Unfortunately, those plans have been foiled due to concerns over COVID-19 and we will all have to wait a while longer to indulge in ice cream and other treats and ride the famous rides.&nbsp;

Cody Park Concessions and Rides opening to be delayed

LINCOLN, Neb. – In a proactive effort to prevent the spread of COVID-19, the Nebraska Game and Parks Commission is delaying Free Fishing and Park Entry Day. It had been scheduled for May 16.

Free Fishing and Park Entry Day, typically held annually in Nebraska on the Saturday preceding Memorial Day weekend, allows anyone to enjoy fishing anywhere across the state without a fishing permit or explore outdoor opportunities at any Nebraska state park, state recreation area or state historical park without the need to purchase a park entry permit. Normally, activities are scheduled in state park areas in conjunction with Free Fishing and Park Entry Day, but Game and Parks announced on March 16 the cancellation of all agency-sponsored activities through May 31 to prevent large gatherings of people.

Free Fishing and Park Entry Day will be discussed at the May 8 meeting of the Nebraska Game and Parks Commission in Lincoln. A rescheduled date for Free Fishing and Park Entry Day will be announced at a later time.

Parks are open for day use, fishing and recreation. Individuals should limit travel as much as possible, practice social distancing at least 6 feet between others, avoid crowded areas and adhere to the 10-person limit rule.

Nebraska Free Fishing and Park Entry Day delayed until later this summer

By now, hearing the president insult journalists is commonplace. 
Whether he’s accusing them of peddling fake news, calling them enemies 
of the American people, or threatening to revoke their Pulitzer prizes, 
the rhetoric has always been pretty toxic.

But in my view, none of those insults is as concerning as his recent 
attacks directed at Voice of America (VOA, the federal government’s 
international news and broadcasting agency, founded in 1942 with the 
goal of combating Nazi propaganda by providing unbiased news and 
information to countries outside the United States.

At the end of the day, news providers like The New York Times
 and CNN are independent media outlets protected by the First Amendment 
and there are limits to how much Trump can actually retaliate against 
them. It doesn’t matter how many times he threatens to “open up” libel 
laws and make it easier to sue media organizations — he can’t without 
overturning a 56-year-old Supreme Court decision. He couldn’t even 
successfully revoke Jim Acosta’s press pass.

But the president can actually have a lasting impact on Voice of America. At the moment, he’s <a href="https://www.politico.com/news/2020/04/22/donald-trump-propaganda-war-199799" target="_blank">demanding the confirmation </a>of conservative activist and filmmaker Michael Pack
 to head the organization that oversees VOA, the U.S. Agency for Global 
Media, and it’s clear that if he gets his wish, he’ll expect Pack to 
make some major changes to the way the VOA does its job.

Two weeks ago, a story in the White House’s daily email newsletter <a href="https://www.whitehouse.gov/articles/amid-a-pandemic-voice-of-america-spends-your-money-to-promote-foreign-propaganda/" target="_blank">accused Voice of America of using taxpayer dollars to promote foreign propaganda</a>.
 “VOA too often speaks for America’s adversaries — not its citizens,” it
 said, referencing a video shared by the VOA’s Twitter account that 
showed a light show in Wuhan, China celebrating the end of the 
quarantine there, then accusing the news organization of creating 
“graphics with Communist government statistics to compare China’s 
coronavirus death toll to America’s.” Shortly afterwards, the president 
himself said during his Wednesday Rose Garden briefing that, “If you 
heard what’s coming out of the Voice of America, it’s disgusting. … 
things they say are disgusting toward our country.”

These two examples of VOA’s supposed treachery the White House 
provided are rather odd, considering that the video of the light show 
was 1) produced by the Associated Press, not the VOA, and 2) is a video 
of an event that actually happened, regardless of whether or not you 
think China has exaggerated its success against COVID-19. The graphics 
comparing Chinese death tolls to American death tolls weren’t based on 
statistics from the Chinese government, but from Johns Hopkins 
University. VOA Director Amanda Bennett <a href="https://www.insidevoa.com/a/a-statement-from-voa-director-amanda-bennett-/5367327.html" target="_blank">responded to the accusations</a>
 with a statement linking to more than a dozen VOA stories critical of 
the Chinese government’s response to COVID-19, and pointing out that, 
“One of the big differences between publicly-funded independent media, 
like the Voice of America, and state-controlled media is that we are 
free to show all sides of an issue.”

