Seward, Central City, and Ralston would be readying plans for Fourth of July celebrations.&nbsp;

While this year has been anything but normal, we’re seeing encouraging signs in our battle against coronavirus.&nbsp; Thanks to Nebraskans who are practicing social distancing even as we reopen, we continue to maintain robust capacity in our health care system.&nbsp; We’ve seen a downward trend in coronavirus hospitalizations in recent weeks.&nbsp; Counties that 4-6 weeks ago were experiencing a surge in coronavirus cases are seeing very few new cases today.&nbsp;

The virus isn’t gone, and we must continue to be smart and follow social distancing guidelines.&nbsp; When you’re out in public places, keep six feet of distance from other people.&nbsp; Continue to wash your hands often, avoid large groups of people, and wear a mask when you go to the store.&nbsp; These behaviors will help us slow the spread of the virus even further.&nbsp; As a state, we’ve been very successful in our efforts so far.&nbsp; As Nebraskans use good sense in their social interactions, I’m confident we’ll keep heading in the right direction.

In light of the progress we’ve made, our Direct Health Measures will be relaxed again on June 22nd.&nbsp; Most of Nebraska—89 out of our 93 counties—will enter Phase Three of our plan to loosen restrictions.&nbsp; Dakota, Hall, Hamilton, and Merrick counties will move to Phase Two of our plan. &nbsp;

Here is an overview of the Phase Three rules that will go into effect for most counties on June 22nd.

&nbsp;Phase Three&nbsp;(applies to all counties&nbsp;except&nbsp;for Dakota, Hall, Hamilton and Merrick).

As we proceed to the next phases by region, we’re also loosening restrictions on sports statewide.&nbsp; Team sports provide important exercise and community camaraderie—something we’ve all missed the last few months.&nbsp; On June 1st, limited and non-contact sports resumed practices in Nebraska.&nbsp; These sports have safely restarted with no issues.&nbsp; Given how smoothly team sports have resumed, we’re going to allow contact sports—such as soccer, basketball, and tackle football—to begin statewide in July.&nbsp; Both practices and games for contact sports can take place as of July 1, 2020.

We’ve also announced the content of the Phase Four Directed Health Measures.&nbsp; We’ve not yet set a date for these to take effect.&nbsp; However, we’re providing the Phase Four rules so that Nebraskans know what to expect as we move forward.&nbsp;

COLUMN Gov. Ricketts: Open for business

NORTH PLATTE, Neb.-A North Platte man has been arrested after he allegedly told police he started a fire in a residence.

According to North Platte police, on June 17, 2020, officers responded to the 400 Block of North Ash for a suspicious activity. 

Police say it was reported that a male subject started a fire and wanted to speak to officers about the incident.  Upon arrival, officers made contact with 25-year-old Andre Pinho.  

Pinho advised that he intentionally started some clothes on fire that were in his closet but decided to put it out after it burned for a while, according to police. 

 Officers examined the scene and located evidence supporting Pinho's claims. 

 Based on the fact that there were other people present and residing in the residence at the time of the fire, Pinho was placed under arrest on suspicion 1st-degree arson. 

 Pinho was incarcerated at the Lincoln County Jail.&nbsp;&nbsp;

LINCOLN, Neb. (AP) - Nebraska's governor told local governments they will not receive any federal money to help fight the effects of the coronavirus pandemic if they require people to wear masks in public buildings.

The mandate from Republican Gov. Pete Ricketts seems at odds with his usual message, often delivered at his regular news conferences to address the COVID-19 outbreak, encouraging people to wear masks to slow the spread of the virus, the Omaha World-Herald&nbsp;<a href="https://www.omaha.com/news/state_and_regional/ricketts-tells-local-governments-they-wont-get-federal-covid-19-money-if-they-require-masks/article_d15459b9-26df-527e-9899-9f579a3d8597.html#1" target="_blank">reported</a>.

Ricketts stands by that advice, his spokesman Taylor Gage said. Local governments can encourage mask-wearing in courthouses and other county government buildings, he said, but the governor "does not believe that failure to wear a mask should be the basis for denying taxpayers' services."

"Counties are not prohibited from requiring masks, but if they want CARES Act money, they have to be fully open, and that means they cannot deny service for not wearing a mask," Gage said.

The mandate is drawing objections from county officials, who say it runs counter to Nebraska's long-held bent toward local control and the advice of public health officials.

In Lincoln, officials planned to require all visitors to wear masks when entering the City-County Building, but those rules were dropped when officials learned that doing so would cost Lancaster County any chance at the $100 million that has been allotted to Nebraska counties as part of the federal economic rescue law.

"We'd like to have a little bit more ability to call the shots in our courthouse, but we realize that he has the right to set the rules," said Deb Schorr, a longtime Lancaster County Board member.

Dakota County Assessor Jeff Curry said the order could have dire consequences in his county, which is home to a Tyson Foods meatpacking plant and has been one of the hardest-hit counties in the nation for the virus.

Curry said he was hoping that a mask requirement could be in place for the courthouse through July 1.

Nebraska continues to pull back on restrictions meant to slow the spread of the virus, even as more cases are recorded. On Wednesday, the state saw nearly 200 news cases of the virus reported, bringing Nebraska's total to 17,226, according to the state's&nbsp;<a href="https://nebraska.maps.arcgis.com/apps/opsdashboard/index.html#/4213f719a45647bc873ffb58783ffef3" target="_blank">online virus tracker</a>. Gov. Ricketts: Mask requirement will cost counties money

LINCOLN, Neb. (AP) - Nebraska football coach Scott Frost and men's basketball coach Fred Hoiberg will donate part of their salaries to the athletic department's general operating fund to help offset revenue shortfalls because of the coronavirus pandemic.

The athletic department said Thursday the amount of the donations would be determined when the 2021 budget is closer to being finalized.

Frost's salary is $5 million this year. Hoiberg is set to earn $3 million.

Frost is in his third year as head coach. He grew up in Wood River and was the Cornhuskers' quarterback in 1996-97. His father played football for the Huskers; his mother was a standout on the track team and is in the school's athletic hall of fame.

"These are difficult times across our country and in college athletics, and Nebraska athletics is not immune to the financial crunch," Frost said. "This athletic department has been so important to my family for several decades. Before I ever played or coached here, I was a Nebraska Cornhusker fan first. I wanted to do my small part to help ensure our athletic department and all of our teams have the necessary resources to compete for championships moving forward."

Hoiberg is entering his second season at Nebraska. His parents are Nebraska graduates and his grandfather, Jerry Bush, was the Huskers' men's basketball coach from 1954-63.

"When I took this job, one of the things that stood out to me most about Nebraska was its complete commitment to the student-athlete, not just in football or men's basketball, but in all sports," Hoiberg said. His parents are Nebraska graduates and his grandfather, Jerry Bush, was the Huskers' men's basketball coach from 1954-63."When I took this job, one of the things that stood out to me most about Nebraska was its complete commitment to the student-athlete, not just in football or men's basketball, but in all sports," Hoiberg said.