The VOA broadcasts abroad in more than 40 languages to counter 
propaganda from repressive regimes by providing an independent, reliable
 source of news promoting freedom and democracy. <a href="https://www.voanews.com/archive/voa-charter-0" target="_blank">Its charter</a>
 legally requires it to report the news accurately, objectively and 
comprehensively and explicitly says that “VOA&nbsp;will represent America, 
not any single segment of American society, and will therefore present a
 balanced and comprehensive projection of significant American thought 
and institutions.”

There is an inherent tension in being a news media outlet funded by 
the government, given that the highest purpose of the news media is to 
serve as a watchdog on the government. Way back in 2016, there were some
 concerns that when President Trump took office, the VOA “could serve as
 an unfettered propaganda arm for the former reality TV star who has 
flirted for years with launching his own network,” <a href="https://www.politico.com/story/2016/12/donald-trump-voice-of-america-232442" target="_blank">according to a report from POLITICO</a>. This didn’t come to pass, in part because the 1994 U.S. International Broadcasting Act established that the <a href="https://www.insidevoa.com/a/4533487.html" target="_blank">VOA has a firewall</a>
 that prohibits U.S. government officials from interfering with the 
VOA’s decisions on what stories to cover and how to cover them.

But of course, the president can exert influence on the VOA in other 
ways. And his aversion to the VOA reporting or sharing any information 
that might make his administration look bad calls into question his 
commitment to the concept of an independent and objective VOA. That’s a 
problem, because the point of&nbsp;the VOA&nbsp;is to combat propaganda from 
repressive regimes with objective, unbiased, comprehensive reporting — 
not with propaganda of our own. If the VOA were to become nothing more 
than the public affairs arm of the American government, that would 
undermine its larger mission of promoting American ideals. By reporting 
not just on other countries’ governments, but also on our own with 
fairness and accuracy, the VOA represents the possibility, for those who
 live under repressive regimes, that the free press can exist.

By providing fair and accurate reporting abroad, Voice of America conveys the finest of American values

LINCOLN&nbsp; — Troopers with the Nebraska State Patrol (NSP) distributed nearly 100,000 face masks to truck drivers across Nebraska over the last two days.

“This was a tremendous effort by many people to primarily do two things: show our thanks and support to these drivers and to help protect them as they continue working to keep food and critical supplies moving across the country,” said Colonel John Bolduc, Superintendent of the Nebraska State Patrol. “Our troopers have a great relationship with the Nebraska Trucking Association. To partner with them and federal agencies to make this happen quickly is a good example of the teamwork we’re seeing all over the country right now.”

Throughout the last two days, April 29-30, troopers with the NSP Carrier Enforcement Division positioned themselves at weigh stations and rest areas on the heaviest traffic areas of the state. Truck drivers drove through by the tens of thousands to receive the masks. Over the two days, troopers and volunteers with the Nebraska Trucking Association handed out approximately 95,000 masks.

“There’s no doubt that the road to recovery starts with these truck drivers,” said NSP Carrier Enforcement Lt. Mike Maytum, who organized the two-day event. “The smiles, waves, and appreciation we saw over the last two days assure us that America’s food and supplies are in good hands as they cross the country. Thanks to these drivers for the incredible work they do every day.”

The masks were provided by FEMA and the Department of Homeland Security, in partnership with the Federal Motor Carrier Safety Administration, the Commercial Vehicle Safety Alliance, and the U.S. Postal Service.

The remaining masks will be available at NSP weigh stations while supplies last.

Troopers distribute 95,000 masks to truck drivers in two days

OMAHA, Neb. (AP) - The latest survey of supply managers in a nine-state region of the Midwest and Plains shows that many are holding out hope for an economic rebound later this year, even though the coronavirus has knocked the region for a loop.

The Mid-American Business Conditions index plummeted in April to 35.1 from March's already-anemic 46.7, according to a survey report released Friday. April's index was the lowest since February 2009, during the Great Recession.

But the survey's confidence index suggested that business leaders have more hope for recovery over the next six months. The index soared to 45.5 in April, up from March's 14.5.

"The federal stimulus plan, the Federal Reserve monetary incentive programs, and the rebound in U.S. stock markets boosted confidence from March's record lows," said Creighton University economist Ernie Goss, who oversees the survey.

Still, other indices painted a grim picture. The April employment index bottomed out at 26.2 - its lowest level since the survey began in 1993. The March employment index was an already-weak 34.7.

U.S. Labor Department data showed that only 164,040 workers in the nine-state region were unemployed and receiving unemployment insurance benefits, in mid-March, Goss said.

"By the first week of April, 980,196 workers were receiving unemployment insurance benefits," Goss said.

The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth. A score below that suggests decline. The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.

Goss echoed comments he made last month, insisting that the recent survey results indicating a recession have not been solely caused by the COVID-19 outbreak.

"The coronavirus had a less significant impact on the manufacturing sector than other areas of the economy more directly tied to the consumer," Goss said. "This is a consumer-led recession with manufacturing lagging. As a result, I expect the manufacturing to worsen in next month."

Regional trade numbers were split in the April survey, the report said. The index for new export orders tumbled to 19.4, from March's 34.7, while the import index rose to 38.7, from 32.7 in March.

In three other measures of economic health, the index for new orders sank to 21.0, from March's 40.0, and the index for production or sales plunged to 23.3, from March's 37.8. The index gauging speed of deliveries of raw materials and supplies dipped slightly to 68.3, from March's 68.4, reflecting slower deliveries and/or shipping difficulties.

We appreciate the efforts of the Alliance Police Department who arrested Rueben Mendez this morning without incident at a local motel. 

&nbsp;&nbsp;Although he initially denied his identity, the officers noted that his neck tattoo with his name was difficult to hide.&nbsp;

Box Butte and Scotts Bluff County Deputies are working to return him to the Scotts Bluff County Detention Center.&nbsp;&nbsp; &nbsp;

Rueben Mendez is wanted on multiple Scotts Bluff County warrants that include charges of stalking and domestic assault.&nbsp;&nbsp; There are also pending charges following a pursuit that began at 4:22pm in Minatare this afternoon.&nbsp;&nbsp; 

A Minatare officer recognized Mendez, knew that he was wanted, and made a traffic stop on the vehicle he was driving.&nbsp; After stopping briefly, Mendez fled the scene.&nbsp; 

A pursuit by the Minatare officer and Scotts Bluff County Deputies ensued with speeds reaching up to 100 mph.&nbsp; 

The pursuit was in rural areas east and north of Minatare, and was eventually terminated near County Road L and County Road 35 due to poor visibility.&nbsp; 

The Nebraska State Patrol also responded to the area.

We request anyone with information on Mendez’s whereabouts notify law enforcement.

$110,000 Nebraska Pick 5 ticket sold in Lexington

KEARNEY, Neb.-City officials and law enforcement in Central Nebraska are not happy with Two Rivers Health Department after they refused to release information regarding the addresses of confirmed positive cases of COVID-19.

Governor Ricketts issued and Executive Order last month that allows public health departments to release information on addresses with known positive cases of COVID-19. The Governor and law enforcement say this is for the safety of first responders.

Kearney Mayor Stan Clouse along with law enforcement requested this information from Two River Public Health Department but were denied according to Mayor Clouse, citing privacy issues.

Two Rivers Public Health Department serves Buffalo, Dawson, Franklin, Gosper, Harlan, Kearney, and Phelps Counties.

Mayor Clouse released the following statement:

Governor Ricketts issued an executive order allowing health districts to release information regarding information about known COVID-19 cases for the enhanced protection of first responders. The executive order clearly defines there are controls to protect the privacy of individuals and there are punitive consequences for violation of that privacy. It is a short term order to assist our first responders (law enforcement, rescue, EMTs, fire, etc.) when making emergency calls during this pandemic.

Sheriff Miller, Chief Waugh, and emergency first responders in communities in Buffalo County believe this is a step that should be taken and consequently we requested (on numerous occasions) Two Rivers Health to release just the addresses of known cases for inclusion in our 911 system. We have been denied by the director and his board.

I believe their logic is flawed and is based on textbook reasoning rather than listening to the reality of first response as shared adamantly by Sheriff Miller, Chief Waugh, and others that deal with emergencies on a daily basis. We also offered to place stringent controls to respect the privacy of the individuals affected.

I am appalled and extremely angry with Two Rivers and their board for denying the release of additional information that could only help our first responders. Any person that supports our first responders should be equally angered at this blatant disregard of a request that CAN be granted and adds an additional layer of protection for our first responders.

As elected officials we have a responsibility to protect our first responders, which subsequently protects our citizens. We do not even know how many cases their are in Kearney. Makes it very hard to manage a crisis when additional information is withheld by an organization that is not held accountable at any level.

If you support our first responders and are equally angered and appalled please feel free to share this as it is the reality of what we are dealing with in regard to Two Rivers Health. It is certainly not how we do business in Kearney and Buffalo County.

Local health departments are reporting deaths and cases in their jurisdictions. In the event of a discrepancy between DHHS dashboard data and deaths or cases reported by local public health officials, data reported by the local health department should be considered the most up to date.

The total number of COVID-19-related deaths in the state to date is 70, according to the DHHS data dashboard. Technical difficulties with the dashboard have been resolved and statewide case totals are now fully reflected. The state case total, as of 5:45 pm Central Daylight Time, is 4,281. Nebraska's COVID-19 case totals are updated daily at&nbsp;<a href="http://dhhs.ne.gov/coronavirus">http://dhhs.ne.gov/coronavirus</a>.&nbsp;

NORTH PLATTE, Neb.-With no known end date to the coronavirus fight, the American Red Cross is encouraging healthy individuals to make appointments to donate blood or platelets to ensure blood remains readily available for patients who still rely on transfusions.

The need for blood for trauma patients, children battling cancer, mothers experiencing childbirth complications, patients with sickle cell disease and others continues. Donated blood has a limited shelf life of 42 days for red cells and just five days for platelets, so the supply must constantly be replenished.

Healthy individuals who are feeling well are asked to make an appointment to donate this May by downloading the free Red Cross Blood Donor App, visiting RedCrossBlood.org, calling 1-800-RED CROSS (1-800-733-2767) or enabling the Blood Donor Skill on any Alexa Echo device. Donors are asked to schedule an appointment prior to arriving at the drive and are required to wear a face covering or mask while at the drive, in alignment with Centers for Disease Control and Prevention public guidance.  

Each Red Cross blood drive and donation center follows the highest standards of safety and infection control, and additional precautions – including social distancing and face coverings for donors and staff – have been implemented to safeguard donors, volunteers and employees.

Two more cases of COVID-19 reported in Red Willow County, including nursing home resident

OMAHA, Neb. – The Omaha Division Drug Enforcement Administration (DEA) is reminding people to secure prescription medications in an effort to avoid misuse, abuse and diversion during this time in which families are staying home over concerns of the Coronavirus pandemic.&nbsp;

In 2018, 67,367 people died from a drug overdose with nearly 70 percent of these deaths attributed to prescription or illicit opioids. The Secure Your Meds campaign, as announced by DEA, is raising awareness to prescription drug misuse, abuse and diversion, where medication is diverted away from its intended use or user.&nbsp;

In addition, the campaign is asking people to secure their medications in a safe location out of reach of children and others in the home.&nbsp;

According to the 2018 National Survey on Drug Use and Health, 9.9 million people aged 12 or older misused pain relievers in the past year. Of this group, more than half of the people obtained the medication from a friend or relative.&nbsp;

“Simply put, overdose deaths from pharmaceutical medications account for 46 percent of all drug overdose deaths in the United States,” Omaha Division Special Agent in Charge Richard Salter Jr., said. “This is more than cocaine, heroin or methamphetamine. By safeguarding and properly disposing of unused medications we will save lives.”&nbsp;

The DEA hosts National Prescription Drug Take-Back Day twice a year, however, the current nationwide health crisis has forced the agency to postpone its spring event originally scheduled for April 25. DEA will reschedule Take Back Day for a date shortly after the health crisis recedes and national emergency guidelines are lifted. In the meantime, families should set aside expired, unwanted, or unused medicines in their home, secure them, and hold them for the next Take Back Day. Permanent drop off locations, if open, can be found on the DEA Take Back Day website (www.DEATakeBack.com, under the Collection Site Locator tab.&nbsp;

Families are encouraged to use this time together to discuss the dangers of misusing and abusing prescription medications.&nbsp;

North Platte Public Schools meal distribution moving from Madison, to NPHS

LINCOLN, Neb.-At his daily coronavirus briefing, Governor Pete Ricketts announced that he has issued a new executive order (EO) pertaining to unemployment benefits.&nbsp; Among other things, the EO retroactively extends eligibility for pandemic-related unemployment benefits to include the week of March 15-21, 2020.&nbsp;

Nebraska Commissioner of Labor John Albin joined the Governor to discuss the new executive order.&nbsp; He also supplied an update on the Nebraska Department of Labor’s efforts to process unemployment claims.

Additionally, Gov. ·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Previously, I signed an executive order to waive provisions of unemployment insurance requirements for individuals affected by COVID-19.&nbsp;

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The new EO amends unemployment benefit eligibility to be retroactive back to March 15, 2020.&nbsp; This replaces the March 22, 2020 date specifically outlined in EO 20-14, and allows for one additional week of COVID-19 unemployment eligibility.&nbsp;

o&nbsp;&nbsp;Benefit weeks start on Sunday.&nbsp; So the benefit week added under the new EO is March 15-21, 2020.

o&nbsp;&nbsp;At our last town hall, an individual asked why the State did not make COVID-19 unemployment benefits available back to January.&nbsp;

o&nbsp;&nbsp;Nebraska offers Pandemic Unemployment Assistance (PUA) eligibility to the fullest extent allowed under the federal law. &nbsp;Our state was not affected by the COVID-19 pandemic in January.&nbsp; Nebraska entered an official state of emergency on March 13, 2020.&nbsp; Almost all Nebraskans who experienced a change in their employment status due to COVID-19 were affected in the weeks following the declaration of a state of emergency.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Nebraska Department of Labor (NDOL) has taken in the equivalent of three years’ worth of claims in two months.&nbsp; NDOL has paid out two years’ worth of claims in that time.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We’re continuously looking for ways to speed up the processing of claims.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Forty percent of our claimants have multiple employers in their base period (the first four of the last five completed calendar quarters before the claim is filed).&nbsp; We’re required by statute to reach out to each of these employers to collect their information and to adjudicate any contradictory information regarding the separation of an employer and worker.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Governor’s new executive order enables us to limit our contacts to a claimant’s most recent employer.&nbsp; This will expedite our process tremendously.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We now have the software infrastructure in place to process Pandemic Unemployment Assistance (PUA) claims.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We’ve already made payment to 11,000 PUA claimants.&nbsp; There are about 5,500 additional claimants whom we expect to be eligible.&nbsp; Our team will be working this weekend to get more information from these individuals in order to process their claims.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;This week, NDOL paid out $7 million in PUA benefits, $11.6 in regular state unemployment, and over $45 million in Federal Pandemic Unemployment Compensation.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We saw a 33% decrease in claims last week.&nbsp; It was the lowest number of claims we’ve received in the past six weeks.&nbsp; However, last week’s total is still almost double the amount of claims we received in any week in NDOL’s history prior to the current pandemic.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We’re launching a project to better identify the older claims in our system so that we can prioritize processing them.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;People who are at risk are urged to stay home.&nbsp; Elderly individuals and those with underlying health conditions should not attend Mass.&nbsp; Neither should individuals who live in the same household as those who are elderly or have existing medical issues.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;People who are experiencing symptoms of illness should stay home, as should those who live with them.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Anyone infected with the virus, who lives with someone with the virus, or has likely been exposed to the virus should stay home.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;I want to reassure people that the dispensation from their Sunday Mass obligations remains in force.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;For those who do come to Mass:

 </figure>LINCOLN, Neb.-At his daily coronavirus briefing, Governor Pete Ricketts announced that he has issued a new executive order (EO) pertaining to unemployment benefits.&nbsp; Among other things, the EO retroactively extends eligibility for pandemic-related unemployment benefits to include the week of March 15-21, 2020.&nbsp;Nebraska Commissioner of Labor John Albin joined the Governor to discuss the new executive order.&nbsp; He also supplied an update on the Nebraska Department of Labor’s efforts to process unemployment claims.Additionally, Gov. Ricketts issued guidance for faith communities as they resume worship services.&nbsp; As of May 4th, places of worship statewide will no longer be subject to the 10-person social gathering limitation for their main services.&nbsp; However, they will be required to operate with physical distancing measures in place to protect the health of worshipers.&nbsp; The full guidance is available by&nbsp;<a href="https://www.dropbox.com/s/zgx4ynqquugvjgl/COVID-19%20Guidelines%20for%20the%20Conduct%20of%20Faith%20Based%20Services.pdf?dl=0" target="_blank">clicking here</a>.&nbsp;Father Christopher Kubat, Pastor of St. Cecilia Catholic Church in Hastings, and Reverend Rich Snow, Nebraska District President of the Lutheran Church—Missouri Synod, joined the Governor for the press briefing.&nbsp; They shared guidelines for churches to follow as they welcome worshipers back for services. &nbsp;Gov. Ricketts: Continuing our Rules to Keep Nebraska Healthy·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;As we move into a new phase of our social mitigation we are taking a regional approach to some re-openings.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Our Six Rules to Keep Nebraska Healthy will remain in place statewide through at least the end of May.o&nbsp;&nbsp;Stay home.&nbsp; No non-essential errands and no social gatherings.&nbsp; Respect the ten-person limit.o&nbsp;&nbsp;Socially distance your work.&nbsp; Work from home or use the six-foot rule as much as possible in the workplace.o&nbsp;&nbsp;Shop alone and only shop once a week.&nbsp; Do not take family with you.o&nbsp;&nbsp;Help kids follow social distancing.&nbsp; Play at home.&nbsp; No group sports.&nbsp; And no playgrounds.o&nbsp;&nbsp;Help seniors stay at home by shopping for them.&nbsp; Do not visit long-term care facilities.o&nbsp;&nbsp;Exercise daily at home or with an appropriately socially-distanced activity.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We need every Nebraskan to go to&nbsp;[TestNebraska.com]TestNebraska.com&nbsp;right now to fill out a quick health assessment.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The assessments help us make the best decisions about where to set up test sites around the state.Gov. Ricketts: Unemployment·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;I have signed a new executive order to speed the processing of unemployment claims.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Previously, I signed an executive order to waive provisions of unemployment insurance requirements for individuals affected by COVID-19.&nbsp;·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The new EO amends unemployment benefit eligibility to be retroactive back to March 15, 2020.&nbsp; This replaces the March 22, 2020 date specifically outlined in EO 20-14, and allows for one additional week of COVID-19 unemployment eligibility.&nbsp;o&nbsp;&nbsp;Benefit weeks start on Sunday.&nbsp; So the benefit week added under the new EO is March 15-21, 2020.o&nbsp;&nbsp;At our last town hall, an individual asked why the State did not make COVID-19 unemployment benefits available back to January.&nbsp;o&nbsp;&nbsp;Nebraska offers Pandemic Unemployment Assistance (PUA) eligibility to the fullest extent allowed under the federal law. &nbsp;Our state was not affected by the COVID-19 pandemic in January.&nbsp; Nebraska entered an official state of emergency on March 13, 2020.&nbsp; Almost all Nebraskans who experienced a change in their employment status due to COVID-19 were affected in the weeks following the declaration of a state of emergency.Commissioner Albin: Unemployment·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Nebraska Department of Labor (NDOL) has taken in the equivalent of three years’ worth of claims in two months.&nbsp; NDOL has paid out two years’ worth of claims in that time.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We’re continuously looking for ways to speed up the processing of claims.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Forty percent of our claimants have multiple employers in their base period (the first four of the last five completed calendar quarters before the claim is filed).&nbsp; We’re required by statute to reach out to each of these employers to collect their information and to adjudicate any contradictory information regarding the separation of an employer and worker.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Governor’s new executive order enables us to limit our contacts to a claimant’s most recent employer.&nbsp; This will expedite our process tremendously.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We now have the software infrastructure in place to process Pandemic Unemployment Assistance (PUA) claims.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We’ve already made payment to 11,000 PUA claimants.&nbsp; There are about 5,500 additional claimants whom we expect to be eligible.&nbsp; Our team will be working this weekend to get more information from these individuals in order to process their claims.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;This week, NDOL paid out $7 million in PUA benefits, $11.6 in regular state unemployment, and over $45 million in Federal Pandemic Unemployment Compensation.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We saw a 33% decrease in claims last week.&nbsp; It was the lowest number of claims we’ve received in the past six weeks.&nbsp; However, last week’s total is still almost double the amount of claims we received in any week in NDOL’s history prior to the current pandemic.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We’re launching a project to better identify the older claims in our system so that we can prioritize processing them.Fr. Christopher Kubat: Places of Worship·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;People who are at risk are urged to stay home.&nbsp; Elderly individuals and those with underlying health conditions should not attend Mass.&nbsp; Neither should individuals who live in the same household as those who are elderly or have existing medical issues.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;People who are experiencing symptoms of illness should stay home, as should those who live with them.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Anyone infected with the virus, who lives with someone with the virus, or has likely been exposed to the virus should stay home.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;I want to reassure people that the dispensation from their Sunday Mass obligations remains in force.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;For those who do come to Mass:o&nbsp;&nbsp;People living in the same household should sit together.o&nbsp;&nbsp;Household units should sit six feet apart from one another.&nbsp; We’re going to tape off every other pew to encourage physical distancing.o&nbsp;&nbsp;Do not pass collection baskets.&nbsp; Do not hold hands.&nbsp; No sign of peace.o&nbsp;&nbsp;Ushers will dismiss congregants pew by pew to help worshipers maintain a safe distance as they exit.o&nbsp;&nbsp;Ushers can hold open doors as people enter and exit the church so that worshipers do not need to touch door handles.o&nbsp;&nbsp;After each service, pews, restrooms, and door handles should be thoroughly sanitized.o&nbsp;&nbsp;Small confessionals should not be used at this time to maintain six feet of physical distance.o&nbsp;&nbsp;The 10-person rule remains in force for all gatherings at a church with the exception of the main worship services.Rev. Rich Snow: Places of Worship·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Churches should start back up slowly and use caution.&nbsp; The purpose of this guidance is to look after those who are most vulnerable to the virus.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;At the same time, we understand the importance of nurturing people through crisis.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We want to encourage churches to continue their digital presence—by using streaming, television, or radio—to help all congregants stay connected.Gov. Ricketts: Nebraska Accommodation Program·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We continue to provide alternative housing for residents who have been exposed to COVID-19 and cannot safely quarantine or isolate themselves from household members with high-risk medical conditions.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Two locations are up and running: The University of Nebraska Omaha (UNO) and the University of Nebraska Kearney (UNK).o&nbsp;&nbsp;UNO: 7 beds are occupied out of 240 available rooms (120 quarantine rooms, 120 isolation rooms).o&nbsp;&nbsp;UNK: 1 bed is occupied out of 197 available rooms (99 quarantine rooms, 98 isolation rooms).·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Criteria for admission:o&nbsp;&nbsp;High-risk medical condition in a full-time household member.o&nbsp;&nbsp;No other options for a location to stay.o&nbsp;&nbsp;Exposure information, such as the date of exposure.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We also have a First Responder Program.o&nbsp;&nbsp;This program is for first responders, medical workers, and corrections officers.o&nbsp;&nbsp;At this time we have 25 individuals placed in hotels across the state.§&nbsp;&nbsp;Grand Island-11§&nbsp;&nbsp;Lincoln-1§&nbsp;&nbsp;Douglas/Sarpy County-8§&nbsp;&nbsp;Kearney-1§&nbsp;&nbsp;Lexington-4o&nbsp;&nbsp;Individuals who qualify are placed in a hotel in their work city and can leave from the hotel to go to work.o&nbsp;&nbsp;Individuals are permitted to stay for the entirety of the program or terminate their stay as they see fit.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Individuals who wish to apply for accommodation should fill out the survey available by&nbsp;<a href="https://cip-dhhs.ne.gov/redcap/surveys/?s=K97PH77LYL" target="_blank">clicking here</a>.The Governor’s latest executive order on unemployment is available by&nbsp;<a href="https://www.dropbox.com/s/tjt7vyes76ugv2j/EO%2020-22%20-%20COVID-19%20-%20Emergency%20Unemployment%20Insurance%20Benefit%20Relief%20-%20Claims%20Processing.pdf?dl=0" target="_blank">clicking here</a>.Full video of today’s press briefing is available by&nbsp;<a href="https://www.dropbox.com/s/9wbnohquyr38zp1/Press%20Conf%204.30.2020.mp4?dl=0" target="_blank">clicking here</a>.
